$15 million was invested by the D E Shaw group in 2008 in Soham Renewable Energy India for financing its expansion proposal during the next five years. Commitments have also been obtained from a Connecticut, USA-headquartered fund, FE Clean Energy Asia, which included three active funds in Singapore, Eastern Europe and in Latin America.

This power producing company is at present in the process of implementing a mini hydel project on the Cauvery River in Mandya District, Karnataka, the Mahadevapura Mini Hydel Scheme. This project comprises of an intake channel, a gated weir, tail race channel, power house and a 66 kV transmission corridor. All permits and necessary clearances have been acquired. It is also going to implement a 17 mw mini hydel power unit at Mudabidri in the Dakshina Kannada District. Seven other projects are also being planned in the Karnataka state. With a growing economy, India’s energy demands would also grow rapidly and surpass the supply and hence the increasing dependence on overseas investors and private local players for expansion of the infrastructure and renewable energy projects.

RGUHS campus in Ramanagaram -

BANGALORE: The State Government has made it clear that the new campus of the Rajiv Gandhi University of Health Sciences (RGUHS) will come up in Ramanagaram near Bangalore.

Principal Government Advocate Basavaraj Kareddy made the statement on Friday when a Division Bench comprising Chief Justice J.S. Khehar and Justice A.S. Pacchapure was hearing a public interest litigation (PIL) petition relating to the setting up of the RGUHS campus at Archakarahalli in Ramanagaram.

Delay questioned

Nalini Navaneesh and several other residents of Suggenahalli near Ramanagaram had moved the court against the delay in shifting the RGUHS campus.

They apprehended that RGUHS might not be shifted and it may continue in its present location in Jayanagar, Bangalore.

They said that in 2007 the State Government had decided to shift RGUHS to Archakarahalli and reserved 30 acres of land for it. Subsequently, the Government issued notification acquiring 200 acres of land.

With the Government stating that RGUHS would come up at Archakarahalli, the Division Bench took it on record and disposed of the petition.

Bigger, better national highway soon

A major development project for NH 212 is in prospect. Over 150.80 km stretch between the Kerala border (starting at 117.60 km) and ending at Kollegal (at 268.40 km) in the state would be developed into two and four lanes.

An estimated cost of the project is around Rs 440 crore and five firms have been short-listed for bidding. The process of acquiring lands is on and once the finance ministry gives its green signal it would be developed on war-footing. The increasing industries in Mysore, especially around Nanjangud, along with increased tourists and inter-state vehicles have resulted in traffic problems on the narrow stretch. Adding to this, frequent accidents on the highway snarl up traffic for hours. The highway connects to Tamil Nadu and Kerala and the passenger car unit on the road is around 33,000.

The proposed project will be a blessing to the tourism sector in Mysore and Chamarajanagar districts besides facilitating economic growth in the vicinity.

Meanwhile, no development project is pending pertaining to upgradation of state highways as well as major district roads. The state government had proposed to implement toll collection on selected SHs and MDRs but was dropped following public outcry.

Bandipur forest reserve: Two-lane of 7 mts width with earthen shoulder (18.8 km road)

Bandipur forest reserve to Gundlupet town: Two-lane of 10 mts width with paved shoulders (15.9 km)

Gundlupet town: Four-laning of 15 mts width with covered drains (2 km area)
Gundlupet to Nanjangud: Two-lane of 10 mts width with paved shoulders (34 km)

Nanjangud to Mysore city: Four-lane of 15 mts width with paved shoulders (26.5 km)

Mysore to T Narasipura: Two-lane of 10 mt width with paved shoulders (24.6 km)

T Narasipura to Uttamballi junction: Two-lane of 7 mts width with earthen shoulders (26 km)

KSICL expanding facilities to attain Rs 1bn turnover in FY 12

Karnataka Silk Industries Corporation Limited (KSICL), a company managed by the Karnataka state government is targeting one billion rupees in revenue for the next 2011-12 fiscal, through expansion of its production facilities.

The company which already possesses a production unit at Mysore for almost a century now is setting up another manufacturing facility at Janapatnam in Ramnagar district, at a distance of 90 km from Mysore.

The first phase of this new production facility is almost towards completion.

The Corporations’ gross earnings for the last 2009-10 fiscal amounted to Rs 670 million, whereas it is projected at Rs 800 million for the current fiscal. The Corporation is eyeing to attain a target of one billion rupees in revenue during 2011-12 fiscal.

The existing plant at Mysore, which commenced its operations in 1912, today houses 139 powerlooms and engages 871 workers to produce 75,000 sarees each year.

The Corporation engages in production of shirts, sarees and other apparels, and vends the same through 16 outlets.

The sari woven in gold and silver threads, which is a brand for the Corporation, serves to be a great enticement for public. The Corporation this year weaved 60 such sarees with their prices ranging between Rs 7,000 to Rs 2.5 lakh. 50 of these 60 sarees have already been sold out.

The poor quality of works on footpaths and the storm water drains in city has invited flak from various quarters.

As the City Municipal Council (CMC) implements various development works, footpath and storm water drains constructed is under scanner.

Though, these works appear to meet the required standards, a close watch exposes the lapses and substandard works. The CMC begun the construction of box type drains on Vivekananda road. But, the bricks have been arranged shoddily which paves way for the fast deterioration of the ceiling laid on the drain. It should be recalled that the Kannada activists had launched an agitation condemning the low standard works. However, the poor quality continues to be a feature of the civil works implemented across the city, despite assurance from the officials to act against the contractors executing poor projects.

According to the citizen’s forum, the footpath laid on the storm water drains would wash away due to rains in the coming days.

These projects are being implemented under the Chief Minister’s ` 100 crore programme to improve infrastructure in cities and towns.

However, Executive Engineer Sheshagiri said the two bricks were laid using a mud and claimed that the CMC was monitoring the quality of the works implemented.

This is a perennial problem in smaller districts like Mandya. Nobody cares about the quality.

MANDYA: The agriculture district of Mandya got its expected share in state budget. The allocations of Rs 15 crore for the rejuvenation of state-owned Mysugar Mill and shared Rs 2.50 crore with Belgaum district for the establishment of Sugarcane Research Centre have not surprised the farmers at all. Reason: This is not a first time that CM B S Yeddyurappa had given money to debt-ridden mill. Also, the setting up of the research centre near Mandya city on a sprawling 100 acres of land, was already announced by district in-charge minister R Ashoka, a month ago.

"Yes, we are happy but not surprised about the allocation of money to Mysugar mill. Yeddyurappa had, in many occasions, assured us about the allocation of considerable amount of money for its rejuvenation. As far as the Sugarcane Research Centre is concerned, we really should be very thankful towards the government as it will help farmers to grow scientifically-enriched new sugarcane breeds in their fields," said Konasale Narasaraju, a farmer leader.

Mysugar Mill president Nagarajappa expressed his gratitude to Yeddyurappa for conceding his request to release the money in budget. According to him, Yeddyurappa had given Rs 70 crore in 2009-10 and Rs 20 crore in 2010-11 budgets exclusively for the modernization of mill. However, the government has released only Rs 25 crore, while the remaining amount has been reserved with the government itself, he added.

The above are the photographs of backwaters of cauvery and sri venugopalaswamy temple at Hosa kannambaadi village, near KRS, Mysore. do you know the temple’s speciality? it is a transplanted temple! let me explain.

the temple was built in 12th century AD. when the KRS dam was built, it got submerged in the backwaters of cauvery. but whenever the water level came down in the dam, the temple used to become visible. people decided to save the temple from eroding due to water currents and hence thought of relocating elsewhere. it seems, Khodays Foundation took up this project of relocating the temple. each stone was numbered carefully, the whole temple was photographed for the intricate designs on those stones, stored in computer so that when it got transplanted, it would not lose its originality. number of architects and sculptors have done a beautiful job of reconstructing the temple. people say it may take two more years for its completion. then they would perhaps do the ‘punar pratishtaana’ of sri venugopalaswamy and then the temple would become functional.

Krishnarajapet or K.R.Pet. It was earlier called Attiguppe. K.R.Pet is a taluk boasting of various hoysala style temples situated in & around it and this temple of Lakshminarayana of trikootachala style is built by Hoysala kings at around 1100 to 1300 A.D. There are rare sculptures not to be seen at Belur and Halebeedu on the outer walls of this temple. The frontal portion of the temple is probably destroyed and it is covered in front by an ordinary stone wall structure. The Picture given here is the back and side view. There is a special sculpture of a person who is alien to Indian culture and he may be a foreign visitor. K.R.pet is about 155 kms from Bangalore via Ramanagar, Mandya, Pandavapura, Chinakurali.

The state government has finally woken up to cleanse the rot in government-run Mandya Medical College (MMC).

The Lokayukta report submitted to the medical education department, which inquired into MMC's conduct, has highlighted that most doctors in the college were drawing salary without working for last three years. Further, 22 acres of the college property has been encroached upon.

In a swift action, the department has appointed Justice N Narayan, retired district judge, to guide the government on the nature of action to be taken against the accused. "Doctors in MMC are not at all professionals. They are more of politicians, than doctors. Many are drawing salaries without attending the work. They will be shunted out once the report is given by the judge," medical education minister S A Ramdas told reporters on Thursday.

The judge has been given a month's time to submit the report. The government wants to take action before implementation of AICTE scale for the MMC staff, Ramdas added.

The minister, who paid a surprise visit to Karnataka Nursing Council and Karnataka Para-Medical Board, found irregularities in institutions run by the government. During inspection, the department unearthed malpractices in issuing nursing certificates to students. The council issued certificates within an hour of applying without any verification, while many students wait for months to get their certificates.

"The bribe charges for issual of certificate within a day ranges from Rs 2,000 to Rs 3,000. Normally, certificates are issued by office superintendent, but during the inspection it was found that daily-wagers employed in the council were issuing the same. BANGALORE: Toyota Kirloskar Motor Pvt. Ltd. (TKML) announced on Saturday that it had decided to postpone the inauguration of its second plant at Bidadi, following the earthquake in Japan.

A statement issued by Hiroshi Nakagawa, managing director of TKML, said all workers of the Indian company working at Toyota Motor Corporation (TMC) in Japan were safe. He said although TMC's plants “are not affected at this point,” the parent company was still “assessing the extent of damage to operations of our affiliates, dealer partners and supplier partners located in the affected areas.”

TKML's second plant at Bidadi was to be inaugurated on March 15 in the presence of Chief Minister B.S. Yeddyurappa, Union Minister for Heavy Industries and Public Enterprises Praful Patel, Ambassador of Japan to India Akitaka Saiki and chairman of the TMC Fujio Cho. Mr. Nakagawa said the TMC had constituted a task force “to monitor the situation and take initial measures.”

