It is a seaside town situated on the banks of the Kali river which is on the west coast of the Indian peninsula. The town lies about 15 kilometres south of the Karnataka-Goa border and 519 km north-west of Bangalore. 'Karwar' also refers to the encompassing Taluk which includes the surrounding villages. The city has parallel and perpendicular concrete roads.

KARWAR: The hanging bridge that was built across Gangavali river, between Ramanaguli and Kalleshwar villages in Ankola taluk in Uttara Kannada district will be inaugurated on Friday. Vishweshwar Hegde Kageri, primary and education minister of state who is also the district minister of Uttara Kannada district will inaugurate the bridge on Friday afternoon. The bridge was built by the public works department at a cost of Rs 60 lakh.
The length of the hanging bridge is 178.5 metres. The bridge was the long standing demand of the people of Kalleshwara village which mostly comprises of evacuees from the Kali river project.

Karwar: The State Government will develop an international port at Tadadi in Kumta taluk in Uttara Kannada district with the cooperation of the private partners. The work in this direction is in progress, according to Diwakar, president of the Karnataka State Basic Infrastructure Development Corporation (KSBIDC).
Mr. Diwakar who visited the Tadadi port on Friday said Tadadi is one of the oldest natural ports in Karnataka and development of this port would lead to the economic prosperity in this region.
Funds allocated
To speed up the construction of the port a company ‘Tadadi Port Limited” would be set up, he said.
Tadadi port would be developed as a multi motive port and would be used to develop fishing activities, industrial activities and utilisation of local resources.
Job opportunities
It would increase the job opportunities in the region, Mr. Diwakar said. The development in the Uttara Kannada district will begin with the construction of Tadadi port.
The State government had already spent Rs. 3,000 crore for this purpose, he said.
Foreign companies
He said the KSBIDC would develop the port in association with two foreign based private companies.
The port was expected to export different commodities amounting to 34.251 million tons a year.
About 1,419 acres of land was already reserved for the port development, he said.
Decentralise work
The Coastal Regulation Zone (CRZ) department has been asked to give its opinion about the port.
The Tadadi port would become an international port within a span of 12 to 15 years, Mr. Diwakar said. KSBIDC believes the developmental works should be decentralised.
So the Chief Minster had constituted the development authorities for the Coastal Karnataka, Malenadu and North Karnataka. The development in State development in the State limited to Bangalore city.
Fishermen
Assuring that the construction of the port will not affect the fishermen in the area. There would not be any problem for the fishing activities, he said.
Local people would be taken into confidence before construction work begins, he said.

Railways incurring a loss of Rs. 2 lakh after extending Yeshwantpur-Mangalore train to Kannur
MANGALORE: People of coastal Karnataka are keeping their fingers crossed as their long-standing railway demands remain unfulfilled, and they have little hopes from the coming Railway Budget.
The news that the Railways hardly has any plan to provide connectivity between Karwar and Bangalore has dampened the spirit of the people of the region, ahead of presentation of the budget.
They had been hoping that the Railways would fulfil the demand in the coming budget at least. But a reply given by the Railways to an RTI application by activist Anil Hegde of Bangalore that no proposal in this regard came up before the recent Inter-zone Railway Time Table Conference (IRTTC) held in Pune has come as a disappointment.
Even Nalin Kumar Kateel, MP, had said that the then Minister of State for Railways E. Ahmed had promised a favourable action in lieu of the extension of Yeshwantpur-Mangalore train to Kannur. Although this train was expected to be extended to Karwar, lobby from Kerala, led by Mr. Ahmed, is said to have ensured its extension to Kannur. Activists fighting for better railway facilities have claimed that the train is being run with a daily loss of Rs. 2 lakh because of poor patronage in the Mangalore-Kannur sector.
What has hurt people the most is the fact that the South Western Railway had agreed for the extension of the train to Karwar in 2009 but the Railway Minister chose to extend it to Kannur.
Last year, there was a proposal to split the train at Mangalore and run 10 coaches to Karwar and seven to Kannur, but it appears to have been shelved.
A top Southern Railway official recently went on record that the Railways no longer encouraged splitting of trains.
‘Rail roko'
Various Rail Yatri Sanghas (commuters' associations) have come together to organise a ‘rail roko' in Udupi on Tuesday in protest against the Railways attitude towards coastal Karnataka. They have planned to block at least three major trains on the day. A pamphlet brought out regarding the agitation blamed the “disinterest” of MPs from coastal Karnataka in taking up the demands of the region seriously.
The other major demands of the commuters of the region are running the day train between Yeshwantpur and Mangalore daily instead of thrice a week; construction of catch sliding (space with rails for parking goods trains) between Mangalore and Subramanya to ensure movement of more passenger trains in the section; and direct trains from here to Hubli and Howrah via Arasikere and from Kollur to Guruvayur to connect two temple towns.
The activists have been demanding that work on the Nelamangala-Shravanabelgola line be expedited so that Mangaloreans get faster access to Bangalore. They have demanded speedier completion track-doubling work between Kanakanady and Panambur with a new station at Jokatte. There have been demands for a train from Mangalore to Ahmedabad.

Bangalore: After emerging as a trendsetter in wildlife tourism in the country, the State-owned Jungle Lodges and Resorts is now planning to start a scuba diving camp near the famous Netrani Island.
A popular place for scuba diving in the country, the Netrani Island in the Arabian Sea is located about 10 nautical miles from Murudeshwar. A good destination for snorkelling and diving activities since it has a coral reef, the island boasts of a vast variety of aquatic and avian life.
“We will set up a nature camp at Apsarkonda, near Honnavar, which will act as a base camp for those coming for scuba diving,” Managing Director of JLR N.D. Tiwari, told The Hindu. Apsarakonda, incidentally, also has waterfalls also.
The JLR is planning to provide tent accommodation with about 20 to 30 beds for those undertaking scuba diving. “Scuba diving groups would be roped in to operate diving camps,” he added.
At present, the Indian Navy is using a portion of this small island for its target practise, which is being opposed by environmentalists stating that the coral reef, which is among the only few near a mainland, would be damaged. Only those with prior permission from the Indian Navy can access the island for scuba diving and snorkelling activities.
With regard to the permission from the Indian Navy, Mr. Tiwari said they would initiate talks on this issue and were hopeful of getting the permission.
The camp, he said, would commence in November. “There was a demand from the adventure enthusiasts for a scuba diving camp near the Netrani Island since it is the only place in mainland India where such opportunities can be provided.”
At present, the Andaman and Nicobar Islands, and the Lakshadweep Islands offer opportunities for scuba diving, he said.
Regarding other JLR projects, Mr. Tiwari said the black buck resort at Vilaspur near Bidar with a 15-cottage accommodation was ready for inauguration and another 15-cottage resort at Talakalale near Jog Falls would be ready by May.

There is a welcome change in this year’s budget proposals. Bangalore will now be directly linked with the northern tip of coastal Karnataka.
Train number 16517 Yeshwantpur-Mangalore Express has been extended up to Karwar starting from April 1. The extension in run will give religious tourists direct connection to Kollur Mukambika temple.
The train will also stop at Udupi, which is another major religious centre in the coastal region. The train, after passing through the picturesque Shirady ghat, will pass through the coastal sector giving the best of both worlds to rail passengers.
The Konkan railway route (from Mangalore to Baga in Goa) is dotted with many well known religious tourist spots including Udupi Krishna temple, Kumbashi (Aane Gudde) Hattiangady, Idagunji and Gokarna. The rare geographical feature of a sweet water river, Sowparnika, and the Arabian Sea separated by a national highway at Maravanthe is also located close to this line.
Initially, this route had been identified by the railways to run the Golden Chariot, the state’s answer to World Heritage tourist trains.
Despite this surprise announcement, the captains of industry and railway activists in the coastal region feel the budget has badly let down the coastal region.
“Our connectivity to Bangalore, the dream city of every coastal Kannadiga, has been left unfulfilled. We wanted the Hassan-Bangalore route via Shravanabelagola, a distance of 23 km, to be completed which would have taken us from Mangalore to Bangalore in just six hours at Rs90 in an express train and Rs60 in a passenger train. But the railway minister has not given a thought to this route” said PV Mohan, convenor of Mangalore Railway Development Action Committee.
However, the extension of Yeshwantpur-Mangalore Express has brought joy to the people of Udupi and Uttara Kannada districts.
“Without a train to the capital, our region was sluggish in development. Due to perennially bad roads, our tourist centres in Karwar and religious places had no inflow of tourists. We also have potential for a freight train as we have horticultural produce, handicrafts and many other products which can now be transported to Bangalore market at lower costs,” said Ashwin Narvekar, a member of the Chamber of Commerce and industry of Uttara Kannada.
Fisherfolk on a high with budget grant
MANGALORE: The Karnataka state BJP Fishermen Vedike has termed the budget presented by CM B S Yeddyurappa on Thursday revolutionary as far as the fisheries sector is concerned. The sector has received an additional Rs 274 crore grant. The budget has apportioned Rs 100 crore for construction of fisheries harbours in coastal Karnataka, increased outlay for construction of houses for fishermen under Matsyashraya from Rs 40,000 to Rs 60,000.
Ramachander Baikmapady, convener of the Vedike, told reporters here on Saturday that the special grants for promotion of inland fisheries too will boost fisheries sector on the whole in the state. The upgradation of small fisheries harbour from Kundapur in Udupi district to Karwar in Uttara Kannada district has come about as a result of special efforts made by respective MPs D V Sadananda Gowda and B Y Raghavendra.
The progress achieved in construction of port at Maravanthe in Udupi district at a cost of Rs 47 crore and the Koderi port in Baindoor announced in the last year's state budget has been tremendous. The reconstruction process of fish markets in all districts of the state will get a fillip with a grant of Rs 5 crore announced for their construction. Likewise, 50 new state of the art fish markets too would be constructed in various places in the state.
Exemption of tax on ice, increasing quota of tax free diesel for use by fishermen for fishing activities to 1 lakh kilo litre, and making fishermen party to various schemes for the farmers is a welcome step. Extension of Matsyashraya housing scheme for inland fishermen, subsidy for construction of ponds on agricultural land for taking up fishing activities and subsidy for purchase of land for this purpose is the other major highlights of the budget, he noted.

