The state government has given nod to a proposal of developing Dattapeeta at a cost of Rs 12.50 crore.

Full-fledged ‘Yathri Nivas’, commercial complexes, view tower near Manikyadhara, Food Court, temporary sheds, parking zones, dormitories, community toilets and beautification of Galikere are some of the highlights of the blueprint prepared by the Tourism Department.
The tender for the work will be floated by Public Works Department. The disputed area has not been included in the blueprint. However, the necessary works at the disputed land has been going on as per the direction of the Supreme Court, Archaeological Survey of India and Muzrai Department and the contractors had promised to complete the work by November 31.
Ravi said that a sum of Rs four crore has come to the district under Western Ghat Development Fund. This fund will be utilised to lay concrete road from Kemmangundi cross to Dattapeeta road. Additional Rs five crore promised by the CM in the budget too will be used for the development of the same road.
With regard to collection of waste, Ravi said that a preliminary contract for waste collection has been given to Swacha Trust. Two rounds of talk have been done to sign a pact for two to three years. The agreement is expected to be finalized after another round of talk.
It has been decided to collect Rs 20 from each house for collection of waste and penalty will be imposed on houses, which will refuse to hand over the waste. He said that according to the City Municipal Council there are 17,425 houses but the Mescom shows that it has provided connection to 32,151 houses, of which 6,588 are commercial connection and 696 are for small industries. “There is lot of difference between records of the Council and the Mescom,” said Ravi adding that the Council is losing on revenue because the government has failed to frame proper laws with regard to revenue sites.
A record of 4,668 houses has been sanctioned to the district under Bsava Yojane. The preparation of list and selection of beneficiaries will be done by the Panchayats. “If genuine people remain out of the list then Panchayat Development Officers and GP Presidents will be held responsible,” he said informing that Belavadikere Lift Irrigation project will be started soon.

Cisco Uses Its Healthcare Solution to Connect 2 Remote Primary Healthcare Centers to the District Hospital, Total of 4 PHCs to Be Connected Remotely to District Hospital

So far, using the medical services of RxDx multispecialty hospital in Bangalore, this technology has enabled remote consultation for over 850 patients.
In the Shimoga pilot, the healthcare solution will connect primary healthcare centres (PHC) at Kuppagadde in Soraba Taluk and Guttiyadehalli in Thirthahalli Taluk to McGann hospital in Shimoga city. Two other PHCs located at Antaragange in Bhadravathi Taluk and Kappanahalli in Shikaripura Taluk will be connected to the District Hospital within a month. Patients visiting these two PHCs will have their vitals checked by the paramedic/nurse at the centre while the doctor at the McGann district hospital provides consultation and diagnosis in real time. Cisco's healthcare solution creates an environment where patients and doctors can meet each other virtually through video without having to commute long distances.
Nearly 70% of India's population lives in rural areas, but 80% of the total available doctors are in urban areas and patients often have to travel long distances at great cost to get quality healthcare. This gap, coupled with the shortage of local doctors, poses a huge challenge for delivery of rural healthcare system. Cisco's solution alleviates these issues for the rural population.

November 1 will be remembered by the people of Chikmagalur. Not just as ‘Kannada Rajyotsava’ but also as a day their long standing demand for Under Ground System was fulfilled.
On Tuesday, Legislative Council Chairman D H Shankarmurthy laid foundation for the Under Ground Drainage system works to be taken up at a cost of Rs 57 crore in Chikmagalur.
Addressing a programme held later at Old Taluk Office premises, he said that though the work was delayed the government has set the target to complete the drainage laying works within next two years.
“The plan is to lay 225 km pipeline to efficiently manage the waste from the city. The Zone-I and Zone II contract has been given to firms,” said Suresh Kumar

700 trees sacrificed for a road!

Hundreds of trees on Dudda road that were giving a breath of fresh air supplying the much-required oxygen for the city will vanish within the next few days as they are being axed mercilessly.
The work has begun from Saturday and the workers under contract have begun felling the trees. The vehicular riders on the road who were shocked to see the sudden development had no other choice but to stop their vehicle just watch this green carnage and move on silently.
Some trees like banyan and others which are said to be more than 100 years were felled within a few minutes, thanks to the latest technology. Though the sight brought sadness among the people, it also raised hopes among the commuters that the road will finally be repaired and prevent the recurring mishaps due to gaping potholes and craters on the stretch.
A KSRTC bus that left Arsikere reached N R Circle in Hassan in about 45 minutes about one and a half year ago. But, the same bus takes about one hour and 45 minutes to cover the same distance now, such is the road condition.
The journey between Dudda and Hassan is a real nightmare and many of the vehicle users now opt the route via Nittur.
But, some has no other option but to ply on the road and the small potholes turned into craters with the passing time.
The information that the road between Chikkanaya-kanahalli and Hassan being widened and upgraded into concrete road brought cheers among the people.

SHIMOGA: The state department of IT&BT along with promoter Keoincs held an investors conference on Thursday at Shimoga, in which five local investors showed interest in getting space at the IT Park to start their business.
The park, being built on five acres of land on NH-206 in between Shimoga and Bhadravathi is expected to be completed before December.
According to director of the department Chakravarthi Mohan the park, being built at a cost of Rs 15 crore, provides 1 lakh sqft IT work space. He said as promotional opportunity the government has agreed to offer space to investors at Rs 5 per sqft per month.
Besides this, he said the IT park will have all other basic facilities for which space is available for other investors at the cost of Rs 15 per sqft per month. He urged public, professional educational institutions and experts to avail this opportunity to establish their concerns. Five local investors offered to take space of 30,000 sqft at the meet.
T R Aswatha Narayan, president of district chamber of commerce congratulated the department and Keoincs for evincing keen interest in promoting the IT Park in Shimoga.

The land of hills and valleys, water falls and coffee estates, Chikmagalur district has turned out to be one of the most sought after tourist destinations in the State.
The number of tourists who visit Chikmagalur has been increasing over the years. Various places like Sringeri Sharadambe temple, Hornad Annapoorneshwari temple, Baba Budangiri have become the most preferred tourist destinations.
Records reveal that the number of tourists visiting Chikmagalur has crossed one and half crore in the last two years. According to the statistics available in the Tourism Department, the number of tourists who visited the district in 2010 is 85,81,493 while 2,615 foreigners have visited the district last year.
The number of tourists to visit the district this year between January and October is 60,61,685, where as the number of foreign visitors during the same period is 1,947. The Tourism Department officers hope that the number of visitors would be the highest during November and December and with this, year’s statistics is sure to over take the previous year’s record.
Sringeri is the most sought after destinations among all other places in the district. As many as 38.2 lakh visitors visited Sringeri last year while the number is 27.71 this year (till October).On the other hand, the number of visitors to visit Hornad last year is 23.8 lakh and this year it is 16.30 lakh.
As many as 15,25,532 tourists visited Balehonnur last year, 5.39 lakh visited Kalasa, 1,36,460 tourists visited Kemmannugundi and 38,501 tourists visited in and around Chikmagalur. In the last 10 months 1,28,833 tourists have visited Dattapeetha while 24,513 have visited the places in and around Chikmagalur.
As many as 80,276 tourists visited Kemmannugundi, 8,70,014 visited Balehonnur, 16.30 lakh visitors visted Hornad and 5.61 lakh visited Kalasa.

Rs. 40 crore has been released to Udupi, Rs. 60 crore to Chikmagalur: BJP leader
Bharatiya Janata Party (BJP) district unit president M.K. Pranesh said here on Saturday that Chief Minister D.V. Sadananda Gowda had sanctioned Rs.25 crore for all taluks in his constituency as a special grant.
Mr. Sadananda Gowda represents the Udupi-Chikmagalur Lok Sabha constituency.
Mr. Pranesh told presspersons that Rs.40 crore had been released to Udupi district and Rs.60 crore to Chikmagalur district in the first stage. He said a list of works that would be taken up with these funds had been submitted to the Government.
To a criticism from the opposition that development works had come to a standstill, he said he had accompanied a delegation of legislators to meet the Chief Minister who had sanctioned funds for road repairs in the district.
He said Rs. 2.5 crore would be spent for development of 79 roads in Chikmagalur, Mudigere, Koppa, Sringeri, and N.R. Pura taluks would be covered under the Chief Ministers' rural road development programme. In addition to this, 193 roads would be developed at a cost of Rs.4.47 crore in all the seven taluks in the district under the 13th Finance Plan.
Under the Nanjundappa report special development programme, 74 roads would be repaired at a cost of Rs.1.57 crore in Kadur and Tarikere taluks.
He said tenders had been called for in all these schemes and work would commence soon. Asphalting of the Kadur-Chikmagalur road had been taken up at a cost of Rs.20 crore, Rs.15.55 crore proposal for special grant to repair 5136.50 kms. of rural roads in the district has been submitted to the Chief Minister and had received a favourable response.
He said five places had been identified for sand mining at a meeting held in the Chikmagalur district deputy Commissioner's office on Friday.

SHIMOGA: Gone are the days when public used to have their junk food and other eatables from street vendors parked in unhygienic places. Things have certainly changed, thanks to the administration, which has provided a well-planned spot for vendors to run their business at a new food court in Shimoga.
City Municipal Council was quick in grabbing the idea put forth by Shimoga deputy commissioner V Ponnuraj . There were a few vacant conservancy spaces in the city which were lying unused.
Food vendors used to create nuisance every evening from 6pm to 11pm when their sale was at the peak. They used to dispose of waste near Gandhi Park, which is surrounded by many colleges. The demand by students to remove street vendors was getting louder.
When the idea of utilizing conservancies was furnished, CMC converted the space into a concrete-covered area and spent Rs 3.5 lakh to build a well planned food court, first of its kind in the state.
It provides space for 28 vegetarian vendors to run their business. The new space is fully covered, airy, well lit and clean.
Many customers have thanked the administration for fulfilling their demand. CMC is building a separate space nearby for vendors selling non-vegetarian items.
Parmesha, a vendor, said "More and more people are visiting the food court. Business is picking up really well and we are happy about it."
City commissioner P G Ramesh said this new initiative has helped CMC move further towards their aim of keeping Shimoga clean.

Experts upset over proposed Shimoga UAS not being made an integrated university

‘Merely setting up agricultural varsity will not help farmers'
The decision of the State Government to merely set up a university of agricultural sciences (UAS) in Shimoga instead of opting for an integrated agricultural university that takes care of agriculture as well as allied sectors has drawn flak from renowned agricultural experts of the State.
Amendment
The State had proposed to set up a university headquartered in Shimoga to take up research on crops specific to Malnad region, among other issues. Such a proposal needed an amendment to the University of Agricultural Sciences Act and the University of Horticultural Sciences Act as the subject of research to be taken up by the proposed university would cover the issues coming under both the legislations.
However, the Government on Tuesday issued a notification appointing UAS-Bangalore's Research Director P.M. Salimath as special officer to the proposed university without amending any laws. This notification refers to the new university merely as UAS-Shimoga.
Taking exception to this, the former Vice-Chancellor of the UAS-Bangalore and renowned entomologist G.K. Veeresh told The Hindu: “Merely carving out a new agricultural university — at a time when the need of the hour is to integrate agriculture and allied activities — will only help a few persons to get good posts, but will not help farmers. In the present context, agricultural university can focus only on research on agricultural crops. But Shimoga has horticultural crops.”
Experts' opinion
He felt that the Government should have consulted experts and amended the relevant laws to provide for setting up of an integrated agricultural university instead of hurrying with the appointment of the special officer.
Jurisdiction
The geographical jurisdiction of the UAS-Shimoga, which will be carved out of UAS-Bangalore, will have seven districts of Shimoga, Hassan, Chikmagalur, Davangere, Kodagu, Udupi and Dakshina Kannada.