Mr. Nakagawa said the “full extent” of the damage caused by the tsunami is not known. “The coming days will reveal the extent of casualties and loss of property,” he said.

Ramangaram gets new pin code

Ramanagaram the district head quarters of the three year old Ramanagara District has got a new Postal Index Number (PIN). The new Pin Code is 562159. The earlier number was 571511. Since the old number was creating confusion among other districts whose pin code begins with 571, we have changed the PIN to 562159, the postal authories have said.

Chief Minister B S Yeddyurappa said the State Government had already announced ` 10 crore grant for the development of Melukote shrine of which ` two crore had been released.

He told reporters that all ongoing works would be completed soon. At no point of time, the government had neglected the district.

Those who were making such allegations should know what all the successive chief ministers have done for the development of the district. “I have taken interest in the revival of the ailing Mysugar factory-the life line of the people of this region and implemented several works”, he said.

The CM collected information regarding controversy over the appointment of director of Sanskrit Research Centre, Melukote. He also met former director, Lakshmi Tatachar and discussed with him about the issue. Lakshmi Tatachar was replaced by Bhashyam Swamiji by the H D Kumaraswamy Government. Deputy Commissioner Dr P C Jaffer, Superintendent of Police Koushalendrakumar, Additional Superintendent of Police Rajanna, Assistant Commissioner Prabhu, Tahsildhar Shivanandamurthy, Mysugar Chairman Nagarajappa, Deputy Superintendent of Police Lawrence and others were accompanied.

Karnataka govt okays sugar mill in tiger hub

Tigers in Karnataka will soon have a 'sweet company' if the state government goes ahead with its plan to set up a factory in Chamarajanagar district.

The government has approved a sugar mill project in the newly-declared Biligiri Rangana Temple (BRT) Hills Tiger Reserve, adjoining the Bandipur national park.

The Karnataka Industrial Area Development Board has handed over 410.44 acres of land in the tiger reserve's ecosensitive zone to a private firm. The project is coming up at Modahalli in Chamarajanagar, erstwhile territory of forest brigand Veerappan.

According to rules, no commercial activity is allowed in eco-sensitive zones (10 km radius) of any wildlife sanctuary or animal reserve.

The state government carved the tiger reserve (359.1 sqkm) out of the BRT Hills Wildlife Sanctuary. The Centre issued the final notification for the BRT Hills Tiger Reserve on January 24 this year.

"Once the notification came into effect, the state government should stop all projects in the eco-sensitive zone. However, the government did not withdraw the permission granted to Bannari Amman Group to set up the sugar mill," wildlife activist Subash said.

The state government should have also referred the project to the state and national wildlife Boards for clearance, but hasn't done so till now. The forest department has informed Tamil Nadu-based Bannari Amman Group not to commence construction without the approval of the boards.

Wildlife activists insist that the government should withdraw the permission to the project, as the zone is important for migration and survival of endangered animals.

"BRT Hills sanctuary is part of the western ghats connecting the Cauvery Wildlife Sanctuary and the Bandipur National Park in Karnataka with Melagiri, Satyamangalam and Mudumalai sanctuaries in Tamil Nadu. Migration of animals among these sanctuaries is common. Farmers routinely spot tigers in the eco-sensitive zone," Subash said.

BRT Hills Wildlife Sanctuary is a critical habitat for tigers (36), elephants (1,100) and a sizeable population of gaurs, leopards, wolves, marble cats and rusty-spotted cats. "Illegal granite quarrying is going on in these forests.

There is tremendous pressure on the sanctuary, and the sugar mill will only increase it," Subash, lamented.

The state government had approved the sugar mill project in 2008 and gave clearances in 2009 and 2010. "Now we are waiting for clarity from the Union ministry of environment and forests whether to go ahead with the project," said Venkatesh Murthy, General Manager (corporate affairs), Bannari Amman Group.

Jaggery Park to be opened today in Mandya

The ‘Jaggery Park’ being set up by Regional Agriculture Extension Centre at a cost of ` eight crore will be inaugurated on Saturday.

The park aims at manufacturing chemical-free healthy jaggery to be marketed. It would also give impetus on jaggery units owned by farmers.

Addressing a news conference here, Director of the Centre of Dr K T Pandurangegowda said importance is being given to crushing of sugar cane in a scientific manner by using minimum power. The release of carbon dioxide into the air will be very less under the new technology. Of ` eight crore, ` four crore is spent on the purchase of machinery to crush sugarcane to produce jaggery.

The remaining amount is spent on packing unit and training unit. The jaggery park will manufacture three quintals of jaggery and crush two tonnes of sugar cane per hour. The jaggery would be free from chemical and good for consumption. Besides, steps are taken to maintain cleanliness.

The farmers will be encouraged to grow C0 92005 variety of sugar cane for manufacturing jaggery. The yield of cane will be around 50-55 ton per acre.

The cane growers of Mandya, Mysore, Chamarajanagar districts can supply their produce to this unit.

Help

Chief of the jaggery park, Dr D Rajanna said it also encourages jaggery producers to go for scientific jaggery units that hardly cost `8-10 lakh. With that unit, they can manufacture two quintals of jaggery daily. The park plans to generate electricity from the byproducts of sugar cane, he added.

Inauguration

The secretary of Bharathiya Anusandhana Parishat Dr S Aiyappa will inaugurate the park at 10.30 am.

Home and District In-charge Minister R Ashok will open quality control laboratory, Agriculture Minister Umesh Katti will inaugurate jaggery processing unit. Member of Parliament N Chaluvarayaswamy will symbolically start sugarcane crushing. Development Commissioner Meera Saxena will open Training Centre for farmers. Member of Legislative Assembly C S Puttaraju will preside.

Heritage site tag on cards for Melkote

The Mandya district administration is making efforts to get a place for the temple town of Melkote in the 'World Heritage Site' list, which is recognised by Unesco.

The State government constituted the Melkote Development Authority two months ago for the overall development and conservation of the 12th century historic town, which houses two major temples and nearly 20 small temples.

The Authority, comprising 12 members including Mandya Deputy Commissioner Dr P C Jaffer, held its first meeting recently to chalk out an action plan. It was here that the idea of a place for Melkote in the 'World Heritage Site' list was conceptualised.

While Rs two crore was allocated in the previous year's budget, the government has announced an additional budget of Rs 10 crore this year, to be spent by the Authority on development work in the town.

Jaffer said presently, Rs one crore was being spent on repair works at the main temples - Cheluvanarayanaswamy temple at the foot of the hillock and Yoganarasimha temple atop the hillock. Use of plastic has already been banned in Melkote, while underground drainage work has been taken up, said Jaffer. He added that a blueprint would be prepared soon.

Historian Thailoor Venkatakrishna, who is also a member of the Authority, said the idea was to bring back the natural beauty of Melkote, for which a afforestation project has been undertaken. "Saint Ramanujacharya named the main temple Cheluvanarayanaswamy Devalaya, because of the surrounding natural beauty of Melkote. The Authority wants to recreate this environment. Efforts are on to ensure that any new house that comes up is in sync with the existing structures, so that the heritage status is maintained," said Venkatakrishna.

The historian said it was also important to protect the rocks in the town, some of which have line drawings belonging to ancient times. Archaeologists have even unearthed pots and pans which are said to be 3,000 years old. Venkatakrishna said Melkote's cultural and traditional practices, which have a heritage status, were also in need of revival. Melkote has around 76 'mantapas' and 29 'kalyanis' (tanks). The district administration has begun work on desilting these man-made ponds or tanks.

Deputy Conservator of Forests of Mandya, Vinay Kumar, said the forest department was in the process of creating various 'daivavanas' which will go by the names like 'Dharmikavana', 'Smrithivana', 'Navagrahavana' and 'Saptarishivana'. Re-plantation would be taken up on about 200 hectares in and around Melkote, where the department had identified over 200 rare and endangered floral species, some of which date back to the pre-historic times.

He said that the naked seed plants called Cycas Circinalis, endangered species like Gardenia Gummifera and the commonly used medicinal plant Boswellia Sarreta were being destroyed by constant grazing and human interference. The department will engage in natural regeneration by sowing seeds of these plants, at the same time trying to protect the soil moisture of the region.

A decade long-wish of the residents of Chamarajanagar to have the state-of-the-art hospital in their city is likely to be fulfilled soon. The district hospital ,which faced several bottlenecks all these years, is in final stages of completion. It would be shortly dedicated to the people.

The 100-bed hospital is being constructed at a cost of ` 9.68 crore and coming up on the sprawling 2.25 acres of land. Already, 95 per cent of work is complete. The pending works are providing electricity connection and lift facilities which would be completed within a month. Then it would be formally inaugurated. The work that began in 2007 continued at a snail’s pace and was unable to complete within the target. However, the work picked up a year ago and now it is nearing completion.

While granite stones are put at the hospital entrance and corridors, vitrified tiles are laid in wards.

The ground floor comprise reception, waiting room, CT scan section, general surgery section, maternity ward, special wards and others. The first floor will have consultation rooms, out patient department, general ward and special wards. The second floor will have a major operation theatre, auditorium, library, laboratory, 12-bed Intensive Care Unit, and a ramp has been provided for patients. At present, the strength of hospital is 150 bed and lacked technology. Patients from Yalandur, Kollegal, Gundlupet taluks come to district hospital for additional treatment. The new hi-tech hospital would have latest technologies and it would be a boon to the people of the region. The new building, in all will have 250 beds including the new 100-beds and 24 x 7 laboratory has been constructed at a cost of ` 50 lakh.

Dr Pushpa told Deccan Herald that a list of names has been sent to the government for recruitment that includes expert doctors, para medical and others. The construction of the hospital has been given to Asian Fabs of Bangalore and the pending works would be completed in a month. Then it would be handed over the authorities concerned

Autonomous development body for Melkote proposed

The plans of development of temple-town Melkote is taking final shape with the Committee on Development of Melkote headed by S Ravi Narayanan, appointed by the state government, suggested nine points for the development of Melkote, which would be aligned to the religious and historical sanctity of Melkote. According to a copy of the suggestions available with Express, the Committee said that any development that is done in Melkote should be in line with rediscovery of Melkote's image as given in the Sthalapurana, inscriptions, historical, religious and philosophical and other backgrounds and values.In the long run, Melkote should have a comprehensive and autonomous development board, just like Tirumala Tirupati Devasthanams Board, which would have overall control not only on the management of the temples but also of the entire Melkote Township.Suggesting that a master plan should be prepared visualising the requirements and developments nearly 50 years ahead, committee explained that the ageold Sanskrit college under the Muzarai department, and the academy of Sanskrit research, which is functioning in Melkote since 33 years should be brought under good management with some corporate culture to preserve the ancient knowledge systems available in Shastric texts to the posterity.Among the four important and vital holy places of Srivaishnavism namely, Srirangam, TirumalaTirupati, Kanchipuram and Melkote (Tirunarayanapuram), Melkote is hailed as Bhuvaikuntha and Jnanamantapa. Melote was a citadel of knowledge of scriptures, Divyaprabandhams and Ubhayavedanta philosophy. It was considered to be very important where the oral tradition of the Vedas and Deviyaprabhandhams was preserved. It may not be out of place to mention here that the UNESCO has recognised the oral tradition of the Vadas and Divyaprabandhams as one of the world heritage.