Project Tiger gets more area in Anashi forest
KARWAR: The 850 sq km area that covers Project Tiger in Anashi forest in Uttara Kannada district will be extended by adding another 270 sq. km buffer area, according to the forest department.
The conservator of forest has already issued the notification in this regard. Project Tiger has gained importance in the country of late and about 7,748 hectares in Kadra range and 16,333 hectares in Diggi forest range was added to the existing project area. And this 270 sq. km area is already handed over to the wild life division of the forest department, according to Sunil Panwar, deputy conservator of forest.
The villages Kadra, Balemane and Birkol-Sulageri on the left bank of Kali River were added to Project Tiger. According to G K Shet, the range forest officer of Balni in Karwar taluk, he saw a tiger on the road of Balni village during mid-night recently. The importance of the Balni forest is enhanced by the presence of the tigers in the region, he said. For last two years no poaching incidence was reported from the forest. Tigers, panthers, black panthers and bison are being spotted in the Balemane-Sulageri forest, Shet said.
Meanwhile, the forest department with the help of NGOs has taken up a novel programme of creating awareness among the students about wild life protection. About 1,400 students of 52 villages that fall under the Anashi-Dandeli protected forest were made to participate in the nature camp. These students are creating awareness among their family members and this has considerably reduced poaching in the area, Panwar said. At their homes these students were successful in stopping the preparation of food using the meat of the wild animals. Now local people have almost stopped poaching, he said.

KARWAR: The Zilla Ranga Mandira (district auditorium) here will soon be renovated at a cost of Rs 72 lakh.
A decision to this effect was taken at a meeting of the district auditorium management committee convened here on Thursday. The meeting was presided over by Suma Lamani, president of Uttara Kannada Zilla Panchayat, who is also the chairman of the committee.
The auditorium has not been done with major repairs ever since its construction in 1991. The committee will spend Rs 25 lakh from its account for the renovation, while the rest of the amount will be borne by Karwar City Municipal Council (CMC) and Uttara Kannada ZP. The renovation will take care of basic amenities like water, toilets, repairing the roof, air conditioning, and sound-and-light facility. The renovated auditorium should be able to host government functions and other cultural activities.
In the meeting, it was also decided to dispose of waste materials piled up in the auditorium. The authorities of Kannada and culture department, whose office is situated in the auditorium, have been asked to dispose of old books immediately.
DC B N Krishnaih, who was present at the meeting, permitted the public works department to call for tender before on June from eligible contractors.

Uttara Kannada is ideal for tourism and health projects
Karwar: Uttara Kannada district has several scenic spots that draw tourists. There is good scope for investors to invest money on tourism and health-related projects, said Richard Hyde, Deputy British High Commissioner to India. He was speaking to media persons on Sunday night during his visit to Karwar to explore the business opportunity in Uttara Kannada.
He said the British High Commission had branches in almost all the cities of India and High Commission was exploring ways to invest in small cities of Karnataka. The metro cities such as Bangalore, Chennai and Hyderabad had accounted for a major chunk of foreign investment. So a study was being conducted for investment in small cities, he said. There was scope for the IT, tourism, semi-conductor development, medical and pharmaceutical investment in Karnataka, he said.
Already, the High Commission had recognised Shimoga, Karwar, Hospet and Bellary as potential places for investment, he said. He said the High Commission held discussions with Tourism Minister G. Janardhan Reddy in this regard. He said keeping the bio-diversity, forest and the environment of Uttara Kannada district in view, a tourism development plan could be implemented, he said.
About the aid given by the U.K. to Karnataka a few years ago to develop the Western Ghat areas, which was subsequently withdrawn because the work was not satisfactory, Mr. Hyde said he was not aware of it. He said there was no plan to give aid to the State Government to develop the forests in Western Ghat areas. Karnataka had enough finds for these projects, he said.
Appreciating the South Indian States, he said these States were above poverty line and were relatively advanced. To stop the brain drain, the British Government had been encouraging local industrialisation. Dismissing the claim of some western leaders that Bangalore had taken away a major part of the employment in the guise of outsourcing, Mr. Hyde said it was not true. Recession was the main reason for unemployment and it could be contained, he said.
An Information Technology project was coming up in Shimoga with the help of British Government. A similar project would be taken up in Karwar, he said.

Nine bidders, including JSW Energy-Leighton Contractors and GVK-Samsung consortia, are in the race to develop the Rs 3,000-crore Tadadi port project in Karnataka. Sources said the other bidders, who had put in request for qualification (RFQ) to develop the project, were GMR Infra, Mundra Port, Gammon India, Vadinar port, DSC Ltd, Navayuga Engineering and Malco Power. The last date for the submission of RFQs was March 14.
The multi-purpose, all-weather, greenfield port will have a capacity of 34.1 million tonne per annum. The state government has already conducted a feasibility study for the public-private partnership project. The selected bidder will be responsible for design, engineering, construction, operation and maintenance of the project.
On behalf of the state government, Karnataka State Industrial Investment and Development Corporation will oversee the bidding process.
The port will be situated on the estuary of the Aghanashini river.
The backwaters of the river have a huge waterfront area, which makes the location a natural harbour for a port.
The Karnataka Industrial Area Development Board has already acquired around 1,819 acres of land for the development of the port.
The port is 25 kilometres away from Tadri, at Ankola. The nearest railway line to the port is the Konkan Railway connecting Mumbai and Kerala. Two new railway lines between Hubli and Ankola, and Honnavar and Talguppa have been proposed. The port is also connected by national highways through NH63 and NH4 to Hubli, Tadas and Kumta.
The port would cater to the districts in North Karnataka, especially the iron-ore belt in Bellary-Hospet. While a part of exports from this belt is handled by the two minor ports at Karwar and Belekeri, a significant amount of iron ore is transported to Ennore, Mormugao and Krishnapatnam for exports. The Tadadi port will be the fourth port in the state. Karnataka has one major port at Mangalore and two minor ports. The New Mangalore Port Trust is in the southern part of the state and majorly handles liquid cargo.

KARWAR: The mangrove forest on a tiny island in Kali river estuary, a few metres away from the Kali bridge here, will be declared ‘Pavitra vana’ (sacred forest) by the Forest Department soon. This will be the first mangrove forest in the state to have this status, DCF R Gokul of Karwar forest division said.
This would ensure the protection of mangroves from human interference, he claimed.
The island will also be developed into a destination for eco tourists, Gokul said. A boat jetty will be built and boating facility will be arranged from Kodibag jetty at the mouth of the river.
Rabindranath Tagore, who visited Karwar when he was 23, described in his memoir, his experiences during a voyage in the river on a moonlit night.
The forest department proposes to display hoardings describing the various mangrove species present and their importance.
Since a mangrove forest normally found in the river estuaries is described as the cradle of marine species, the department proposes to hold workshops on the need to protect the mangroves. Schools could also arrange tours to the island and researchers can take up projects, Gokul pointed out.
A Kali temple located in the island has been attracting devotees.
Declaring the mangrove forest as a sacred forest was welcomed by priest Vishnu Savant Bhosle. Botanist Jaykar Bhandari, a regular visitor to the island, proposed to bring out a booklet on mangrove species of the island.

The country’s first mangrove tourist centre has come up on the estuary of the Kali River near Sadashivgadh where the river meets the Arabian Sea. The eco-tourist centre would soon be open to tourists.
Talking about the facility, R Gokul, deputy conservator of forests, said, “Mangroves are one of the most important features of the coastal ecosystem. Its intertwined network of roots is not only a breeding centre for many variety of marine and river fish, but also a green wall against the onslaught of tsunami. These are the onlyfew things we know about mangroves.”
This new mangrove eco-tourism centre will help researchers study more aboutwonderful plant species, he added.
Mangrove tourism is best explored by foreign tourists who love to waddle in waist-level water or even use a small hand-paddled canoe. “There are thousands of acres of mangrove forests, but all of them cannot be visited by tourists or researchers for many reasons.,” he said.
Explaining the reason, he said, “First, they are too eco-sensitive to allow large number of people for whatever reason to wander around; they might damage them or disturb the sensitive fish-breeding process. But to keep the secrets and pleasures of mangrove forests from the tourism circle is also a crime. We do not yet know what surprises the mangrove eco-tourism centre has in store for us. We are now concentrating on developing thisas one of the finest mangrove eco-tourism centre,” Gokul said.
The forest department had an island just a boat ride away from Sadashivgadh, where the department had planted mangroves some years back. There is a Kali Mata temple atop the island where thousands of devotees go every year for the annual fair. The fishermen consider it as ‘Devara Kadu’ (sacred groves).They are now happy that the forest has been regenerated.
“The last generation of fishermen knew the importance of mangroves. They had made efforts to regenerate the forest. However, due to lack of knowledge and resources, it could not be done. In their community, mangroves are sacred,” said Vishnu Sawanth Bhonsle, thetemple chief.
Since this is the first organised mangrove eco-tourist centre, the forest department has taken steps to create awareness amongtourists by leveraging the power of the Internet.
Manjunath Salloli, the district information officer of Karwar, said, “A jetty to land the boats and a welcome arch will also be constructed in non-concrete materials. A boat from the forest guest house will also be plying to the island at regular intervals.”
District biosciences expert Dr Jayakar Bhandary said that there are many types of mangrove plants endemic to the western coast. For the benefit of tourists and researchers, signboards mentioning their generic names would be displayed. A handbook on mangroves is also being planned.