The Planning Commission has given Investment clearance for the scheme- “Flood Protection works for the Banks of River Hemavathi at Banakal town and six village’s viz. Bankenahalli, Hyaragudda, Bakkihala, Mugrehalli, Kittlegrandi and Subramanya villages in Chikkamagalur district of Karnataka”. The project is estimated to cost Rs 47.56 crore at 2010-11.
The project will have to be completed by the financial year 2012-13 and Plan accounts would be closed by 31st March 2013. Project may accordingly be executed as per the approved outlays in the State Annual Plans. The State Finance Department would restrict the expenditure to the approved cost and no additional expenditure beyond approved cost shall be permitted unless the revised estimate is got approved following the prescribed procedure.

ನಗರದ ಬುದ್ಧನಗರದ 160 ಮತ್ತು ಸುಭಾಷ್ ನಗರದ 198 ಮನೆಗಳಿಗೆ ಅಪಾರ್ಟ್*ಮೆಂಟ್ ವ್ಯವಸ್ಥೆ ದೊರೆಯಲಿದ್ದು, ಸುಭಾಷ್ ನಗರದಲ್ಲಿ ಜಿ-1 ಮಾದರಿ ಮನೆ ನಿರ್ಮಾಣ, ಬುದ್ಧನಗರದಲ್ಲಿ ಜಿ-2 ಮಾದರಿ ಮನೆ ನಿರ್ಮಾಣ ಮಾಡಬೇಕು ಎಂದು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದರು.
ಶೇ. 50ರಷ್ಟು ಕೇಂದ್ರ ಸರ್ಕಾರ ಭರಿಸುತ್ತದೆ ಹಾಗೂ ಶೇ. 10ರಷ್ಟು ಫಲಾನುಭವಿಗಳು ಮತ್ತು ಉಳಿದ ಶೇ. 40ರಷ್ಟು ರಾಜ್ಯ ಸರ್ಕಾರ ಭರಿಸಲಿದೆ ಎಂದರು.

Hoping for the best. If they Combine Shimoga and Bhadravathi, there is a chance. Centre will not agree to include Shimoga alone in JNnurm as of now. First of all before doing all these things they should convert Shimoga CMC and Bhadravathi CMC into S-B Muncipal Corporation. Though Shimoga has eligbilty to get Corporation, its not implemented yet.

Minister of State for Urban Development Sugata Roy had stated in Lok Sabha that the ministry had proposed to include 28 cities or urban agglomerations with a population of half a million and above under the Urban Infrastructure and Governance (UIG) of JNNURM and “on account of resource constraints, the Planning Commission did not agree to include these cities under UIG of JNNURM”.
The cities proposed top be included include Belgaum, Mangalore and Hubli-Dharwad

Shimoga Milk Federation has been chosen for the Union Energy Ministry’s award for adopting various energy conservation programmes.
The Federation with a membership of 722 milk cooperative unions spread over Shimoga, Chikmagalur, Chitrdurga and Davangere districts with a daily production of 2.10 lakh litres, has adopted several measures to prevent energy loss in chilling and pasteurization.

The University of Agricultural Sciences proposed to be set up in Shimoga seems to be a non-starter. The Board of UAS, Bangalore, is said to have appealed to the Governor to halt the process, questioning the very rationale of the government’s move.
Former chief minister B S Yeddyurappa, while presenting the budget for 2010-11, had declared that Rs 10 crore would be earmarked for the UAS proposed at Shimoga.
Purview of the varsity
A government notification dated November 26, 2010 said that seven districts - Shimoga, Hassan, Kodagu, Udupi, Chikmagalur, Dakshina Kannada and Udupi - would be brought under the purview of the varsity. It was also decided to amend the University of Agricultural Sciences Act and the University of Horticultural Sciences Act to facilitate the process.
After an arduous search, the government appointed P M Salimath, Research Director, UAS, Dharwad as the special officer for the proposed varsity, on Novem*ber 29. However, on December 2, the members of the Board of Directors of UAS, Bangalore, are said to have submitted a memorandum to the Governor seeking his intervention to halt the formation of the varsity as “the process is inconsistent with the budget promise and the subsequent notification.”
Move questioned
The members have questioned the rationale of establishing one more agricultural university in the State where five such varsities have already been functioning.
Further, more than 30 per cent of the posts in these institutions are vacant. They apprehend that the proposed university might turn a sanctuary for the government to placate persons of its choice.
“It was envisaged to create an integrated university to cater to the research needs of the area by focusing on field and horticulture crops including plantation crops of the region.
However, the government took the decision to start a new agricultural university without bringing an amendment to the University of Agricultural Sciences Act and the University of Horticultural Sciences Act,” the memorandum says.
The Board members have urged the Governor to intervene and stall further proceedings to check unnecessary spending of taxpayers’ money.

It could be delayed by legal hurdles
The implementation of controversial Dandavathi irrigation project is likely to be delayed owing to legal hurdles.
It has been planned to build a reservoir across the river Dandavathi near Marur-Jedigere village of Sorab taluk. According to the plan, 1.8 tmcft. of water will be stored in the reservoir to irrigate 17,500 acres of land.
The foundation stone for the project was laid in 2009 by B.S. Yeddyurappa, the then Chief Minister.
Farmers who feared displacement from the project had staged protests. The former Chief Minister S. Bangarappa had extended support for the protest.
Protesters had said that the Bharatiya Janata Party was trying to implement the non-viable project for political gains.
The controversy was used by the politicians during the Parliament and local bodies election also. Sources in the Department of Water Resource said the water level in the river that come under the Krishna valley need to be utilised as per the directions of Krishna Water Disputes Tribunal, there were legal hurdles in implementing the Dandavathi project.
Approval from the Law Department was awaited for the project.
The sources have said that similar legal hurdles were likely to come in the way of implementing Kalvaddu irrigation project proposed to be implemented in Sagar taluk also.

Taking first-class cricket to smaller centres has been a favourite talking point amongst administrators, but very little has actually been done to follow up on that talk. Things are surely changing as far as Karnataka cricket is concerned, at least.

DH PHOTOThe picturesque Jawaharlal Nehru National College of Engineering ground, brilliantly maintained and providing a wonderful setting for a cricket match with greenery all around and located in the middle of a massive college campus, will welcome first-class cricket back to Shimoga after a long gap of 32 years when Karnataka and Uttar Pradesh do battle from Wednesday.
Shimoga last hosted a Karnataka vs Kerala Ranji Trophy game in 1979, on a matting pitch at the Nehru stadium, which had also staged the only other first-class match here, Karnataka vs Andhra in 1974. How things have changed since!
The JNCCE is a sport-loving college, one of 40 educational institutions run here by the National Education Society. What started off as a venue with one turf pitch has mushroomed into an excellent facility with five centre strips, practice pitches on one side of the ground, and a swank, Rs 1 crore pavilion that is almost complete – the roofing on the first floor still needs to be done – with well equipped dressing rooms.
“We were desirous of hosting a Ranji Trophy game, and the KSCA told us last year that everything was in place except for the dressing rooms,” a proud JNCCE principal Dr R Srinivasa Rao Kunte said. “The management immediately sanctioned a budget for the same, and here we are today!”
Nearly 10,000 people are expected to throng the ground to watch the game. Festoons and banners adorn different parts of the City, most of them welcoming the teams, but some dedicated exclusively to SL Akshay, the fast bowler from Shimoga who has made his way to the State team.
“It’s a great honour for me to play in front of my home crowd,” said the 24-year-old, fully recovered from a hamstring injury. “I learnt my early cricket at this ground, and I feel fortunate to be able to play in front of people that have watched me grow. There is only a sense of anticipation, but there is no pressure on me.”
Microphones atop auto rickshaws have been blaring messages about the match, a big-sized crowd turned up to watch the teams practice on Tuesday, and there was even the unusual sight of a sniffer dog and a bomb detector at a first-class – and first-rate – venue as the local organisers are determined to leave no stone unturned.
“It’s good to come here, all the arrangements have been impeccable,” observed Suresh Raina, the Uttar Pradesh captain. “I am all for taking first-class cricket to the smaller centres. It invariably means a lot of people will come and watch the match, watch international players in action, and it is good for the players too if people turn up for a first-class match.”
Party time in Shimoga, then. And given the prequel, it’s no more than the City deserves.

