Redistricting gets Escudero's support

SENATOR Francis Escudero vowed Sunday that he will vote in favor of the bill for the redistricting of the lone district of Bacolod City.
Last year, Bacolod City lone district Rep. Anthony Golez authored House Bill No. 3692, "An Act re-apportioning the lone legislative district and City Council seats of the City of Bacolod.
The bill was passed by the House of Representatives on December 8, 2010.
Ilonggo Senator Franklin Drilon also filed a counterpart bill, Senate House Bill No. 2568, in the Senate. It was referred to the committee of Senator Ferdinand Marcos Jr.
Escudero said there is a big chance that the bill will gain the approval by the Senate. Since it passed smoothly at the House of Representatives, he expressed optimism that the bill will pass as smoothly at the Senate before Congress ends.
"I am just one vote and the ball is in the hands of Sen. Marcos," Escudero added.
Golez earlier said that Senators Juan Miguel Zubiri and Bong Revilla are also supporting the bill.
Escudero was in Bacolod City Sunday as guest of honor and speaker during Bacolod's celebration of the 113th Philippine Independence Day.

Ang yan ka Uniwide Migs indi lang na ang abandoned building, pati pa guid na ang surrounding na lote nga along the road, asta na I think galab-ot asta sa seashore. Backthread ka diutay kay may ginbutang ko da na diagram. :D

The internationally-awarded hydraulic ram pump perfected by a Bacolod-based non government organization is now in Nepal.
Auke Idzenga, head of the Technical Department, and chairperson of Management Team of the Alternative Indigenous Development Foundation in Barangay Mansilingan, Bacolod City, yesterday said he and Roy Inocencio successfully installed a pilot ram pump in the District of Dhading, Nepal, about three hours away from Kathmandu from May 15 to June 5.
The installation is part of a complete technology transfer between AIDFI and the Centre for Rural Technology, Nepal (CRT/N), Idzenga said.
CRT/N is a professional non-governmental organization involved in developing and promoting appropriate rural and renewable energy technologies effective in improving the livelihood of the rural masses, he said.
Nepal is a mountainous country, so there is a huge potential there for the hydraulic ram pump, a device which lifts water to high elevations without the use of energy except that from falling water, he added.
The pilot site for the ram pump is in a village with some 25 households where the villagers, especially the women, had to go down to fetch the water manually, Idzenga said.
“The water now flows freely in the village. Since there is still water left at the spring, the village head told AIDFI that, in the near future, they want to have a second pump installed,” he added.
Later this year, three Nepalese are coming over to the AIDFI shop in Bacolod City and will be trained in all aspects of the hydraulic ram technology from theory, surveying, system design, cost calculations, actual manufacturing to installation and testing, he said, in order to have the AIDFI model ram pump spread in Nepal.
The technology transfer is sponsored by Renewable World, which is a United Kingdom based charity set up by individuals from the renewable energy industry to help poor communities who are most vulnerable to climate change, Idzenga said.
In the same time two Colombian technicians are coming over to AIDFI in July for complete training as well, Idzenga said.
After their training AIDFI technicians will go with them to Colombia to set up a pilot installation at a school in a far flung area, he added.

Bacolod City will hold its Charter Day anniversary program Saturday, during which it will honor local athletes who won a total of 49 gold medals in the 2011 Philippine National Games and in the Palarong Pambansa in Dipolog City.
Because of the limited time, however, Councilor Mona Dia Jardin yesterday said they will have a simple activity to commemorate the city’s Charter Day anniversary that will be held for the first time on June 18 this year,
They have also extended the “Fiesta sa NGC” until Sunday, which is the 150th anniversary of Dr. Jose Rizal’s birthday, she said.
The activities during the Charter Day celebration include the Bacolod City Police Office Special Weapons and Tactics (SWAT) team graduation rites at the Bacolod City Government Center in the morning.
The Charter Day program will start at 3 p.m. where historian/columnist Modesto Sa-onoy will give the rationale for the Charter Day activity.
There will be the unveiling of markers to commemorate June 18 as the actual Charter Day of Bacolod, while live bands will perform in the evening.
Meanwhile, Councilor Homer Bais, committee chairman of the 113th Independence Day parade, said they are planning to request the Visayan Maritime Global College to provide a set of human flag during the Independence Day parade next year.
He said the human flag will be composed of marching cadets of the VMGC who will perform drills during the parade. If this materializes, they also plan to invite other schools like the John B. Lacson Colleges to form another human flag, he added.
Bais said the participants may enhance their uniforms to make the human flag more attractive. They will also negotiate with these schools on what assistance the city may extend to them, he said.
The 150th anniversary of Rizal’s birthday, meanwhile, will be held on Sunday at the Rizal Elementary School with a flag-raising, floral offering and a program.*CGS