Flyover to ease congestion in Mandya

To ease traffic congestion in Mandya due to the Bangalore-Mysore highway, the government is contemplating a bypass road or a flyover. PWD minister C M Udasi told the legislative council on Tuesday that a detailed project project for a bypass has already been prepared.

"In case of a bypass, 75 hectares of land has to be acquired and as per 2006-07 estimate, the cost will come up to Rs 103 crore. It's irrigated land and hence we have to discuss it. However, we will decide on a suitable option to ease congestion," the minister said.

New crest gates installed at KRS dam

The work on the plus 80 feet crest gates at the Krishnaraja Sagar reservoir in Srirangapatna taluk, taken up at a cost of ` 684 lakh has been completed.

In the light of the 16 crest gates being weakened, the Cauvery Niravari Nigam had called for tenders. The work had started in 2009. S N Narayan Engineers from Hospet had taken up the work.

Cauvery Niravari Nigam officials told Deccan Herald that the total cost of the project was ` 720 lakh which included the electrification of the 16 crest gates.

Now, the plan for three gates of the plus 60 feet level VC canal is ready. Along with this tenders have been called for replacement three gates of 50 feet level (sewering sluice).

The 48 automatic gates at 114 feet level are in working condition. With the new crest gates installed at plus 80 feet level, the leakage of water has been stopped. The Chief Minister will inaugurate the new gates. However, no date has been fixed for the in inauguration, said the Nigam sources.

There is no cleanliness maintained in the buses, ‘Dakota’ buses are being run, the buses that stop overnight in our town has to be pushed by the passengers in the morning for them to start. What is the problem in running clean, good, working condition buses?

These were some of the questions raised at the District Regional Transport Authority meeting being held after two years on Tuesday at the Deputy Commissioner’s office. The rural folk brought some of the problems they were facing to light. They also demanded proper facilities.

There are no bus services to the villages in and around Kemanapura. A memorandum in this regard has been submitted to the authority. Every day nearly 300 students travel to Chamarajanagar.

But not a single bus comes to these villages. As a result the children’s education and the daily commuting of the villagers suffer, said a villager.

The public are not aware of the meetings being held and there is no proper information. There is no bus service to Kalanahundi village. in Kotamballi under the Prime Minister Grameen Sadak scheme, crores of rupees have been spent to build roads.

However, the authorities are giving false excuses saying the roads are not in good condition for the KSRTC and private buses to commute. The villagers urged them to immediately restore the bus services.

Reacting to this Deputy Commissioner Amarnarayan said that the Authority should hold every three months. Dates will be fixed to hold four meetings in a year.

However, the bus owners were forcing the authority to postpone the meetings. This time such an opportunity has not been given, he added. It is the responsibility of the RTA to provide bus services. Wherever the KSRTC and private buses can ply they will be asked to ply, he said.

He directed the officials concerned to take action in this regard. Superintendent of Police B S Prakash and Regional Transport officer N J Gayathridevi were present.

Action against autos

The Deputy Commissioner K Amarnarayan has ordered the cancelling of licenses of those goods autos which are being used to transport passengers. The bus owners raised objections against the goods autos in the meeting.

The autos do not have permit to carry passengers. Even then there is this menace in the district in many places. As a result the buses are suffering losses. Action should be immediately taken against them.

In one week action will be taken against all goods autos. Permits will be cancelled of those who violate the rules and along with it the RC books should be confiscated. The driving licence of the autorickshaw drivers should also be cancelled, directed the Deputy Commissioner to the RTO

Gopalaswamy Hills to be plastic-free zone


The State government has finally woken up to curb the harm caused by tourists to the unique landscape of the Gopalaswamy Hills, one of the ranges of the Bandipur Tiger Reserve.

The government, in its order dated May 28, has fixed visiting hours and has imposed several conditions to ensure minimum disturbance to nature here.

The order comes in the backdrop of the tourist menace reaching a pinnacle, with plastic being found to be strewn almost everywhere in the forest range.

Restriction

An order by B J Hosmath, Chief Conservator of Forests, Project Tiger, Mysore, restricts visitors from entering the range before 8.30 am, while the time of exit is 4 pm.

In the order issued under Section 28 (r) of the Wildlife Protection Act 1972, the region has been declared free from plastic.

“Bringing water bottles has been banned. If brought, they should be shown at the forest checkpost on arriving and leaving and should compulsorily be taken back”, says the order.

It says that food items and snacks should not be brought in plastic bags. Even devotees coming to the Venugopalaswamy Temple have been directed to co-operate by not bringing pooja items in plastic bags.

“In case if they are brought in plastic bags, the bags should be handed over at the checkpost and cloth bags should be purchased there to carry the items,” the order says.

Thing of past

Disposing of waste of all kinds in the Hills will be a thing of the past if the order is followed strictly. Trekkers have been directed to leave the park within three hours of their entry, while those who enter by vehicles should move out within one-and-a-half hours.

The order also says that even the accommodation at the guest house atop the Hills should be given only if there is permission from the office of the Chief Conservator of Forests.

Wildlife enthusiast Praveen Ramaswamy and Himagiri Conservation society (HCS), a Gundlupet based-NGO, had taken up the issue of saving this range with the forest department. HCS was instrumental in clearing a lorry load of plastic from the forest range.

R Raghuram, field co-ordinator, HCS said that the problem had become so serious that even the scats of wild animals, especially the elephants and gaurs which are frequently sighted here, contained bits of plastic.

Development in Hogenakal lagging behind

Tourists visiting the famed Hogenakal falls in the district are in for a rude shock, as there is nothing encouraging for them here.

The half-done bridge near the Hogenakal falls in Chamarajanagar district. Even funds earmarked and sanctioned for development of infrastructure have not been fully utilized, thus leaving the tourists disappointed. Both the state government and the tourism department have neglected the falls.

While the Tamil Nadu government has spent more than Rs 100 crore to give a boost to tourism in its part of the falls, the funds sanctioned for development on Karnataka part does not exceed Rs 1 crore, but even this amount has not been fully spent.

The Karnataka tourism department had initiated projects worth Rs 1 crore in 2008. In the first installment Rs 50 lakh had been released. Later, in 2010 the remaining funds were released in two installments. However, till date only Rs 62 lakh has been spent.

The project included two huge watch towers, two small watch towers, two toilets, one overhead water tank, and a 600 metre long bridge to the watch tower near the waterfalls.

The project had been entrusted to the Nirmithi Kendra.

The watch towers and toilets are ready, but the bridge is half-done even after three years. The result, tourists cross over to the Tamil Nadu part of the river in coracles to reach the falls.

Assistant director of tourism Phaneesh said: “The works are 70 per cent complete. Due to the rainfall in the catchment area and increase in the inflow of water, the works have been temporarily stalled. As soon as the inflow of water reduces, the works would be resumed.”

Quarrying drills a hole in exchequer

The State government has incurred losses to the tune of Rs 1,686.53 crore, thanks to granite quarrying in Chamarajanagar district.

Between 2004 and 2007, miners have continuously engaged in quarrying in Chamarajanagar and Kollegal taluks, but have evaded payment of dues.

The State government has advised the district administration to take stringent measures to make good the loss. It has set a deadline and instructed it to recover the dues from the miners.

Industrialists from Andhra Pradesh, Tamil Nadu, former and current ministers, MLAs et al, are said to be in the business under benami names. Some senior officers of the Mines and Geology department are also hand in glove with the miners, it is alleged.

Kollegal taluk has incurred a loss of Rs 792 crore and Chamarajanagar Rs 894.53 crore. More than 35 mines have allegedly defaulted on payments, thereby necessitating a detailed inquiry into the matter.

The State government has ordered issue of notices to khata owners on whose lands mining is taking place. The district adminstration has been told to conduct a reality check of granite quarrying through video shoots and snaps to estimate the extent of quarrying, to identify the number of companies involved, and also to record the reasons given by defaulters. Statements of the villagers will also be taken into account.

The granite variety available in Chamarajanagar is popular in Asia. Hence, a spurt in the number of mines in the region. It is alleged that unbridled quarrying is taking place around the Cauvery Wildlife Sanctuary and the Biligiri Ranganathaswamy Hills Tiger Reserve.

Rs. 33 cr for tourist-friendly facilities at MM Hills

Works on shopping complex, six dormitories, lakes to be taken up

Though thousands of devotees visit Male Mahadeshwara Hills or MM Hills, which is one of the popular pilgrimage centres of the district, little has been done for the benefit of the tourists.

There were allegations that there is misappropriation in the funds of the temple and steps have been taken to put a fullstop for the same.

Now, the officials are gearing up to prevent any embezzlement of the profit which is expected to cross Rs 10 crore, every year.

Speaking to Deccan Herald, special officer of the temple Jayavibhava Swamy said it has been decided to utilise Rs 33 crore that includes donation and state government’s fund, to create facilities for the visiting tourists. Stress has been laid to maintain cleanliness and hygiene around the temple.

With the increase in the number of visitors to the holy shrine, it is common for the tourists to face problems in finding a perfect accommodation. It has been decided to construct six dormitories at the premises at a cost of Rs 75 lakh each, and help would be sought from the philanthropists.

A shopping complex at a cost of Rs 5 crore to Rs 6 crore will be constructed and funds from the government and temple will be utilised. The forest department has been directed to prepare a blue print for the renovation of the steps of the mountain. A facelift to Chikkahole and Doddahole (lakes) has also been suggested. An open theatre will be constructed for the devotees who would like to sing bhajans and praise the lord. A museum will also be constructed to attract more tourists. Solar steamer and biogas plant would be constructed to reduce the power bills which is a whopping Rs 10 lakh. Plan is also on to construct a 50-room building to facilitate visitors. By providing the necessary facilities there is a hope to increase the profit to more than Rs 20 crore. The works would be launched in phases, added Jayavibhavaswamy.

Water woes

The existing water problem at the premises has come as a big blow to the development works that has been planned. It was decided during the S M Krishna tenure to draw water from Palar and the then Tamil Nadu chief minister Jayalalitha had knocked the doors of the court. Later, the Supreme Court had delivered verdict that permission may be given to provide drinking water.

Karnataka Water Supply and Sewerage Board had been given the responsibility of supplying water at a cost of Rs 25 crore, but it has not seen the light of the day. The devotees stress that the authorities concerned should take steps to complete the works at the earliest.

