Under construction in Lower Parel, on the former site of the New Islam Mills rises One Avighna Park. Two luxury residential towers each with 55 floors, atop a 9 storey podium. The towers are apart of the first cluster development scheme, which is being built by Avighna India LTD (http://www.avighna.in/index1.html). The development also includes seven 23 floor rehabilitation towers for former residents of the mill and a 35 floor commercial tower.

Yes, it will probably be around that height. Maybe 240 at the top of that feature on the roof.

It's hard to tell how the project will look like in reality, the renders they have up are not close enough to tell the real detail of the tower. I rather like it, it will really add to the skyline.

They demolished the chawls that were on the same compound as the mill. That's why the are building those seven 23 storey towers for the 500 former residents.

Basically these were built for the mill workers(cheapest movie tickets) during that time, both are inside mills land.

Dubai-headquartered Elemec has won the turn-key electromechanical, or MEP, contract "on the merit of its professionalism and flexibility," said Kailash Agarwal, Chairman of Avighna, India Ltd., the developer of the project, which in the first phase encompasses 64-storeyed luxury residential project, 23-storeyed residential (rehabilitation), and commercial as well as super deluxe service apartments.

Agarwal, who is also a Sharjah-based NRI, said all the buildings in this mega project would be certified as "Green buildings," and will not only have the advantage of energy savings but residents would get an incentive of 50 per cent on property tax as proposed by Municipality to incentivize Green projects.
Agarwal on behalf of Avighna and K D. Gopalakrishnan, managing director of Elemec, signed the electromechanical contract.
The project is designed by architects, WSP Cantor Seinuk, USA and landscaping by Site Concepts, Singapore.

The "One Avighna Park" will offer eight floors of podium parking with a capacity of 2,200 cars, more than 100,000 sq ft of open space with a jogging track, swimming pool and a health club along with a sewage and water treatment plant for its 64-storey project, said Agarwal.
Elemec, an leading electromechanical company in the Middle East, has in the past executed the landmark Lofts at Down Town, Fairways at Greens, Ear Business Park, La Rivera Tower and are currently into the Holiday Inn Hotel - Muscat, Tilal Complex - Muscat, Souq Waqif Hotel in Doha and the Prime Tower, Dubai.

"Avighna project marks Elemec's entry into the high potential Indian market. The vast experience and technical expertise we have acquired in the Gulf over the years would give us a lot of advantage in our Indian foray," said Gopalakrishnan.

While signing the contract with Elemec, Agarwal appreciated the management and engineering team of Elemec for its track record of fast track completion of several projects.
Under the contract, Elemecs' scope is to provide advanced services to the project under green concept. The project will have centrally controlled building management system integrated to security and safety, fire protection and detection, plant, CCTV, PABGM and lighting. All materials required are sourced from the UAE, said Agarwal.

The landmark project, located in a prime land measuring 300,000 sq. ft. area at Lower Parel, is under the cluster redevelopment scheme which is estimated to cost Rs40 billion in total.
On the project's eco-friendly focus, Agarwal said, "It is essential to conserve water, and so at One Avighna Park, w are recycling water, doing rain water harvesting, using water from bore wells. Moreover, we also pay attention to details such as providing natural ventilation and light to common areas."

Avighna India was set up in 1987 with its associate company Nishant Import & Export Co. based in Sharjah. The core business was importing liquid petroleum products, gasoline, gas oil, furnace oil and chemicals from the Middle East. Later, Avighna diversified into a shipping company, owning and operating vessels.

Dear All,

This 64-storey tower is basically on industrial area. Beside this area there are almost 700 residents.

Before starting the development the developer has done the agreement with the tenants in 2006 till then he not started any development work.

After the new GR passed from the govt of maharashtra Section 33(9) and developer gets 4 FSI. After this he started the development of the salebal area (64-storey tower).