A task force will be formed this week by the Bacolod City Police Traffic Management Unit to arrest smokers in public utility vehicles, TMU head, Chief Insp. Luisito Acebuche said yesterday.
Starting next week, Acebuche said they will strictly implement the no-smoking policy on jeepney and bus passengers, and also on drivers.
He said the no-smoking policy in public utility vehicles is also in implementation of City Ordinance No. 84, Series of 1993, that bans smoking in public transport facilities.
Acebuche said he will meet this week with the operators of public transportation in Bacolod regarding the implementation of the ordinance.
Operators of public transportation are also encouraged to put up “No-Smoking” signage in their vehicles so the public will be reminded of the smoking ban.
A resolution requesting the Bacolod City Police and the Bacolod Traffic Authority, through the Office of the Mayor, to strictly implement City Ordinance No. 84, Series of 1993 which prohibits smoking in public motor vehicles was passed by the Sangguniang Panlungsod last week.
The resolution authored by Councilor Caesar Distrito, and co-authored by Councilors Em Legaspi-Ang and Al Victor Espino said passengers who smoke inside public vehicles, disregarding the No Smoking sign, contribute to the increase of smoking-related illnesses through passive smoking.
It also said that drivers of public utility vehicles who are smoking in transit, and drivers and operators who do not display the No Ssmoking sign in their vehicles, are violating the City Ordinance.
The resolution pointed out that the World Health Organization’s 2009 Global Tobacco Epidemic Report estimated that 600,000 people around the world die from second-hand smoke every year. It also identified lung cancer and heart disease as health problems attributed to second-hand smoke.
Last month, City Police Office Director Senior Supt. Ricardo de la Paz ordered policemen not to smoke when they are in uniform, and that smoking areas should be established at police stations.*APN

i was in bago abi migs last Sunday for the 113th independence day celebration. we had a tie-up with the city government of bago in this occassion since 70's pa. :D
there are still vast areas between the cities of bacolod and bago which are still agricultural. because of these geograhical setting, bago city is not yet included in the metro bacolod cluster. hopefully, soon it will be part i believe. with the rapid developments in the location right now. :D

Guv calls to mechanize sugar industry

NEGROS Occidental Alfredo Marañon Jr. said it is high time that the sugar industry’s research efforts should focus on possible mechanization rather than solely on sugar varieties.
Marañon said mechanization will bring down the cost of production.
Marañon expressed concern on the looming problem confronting the sugar industry on the lack of “tapaseros” or cane-cutters during cane harvest.
Due to the lack of tapaseros in the province, many sugar producers are presently left with standing canes because they cannot harvest.
He expressed doubts if these affected producers can still harvest before the mills close their operations this crop year.
The governor pointed out that, because of the scarcity of manpower, tapaseros now command a high price for their labor.
This increases the sugar production cost, making it higher compared to that of other countries.
Meanwhile, Marañon reiterated that the National Government can stop smuggling if the Bureau of Customs is really serious in solving the problem.
Sugar is being brought to the country by ships and it is impossible that it cannot to be detected, he pointed out.
“It can be stopped if the Bureau of Customs is serious about it,” Marañon said.
Marañon added stopping smuggling of sugar is the solution to the plummeting of the price of sugar which is alarming for the industry.
On the hand, he declared that he sympathizes with Sugar Watch, a group of small farmers and agrarian reform beneficiaries who are calling for a boycott of Coca-Cola products, but he doubts if such a move will succeed.
Cola Cola was reported to be behind the importation of premix sugar which is also one of the reasons cited for the drastic slide in domestic sugar prices.

Negros-Panay bridge may take 3-5 years

NEGROS Occidental Governor Alfredo Marañon Jr. revealed that the construction of a bridge that will connect Negros and Panay may be realized in three to five years.
The construction of the bridge, which was earlier described by some government officials as ambitious, is among the top agenda of the Regional Development Council (RDC) meeting slated on June 30, 2011 at the Provincial Capitol here.
It was reported that the first phase of the bridge construction has an allocated budget pegged at P4.9 billion.
Marañon said that the RDC will be asking the Japan International Coordinating Agency (Jica) for the possibility to conduct pre–feasibility study on the project.
“At least we will have taken the first step on this concern,” Marañon said.
He explained that part of the feasibility study is to determine the most viable points where the islands of Negros and Panay can be interlinked through a bridge.
The study will evaluate whether the bridge will link Negros and Panay or the bridge will be directed from Panay to the northern part of Negros.
EB Magalona town is only about 15 kilometers away from Banate, Iloilo in the northern tip of Panay.
The governor added that the project will cost billions of pesos and that the RDC also intends to request Jica for possible funding for the project.