Mandya all set to get waste disposal unit

MANDYA: If the Mandya city municipality council gets its waste-to-energy plant to dispose of solid waste, it'll be the first urban local body in the state to use this technology which can generate energy too. The CMC has been planning to use this technology with the help of a Mumbai-based company. CMC president Arun Kumar said the project can mitigate the solid waste problem significantly. "Initial studies showed that this plant reduces the economic burden as well as environmental pollution. Moreover, we don't need large tracts of land to bury solid waste." Arun Kumar, Concord Company, said the CMC plans to set up the plant on the Build-Operate-Transfer model in Mandya at a cost of Rs 20 crore.

The CMC's general body meeting on August 5 cleared the proposal. "If the director of municipal administration gives its permission, we can operationalize the plant within six months," he said. Concord Company operates similar plants in Mumbai and Pune. In the proposal, the company asked the CMC to provide 3 acres and to supply 80 tonnes of solid waste every day to its plant. As it's a self-sustaining unit, it doesn't require water, fuel and chemicals. The company will run the plant for the next 20 years and then hand it over to the CMC.

Government plans Gaganachukki-Bharachukki Utsav

MANDYA: The two-day Jalapathotsava, the festival of falls, that attracts thousands of tourists to the region, at the Gaganachukki falls, will be celebrated as ‘Gaganachukki-Bharachukki‘ utsav from next year. The event will be organised by both Mandya and Chamrajanagar district at the Bharachukki falls in Kollegal taluk.

Around two lakh tourists from Kerala, Mysore, Mandya and Chamrajanagar district turned up for a glimpse of the illuminated falls last year during the Jalapathotsav. Chamrajanagar MP R Druvanarayan said that the Union government has planned a mega project in the tourism circuit, covering Mysore, Mandya and Chamrajanagar district.

He said that `100 crore will be sanctioned to improve tourism in Bharachukki-Gaganachukki, Melukote, B R Hills, M M Hills and other tourist spots in the region.

Karnataka Government, Prinicipal Secretary M K Shankerlinge Gowda said that the government is keen to organise ‘Bharachukki- Gaganachukki’ utsav.

He said that the government would extend all support towards the festival of falls.

Chamarajanagar to get traffic police station

Director-General and Inspector-General of Police Shankar Bidari has said a separate traffic police station will open shortly at the district centre with the release of Rs. 30 lakh for the setting up of a mobile police station.

Addressing presspersons here on Monday, he said the Government had agreed to sanction traffic police stations to towns in which the population exceeded one lakh. He stressed the need to open a traffic police station in Chamarajanagar.

He said there was no need for a women's police station, as women constables would be posted in all police stations to handle cases pertaining to women.

To a question about the vacant post of Superintendent of Police in Chamarajanagar district, he said an IPS officer would be posted there shortly. Mr. Bidari was here to depose as a witness at the district sessions court in a case of illegal possession of arms against Rayappa, who was arrested by Mr. Bidari in 1980. Mr. Bidari, who was a probationary IPS officer here in 1980, had arrested Rayappa of Jyothigowdanapura for illegally possessing a gun.

Later, Rayappa was absconding for about 25 years and settled in Tamil Nadu. Recently, he was arrested by the Ramasamudra East police and produced before court, which had summoned the DG&IGP three times.

But Mr. Bidari could not attend court owing to other obligations. On Monday, he visited the court after 31 years and identified the arrested person as Rayappa.

Ring road proposed at Rs 5.54 crore for Ch’nagar

Administrative approval granted; tender to be floated soon

With vehicular traffic increasing on national highway-209, which passes through the city, plans are afoot to provide a ring road in order to reduce the pressure. NH-209 connects Sathyamangala and Dindugal in Tamil Nadu.

A plan had been chalked out about five years ago to lay the ring road from the Government Polytechnic on the outskirts of the city. But, due to problems in land acquisition, the plan was kept on hold.

An estimate for Rs 5.54 crore had already been submitted to the town planning directorate.

Now, it has received technical and administrative approval. MLA C Puttarangashetty recently declared that tenders would be floated soon and work would commence at the earliest.

Use of the deviation road by heavy vehicles bound for Tamil Nadu from Nanjangud and Kollegal was common. But the road is narrow and lacks footpath at several places.

With school and college students using the road, dense traffic is turning out to be a problem for many residents.

If the ring road begins near Government Polytechnic College, vehicles coming from Nanjangud can use it, thus reducing pressure on the deviation road.

Mahadev Prasad, Gundlupet MLA, has said that the Government has approved an action plan of Rs. 271.05 crore for providing drinking water to 166 villages of Chamarajanagar taluk and 131 villages of Gundlupet taluk. Addressing presspersons here on Friday, he said the efforts were being made to implement this drinking water supply project since 2005.

More funds urged to ease water problems in Ch’nagar


The cries of the residents of Chamarajanagar over the water problems faced by them since years seem to have not reached the authorities concerned as the water is being supplied once in three days irrespective of the holidays and festivals, inviting the wrath of the people here.

While the district administration has been citing lame excuses like technical snag for irregular water supply, the residents no more have confidence over the babus.

The water is being released to the district centre from Cauvery river in T Narasipur via Santhemarahalli.

Around 10 villages surrounding the district gets water through the same pipeline but ironically, the residents of these villages do not pay water bills.

More than 50 per cent of the water supplied is spent by these villages and the remaining water is not sufficient for the city. The proposal seeking a separate pipeline to the city is still pending with the government. According to information available from the city municipal council, the city supplies 55 lakh litres of water. There are 255 bore wells and 218 hand pumps and the remaining borewells have been fixed with motors to draw water.

As per the guidelines every person requires 135 lts of water everyday. It is not being followed as water is being supplied alternate days or sometimes once in three days.
The water pipes laid in some wards that comprises houses, hotels, shops have worn out, that has resulted in leakage of water. Hence, the upgradation of water works has been launched and Rs 7.56 lakh has been allotted and works are under progress.

The funds are also being utilised for laying new pipes at required places. The residents say that unless a new pipeline is laid from T Narasipur to district centre, the water problems will not come to an end. Senior citizen Rudrappa claim the lack of interest in solving the water issue by the elected representatives is the main reason for their problems.

Those houses which have borewells do not face much problem but those depend completely on the water supply by the CMC are the worst affected. They urged the government should allot additional funds for laying exclusive pipes for the city and the onus lies on the elected representatives to lay stress on the government towards the problem.

Drinking water scarcity to ease soon in Mysore, Chamarajanagar

Projects worth Rs. 616 crore approved in these districts: Shettar

“Drinking water scarcity in parts of Mysore and Chamarajanagar districts will ease as the Government has approved projects worth Rs. 616 crore.

This includes 18 major projects for Mysore district, costing Rs. 355 crore, while Rs. 261 crore has been earmarked for the Chamarajanagar district,” Minister for Rural Development and Panchayat Raj Jagadish Shettar said on Friday.

He made the announcement here at a mass marriage ceremony held as part of the Suttur Jathra Mahotsava at Nanjangud taluk.

“The drinking water problems in Nanjangud taluk will be also ease as 124 villages in the taluk will be covered under these projects,” Mr. Shettar said.

He said of the Rs. 261 crore earmarked for the Chamarajanagar district, Rs. 115 crore would be spent to augment water supply in 131 villages in Gundlupet taluk and Rs. 145 crore for 166 villages in the Chamarajanagar taluk.

“The Government is committed to solving the drinking water problem in rural areas of the State and will take up works providing civic amenities,” Mr. Shettar said. Earlier, Chief Minister D.V. Sadananda Gowda inaugurated the programme to mark the mass marriage in which 162 couples tied the knot. The Chief Minister praised the Suttur Math for conducting the event on a regular basis

The mass marriage was the 13th in the series conducted as part of the Jathra Mahotsava.

The couples were blessed by Sumitra Gandhi Kulkarni, granddaughter of Mahatma Gandhi.

Chamarajanagar to get new identity

The backward district of Chamarajanagar is looking to put some of its major attractions on the tourist map, to draw visitors in increasing numbers.

Work on a few projects is already in progress, while a few more are awaiting clearances at the state government level. A proposal made in the Rs 100 crore grant is a trolley-type facility for visitors at the famous Bharachukki falls, one of the two arms of the Cauvery falls that comes under the district. The other Cauvery falls, Gaganachukki, is in Malavalli taluk of Mandya district.

Steps at the Bharachukki falls have already been improved. A trolley-type facility would help tourists to get an eye full of the nature’s grandeur, particularly for the aged, Dhruvanarayan said here on Wednesday. Gopinatham, a tiny village on the border of Chamarajanagar district, made a name for the worng reasons, during the heydays of forest brigand Veerappan, as he hailed from this area. This place will now be an eco-tourism centre. Thirteen cottages of eye-catching shapes have already been built by the State Department of Tourism in collaboration with the Forest Department. A few watch towers have also been built at vista points to witness the scenic ghats and the forests. Plans are afoot to develop the Suvarnavathi dam area on the lines of the famous Brindavan Gardens in Mandya district. A mini-Brindavan Gardens is being proposed here. "This can be an ideal tourist attraction during a stopover for those commuting via Coimbatore," the MP told Business Standard.

"Clearance for land and a few other formalities need to be completed by the state government. Once these formalities are through, the other projects can be initiated," Dhruvanarayan said. There was also a proposal to build a stadium at Chamarajanagar with the Centre's aid, he added. About the 'Jalapathothsava', the festival of water falls, held only once though, was announced to become an annual event, he said. The district incharge minister had to take interest as the festival was a state government initiative to popularise the Bharachukki falls. The Congress MP, at a press meet earlier, strongly criticised the state government for failing to make use of the Central grants sanctioned for the welfare and rehabilitation of tribals and other traditional forest dwellers. Though Rs 94.27 crore had been sanctioned, of which Rs 57.47 crore had been released to the deputy commissioners of five districts, including Chamarajanagar over a period of five years from 2007-08 and 2011-12, the amount spent was only Rs 14.11 crore. Dakshina Kannada, Udupi, Kodagu and Mysore are the four other districts covered under the conservation-cum-development plan for the all-round welfare of the tribal communities. Charging the state government of 'total indifference' towards the welfare of 45,899 tribals in the five districts, Dhruvanarayan wondered as to what had happened to the rest of the amount. He had urged the chief minister yesterday to speed up implementation of the schemes.

Ch’nagar second in implementing NRHM

The border district Chamarajanagar, which has been tagged as the one of the backward districts in the State stands second place in the district in implementation of National Rural Health Mission (NRHM).

A district-level awareness and incharge committee meeting was held in the city on Tuesday, which reviewed the progress, implementation and the reach of the project and the steps taken by the authorities concerned.

