BCPO on full alert for class opening

THE Bacolod City Police Office (BCPO) is on full alert for the opening of classes Monday to secure the safety of students in different areas of Bacolod.

BCPO Director Ricardo De la Paz said Sunday all station commanders were directed to monitor their areas of responsibility, especially in downtown and remote areas in the city.

He said the station commanders are now ready with their plans for the security measures in different schools in the city.

De la Paz added he also directed the Traffic Management Unit head Luisito Acebuche to deploy traffic enforcers in front of schools for the smooth flow of traffic.

Last Friday, De la Paz held a command conference, which was attended by the different station commanders, to draw plans for the security measures that would be implemented in their respective areas of responsibility in preparation for the opening of classes.

According to the BCPO chief, the station commanders were directed to intensify their police visibility patrol in public and private schools and universities in the city to ensure the safety of students against lawless elements.

He said that they will also designate police officers for public schools that do not have security guards, adding that checkpoint operations will be conducted near schools and universities in the city.

BACOLOD CITY, Philippines – The information technology – business process outsourcing (IT-BPO) industry in the Philippines is growing by about 25 percent a year, and investors see the country as the “next Asian dragon,” Commissioner Ivan John Enrile Uy of the Commission on ICT (information and communications technology) said last week.

Uy said many of the world’s largest companies operate the biggest services centers in the Philippines, which is why the IT-BPO industry here continues to grow.

As of last year, the industry employed about 525,000 people and had generated more than $9.1 billion in export revenues, he added.

Uy, who was in Bacolod for the Negros Occidental First ICT Summit last Thursday, lauded Bacolod for being cited as the 3rd Next Wave City in the Philippines and Tholons International’s top 100th city in the world for outsourcing.

“That is a very, very good accomplishment for Bacolod to be ranked among the top 100th out of thousands of cities around the world,” he said.

Uy foresees that with the support of local officials the growth of the IT-BPO industry in Negros Occidental and Bacolod City will progress very fast.

Uy said it is the goal of CICT to strengthen the readiness of cities and regions outside Metro Manila to become preferred destinations for IT-BPO investors.

“With this strategy, we will decongest Metro Manila, spread economic growth opportunities to other parts of the country, and capitalize on the abundant and globally competitive workforce available in many parts of the country,” he said.

Approximately 20 percent of the IT-BPO industry is now located outside the main metropolitan areas of Manila and Cebu and this trend is expected to continue, he said.

The country is now witnessing the impact of the IT-BPO industry on rural communities, as other cities outside Metro Manila emerge as new IT-BPO hubs or the Next Wave Cities, he said.

Uy pointed out that Tholons, a renowned international research firm, in its 2010 Top 100 Cities in the World for Outsourcing ranked Manila as No. 4 and Cebu as No. 9.

The country’s Next Wave Cities that also made it on the list, are Davao - No. 69, Sta. Rosa (Laguna) - No. 88, Iloilo - No. 98 and Bacolod - No. 100.

Meanwhile, Gov. Alfredo Marañon said the construction of IT buildings on lot properties owned by the Negros Occidental provincial government is expected to create about 41,000 new BPO jobs here.

SM Prime Holdings has proposed to put up 10 buildings for BPO companies on a provincial government property along Gatuslao St. that will provide 40,000 jobs, he said, adding that the buildings will surround a convention center that SM plans to build in the area along with two hotels.

The provincial government is also establishing the Negros First CyberPark, a mixed-used complex consisting of more than 12,000 square meters of space for BPO services at a three-story building to be built at the Paglaum Sports Complex, which will provide more than 1,000 jobs, he added.

Rep. Alfredo Abelardo Benitez (Neg Occ., 3rd District), who was also at the summit, said he will help tap government resources for infrastructure and academic support for the IT-BPO industry.

Benitez also said he is supporting the efforts to create a Department of ICT, and the passage of bills to ensure data privacy and to curb cyber crime.

THE Professional Regulations Commission (PRC) is having its “PRC on the Road” at the Bacolod Pavilion Hotel and Resort at Reclamation Area on June 8 to 10, 2011.

The activity is through the efforts of Bacolod City lone district Representative Anthony Golez and PRC Regional Office 6.

Golez said that the applicants for the Licensure Examination for Teachers (LET) can already process their papers here.

He pointed out that this will mean big savings for the examinees, considering that they will no longer need to go to Iloilo City to process the same.

The PRC Regional Office 6 will process in Bacolod the LET applications for the September 25, 2011 exam. Deadline for filing of application will be on July 15, 2011.

The LET application processing will be held June 8 to 10.

Further, on June 9 and 10, PRC will process applications for Initial Registration of New Professionals (licensing of successful examinees in all professions).

On June 10, it will accept applications for the Renewal of Professional Identification Card (PIC) for all professionals.