ಕೊಪ್ಪ: ರಾಜ್ಯ ಸರ್ಕಾರ ಹುಲಿ ಸಂರಕ್ಷಣೆ ವಲಯ ವನ್ನು ಗುರುತಿಸಿ ಅವೈಜ್ಞಾನಿಕವಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಪ್ರಸ್ತಾವನೆ ತಿರಸ್ಕರಿಸುವಂತೆ ರಾಜ್ಯ ಕಿಸಾನ್ ಕಾಂಗ್ರೆಸ್ ಉಪಾಧ್ಯಕ್ಷ ಸಚಿನ್ ಮೀಗ ಕೇಂದ್ರ ಪರಿಸರ ಸಚಿವೆ ಜಯಂತಿ ನಟರಾಜನ್ ಅವರಲ್ಲಿ ಮನವಿ ಮಾಡಿದ್ದಾರೆ.
ಹುಲಿ ಸಂರಕ್ಷಣೆ ಕುರಿತು ಅರಿವು ಮೂಡಿಸುವ ಸಲುವಾಗಿ ದೆಹಲಿಯಲ್ಲಿ ಕಾನ್ಸ್ಟೂಶನ್ ಕ್ಲಬ್ ಆಫ್ ಇಂಡಿಯ ಸಂಸ್ಥೆ ಸಂಸದರಿಗೆ ಇತ್ತೀಚೆಗೆ ಏರ್ಪಡಿಸಿದ್ದ ಕಾರ್ ರ*್ಯಾಲಿಯಲ್ಲಿ ಬಹುಮಾನ ವಿತರಣೆಗೆ ಆಗಮಿಸಿದ್ದ ಸಚಿವೆಗೆ ಮೀಗ ಮನವಿ ಸಲ್ಲಿಸಿದರು.
ಹುಲಿ ಯೋಜನೆಯಿಂದ ಜಿಲ್ಲೆ ಹಾಗೂ ಶೃಂಗೇರಿ ವಿಧಾನ ಕ್ಷೇತ್ರದಲ್ಲಿ ರೈತರು ಆತಂಕಿತರಾಗಿದ್ದಾರೆ. ಈ ಹಿಂದೆ ಭದ್ರಾ ಅಭಯಾರಣ್ಯ, ಭದ್ರಾ ಅಣೆಕಟ್ಟು ನಿರ್ಮಾಣ, ಕುದುರೆಮುಖ ಅಭಯಾರಣ್ಯ, ಕುವೆಂಪು ಜೈವಿಕ ಯೋಜನೆಗಳಿಂದ ರೈತರು ತೊಂದರೆ ಗೊಳಗಾಗಿದ್ದಾರೆ. ಈಗ ಮತ್ತೆ ಹುಲಿ ಯೋಜನೆ ಪ್ರದೇಶ ವಿಸ್ತರಣೆಯಿಂದ ಇನ್ನಷ್ಟು ತೊಂದರೆಗೊಳಗಾಗಬೇಕಾಗುತ್ತದೆ ಎಂಬುದನ್ನು ಮನವರಿಕೆ ಮಾಡಿಕೊಡಲಾಗಿದೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಅಭಯಾರಣ್ಯ ವ್ಯಾಪ್ತಿಯ ಮೀಸಲು ಅರಣ ಪ್ರದೇಶವಾದ ಅರಂಬಳ್ಳಿ, ಕುಸುಗಲ್, ಬಸವನಕೊಪ್ಪ, ದೇವದಾನ ಪ್ರದೇಶ ಹುಲಿ ಯೋಜನೆಯ ವ್ಯಾಪ್ತಿಗೆ ಸೇರಿಸಲು ಪ್ರಸ್ತಾವನೆಯಿತ್ತು. ಈ ಪ್ರಸ್ತಾವನೆಯಿಂದ ಈ ಪ್ರದೇಶದ ರೈತಾಪಿ ವರ್ಗಕ್ಕೆ ಯಾವುದೇ ತೊಂದರೆಯಿಲ್ಲ. ಯಾರನ್ನು ಒಕ್ಕಲೆಬ್ಬಿಸುವ ಪ್ರಶ್ನೆಯಿಲ್ಲ. ಕೈಗಾರಿಕೆ, ಗಣಿಗಾರಿಕೆ, ಒತ್ತುವರಿ ಹಾಗೂ ಬಗರ್*ಹುಕುಂಗಳಿಗೆ ಅಡ್ಡಿಯಾಗುವ ಸಾಧ್ಯತೆ ಇತ್ತು, ಅದು ಕೂಡ ರಾಜ್ಯ ಸರ್ಕಾರದ ನಿರ್ಧಾರದಿಂದ ದೂರವಾಗಿದೆ ಎಂದು ಅರಣ್ಯ ಇಲಾಖೆ ಹೇಳಿದೆ.
ಕೊಪ್ಪ ಅರಣ್ಯ ಉಪವಿಭಾಗದಲ್ಲಿ ಕೊಪ್ಪ 417, ಶೃಂಗೇರಿ 350, ಮೂಡಿಗೆರೆ 460, ಖಾಂಡ್ಯ 25, ನ.ರಾ.ಪುರದ 99 ಜನರಿಗೆ ಅರಣ್ಯ ಹಕ್ಕು ಕಾಯ್ದೆಯಡಿ ಹಕ್ಕುಪತ್ರ ನೀಡಲಾಗಿದ್ದು, 1352 ಜನ ಕಾಯ್ದೆ ಲಾಭ ಪಡೆದಿದ್ದಾರೆ. ಕಳೆದೊಂದು ವರ್ಷದಲ್ಲಿ 12 ಪ್ರಕರಣದಲ್ಲಿ ಅಕ್ರಮ ಅಕೇಶಿಯ ಸಾಗಣೆದಾರರ ಮೇಲೆ ಕ್ರಮಕೈಗೊಳ್ಳಲಾಗಿದೆ. ವಲಯದಲ್ಲಿ ಸಿರಿಚಂದನವನ ನಿರ್ಮಾಣಕ್ಕೆ ಶೀಘ್ರವೇ 150 ಎಕರೆ ಗುರುತಿಸಲಾಗುವುದೆಂದರು ಅರಣ್ಯ ಇಲಾಖಾ ಮೂಲಗಳು ತಿಳಿಸಿವೆ.
ಯೋಜನೆ; ಹಕ್ಕು ಕಾಯಿದೆ ಬಹಿರಂಗ

ಕೊಳಲೆ ಗ್ರಾಮದ ವ್ಯಕ್ತಿಯೊಬ್ಬರು ಮಾಹಿತಿ ಹಕ್ಕಿನಡಿ ಪಡೆದ ಪ್ರತಿ `ಪ್ರಜಾವಾಣಿ`ಗೆ ಲಭ್ಯವಾಗಿದೆ.
ನರಸಿಂಹರಾಜಪುರ ತಾಲ್ಲೂಕಿನಾದ್ಯಂತ ಭದ್ರಾಅಭಯಾರಣ್ಯ ವ್ಯಾಪ್ತಿಗೆ ಹೊಸದಾಗಿ ಸೇರ್ಪಡೆಯಾಗುವ ಹೋಬಳಿ, ಗ್ರಾಮಗಳ ಹೆಸರು, ಸರ್ವೆ ನಂಬರ್, ವಿಸ್ತೀರ್ಣ ಹಾಗೂ ಈ ಬಗ್ಗೆ ಸರ್ಕಾರ ಮತ್ತು ಇಲಾಖೆಯ ಆದೇಶದ ಪ್ರತಿ ಲಭ್ಯವಾಗಿದೆ.

The desi art museum built in memory of Jnanpith awardee K V Puttappa is ready to be thrown open to the public. The Rs 50 lakh museum has been built by Kuvempu Prathistana, in coordination with Hampi Kannada University, at Kuppalli near Theerthahalli in Shimoga district, the birthplace of the litterateur.
The museum, modeled on a Malnad house, will showcase the life, tradition, culture and art of Malnad, as depicted by Kuvempu in his works.
Also, it will house more than 800 rare artefacts made of wood, metal, artistic carvings, traditional equipment used by farmers, idols, pictures and rural paintings - which will essentially give glimpses of the life of people in Malnad region. The idea to set up such a museum came up during a seminar held on Kuvempu's works years ago.
Union minister M Veerappa Moily will inaugurate the museum on December 29.

Road will be concreted up to 7 metres on either sides
The plan related to the ongoing work of concretisation of Nehru Road has been revised.
Earlier, it was planned to concretise the roads to 9.5 metres on either side. With the intention of retaining the trees along the road, the plan has been revised and it has now been decided to concretise the road up to 7 m on either sides.
The remaining 2.5 m space will be used for parking vehicles where interlocking pavement tiles will be installed. According to the plan, 475-metre long Nehru Road from Amir Ahmed Circle to Gopi Circle will be concretised and converted into a four-lane at the cost of Rs. 8 crore.
Further, 260-metre stretch of the road that connects Gopi Circle with Durgigudi will be developed into a two-lane. Both the stretches will be subject to a single layer of concretisation.
Assistant Executive Engineer of Public Works M.P. Anandamurthy told The Hindu that the cost of the project was estimated at Rs. 8 crore. About Rs. 4.70 crore would be spent for civil works while the remaining amount will be used for shifting the electric poles, telephone cables, and for construction of underground drainage.
The work commenced in December 2011 and is likely to be completed by August 2012. Cameras are installed at 10 places in Nehru Road to monitor the quality of work. Sources in the department said that after the completion of the concretisation of Nehru Road, the work of concretisation of Jail Road would be undertaken.
Meanwhile, K.V. Vasanth Kumar of Nagarika Hitarakshana Vedikegala Okkuta has demanded that the district administration maintain the quality in the implementation of the concretisation work. Mr. Kumar told The Hindu that a third party inspection should be conducted on the work regularly. Boards that provide details on the work and the amount released for it should be installed at Nehru Road for the information of the public. The estimate of the work should be revised as per the modification in the original plan. The surplus amount after the revision of the estimate should be used to concretise the remaining stretch of the road in Durgigudi. He said that Okkuta had submitted a memorandum to the Deputy Commissioner in this regard.

The land of coffee and hills, Chikmagalur has been witnessing a steady increase in the number of tourists coming to the district.

In December alone, the district had 14,38,685 tourists coming in, thereby pushing Chikmagalur to the forefront on the State’s tourism map.
A total of 74,92,370 visitors came to the district last year. As many as 6.40 lakh people had visited Sharadapeeth in December alone. Kalasa had two lakh people coming in, while Horanadu had four lakh tourists, Balehonnur had 1.60 lakh tourists visiting while Chikmagalur city had 2,069 people visiting. Bababudngiri hills had 12,116 devotees thronging in December alone.
While Sharadapeet, Kalasehwara temple, Horanadu Annapurneshwari temple, Rambhapuri Peet, Kodandaramaswami temple at Hiremagalur are some of the religious and spiritual centres, Kemmangundi, Chandradrona hills, Kudremukh are some of the spots people have been coming to enjoy nature’s bounty. Last year, Sringeri had 37.11 lakh devotees visiting, Kalasa had 9.11 lakh, Balehonnur Mutt had 11.10 lakh and Kemmangundi had 96,776 people visiting. Chikmagalur city had 27,122 visitors while Bababudangiri had 1.40 lakh tourists.
With the number of tourists visiting the district increasing over the years, several home stays, eight resorts, three Star hotels have come up in the region.
However, the tourists looking for home stays are comparatively higher.
However, the district administration should take steps to repair the roads in the district because most of the people are complaining of bad roads and this is mainly the reason why most people are delaying their tour to the district.
The district needs a tourism information desk too, where information about various tourists’ destinations and stay facilities could be made available to the tourists.

During rainy season people had to wade their way through mushy land as though set for a wetland race.
After the monsoon the residents of Chikmagalur could not heave a sigh of relief because summer has made the situation worse. The dust rising from the road is literally suffocating the commuters and pedestrians. Asthma, skin ailments and eye related problems are on the rise in the region.
Chikmagalur, the name itself used to make people want to visit the region and enjoy the beautiful natural surroundings. But off late due to sad state of roads and unkempt city surroundings, tourists are facing lot of inconvenience.
Good roads and clean surroundings add to the beauty of any city. Unfortunately the local governing bodies here have not understood the importance of the same. Due to negligence of the governing bodies local residents are paying a heavy price by developing various health disorders. Even tourists are carrying home a bad impression of the Chikmagalur.
A coffee estate owner Pradeep says that his friend’s son had come to Chikmagalur to spend his holidays. “He had gone to see the city on a bike. He returned home and complained of eye pain. His hair had turned red because of the dust,” said Pradeep adding that the guest had commented that Chikmagalur was nothing like what he had imagined.
The drainage construction at IG road is now under progress. Since the road works have been completed the city should have been bailed out from the dust menace. But after completing the road work, the workers started digging out well laid road to lay drainages.
“If one vehicle passes the following vehicles have to wade their way carefully through the thick smoke of dust engulfing the area. If you are in a car at least your respiratory organs are comparatively safer. But if you are on a two-wheeler then gods save your lungs,” says a bike rider in the city who says going out of house without scarves is a blunder in Chikmagalur city.
Amidst all these, one has to spare a moment to look at the way the traffic policemen have been doing their duty in the city standing on the middle of the road, breathing dust literally everyday.
“Why can’t the department provide them with masks?” This is the usual question that crosses every citizen’s mind looking at the traffic cops.
The local residents say that the authorities should take steps to sprinkle water on the road in tankers so that the dust can be kept under control.