The officials submitted the report on the statistics of the mortality rate of infants and mothers, 100 per cent achievement in hospital delivery and steps taken to control the population level.

While the infant mortality rate stands at 178 for one lakh mothers in the state it is 97 in the district. With the proper implementation of the NRHM programme, the mortality rate of mothers is eight for the current year. Steps have been taken to reduce the figures, the officials explained.

MP R Dhruvanarayan expressed happiness over the implementation of NRHM in the district. The officials of health department should take the responsibility of creating awareness and strive to bag the first place in the district.

Only if awareness created among the elected representatives in the taluk-level, it is possible to reach the target, he said. The MP also stressed on maintaining cleanliness and hygiene in the primary health centres. Admitting that there are shortage of doctors in the hospital, he said the public resort to assaulting the doctors for medical failure. This is also one of the reason for the doctors hesitating to serve the rural areas. Additional deputy commissioner Dr H T Chandrashekar, ZP president K Rajeshwari and others were present.

M M Hills to get Cauvery water by October

Religious and Endowment department commissioner Krishnaiah said with the ongoing works on supplying drinking water to Male Mahadeshwara hills from Palar bridge is 75 per cent complete, the devotees visiting the hills would get Cauvery water by October.

Addressing a news conference in Chamarajangar on Monday, he said discussions will be held with the authorities concerned to expedite the works soon. If water from Cauvery river reaches the hills the existing drinking water problems will be solved.

Volunteers have to come forward and donate liberally so that the drinking water crisis does not arise during the Shivaratri jatra mahotsava. He also appealed to the people to maintain the cleanliness and hygiene of the temple and cooperate. Already 300 pourakarmikas have been appointed to keep the premises clean.

Parking

Special parking facilities have been made for the vehicles. Tourist buses and lorries have to be parked to the left of Mahadeshwara bhavan and exit from Sri Shaila guest house. Cars, jeep, tractor at the grounds of Mahadeshwara high school and light vehicles to be parked at the Salur Mutt road.

Two-wheelers at PWD office premises, Government vehicles and ambulances near hospital, shopping complex. Emergency vehicles, VIP and police vehicles near the horticultural office and police station.

Security

Temple administrator Jayavibhavaswamy said temporary toilets and drinking water facility would be made for the devotees who arrive at M M hills during Shivaratri festival.

He said police security will be beefed up with 380 police deployed at the place including 50 women cops. 400 home guards will be on duty. Four water tankers would be brought on contract to provide drinking water.

More than 150 taps would be installed on main roads and at the mass feeding spot. Temporary toilets would be set up at 10 places.

Special counters

State Bank of Mysore will open special counters near ‘Dasoha’ and Horticulture office to accept donations from the devotees for the mass feeding scheme. LCD television would be installed at places to enable devotees have darshan of the lord. CCTVs are also installed for security purpose. Cultural programmes will be held from February 18 to 22.

30 lakh for Rathotsava

The religious endowment department and the administrative committee of Sri Malemahadeshwara Swamy temple have made all arrangements for the jathra mahotsava to be held from February 19 to 23 on the occasion of Shivaratri.


The Rathotsava would begin on February 22 at 7.30 am under the guidance of Guruswamy and Immadi Mahadevaswamy. As lakhs of devotees are expected to attend the Rathotsava from both Karnataka and Tamil Nadu, Rs 30 lakh has been earmarked to provide basic amenities like drinking water, public toilets, etc.

KSRTC, private bus owners and the temple would ply special buses from various parts of the state for the benefit of devotees. Special buses will also ply from Tamil Nadu.

Free food

Free food would be provided to all devotees throughout the jathra mahotsava at the new and old dasoha bhavans and also on the premises of the Malemahadeshwara High School.

State religious endowment commissioner Krishnaiah held a meeting to discuss preparations for the Rathotsava at the DC office Hall in Chamarajanagar on Monday.

He directed the district level officers to take all measures to avoid any inconvenience to devotees and provide complete security. MLA R Narendra, administrative officer of the temple Jayavibhava Swamy, executive officer Chandrasekhar, additional deputy commissioner Dr H T Chandrasekhar, superintendent of police P Rajendra Prasad and assistant commissioner A B Basavaraju were present on the occasion.

Lake vanishes overnight

While the government is releasing crores of rupees for the water related projects so that the water problem does not become a major issue in future, especially with summer around the corner, an incident of land sharks encroaching the whole lake has come to light in Kollegal on Friday.

The lake is situated near Poornaprajna layout at Shiradi Sai Mandira layout in the town on survey no 669.

Surprise

Majority of the health freaks in city use this layout for morning walking and jogging and used to cross the lake everyday. The early morning walkers were in for a surprise on Friday to find the lake missing and no signs of a lake existed there. This was immediately informed to the taluk administration. Officials from the department of land survey arrived and surveyed the spot and clarified that there was a lake on survey no 669.

Assistant commissioner A B Basavaraju assured to take action against the land mafia which had encroached the lands and protect the lake. The environmentalists have stressed the generation next not to involve in such illegal activities.

New hospital building yet to see light of the day in Ch’nagar

Project completed on schedule; inauguration delayed by 10 months

The new hospital building in Chamarajanagar stands as a mute witness to the negligence of the elected representatives and the authorities.

Though the works have been completed months ago, the hospital is yet to be inaugurated and waiting to see the light of the day.

The people in the elite class which comprises the elected representatvies are not worried over the same, but it is the people from the economically weaker sections and rural background who are the most affected and have been denied the much-needed essential service.

Public complain that the netas and babus have turned a blind eye over the issue and have been delaying the formal inauguration.

A 150-bedded hospital was begun eight years ago and was later upgraded into 250-bedded for the benefit of the poor. Later, works for additional building was launched at a cost of Rs 10 crore under Karnataka Health system development project.

A deadline was given to complete the work by April 2011 . Though the hospital works were completed at the scheduled time, it was not inaugurated.

According to government rules the procedure for the appointment of medical and paramedical staff begins when the hospital building is 75 per cent complete. But, no steps have been taken so far for the appointment here.

The current hospital has 112 posts sanctioned comprising 18 experts.

Out of this, 98 posts are filled and remaining vacant. The para medical staff are working on contract basis and additional staff are required for serving the poor.

If the appointment process had begun for the new hospital in time, the 100-bedded hospital would have been a boon to the people here. There were also plans to open delivery, surgery, x-ray, paediatric and other units.

Mandya: Rs 300 crore for drinking water projects

Home and district in-charge minister R Ashoka said the government has been stressing on completing various development works in the district. “More than Rs 300 crore has been released in the past two years for implementing drinking water projects in Mandya district,” he said.

Speaking after launching various development works at the newly-constructed stadium in Malavalli recently, he said more projects were being implemented in the region with an main objective of overall development.

The government has spent more than Rs nine crore under Suvarna Bhoomi project and Rs 434 lakh has been advanced as loan for Stree Shakti Sanghas.

State government is committed for overall development of the state and priority would be given for the upliftment of people of all communities in the coming budget.

The budget to be proposed by chief minister D V Sadananda Gowda will give importance to farmers, poor and downtrodden, scheduled tribe and others, he added.

MLA P M Narendraswamy said steps have been taken to fill the lakes and tanks in P G Pura hobli through Nanjapura lift irrigation project, so that there is sufficient water for cattle during summer.

“The Mysore road in the town would be developed into a four-lane road. Underground drainage works would be completed and asphaltation of roads done soon,” he said.

The most awaited B R Ambedkar Bhavan would be completed and would be turned into a main educational centre, he said.

Credit plan for Mandya district launched

DC calls for simplification of processes in banks
Deputy commissioner Dr P C Jaffer said it was the responsibility of banks to simplify the process for opening of accounts and disbursement of loans to reach banking facilities to all the needy people in rural areas.

He launched the district credit plan, for the financial year 2012-13, chalked out by the Lead Bank of the district — Vijaya Bank — projected at Rs 1,635.70 crore, an increase in 30.26 per cent over last year’s projection, at the Zilla Panchayat Hall here on Monday.

Lauding the banking sector for drawing the plan in advance he said the district administration should take it as a good example. He said that most of the projects and programmes become a failure as most of the time is spent on chalking out an action plan and little time is left for spending money and implementing a project within the stipulated financial year.

He called upon the officials to draw action plan within the first quarter of the year so that it can be implemented in the second quarter. “So plenty of time would be available for rectifying anomalies if any, in the process,” he said.

Just achieving 100 per cent banking target and financial inclusion of people in rural areas does not help unless the attitude of the bank staff change towards poor people, he said.

“Even though loan facilities are available from banks at reasonable rate of interests, people do not get loans for their immediate needs due to several process that take a lot of time. So, again people depend on private moneylenders, who charge exorbitant rates of interest, but provide the loan amount instantly,” he explained.

Assistant general manager of National Bank for Rural Development (Nabard) Bindumadhava Vadavi read out the credit plan that covers agriculture and other sectors.

For priority sector the banks have earmarked Rs 1,410.86 crore and other sectors Rs 224.94 crore. Under priority sector, the banks have planned to disburse Rs 637.38 crore towards crop loans under agriculture, it is 33.92 per cent higher than last year’s plan.

Minor irrigation would get Rs 25.08 crore, agriculture mechanisation Rs 41.15 crore, horticulture and plantations Rs 26.71 crore and bullock carts, animal husbandry and other allied sectors Rs 83.27 crore.

ZP chief executive officer G Jayaram, representative of Reserve Bank of India Sunil Kumar, regional managing director of Vijaya Bank Jayarama Shetty, Mallikarjuna Swamy of State Bank of Mysore, manager of Lead Bank Suresh Kumar Rao and manager of Vishveswaraya Grameen Bank Govinda Dongre were present on the occasion.

Jet mechanism to clean underground drain

Finally the Mandya City Municipal Council has launched jet machine to clean the underground drain thus sparing the pourakarmikas who were involved in manual scavenging for years.

The drains at Hosahalli circle and near Bal Bhavan in Ashoknagar were cleaned on the occasion.

Speaking on the occasion CMC president M P Arun Kumar said that the machines has been purchased at a cost of Rs 35 lakh under 13th Financial project. With the launching of the new machine, all the problems pertaining to underground drains is expected to be solved.

In future, the system of men getting down the manhole and gutters for cleaning will be cancelled.

Steps will be taken to clean the drain regularly so that related complaints are not lodged. Former minister M S Atmananda, Standing Committee president Sridhar, Venkatesh, Savitha, Mysugar former president Siddramegowda and others were present.

Ring roads planned to beat traffic problems

“To avoid traffic problems in city limits, ring roads are being planned,” said Karnataka Urban Infrastructure Development and Finance Corporation managing director Harsha Gupta.

