Mis à part ces ouvrages, le reste des stations qui devaient être opérationnelles en 2010, selon les prévisions annoncées par les responsables en charge de ce secteur, sont encore en chantier. Il s'agit de celle de Souk Tleta à Tlemcen d'une capacité de 200 000 m3/jour, qui est en réalisation par la société AA, les travaux se poursuivent. Celle de Honaine qui est en train d'être réalisée par l'entreprise MBH pour la même capacité. Les travaux de la station de Mostaganem d'une capacité de 200 000 m3/jour est aussi en réalisation par STMM. A Tipasa, la station de Fouka d'une capacité de 120 000 m3/jour confiée à MT est en voie de réalisation au même titre que celle de Cap Djinet dans la wilaya de Boumerdès, d'une capacité de 100 000 m3/ jour confiée à la société SMD.
Idem pour la station de dessalement de Tenes à Chlef pour un volume de 200 000 m3/jour. Celle de Mactaa près de Mers El Hadjadj à Oran mérite qu'on s'y attarde car elle est d'une capacité de 500 000 m3 par jour. Confiée à la société MTM, cette usine de dessalement est considérée comme étant l'une des plus grandes au monde. Ce qui a suscité l'intérêt et l'engouement d'investisseurs étrangers nombreux à avoir présenté leurs offres techniques en 2007. Sur une superficie de 18 hectares, cet ouvrage permettra l'alimentation en eau des populations. Pour le reste des stations, les travaux ne sont pas encore entamés. Project Status
Algerian Energy Company(AEC) plans to construct a 500,000 cu.mpd reverse osmosis desalination plant in Magtaa, near Oran (450 km west Algiers).
This project is part of AEC's five year development program that aims to supply 2.3 million cu.mpd of desalinated water.
As of early 2008,The Following companies have bidded for the Build Own Operate(BOO) contract:-

As of March 2008, the BOO contract was awarded to Hyflux.
As of July 2008, the EPC, Operation & Maintenance (O&M), and the Water Sale & Purchase Agreement were all signed by Hyflux.
As of 4Q of 2008,Hylux has started construction and The heart of the project, namely the filtration process, will utilise Hyflux’s award-winning proprietary Kristal ultrafiltration membranes, making it the world’s single largest ultrafiltration desalination plant.
As of December 16, 2008, Mr. President of the Abdelaziz Bouteflika Republic carried out the installation of the first stone for the realization of the project of desalination of sea water of Magtaa of a capacity of 500.000 m3/jour, the site of Magtaa which situ at Mars El Hadjadj in Wilaya d' Oran. The Investisseurs part of this project is made up of Algerian Energy Company and the Singaporean partner Hyflux. Mr. President was accompanied in particular by Mister the Minister by Energy and the Mines Doctor Chakib KHELLIL like Mister the Minister by the water resources Abdelmalek SELLAL.
A presentation of the project was made with Its Excellence Mr. President of the Republic. Thereafter, Its excellence carried out the installation of the first stone for the realization of this factory which will be born in the first half of 2011 and which will produce 500 Million liter of water de-salted per day and which will cost in the 35 Algerian Dinars for m3. With noted that this project is assembled in project Financing and technology used is Opposite Osmosis and who is more the great project of desalination d' sea water in the world in Opposite Osmosis.Construction of the plant will commence and is scheduled to be completed in 28 months time. In addition, the project company, Tahlyat Myah Magtaa SpA, has executed the financing agreement with the Banque Nationale Algeria and is now in the process of satisfying various conditions stipulated under the agreement.
As of late June 2009,Hyflux has awarded ABB Ltd a contract worth $28 million for a turnkey electrical solution to power the world's largest membrane based reverse osmosis seawater desalination plant.
ABB will be responsible for the design, engineering, supply, installation and commissioning of the electrical plant system.
The project is scheduled for completion by 2011.
Project Scope
The project work includes Construction of a 500,000 cu.mpd reverse osmosis desalination plant.
As part of the contract, ABB will set up a 220kV outdoor substation to provide power to the facility and also supply products such as power transformers, medium-voltage drives and a range of medium and low-voltage switchgea.Besides powering the water treatment facility, ABB technologies will help to enhance plant performance by addressing critical operational needs such as minimizing down time and optimizing energy consumption to improve efficiency.
Project Structure
The Client is Tahlyat Myah Magtaa,which is a consortium of
Algerian Energy Company- 49%
Hyflux - 51%
The project will be financied 70 percent by state-owned Algerian Banks, with the Banque Nationale d'Algérie leading the group. The remaining 30 percent will be provided by Hyflux.
As of late 2008, Hyflux Limited (“Hyflux”) financial close is in accordance with the terms of the non-recourse project financing facility agreement executed with Banque Nationale d’Algerie ("BNA") has been completed today.
BNA, the sole lender for the non-recourse project financing facility will make available a loan of approximately USD350 million to the Project company, Tahlyat Myah Magtaa SpA ("TMM"). The debt to equity ratio is 70:30.
All the conditions precedents under the non-recourse project financing facility agreement, including the issue of advance payment and performance bonds to the value of approximately USD146 million, have been satisfied. The mandated lead arrangers for this approximately USD146 million syndicated facility are BNP Paribas, Arab Banking Corporation and Calyon.
TMM will now proceed to drawdown in accordance with the terms of the non-recourse project financing facility with BNA.
The developer of the Project with an approximate value of USD468 million, is TMM; a joint venture company between Hyflux’s wholly owned subsidiary, MenaSpring Utility (S) Pte Limited (MenaSpring) and Algerian Energy Company (AEC).
Wholly owned subsidiaries of Hyflux will be responsible for completing the Engineering, Procurement and Construction (EPC) works for the Project at a total value of approximately USD443 million. The EPC works include the design, install, erect, build, complete, test and commission of the Project, and is expected to be completed within 28 months’ time. Hyflux’s award winning Kristal ultra filtration membranes will be used in the Project.
Upon completion of construction, the Operations and Maintenance (O&M) work for the Project will be undertaken by Hyflux’s wholly owned subsidiary, Hyflux Operation & Maintenance Algérie, for a term of 25 years. The O&M fees will contribute towards the long term recurring income of Hyflux. Following financial close, MenaSpring will divest 4% of its shareholding in TMM to AEC, who will at the same time divest 10% of its shareholding to the Algerian state-owned national public water entity, L’Algerienne Des Eaux (ADE). As a result, MenaSpring will hold 47% of the issued shares in TMM, while AEC and ADE shall become the remaining 43% and 10% shareholders in TMM respectively.