Zuari Industries Ltd, the flagship of the Saroj Poddar group of companies, is looking to set up a phosphoric acid plant abroad as well as scouting for rock phosphate mines in North Africa and Australia.
‘‘We are looking at an acid plant globally and exploring back-to-back options for rock phosphate,’’ said Suresh Krishnan, MD, Zuari Industries that is setting up a Rs 750-crore, 1-million tonne diammonium phosphate (DAP) plant at Karwar in Karnataka.
Phosphoric acid is derived from rock phosphate, which is not available much in India. Phosphoric acid is used with ammonia to produce diammonium phosphate (DAP), a complex fertiliser used as a nutrient across farms in India.
Zuari will need 0.4-0.5 million tonnes of phosphoric acid to produce 1 million tonnes of DAP. It will need 1.5-2 million tonnes of rock phosphate for which it wants to buy a mine or enter into a 10-20 year long-term contract with a supplier.
Paradeep Phosphates Ltd, a group company, has been importing rock phosphate, converting into phosphoric acid to make DAP. Zuari has been importing acid at its plant in Zuari Nagar in Goa ‘‘We understand the value chain,’’ said Krishnan.
North African countries like Morocco, Egypt and Tunisia have large deposits of rock phosphates, with Morocco having the largest deposit. The problem: No one is selling in Africa. In Morocco, the mines are controlled by the government, and it wants companies to come and add value (set up acid plants).
‘‘We are serious consumers of rock phosphate and looking at long-term tie-ups or purchase agreement, or acquisition of a mine,’’ said Krishnan. Zuari is looking for a mine with reserves of 200-300 million tonnes, and may have to shell out between $1-$4 per tonne, depending on the location and how much the mine is developed.
The DAP plant, and its backward integration is part of the group’s $2 billion (around Rs 10,000 crore) expansion in the next four years. It plans to spend Rs 5,000 crore to set up a 1.1 million tonnes urea plant in Belgaum, Rs 750 crore in a DAP plant and Rs 2,000 crore for an phosphoric acid plant with a possible mine acquisition. When implemented, the projects could double group’s turnover to $5 billion in five years.
The Saroj Poddar-led group of companies, which include Zuari Industries and Texmaco Ltd, had also unveiled a new group identity, Adventz, last month.

Karwar: The second stage development of Karwar Naval Base has been delayed due to finance crunch, it is said.
In fact the further expansion of the base was scheduled to commence in 2005 soon after the inauguration of the first stage development and it was expected to be completed by 2010. However, according to sources, the cabinet committee is unlikely to clear the funds for this development before late 2011.
It may be recalled that the first stage development of the base was also delayed due to the same reason. Although the establishment of the base was proposed in 1985 with an initial outlay of Rs 350 crore, the budgetary constraints delayed the project till 1995. Originally it was proposed to create berthing facility for 22 ships. But the government approved the truncated project to facilitate the berthing of only 11 warships. It was in 1999 that the government made an allocation of Rs 2500 crore for first stage development.
The base was commissioned in 2005 after the completion of first stage development, which included a naval harbor providing berthing facility to 11 warships, a dry ship repair yard with ship lift system, first of its kind in the country, armament depot, missile depot, sprawl of offices, sailors bars racks, store houses and a naval hospital.
The base is likely to witness massive expansion during second stage development it is stated. This includes increased number of berths, induction of second floating dock, up gradation of ship repair yard, a naval airport at Algeri in Ankola taluk and air craft repair yard, the base can host air craft carrier also after the completion of second stage.
Eventually infrastructure for maintenance of air craft carrier would also be built. Airport would provide landing facility for reconnaissance aircraft, a full range of helicopters and also Mig-29Ks, it is said.
India is considered to be a naval power of the future in the Indian Ocean. Further the country has the tough task for protecting long range maritime interest. Karwar, unlike Mumbai, is an exclusive naval base. Located 900 km away from Karachi, is considered as perfect isolated safe base. Karwar base is important for enhancing the strategic capabilities of both western and eastern naval fleets. Karwar base covering an area of 11,200 acres of land along 26 km long coast line can help the navy to disperse its assets. Under the circumstances, further development of Karwar naval base is inevitable, it is observed.

Karwar: District Minister Vishweshwar Hegde Kageri paid a surprise visit to the Karwar city municipality on Monday and had interaction with municipal president and the members.
Speaking on the occasion, he said that the municipal office, which was built 150 years ago was in a dilapidated condition. The municipality has prepared a plan for Rs 2 crore to rebuild the office complex. He promised that he would get the amount released soon.
Kageri was felicitated by municipal president Ganapati Ulvekar.
Kageri also visited the memorial of Henja Naik, a great warrior in the army of Sonda kings, who fought against the British at Kodibag, a suburban area of the town. He said a memorial building would be build and a library would be developed at the place.
Later in the evening, Kageri visited the Government College and government polytechnic here and discussed the institutions. He was accompanied by Deputy Commissioner BN Krishnaiah, ZP CEO Vijaymohanraj and others.

Shrimp farmers in the west coast are all set to make a bundle by cultivating the Penaeous Vannamei, also known as Pacific white shrimp or the Whiteleg shrimp, a variety of prawn native to the eastern Pacific, from Sonora in Mexico to northern Peru. It is also widely grown in Thailand, Indonesia, Vietnam, Ecuador, Mexico, and Brazil.
The central government has cleared the decks for bringing in this species for farming in the west coast after it tasted success in the east coast.
“This species, although new to us, is widely cultured in Japan, China, USA and parts of Europe. But the total production from these parts of the world is only able to meet the internal demand. India, which is known for its shrimp-friendly waters and temperature, could be the best place for growing this shrimp,” said Dr Shivaprakash, director of Shrimp Aquaculture Centre at Ankola Uttara Kannada, a unit of the College of Fisheries, Mangalore, affiliated to the Karnataka Veterinary, Animal Fisheries Sciences University at Bidar.
Sources at the Central Marine Fisheries Research Institute (CMFRI) told DNA that the aquaculture farmers have reaped gold with Penaeous Vannamei in the east coast. “This is a fast-growing species. It attains full body weight in just two months, and the farm is ready for harvest in just 75-80 days. For every hectare, the farmer can get not less than 20-25 tonnes of yield per season, against five tonnes per hectare from the other species of shrimp cultivated in the west coast so far.”
“The first Vennamei production centre will come up in Uttara Kannada,” said MP of Kanara constituency, Ananth Kumar Hegde.
He told DNA that the central government was keen on introducing Vennamei farming in Uttara Kannada for various reasons. First, the fishing in this region was showing a dismal performance due to various environmental reasons; second, Vennamei farming can be a big boost to improve the economic condition of the shrimp farmers in the region.”
The Union agriculture ministry cleared Vennamei farming for the west coast when Japan backed out from farming after the radiation leak from Fukushima nuclear reactors after the tsunami.
“The west coast will be flush with export orders once the infrastructure is in place, Some of them will be 100% export-oriented units (EOU) and the rest will be for general markets. We see Vennamei shrimps flooding the fish markets in Bangalore, Mangalore, Mysore, and malls in big cities. Due to their fast-breeding growth, the volumes of production may be high,” said Hegde.
“It was this species that tennis player Pete Sampras used to cultivate in Ecuador before he went into tennis, It is fully disease-free. There is no question of administering antibiotics. The produce is ready for high-value markets in the European Union, US, and Japan,” said Ishaq Ahmed, who exports shrimps from Mangalore to EU.
The central agricultural ministry has written to the Central Aquaculture Authority at Chennai to ‘freely’ permit the west coast farmers to grow and export Vennamei shrimps. However, sources said that there was no application from the west coast so far. Joint director of state fisheries department (Marine) Gangadhar Madikeri told DNA that the lack of interest was due to the dearth of hatcheries for Vennamie broodstock. “There are three hatcheries in Andhra Pradesh, which helps farmers from Tamil Nadu, Orissa, and Andhra Pradesh to rear Shrimp Gold.”
The Karnataka State fisheries Minister Krishna Palemar, said, “Efforts are on to locate at least one hatchery for various types of marine and sweet water prawns. The government has already written to the Central Aquaculture Authority to give clearance to the project.”