Attempts to evict tribal people from the park have led to growth of Maoism'
D.N. Jeevaraj, MLA, said here on Saturday that the State government had decided to exclude Bhadra Wildlife Sanctuary and Kudremukh National Park in Chikmagalur district from the proposal to bring new territories under Project Tiger.
Mr. Jeevaraj told presspersons that the State government had submitted a proposal to the Centre in July last to bring new areas under Project Tiger in seven wildlife sanctuaries and national parks. The Centre had approved the proposal.
He said concerted efforts by him and Tarikere MLA D.S. Suresh in the Legislative Assembly had resulted in the exclusion of Kudremukh National Park and Bhadra Wildlife Sanctuary from the proposal.
Notifications had been issued for inclusion of new areas from other five sanctuaries and national parks.
Pointing out that declaration of Kudremukh forest as a national park and attempts to evict the tribal people living there had given an impetus to the growth of Maoism in the area, he said more than 20,000 families would have been affected if 548 sq km of forests in the Bhadra Wildlife Sanctuary and Kudremukh National Park was brought under the project.
Admitting that his government made a mistake in recommending inclusion of new areas, he sought to know why four Union ministers from the State and Motamma, Leader of the Opposition in the Legislative Council, had not opposed the proposal.
He said Ms. Motamma, who hails from Mudigere taluk where Kudremukh is situated, had not raised the issue in the Legislative Council.
Reiterating that he would not indulge in politics as far as yellow leaf disease affecting arecanut plantations was concerned, he said the BJP supported the protest organised by the Karnataka Rajya Raitha Sangha in arecanut growing areas of the district on Friday.
Expressing satisfaction that for the first time Rs. 2.59 crore had been released for arecanut plantations under the National Horticulture Mission (NHM), he said the State government had sanctioned a matching grant of Rs. 2 crore. He commended the B.S. Yeddyurappa government for conducting a survey of yellow leaf disease-affected plantations, establishing a research centre and granting Rs. 3 crore to tackle the disease. He said 40 per cent of arecanut plantations in Chikmagalur district had been affected by the disease.
Stressing the need for the implementation of the Gorak Singh Commission recommendations, which he said would be a boon for farmers, he ridiculed Congress leaders for taking out a padayatra demanding that the recommendations be implemented.
He pointed out that the commission was appointed by the UPA government.
M.K. Pranesh, president of the district unit of the BJP, Ramaswamy, general secretary, and B. Rajappa, president of the Chikmagalur Urban Development Authority, were present.

Chief Minister D.V. Sadananda Gowda on Monday said that Rs. 2.5 crore will be allocated for setting up a heritage village adjacent to Kuvempu Sahyadri Desi Museum in Kuppalli.
The Chief Minister was inaugurating Kuvempu Sahyadri Desi Museum at Kuppalli, the birthplace of poet laureate Kuvempu.
The Chief Minister said the remaining amount for the heritage village project would be released in phases. Rashtrakavi Kuvempu Pratishthana would soon take over novelist Poornachandra Tejaswi's memorial in Kuppalli to ensure its better maintenance. The State Government would soon take a decision to handover 10 acres of land at Kuppalli to the Pratishthana, he said.
The human relationships were becoming weak in recent times because of undue emphasis accorded for materialist pursuits. The liberal values advocated by Kuvempu hold special relevance for the contemporary age, he said.
Dr. Hi. Chi. Boralingaiah of Kannada University, Hampi, said it had been planned to develop a heritage village adjacent to Kuvempu Sahyadri Desi Museum at a cost of Rs. 5 crore. The heritage village project was an attempt to conserve the native culture of Malnad and coastal Karnataka region, he said.
Pratishthana president Dr. Hampa Nagarajaiah said on an average 300 tourists visited Kuppalli daily. He urged the State Government to enhance the grant-in-aid for the pratishthana.
The programme was organised by Rashtrakavi Kuvempu Pratishthana, Kannada University, Hampi, and the Department of Tourism. Member of Rajya Sabha Ayanur Manjunath, Legislators Kimmane Rathnakar, Jeevaraj, R.K. Siddaramanna, and Chairperson of Karnataka State Women's Commission C. Manjula, and Vice-Chancellor of Kannada University A. Murigeppa were present.

KMFS January 21st, 2012, 06:40 AM MP urges HAL to look at Shimoga for setting copter making unit

MP B.Y. Raghavendra has said that Hindustan Aeronautics Limited (HAL) will be urged to establish its proposed helicopter manufacturing unit in Shimoga.
Land had been identified for the purpose near Sidlipura-Devakatikoppa. Farmers were willing to part with their land for the project, he said on Friday.
He told presspersons that Hindustan Aeronautics Limited was thinking of establishing the unit in Bidar. Efforts would be made to convince the officials of the HAL on the infrastructure and connectivity available in the region for establishment of the unit, he said.
The survey work on the proposed Shimoga-Harihar railway project had been completed. The estimate related to the project was prepared.
He expressed confidence that the amount necessary for the project would be released in the Union Railway Budget of 2012-13. He said that, the recent political developments had no impact on development works in the district.
The development works initiated by Mr. Yeddyurappa in the district during his tenure as Chief Minister had continued, he added.

Daily you can see many postings regards development in H-D, Belgaum, Manglore and Mysore Threads, do you see such postings in this thread???? We need development in all the districts, not any one....we are not against any other districts. Forget what now shimoga is...if you had visited the "District" before 2005, probably you would've not posted this comment. Its Shimoga ppl who suffered without any developments with that useless government who ruled us for 60 yrs. As a result many of the industries in shimoga shut down in 90's itself like sandal wood etc.,. Its only after BSY came to throne seeing such developments. Now onwards think twice before posting such comments on any of the threads.

Well said suraj. I agree with u. Our previous govt's were only concentrating on Bangalore. Other parts of Karnataka were neglected. During this govt all other districts has been given some importance by providing 100 crore grants to district headquarters

Yeah Suraj. The Malnad region is completely neglected.They(all govenment)like to destroy the Malnad. And they feel happy doing this as they gets much revenue from this. Fisrt its Kudremukha IO factory. now 'tunga and bhadra meldande yogane' . Building more and more dams in the region. Now again mining in the eco sensitive Western Ghats.They are totally against the interests of Malnadigas

SHIMOGA: Once known as the Cherrapunji of the South, Agumbe today can no longer carry this sobriquet as this awesome, pristine rainforest region in the Malnad heartland has been witnessing drastic changes in its climatic conditions for almost a decade now. Known for its chilly weather and beautiful sunsets, the tiny village of Agumbe is situated on the picturesque Shimoga-Udupi border. The misty, silvery dense fog over the Western Ghats adds to the beauty of the sylvan surroundings here.
Considered a haven by naturalists and tourists, the sunset point, where one can see the sun setting over the distant Arabian Sea and the innumerable waterfalls, attracts people from all over the world.
But, in the recent years, Agumbe of the Malgudi fame has been reeling under vast fluctuations in temperatures during the daytime and chilly, cold weather conditions in the nights, which is considered an unusual development during the winter season.
Recent weather statistics show a minimum recorded temperature of 8 degree Celsius and a maximum of 32 degree Celsius, while on some days the temperatures falls as low as 4.5 degrees.
According to the Meteorological Department, the lowest ever temperature of 3.2 degrees was recorded in 1975, and 4.8 degrees in last January and February, while the highest ever temperature of 37 degrees was recorded in 2008-09. The sudden rise and fall in temperatures, in fact, have resulted in varying rainfall pattern in Agumbe region, opine experts.
Vaman Rao, a climate veteran who has been recording the temperatures at Agumbe since 1969, says: “Although the intensity of cold is less compared to earlier days, the variation in the temperature is more.” Prof Raju Gowda of University of Agricultural Sciences, Bangalore, who has been studying these developments for the past eight years, says, “Agumbe has been witnessing high rainfall till October, but this has been tapering off significantly after this, resulting in warmer days .”
When Express spoke to the local people, they said they had been experiencing severe cold conditions this year compared to last year, and complained of joint pain. Kasturakka, an old resident, says, “I have never seen such a variation in temperature in my life as it is happening now, with intolerable heat and cold conditions “.
The climatic variations have had an adverse impact on the agricultural activities and crop yields as well. Farm labourers are unable to engage themselves in areca nut processing works due to numbness of fingers while the heavy mist and cold weather had affected the crop yields, causing heavy losses.
With Agumbe losing the tag of “the Cherrapunji of the South” in the last one-and-a-half years and research studies still inconclusive on the reasons for climatic variations, the locals and old timers lament over the bygone good old days in this bio-diversity rich region.

Concretization of Nehru road is in progress, after the completion of this they will pick up the works of the other roads. But I don't know the status of ShankarMutt road where there is construction of bridge over railway track which is the one of the way to Davangere from Shimoga, also there is construction of inner ring road along this road.

Massive tourism development plans on card for district
The state government is concentrating on the over-all development of the district. Approval has been given for various developmental programmes and funds have been released said District in-charge Minister S Suresh Kumar after unfurling the Indian flag at the Republic Day celebrations held at the District Sports Ground on Thursday.
“Kemmannugundi has been developed as a model hill station. The work will be completed by February. Approval has been given to release fund of Rs 49.5 crore to develop Bababudan Giri, Kemmannugundi and related tourist spots, he said.
About 128 acres of land has to be acquired for the Kadur-Chikmagalur railway project. Around 67 acres has already been handed over to the railway department. The remaining land will be handed over by March end. To revive the arecanut fields which are hit by yellow leaf disease Rs 251.25 lakhs has been released under the National Horticulture Mission and Rs 110.75 lakhs has been released by the State. As many as 5,842 applications of arecanut growers have been received and steps are being taken to help them, he said.
An approval has been received to start work to solve the problems of drought-prone Kadur Taluk.
For this, Rs 220 lakhs has been released to solve the drinking water problems and silt removal in lakes. There are plans to revive the 239 lakes in the district. Under the Comprehensive water-shed management plan third phase 25,590 hectares of land will be used and Rs 35.41 crores has been allotted for this.
Vocational training will be given to youth in villages and steps will be taken to maintain hygiene in villages by implementing the ‘Suvarna Gramodhaya Yojana’ in all Gram Panchayats. This work will be taken up in phases. In the first phase Rs 22.73 crores will be spent for 20 villages.Attractive drill, march past was held as a part of the celebration. The state level winners of cycle competition were awarded.

CMC to buy vehicles for garbage disposal
The Chikmagalur City Municipal Council (CMC) on Friday decided to entrust the door-to-door garbage collection to Sri Kshetra Dharmasthala Rural Development Project (SKDRDP).
At a special meeting held here, Gayathri Shanthegowda, MLC, and a few Opposition members pointed out that 25 carts being used by the CMC to collect garbage were insufficient.
They said that more than 40 carts were needed at the rate of 350 houses per cart.
Funds
The members wanted the CMC to earmark more funds to purchase carts and tippers to transport garbage. Municipal council president Prem Kumar agreed to their suggestion to buy more tippers and carts.
Prabhakar, CMC Commissioner, was present.
Backs out
Swacha Trust, which was initially entrusted with the task of door-to-door garbage collection, backed out after complaining that the CMC was not taking any action to ensure that all houses in the city gave garbage to carts collecting it.
Members of the trust said that many residents of Chikmagalur preferred to dispose of garbage themselves to avoid paying a monthly fee of Rs.15 to the garbage collector.

Major part of the land acquired by the Karnataka Industrial Areas Development Board (KIADB) for setting up Special Economic Zones lay vacant as not many investors are keen on starting business there.
KIADB had earmarked 1,399 acres about 5 km away from Hassan for setting up four SEZs and one growth centre in 1990. Of which, over 530 acres are laying vacant. Of the over 614 acres dedicated to textile industries, 251 acres are laying vacant, and of the 265 acres reserved for food processing units only 138 acres have been used so far. SEZ for hardware units have been allotted to an infrastructure company to develop a single-unit complex. The fourth SEZ is reserved for pharmaceutical companies. However, in the land dedicated for the growth centre (951 acres), where local investors are granted land, there are no vacant plots.
"SEZs in Hassan are designed to cater to export oriented business ventures and at present, we are giving land for people who plan to set up such industries," said A M Kumaraswamy, deputy development officer, KIADB, Hassan.
At present, only one pharmaceutical company is functioning out of the SEZ reserved for them, according to Kumaraswamy. "Four more companies are in different stages of implementation. In food processing SEZ, only one unit is functioning and four more will come up in near future. Of the six units for which land has been granted under textile SEZ, four have already started operations," he added.
KIADB's loss, farmers' gain
However, farmers in and around Hassan are happy with the turn of events. Even though, they gave up their land 20 years ago, they continue to grow millet and other crops on that land without any objections from the authorities concerned. "I handed over three acres for the project and KIABD had given me Rs 70,000 per acre then.
But that has not stopped me sowing paddy and millet on the land," said Venakategowda, a farmer from Hosakoplu in Hassan, adding that he is ready to stop farming activities as and when officials ask him to vacate the place. "No officials have asked me stop farming till now. I will move out when they ask me as I don't have the ownership of the land," he added.