BACOLOD City Councilor Al Victor Espino proposed an ordinance preventing, controlling, abating and regulating overloaded vehicles and cargo trucks plying the city streets of Bacolod.

Under the implementing guidelines of R.A. 8794, trucks that will be found carrying excess load beyond the allowable Gross Vehicle Weight (GVW) violate the Motor Vehicle User Charge (MVUC).

Espino observed that there has an increasing number of overloaded trucks and vehicles that contribute to the early deterioration of national roads and in the city streets of Bacolod City.

The Circumferential Road from Araneta Extension (South) going Bata, exit Lacson Extension (North of Pepsi Cola) appears to be sustaining the most damage wherein overloaded vehicle/cargo trucks pass in the area daily.

The provision on overloading states that no vehicle shall be permitted to proceed on the roadway if a dual wheel axle load exceeds the maximum allowable/permissible load, as prescribed by the Department of Public Works & Highways (DPWH).

The penalty shall be waived for loads exceeding the registered Gross Vehicle Weight (GVW) by the tolerance of less than five percent (5%).

The penalties for such violation, particularly on overloaded cargo of 1,000 up to 1,999 kgs that exceeds the Maximum Allowable GVW are issuance of citation ticket and P1,000 fine.

Overloaded cargo of 2,000 up to 2,999 kgs that exceeds the Maximum Allowable GVW are issuance of citation ticket and P1,500 fine.

Overloaded cargo of 3,000 kgs or more that exceeds the Maximum Allowable GVW are punishable with issuance of citation of ticket and fine of P2,500.

When a driver was apprehended without a driver’s license or with an expired license, he will be penalized P1,000, aside from the other penalties provided for overloading.

The same additional penalty applies when a driver is apprehended with an expired Motor Vehicle Registration Receipt.

The enforcement and implementation of the proposed ordinance will be done by the Bacolod Traffic Authority Office’s enforcement unit together with its deputized LTO personnel.

The enforcement unit shall establish a roadside section system or weighing scale house to ensure that vehicles (trucks) apprehended may not congest the road in the implementation of the ordinance.

The apprehending officer may flag down any vehicle suspected of carrying heavy load and shall conduct an inspection by weighing the trucks on the scales to determine whether the truck exceed the limit.

Computerized print-out or other form of test result generated by the weighing equipment shall serve as prima facie evidence of violation of the ordinance.

New resto opens
LA VIDA NEGRENSE

Another restaurant opened recently along C.L. Montelibano Avenue, near Gate 6 of the University of St. La Salle in Bacolod City.

Grilled Guru is jointly owned by Joel Lerma, Manuel Magadia Jr., Chef Richard Ynayan, batchmates from USLS Integrated School Class of 88.

The blessing was attended by the owners’ family members, circle of friends, and guests. Among those present were Msgr. Noli Que, Edith Villanueva, Patching Puentevella and the Magadia’s, to name a few.

It’s good to note that another restaurant is here to serve the gastronomic needs of the people this side of the city.

PRC is on the rigth track, they are aware of the financial difficulties of having to troop to Iloilo. They should do this on a fiarly regulr basis IMO.

Bacolod natives, when it comes to culinary experiences, are not an adventurous lot. They are fickle when it comes to nouvelle cuisine, they are wary of ethnic foods and they have this kind of herd mentality when it comes to patronizing restaurants. This is perhaps why some hole-in-the-wall restaurants thrive despite being obscure and why some restaurants situated on the main drag fold after a few months.

The factor in Bacolod which can make or break a business is “word of mouth.” No flashy advertizing needed, just plain small-town grapevine method. Locals, especially the older bunch, won’t touch weird non-local food unless some friend, colleague or relative swears by it and recommends it enthusiastically. This has resulted in a food society built on reputation, honor, and group mentality. Such nuance had negatively affected reputable businesses in the past such as Bo’s Coffee Club & Krua Thai in Sorrento, Gerry’s Grill in Lacson, and Namaste Indian Restaurant in Goldenfields while propping up hard-to-find eateries such as Lord Byron’s Ribs, Tiyo Sid’s Grilled Burgers, Pamilya Grill in Eroreco (Fake Bob’s) and now… SODAM Korean Restaurant.

Sodam Korean Restaurant is a relatively quaint hole-in-the-wall chucked along Lacson Street. It’s beside Regency Inn and lies between San Antonio Abad and Lupit Churches. It’s better to take the car though, if not, a taxi will do.

Upon entering the newly decorated resto, your eyes will have to adjust at the luridly sanguinous walls, better to cloak the near-monopoly color of red chilies that will inevitably share your dining table. The furniture is typical Korean in style and was comfortable enough for a three hour fire fest.