THE Energy Development Corporation (EDC) signed a memorandum of agreement (MOA) with the Department of Environment and Natural Resources (DENR) to reforest 420 hectares in three Negros Occidental towns as part of its commitment to continue greening its area of operation in the province.
EDC signed the MOA at the launching of the DENR’s National Greening Program (NGP) in SM City Bacolod last June 8. It was spearheaded by EDC’s new Watershed Management Manager Allan Barcena and DENR Regional Executive Director Julian Sipalay.
Also present in the event were the Sipalay City Mayor Oscar C. Montilla, Jr. and Murcia Mayor Andrew Montelibano, who are among the beneficiaries of the project.
The joint reforestation project will be implemented under EDC’s signature BINHI greening legacy program.
Through this project, EDC will reforest 20 hectares of mangrove in Sipalay City, 100 hectares in the uplands of Canlandog, Murcia and 300 hectares in Bagong Silang, Don Salvador Benedicto for the next five years.
The first two years will be devoted for plantation establishment and the remaining three years will be spent maintaining the areas to ensure a higher survival of the planted seedlings.
The mangrove project is EDC’s first in the province and will be implemented in partnership with the Negros Forest and Ecological Foundation, Inc. (NFEFI).
The new BINHI project is on top of the almost 900 hectares that the company has already reforested in Negros Occidental as of December 2010.
“Of this total area, we have already planted 160,000 trees on 400 hectares within the Mt. Kanlaon Natural Park in compliance with the stringent conditions set by the Sangguniang Panlalawigan (SP) in 2008,” said Erwin Magallanes, EDC’s environmental management chief in Negros Occidental.
The company has committed to contribute more to the enhancement of the park through its BINHI program, which has become part of the NGP through a MOA that it signed with DENR Secretary Ramon Paje in May 2011.
EDC is the first private partner of the government in this program.

The internationally-awarded hydraulic ram pump perfected by a Bacolod-based non government organization is now in Nepal.
Auke Idzenga, head of the Technical Department, and chairperson of Management Team of the Alternative Indigenous Development Foundation in Barangay Mansilingan, Bacolod City, yesterday said he and Roy Inocencio successfully installed a pilot ram pump in the District of Dhading, Nepal, about three hours away from Kathmandu from May 15 to June 5.
The installation is part of a complete technology transfer between AIDFI and the Centre for Rural Technology, Nepal (CRT/N), Idzenga said.
CRT/N is a professional non-governmental organization involved in developing and promoting appropriate rural and renewable energy technologies effective in improving the livelihood of the rural masses, he said.
Nepal is a mountainous country, so there is a huge potential there for the hydraulic ram pump, a device which lifts water to high elevations without the use of energy except that from falling water, he added.
The pilot site for the ram pump is in a village with some 25 households where the villagers, especially the women, had to go down to fetch the water manually, Idzenga said.
“The water now flows freely in the village. Since there is still water left at the spring, the village head told AIDFI that, in the near future, they want to have a second pump installed,” he added.
Later this year, three Nepalese are coming over to the AIDFI shop in Bacolod City and will be trained in all aspects of the hydraulic ram technology from theory, surveying, system design, cost calculations, actual manufacturing to installation and testing, he said, in order to have the AIDFI model ram pump spread in Nepal.
The technology transfer is sponsored by Renewable World, which is a United Kingdom based charity set up by individuals from the renewable energy industry to help poor communities who are most vulnerable to climate change, Idzenga said.
In the same time two Colombian technicians are coming over to AIDFI in July for complete training as well, Idzenga said.
After their training AIDFI technicians will go with them to Colombia to set up a pilot installation at a school in a far flung area, he added.