Sirsi: Fifteen thousand hectares of land would be brought under cocoa in the next five years in the district under Special Cocoa Mission for socio-economic development in association with Horticulture Mission, said Uttar Kannada MP Anantkumar Hegde,
He was speaking to presspersons at the Public Works Department bungalow here on Saturday. In 150 gram panchayat areas in the district the project would be started along with this a workshop on the same and a cocoa mela would be held to create awareness, Mr.Hegde said.
He said a MoU had been signed for buying back agreement by Cadbury's Ltd and Kadamba organisation, Sirsi at international price.
Under the scheme 40 per cent subsidy would be given to Cocoa processing centre, Special research on cocoa, pepper, and cashew drying processes, Mr.Hegde said.
Mr. Hegde said Agri University, Kerala, and Central Plantation Crops Research Institute, Vittla, certified F1 variety cocoa plants would be given to growers.
The crop could help in boosting the income of farmers, he said.

New Delhi, May 18 (PTI) India is moving fast to set-up its third major naval base after Mumbai and Cochin on the western coast at Karwar in Karnataka.
Defence Minister A K Antony will inaugurate an integrated defence-civilian township at Karwar on May 21 with 326 dwelling units under "Project Seabird", also known as Karwar Project.
"The township will accommodate defence and civilian employees posted at Karwar. It is part of the Project Seabird which was aimed to transform Karwar into a state-of-art major naval base on western coast with docking facilities for an aircraft carrier-size vessel," Navy officials said here today.
Completed at a cost of Rs 2400 crore approximately, the phase one of the project has seen commissioning of base ship INS Kadamba in 2005 and a ship-lift facility in 2006 along with a hospital and the township which would be inaugurated on Saturday.
"Presently, 10 different ships of various class and size are based at Karwar, biggest of them being a tanker- -vessel," the officials added.
The foundation stone for Project Seabird was laid down by the then Prime Minister Rajeev Gandhi in 1986, but the plan went through massive delays because of financial crunch.
The Defence Minister will also inaugurate a ship-lift facility for constructing naval vessels at Goa Shipyard Limited. He would be accompanied by Chief of Naval Staff Admiral Nirmal Verma and other senior officers of Western Naval Command.

The Centre also has a plan to take up another expansion to ensure that Karwar naval base can handle 50 major warships, he said, after inaugurating an integrated defence-civilian township.
Karwar would not only decongest the over-crowded Mumbai harbour but also provide India with much-needed strategic depth and operational flexibility on the western seaboard, Antony said.
The Centre had already paid Rs127 crore compensation to those displaced by the project, he said, adding the government awaited the Supreme Court verdict on a petition filed by Naval authorities challenging Karnataka high court order directing it to pay Rs1,500 as compensation per gunta of land (one gunta is 1/40th of an acre) acquired for the project.
The defence minister said once the apex court verdict was pronounced, the second phase of the project would commence.
On Netrani Island being used by the Naval base though it was declared as bio-diversity heritage site by the state, Antony said the Naval base will ensure that environmental concerns were addressed.
Responding to a plea by district in-charge minister Vishweshwar Hegde Kageri that local youth be provided employment opportunities, Antony said over 1,500 ITI personnel have been recruited for providing technical training to the locals who had been affected by Sea Bird naval project.

Two villages to get solar power
BELGAUM: Karanje and Mayre, two remote villages near Joida taluk in Uttara Kannada district, will get solar power from Sunday. The villages are being covered under Jyotirgamaya project of Freemasonry Society, an international charity organization.
The villages are located 140km from Belgaum and 45km west of Joida. Mayre has 23 houses with 101 population, while Karanje has 57 houses with 400 population. The villagers travel to Goa, Kumbharwada and Joida for work. Their other problem is the lack of road access during monsoon.
Society's Grand Lodge of India project aims at ensuring power to villages by donating and installing power-generating equipment. The system comprises PV solar module, charger/ controller, storage batteries, LEDs and electrical wiring from solar panels to houses.
The modules produce direct current from sunlight, which is used to charge the batteries through a charge controller. The energy stored in batteries will be used to light up the houses and other public places after sunset.
The project, estimated at Rs 2 crore, will be executed with the assistance of Ekal Abhiyan (Belgaum), which runs schools in those villages.

“The expansion of Sea Bird Naval base will turn Karwar, part of Uttara Kannada district, into the largest defence zone, not only in India, but also in Asia, thereby increasing the country’s maritime power multi-fold,” said Union defence minister AK Antony during the inauguration of housing township for the Sea Bird Naval base employees at Amadalli near Karwar on Saturday.
Work for the second phase of the base has already begun, and this is expected to create large-scale employment opportunities for the local youth. In the next 10 years, a number of infrastructure projects are expected to come up for construction in Karwar and Ankola.
The government had spent Rs127 crore for rehabilitation of the project. Many families were displaced, and over 1,000 youth belonging to displaced families have been imparted with skills through various industrial training institutes.
He said about 60% of the people working in the naval base belong to Karwar and Uttara Kannada district. But several issues related to rehabilitation are still not solved due to technical reasons, but efforts are on to solve them expeditiously.
Chief of Naval Staff, Admiral NK Varma, said the Karwar Sea Bird Naval base is one of the most strategic naval bases in the world. In the coming days, its importance to the country’s maritime defence will improve further. The second phase will get additional jetties, dockyards, airports, and transit systems.
“The Sea Bird’s second phase of development has adequate land, and there is no need for land acquisition,” assured minister Antony.
The cost of completion of the second phase will not be less than Rs1,25,000 crore, which will be five times the amount spent in the first phase. The airport, which will come up in the second phase, can be used forcivilian purposes, said the minister.
Referring to a report in DNA on the Navy shelling the Nethrani Island in Bhatkal taluk, Admiral Varma said that the National Biodiversity Committee has permitted them to practice shelling in the Nethrani Island. However, the Navy has been asked not to harm birds and marine life, he clarified.

KARWAR: In an interesting development in the field of aquaculture, the attention of the marine scientists and farmers has been diverted to the Sea Baas fish culture or shrimp culture in Uttara Kannada district.
While Karwar centre of Central Marine Fisheries Research Institute (CMFRI) has been promoting cage culture of Sea Bass, Marine biology Post Graduate Centre of Karnatak University here is keen to develop pond culture of Sea Bass. The CMFRI has proposed to cover the entire coast of Uttara Kannada district from Karwar to Bhatkal to popularise cage culture of this species.
As far as the economics of shrimp culture and Sea Bass culture are concerned, one can expect a net dividend of about Rs 3.2 lakh from a shrimp farm of one hectare, whereas it is about Rs 80,000 in case of sea bass.
The shift from Shrimp to Sea Bass culture is not sudden. It was in the mid 80's and 90's that the marine scientists and institutes, including Marine Product Export Development Authority (MPEDA) and Brackish Water Farmers' Development Agency (BFDA), encouraged the farmers to go for shrimp culture in the district. One of the reasons being, the district has nearly 8000 hectares of brackish water area, where shrimp culture could have been taken up. The response to the call by these organizations was so overwhelming that even big industrialists came forward to invest in shrimp culture.
In the beginning, the shrimp farmers had a rich haul. But in the beginning of the last decade, a viral disease called white spot syndrome struck the shrimp ponds. The mortality rate in shrimp ponds was almost 100 per cent. Many experiments were conducted by the scientists to control the disease. Even herbal medicine was tried. But even today, there is no proper solution to control this disease.
Sea Bass culture is easier and simpler than shrimp culture, says Dr Ullas Naik, a marine scientist. Trash fish is the food for Sea Bass and it is available in plenty in Uttara Kannada coast, according to Dr KK Philiphose of CMFRI. Management of Sea Bass pond is not complicated like shrimp culture. Moreover, Sea Bass is less prone to diseases, Naik says.
Pond culture of Sea Bass has already commenced in some parts of Karwar taluk. Marine Biology Centre has arranged a training programme on Sea Bass culture in brackish water ponds in its premises on Saturday.

NEW DELHI: India is finally getting ready to spend around Rs 10,000 crore on the proposed major expansion of the strategic Karwar naval base in coastal Karnataka. Aircraft carrier INS Vikramaditya (the refurbished Admiral Gorshkov), Scorpene attack submarines and other frontline warships will be based there in the future.
This comes at a time when India is faced with the likelihood of Chinese warships using the Gwadar deep-sea port in Pakistan, which it helped build in the last decade, in the years ahead.
Apprehensions on this were reinforced recently when Pakistani defence minister Ahmed Mukhtar publicly declared that Islamabad had asked Beijing to build a naval base at Gwadar, which offers direct access to the Gulf region.
Though China was quick to deny it had any interest in establishing a naval base of its own at Gwadar, Beijing's assiduous role in building ports in Bangladesh, Myanmar and Sri Lanka has only served to underline its "string of pearls" strategic construct in the Indian Ocean Region.
Pakistan already has five major naval bases and ports at Gwadar, Ormara, Karachi, Pasni and Jiwani, while Karwar is India's third major naval base after Mumbai and Visakhapatnam on the east coast.
"After some delay, the defence ministry has now prepared a "note" for the Cabinet Committee on Security (CCS) on Phase-IIA of `Project Seabird' at Karwar after fine-tuning a detailed project report (DPR)," said an official.
"The note is being vetted by finance and will soon go to CCS for the final approval. The Navy will be able to base 27 major warships at Karwar after completion of Phase-IIA, at a cost of around Rs 10,000 crore, by 2017-2018," he added.
Project Seabird has been dogged by long delays, fund crunches and truncated clearances since it was first approved in 1985 at an initial cost of Rs 350 crore. Phase-I, completed at a cost of Rs 2,629 crore, has enabled the Navy to base 11 warships and 10 yardcraft at Karwar.
Under Phase-II, Karwar will get an airbase, armament depot, dockyard complex and missile silos, apart from additional jetties, berthing and anchorage facilities. The eventual aim is to base 50 major warships at Karwar after Phase-IIB is completed.
As reported by TOI earlier, Karwar will not only decongest the over-crowded Mumbai harbour, though the naval dockyard there will continue to house some warships, but also provide India with much-needed strategic depth and operational flexibility.
With Navy moving towards operating two carrier battle groups centered around the 44,570-tonne INS Vikramaditya and the 40,000-tonne indigenous aircraft carrier by 2015, the Karwar base is critical for its blue-water operations in Indian Ocean and beyond.