As for the food, they are delicious as they are reasonably priced. For a full meal, one would need to shell out about ~P300 ($7.50) as we had done so but you will leave the restaurant stuffed to the gills. Their menu is adequate with English translations and a photo of each dish for those who are even English-impaired. Prices range from P100 to P600, but in our case, a whole sizzling platter of Osam Bulgogi cost about P350, enough to feed 4-5 people. Although the Bulgogi’s reddish color was a portent of hot things to come, it was tempered by the sweetness of the dish and the liters of free mineral water that the waitresses were happy to refill. Remarkably, our group survived the deliciousness of this dish that we welcomed the four other dishes with weak smiles and nervous laughs. There was an omelet with 20% chilies by dry weight, a sweet noodle dish that was deceptively hot, Bibimbap which was one of the best I’ve tried and an inexpensive P100 Korean roll (very filling).

What I do appreciate about Sodam is how the owner gave us free stuff. FREE!! First that was given was appetizers of kimchi and pickled radish (no brainer here), then the free softdrinks (yes!), then the free vegetable omelet in a skillet type of dish, and while we were sweating it out, we were given a bowl of miso-like soup.

Our friend J was ecstatic when the bowl of soup was placed in front of him saying that this was the only dish that doesn’t looked hot. Much to his chagrin, when he spooned some of the soup, a whole red chili popped up winking at him.

“Hello Clarisse,” he muttered, his eyes boring into the smiling chili pepper.

As each bite passed down our throats, we sweated bullets and yet, we can’t stop from stuffing ourselves into stupor. By the end of the meal, everything was wiped out. Except for the rice.

One of the things recommended here was their imported Korean ice cream. What better way to dislodge the capsaicin from your taste receptors than by eating lots of casein, a component of milk. We stuffed ourselves with these cold delights- a late consolation- with some getting a melon ice drop (similar to Malaysia’s potong), a fish shaped candied azuki bean – vanilla ice cream sandwich, and a couple of cookies & cream sandwiches.

That dining experience was terrific despite the piquancy of the meal. For those wishing an authentic and quality Korean meal, Sodam is the place. HIGHLY RECOMMENDED.

I think ang two provinces (Occidental and Oriental), simultaneous nag pass Provincial Ordinances banning GMO. It means wala lulutsan within Negros Island. :D

Malacañang has junked the petition of local ethanol makers for tariff protection, which the industry has been demanding since 2009 as a condition for the infusion of about P54 billion in fresh investments for new production facilities.

Edgardo Maralit, commissioner of the Tariff Commission, said the National Economic and Development Authority (Neda) Board, composed of Cabinet secretaries and chaired by the President, has already discarded the Ethanol Producers Association of the Philippines’ (Epap) petition for an increase in the ethanol tariff from the current 1 percent to 20 percent.

The Neda Board, he said, sustained the position of Trade Secretary Gregory L. Domingo and the other members of the Cabinet Committee on Tariff and Related Matters (CTRM) that it would not be proper to grant tariff protection to an industry that is not capable of supplying domestic requirements.

“We did not find it [petition] to be feasible,” Maralit told the BusinessMirror.

Thus, in the executive order (EO) that is scheduled to be issued in the next recess of Congress setting the country’s most-favored nation (MFN) rates from 2011 to 2015, imported ethanol will continue to be slapped with 1-percent duty.

Maralit said the Neda Board has already approved the final draft of the EO.

The technical committee of the CTRM is now in the process of proofreading the document.

“We are now reviewing it to make sure we do not miss anything. It is composed of over 8,900 tariff lines and every comma and semicolon are important,” Maralit said.

The EO setting the country’s new MFN rates, or tariffs imposed on products originating from outside Southeast Asia and those not covered by free-trade agreements, was supposed to take effect starting January 1, 2011, but the government could not immediately decide on the ethanol petition.

Epap had said this tariff reprieve is critical in the decision of at least 18 companies if they will proceed with their planned investments for new ethanol-production facilities totaling P54 billion.

The members of the group want the Philippines to emulate other countries, particularly Brazil and Thailand, which built high-tariff walls to show to the business community that their huge investments will be protected.

However, Domingo said granting the petition would be against the interest of the public as higher cost of imported ethanol would lead to the escalation of oil prices.

Also, he said he was informed that one of the local producers of ethanol has already stopped operation, and another one has shifted to a different product.

“They are producing only 5 percent to 10 percent of the local requirement. It is hard to give them tariff protection if their production is very small. It will considerably increase oil prices,” Domingo told reporters earlier.

Palace junks plea for tariff protection of ethanol makers

Malacañang has junked the petition of local ethanol makers for tariff protection, which the industry has been demanding since 2009 as a condition for the infusion of about P54 billion in fresh investments for new production facilities.

Edgardo Maralit, commissioner of the Tariff Commission, said the National Economic and Development Authority (Neda) Board, composed of Cabinet secretaries and chaired by the President, has already discarded the Ethanol Producers Association of the Philippines’ (Epap) petition for an increase in the ethanol tariff from the current 1 percent to 20 percent.