Bacolod Vice Mayor Jude Thaddeus Sayson yesterday said they have already submitted a study for the proposed transfer and construction of a new Social Development Center to the Democratic Local Governance in Southeast Asia in Bacolod City.
Sayson said Mayor Evelio Leonardia is planning to put up the new SDC on a two-hectare lot at the Vista Alegre relocation site because the present site at the Bacolod City Police Office Compound is too small.
Hopefully, they will be able to implement the transfer of the SDC to the Vista Alegre relocation site next year, he said.
The DELGOSEA in Bacolod City has identified the construction of a “Youth Home” for children in conflict with the law as one of the possible projects to adopt.
The Bacolod City government, through the Local Government Development Foundation, is teaming up with the Partnership for Democratic Local Governance in Southeast-Asia to replicate local governance best practice on People Private Public Partnership from Cambodia.
Bacolod City is the pilot city in the Philippines joining the DELGOSEA Project, after the province of Misamis Oriental that signed the memorandum of understanding on Aug. 14, 2010.
Cresencio Doma Jr., DELGOSEA national coordinator, had earlier, said they are looking at the youth section, especially the children being in conflict with the law, as a priority issue that should be addressed.
This was based on a news report that came out wherein the regional director of the Women and Children Concern Desk of the Philippine National Police had observed that there really is a great need to look into the current situation of CCWL being housed or taken cared at the SDC, he said.
The DELGOSEA Project has prepared 16 Best Practices from five participating countries – Indonesia, Thailand, Philippines, Cambodia, Vietnam, on the following themes: People’s Participation, Institutional Governance, Urban Development, and Fiscal Management.*CGS

SEA Games football in Manila?

MANILA, Philippines — There’s a possibility that the Philippines may end up hosting the football tournament of the 26th Southeast Asian Games.
Indonesia will host the region’s biennial meet from Nov. 11 to 25 in Palembang and the capital city of Jakarta, but it may not be able to stage the football competition if the International Football Federation will suspend its local federation for its failure to hold a scheduled election last month.
Philippine Football Federation chief Mariano “Nonong” Araneta Jr. said if the Football Association of Indonesia’s (PSSI) gets suspended, there’s a big possibility that SEAG organizers may opt to open the hosting chores to ASEAN members.
“We’re open to that possibility (bidding to host the football event) because we are qualified,” Araneta said. “But first we have to wait for the FIFA decision.”
Araneta said the country is more than capable of hosting the event, citing the Panaad Stadium in Bacolod City and the Rizal Memorial Football Stadium in Manila as possible venues. When the country hosted and ruled the 2005 SEA Games, the 15,000-seater Panaad Stadium was utilized as football venue.

A school from Bago City now has a new classroom and feeding center thanks to the Build a Classroom Project of Jollibee Foundation.
AM Espinos Elementary School recently received the P650,000 worth of classroom and feeding center during the turnover ceremony at Brgy. Dulao last June 9.
The construction serves as incentive for the support and performance of the City Government of Bago as partner of the Busog Lusog Talino program of JF and the Institute for Negros Development of the University of St. La Salle since 2009.
Jollibee Vice President for Visayas-Mindanao Operations Bheng Huyong along with Area Manager Manolo Pineda and Construction Engineer Renato Rosario turned over the classroom and feeding center to the community.
Mayor Ramon Torres of Bago City accepted the donation in behalf of the school in the presence of representatives from DepEd Bago and city officials.
AM Espinos Principal Jennifer Roullo said she is thankful to Jollibee Foundation and USLS for the support they have given to the school.
Present also during the turnover were IND Director Rhoderick K. Samonte and Balayan Director Ann Gladys Ponteras.
BLT is an in-school feeding program for undernourished grade 1 and 2 pupils of public elementary schools.

A total of 60 varsity athletes, coaches, administrators, EGC tutors and staff comprise the delegation of USLS which left for South Korea on April 26 for a 5-day Friendship and Goodwill games with teams from Chonbuk National University and Daegu University.
The varsity teams who are representing the University are the Stingers Basketball Men, Volleyball Women and Football Men.
The basketball and volleyball teams are hosted by CNU while the football team is hosted by Daegu University.
Both CNU and Daegu University are partner universities of USLS in Korea.
EGC tutors will be seeing previous Korean students in some of their scheduled city trips.
The trip to Korea is part of the exchange programs of USLS with the said universities.

I agree migo, put the money into additional infrastructure for negocc like a south superhighway that goes straight to Kabankalan and onwards to Sipalay and in the north, a north negros espressway, and for Bacolod, make the circumferential road a 4 or 6 lane highway with cloverleafs or flyovers in the intersections.......wish lang mga migs ah....:)......btw, passed by this afternoon sa turtle building sa north drive, sadly wala na ko may nakita na tao naga ubra....:(

Just make Negros Island into one region and that solves the problem. :)) The bridge project takes on too much unnecessary money out of people's pockets.