C'est notre faute espanoldz, on ne communique pas sur les projet et on autorise les compagnies étrangère à tout ramené de chez eux.
J'ai des statistiques d'une compagnie espagnole (Abengoa, tu connais je pense) qui annonce un taux d'intégration locale (main d'œuvre, sous traitance et matériels et matériaux de construction) pour l'Algérie de 3%, alors que le plus bas (au Pérou) est de 56%( si mes souvenirs sont bons) alors c'est pour ça qu'ils essayent de mentir pour motiver leurs travailleurs, tant qu'on aura des gens qui font des courbette devant les étrangers pour avoir des avantages et méprisent les compétences locales tout le monde pourra s'essuyer sur nous comme ils veulent et même avec notre argent.
Mais cette incident n'est pas le pire à mon avis j'ai travailler avec d'autres et c'est pire l'image qu'ils ont de l'Algérie (parfois même sans la connaitre).

Completion of the 500,000 m³/d Magtaa desalination plant in western Algeria will be delayed by nine months after a fire destroyed the contractor's onsite warehouse on 28 July 2011.
Cho Wee Peng, group chief financial officer for Hyflux of Singapore, announced the same day that, while all buildings and equipment at the construction site were unaffected by the fire, the warehouse, sited a few hundred metres away, housed equipment which was to be used for the project.
According to preliminary estimates, related costs and estimates arising from the fire are around US$ 50 million. The company is working with its insurers to investigate the cause of the fire and to make claims accordingly.
As a result of this incident, all damaged equipment and other supplies will have to be reprocured. The project completion is expected to be delayed till May 2012 instead of this month.

LOL that's funny, just one month before delivery we announce a big fire in the warehouse and we get 9 months added to deadline WOW
Usually at one month from delivery it's just finishing, the warehouse of any project should be almost empty, not worthing US$ 50 million!!!!...so tricky

Le singapourien Hyflux usine de dessalement à Magtaa pour 468 millions
La société Algerian Energy Company (AEC) a confié au groupe Hyflux de Singapour un contrat d'un montant de 468 millions de dollars pour la réalisation d'une unité de dessalement d'eau de mer à Magtaa (ouest de l'Algérie), d'une capacité de 500.000 m3/jour.
L'usine de Magtaa sera financée à hauteur de 30% sur fonds propres du groupe Hyflux, les 70% restants étant assurés par des banques publiques algériennes avec pour chef de file la Banque nationale d'Algérie (BNA).
il s'agit du projet de dessalement "le plus important au monde", qui doit entrer en service en fin 2011 et couvrir les besoins en eau de prés de cinq millions d'habitants.