The Neda Board, he said, sustained the position of Trade Secretary Gregory L. Domingo and the other members of the Cabinet Committee on Tariff and Related Matters (CTRM) that it would not be proper to grant tariff protection to an industry that is not capable of supplying domestic requirements.

“We did not find it [petition] to be feasible,” Maralit told the BusinessMirror.

Thus, in the executive order (EO) that is scheduled to be issued in the next recess of Congress setting the country’s most-favored nation (MFN) rates from 2011 to 2015, imported ethanol will continue to be slapped with 1-percent duty.

Maralit said the Neda Board has already approved the final draft of the EO.

The technical committee of the CTRM is now in the process of proofreading the document.

“We are now reviewing it to make sure we do not miss anything. It is composed of over 8,900 tariff lines and every comma and semicolon are important,” Maralit said.

The EO setting the country’s new MFN rates, or tariffs imposed on products originating from outside Southeast Asia and those not covered by free-trade agreements, was supposed to take effect starting January 1, 2011, but the government could not immediately decide on the ethanol petition.

Epap had said this tariff reprieve is critical in the decision of at least 18 companies if they will proceed with their planned investments for new ethanol-production facilities totaling P54 billion.

The members of the group want the Philippines to emulate other countries, particularly Brazil and Thailand, which built high-tariff walls to show to the business community that their huge investments will be protected.

However, Domingo said granting the petition would be against the interest of the public as higher cost of imported ethanol would lead to the escalation of oil prices.

Also, he said he was informed that one of the local producers of ethanol has already stopped operation, and another one has shifted to a different product.

“They are producing only 5 percent to 10 percent of the local requirement. It is hard to give them tariff protection if their production is very small. It will considerably increase oil prices,” Domingo told reporters earlier.

Phl seen as next 'dragon' in BPO industry

BACOLOD CITY, Philippines – The information technology – business process outsourcing (IT-BPO) industry in the Philippines is growing by about 25 percent a year, and investors see the country as the “next Asian dragon,” Commissioner Ivan John Enrile Uy of the Commission on ICT (information and communications technology) said last week.

Uy said many of the world’s largest companies operate the biggest services centers in the Philippines, which is why the IT-BPO industry here continues to grow.

As of last year, the industry employed about 525,000 people and had generated more than $9.1 billion in export revenues, he added.

Uy, who was in Bacolod for the Negros Occidental First ICT Summit last Thursday, lauded Bacolod for being cited as the 3rd Next Wave City in the Philippines and Tholons International’s top 100th city in the world for outsourcing.

“That is a very, very good accomplishment for Bacolod to be ranked among the top 100th out of thousands of cities around the world,” he said.

Uy foresees that with the support of local officials the growth of the IT-BPO industry in Negros Occidental and Bacolod City will progress very fast.

Uy said it is the goal of CICT to strengthen the readiness of cities and regions outside Metro Manila to become preferred destinations for IT-BPO investors.

“With this strategy, we will decongest Metro Manila, spread economic growth opportunities to other parts of the country, and capitalize on the abundant and globally competitive workforce available in many parts of the country,” he said.

Approximately 20 percent of the IT-BPO industry is now located outside the main metropolitan areas of Manila and Cebu and this trend is expected to continue, he said.

The country is now witnessing the impact of the IT-BPO industry on rural communities, as other cities outside Metro Manila emerge as new IT-BPO hubs or the Next Wave Cities, he said.

Uy pointed out that Tholons, a renowned international research firm, in its 2010 Top 100 Cities in the World for Outsourcing ranked Manila as No. 4 and Cebu as No. 9.

The country’s Next Wave Cities that also made it on the list, are Davao - No. 69, Sta. Rosa (Laguna) - No. 88, Iloilo - No. 98 and Bacolod - No. 100.

Meanwhile, Gov. Alfredo Marañon said the construction of IT buildings on lot properties owned by the Negros Occidental provincial government is expected to create about 41,000 new BPO jobs here.

SM Prime Holdings has proposed to put up 10 buildings for BPO companies on a provincial government property along Gatuslao St. that will provide 40,000 jobs, he said, adding that the buildings will surround a convention center that SM plans to build in the area along with two hotels.

The provincial government is also establishing the Negros First CyberPark, a mixed-used complex consisting of more than 12,000 square meters of space for BPO services at a three-story building to be built at the Paglaum Sports Complex, which will provide more than 1,000 jobs, he added.

Rep. Alfredo Abelardo Benitez (Neg Occ., 3rd District), who was also at the summit, said he will help tap government resources for infrastructure and academic support for the IT-BPO industry.

Benitez also said he is supporting the efforts to create a Department of ICT, and the passage of bills to ensure data privacy and to curb cyber crime.

I am hoping having these requirements:

The cities of Butuan (1985), Cagayan de Oro (1983), General Santos (1988), Iligan (1983), Lucena (1991), Mandaue (1991), Olongapo (1983), and Zamboanga (1983) became HUCs in this manner.