BACOLOD City – The construction of a dream bridge that will connect the islands of Negros and Panay is on top of the agenda of the Regional Development Council when it meets June 30, 2011 at the provincial Capitol here.
Negros Occidental governor Alfredo Marañon Jr. yesterday said the provincial government of Negros Occidental will host the RDC meeting which will focus on possible assistance from the Japan International Coordination Agency (JICA). JICA is eyed to conduct pre-feasibility studies on the Negros-Iloilo bridge proposal.
“At least we have taken the first step on this concern,” Marañon told reporters here, adding that the project will cost billions of pesos.
JICA is also being eyed as a possible funding source for the project programmed at three to five years.
He explained that the feasibility study will determine how Negros and Iloilo will be connected through a bridge and whether it will be economically beneficial to both islands and the whole of Western Visayas.
The study will also focus on whether it will be Negros-Guimaras-Panay or Negros-Panay only through EB Magalona, which is only about 15 kilometers away from Banate in northern Panay.
The RDC meeting will be closed from media as requested by the RDC officials.

Just make Negros Island into one region and that solves the problem. :)) The bridge project takes on too much unnecessary money out of people's pockets.

The Multi-million Cadiz City Commercial Port, a pet project of the City Government of Cadiz is now operational. It is situated in Barangay Banquerohan, this City.
Mayor Patrick Escalante, together with Provincial Board Member Salvador Escalante, Jr. and City Officials joined the people and the passengers in welcoming M/V Margarita, the first shipping lines that docked at exactly 10:00 o’clock in the morning of April 19, 2011 from Bantayan to Cadiz and vice versa.
The M/V Margarita Shipping Lines is owned and operated by the Cadiznon Pablo Sarabia, Sr. It has a capacity of 100 passengers and is scheduled to cruise from Cadiz to Bantayan and vice versa for twice a day starting today. It has a fare of P250.00 for economy in the lower deck and P270 for the upper deck.
City Mayor Escalante, in his message, said “to the people of Negros and the nearby provinces, I am proud to announce that the Cadiz City Commercial Port which is 100 percent owned by the people of Cadiz, is now open for business. This will eventually help boost our economy and increase employment in the City”.
The Mayor also announced that more shipping vessels are expected to come and one of them is the route from Batangas to Cadiz and vice versa.

Dugay na ni abi nga project na studihan that's why now nagkabudget na after a few feasibility studies conducted but IMO,more infras should have been pushed in connecting Negros Occidental and Oriental.

ABS CBN boasts of top caliber producers, video editors, animators, etc. They should have run that video all over and over before it is finally approved for airing. Its ok that smaller islands of the Philippines be "missed honestly" as they maybe too small to be emphasized. But Negros as the 4th largest island really shows an "obvious gaping space" as it was not included in their Philippine Map :bash:

Silay-Talisay-Bacolod abi has one contiguous connection in many aspects: PUJ, Traffic Network, direction of development growth mostly on residential communities.
Ang Bago is quite distant pa from a constant development growth...it wanes down at Tangub-Pahanocoy border and abruptly ends at the ricefields of Taloc. Unlike the northern stretch where traffic and development is rapid and continuous along the highway

The Multi-million Cadiz City Commercial Port, a pet project of the City Government of Cadiz is now operational. It is situated in Barangay Banquerohan, this City.
Mayor Patrick Escalante, together with Provincial Board Member Salvador Escalante, Jr. and City Officials joined the people and the passengers in welcoming M/V Margarita, the first shipping lines that docked at exactly 10:00 o’clock in the morning of April 19, 2011 from Bantayan to Cadiz and vice versa.
The M/V Margarita Shipping Lines is owned and operated by the Cadiznon Pablo Sarabia, Sr. It has a capacity of 100 passengers and is scheduled to cruise from Cadiz to Bantayan and vice versa for twice a day starting today. It has a fare of P250.00 for economy in the lower deck and P270 for the upper deck.
City Mayor Escalante, in his message, said “to the people of Negros and the nearby provinces, I am proud to announce that the Cadiz City Commercial Port which is 100 percent owned by the people of Cadiz, is now open for business. This will eventually help boost our economy and increase employment in the City”.
The Mayor also announced that more shipping vessels are expected to come and one of them is the route from Batangas to Cadiz and vice versa.

This reminds me of the debate whether the Philippines is a "Multi-Ethnic Nation" or a "Multi-Nation State". I tend to believe the latter since its not only the so-called Moros ang may sense of nationhood, kita man nga Negrénse. We seem to be more in touch with the concept of a Negrénse Nation than the so-called "Ilonggo Nation", "Visayan Nation" or even "Filipino Nation". Sorry sa political geekiness ko subong kay first day of classes ko karun sa university. Hahaha!