Not long ago, many Indians who liked jumbo prawns would consider them the occasional indulgence. It was hard enough to lay one’s eyes on the jumbo prawns; having them on one’s own platter was rare. Things have changed over the years, and thanks to globalisation, liberalisation and privatisation, more and more middle-class consumers can now tuck into a platter of jumbo prawns.
The economies of prawn- rearing, combined with technological advancements, has made this exotic species more commonly available in India. The Karnataka coast is the first region to rear the exotic variety of prawns.
“The jumbo prawns reared in Karnataka were earlier meant solely for export; they are now available at domestic markets at half the earlier prices. What used to sell for `500-`600 per kg earlier is now sold at `275-`300 per kg,” said Suresh Amin, a shrimp farmer from Hejmady, Udupi district.
The transformation in prawn cultivation was made possible by imported inputs — from brood stock to feed and harvesting techniques, all these have undergone a sea change over the years. The exotic species of prawn —Vennamei — from Thailand live suspended in water columns, unlike bottom-dwelling tiger prawns. “That makes them free of many infections, particularly the white spot infection. They also spur probiotic farming,” said officials of the Marine Produce Export Development Authority.
Shyamprakash a shrimp farmer, said, “With modern techniques, a farmer can harvest three crops a year. That is the secret of the abundance of shrimps in the market.”
Even though jumbo prawns are now more cheaply available, the price of a dish of prawns in the hotels remains steep. Rathnakar Shetty a restaurateur in Mangalore. pointed out “It’s true we get export quality prawns for lesser cost, but that still does not mean we can bring down the cost of what we serve.”
Homemakers, however, find a way to make it cheap: “We can make one kg of prawns at a cost of about `250. The entire family can be fed, and the portions can be quite large,” said Sowmya Hegde, a homemaker.

KARWAR: Kaiga will be the hub of nuclear power generation soon. The nuclear power station at Kaiga will have two more reactor units, each of generating capacity of 700 MW each.
According to sources, the central government has agreed in principle to the establishment of these units three days back.
Presently, there are four units at Kaiga with generating capacity of 235 MW each. With the establishment of two more units, the generating capacity of Kaiga station would become 2340 MW.
Earlier, the gestation period for erecting a reactor unit used to be 9-10 years. With better expertise the NPCIL has in building pressurised heavy water reactors, this has been reduced to five years, it is pointed out. However the detailed time-frame for bringing the units in operation has not been revealed yet.
Water availability at Kaiga would permit only new large units. The construction of the two units is part of NPCIL’s programme to build 18 such units in the country over the next decade. Already four such units - two each in Kakrapar, Gujarat, and Ravatbhata, Rajasthan - are under construction.

The State Government of Karnataka has approached the Ministry of Defence to give permission for civil operations at the Naval Airport at Karwar.
No firm proposal regarding additional land for commencing civil operations has been received from the State Government.
The Government proposes to have major expansion of the strategic Karwar, India's third major naval base after Mumbai and Visakhapatnam, naval base in Karnataka. The expansion is being made to base some other frontline warships/aircraft carriers/submarines there with an aim to provide India with much needed strategic depth and operational flexibility. The matter is under consideration of the Government.
This information was given by Defence Minister Shri AK Antony in separate written replies to Shri Vijay Mallya and Shri Sanjay Raut in Rajya Sabha today.

KARWAR: Nuclear Power Corporation of India Limited and the Forest Department are carrying out a survey at Kaiga project to locate the site for reactor number five and six, said sources.
In fact an area of 120 hectares of forest land had been cleared while establishing Kaiga Nuclear Power Station in 1989. Presently there are four units with a generating capacity of 235 MW each, covering an area of 60
hectares.
The two new units coming up now at the station will have generating capacity of 700 MW each.
According to sources, these two units may need nearly 70 hectares of space. It means the land required is 10 hectares more than the area already allotted. Obviously, that part of the forest needs to be cleared. Thus, the survey is being done to allocate suitable land, sources said.
They clarified that no new transmission corridor would be built for power transmission from the two new units. Instead, the existing high-tension line would be further augmented.
Therefore there is no question of acquiring additional forest land for power transmission.
It may be noted that the Union Cabinet had cleared the establishment of two more units at Kaiga in August. With the construction of these new units, the generating capacity of the project would reach 2,340 MW.

The Uttara Kannada district administration has planned to make Karwar beach more attractive for tourists.
The beach, which had attracted Rabindranth Tagore, has the potential to attract more and more tourists.
B.N. Krishnaiah, Deputy Commissioner, said that more signboards would be set up to prevent tourists from dirtying the beach. Two police personnel would be deputed.
Apart from this, the beach cleaning programme would be taken up at least once a week with the help of different social organisations, he said.
People use the beach for morning jog and in the evening. But they did not accept the responsibility of cleaning the beach, said a member of the Karwar City Municipal Council. The district administration had given a facelift to the garden on the beach. The children's' park was given a new touch.
A new scheme to widen the National Highway between Baithkol Port and London Bridge would be taken up at a cost of Rs. 25 lakh.
This would bring more beauty to the beach, Mr. Krishnaiah said.
For this, the Public Works Department and Port Department had presented a requisition.
This included the levelling of the seawall at Baithkol, building of concrete steps, setting up of railings, parking facility, seating arrangement near Bishop's house to view the sunset and so on. The work was expected to begin shortly.

Karwar: INS Chapal, an Osa-II class Russian-built missile boat, has been decommissioned after 24 years of service and has been confined to its resting place on the picturesque Rabindranath Tagore beach in Karwar. But for the past two years, the 'unsinkable' missile boat was showing signs of degeneration due to the saline air of the coast.
Following media reports regarding it, the district administration, Karwar City Municipal Council and Kadamba Naval Base embarked on a mission to restore the ship.
Uttara Kannada deputy commissioner BN Krishnaiah said: "The district administration, after coming to know that the ship was degenerating, alerted the naval base to take care of the ship. The administration had no means, resources or technical expertise to carry out the restoration. I visited the ship and found out that the ship was indeed degenerating due to leakage and metal fatigue at several places," he said.
The Kadamba Naval Base wanted to start the restoration work in May, but due to the monsoon, it could not be done. Last week, the restoration work began and it will be completed in the next fortnight, said a naval officer.
"Several parts of the ship have been rotting due to leakage of the cabin roof and engine room; they are being fixed now. Once the leakage stops, the ship's main structure will be sealed off against further damage," added the officer.
Karwar City Municipal Council president Ganapathy Dumma Ulvekar said that the municipality has begun sprucing up the garden and other structures in the maritime museum. The municipality took custody of the museum from the Uttara Kannada district Bal Bhavan committee in June.
The ship was decommissioned on May 5, 2005. It served the Indian Navy for 24 years and was active during the 1971 war against Pakistan. But ever since it has become a museum piece, it had only one maintenance check, back in 2009. The captain's cabin, open bridge and first officer's cabin are leaking and the deck was creaking as people walked on it. This was due to the decaying and weakening of the metal structure under the floor cladding.
"During vacations, we receive tourists from all parts of south and western India. They have great interest in every portion of the ship. When I tell them the ship had taken part in the war against Pakistan and one of four missile launchers targeted land targets in Pakistan, they get excited and pat the ship's missile launcher admiringly," said an attendant of the ship's guided-tour programme.

Authorities of the Project Seabird in Karwar and the State High-level Committee constituted to oversee the project on Tuesday met Chief Secretary S V Ranganath, who reviewed its status and discussed details of Phase 2 of the project.
Committee Chairman and Principal Secretary, Revenue, Ashok Kumar Manoli said the authorities of Project Seabird made a presentation of Phase 2, which will take off in 2012.
Coordination between departments of State and Central governments over construction of roads and other development work was discussed at the meeting.
The Phase 2 of the project does not entail land acquisition, as the project expansion comprises internal work like construction of jetties.
In Phase 1 of the project 2,418 acres of private land and 7,700 acres of forest land were acquired for the project. As many as 2,510 families were rehabilitated during the process. The State government had paid a compensation to the tune of Rs 28.32 crore for the land acquired.
The implementation of Phase 1 of the project affected as many as 4,032 families who have been rehabilitated in seven centres in Karwar (Amadalli, Todur, Mudgeri, Chittakula) and Ankola (Harawada, Hattikeri, Belikeri). The rehabilitation process is nearing completion, said Manoli.
Officers of the Ministry of Defence, Defence Estate and Karwar deputy commissioner were present at the meeting.