I hope some of our component cities will be elevated to HUC's.

Phl seen as next 'dragon' in BPO industry

BACOLOD CITY, Philippines – The information technology – business process outsourcing (IT-BPO) industry in the Philippines is growing by about 25 percent a year, and investors see the country as the “next Asian dragon,” Commissioner Ivan John Enrile Uy of the Commission on ICT (information and communications technology) said last week.

Uy said many of the world’s largest companies operate the biggest services centers in the Philippines, which is why the IT-BPO industry here continues to grow.

As of last year, the industry employed about 525,000 people and had generated more than $9.1 billion in export revenues, he added.

Uy, who was in Bacolod for the Negros Occidental First ICT Summit last Thursday, lauded Bacolod for being cited as the 3rd Next Wave City in the Philippines and Tholons International’s top 100th city in the world for outsourcing.

“That is a very, very good accomplishment for Bacolod to be ranked among the top 100th out of thousands of cities around the world,” he said.

Uy foresees that with the support of local officials the growth of the IT-BPO industry in Negros Occidental and Bacolod City will progress very fast.

Uy said it is the goal of CICT to strengthen the readiness of cities and regions outside Metro Manila to become preferred destinations for IT-BPO investors.

“With this strategy, we will decongest Metro Manila, spread economic growth opportunities to other parts of the country, and capitalize on the abundant and globally competitive workforce available in many parts of the country,” he said.

Approximately 20 percent of the IT-BPO industry is now located outside the main metropolitan areas of Manila and Cebu and this trend is expected to continue, he said.

The country is now witnessing the impact of the IT-BPO industry on rural communities, as other cities outside Metro Manila emerge as new IT-BPO hubs or the Next Wave Cities, he said.

Uy pointed out that Tholons, a renowned international research firm, in its 2010 Top 100 Cities in the World for Outsourcing ranked Manila as No. 4 and Cebu as No. 9.

The country’s Next Wave Cities that also made it on the list, are Davao - No. 69, Sta. Rosa (Laguna) - No. 88, Iloilo - No. 98 and Bacolod - No. 100.

Meanwhile, Gov. Alfredo Marañon said the construction of IT buildings on lot properties owned by the Negros Occidental provincial government is expected to create about 41,000 new BPO jobs here.

SM Prime Holdings has proposed to put up 10 buildings for BPO companies on a provincial government property along Gatuslao St. that will provide 40,000 jobs, he said, adding that the buildings will surround a convention center that SM plans to build in the area along with two hotels.

The provincial government is also establishing the Negros First CyberPark, a mixed-used complex consisting of more than 12,000 square meters of space for BPO services at a three-story building to be built at the Paglaum Sports Complex, which will provide more than 1,000 jobs, he added.

Rep. Alfredo Abelardo Benitez (Neg Occ., 3rd District), who was also at the summit, said he will help tap government resources for infrastructure and academic support for the IT-BPO industry.

Benitez also said he is supporting the efforts to create a Department of ICT, and the passage of bills to ensure data privacy and to curb cyber crime.

Bad news indeed sir.. The government should protect the Biofuels industry to encourage more investments . How could it supply domestic requirements if their are no plants producing it due to no investments ??? Simple Logic...

Also, the govt should now strengthen the Biofuels industry as an alternative to sugar farmers who will be severely affected by the impending zero tariff on sugar come 2015 . Imagine Brazilian sugar coming in at P 800/ bag..

If only the government looks after the interest of its people ......

Palace junks plea for tariff protection of ethanol makers

Malacañang has junked the petition of local ethanol makers for tariff protection, which the industry has been demanding since 2009 as a condition for the infusion of about P54 billion in fresh investments for new production facilities.

Edgardo Maralit, commissioner of the Tariff Commission, said the National Economic and Development Authority (Neda) Board, composed of Cabinet secretaries and chaired by the President, has already discarded the Ethanol Producers Association of the Philippines’ (Epap) petition for an increase in the ethanol tariff from the current 1 percent to 20 percent.

The Neda Board, he said, sustained the position of Trade Secretary Gregory L. Domingo and the other members of the Cabinet Committee on Tariff and Related Matters (CTRM) that it would not be proper to grant tariff protection to an industry that is not capable of supplying domestic requirements.

“We did not find it [petition] to be feasible,” Maralit told the BusinessMirror.

Thus, in the executive order (EO) that is scheduled to be issued in the next recess of Congress setting the country’s most-favored nation (MFN) rates from 2011 to 2015, imported ethanol will continue to be slapped with 1-percent duty.

Maralit said the Neda Board has already approved the final draft of the EO.

The technical committee of the CTRM is now in the process of proofreading the document.

“We are now reviewing it to make sure we do not miss anything. It is composed of over 8,900 tariff lines and every comma and semicolon are important,” Maralit said.