AMA School Hit for ‘Bogus’ Course
A group of new college graduates has complained against the AMA Computer Learning Center (ACLC) in Bacolod for its non-issuance of their transcript of records (TOR), alleging that their course was not accredited with the Technical Education Skills Development Authority (TESDA).
Nine graduates yesterday sought the help of the media saying 25 of them who have supposedly graduated with a degree of Computer-Based Accountancy (CBA) in May 2010 have not been issued their TOR after more than a year.
Steffy Ann Lacandazo-Braza, the spokesperson of the group, said they are complaining against ACLC Directress Ma. Clara Librando who could not be found or contacted anymore.

Braza said without their TOR they cannot look for a job suited to their course, and many of them are still jobless, while some of their parents do not know the real score why their TOR are not released yet.
Adding to their problems was the fact that ACLC had closed down in December 2010 and Librando had not issued any notice on the school’s closure and what they will do to answer their liabilities to their graduates.
ACLC, located at Cuadra-Locsin Sts. in Bacolod had operated for about 15 years, and was a franchise school of the AMA Computer University.
Prior to the school’s closure, the administration had taken in enrollees in November 2010 for the second semester, they said.They claimed that they did not know the reason why the school abruptly closed down in the middle of the second semester.
Ernesto Librando, the owner-franchiser of ACLC, had ran but lost against incumbent 1st District Rep. Jules Ledesma in the May 2010 elections, they said.
Other complainants yesterday were Windy Rose Necesito, Demsie Condes, Janice Saguban, Michelle Villa, Owen Pasuquin, Arlene Grace Atienza, Zharina Dalisay, and Merly Jane Miravalles.
The graduates said they paid a tuition of P12,000 per semester and miscellaneous and other fees for a total of P60,000 per semester and they are very dismayed about what happened to them.In their statement, the complainants said they have started requesting for their TOR since June 2010 but the school registrar told them it was still on process, for the school has not secured their Special Orders from TESDA.
Some of them followed it up in December 2010, prior to the closure, and received unclear response from the school administration.
When they were still studying, they had received reports that their course was not accredited with TESDA but when they asked their teacher, Jun Montaqo, he had convinced them that their course will eventually be accredited with TESDA and that the school was just processing the papers needed for its accreditation, Braza said.
But in February this year, some of them went to TESDA and was told that the reason they cannot be issued TOR was because their course, CBA, was not accredited with TESDA, complainants Necesito and Condes said.
This April, upon learning that the ACLC students were transferred to ABE College right after the closure, they said they also went to ABE to seek help hoping that Librando had turned over their school files to ABE.
Necesito said they were told by ABE College staff that they could not give them TOR as ACLC did not give them an endorsement letter or even registration papers to prove that their course was registered with TESDA.
On June 8, the students wrote a letter to TESDA seeking their help regarding the issue. They said they had followed up their letter many times since then but was told the provincial director was not around.
Finally on June 13, they were able to seek audience with TESDA Provincial Director Rolando Juanillo. He told them that he had called up Mrs. Librando but when he introduced himself, she cancelled the call. On the second call, Juanillo said Librando promised to see him and the students at an undetermined date next week.
When reached by the Negros Daily Bulletin yesterday, Juanillo said they will do their best to solve the problems of the ACLC graduates.
Juanillo said he only assumed office as provincial director in April this year. The previous provincial director of TESDA was Yolanda Porschwitz.
He said the CBA course was registered with TESDA but ACLC failed to submit all the requirements needed for its accreditation, like the requirements for one of its subjects, Bookkeeping.Juanillo said he will discuss with Librando how TESDA could help expedite the releasing of TOR to the graduates, and explore the possibility that the AMA Main Office would be the one to issue the TOR.
But when asked what he will do if Librando fails to show up next week, Juanillo said they will take up measures against her.

Capitol land bidding set on June 24

Questions have been raised over a structure recently built by the Office of the Provincial Agriculturist on the provincial government property behind the Capitol in Bacolod City despite the fact that the area is up for lease or sale soon.
Provincial Agriculturist Igmedio Tabianan said construction of the building that costs from P160,000 to P200,000 was started December and is being used as a lecture area for visiting farmers.
Except for its cement floor that is permanent, the roofing, glass and other materials used for the building can be removed when the property is sold or leased, Tabianan said, amid concerns that it would end up as money wasted.
It is not a permanent structure, it can be transferred, Gov. Alfredo Marañon Jr. also said yesterday.
The governor said bidding for 7.7068 hectares of land owned by the provincial government along Lacson Street, North Capitol Road and Aguinaldo Street must be submitted to the Provincial General Services Office at the Provincial Administration Center, Bacolod City, not later than 10 a.m. of June 24 when the bids will be opened.
He said the property directly behind the Capitol will be up for long term lease while the rest of property may be sold.
So far, ShoeMart has expressed interest in the property for a convention center, hotels and call center facilities.
The property where the Negros Occidental provincial Jail is located will be bidded separately, the governor said.
Meanwhile, the provincial government is set to buy a 53-hectare property in Himamaylan to be used by the provincial government as a demonstration farm for rice and other crops, the governor also said.*CPG