BANGALORE: As many as six bidders including Adani Enterprises have shown interests in participating in the expansion of the state-owned Karwar Port second stage works, which would be taken up under the PPP model.
Karnataka Minister for Ports and Fisheries, Krishna Palemar in a chat with The New Indian Express informed that the cost of expansion of the Karwar Port, one of the largest state administered ports in the state, would come up to around Rs 800 crore.
He said that as many as six international bidders including Adani Enterprises have shown interest in the participation and technical evaluation of the bids would be taken up shortly. The minister said that state government planned to take up the expansion of the second and third phase of the port both to ensure more activity at the port and generate larger funds.
The second phase works was estimated to cost about Rs 1,500 crore, he said.
Taking into consideration financial constraints in providing world class infrastructure facilities in the state owned ports, it was decided to invite private participation, the minister said.� “In the background of constraints in mobilising state governments resources, the government found Public Private Partnership (PPP) model as an alternative way to develop the ports,” Palemar said.
Stating that with the private participation more efficiency can be witnessed both in the project implementation and its maintenance, the minister said that it would also help to reduce investment risk to great extent on the state government. As compared to other states, Karnataka lags behind in attracting private participation in the development and management of the ports, the minister said.
Karnataka has over 300 km length of coastline right from Majali in Karwar taluk in Uttara-Kannada to Ullal in Dakshina-Kannada district.
Informing that the state of Gujarat still remains far ahead in exploiting the economic advantages by promoting private participation for the development and maintenance at the port, the minister said Karnataka’s share in the port handling turnover is still hovering around single digit figures. “There needs be more booster in the interest of generating more economic activities in and around the ports,” added Palemar.
Replying to questions, the minister also informed that the state government has released Rs 15 crore to take up dredging operation at the Karwar Port.� The depth of the sea water was drastically reduced owing to collection of sand resulting in blocking the entry of large sized ships towards the bay, he said.

KARWAR: The longest hanging bridge in Uttara Kannada, which connects Mastimane village to Bangane and Morse villages in Kumta taluk, was inaugurated on Tuesday.
The 160 metre-long bridge is built by the Malnad Development Board in association with Uttara Kannada district administration at a cost of Rs 55.60 lakh.
District minister Vishweshwara Hegde Kageri said the bridge would enhance the beauty of the place and attract more tourists.
"The bridge was a long pending dream of the people in the area. It has come as a blessing for people in Bangane and Morse villages who used to get isolated during monsoons," said Dinakar Shetty, MLA.
Vinod Prabhu, chairman of Cashew Development Corporation was present. The 160 metre-long bridge is built by the Malnad Development Board, in association with Uttara Kannada district administration at a cost of Rs 55.60 lakh.

Efforts are on to speed up work on development projects in Uttara Kannada and officials have been instructed in this regard, Vishweshwar Hegde Kageri, district in-charge Minister, has said.
He told presspersons here on Tuesday that the action plans approved in the second phase of the financial year would be implemented effectively, he said.
He said that State and national highways in the district would be repaired by December 15. More progress was expected in the implementation of housing schemes in the district.
Drinking water schemes were being implemented in a satisfactory manner, the Minister said.
A sum of Rs. 116.91 crore had been sanctioned for the development of nine roads in the district, he said.
Roads in the ghat section of the district had been concretised and Rs. 25 crore had been released for this, Mr. Kageri said.
Mr. Kageri said that a proposal to develop 500 roads in the district at a cost of Rs. 15 crore had been sent to the government. The government was concentrating on the development of tourism sector. Aspsarakonda in Honnavar was being developed as a tourist spot, he added.

The Uttara Kannada Zilla Panchayat will be granted Rs. 39.58 crore to provide drinking water facilities to Joida, Haliyal, and Kumta taluks, under the National Rural Drinking Water Programme (NRDWP).
Proposal
Uday D. Naik, vice-president of zilla panchayat, told presspersons that the panchayat had given the details of the programme and had sent a proposal to provide drinking water to Joida and Haliyal taluks under the programme.
Action plan
The Government had agreed to this and had asked the panchayat to prepare an action plan of Rs. 2.63 crore to provide drinking water facility to 21 villages in Joida taluk, he said.
Apart from this, Ramanagaram would get Rs. 5.62 crore, he said.
Nine villages in Haliyal taluk, including Bhagwati and Gouliwada, would get Rs. 2.29 crore and Kalaginakoppa in the same taluk would get Rs. 2.16 crore, Mr. Naik said.
In 2010, a proposal had been submitted to the Government to sanction drinking water facility to Hegde village in Kumta taluk, but later it was withdrawn after the objection of some people, he said.
Now, the Government had agreed to sanction Rs. 32.12 crore to this project, he said.
Mr. Naik said this was a Central scheme and the Uttara Kannada Zilla Panchayat was getting Rs. 55 crore every year for drinking water schemes.
This time, the zill panchayat had got Rs. 39.5 crore more, he said. The work would begin soon to implement the scheme, he said.

Sirsi, Dec 1 (PTI) The proposed second phase of the Seabird Naval project would be cleared by the Centre in four months, a top naval officer said here today.
"The proposal which is before the centre will be cleared in four months," Commander Atulkumar Jain told reporters here.
Defence Minister A K Antony had stated in May during his visit to Karwar this year that Phase-II of this project would be completed by 2017-18 and have ultra modern facilities for berthing at least 30 warships.
The Centre also proposed to take up further expansion at Karwar to ensure that the naval base can handle 50 major warships, he said after inaugurating an integrated defence- civilian township at Amadelli in Karwar.
The first phase of Project Seabird, completed in 2005 involved construction of a large new naval base (INS Kadamba), for exclusive use by the Indian Navy.
The main aim of building a new base on the western coast is overcrowding at the major harbours of Mumbai and Vishakhapatnam, as well as at the smaller ports of Kochi and Goa, which the Indian Navy has to share with commercial vessels.

Excerpts from an interview:
Why this opposition to Kaiga?
It is causing a lot of health and environmental problems. This is the main reason. Twenty five years ago when it was being set up, there were protests too. But it was set up. Now that the people are at the receiving end, I have taken up the cause.
Are these problems because of the plant? Or are they mere hearsay?
I have seen a little. My devotees have informed me about problems of health in Bare, Malavalli, Mavinamane Panchayat and others areas. I have gone to these places. Kaiga project officers have shown me the plant. But I feel they are hiding more than they are revealing. What I have also noticed is that the farther you go from the site, the problems are less. Closer to the site, deaths and abortions are on the rise.
What are you opposing -- the fifth and sixth units of Kaiga or the entire project?
I am clear that the fifth and sixth units should never be set up. I have been told that many countries have been shutting down nuclear plants. So in light of this, why shouldn't we shut down the entire Kaiga project?
So, how will this movement go forward?
On Saturday, we had a meeting at the mutt where devotees, scientists and environmentalists decided on a three-pronged strategy. The first is - people's campaign, second legal recourse and finally take opinion from the scientific community and present it before the government. The ground work commenced when Fukushima Daiichi nuclear meltdown happened.
Is it ok for seers to jump into campaigns and politics?
Campaign for a cause is fine. We are not into politics. We are fighting for the rights of the people and to save the environment.

A public meeting was held by the district administration on Wednesday to elicit views on installation of a statue of freedom fighter Henja Naik.
Anand Asnotikar, Fisheries, Science and Technology Minister, B.N. Krishnaiah, Deputy Commissioner, Balakrishna, Superintendent of Police, and other senior officials participated in the meting.
There was a dispute over the place where the statue was to be installed. Mr. Asnotikar was interested in installing it on the Karwar beach opposite the Warship Museum. But some organisations demanded that the statue be installed on Karwar-Kodibag road near the grave of Hanja Naik. This led to a heated argument. Karwar beach has attracted a number of tourists who originally planned to spend the New Year's Eve in Goa. Many tourists who could not get accommodation in Goa have arrived in Karwar and the hotels and resorts are fully booked till January 5.
Most of the resorts and the lodges in Goa were reserved about three months in advance. Many tourists from Karnataka, Kerala, and Tamil Nadu who were unaware of this were coming to Goa only to find that no rooms were available there.
Second, the police in Goa discourage heavy inflow of travellers on the eve of New Year because it causes chaos on the road and becomes a security hazard. Once the hotels and resorts in Goa are booked, the police block vehicles carrying new tourists at the border till January first week.
The threat of terrorist attack during the New Year Eve has discouraged many tourists this year.
This has become a dampener for those who wanted to spend the holiday in Goa. Most of those visiting Karwar instead of Goa are mainly from Bangalore and Mysore. Many foreign tourists are arriving at Murudeshwar, Gokarna, and Karwar to celebrate the New Year's Eve. The hotel owners, tourist guides, and the taxi owners are only too happy by this sudden turn of events.
A tourist from Bangalore lamented that the Department of Tourism should take the opportunity to attract more tourists. Karwar has beautiful scenery and it should be showcased to attract tourists, he said.
A group of college students from Mysore said they came to celebrate the New Year's Eve in Goa. The price of a simple room was Rs. 3,000 to Rs. 5,000 in Goa.
Kashi, a software engineer from Bangalore, said he had come to visit Goa but accommodation was not available there. So he decided to spend time in Karwar and stay in a resort. He said he enjoyed the beauty of the Karwar beach because unlike Goa beaches it was lengthy.
The islands in the Kali river and the scenery at the estuary of the Kali were excellent he said. He planned to stay in Karwar till January 2.