The EO setting the country’s new MFN rates, or tariffs imposed on products originating from outside Southeast Asia and those not covered by free-trade agreements, was supposed to take effect starting January 1, 2011, but the government could not immediately decide on the ethanol petition.

Epap had said this tariff reprieve is critical in the decision of at least 18 companies if they will proceed with their planned investments for new ethanol-production facilities totaling P54 billion.

The members of the group want the Philippines to emulate other countries, particularly Brazil and Thailand, which built high-tariff walls to show to the business community that their huge investments will be protected.

However, Domingo said granting the petition would be against the interest of the public as higher cost of imported ethanol would lead to the escalation of oil prices.

Also, he said he was informed that one of the local producers of ethanol has already stopped operation, and another one has shifted to a different product.

“They are producing only 5 percent to 10 percent of the local requirement. It is hard to give them tariff protection if their production is very small. It will considerably increase oil prices,” Domingo told reporters earlier.

Fiesta sa NGC’ kicks off

The weeklong Independence Day celebration in Bacolod City opened yesterday morning with the launching of the “Fiesta sa NGC” led by Mayor Evelio Leonardia at the Bacolod City Government Center grounds.

The “Fiesta sa NGC”, a three-in-one celebration to commemorate the 113th Independence Day, the 73rd Charter Anniversary, and the 150th birthday of national hero, Jose Rizal, will run from June 6 to 20, 2011, with the theme, “Kalayaan: Paninindigan ng Bayan”.

The program yesterday started with the flag-raising ceremony followed by a cultural presentation that featured song and dance numbers from the Department of Social Services and Development, City Tourism Office, Department of Education and the DJP Trio, “ Pilipinas Got Talent” finalist.

The opening salvo was capped with the release of red white and blue balloons at the government center grounds.

Leonardia said June is probably the most historical and significant month for Bacolod because of the three major events.

In his message, he recapped the history of Bacolod when it became a city on June 18, 1938 and was inaugurated on October 19. He also touched on the transfer of Bacolod’s Charter Day celebration from October 19 to June 18.

Leonardia said “We would like to give focus to June 18 because our attention has been called by historical data that Bacolod was created by virtue of Commonwealth Act 326 on June 18, the signing date of the charter.”

The actual transition of the Charter Day celebration from October 19 to June 18, will be implemented next year, he said.

Leonardia said “We felt that we should start the actual Charter Day celebration as early as now to correct our history.”

But whatever may happen, the MassKara Festival will continue to be the number one tourist attraction of Bacolod and will be held on the third week of October as it has always been held, he said. However, they will continue to celebrate Oct. 19 as a celebration of the inauguration of Bacolod, he added.

Meanwhile, Councilor Mona Dia Jardin, committee chairman of the 113th Independence Day celebration, said they hope to have a larger and longer human flag during the Independence Day parade on June 12 this year.

She said they now have 170 Visayan Maritime Academy students who will wear their white uniforms along with 600 scholars and 600 summer jobbers of the Public Employment Services Office of the city government who will wear red and blue shirts to form the human flag.

They are also requesting the city employees to wear their blue and red shirts to help them form a larger human flag.

Leonardia said they will consider making Independence Day celebration another tourist attraction and make it like BacoLaodiat or the MassKara Festival, so that Bacolod will become a destination during the Independence Day.

He is also inviting the public to attend the activities on June 12 since Senator Francis “Chiz” Escudero will be the guest speaker during the program at the plaza that will start at 7 a.m.

Leonardia said he is honored that Escudero chose to come to Bacolod to commemorate Independence Day out of the 138 cities, 80 provinces and 1,484 municipalities in the country.*CGS

Gov. Alfredo G. Marañon, Jr. said the summit is very timely as the provincial government is maximizing its diversification efforts in line with the food security and agricultural productivity agenda of the provincial government.

He added that the sweet sorghum industry is needed to produce renewable energy to supply energy demand in the province and can be an answer to the rising cost of fuel.

Gov. Alfredo Marañon, Jr. has pledged to shoulder the Asia Pacific Tournament P130,000 registration fee of the members of the Negros First Softball Team, who will represent the Philippines in the Asia Pacific Softball Tournament to be held in Bacolod City on June 21.

The team, who called on Marañon at the Capitol, yesterday will compete with Guam at the University of St. La Salle.

The team emerged as champion in the recent 2011 Palarong Pambansa held in Dapitan City, Zamboanga del Norte as well as in the Philippine National Games co-hosted by the Philippine Olympic Committee, Philippine Sports Commission, the Provincial Government of Negros Occidental and the City Government of Bacolod.