The remote villages in Chikmagalur have been plagued for decades by a lack of roads and connection to the state power grid.

But things are changing quietly by installing turbines to the local water bodies to provide electricity directly to homes in villages. Ratnakar has proved that electricity can be produced using water from a small stream.
The villagers now have free, uninterrupted power, and the change is palpable. They can now charge cellphones at home, while TV sets and other electronic goods are slowly making their way into villages. Turbo hydroelectricity unit has started producing electricity at Jayapura.
Ratnakar has started producing electricity in a small stream which flows at Sauthekuni in Kallugudde using five kilo watt water wheel. He said that water falling from four feet height is used for the production of electricity. Temporary check dams have been constructed in the area to supply water to the water wheel to produce electricity. The produced electricity can be used for running two computers, two TV sets, 20 lights at a time.
Farmers who have water facilities can produce electricity using turbines and become empowered in the production of electricity. By producing the electricity independently, the demand for electricity will also reduced.
The electricity can be supplied without electric poles inside the forest to the remote villages.
Such kind of electricity units are useful in Naxal infested areas,he says.
The turbines are designed for remote areas where it is not feasible to provide electricity through transmission lines.

People in Malnad region were hoping to see the first flight land in the newly built greenfield airport in Shimoga by March but their hopes have been dashed.
The Director General of Civil Aviation (DGCA) that monitors and approves work of airports and their airworthiness has raised air-safety concerns and directed the local administration to remove some high-rise buildings and power lines built close to the airport for them to give their consent.
One of the dream projects of beleaguered former chief minister BS Yeddyurappa, Shimoga airport, may get delayed by another six months or more.
Officials said DGCA wanted the district administration to get at least 50-60 concrete structures removed from the industrial area nearby and shift the 7km stretch of high tension Sharavathi power lines. The power lines transmit high voltage power from Sharavathi power station in Shimoga to Mysore region.
Airport authorities who were giving final touches to the runway work and other civil works are dejected. The manger of the airport, D Basavarj, said the work is likely to get delayed as they need to build new structures before removing those structures identified for demolition.
KPTC officials said they have to conduct a survey of the area to lay the new lines and have to acquire land for construction of 30-foot high towers all along the route and then start fixing HT power lines. It requires an additional Rs 15 crore to Rs 20 crore which the state government has to approve and release the money. Shimoga deputy commissioner M Vedamurthy who took charge recently said he has written a letter to the state government. ``Soon after getting the nod, we will initiate action to shift power lines and remove buildings earmarked by DGCA by paying suitable compensation. “The proposed centre will be established either on the premises of McGann Hospital or Shimoga Institute of Medical Sciences,” he said, after inaugurating a free cancer check-up camp organised by Shubhamangala Seva Trust.
He said that the district will be brought under the purview of Vajpayee Arogyashree Scheme. The State Government had provided Rs. 2,428 crore for the Department of Health and Family Welfare and Rs. 826 crore for medical education in the budget of 2011-12, he said. He regretted the reluctance on part of the young doctors to serve in villages. The State Government is contemplating on introducing a law, making it mandatory for medical graduates to serve in rural areas , he said. Rs 15.35 crore needed to complete pending works
With the strong rumours doing rounds on completion of ‘Outer Ring Road’, the farmers on the outskirts of Hassan are hoping to becoming richer soon, dreaming of selling their lands for a premium.
Whether the ring road will be a reality or not, but the construction of the ring road haunts the residents like a bad dream even after seven years.
The main objective of the ring road was to prevent traffic jam and to reach the bypass road from the B M Road of the town. The nine kilometre stretch ring road begins from the dairy circle touches the Salagame road by completing 3.18 km. Years have passed after this, but no effort or step has been taken to complete the remaining stretch.
According to the plan, the road from Salagame proceeds and connects Devarayanapattana. But the change in governments has affected the works. The officials of Public Works Department explains that the delay in awarding compensation to the farmers whose lands have been acquired for laying a four-lane road is the main reason for the works to be stalled. The works have come to a halt near Salagame and the land owners after this have not been paid compensation.
The farmers are adamant that they would not handover the lands until their compensation has been paid and the amount stands to Rs 1.5 crore. If the pending dues are paid the works would complete by next year, say the officials.
The PWD has prepared a project with an estimation of Rs 15.35 crore including Rs 1.5 crore compensation amount. Earlier, the project was planned at an estimation of Rs eight crore.
Debris
The outer ring road is also a perfect example for how the incomplete works have an impact on the surroundings and the environment. With the hope that ring road will pass through the area, many had purchased sites in the surroundings.
The prices of the lands have skyrocketed and the incomplete works has become a haven for illegal activities. It is a challenge for people to walk on the stretch in the night.
Increasing cases of chain snatching, dacoity and others have been reported at the premises.
Apart from this, the garbage has been dumped on both the sides of the ring road since two years. The waste includes mutton waste, garbage from hotels, dead animals and others and the residents have a tough time to combat the unbearable stench.

The newly built underpass at Shivappa Nayaka Circle here will be open for public usage shortly.
The formalities related to handing over the underpass from Public Works Department (PWD) to City Municipal Council (CMC) will be completed by first week of March.
The officials of CMC, PWD, the Karnataka State Urban Water Supply and Sewage Board will conduct a joint survey of the structure. After the joint survey, the issue will be deliberated in detail at the meeting of CMC scheduled to be held on March 2. The underpass is likely to be opened for public usage immediately after the meeting of CMC.
The widening of the road and construction of underpass was commenced in 2008 with an objective to ensure easy flow of vehicles on B.H. Road. The underground pass connects Amir Ahmed Circle, Shivappa Nayaka Circle, and Gandhi Bazaar. It was inaugurated by Chief Minister D.V. Sadananda Gowda on October 13, 2011.
The underpass, which was inaugurated four months ago, was not opened to public because of the delay in handing it over to CMC. The underpass were locked by the authorities. CMC president S.N. Channabasappa told The Hindu over telephone that, issues related to maintaining cleanliness, and security at the underpass would be discussed in the meeting of CMC. Once the underpass was opened, the CMC would deploy security personnel there to avoid nuisance. The meeting would take a decision on the timing of closing the underpass in the night, he said.

Parking impedes vehicles on Shankarmutt road
With Shankarmutt road being opened for movement of two-way traffic, motorists are increasingly being inconvenienced due to the change.
The problem motorists opine is the insufficient width of the road. Having been a one-way for several years and housing several establishments such as hospitals, children’s playhome, shops and even a temple, the road has witnessed a significant increase in traffic. However, the road is yet to be widened causing difficulties for motorists.
The police department, which anticipated traffic woes ensured that parking should be done on one side of the road. They even affixed signboards informing motorists to park according to the day.
Even when the road was open for one-way traffic, police personnel would be posted on the road in order to hold motorists driving from the opposite side. However, with the introduction of two-way traffic, police personnel are yet to be seen on the road.
Following this, People visiting hospitals and other shops on the road park in a haphazard manner inconveniencing motorists. Autos are seen parked on either side of the road.
One of the shopkeepers opined that traffic woes would reduce if vehicles would move from M G road to B M road instead of the existing situation. A larger number of people would benefit from this.
Also the police department should enforce parking rules on the road to ease the traffic congestion. A move by city municipal council to widen the road would also help motorists.

Mr. Vedmurthy inspected the ongoing construction work at the airport on Thursday. Speaking on the occasion, he said the technical glitch that had caused the delay in the implementation of the work would be addressed at the earliest. He said a proposal seeking Rs. 15.30 crore had been submitted to the Government to provide drinking water facility here.
In addition to this, Rs. 25 crore was required to shift 7-km six high voltage electric lines here.
The work of construction of approach roads to the airport is under way and Rs. 3 crore is required for its completion. He said the Government had been apprised of the progress of the work. He said that 80 per cent of the work of the construction of runway had been completed.
The mini aircraft would start flying into Sogane in five months.

Special grant sought for maintenance of government schools in urban areas

The District Planning Committee has submitted a proposal to the Government seeking Rs. 186.63 crore grants for various planning programmes for 2012-13, said Chief Planning Officer of the zilla panchayat Shankarappa.
In 2011-12, an amount of Rs. 144.14 crore grant was provided for the district which included Rs. 95.94 crore provided by the State Government and Rs 48.20 crore provided by Centre. The committee has urged the Government to enhance the allocation by Rs. 42.48 crore this year, he told the meeting of District Planning Committee in the city on Monday.
Speaking at the meeting, President of Shimoga City Municipal Council (CMC) S.N. Channabasappa said that the zilla panchayat provided grant for maintenance of government schools in rural areas. As government schools in urban areas did not come under the purview of the zilla panchayat, he said that a proposal should be submitted to the Government to allocate special grant for them.
Coordinator of Sarva Shikshana Abhiyan Ganapathi told the meeting that last year Rs. 14 crore was allocated for the district for Akshara Dasoha scheme. As the number of beneficiaries and the price of the foodgrains were expected to rise, the Government had been urged to provide Rs. 23 crore for the purpose in 2012-13, he said.
Zilla panchayat member Esur Basavaraj said that many villages in the district lacked ample space to cremate the bodies. The zilla panchayat should provide funds to develop a cremation ground in every gram panchayat limits, he said.
District Health Officer Dr. Channabasappa said Rs. 10,000 would be provided annually for each village-level sanitation committee to maintain cleanliness and sanitation there.
After detailed debate, the meeting resolved to press the Government to provide funds to purchase a suction machine for each taluk to clean the toilet and drainage pits.
President of Shimoga CMC Mr. Channabasappa asked the officials of the Department of Horticulture to develop gardens in schools and at public schools in rural areas.
Zilla panchayat president Shubha Krishnamurthy said according to the new guidelines of the Mahatma Gandhi National Rural Employment Guarantee Scheme, a garden should be developed in each village. She asked the officials of the Department of Horticulture to act according to the guidelines.
The meet resolved to press the Government to enhance the allocation for Yuvajana mela fests. Zilla panchayat vice-president H. Gangadharappa was present.

Shimoga City Municipal Council (CMC) will earmark funds in the budget of 2012-13 for the projects to tap solar energy, said CMC president S.N. Channabasappa.
Mr. Channabasappa was speaking at the District Planning Committee meeting in the city on Monday. It has been planned to use solar energy for streetlights in the city. The plan would be implemented on experimental basis at B.H. Road, Savalanga Road, and Kuvempu Road. Based on the result of the experiment, the plan would be extended to other parts of the city, he said.
The solar energy would be used at the office of the CMC. It was possible to overcome the power crisis by harnessing the solar energy.