Currently this development is going under Mhada Section 33(9)

Some highlights on above points:-

All above amenities are getting on just because of this project is under 'Cluster Development' that means Nish Developer is using the FSI of Chawl Dwellers who are residence from almost 104 years of this Mumbai city and this New Haji Kasam Chawl is under 'Grade A category' that means according Mhada / BMC act in redevelopment of 'A Category' buildings will get more FSI to the developers.

Unfortunately, all the above amenities will provide by Nish Developer to the salable area and not to rehab residence.

Below are some of the amenities provided by Nish Developer to the tenants.

1) 23 Storey buildings for 750 Resident ie. Total Tower will be 7 , 1 reserved For BMC and 1 Reserved for MHADA. Only 5 towers are available for tenants.

2) Approximately 26 rooms on one floor.

3) 300 Sq. Feet carpet area.

4) 25,000/- Carpose fund for the future maintenance.

5) Two lift for one tower with out backup facility.

6) No parking facility for owners.

7) Currently tenants are occupied approx. 2600 Sq. Meter area.

7) Nish developer developing this 5 tower only in 1000 Sq Meter area . i.e developer is using rest of the area + old mill land (Ismile Mill) FSI for his salable property(Twin tower and swimming pool, jogging track etc.).

According to the sources, to start the redevelopment of chawl the tenants has to sign the agreement with the developer but in Avighna Park case tenants has not yet signed the agreement with Nish developer ie. till date 70% of tenants has not sign the agreement with developer still Nish has started his development.

onedweller, not sure if you sound happy bout how things stand here... but that is how things are sir... paisa bolta hein... u cannot start development until 70% of the consent is sought... i m surprised why a stay order wasn't requested... or is this even in court? or these days do they even care about law? or does the law even care about such things... not sure about clusted dev though... they cud have nicely arranged favourable conditions, courtesy handshakes...

The law of BMC/MHADA is very strict. NOC is only granted after 70% of consent and BMC issues development permissions only after MHADA NOC and plans are also sanctioned as per law.
The entire rehab area is covered in 6000 sq. mt and not 1000 sq.mt as stated.
Parking is also provided for the owners where today they don’t have any parking space.
Cluster development allows noncess tenants also to be rehabilitated, where noncess tenants were occupying more than 22,000 sq.mt area.
Developer is giving a setback of 2000 sq.mt to widen the road, which is 100% of the area where current residential tenants are staying. This will improve traffic movement on this road.
Such kind of schemes should be encouraged.

Yes, what you are saying is true Mhada/ BMC is very strict about NOC... :) but with developers and not with tenants.. under RTI, tenants have received the documents in which its is clearly pointed out that in IOD, CC 54 clauses has not fulfilled by developer still they got IOD and CC.

Developer is getting more FSI for set back area, which he is using not for rehabilitating the tenants but using for his own salable area.

Current development is going under 33(9) cluster development for developer has to do supplementary agreement with tenants, still no such agreement is sign(now days tenants are not ready to sign any agreement with this developer due to false commitments) and register.

The worst this is that the developer is just promising the tenants about carpet area, and amenities and not ready to give any thing in writing.

Such project should encouraged, it leads more corruptions and more benefit will get to MHADA / BMC employees, builders than tenants.

A crane working on the towers fell on a neighboring chawl a week ago. Thankfully no one died.

In a freak accident near Currey Road station, a crane at a construction site fell on part of a three-storey building, ripping through the roof and partially damaging the roof of the second floor.

Six residents from three households were injured, one of whom is critical. The cause of the break down is yet to be ascertained, officials said.

MiD DAY reader Viraf Chichgar clicked a picture of the damage sustained by homes in New Haji Chawl, when the crane accidentally crashed into its third floor, causing extensive damage

The crane was in operation at Avighna Park when it collapsed on 55 New Haji chawl around 4.30 pm, completely tearing apart the third floor apartments it fell on. Meanwhile, a large white crane was called in to tow the broken crane away.

MUMBAI: Toshiba Elevator India has bagged a contract for building elevators and escalators at the 'One Avighna' residential project in Mumbai, which is currently under construction.