‘All formalities in this regard have been completed'
Work on setting up of IV and V units of Kaiga Generating Station (KGS) will begin in first week of April and all formalities in this regard have been completed, N. Nageshwar Rao, Director (Operations), Nuclear Power Corporation of India Limited (NPCIL), has said.
Mr. Rao told presspersons at Kaiga on Saturday after a scientific meet on radiation and cancer that the Union government had given sanction for these new units for which land had been identified.
Studies
He said that a memorandum of understanding had been signed by NPCIL with the Union government, and geo-technical studies had been completed.
Mr. Rao said the purpose of the scientific meet was to disseminate information on radiation and cancer based on scientific studies carried out by the Tata Memorial Centre (TMC) and NPCIL.
Ruling out that the number of cancer cases had increased around Kaiga in the last decade, Mr. Rao said that NPCIL presented the studies carried out by various independent organisations which showed that radiation from atomic plants were not responsible for it.
Survey
He said a joint survey would be conducted within two months by the Tata Memorial Centre, Kasturaba Medical College, Manipal, and NPCIL. The survey would be first conducted within the five km radius of the Kaiga Generating Station and then gradually increased up to 16 km. radius.
Refuting the allegations Mr. Rao said NPCIL was periodically conducting the health survey of its employees and there was no increase in the number of cancer cases. The average was much lower than the national average.
Radiation
He said if cancer spread because of radiation, then the employees who worked at the reactors should have had it first than those living away from the nuclear power plant.
N. Nagaiah, Executive Director, (Corporate Planning and Corporate Communication), said more land was not required to build new reactors at Kaiga.
He said the allegation that NPCIL had built quarters for its employees away from Kaiga Generating Station was far from the truth.
In other parts of India, housing facility had been provided to NPCIL workers areas near the plants. But in Kaiga, a condition was imposed by the government while granting sanction to set up the plant and according to it, NPCIL had not used forest area to build commercial and housing complexes, he added.
J.P. Gupta, Site Director, and H.R. Bhat, Chief Engineer (Health Physics) of NPCIL, were present.

Senior officers of the district administration met here on Monday to discuss the issue of repairing the 16-km Anashi- Kumbarawada road. The road falls within the limit of Anashi reserved forest area and the Project Tiger area.
Gopalakrishna Gowda, Government Secretary in-charge of the Uttara Kannada district chaired the meeting.
Deputy Commissioner B.N. Krishnaiah told Mr. Gowda that the Forest Department had refused to give permission for the repair of the road and because of this the Public Works Department and the contractors were hesitating to take up the repair work.
He said the issue had been hanging fire for several years and about Rs. 40 lakh had been spent on afforestation. The delay in granting permission by the Central Empowerment Committee (CEC) had hampered the repair work, he said.
Concretisation
The Chief Engineer of the Public Works Department told the meeting that the concretisation work on Devimane Ghat was under way. The work had to be completed in three months so that vehicles plying between Hubli and Udupi and Sirsi and Karwar had to take an alternative route, he said.
College building
Joida taluk had no government pre-university college and the unused buildings of Karnataka Power Corporation Ltd. at Ganeshgudi would be used for the college, the meeting decided.

Karwar, January 27: The Karnataka government has prepared a proposal for upgrading the infrastructure facilities in villages close to the Kaiga Atomic Power Plant in Uttar Kannada district. The Karnataka government has informed the NDMA about its proposal.
The National Disaster Management Authority (NDMA), a unit under the Union Ministry of Home Affairs, had carried out mock exercises in association with different state governments at all nuclear installations to assess the preparedness of various agencies in the event of nuclear disaster.
After the mock exercise, the NDMA had instructed all states to prepare development plans in villages falling under the emergency planning zone of the nuclear plants.
Responding to this, the Karnataka government had intimated the Disaster Management Authority that it has prepared a proposal on upgrading infrastructure around Kaiga nuclear plant.
Meanwhile, during a meeting with a delegation led by Rajya Sabha member Sitaram Yachury, the NDMA vice chairman Shashidhar Reddy said that his organisation will ensure that people living close to nuclear plants get better infrastructure including healthcare, education and livelihood opportunities.
In response to the delegation’s request to rehabilitate the residents of five villages falling within five km radius of Kaiga plant, Reddy explained that people living only in the 1.6 km sterile zone have been rehabilitated, while in the exclusion zone covering five km radius, residents were not rehabilitated.
Reddy also promised that he would take up the issue with the Planning Commission to ensure that separate funds are earmarked for the development of villages close to the nuclear plant, said a statement from the Authority.
hakindian1984 February 3rd, 2012, 10:48 AM Karwar, February 3: The INS Chapal warship museum docked at the Rabindranath Tagore beach here since November 2006, was closed down on Thursday by the Karwar City Municipal Council (CMC) authorities.
The museum, which is one of the main tourist attractions of Karwar, was slowly disintegrating part by part due to lack of proper maintenance.
In view of the Naval Base being set up in Karwar, the Defence Ministry handed over the missile boat to the district administration.
Commissioned by the Indian Navy in 1976 and decommissioned in 2005, NS Chapal patrolled the Indian sea coast. The 245-tonne ship (on full load) has a length of 38.6 metres, beam of 7.6 metres and speed of 37 knots. The warship was used in the 1971 India-Pakistan war and had destroyed many enemy ships.
Meanwhile, many organisations, including the Karnataka Rakshana Vedike (KRV), have criticized the Karwar CMC’s move and have demanded immediate reopening of the museum.
The activists alleged that by this action of the CMC, daily wage workers who were depending on the job inside the museum were left in lurch. The KRV activists on Thursday protested in front of the CMC demanding work for the workers. Many tourists who had come to visit the museum had to return after they found the gates locked on Thursday.
S.L. Fernandes, who taken the contract of maintenance of the warship museum through the tender, alleged that he had to suffer losses by the action of the CMC. He said that he was acting according to the conditions of the contract. Despite that, the CMC authorities took charge of the museum son Thursday, he alleged. Refuting the allegation of the contractor, Uday Kumar Shetty, Commissioner of Karwar CMC, said the contract between the CMC and Joy Electricals owned by Fernandis had ended about eight months ago.
It came to his notice soon after assuming charge as Commissioner last month. He had asked the contractor to hand over the keys. As the contractor did not hand over the keys, the CMC locked the doors of the museum, he said.
Mr. Shetty said Karwar CMC paid Rs. 44,000 a moth to the contractor. Hundreds of tourists visited the museum every day. But the contractor had not been maintaining any account and paid just Rs. 10,000 a month to the CMC as the collection causing huge loss to the government exchequer.
He said that although the ship was decommissioned from Navy, it was a national pride. There was no security arrangement.
The daily wage workers appointed by the contractor were keeping the keys with them. The locks doors of the captain's cabin had been opened and the beds inside the cabin were in very bad condition. There were no cameras and spotlights to keep a tab on the visitors. The garden where the ship was kept was in very bad shape. This prompted the CMC to take action, he said.
Brushing aside the allegation that the museum would be closed forever, Mr. Shetty said it would reopen within a week.
The intereiors of the museum needed painting. Surveillance cameras and spotlights would be set installed. The LCD screen would be repaired to show the glimpses of 1971 war. A small auditorium would be built to show the documentaries on armed forces, he said. There was no question of bowing to any pressure, he said.

"We volunteered to do the work as a mark of respect to Lord Shiva the day before Shivaratri," one of the tourists said. But most refused to speak to the media, saying they were just doing their duty as they visit regularly the holy place.
One of them even chided mediapersons who were taking pictures: "Do something to keep your place clean." A Russian tourist, who identified himself as Ramadas and later revealed his name as Surkozy, said he loves India and Gokarna. He comes here every year to get peace. "The Koti Tirtha lake is a sacred water body. I know that one day is not enough to clean it. I am doing my service to Lord Mahabaleshwara (deity of Gokarna)," he said.
Other foreigners, brooms in hand, cleaned the steps of the lake and collected plastic bottles and bags, and cartons, and deposited them in a bin. Another foreign tourist said he would be happy if devotees who have a dip in the lake on Shivaratri return satisfied that they bathed in clean water. Some other foreigners said they had joined the cleaning work by the local gram panchayat on Saturday A German was upset at the lukewarm response from local representatives, public, officials and temple authorities to their voluntary work.
"Gokarna is a very holy place where the Atma Linga of Lord Shiva is situated. Coming from thousands of miles away, we are disappointed to see garbage in the town. The temple authorities and the administration should concentrate on hygiene first," said a traveller from Finland.