He was discussing with officials about various projects including drainage and drinking water supply taken up by Karnataka Urban Development and Finance Corporation.

Construction of ring roads in city will be taken up with essential technical guidance of corporation and officials need to have information regarding implementation of the works. “With construction of ring roads, land value across the roads will increase. Farmers will be benefitted and good road will be available for public. Land owners have to be made aware of profit gain with the construction of roads,” he said.

The work of drainage which has been taken up with an estimated cost of Rs 26 crore has to be implemented effectively. No resident area should be left out, he added.

Gangadhar, in charge of project, said, 60 km survey has already been done for the drainage system. The work will start by the month end and if some problem exists, it will be started within first week of April.

No takers for railway quarters in sugar town

Lack of basic amenities forces eligible staffers to turn their back on facility created by dept

The railway quarters in Mandya, constructed at a cost of lakhs of rupees for employees of the department , are now in a deplorable condition as they are unoccupied. Now, rumours are rife that they have become a hot spot for nefarious activities.

The quarters were constructed only three years ago, but no employee is willing to occupy them.

Hence, vacant quarters have become a safe haven for unscrupulous elements who misuse the place for consuming alcohol and other illegal activities.

In all, 10 houses are vacant now, which is ruining the whole environment there.

A majority of the railway employees posted in Mandya commute from Mysore or Bangalore. Those who are residents of Mandya prefer to live in their own houses or areas.

They claim that residing in the quarters is not compulsory and the government also pay house rent allowance to those who don not avail quarters.

The main reason for railway employees to hesitate is lack of basic amenities like inadequate supply of drinking water, unhygienic conditions, lack of streetlights, etc.

Other reasons for not occupying the quarters are owning a house elsewhere, children’s education, disturbance due to rail sound, miscreants, etc.

One of the residents of the quarters, Nagarathnamma, said defunct streetlamps are not repaired for weeks and there is drinking water problem.

Moreover, miscreants gather at the spot as the sun sets and it is unsafe for those who return from the city to the area.

Those who have opted for the quarters are lower level employees and are suffering due to lack of facilities.

‘Investments of Rs. 5,000 cr. expected for Mandya district'

Joint Director of Industrial Development M. Sujnana Murthy has said that they expect investments of Rs. 5,000 crore in various sectors in Mandya district through the Global Investors Meet (GIM) in June in Bangalore.

Addressing presspersons here on Wednesday, Mr. Murthy said this would lead to the creation of at least one lakh jobs in the district.

Mr. Murthy said: “We are preparing Vision 2020 document for the overall development of the industrial sector in Mandya. We will release the document at the meet.”

Mandya, Maddur, Malavalli, Nagamangala and Srirangapatna taluks have been identified for investments. As many as 1,500 acres of land have been identified near Pandavapura Road for the proposed Mandya New Town. Srirangapatna has been identified for the development of the information technology (IT) sector, Maddur for engineering and pharmaceuticals, Nagamangala for automobiles and Malavalli taluk for the textile sector.

Expressed interest

Seventy-three industries, including Abhimani Prakashana, Orient Green Power, M.K. Agrotech, Koramandal Sugars, Prem Sugars, Best Cottons and Mandya Rice Mill Clusters, had expressed interest in investing in the district.

Wipro and a few other companies had decided to invest near Mogaralli in Srirangapatna, Mr. Murthy added.

The administration would showcase the district's potential in sectors such as tourism, food processing, IT and Biotechnology at the meet.

The district administration had identified land in different parts of the district to set up industries. It would also provide basic infrastructure for investors, he said.

New hospital building still awaits opening

Wrongly printed invitations now find way to dust bin

This new building of the hospital has no luck of being inaugurated for benefit of public. Chief Minister Sadananda Gowda was to have inaugurated the building on May 3. But with the jinxed district tag, that is a far fetched idea.

The District government hospital of Chamarajanagar was upgraded to 250 beds capacity from 150.

A new building of Rs nine crore was constructed beside the old building.

Though it has been more than a year since the construction is completed, it has not been inaugurated till now. Dates of inauguration is also being postponed every now and then.

The new building constructed under the State health project, was scheduled to be inaugurated on May 3. It was even printed in the invitation card that chief minister D V Sadananda Gowda would inaugurate the programme.

It is said that bowing to superstitious beliefs, visit of the chief minister was cancelled to the districts.

The printed invitation cards are now thrown into dust bin.

Apart from this health department has shown its irresponsibility by printing wrong day.
The day and the date are mismatching. May 3 is Thursday while on the card it is printed May 3 as Friday.

According to regulations of the government, medical staff should be appointed when the hospital building is 75 per cent complete.

Necessary medical instruments should also be provided.

But the hospital has not been provided with any said facilities.

Neither district in charge minister nor local representatives have tried to convince chief minister to visit district. Public urge the respective authorities to appoint staff and inaugurate the hospital.

Ch’nagar: Priceless trees disappear in thin air

Tree-lined roads in the district are disappearing as many trees on road sides and in front of houses are being felled.

The practice of pruning trees has increased for construction of compounds or for shades in front of shops.

Though residents are involved in felling of trees, environmentalists say that the district administration has not taken any measures to check this.

Trees are found in large numbers only on the district court road. Many trees on B Rachaiah double road, which provided shade have now decreased in front of some shops.

But nobody is interested in planting saplings. Although the city municipal council plants saplings every year, they are eaten up by goats as there is no suitable protection.

According to rules of the Urban Development Authority, those buying sites to build houses should compulsorily plant two saplings in front of the house.

If the rule was followed by residents, the district would have had plenty of trees. Only a few residents plant saplings, some are interested in growing only ornamental plants.

Amidst the district administration’s negligence to nourish plants by roads, even the scheme of issuing free saplings to residents is not implemented. No awareness programmes are held in schools or colleges, complain parents.

Science college planned in Chamarajanagar district

University of Mysore (UoM) is seeking to expand its educational activities in the border district and promote Science. It is planning to open an exclusive Science degree college at Chamarajanagar. The proposal is being followed up seriously, UoM VC V G Talawar said on Monday.

This comes after the educationally-backward district netted Rs 35 crore community college aimed at promoting job-oriented courses. The university has an exclusive Science institution in Yuvaraja's College in Mysore. It is seeking to replicate the same in Chamarajanagar too. The Yuvaraja's is a constituent college of UoM.

Talawar said the university is focussing on promoting higher education in Chamarajanagar district, pointing at the setting up of PG satellite centre, which is one-year-old now. The PG centre is operating out of a government building next to the DC's office, which will be shifted to 54-acre campus under construction at Mariyala on the outskirts of the city.

The government engineering college is located next to the under-construction campus, which is facing problem as the forest department has taken objection to the allotment of the land. Referring to the issues, registrar (evaluation) B Ramu said UoM has conveyed that it will use 10 acres for the construction of buildings, and the rest will be used as an open space. "The 44 acres will remain as forested area," he added.

Ramu said the PG centre is crucial since some 1,000 students from Chamarajanagar district are studying at Manasa Gangotri, UoM's PG campus here. CCTVs to keep watch on Mandya

Cameras proposed at bus-stand, railway station, vital installations, tourism spots

The Police Department is gearing up to install closed-circuit television (CCTV) cameras across the district to strengthen security. The Mandya police have forwarded a plan in this regard it to the State police headquarters, and are waiting for approval.

“Under the police modernisation plan, we have decided to install CCTV cameras at different parts of the district in a phased manner,” Koushalendra Kumar, Superintendent of Police, told The Hindu .

Places identified

“We will install CCTVs at 20 places in Mandya city and a good number of surveillance cameras at different parts of the district,” Mr. Kumar said.

According to another police officer at the State police headquarters in Bangalore, “The Mandya police will install the CCTVs at Mandya bus-stand, railway station, V.V. Road, Holalu Circle, and offices of the Deputy Commissioner and Superintendent of Police.”

Besides, the Police Department has also decided to install surveillance cameras at major tourist destinations in the district.

“We will install surveillance cameras at Sangama, Mekedatu, Sri Ranganatha Swamy temple, and Tipu's palace and armoury in Srirangapatna,” said a senior police official.

For security

A source told The Hindu that the initiative was aimed at improving security in Mandya. The department would install such cameras at traffic intersections, crowded places and vital installations in Maddur, Malavalli and other taluks. The police hoped to check terror strikes and crime.

The department would set up a control room in Mandya. “The cameras will be highly advanced, with features such as capturing high resolution pictures even at night. The footage will be stored for at least 30 days,” a police officer said.

KSRTC city bus service in Mandya within a week

The Karnataka State Road Transport Corporation (KSRTC) will launch the Mandya Nagara Sarige services within a week, Minister for Home and Transport R. Ashok said here on Wednesday.

The KSRTC had surveyed the routes and was all set to launch the service, he said.

Mr. Ashok inaugurated the Biofuel Information and Dissemination Centre by filling biofuel in a four-wheeler at the PES College of Engineering.

Assistance

The centre was set up in association with the Karnataka State Biofuel Development Board and the Centre for Alternative Energy Resources (CAER) of PES College of Engineering.

Steps

The setting up of the centre was part of the steps to popularise bio-diesel in the State, L. Prasanna Kumar, CAER project director, said.

“The centre will have a bio-diesel plant which can produce 40 litres of biofuel a day,” he said.

Dignitaries

M. Srinivas, Mandya MLA; Y.B. Ramakrishna, chairman, Bio-Fuel Development Board; A. K. Monnappa, managing director of the board; Gangaraju, Deputy Conservator of Forests; Basave Gowda, chairman, Mandya Urban Development Authority; and H.D. Chowdaiah, PES College president, were present.

Later, Mr. Ashok inaugurated the new building for the Regional Office of the Karnataka State Pollution Control Board.

South’s first fodder cake unit ready

District’s fodder problem to be solved, plan to produce 12 tonnes every day

The farmers of the district have a reason to cheer as the first fodder cake manufacturing unit in South India, being constructed near Manachanahalli-Kalanahalli, will start functioning in a couple of months.

The unit is being constructed with an objective to prevent wastage and also produce dry fodder with byproducts that are available aplenty in the district.

The establishment of the unit will encourage farmers, who had stopped rearing of cattle as they could not afford it due to rising fodder prices.

The dry fodder cake technology is used in North India. Cattle rearers in Punjab, Haryana and Uttar Pradesh use such cakes.

Boost dairy farming

The Karnataka Milk Federation (KMF) decided to set up a dry fodder cake production unit in the state to boost dairy farming. Such units were sanctioned for Chamarajanagar, Shimoga and Haveri districts.

The Mysore-Chamarajanagar District Cooperative Milk Producers Union Federation (Mymul), using the Rs one crore grant under the Rashtriya Krishi Vikas project, has set up the unit at Chamarajanagar well before other districts.