Proposal seeking Rs. 3.5 cr. submitted to government
Vice-president of the Karnataka State Sports Authority Girish Patel has said that sporting amenities at Nehru Stadium here will be upgraded.
He told presspersons on Tuesday that it had been planned to construct a viewers' gallery, drainage, develop the basket ball court, and install a cow guard.
A proposal seeking Rs. 3.5 crore had been submitted to the government, he said.
Work on laying a synthetic track at the stadium at a cost of Rs. 3.09 crore had commenced.
A proposal had been submitted to the government seeking Rs. 1.4 crore more for the track work, Mr. Patel said.
Non-sporting activities would not be allowed at the stadium after completion of work on synthetic track, he said.
A walkway would be built on the periphery of the stadium, he said.
He said that a district sports complex would come up at Swamy Vivekananda Extension in the city on 4.21 acres of land.
Project
The proposed project would be implemented at a cost of Rs. 10.64 crore. The government had released Rs. 5 crore for the purpose. A swimming pool of international standards and an indoor stadium would be constructed here.
He said that indoor stadiums would be constructed in all taluk headquarters in the district. Work on an indoor stadium had commenced on Kanaka Mantap ground in Bhadravathi at a cost of Rs. 80 lakh. The government had agreed to release Rs. 25 lakh in the first phase, Mr. Patel said
It had been planned to construct wrestling centres at Gandhi Bazaar in the city, Harnahalli, Ayanur, Kalmane and Holehonnur villages. Work on the same had begun at Kalmane village, he said.
He said that the government had been urged to appoint coaches for all stadiums in the State at the earliest.

Government reiterates its stand on implementing Yettinahole project
The State Budget for 2012-13, presented by Chief Minister D.V. Sadananda Gowda, has failed to bring cheer among people of Hassan district.
The government has reiterated its stand on implementing the Yettinahole water project, which people of Sakleshpur and environmentalists alike have been opposing, citing the possible damage to the ecologically sensitive Western Ghats.
The project, proposed to come up at Yettinahole in Sakleshpur taluk, is aimed at providing water to Kolar, Chickballapur, Bangalore Urban, Bangalore Rural, Tumkur and Chitradurga districts. A sum of Rs. 400 crore has been earmarked for the project in the budget.
Opposition
People of Sakleshpur have been opposing the project. They had reiterated their opposition to the project at a meeting of representatives from dryland areas and Malnad region held in Hassan on March 17. People were already facing the impact of the decline in forest cover. Wild elephants often venture into villages, destroying crops and posing a threat to people's life, they had said.
Shortage
Alur-Sakleshpur MLA H.K Kumaraswamy told The Hindu that he was opposed to the project and had conveyed his views to the Chief Minister. “Villages in Sakleshpur taluk have been facing shortage of drinking water. When we don't have sufficient water, how can we allow diversion of the river for the benefit of other districts,” he questioned.
Mr. Kumaraswamy alleged that the government had not fulfilled the long-pending demand for relief for potato growers who had suffered losses for four consecutive years due to blight. “We had demanded waiver of farm loans taken by potato growers in the district. But the Chief Minister has not consider it at all,” he said.
Rehabilitation
The Chief Minister has proposed to relocate families residing in forest areas to reduce the incidence of man-animal conflict. This year, the government wants to take up the project in Sakleshpur at a cost of Rs. 10 crore.
A section of farmers in Sakleshpur have come forward to part with their land so that the forest area could be extended. Mr. Kumaraswamy said that so far farmers had given consent letters to part with 2,300 acres of land to increase the forest cover. “But the funds earmarked for the project is meagre (Rs. 10 crore). Farmers are demanding at least Rs. 10 lakh an acre. For 2,300 acres, the government has to earmark at least Rs. 230 crore,” he said.
There are reports that small farmers with one or two acres of landholdings are not ready to part with it.
Roadworks
A sum of Rs. 75 crore has been allocated for the development of roads in Kodagu district. Mr. Kumaraswamy said he had also demanded Rs. 25 crore for the development of roads in Sakleshpur taluk. But the government did not respond to it, he said. “The condition of roads in Sakleshpur is no better than that of those in Kodagu,” the MLA said.
Veterinary college
The Chief Minister has announced Rs. 60 crore for the construction of buildings for veterinary colleges in Hassan and Shimoga. Of this, Rs. 30 crore is expected to be released for the college in Hassan. The college is yet to obtain recognition from the Veterinary Council of India (VCI).
With the allocation of funds, it is expected that the authorities will complete infrastructure development works so as to help the college get the VCI recognition.

The priority sector gets 89 per cent of the total outlay
The Rs. 2,366.96-crore credit plan for Hassan district for 2012-13 was released at a programme organised by Canara Bank, the lead bank, here on Thursday.
The priority sector has got 89 per cent share of the total outlay with the allocation of Rs. 2,118.03 crore. The allocation for the priority sector is 25 per cent more than what was allocated the previous fiscal.
The agricultural sector has been allocated Rs. 1,408.28 crore which is 22 per cent increase over the allocation to the sector in the previous fiscal.The industrial sector gets Rs. 83.57 crore, and trade and service activities get Rs. 626.18 crore.
The non-priority sector gets 11 per cent of the total allocation.
Canara Bank, the lead bank, projected Rs. 516.32 crore credit outlay. The bank plans to disburse loans to 4,19,086 people in 2012-13.

General secretary of the Shimoga District Olympic Association Shashi K.S. has opposed the construction of a synthetic track at Nehru Stadium.
Mr. Shashi told presspersons here on Friday that any other sport other than athletics would be forced to stop after the construction of the track. Soccer, hockey, wrestling, kho-kho, and ball badminton cannot be held if the track was constructed, he said.
The stadium would also be unavailable for hosting sports meets of schools and colleges and to conduct the annual Dasara fest. Only a few professional athletes would benefit from the synthetic track, he added.
He said that the local sports organisations were not taken into confidence regarding the construction of synthetic track.
The track should be constructed near the sports hostel in Ragigudda area of the city, he said. He also asked the government to upgrade sports amenities at the stadium.

ಪಶ್ಚಿಮ ಬಂಗಾಲದ ಪ್ರೀಮಿಯರ್ ವರ್ಲ್ಡ್ ಟೆಕ್ನಾಲಜಿ ಸಂಸ್ಥೆ ರೂ1.2 ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ನಿರ್ಮಾಣ ಮಾಡಿರುವ ಸಂಗೀತ ಕಾರಂಜಿಯನ್ನು ಅತೀ ಶೀಘ್ರದಲ್ಲಿ ಉದ್ಘಾಟನೆ ಮಾಡಲಿರುವುದಾಗಿ ಅವರು ತಿಳಿಸಿದರು. ಇಲ್ಲಿಯವರೆಗೆ ವಿಳಂಬವಾಗಲು ಕಾರಣವಾಗಿದ್ದ ವಿದ್ಯುತ್ ವ್ಯವಸ್ಥೆ ಇನ್ನಿತರ ತಾಂತ್ರಿಕ ಕಾರಣಗಳನ್ನು ಸರಿಪಡಿಸಿಕೊಂಡಿದ್ದು, ಕಾರಂಜಿಯೊಂದಿಗೆ ಒಂದೂವರೆ ಗಂಟೆಗಳ ಕಾಲ ಜತೆಗೂಡುವ ಸಂಗೀತವನ್ನು ಸಂಯೋಜನೆ ಮಾಡಲಾಗಿದೆ ಎಂದು ಅವರು ವಿವರಿಸಿದರು.
ಸಂಗೀತ ಕಾರಂಜಿಯಲ್ಲಿ ಮೂಡಿಬರುವ ಚಿತ್ರಗಳಲ್ಲಿ ಪ್ರಮುಖವಾಗಿ ರಾಷ್ಟ್ರ ನಾಯಕರ ಮತ್ತು ಸ್ವಾತಂತ್ರ್ಯ ಸಂಗ್ರಾಮದ ಚಿತ್ರಣಗಳು, ದೇಶದ ಹೆಮ್ಮೆಯ ಕ್ರೀಡಾಪಟುಗಳಾದ ಸಚಿನ್ ತೆಂಡೂಲ್ಕರ್, ಪಂಕಜ್ ಅಡ್ವಾಣಿ, ಪಿ.ಟಿ. ಉಷಾ, ಇನ್ನಿತರ ಪ್ರಮುಖರ ಚಿತ್ರಗಳು, ಇತಿಹಾಸದ ಪುಟಗಳು, ಜಾನಪದ ಮತ್ತು ಭಾವಗೀತೆಗಳನ್ನು ಜೋಡಣೆ ಮಾಡಿದ್ದು, ಶಾಲಾ ಮಕ್ಕಳಿಗೆ ಮತ್ತು ಯುವಜನರಿಗೆ ಸ್ಫೂರ್ತಿಯನ್ನು ನೀಡುವ ಕೇಂದ್ರವಾಗಿ ಇದನ್ನು ಬಳಸಲಾಗುವುದು ಎಂದರು.
ಮುಂದಿನ 2ವರ್ಷ ಕಾಲ ಸಂಗೀತ ಕಾರಂಜಿಯನ್ನು ಪಶ್ಚಿಮ ಬಂಗಾಲ ಮೂಲದ ಕಂಪೆನಿಯೇ ನಿರ್ವಹಿಸಿಕೊಂಡು ಹೋಗಬೇಕೆಂದು ಒಪ್ಪಂದವಾಗಿದೆ. ಇದರ ಜತೆಗೆ, ಜೋಗ ಜಲಪಾತದಲ್ಲಿ ಈಗಾಗಲೇ ನಿರ್ಮಾಣಗೊಂಡಿರುವ ಮಕ್ಕಳ ಉದ್ಯಾನಕ್ಕೆ ಚಾಲನೆ ನೀಡಲಾಗುವುದು ಎಂದರು.
ಪ್ರವಾಸಿಗರ ಹಿತದೃಷ್ಟಿಯಿಂದ ರಾತ್ರಿ ಉಳಿದುಕೊಳ್ಳಲು ವ್ಯವಸ್ಥಿತವಾದ 250 ಕೊಠಡಿಗಳು ಜಲಪಾತದ ಬಳಿ ದೊರೆಯುವಂತೆ ಯೋಜನೆ ರೂಪಿಸಲಾಗುತ್ತಿದೆ. ಇದಕ್ಕಾಗಿ ಲೋಕೋಪಯೋಗಿ ಇಲಾಖೆಯ ವಸತಿಗೃಹ, ಮಯೂರ ಹೋಟೆಲ್, ತುಂಗಾ ಕಾಟೇಜ್ ಮತ್ತು ನಿರ್ಮಾಣ ಗೊಳ್ಳಲಿರುವ ಸೋಮ ಕನ್*ಸ್ಟ್ರಕ್ಷನ್ ಕಂಪೆನಿಯ ಪಂಚಾತಾರಾ ಹೋಟೆಲ್*ಗಳನ್ನು ಬಳಸಿಕೊಳ್ಳ ಲಾಗುವುದು ಎಂದು ಉಪ ವಿಭಾಗಾಧಿಕಾರಿ ಹೇಳಿದರು.

To ensure safety of animals and to maintain peace and order, surveillance cameras have been installed at five places in Tyavarekoppa Lion and Tiger Safari.
They are at the reception counter, parking zone, enclosure of leopards, avian enclosure, and at the information centre of the safari.
A senior officer of the safari told The Hindu that though caution boards had been installed in the safari against feeding animals and making provocative gestures at them, many visitors ignored the warning. The visitors, who had been verbally warned against this, had quarrelled with safari workers. With an objective to end such untoward incidents, surveillance cameras had been installed, he said. Vehicle theft and chain-snatching incidents were being reported near the safari regularly. Though the bags of the visitors are checked, some carried liquor bottles with them to the safari. After drinking, they created nuisance. Installation of cameras was expected to address such problems, he said.

