categories of cities in the Philippines seem different from most countries.
in Indonesia and most countries, the city located in the Metro area such as Jakarta (Cities Of Jakarta Timur,Jakarta Barat, Jakarta Utara,Jakarta Pusat, Jakarta Selatan. Kepulauan Seribu, is also area of the city such as Mega Kuningan, Sudirman and Senayan, Pondok Indah, Kemayoran, Kelapa Gading, Tanjung Priok)not counted as a city, because all is Metro Jakarta...cities that make up metro Jakarta
each with its own mayor
all Cities categorized as a metro named jakarta.

^^ Metro Manila is just an agglomeration of cities. It doesn't mean they are one city just like what you mean. Manila is a different city from Makati and so also from Quezon and so on and so forth. These cities have different Local Government Units and their own Mayors. Though economically speaking, they are counted as one more commonly known as the National Capital Region or Mega Manila.

Malacca, or Melaka, one of the smaller major cities in Malaysia is now completing a Monorail and a Hilton Hotel.

Greater KL, or Metro KL, also consists of several official cities, for example Shah Alam, the capital city of Selangor State that surrounds Federal Territory of Kuala Lumpur, is 20km outside of KL.

i think this list is more or less close to accurate if you count all metro manila cities as one! coz if you separate all metro manila cities, every city on top ten will still be metro manila except for CEBU and DAVAO.

No, there are by provinces. I could only find province-level information. Every post on Thailand is based on provinces. In Thailand, we usually talk about provinces rather than specific cities b/c of the administrative approach. The only autonomous cities in Thailand are Bangkok (treated as a province in some sense due to its size and population) and Pattaya (which is in Chonburi province). I can't help but notice that income figures for Philippine Cities are low. It seems impossible. So I researched, and found out that 1st class Cities must have an income of more than 400 million. Cebu City has over Five billion US dollars in annual revenue in our export industry alone. Cebu’s Major Industries are Electronics / electrical equipment manufacturing, car manufacturing, gun manufacturing, shoe manufacturing, computers, metals and precision instruments, chemicals, industrial parts assembly, food processing, furniture, fashion accessories, gifts, toys and housewares (GTH), garments, stonecraft, shipbuilding, and mining. I can't help but notice that income figures for Philippine Cities are low. It seems impossible. So I researched, and found out that 1st class Cities must have an income of more than 400 million. Cebu City has over Five billion US dollars in annual revenue in our export industry alone. Cebu’s Major Industries are Electronics / electrical equipment manufacturing, car manufacturing, gun manufacturing, shoe manufacturing, computers, metals and precision instruments, chemicals, industrial parts assembly, food processing, furniture, fashion accessories, gifts, toys and housewares (GTH), garments, stonecraft, shipbuilding, and mining. Cyberjaya can fall into Greater KL category but Putrajaya is too important city to be generalized as just part of Greater KL