Mymul has purchased five acres of land for the purpose. More than 50 per cent of equipment have arrived and the remaining are expected in a week.
Production method
Hay from paddy, ragi and jowar will be cut into half inch size pieces and mixed with grains, husk, salt, etc. It is made into fodder cakes after processing.

Initially, there is a plan to produce 12 tonnes of cakes, with each weighing eight to 10 kg, per day.

As hay and fodder are utilised to make cakes, it would be a balanced food for the cattle.

It would help in increasing milk production and also fat content in the milk, said Mymul managing director Suresh Babu.

Preparations are on to float tenders to supply hay and raw materials. The price of the cakes will be decided later. The cakes will be sold to farmers in the district in a couple of months, he added.http://www.deccanherald.com/content/259976/souths-first-fodder-cake-unit.html

Mandya CMC approves Rs. 12.75-crore action plan

Amid strong opposition from the MLA, MLC and Opposition members, the Mandya City Municipal Council (CMC) approved an action plan to improve basic infrastructure in all wards at a cost of Rs. 12.75 crore, at its general body meeting here on Friday.

Bad roads, garbage collection, clogged drains and drinking water problem, however, dominated the meeting .

CMC president M.P. Arun Kumar said the council would improve basic infrastructure at a cost of Rs. 12.75 crore, which included a grant of Rs. 8.35 crore from the State Finance Corporation (SFC) and Rs. 4.25 crore from the 13th Finance Plan.

Claiming that the action plan was “unscientific”, councillors M.J. Chikkanna, K.C. Nagamma, Padmavathi and Shankare Gowda, among others, urged the CMC president to have a new action plan. They demanded that the grant be distributed equally among all wards of the city.

Mr. Kumar, however, said the action plan had been prepared based on the demands of citizens.

As a majority of councillors supported the action plan, Mr. Kumar approved it.

Tension prevailed for a while after a few councillors raised their voice against the approval.

They demanded that M. Srinivas, Mandya MLA, and B. Ramakrishna, MLC, intervene and oppose the action plan.

However, the CMC president approved the plan in spite of Mr. Srinivas’s suggestion that the plan not be approved.

Accusations

Some councillors alleged that the CMC had failed to keep the city clean and improve infrastructure.

Now you can board Mandya Nagara Sarige

Even though the land of sugar, Mandya, is witnessing development in all areas, the people here had to depend on private transport operators or on personal transport for day-to-day commuting till now.

The lackadaisical attitude of the Karnataka State Road Transport Corporation (KSRTC) in operating public transport in Mandya had made the private transport operators rule the roads.

Nevertheless, to cater to the needs of the developing city, the Mandya Division of KSRTC introduced city bus services, the city’s decade-old demand, on June 24 and has thereby put an end to the monopoly of private transport operators in Mandya.

Though autorickshaw, tempo, cab and mini buses were always crowded with passengers, the demand for city bus services had remained a distant dream till June 24.

Minister for Home and Transport and Mandya district in-charge R. Ashok inaugurated ‘Mandya Nagara Sarige’ (MNS) and promised to extend services in the future.

Five routes

KSRTC has introduced 11 low-floor buses with hi-tech facilities as a part of its first phase on Mandya-Hale Budanuru, Mandya-Kyathanagere, Mandya-Santhe Kesaragere, Mandya-Arakeshwara Temple and Mandya-Mandya (city round trip) routes.

According to KSRTC’s Divisional Controller (Mandya) N. Prakash Babu, ‘the MNS will relieve the people from the unfriendly cab and auto operators in Mandya.’

The corporation demands encouragement from the citizens for the success of the MNS, which is providing services to various areas up to eight kilometres from the Mandya bus stand.

The public and various organisations on several occasions had demanded city bus services. As a good bus fleet was the need of the hour, the corporation has introduced MNS, Mr. Babu said.

Some of the crowded places, where MNS buses are operating, are: Hale Budanuru, Swarnasandra, Guthalu, Factory Circle, Sanjo Hospital, Kyathanagere, Hosahalli Circle, Vivekananda Road, 100 ft. Road, Karnataka Bar Circle, Kannika Parameshwari Circle, Chamundeshwari Temple, Police Quarters, Santhe Kesaragere, Mangala, Ummadanahalli, Arakeshwara Temple, Holalu, Sathanur and Nanda talkies area.

Autorickshaws, cabs and private buses operating on these routes had gained notoriety through their rash and negligent driving.

The KSRTC officials say they are planning to introduce bus services on other routes too.

The spacious double-door buses are fitted with automatic doors, LED display boards, GPS-based automatic announcement systems and motorised exhaust and emergency exit systems.

Other routes

The KSRTC is also planning to extend the bus services to famous tourist places such as Ranganathittu Bird Sanctuary, Srirangapatna, Sangam, Tipu Palace, and Tipu’s armoury and other historical places in the district.

As of now the city bus services has been named as ‘Mandya Nagara Sarige.’ However, the KSRTC has plans to rename the MNS and is inviting suggestions from the general public, one of the top officers at KSRTC in Bangalore, told The Hindu .

The right name

A good numbers of netizens, through social network websites, have suggested the KSRTC to rename MNS as Bella on Wheels, Sihi Sarige, Sweet Chariot, Cauvery Sarige, Pallakki, Sir MV Sarige, Amogha, Vaibhav, Sakkare Sarige, Mandavya Nagara Sarige, Namma Mandya, Brindavan Sarige and other names.

Finally, Ch’nagar to get UGD system in place

Works taken up at a estimated cost of Rs 26.76 crore

The residents of Chamarajanagar can heave a sigh of relief as the district administration has restarted works pertaining to construction of underground drainages (UGD) in the city.

The works were launched ceremoniously in front of the city municipal council office last February.
But as the survey work for locating points for manholes and other planning were not complete, it resulted in inordinate delay in executing the works.

However, the related works were relaunched a month ago and laying of pipelines and construction of manholes have begun. There is only open drainage system in the district and lack of underground drainage had resulted in pollution, emanating of stench and becoming an eyesore.

Though the adminstration had enough funds, lackadaisical approach of the elected representatives and officials had caused the delay in taking up the work, say local residents.

As a result of the pressure exerted by the residents — demanding underground drains — the works were finally taken up under Karnataka Urban Infrastructure Development Fund with financial aid from Asian Development Bank.

The works, including flow of sewage water, maintenance of storage unit, manhole construction, laying of pipelines and others were taken up at an estimated cost of Rs 26.76 crore.

A company from Ahmedabad has been given the responsibility to execute the work. The storage unit is being constructed at an area of 16.16 acre near Boodithittu village.

A pipeline of 105 km is being laid and there is a plan to give UGD connection to 16,314 houses and 3,377 manholes constructed for the purpose.

A deadline of 18 months has been set for the company, which has bagged the contract. However, local residents opine that it will be difficult to complete the work within the scheduled time as the launch was delayed.

Flyover planned on highway in Mandya

The State government has dropped the proposal to construct a bypass to reduce traffic congestion on the Bangalore-Mysore highway and decided to construct a flyover instead.

The estimated cost of constructing the flyover, between Shivanahalli and Acetate Factory junction on the highway, was Rs. 6.5 crore. The project would be implemented on a public-private partnership basis.

Mandya Urban Development Authority chairman Basave Gowda told presspersons here on Monday that the authority had prepared a detailed report on the flyover project and forwarded it to the Department of Housing and Urban Development for approval.

Mr. Gowda told The Hindu later, “We conducted a meeting of officials of various departments a few weeks ago and finalised the project report.”

In 2006-07, the authority had planned to construct a bypass in Mandya to ease traffic congestion on the Bangalore-Mysore highway. The project entailed acquiring nearly 100 acres of land and the cost would have come up to nearly Rs. 75 crore.

“We don’t want to acquire fertile land to construct the bypass. Hence, we have decided to construct a flyover without acquiring any land,” he said.

Mandya, July 4- In a bid to avoid congestion of vehicular traffic on the busy Mysore-Bangalore Highway, in the heart of the sugar town, the Mandya Urban Development Authority (MUDA) has now come out with a proposal to build a flyover in the town at an estimated cost of Rs. 150 crore, said MUDA Ch-airman Basave Gowda here on Monday.

In 2006-07, the Authority had planned to construct a bypass in Mandya to ease traffic congestion on the Mysore-Bangalore highway. The project entailed acquiring nearly 100 acres of land and the cost would have come up to nearly Rs. 75 crore.

"We don't want to acquire fertile land to construct the bypass. Hence, we have decided to construct a flyover without acquiring any land," he said.

Karnataka to fund three rail projects


Bangalore, July 6 (IANS) Karnataka will share 50 percent of the cost of three railway projects in the state with the railway ministry, a minister said Friday.
"The cabinet has approved the three rail projects and decided to release the state's share of Rs.445 crore to execute them at the earliest for improving connectivity with a new line, gauge conversion of an existing line and a level-crossing," Education Minister V.H. Kageri told reporters.
The projects are construction of a 144 km new rail line between Bagalkot and Kudchi in the northern region at a total cost of Rs.816 crore, gauge conversion of 60 km rail line between Kolar and Chikkaballapur in the southern region at Rs.68 crore and level crossing at Bidar in northern district for Rs.6 crore.
"The cabinet also cleared the Rs.35-crore incentive package to silk farmers to produce quality cocoons during this fiscal (2012-13)," Kageri said.
Among other decisions taken at the two-hour long cabinet meeting were development of 13 horticulture projects across the state under the public private partnership and implementation of the Rajiv Gandhi Rural Electrification Programme (secondphase) in Dakshina Kannada, Uttara Kannada and Udupi districts across the coastal region by the state-run Bescom and Mescom utilities.
The cabinet approved setting up of Dayanand Sagar private university in Bangalore, Devaraj Urs private university at Kodigenahalli in Tumkur district, about 70km from here, a veterinary science college at Puttur in Dakshina Kannada district and re-location of Rajiv Gandhi University of Health Sciences (RGUHS) to Ramanagara, about 40km from Bangalore.
"The cabinet has agreed to provide guarantee to Bruhat Bangalore Mahanagara Palike(BBMP) for borrowing Rs.1,000 crore loan from state-run and private banks to fund its various civic-cum-infrastructure projects in the state capital," Kageri added.

Mahadeshwara hill road to get facelift

Housing and district in-charge minister V Somanna said special packages would be announced for development of Mahadeshwara hill and Chamarajanagar city.

He was speaking to media persons after attending a mass marriage ceremony at Mahadeshwara hill in Kollegal taluk on Sunday. He said despite getting ISO recognition, Mahadeshwara hill lacked in facilities for devotees visiting the shrine.

“Pilgrims are on the rise to Mahadeshwara hill over the years. They should get decent accommodation and drinking water facilities. Works in this respect are under progress.