The team is composed of Ma. Celestina Palma, Jamaica Arribas, Hanah Mae Dela Torre, Guia Lyn Dechosa, Florabelle Pabionia, Edna Mae Severino, Janet Rusia, Julie Mae Zaragoza, Reflaica Basa, Vanessa Mae Zaragoza, Tweedle Samson, Jesel Tanya Belonio and Arielyn Areglado, all students of Domingo Lacson National High School and four of whom are residents of Moises Padilla town, the team is mentored by coaches Romeo Palma and Tony Oquindo while Gov. Marañon and his executive assistant, Nonong Verdeflor are the team managers.

If they win against Guam, the team will represent Asia in the World Series to be held in Washington State, USA in August.*

This is good news.....I think supply would not be a problem if the growers would be assured of a ready buyer and a fair price, or the miller could go into contract growing especially with land reform beneficiaries to wean them away from planting sugarcane on their one hectare land.

We are at the mercy of bureaucrats and technocrats in Imperial Manila migs, many of them just sit behind their desks and dine in fancy restaurants on business lunches not caring about realities on the ground, and we have a president who......oh well.. :(

Another solution nga nakita ko diri migs is if we amend our constitution to remove the 60/40 economic provision. That way damo nga direct foreign investment ang makasulod sa country ta, and that will help not just the bioethanol industry, but other industries in pinas as well. Kun damo inflow sang investments, mas makapatindog ta nagmi nga infrastructures for our industries and mas mangin competitive kita sa global market.

Well, Pnoys move is more on Politics rather than as how it is viewed by an Economist. Obviously you would see the disparity. Who is hands-on on this aspect opf governance, whose not. Everyone has his own agenda, and ofcourse, it would be established without seeking to overdrive the latter.

^^this is the latest info we can get of the status of the kabankalan domestic airport. this was published last april 15, 2011. the 1.5 billion counterpart from the national government has already been endorsed by the RDC-6 recently to be included in next year's budget. here....

The expected reduction by about P50 million of the annual Internal Revenue Allotment share of Kabankalan City as a result of the creation of 16 more cities in the country, will not deter it from pursuing its P200-million airport project that is now ongoing, Mayor Isidro Zayco said yesterday.

The 104-hectare airport being built in Brgy. Hilamonan, Kabankalan City, is targeted for completion in 2014 and projected to have a 2-kilometer runway. However, Zayco said bad weather in the past months caused the delay in the leveling of the airport runway.

Zayco also said they are now using the heavy equipment of the Army’s 542nd Engineering Construction Battalion in the leveling of the runway, at less expense. “We spend only for fuel and honorarium of operators of the equipment,” he added.

Kabankalan City has already secured a copy of the airport pre-feasibility study from the Department of Transportation and Communication that could be used as basis for seeking national funding.

Zayco said he was told by Rep. Mercedes Alvarez (Neg. Occ., 6th District) that she is coordinating with DOTC for help in the construction of the Kabankalan airport.

The city government of Kabankalan and the provincial government are jointly funding the airport project, while DOTC gave Kabankalan the navigational equipment from the old Bacolod City airport.

The DOTC pre-feasibility study also showed that the Kabankalan airport can handle two domestic flights a day, although it will initially serve light planes.

The Kabankalan City Domestic Airport will be the second airport in Negros Occidental, after Bacolod-Silay City International Airport, and the third airport on Negros island.

Zayco admitted that the P50 million in IRA is a big loss to the city of Kabankalan. He, however, said it will not have an effect on the salaries and wages of the city hall employees, and not much on the delivery of basic social services, since what is needed is only a re-alignment of the budget.

Governor Alfredo Marañon Jr. said the creation of 16 more cities will mean about P600 million less in the budgets of the 13 cities in Negros Occidental, including Bacolod City.*GPB

Sure na sure ko by this time, pwede na guid ka HUC status ang Kabankalan kay I think lapaw na 200,000 ang population ka ciudad. Ang stat na 190,000 sang 2007 pa na e.

I even have a hunch that Kabankalan City can even have as much as 250,000 therefore qualifying it for a lone district.

Tani madayun ni tanan very soon with the redistricting of Bacolod City to two districts as well para bira bira pa guid ang pag-uswag ka Negros. :D

^^balancing the budget without compromising needed programs and projects is a tough act to do. PGMA tried to do it in her entire term but failed to do so. i hope he'll concentrate na lang in bringing in investors because everything else follows. more businesses mean more jobs, more taxes and everybody's happy. hehehe

John Paul II Tower that celebrates the historic visit of the previous pope is the new landmark of Bacolod reaching to the heavens.*

You feel that big time when you go to the reclaimed area where, just four or five years ago, you had a seemingly endless sea of green, the wild grass waving here and there, and an unobstructed view of the sea. Not too long ago, you watched the sunset from benches in what we called the Sea Wall, the edge of the sea, where we now have the line of buildings that include Police Precinct I near the public plaza. First to obstruct the sunset scene was the BAYS Center, which partly hid the view and then, SM City which forever drew a curtain from end to end of the reclaimed area in downtown. Now, you have to move closer to see the sea, and there, rising like a watchman, is the John Paul II Tower, another recently-risen landmark that can be included in the new Bacolod brag book.