Shimoga city municipal council has earmarked Rs 7 crore in its 2012-13 budget to improve the green cover of the city and to increase the natural beauty of the city. President of city council S N Channabasappa while presenting a surplus budget today said Rs 445 lakh will be spent to increase the green cover and Rs 320 lakh to develop plant nurseries. He said besides this major thrust, the council has decided to spend on 100 school gardens and rejuvenate old tanks situated in the city. A total of 117 birds of 11 different species were brought to Tyavarekoppa Lion and Tiger Safari in Shimoga recently. A hyena pair was also brought under the wildlife exchange programme between Chamarajendra Zoological Garden, Mysore and Tyavarekoppa Safari.
The arrival of new birds has enthralled visitors. Nagendra Rao who came to the safari with his grand children said that the birds were charming, especially the sparrows and parrots.
The new arrivals are three pairs of Silver Pheasants; five pairs of Red Jungle fowl; three pairs of common ring necked dove; a pair of lady Amherst’s Pheasants; five pairs of Black Crowned Night heron; five pairs of Budgerigar; 10 pairs of Peach faced love birds; three pairs of red Munia; three pairs of White-throated Munia; two pairs of Cockatiel and 10 pairs of Java Sparrows. RFO of Tyavarekoppa Safari said that the number of visitors have increased after the summer holidays� began and generally the safari is crowded on Sundays.

Somanna distributes title deeds to beneficiaries in Sorab
Minister for Housing V. Somanna has said that 50,000 houses will be constructed in the district under Basava housing scheme.
He was speaking at a programme organised to distribute title deeds to beneficiaries of Basava housing scheme in Sorab on Wednesday.
The government had enhanced the financial assistance for beneficiaries under the scheme from Rs. 50,000 to Rs. 75,000, the Minister said.
Approval had been accorded to construct 8,500 houses under the scheme in Sorab taluk, he said.
He said that the government was thinking of sanctioning 2,500 houses more for Sorab taluk.
On the legal problems faced by families which had no title deeds, he said that officials had been instructed to grant the same to families which were not residing on the forestland to enable them for benefits of various housing schemes.
To prevent selling of houses for which financial assistance had been taken under the Basava scheme, the officials had been instructed to get the houses registered in the names of women beneficiaries. Arrangements would be made for registering the houses at gram panchayat itself, he said.
B.Y. Raghavendra, MP, said that efforts were on to implement Kachavi irrigation scheme which would bring water to 28 tanks in the region.
On the controversial Dandavathi project, he said fair compensation would be given to the affected families.

Hassan City Municipal Council (CMC) president C.R. Shankar on Tuesday presented a Rs. 26.89-lakh surplus budget for 2012-13.
The expected revenue, including the opening balance of Rs. 5.24 crore, is Rs. 72.98 crore. The total expenditure is pegged at Rs. 72.71 crore.
Mr. Shankar presented the budget during the general body meeting of the CMC at the guesthouse at Hemavati project at Gorur.
This is the third successive surplus budget for the CMC. Mr. Shankar read out allocations made under different heads, including drinking water supply, road development, sanitation and construction works.
The budget has earmarked Rs. 3 crore for drinking water supply in Hassan city. Another Rs. 3 crore has been allocated for road development in the city. He said that funds allocated for drinking water projects, roadworks and sanitation was more this year compared to last year.
The CMC expects revenue of Rs. 67.74 crore, including property tax of Rs. 12 crore and Rs. 6 crore grants from the State Finance Commission. Members of the Opposition parties — the Congress and the Bharatiya Janata Party — said that funds allocated for drinking water projects were insufficient.
Yashwanth of the Congress said proposals made in the last year's budget had not been fulfilled. CMC officials had failed to collect taxes, he said. “Tax collection estimation for last year was around Rs. 42 crore. But only Rs. 18 crore was collected. The CMC president should ensure that the budget proposals were fulfilled,” he said.
Mr. Yashwanth added that there was acute shortage of drinking water in Hassan city. Adequate funds should have been allocated for addressing the problem, he said.BJP member Prasanna Kumar said the CMC had failed to collect rents and taxes effectively. “The administration has failed to fix loopholes in the tax collection system. The CMC cannot provide good service to people if the administration does not work effectively,” he said.

The Karnataka State Road Transport Corporation (KSRTC) introduced two Airavat (Volvo) buses from Wednesday between Shimoga and Bangalore via Chitradurga.
According to a release from Davangere Division Controller Mrutunjayappa, the first bus would depart from Shimoga at 5.30 a.m., stop in Chitradurga at 7.25 a.m. and reach Bangalore at 11.30 a.m.
Another bus would leave Shimoga at 2.45 p.m., stop in Chitradurga at 4.45 p.m., and reach Bangalore at 8.45 p.m.

‘Sanjeevini Vana’ situated in Kelagoor village, 16 km away from Chikmagalur is a treasure trove of medicinal plants.
The vana was developed in 1992-93 by the Chikmagalur forest division under Western Ghats Development Programme. The vana covers 14.5 hectare land.
“Initially few medicinal plants were planted in the vana. However, the medicinal plants died owing to the extreme weather condition.
Owing to the negligent attitude of the forest department officials and elected representatives, the work on the vana was moving in a snail’s pace. As a result, majority of the plants dried without proper maintenance,” said villagers.
It was in 2011 when Abdul Azeez was appointed as RFO in Aldoor, he worked towards developing the vana. The RFO brought the issue to the notice of the DFO Venkatesh, who inturn showed interest and submitted a proposal to the Forest department. The government sanctioned Rs 13 lakh to rejuvenate the vana.
With Rs 13 lakh, a small pond was dug inside the vana. Pipelines were laid to irrigate the plants. After constructing poly green house, a nursery with 30,000 plants were developed. Of which 20,000 saplings were of medicinal plants.
Fencing was done around the vana to protect the plants from animals. A tower was constructed to help those students who were visiting the vana for study purpose. Benches have been laid in the vana to allow the visitors to sit and enjoy the beauty of nature.

Chief Minister has sanctioned Rs 20 crore for concreting Mahatma Gandhi road in Chikmagalur town, said MLA C T Ravi.
Speaking to media persons on Saturday, he said that he has directed the Nirmithi Kendra and Land Army Corporation to come out with the estimated cost of the project. There are plans to fix granite stones to the footpath on MG Road. In another development, Kuvempu University Vice-chancellor has agreed to allot 20 acre for constructing post graduation centre in Chikmagalur, he said.
Giving details about the rank list of IDSG College of which C T Ravi is the Development Committee President, he said that the PG centre of the college has bagged five ranks and degree college has secured two ranks.
“Navin Kumar has bagged II rank in Kannada MA, Thapaswi-II rank in English MA, Najiya Thabasam-II rank in Chemistry, Shruthi-VI rank in Kannada MA, Madhu Kumar-IX rank in Economics , while Ariya Tausin has bagged VII rank and Sowmya has recived VIII rank in BSc,” he informed.
The pass percentage in BSc is 96, 85 per cent in B.Com, 77 per cent in BA and 65 per cent in BBM. The lecturers have been appointed for each subject and the college has 47 permanent lecturers and 75 guest lecturers. The college which was started in 1948 and has the students strength of 2,530.
The college has of 29 class rooms and the classes are held in two different timings. A few batches will have classes from morning till the afternoon and the rest will have the class from afternoon till evening. This method is followed to overcome the problem of shortage of classrooms.
The MLA informed that the CM has agreed in principle to release fund for the development of the college. Rs 6.5 crore was released for the college during the last few years which has been used for the development of PG and UG buildings.
The fund has been used for the construction of toilets, rest room for lecturers, overhead tank, water tank and pipeline. An ambitious project of the ring road, it is an example for lack of determination among people’s representatives. Developmental works are going on only in new layouts, while problems such as lack of proper roads and cleanliness haunt in old areas.
Old Hassan areas could be benefitted with the laying of the road connecting the ring road and B M road. But since a decade construction of the ring road as well as the 80 feet road remain incomplete, though there was a good beginning.
The City Municipal Council had surveyed the land required for the road and a bridge was also built near Hunasina Kere.
But, after that there was no progress. Though there is no encroachment of road by houses built on the sides of road, land belonging to the CMC has been encroached upon here and there by residents.
Plants and coconut saplings have been planted along the road. Traders dump their material sacks on the road itself. The project of the road would have to be restricted to 40 feet if it is misused in such ways.
If the 80 feet road is complete, those arriving from Vidyanagar and Salagame would not have to enter the city, thus they can avoid congested roads.

Prem Kumar, president of the Chikmagalur City Municipal Council, said here on Tuesday that Ratnagiri road would be developed at a cost of Rs. 3 crore.

HASSAN: With the number of tourists to the district increasing year by year, the Hassan tourism department has chalked out a number of plans to promote eco tourism in the district.
Bhaskar, assistant director, department of tourism, told TOI that the tourism potential of Sakleshpur and its surrounding areas has not yet been tapped properly.
The department proposes to develop the region as 'Switzerland of Karnataka'. The proposals include setting up of an eco tourism unit near Sakleshpur, developing the historic Manjarabad Fort, promoting adventure tourism and running a special mini-train between Sakleshpur and Subramanya Road. According to him, the stretch between Sakleshpur and Subramanya Road station has 15 large tunnels.
"If we introduce a special mini-train in the Sakleshpur-Subramanya Road stretch, it will help promote tourism in the region.The train will have a halt at Yedakumeri.The mini-train will have four glass coaches and a locomotive engine. We also have a plan to set up a coffee shop at Yedakumeri station.Hassan has many tourist spots like Belur and Halebeedu which boast of temples built in 12th century, Shravanabelagola, a prominent Jain pilgrim centre, Manjarabad Fort, Bisle Ghat and Dakshina Kashi Ramanathpura temple in Arakalgudu.
Tourists visiting the district, including foreigners, has also gone up. According to data available in the tourism department, in 2011-12, 41,07,236 tourists visited Hassan where as it was 27,59.948 in 2010. Sharavanabelagola topped the list of visitors followed by Halebeedu.
The department also plans to set up a tourism complex near Subramanya railway station and develop adventure tourism by adding trekking, water sports and rope ways.

Shimoga City Municipal Council (CMC) has kick-started preparations for its project to increase city's green cover.
The CMC has earmarked Rs 4.45 crore in the budget for 2012-13 to plant saplings and Rs. 3.2 crore to develop parks in the city. It has been planned to plant saplings along 100 km of roads in the city, and to raise gardens on the premises of schools and colleges.
The CMC has formed a committee comprising elected representatives, ecologists, academics, officers from departments of Horticulture and Public Instruction to implement the project. It has been planned to plant saplings in new extensions also.
President of the CMC S.N. Channabasappa told The Hindu that one lakh saplings would be planted in the city on a single day. Human resource for the purpose was being mobilised. A meeting of industrialists, members of various civilian organisations, women's self-help groups, and representatives of educational institutions would be held in this regard on May 18, he said.
Students of various educational institutions and police personnel would be involved in planting saplings. After planting the saplings, their growth would be closely monitored. The CMC had appealed to various business organisations and industrialists to shoulder the responsibility of maintaining the saplings planted. The CMC was planning to drip irrigate the saplings planted in some localities, he said.
He said CMC had identified roads, parks and open spaces to plant saplings. A list of saplings suited to the climatic conditions of the city had been prepared.
Mr. Channabasappa said that he would meet the Secretary, Department of Urban Development, on May 14 to seek funds for the project. The CMC had also planned to develop “Pavitravana”, a garden of medicinal and aromatic plants, in the city. Participation of the people in the project to increase city's green cover was necessary for its success, he added.