The company, a part of Japanese electronics firm Toshiba, Corp, said the vertical transportation (elevators and escalator) package for the project is the first contract bagged by the firm since it started operations in July, 2011.

The One Avighna Park encompasses seven acres, including a 64-floor residential project, 23-storeyed residential and commercial complexes and super deluxe service apartments.

The project is expected to be completed in 2013. "The vertical transportation package (elevators and escalators) for this project has been awarded to Toshiba Elevator India Pvt Ltd, which is the first project for the world-renowned 'Toshiba' brand elevators in India," the firm said, without disclosing the size of the deal.

Toshiba Elevator has a global presence and has completed high profile projects in several countries, including the world's fastest elevator in the Taipei Finance Centre, which was completed in 2005 and found a place in the Guinness Book of World Records.

So much scope for development here in these mill lands.

I wonder what the residents of the chawls think of the rehab towers? Perhaps they are getting them for free hence the ordinary designs.

Dont rehab towers become high rise slums?

Chawls people and slum people are different. You cant compare them. Chawl people are well educated people,they live there bcz they cant afford to buy a new home in the city,on the other side they cant buy it outside mumbai city limits bcz then they will face load shedding, lack of water supply,public transport plus long commutin hrs. Even my father used to live in chawls of lower parel but he succeded in life and nw we stay in a fancy Juhu apt. Even builders treat chawl people from slum people when goin in for redevelopment. The exact reason SCLR was held up on santacruz side when MMRDA triedbto rehabilate chawl people in buildings meant for slum rehab. Finally they will rehabilated in BKC

There's something that is different about this tower, cant really figure exactly what. in the scale model above, it seems to be excessively lit. Seems like too much LED lights. Also there seem to be too many window blocks on the building. But if you look at the tower as a whole, it looks pretty nice.

Most definitely this one will top out before the end of the year, but I can't say the same thing about Ahuja Towers, which seems to have stagnated or is going up at a very very slow speed.

With modern construction technology, buildings can top out structurally at a very rapid speed (Burj Dubai at 800 mts was done in 3 yrs or so). More time is consumed by the interiors, landscaping and other ancillary functions that make these buildings liveable. I however agree, that commercial skyscrapers do go up at a much rate than residential ones, but that is purely a commercial issue and not something separated by technological disparity.

Residents of first cluster project move into new homes
MUMBAI: Till last week, Sudhir Tendulkar was living in a 135-sqft room in a chawl. Today, the 60year-old is mesmerised by the view of the Mahalaxmi racecourse and the sea visible from his new home on the 23rd floor.

Homemaker Anjali Chavan is also proudly showing off her new 440-sqft house in Vignaharta CHS to her relatives. “I don’t have to worry about my son’s marriage anymore. Now, I have a big house which has toilets inside,” she said.
Tendulkar and Chavan are among the 565 residents of the Hazi Kasam Chawl at Lalbaug who have moved to their new homes under the ambitious Cluster Redevelopment Scheme by the state government.
Nish Developers were the first to secure permission to redevelop their seven acre property under the cluster scheme.
According to Nishant Agarwal, executive director, Nish Developers, the residents have been provided with the best facilities. “We have a constructed green building and also installed water recycling plants for the residents,” he said, adding that this would ensure uninterrupted water supply and reduce power bills by 35%. Other amenities included are a health club, garden and community halls.
According to Agarwal, the state government needs to do more to encourage the scheme. “We need more incentives. Securing hundreds of consent letters [from residents] is a big headache,” he said.
However, residents who have spent decades in matchbox sized leaky rooms and crumbling structures are looking forward to living in new swanky apartments. “Now I can proudly call my friends over,” said Krishna Parab, 35, who lives with eight of his family members. “I won’t have to sleep outside the house anymore.”

The cluster redevelopment scheme, which gave incentives to anyone undertaking revamp for more than 1 acre, plot has been a slow starter. Till now just five projects have got the green signal while work has started only in one.