Elsewhere in the city, you find these structures shooting upwards, reconfiguring not just the landscape, but the skyscape as well; driving down south you see the sprawling Planta Centro Hotel and Residences. A little farther, from what used to be an area of shanties and lean-tos have risen a huge chunk of concrete that is the Gaisano City Mall.

Still going south, farther away from the old airport is the South Square, another cluster of buildings rising to meet the new commercial and business needs of bustling Bacolod.

Lapu2x and Mandaue, are HUC's. They are independent from the Province where they belong..

^^sakto gid @sir...i was there in 1990 during the sinulog festivities when a strafing incident happened right before our eyes in front of the old municipal hall. thank god with those acacia trees. a lot of people were spared. if i'm not mistaken, 9 or 10 soldiers were killed instantly. but things have gone differently. it is now the "hotbed" of development in southern negros. :banana::banana::banana::banana:

Ang Mandaue kag Lapu-lapu City ya kay attached man ya sa Metro Cebu na amo ang Regional Capital ka Central Visayas pero ultimo Kabankalan ya indi part sa kung ano nga Metro - metro. Layo pa gani sa Bacolod kag ang Bacolod indi man Regional Capital pero naka sustenar ya asta maka HUC status ang Kabankalan. Its definitely a first in the Philippines with Kabankalan City.

It would take time migs for Kabankalan Airport to be finished and have commercial flights. On a futuristic sight, it might first cater to turbo-props that would bring tourists to southern Negros or those who could not be accommodated by the Dumaguete Airport :lol:

Ang majority of the area including the peak sang Mt. Silay is Cadiz City. The rest are shared borders of Victorias, EB Magalona and Sagay

yup Doc...ahaha. Lam mo naman, todo observe tayo pag ganitong mga cases....hehe. Kaninang hapon mga 1pm from Northeast to Southwest ang wind direction. Malakas yung hangin sa taas Doc, mabilis movement ng clouds pero di masyado dito sa baba.

bayawan is too far from bacolod, extreme south-south west of negros island, facing sulu sea, notice ko didto sometimes iba ang weather compared pgdating sa bacolod, same cla sa sta.catalina up to hinobaan even sipalay, or baka feeling ko lng,., heheh

In my opinion galing, Kabankalan City is the most ready to be a Regional Center since it already has a strong political and economic backbone being a 1st Class City and a major hub in Southern Negros. Mag HUC na siya kag matapos pa guid ang airport, undeniably Kabankalan City na guid siguro ang mangin Regional Capital for sure when the Negros Island Region happens. :D

Agree ko di sa imo. considering sang accessibility nya sa 2 ka province. ARa sya sa middle. F your from San Carlos kag mapa Kabankalan ka it would take less than 5 hours makaabot ka na. Same thing if your from Dumaguete or Sipalay. Strategic gid ang location sang Kabankalan.

if canlaon migo, maybe we will have a problem with accessibility.,. IMO
but canlaon is a fine place also, the vegetable basket of negros, our version of ur dalaguete,., :)

Seeing Kabankalan, it feels like home since the city looks like where Bacolod was a decade ago. Super asenso na guid! I was surprised to see Kabankalan last 2010, it looked so unfamiliar with developments around it. I wonder how Kabankalan would look like when riding a plane in the future on a future flight from Manila or Cebu? With the opening of the airport on 2014, this city is posed to be the gateway of Southern Negros much to the benefit of the tourist attractions that need a lift. :D

yup Doc...ahaha. Lam mo naman, todo observe tayo pag ganitong mga cases....hehe. Kaninang hapon mga 1pm from Northeast to Southwest ang wind direction. Malakas yung hangin sa taas Doc, mabilis movement ng clouds pero di masyado dito sa baba.

Pero mga 5pm until now walang tigil, rush hour pa naman kaya maraming naligo sa ulan... wala namang umiyak:D Pero di naman naka flood ng mga daan dito, iilan lang..:yes:

latest satpic mukhang nasa NW Panay area na sya....bilis din pala nya at medyo nagka watak-watak...:D

Kabankalan gid migs ang most likely. then butangan da special area for the Regional Seat and Offices at the boundary of Kabankalan and Mabinay...hehehehe

Canlaon? yep its at the center but its not that very accessible with the condition of some roads, seasonal NPA infestation at the upper areas and geological hazards (volcanic eruption. landslides)

Agree, ganahan kaayu ko sa Kalsada especially from Dumaguete - Hinobaan (Provincial boundery) naa sila boulevard... pwede ra ka magtambay2x. Murag dili na sa Negros feeling nako..

same here... siguro kay lapit and dagat sa bukid, unlike diri sa western part ka Negros mas lapad ang flat land... kag katag-as diri ang bukid.
