Hello - I'm new here to Doha and have just started following the construction threads for Qatar. I found this post - is this the same project? If so, I think its in Sudan:

Qatar Islamic Bank (QIB) recently signed a contract with Arab Engineering Bureau (AEB) for providing consultancy services (design and engineering supervision) for the construction of the new headquarters of Tadamon Islamic Bank in Khartoum, Sudan.

Its not ugly! The rendering is ugly, but I think if built it will looks great in the banks of the Nile in Khartoum!