Now, roads need attention. Rs 4.5 crore has been sanctioned to repair the Kollegal-Mahadeshwara hill road. The officials have been asked to prepare a project report for the road connecting Mahadeshwara hill with Palar in Tamil Nadu,” he said.

Pointing out that Chamarajanagar city was lagging behind in development despite being made the district headquarters 16 years ago, Somanna said a special package would be announced shortly.

“Residential quarters for government employees; a ring road to connect outskirts, newer areas; development of a new model residential areas and housing for slum-dwellers to make the city slum-free would be part of the package,” he said.

Speaking about drought relief works, the minister said discussions have been held with officials to understand the problem and review progress of relief works. “Severe drinking water problem has been reported from Hanur region in Kollegal taluk.

“Officials have been asked to supply water in tankers and also explore possibilities to supply water through pipelines from borewells. Directions have been issued to see to it that people do not face drinking water problem,” he said.

When his attention was drawn towards the problem faced by labourers under Mahatma Gandhi National Rural Employment Guarantee Scheme, he said alternative means would be explored to make payment to the beneficiaries.

He said the deputy commissioner would be asked to mobilise available funds to make payment at the earliest.

ಬೈ ಪಾಸ್ ನಿರ್ಮಿಸಿದರೆ, ರೈತರ 171 ಎಕರೆ ಭೂಮಿಯನ್ನು ವಶಪಡಿಸಿಕೊಳ್ಳಬೇಕಾಗುತ್ತದೆ. ರೈತರೂ ಭೂಮಿಯನ್ನು ನೀಡಲು ಸಿದ್ಧರಿಲ್ಲ. ಜತೆಗೆ ವಶ ಪಡಿಸಿಕೊಂಡ ಭೂಮಿಗೂ ಸೇರಿ, ಬೈ ಪಾಸ್ ನಿರ್ಮಾಣಕ್ಕೆ 600 ಕೋಟಿ ರೂಪಾಯಿ ಯವರೆಗೂ ಖರ್ಚಾಗುತ್ತದೆ. ಅದರ ಬದಲಾಗಿ, ಫ್ಲೈ ಓವರ್ ಅನ್ನು ಕೇವಲ 150 ಕೋಟಿ ರೂಪಾಯಿಗಳಲ್ಲಿ ನಿರ್ಮಾಣ ಮಾಡಬಹುದು.

ಹೊಸದಾಗಿ ಭೂಮಿ ಬೇಕಾಗುವುದಿಲ್ಲ. ಸುತ್ತು ಬಳಸಿಯೂ ಹೋಗಬೇಕಾಗುವುದಿಲ್ಲ ಎನ್ನುವುದು ಬಸವೇಗೌಡ ಅವರ ವಾದ.

ಆದರೆ, ಇನ್ನೊಂದೆಡೆ ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಅಶ್ವಥ ನಾರಾಯಣ್ ಹಾಗೂ ಶಾಸಕ ಎಂ. ಶ್ರೀನಿವಾಸ್ ಅವರು, ಫ್ಲೈ ಓವರ್ ಬೇಡ. ಬೈ ಪಾಸ್ ರಸ್ತೆಯನ್ನೇ ನಿರ್ಮಾಣ ಮಾಡಬೇಕು ಎಂಬ ವಾದ ಮಂಡಿಸುತ್ತಾರೆ.

ಫ್ಲೈ ಓವರ್ ಮಾಡುವುದರಿಂದ ಇಕ್ಕಟ್ಟಾ ಗುತ್ತದೆ. ಸಂಚಾರ ಒತ್ತಡ ನಿವಾರಣೆಗೆ ಶಾಶ್ವತ ಪರಿಹಾರ ಕಂಡಕೊಂಡಂತಾಗುತ್ತದೆ. ಎಲ್ಲಕ್ಕಿಂತ ಹೆಚ್ಚಾಗಿ, ಮಂಡ್ಯ ನಗರದ ಅಭಿವೃದ್ಧಿ ಯಾಗುತ್ತದೆ. ಇದರಿಂದ ಕೈಗಾರಿಕೆಗಳು ಈ ಕಡೆಗೆ ಆಗಮಿಸುತ್ತವೆ ಎಂಬುದು ಅವರ ವಿಚಾರ.

ಮೈಸೂರು-ಬೆಂಗಳೂರು ರಸ್ತೆಯಲ್ಲಿ ವಾಹನಗಳ ಸಂಚಾರ ಒತ್ತಡ ದಿನದಿಂದ ದಿನಕ್ಕೆ ಹೆಚ್ಚಾಗುತ್ತಿದೆ. ಅದನ್ನು ನಿವಾರಿಸಿಕೊಳ್ಳಲು ಪರಿಹಾರವೊಂದನ್ನು ಕಂಡುಕೊಳ್ಳಬೇಕಾಗಿದೆ. ಇಲ್ಲದಿದ್ದರೆ ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಸಮಸ್ಯೆ ತೀವ್ರತೆ ಮತ್ತಷ್ಟು ಹೆಚ್ಚಲಿದೆ

Nalwadi Krishnaraja Wadiyar’s statue to be installed in Mandya

Minister for Forests and district in-charge C.P. Yogeshwar has said the State government will install a statue of Nalwadi Krishnaraja Wadiyar — reckoned to be the founder of Mandya district — in front of the Deputy Commissioner’s office here.

Speaking at the Mandya District Formation Day and Nalwadi Krishnaraja Wadiyar’s birth anniversary celebrations at Kalamandir here on Monday, Mr. Yogeshwar recalled the contribution of Krishnaraja Wadiyar to the development of Mandya district in general and backward classes in particular.

Krishnaraja Wadiyar was responsible for the growth of the oppressed class in Mysore. He conceptualised reservation for Dalits in education and employment, Mr. Yogeshwar added.

Ashwath Narayan, MLC, requested that the government bring out a booklet onKrishnaraja Wadiyar.

The birth anniversary of the Mysore king was marked by a grand procession taken out by folk troupes, cultural troupes, and schoolchildren.

MALAI MAHADESHWARA HILLS TO GET AN AUTHORITY SOON: CM

The long-standing demand for the formation of MM hills Authority, an exclusive authority for the development of Malai Mahadeshwara Hills, Himavad Gopalaswamy Hills and other shrines in Chamarajanagar district will be fulfilled soon, said Chief Minister Jagadish Shettar, here yesterday.

He was speaking after inaugurating the Malai Mahadeshwara Jayanthi Mahothsava at Dasara Exhibition Grounds in city.

Replying to a set of demands put forth by the Working President of Malai Mahadeshwara Jayanthotsava Committee and former MLC D.Madegowda, he said that by forming a dedicated authority, the shrines in the neighborhood would be able to attract more number of devotees.

He also replied in the affirmative for setting up a branch of Folklore University at M.M.Hills and a Chair of Mahadeshwara at the University of Mysore and Folklore varsity.

Promising to complete the survey of 47 acres of land at the shrine earmarked for the development of park, he added that the land will be handed over to the temple authorities.

Continuing, he said that roads from Kollegal and Palar sides have been developed at a cost of Rs. 12.85 crore from the temple fund for the convenience of devotees from Karnataka and Tamil Nadu States and added that the government had already sanctioned Rs. 12.77 crore out of the Rs. 24 crore earmarked for the supply of Cauvery water to the Hill.

The CM also emphasised on the importance of conducting seminars and debates on Malai Mahadeshwara and dedicated a website of the shrine www.mmhills.com to the society.

Women beating drums and dancing in synchrony received loud applause from the viewers.

CM Jagadish Shettar, who walked into the venue amidst rainfall, expressed happiness and pointed out, “Each time I visit this city, rain gods shower blessings.”

Chamarajanagar faces drinking water hiccups

Scarcity of drinking water continues to dog residents of the city, forcing them to collect water and store for at least one week.

In several layouts, water isn’t supplied for more than a week. With the City Municipal Council (CMC) failing to tackle the issue, residents continue to suffer.

Supply of drinking water to the district headquarters from T Narsipur started in 2000-01. Even though eight to nine lakh litres of water can be supplied from T Narsipur, rampant power cuts and usage of old motors has led to decline in quantity of supply.

While the city should receive around 4.5 lakh litres, four lakh litres is supplied to 10 villages in the district. The main pipeline supplies water from the treatment plant at Mangala to Jalahallihundi, Kadalli, Doddarayapet, Masagapura, Madapura, Bogapura, Handrakallimole, Kiragasuru and Handrahalli.

The CMC pays Rs 2.75 lakh each year as electricity charges for pump houses and an additional Rs 75 lakh for maintenance. However, no cess is being collected from the 10 villages, which are benefitting from the project.

Each village has to pay Rs 8.40 lakh as cess and Rs 1.80 crore can be collected from all villages each year. But, with the CMC and elected representatives failing to collect any cess, villages get water without paying cess.

Meanwhile, the 700 HP pumpset installed 12 years back at T Narsipur to lift water has worn out and is not able to operate to its maximum. With the coffers drying up, the cost of installing a new pumpset costing around Rs one crore has taken a back seat.

Also, if a separate electricity line is drawn for pumping water, the problem can be reduced considerably, official sources said. Tourists flock to Mandya

The number of visitors to Srirangapatna, which is traditionally a popular tourist location, experienced a sharp rise last week.

On two days alone (October 24 and 25), a total of 28,000 tourists came to watch the musical fountains at the Brindavan Gardens at Krishnarajasagara dam. This was in sharp contrast to the previous months, in the wake of the Cauvery crisis last month, when the tourists’ inflow to the gardens had been minimal.

Many had also refrained from visiting the taluk because of prohibitory orders from September 29 to October 14.

On October 25, nearly 15,000 tourists flocked to Brindavan Gardens, according to figures released by Cauvery Neeravari Nigam assistant engineer Natesh. This was up from 13,000 people, who had visited the gardens a day before. Natesh said that these numbers are expected to increase during the coming weekend.

Good revenue

Ranganthittu Bird Sanctuary also witnessed an upswing in tourists. Not a single tourist had visited the sanctuary on the day of the Karnataka Bandh, October 6. In all, the sanctuary had earned only Rs 98,000 between October 1 and October 12.

From October 20, however, the numbers began to rise steadily. Some 800 people visited the sanctuary on October 20, followed by 1,250 people on October 21. A peak day was October 25 when some 1,600 people visited the park.

“The visitors are able to see birds such as Cormorant, White Ibis, River Tern and Night Heron — among others at the sanctuary,” says forester Anand.

Tipu Sultan’s summer palace Dariya Daulat, Cauvery Sangam, Gumbaz, Srirangathanaswamy Temple and other places such as Balmuri and Edamuri also witnessed an increased tourist inflow.http://www.deccanherald.com/content/288031/tourists-flock-mandya.html