International Sports Events will Boost Negros & Bacolod

I had written before those international sports events will boost the place where it will be held. Unlike in other countries, holding the international sports competition is different and eager spectators really wanted to see the ongoing competition. Lucky enough for University of St. La Salle, the upcoming Asia Pacific Softball Regional Championship will make the difference both on spectators and the players as well. As sports loving Negrense, expect throng of softball aficionados to crown USLS and hope security guards will not as strict to let inside those who wish to see especially the covering sports scribes.
USLS is a good alternative in the absence of Paglaum Sports Complex as the organizer wanted to hold the competition within reach by spectators because Panaad was too far from them.
Bacolod City and Negros Occidental will really benefitted from this hosting since it means revenue for them. The influx of money coming from these two nations will really pour Bacolod City. I see it myself that accommodation will be accorded to these visiting players each time they wanted to stroll around the city and the province.
Security has been set for them from Bacolod City Police office under SSupt Ricky De la Paz to make their stay peaceful and enjoyable. Hope this will open the eyes of these countries that hosting this kind of sports event is more important and proper accommodation will be accorded.
I was with the team that went to Guangzhou, China in 2008 where foods were good but hope with their stay here they will enjoy it much with the assistance of Filipino-Chinese Community in Bacolod City. This is also expected to Guam people who has relative here. This international sports competition will really boost Bacolod City as one of the Sports Tourism destination in the country.
There are more international sports competition to come in Bacolod City and hope this Asia Pacific Softball Championship will gauge the outcome of the forthcoming one in preparation, accommodation and other amenities to win the hearts of our visiting friends from other countries.*

slated in San Carlos City
To strengthen its grassroots program in the country, the Philippine Football Federation will hold the FIFA Grassroots Pro-active Instructors Course in San Carlos City, Negros Occidental on June 20 to 28.
To be hosted by the San Carlos City Negros Football Club, the seminar for the eight-day training will be held at the Algers Community Center and at the San Julio Realty Football Fields for the practical session.
PFF Regional Technical Director John Carmona said the instructors’ course will gather around 33 grassroots football managers from different areas of the country affiliated with the Philippine Football Federation.
Former men’s national team coach Ariston Caslib and Asian Football Confederation Elite Instructor Marlon Maro will be assisting FIFA Instructor Takeshi Ono during the training, Carmona said.
Also expected to attend the activity is FIFA Development Officer Jeysing Muthia, he added.
With the kind of popularity football is gaining lately in the country, Carmona said it is timely to hold the grassroots program to further develop the sports.
Showing his support to the activity, San Carlos City Mayor Gerardo Valmayor Jr. committed to host a dinner on June 20 for all the participants and to welcome the FIFA and PFF instructors.
San Carlos City FC, a football club under the Negros Occidental Football Association, has been an active club in promoting and developing the sport, especially in the Visayas.
The club recently hosted the National Men’s Under 19 Championship with eight football associations nationwide, joining in the event.
San Carlos FC has also produced talented girls football players, four of them are now donning the national colors and representing the country in AFC Under 14 Festival of Football in Vietnam.
Aside from the U14 girls, three members of its Under 16 boys’ team were selected to be part of the PFF U16 national training pool, Carmona said.
The 2011 U23 Suzuki Cup most valuable player Aldrin Dolino, best goalkeeper John Mendoza, and best defender Carmelo Tacusalme, were all from San Carlos City.

On June 8, the students wrote a letter to TESDA seeking their help regarding the issue. They said they had followed up their letter many times since then but was told the provincial director was not around.
Finally on June 13, they were able to seek audience with TESDA Provincial Director Rolando Juanillo. He told them that he had called up Mrs. Librando but when he introduced himself, she cancelled the call. On the second call, Juanillo said Librando promised to see him and the students at an undetermined date next week.
When reached by the Negros Daily Bulletin yesterday, Juanillo said they will do their best to solve the problems of the ACLC graduates.
Juanillo said he only assumed office as provincial director in April this year. The previous provincial director of TESDA was Yolanda Porschwitz.
He said the CBA course was registered with TESDA but ACLC failed to submit all the requirements needed for its accreditation, like the requirements for one of its subjects, Bookkeeping.Juanillo said he will discuss with Librando how TESDA could help expedite the releasing of TOR to the graduates, and explore the possibility that the AMA Main Office would be the one to issue the TOR.
But when asked what he will do if Librando fails to show up next week, Juanillo said they will take up measures against her.