Secretary of the Shimoga District Olympics Association Shashi K.S. has alleged irregularities in the construction of a synthetic track at Nehru Stadium in the city.
A portion of the drainage being constructed along the synthetic track collapsed recently owing to heavy rain. The drainage had breached at many places which indicates that the work is of poor quality, Mr. Shashi has said in a press release.
When it rains, water leaks from the roof of the indoor stadium constructed at a cost of Rs. 8.5 crore. Sports lovers in the city recently expressed concern over the poor quality of synthetic track work. K.S. Eshwarappa, MLA, and vice-president of the Karnataka State Sports Authority Girish Patel had promised that the quality of work would be monitored. But nothing has been done to ensure quality work, he has said.
The synthetic track should be redesigned with help from experts.
Awarding sub-contracts should be avoided to maintain quality of work. The elected representatives and officials concerned should monitor the work, he has said

The N R Pura Town Panchayat will be upgraded into Town Municipality soon in the backdrop of a circular by the government.
Earlier, Town Panchayats were upgraded into Town Municipalities only when the population exceeded 20,000. However, the government has changed the criteria and decided to upgrade all Town Panchayats located at taluk headquarters. If N R Pura was upgraded into Town Municipality, 6,367 population comprising 1,620 families in Hiluvalli, Indiranagar, Hale Cinemaraste, Suggappanamata, Housing Board Colony, Suragimata, Nagalapura, Janatha Colony, Yadadalu, Bastigadde, Menasuru, Bypass Road, Bagravani, Kamana Kodige, Malankar Church Road, Lingapur and BH Kaimara areas will be added to it. The annual sanction will be increased to Rs 3 crore from Rs 1 crore once it was upgraded.
Though infrastructure including underground drainage and roads will be developed after the upgradation, people are apprehensive about an increase in the revenue tariff.
All elected representatives will lose their power, when their respective gram panchayats were merged with the new municipality. Similarly, villagers will lose the opportunities to avail the benefits under the NREG Scheme. Meanwhile, sanctions from Centre will be increased considerably after the upgradation.
A proposal has already been sent to the government for the upgradation of Town Panchayat. The proposal will be published in the Karnataka Gazette and a decision will be taken by the government after verifying objections.
Town Panchayat President B S Ashish Kumar said that the town will be developed rapidly, if it was upgraded. Similarly, villages attached to the panchayat will also be developed, he added.

Speaking to Deccan Herald, the CMC Commissioner Prabhakar said “the proposal was prepared to avail finance under World Bank Assistance Scheme. However, the name of Belgaum and Chikmagalur districts were dropped from the list in the last minute. Hence, we have sought assistance from the ADB. We are expecting Rs 60 crore to Rs 70 crore.
The Water Supply and Sewerage Board has been asked to prepare a scientific survey of water distribution system in the city. The MLA is trying to get the funds released.”
Chikmagalur town has not faced any shortage of drinking water during the summer.
There was leakage of water from pipeline which was passing through Hiremagalur. However, the leakage has been plugged.
The filter of drinking water storage tank at Ramanahalli was not renovated for the last 12 years. The silt has been removed and new filter has been installed at an estimated cost of Rs 10.25 lakh. If the storage tank is maintained once in three years, then it can supply water to additional three wards, he added.
Trade license fee
The CMC was fetching only Rs six lakh from trade license so far. With the officials starting the trade license fee collection drive, the CMC is likely to collect over Rs 40 lakh, as trade license fee this year.
According to a primary survey conducted by the CMC, there are 9,000 business establishments in the town. Of which, 80 per cent traders have mushroomed without taking license from the CMC.
Now, the officials have started visiting the shops to verify the license. As a result, those who have not renewed the license for the last ten years will fall into the trap.
In the last one month, in M G Road along, the officials have collected fee of Rs five lakh from those who have been functioning without possessing trade license.
The Commissioner said: “if anyone found not possessing trade license, then they will be asked to pay the fee on the spot. Two team of officials are engaged in the drive from morning till afternoon. From June 4, three team of officials will visit the shops to verify the trade licenses. The drive will continue for the next one-and-half months. If we reach cent per cent in collecting trade license fee, then the income might cross Rs 40 lakh.”
He said the process of renewing the trade license is being computerised. It has been decided to open trade license service centre either in M G Road or Hanumanthappa Circle.

MANGALORE: Bangalore's tryst with the Urban Property Ownership Records (UPOR) project that will see property record card issued to property owners instead of 'khata' is three months away.
The state cabinet has cleared the project for the state capital. The department of the survey settlement and land records has already taken up the project on a pilot basis in Mangalore,Bellary, Mysore,Hubli - Dharwad and Shimoga on PPP model.
While the survey process of 2.75 lakh properties in Mysore is over, survey is progressing in Shimoga with nearly 70,000 properties surveyed. In Hubli-Dharwad, survey of 25% of urban properties has been completed. Karnataka has 2.75 crore properties, including 75 lakh in rural areas. Bangalore alone accounts for 18 lakh of these 2-crore odd properties spread over 198 city corporation wards.KV Rudresh, joint director of the department, told STOI that as perplans drawn up for the project in Bangalore, survey of 50 out of198 wards will be taken up in the first phase and the work has been entrusted to two agencies. The survey work for remaining wards will be taken up in the subsequent phase, Rudresh saidand added that the modalities ofappointing agencies under the PPP model would be decided at the highest level.
V Ponnuraj, commissioner of theland records department, said the decision of the state cabinet will come up before the empowered committee headed by the chief secretary.
"We will call tenders to decide onthe agency to take up the process for Bangalore," Ponnuraj said, adding that Karnataka could well become the first state in the country where property cards will replace khataas the legally recognized property document for urban areas.

Bangalore, Jun 17: Jerardin D'Souza of the Christian Minority Development Council (KSCMDC) urged chief minister Sadananda Gowda to relax certain stringent regulations in allotting funds to Churches, like the panchayats' demand for 10% of the allotted funds. The chief minister immediately instructed to condone the panchayats' demands. He was participating in the meeting of the Council called by the chief minister at 'Krishna', the chief ministers official residence at Bangalore.
Jerardin asked the chief minister to provide an office for the Council at Bangalore and also at some district headquarters. The CM had his reservations and would address it at a later date.
Jerardin D'Souza also appreciated and thanked the chief minister for the initiative taken by the Government in responding to the needs of the Christian Community. He also mentioned the members of the Christian community were happy with Sadananda Gowda and Quoted comments on the internet by a large section of the Christian community.
Jerardin D'Souza also mentioned the Mangalore Bishops appreciation of the Governments deed of funding the needy Churches.
It was decided to give the same benefits of orphanages and old age homes to the organizations looking after the handicapped .
It was decided to increase the funding for renovation and repairs of churches to 10 crores.
Gladys Almeida , member from Udupi, pointed out the needs of Udupi churches.
Kennedy Shanthakumar made many useful suggestions and brought to the attention of the chief minister some lapses.
Antony Mendonca asked the CM to include the cemeteries in the renovation plans.The demand was met instantly.He also asked to raise the income limit for house construction.
The funds released for repair and renovation of churches used to be half of what was estimated, Mendonca asked for this to be fully met. The chief minister graciously agreed to it.
Yesudas, member from Shimoga asked for the Council to be Upgraded to a Board or Corporation for which the CM said it needed some more time to consider the demand.
Vincent Rodrigues and Sumana Gomes, members from Shimoga, asked some pertinent questions and made useful suggestions.
MP Sunny, member, from Chikmagalur enquired about the funds for churches there.
Raju Joeseph from Hubli, Fr Faustine Lobo, Edwin Eranna from Bangalore, were the other members who contributed productively.
It was decided that the Council would meet regularly and the Government would respond well to the needs of the Christian Community.
All the participants interacted with each other and decided to work unitedly for the benefit of the community. By and large, the meeting was very productive.

Unresolved issues concerningsafety of aircraft cited as reason
Work on the proposed Greenfield airport at Shimoga — which was a dream project of the former Chief Minister B.S. Yeddyurappa — has hit a roadblock due to unresolved issues concerning safety and other bottlenecks.
Regional Airport-Holdings International (RAHI), which has been awarded construction and operation of the proposed airport, has cited unresolved issues as reasons (such as delay in shifting of the 400 kV high-tension powerline that passes through the land allotted to the airport).
RAHI chairman Umesh Baweja told presspersons here on Monday that the 400 kV high-tension power-line providing power to Bangalore that passes over the proposed airport land could not be shifted. RAHI was in touch with the State government, the Airports Authority of India (AAI) and other agencies to find a way out of the problem. This was required to ensure safety of the aircraft landing and taking off from the place, which could be affected by the presence of the high-tension power-line.
“The safety of the airport and the aircraft is of prime importance, and it will not be compromised”, Mr. Baweja said. RAHI had already spent more than Rs. 41 crore in the construction of facilities for the airport, he added.
To a question, Mr. Baweja said that other obstacles included presence of the 40-year-old industrial area comprising eight high-rise chimneys, which could hinder aircraft movement.
Mr. Baweja said that the deadline for completing construction and operation of the airport was December 2013, which would be difficult to meet as most works were in the initial stages. The earthwork for the runway of the airport had been completed, he added.
To another question, Mr. Baweja said that if all the obstacles were cleared, RAHI would complete the construction activities within six months. Due to impending monsoon, construction work would begin only in October this year. K.S. Eshwarappa, MLA, said here on Tuesday that the Durgigudi road in the city which connects Gopi Circle with Jail Circle would be widened to 50 feet.
At a progress review meeting at the Deputy Commissioner’s office, Mr. Eshwarappa asked officials of the Public Works Department to complete the road-widening work within two months. The width of Durgigudi road is 35 ft at many places, owing to which vehicular movement had become difficult. It was necessary to widen the road to 50 ft to facilitate easy flow of traffic, he said.
According to a survey conducted by officials, 18 buildings need to be partially demolished if the road was to be widened. The evaluation of the price of property by the Sub Registrar might be lower than the price prevailing in the market at present. He asked the officials to compensate the property owners who suffered loss owing to widening works on humanitarian grounds. The price of installing underground power cable along this stretch was estimated at Rs. 60 lakh. A nod from the State Government for the work was expected shortly, he said.
He expressed displeasure against the delay in the work of concreting of Nehru Road. He asked the contractor to complete the work within a month. He asked the officials of the Karnataka State Slum Clearance Board to issue title deeds for all slum dwellers in the city in an expedited fashion.

The Congress activists staged a protest in the city on Monday to express displeasure against the delay in implementing the work of widening Nehru Road and Shankar Math Road.
The protesters said that vehicular movement in the city had been disturbed because of the delay in the completion of the work of widening Nehru Road. The work of construction of drainage and the road dividers here was unscientific. The owners of shops along Nehru Road had incurred heavy loss because of the delay, they said.
The protesters alleged that the work of widening Shankar Math Road had been substandard. As the movement of students was high along this stretch, the work should be completed at the earliest, they said.
The protesters said that funds released for the development of the city was not utilised in a proper manner. The contractors, who had bagged tenders for implementing development works, were awarding sub-contracts owing to which there was delay in the completion of the works, they said. District Congress Committee president Prasanna Kumar, councillors K.B. Prasanna Kumar, P.V. Vishwanath, party leaders N.
