US-based architecture firm Ehrlich Architects has won the design competition to build the UAE’s Federal National Council building. (SUPPLIED)

US-based architecture firm Ehrlich Architects has won the design competition to build the UAE’s Federal National Council building – the landmark symbol of country’s march towards greater democracy.

The tender ‑ floated by the Federal National Council – was awarded to Los Angeles-based company on January 5, 2011 to build 1.3 million square feet monument at Abu Dhabi Corniche.

Initially, 14 firms representing nine countries were invited in early 2010 to submit entries in Phase 1 of the competition for the new FNC building. In the more detailed second phase, four companies - Ehrlich Architects (USA), Foster + Partners (UK), Massimiliano Fuksas Architects (Italy) and and Zaha Hadid Architects (UK) – were shortlisted for the monumental project.

Ehrlich Architects teamed up with UAE-based architecture firm Godwin Austen Johnson (GAJ) and landscape architecture firm ValleyCrest Design Group in the second phase to create scheme for the new parliament building which embodies unique identity of the UAE.

“The New Parliament Building Complex will balance Islamic heritage with UAE’s global contemporary aspirations, where modernity and tradition are in harmonious balance,” explains Ehrlich Architects’ Design Principal Steven Ehrlich. “The architecture for the FNC’s new home will communicate its increasingly vital role in the lives of all UAE citizens.”

The winning entry for the new parliament building melds familiar Arabic design language with contemporary form and the latest technological advances, creating meaning, maximum functionality and environmental sustainability. The design is anchored by a striking 100-meter-diameter dome structure, a soaring “flower-of-the-desert” which will create a shaded micro-environment while casting Islamic patterns of dappled light onto the white marble Assembly Hall.

The flanking parliamentary buildings that house the majority of the offices, meeting halls, and visitors’ programme, abstract the colours and textures of desert sand; the exterior expression of these structures is indebted to local historic buildings.

Its dome will be visible for miles across the water and will glow dramatically at night, the company told Emirates 24|7.

Ehrlich Architects declined to disclose the value of the contract and time-frame to start the construction of the monument.

why on the cornish when there is suposto be a new diplomatic and government ministries city off the island? The new capital city of the UAE was always meant to be mid way betwwen Dubai and AD with a 01 dialing code, that was the plan in 1971

I was looking at this and trying to work out where it is going and i have it. It will be between the ICT towers and the spinneys on the corniche in front of the existing FNC building.

Two things, the car park they built for the beach will go, another car park lost in a city with too few.

the other is that the capital city project is not working quite as planned. I had heard rumours there are issues with sink holes being discovered and the designs are all being reworked to allow for these. I dont think an in depth geo survey has been done on the area properly.

Yeah, you're right.

I wonder what the hold up is with establishing that!! It was meant to be called Karama.

Not sure if we will ever see that dream materialise :(

All excellent points, especially the whole 2030 plan and where the government will sit! And don't forget about the cricket games on the weekends, carnival in October, the National Day Parade grandstands, and anything else they would want to host in an open area accessible to a lot of the city...:ohno:

... and I don't see what's wrong with the current FNC building.

Thats why its called plan 2030, finishing in around 2030!
The plans aren't solid and they are always changing, but i believe construction will not start for another 5-10 years.
Now for this project, though it is called Parliament building, it does appear to be more of a conference building. Who knows what the purpose of the federal district may be, it may change over time.

Very nice Building, will be a great addition to AD newly extended skyline. very impressed with the design.

But . . .

why in the Cornish?? what about Capital District?

First the new Head Quarter of ADNOC, which by itself could have been a commercial anchor for the district, then the Presidential Palace, Judaical Court is being rebuilt at the same location in the Island, Emirate Identity HQ will be built in Khalifa City, and the ministry of interior affairs HQ is building 2 new buildings near zayed sport city.

all of those could have been enough to start establishing the district. am becoming spectacle about the whole capital city :(

Big fan of the overall building, just not how the exterior roof looks - from inside it's stunning.

Thanks for the pics. Love that one with the dark ominous sky. Also the overhead shot showing the Corniche swimming beach extension...seems that project has been going on forever...:dunno:

Interesting concept, but it would look ridiculous on the Corniche.

No, not even close. Right now this location serves as the single largest car park in Abu Dhabi. Not to mention a place where running club trainings as well as cricket matches take place. I'd be surprised if this happens anytime soon...
