THE Sekondi-Takoradi Metropolitan Assembly (STMA) has officially launched the 500 million dollar Jubilee City Project which is expected to begin next year, and give a new face to the metropolis.

The project, which covers a five-year period, will include a multi-million dollar shopping Mall, a car park, a free zone, an industrial estate, market, the expansion of the lagoon at Takoradi and a 400-bed teaching hospital.

The Jubilee City project will be executed by the STMA and the Jubilee City Corporation (JCC) in conjunction with the Kwame Nkrumah University of Science and Technology (KNUST) which is expected to re-engineer structures in the city, make them attractive to investors and as well as position the people to tape the full benefit that will come from the oil and gas industrial activities.

The Metropolitan Chief Executive (MCE) for STMA, Mr. Kobina Pra-Annan stated that, the 1992 constitution mandated the assemblies to oversee the overall development of the respective districts including the planning and implementation of projects.

He said that, to enable the assemblies to meet this constitutional requirement, the District Assemblies Common Fund (DACF) allocated five per cent to the assemblies.

“Even though there is revenue from the Internally generated Fund (IGF) the ability of the assemblies to generate additional funds is seriously challenging,” Mr. Pra-Annan said.

He told the gathering that, in meeting the challenges of providing development and social services in the communities, the five per cent from the DACF had been increased to 7.5 per cent.

The assemblies, he said, has also been authorized to enter into partnership with private organizations for the purpose of raising funding to accomplish their projects.

The MCE added, “The partners of the assemblies and the private sector under the Public-Private Partnership (PPP) is a very good one and the purpose is to improve infrastructure development”.

According to Mr. Pra-Annan, the relationship between STMA and JCC and other groups was a laudable one and hoped that, the development efforts would uplift the status of Sekondi and Takoradi.

Mr. Harry Twumasi, from JCC explained that, the Jubilee project which was the brainchild of STMA, was to enable the assembly to join price water House and others to package the project and attract funding.

“We are beginning a real journey to realize our dreams by executing and implementing the project”, he told the gathering.

According to Mr. Twumasi, the desire of the project was to explore business prospects, raise funds and bring investors to the twin-city adding that there were vital components for local partners.

The Jubilee project, he said, would also provide hotels, offices, financial institution and affordable houses for workers.

The Regional Economic Planning Officer, Mr. John Atta Panyin, who spoke on behalf of the Western Regional Minister said “The STMA – JUBILEE project venture will be a hub for various investors and individuals.

The need for viable investments is crucial to create an environment that will harmonise all the potentials in the city and create wealth”.

Jubilee City Master Plan

The discovery of oil in commercial quantities off the coast of Ghana in 2007 has presented challenges to the infrastructure resource ability of the Twin-City of Sekondi-Takoradi, Ghana. The International Port City of Takoradi as host to all the activities of offshore production needs a boost in its infrastructure capabilities in order to adequately support the current commercial growth of the metropolis.

The Sekondi-Takoradi Metropolitan Authority's (STMA's) desires to formulate a Master Plan for the Twin-City of Sekondi-Takoradi has led them to engage the services of High Plains Technical Services (HPTS), an international master plan design consultancy firm recognized for design excellence and innovation. The master plan will underscore five major themes:

A) Cultural Heritage;

B) Management and Governance;

C) Social and Physical Environments;

D) Sustainable Transportation, and;

E) Modern Infrastructure Platforms Flexible for Sustaining Economic Growth.

Any updates on this? It seems like oil is about to make Sekondi-Takoradi into a completely different city. I'd like to see some individual projects and photos of this Jubilee City Project.

Takoradi — The proposed development of a modern city for the Ahanta West District in the Western Region following the discovery of oil in the area, has been put on hold, due to lack of funds.

The project, which was initiated by the former District Chief Executive (DCE), Mr. Kwesi Biney, under the previous regime, with the government of Korea, sought to develop Ahantaland into a modern city, where the entire land would be planned to merit a modern city.



This would prevent areas designed for recreation, airports, and health centers among others, from being encroached upon by developers.

The Korea International Agency (KOICA), led by Dr. Kwaak, is consultant to the proposed modern city project, which is estimated to cost $1 billion.

Though, at a point, the consultant told architects at the Ahanta West Assembly and reporters that the Korean government was going to fund the proposed project, it did not happen.

The KOICA is rather asking the government of Ghana to secure funding for the project.


But, the Chief Executive Officer of the Ghana Investment Promotion Council, Mr. George Kwame Aboagye, said it was not reasonable for the government to secure that whopping sum to finance the proposed project for a district, and that the consultant should devise means of securing funds for the project.

In an interview with The Chronicle, Mr. Joseph Dofoyena, DCE for Ahanta West, who confirmed the story, he said it was not mandatory on the part of the government to secure the funding.

DCE Dofoyena, however, told this reporter in a telephone interview, that the Assembly and the consultant had devised means of attracting investors to fund the proposed project.

He said the project had been divided into twelve areas.

This NDC government is the most imcompotent government Ghana has ever seen.....with all the economic growth and attention Ghana is getting, this government has failed to get anything done...90% of the on going infrastructure projects currently going on in Ghana was started by the previous NPP government....the NPP started the Bui damn and Bui city project, now the NDC government is telling us the previous government did not leave enough founds to complete the Bui City project...how imcompotent is that?...honestly Ghanaians will be the dumbest people on the planet if they vote the NDC to power again