Capitol land bidding set on June 24
The governor said bidding for 7.7068 hectares of land owned by the provincial government along Lacson Street, North Capitol Road and Aguinaldo Street must be submitted to the Provincial General Services Office at the Provincial Administration Center, Bacolod City, not later than 10 a.m. of June 24 when the bids will be opened.
So far, ShoeMart has expressed interest in the property for a convention center, hotels and call center facilities.
The property where the Negros Occidental provincial Jail is located will be bidded separately, the governor said.

REAL-estate broker Jones Lang LaSalle Leechiu said on Wednesday multinational business-process outsourcing (BPO) firms are raising demand for office space.
These BPO firms “remain bullish about doing business in the Philippines,” a statement issued on Wednesday quoted JLL Leechiu chief operating officer Lindsay Orr as saying.
The property consultant forecast that an average of half-a-million square meters of office space will be built annually beginning this year up to 2013 because of that perceived optimism among foreign companies.
The floor space will be built “in Metro Manila business districts in anticipation of the sustained influx of multinational firms,” the broker firm said.
The forecast is in line with other analysts’ views that “confidence is returning to the Philippines’ property sector..., as foreign investment and improved infrastructure start to underpin real growth in rental rates and yields.”
Publisher Business Monitor International has said “despite issues with oversupply in several areas, office space rental take-up is expected to increase by about 10 percent in 2011.”
JLL Leechiu also noted that business confidence also applies to non-Manila-based cities, like Pampanga, Cavite and Cagayan de Oro.
The firm noted that office supply in these cities “doubled or even tripled in the past few years.”
JLL Leechiu said Pampanga, the hometown of former President Gloria Arroyo where she sits as an incumbent congresswoman, now has 62,719 sq m of office space while Cavite with 67,810 sq m of available office space.
The company said more than a third of this year’s office space, supply was “built out in the past year or so.”
JLL Leechiu cited “similar growth spurts in office space” have been experienced in the southern Philippine provinces of Bacolod, CDO, Davao, Iloilo and Laguna, and in the northern province of Baguio.
Orr said the “stream of office buildings coming into the market in Manila and other cities is the result of sustained demand for office space in the country.”
He cited JLL Leechiu’s experience at the Bonifacio Global District, a commercial and business area across the original Makati CBD, as basis.
Orr said because the company had cornered about 92 percent of office space transactions in BGC, it can say there is “growing attraction of the Philippines as a place for corporations to thrive and get a foothold in the booming markets of Southeast Asia.”
Citing their own data, Orr said about 239,078 sq m of office space in Metro Manila came on-stream on the second half of this year.
JLL Leechiu expects about 434,369 sq m of office space will be pumped into the system before the year ends. Next year the company expects more than half-a-million square meters of office space will add to the supply.
“Our firm’s growth is tied up with the sustained growth of the Philippines as a business destination,” Orr said.

May vein na ang butete nga need kuhaon para nga indi ka ma poison. Nakatilaw man ko na diri, namit man gid ang butete ah, medyo mahal gani ang pang baligya sina diri.
On a side note, may kilala ko nga mga researchers nga mga pinoy sa Osaka University nga amo ni ang ila nga gina target: mag breed sang butete nga wala ga produce poison. Not sure kun ano na ang resulta sang ila research, pero dako ang potential sini sa market all over the world kun matabo.

The provincial government is preparing to build a two-storey, 24-classroom building for the Negros Occidental Provincial High School at the corner of Hernaez and Araneta streets in Bacolod City.
Jose Ma. Valencia, chief of staff of Gov. Alfredo Marañon Jr., said squatters in the area are being removed from the property donated by the provincial government to the NOHS campus so construction can start.
It will be a two-storey building with a foundation strong enough for the building of a third floor in the future, he added.
This is to enable students attending classes at the Paglaum Sports Complex stadium building that is run down, to study in a better environment, he added.
The construction of the classrooms is part of the commitment of the provincial government to the Department of Education for its return to Negros Occidental of the Paglaum Sports Complex, he said.*CPG