A 350-metre long and 12-metre wide elevated highway planned at Maravanthe
The 187-km stretch on the National Highway 66 between Kundapur and Goa border via Karwar is all set for widening with the National Highways Authority of India (NHAI) inviting bids (Request For Proposal) for taking up the work.
The last date for receiving the RFP would be March 30, 2012, according to a February 16, 2012, notification by the NHAI available in the public domain.
Official sources told The Hindu that the NHAI had invited bids after Public Private Partnership Appraisal Committee (PPAC), under the Union Department of Economic Affairs, Union Ministry of Finance, approved the project recently. The project would cost around Rs. 1,655 crore, they said.
PPAC is an inter-ministerial committee in charge of approving infrastructure projects. According to the February 16 notification by the NHAI, it had shortlisted 35 companies who were eligible for bidding for taking up the project. The companies had been shortlisted after evaluating their December 5, 2011, applications for their request for qualification (RFQ) for bidding.
According to the notification, the stretch of the highway would be widened as four/six lanes under phase IV of the National Highways Development Project (NHDP). It would be taken up under Design, Build, Finance, Operate, and Transfer (DBFOT) Toll basis.
The stretch proposed for widening was part of the 296-km highway from Goa border (near Karwar) to Kerala border (near Talapady) in the State.
The stretch between Kundapur and Talapady, via Mangalore, on the same highway is now being widened by the NHAI under phase III of the NHDP. With the new project on the anvil, the highway passing through Dakshina Kannada, Udupi, and Uttara Kannada districts via Karwar, Ankola, Kumta, Honnavar, Bhatkal, Kundapur, Udupi, Surathkal, Mangalore, Thokkottu, and Talapady is all set to get a facelift.
A main feature under the project is an elevated highway of 350-metre length and 12-metre width which would come up at Maravanthe, a tourist spot, where the existing highway passes through a narrow stretch between the sea and the river.
The elevated highway would be built across the river while the surface level of the existing highway would be raised by about a metre and strengthened, sources said.
Quoting the final feasibility report of the project prepared by a private company, the sources said that 14 major bridges, 41 minor bridges, six road-over-bridges (RoBs), and three road-under-bridges (RuBs) would be built.
Four tunnels and an equal number of flyovers would be built.
There would be 53 bus bays and four truck bays.
The Government would have to acquire 260 hectares of private land in 66 villages and 122 hectares of forestland for completing the project, the sources said.

KARWAR: Scientists, environmentalists and officials of the Kaiga Nuclear Power Generating Station held a meeting on Tuesday to discuss the impact of Kaiga project on the people and the environment. The meeting which was organised at Yellapur by Zilla Samrakshana Samiti resolved to urge the Centre not to take up the construction of fifth and sixth units at Kaiga, unless the agencies appointed by the government and the National Medical Association conducted an independent health survey in the villages neighbouring the Kaiga project.
The meeting was presided over by the seer of Sonda Swarnavalli Mutt Gangadharendra Saraswati Swamiji, site director of Kaiga project J P Gupta, scientists and other project technicians.
While Kaiga officials claimed that there was no radiation from Kaiga, others pointed out the report on increasing cases of cancer and other diseases in the vicinity. J P Gupta said that the Tata Memorial Institute and Manipal KMC Hospital had been nominated by the government to conduct health studies which they have already commenced.
The Kaiga authorities were urged at the meeting to form a citizen’s review committee under the chairmanship of the deputy commissioner to ensure public safety, as suggested by the Swamiji. They� also disclosed the ways of disposing nuclear waste. On steps for relief to villagers suffering from cancer, Kaiga authorities said it should be decided by the government.
Minister Anand Asnotikar and Western Ghats Task Force chairman Ananth Hegde Ashisara too spoke.
engineer.akash March 11th, 2012, 08:17 AM Though Navy and IAF are better placed, they too have their share of problems. The government, for instance, is yet to approve the long-pending Rs 13,000 crore expansion of the strategic Karwar naval base in coastal Karnataka.
After completion of this proposed Phase-IIA, the Navy will be able to base 27 major warships at Karwar. After Phase-I, completed at a cost of Rs 2,629 crore, 11 warships and 10 yardcraft can as of now be based there.
With Navy moving towards operating two carrier battle groups centred around 44,570-tonne INS Vikramaditya (the refurbished Admiral Gorshkov) and 40,000-tonne indigenous aircraft carrier by 2015, the Karwar base is critical for its blue-water operations in the Indian Ocean and beyond.

New Delhi: Strengthening its capabilities along the western seaboard, the Indian Navy is planning to establish a new naval air base in Karwar in Karnataka for operating both fighter and surveillance aircraft.
"We have plans of establishing a Naval Air Station at Karwar for basing and operation of fixed and rotary-wing military aircraft," Navy officials said on Tuesday.
The naval air base is part of the Navy's Rs 10,000 crore plans under the phase II of the Project Sea Bird.
Aircraft carrier 'Admiral Gorshkov', which India is getting from Russia, six Scorpene submarines and several other warships will be based there in the future.
The Navy already has an air base in Goa and has deployed its MiG 29K and Sea Harrier fighter aircraft there.
It has also placed orders for 29 more MiG 29K carrier- borne fighter planes from Russia along with the indigenous versions of the naval variant of the Light Combat Aircraft 'Tejas'.
Under the Phase-II of the Project, Karwar will get an armament depot, dockyard complex and missile silos, apart from additional jetties, berthing and anchorage facilities.
It is planning to expand the base to the extent where it can provide requisite berthing and operational fleet base facilities for the operation, administration and command and control of over 30 warships and submarines.
The Karwar base would be the third such major base of the Indian Navy and is being strengthened at a time when Pakistan is developing ports with the help of the Chinese and would also providing strategic depth to its maritime force.
It would also help the Navy in decongesting its base in Mumbai which has seen a significant increase in merchant shipping.

ಕಾರವಾರ: ನಗರದಲ್ಲಿ ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ಸ್ಥಾಪನೆಗೆ ಸುವರ್ಣಕಾರರಿಂದ ಎರಡನೇ ಬಾರಿಗೆ ಭಾರಿ ಬೇಡಿಕೆ ವ್ಯಕ್ತವಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸರಕಾರ ಎಲ್ಲ ರೀತಿಯಿಂದ ಸಿದ್ಧತೆಗೆ ಮುಂದಾಗಿದೆ. ಆದರೆ ಆಭರಣ ವ್ಯಾಪಾರಿಗಳ ನಡುವಿನ ಸಹಮತದ ಕೊರತೆಯಿಂದ ಮತ್ತೆ ನನೆಗುದಿಗೆ ಬೀಳುವ ಲಕ್ಷಣ ಕಂಡುಬರುತ್ತಿವೆ.
ಕಾರವಾರದಲ್ಲಿ ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ನಿರ್ಮಿಸಬೇಕೆಂದು ಹಲವು ಬಾರಿ ಸರಕಾರಕ್ಕೆ ಮನವಿ ಸಲ್ಲಿಕೆ ಆಗಿದ್ದರಿಂದ ಸರಕಾರ ಈ ಮೊದಲು ಪಾರ್ಕ್* ಸ್ಥಾಪನೆಗೆ ತಾತ್ವಿಕ ಒಪ್ಪಿಗೆ ನೀಡಿತ್ತು. ಅದಕ್ಕಾಗಿ ಸೂಕ್ತವಾದ ಸ್ಥಳವನ್ನೂ ಗುರುತಿಸಿತ್ತು.
ಆದರೆ, ಅಂದು ಈ ಪಾರ್ಕ್* ನಿರ್ಮಾಣಕ್ಕೆ ಕೆಲವು ಆಭರಣ ವ್ಯಾಪಾರಿಗಳಿಂದ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತವಾದ ಕಾರಣ ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ಕೊಯಿಮತ್ತೂರ್*ಗೆ ಸ್ಥಳಾಂತರಗೊಂಡಿತು. ಇದರಿಂದಾಗಿ ಕಾರವಾರ ನಗರ ವಿಶ್ವ ಮಾರುಕಟ್ಟೆಯಲ್ಲಿ ತನ್ನನ್ನು ಗುರುತಿಸಿಕೊಳ್ಳುವ ಅವಕಾಶ ಕೈತಪ್ಪಿ ಹೋಗಿತ್ತು.
ಆಭರಣ ತಯಾರಿಕೆ ಕ್ಷೇತ್ರ ಅಸಂಘಟಿತ ವಲಯವಾಗಿದ್ದು, ಸಣ್ಣ ಆಭರಣ ತಯಾರಕರು ದೊಡ್ಡ ಆಭರಣ ತಯಾರಕರನ್ನು ಅವಲಂಬಿಸಿದ್ದಾರೆ. ಆದರೆ ಪ್ರಸ್ತುತ ಸ್ಥಿತಿಯಲ್ಲಿ ಇದು ಶ್ರೀಮಂತ ಆಭರಣಕಾರರ ಕಪಿಮುಷ್ಟಿಯಲ್ಲಿ ಸಿಲುಕುವಂತಾಗಿದ್ದು, ಇದರ ಪರಿಣಾಮ ಸಣ್ಣ ಆಭರಣಕಾರರು ತೊಂದರೆ ಅನುಭವಿಸುವಂತಾಗಿದೆ. ದೊಡ್ಡ ಆಭರಣಕಾರರು ದಿನಗೂಲಿ ಆಧಾರದ ಮೇಲೆ ಯಾವುದೇ ಸೌಲಭ್ಯ ನೀಡದೇ ಸಣ್ಣ ಆಭರಣಕಾರರಿಂದ ಕೆಲಸ ಮಾಡಿಸಿಕೊಳ್ಳುತ್ತಾರೆ. ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ನಿರ್ಮಾಣವಾದಲ್ಲಿ ಎಲ್ಲರಿಗೂ ಸಮಾನ ಉದ್ಯೋಗಾವಕಾಶ ದೊರೆಯುತ್ತದೆ. ಹಾಗಾಗಿ ಈ ಪಾರ್ಕ್* ಸ್ಥಾಪನೆ ಅತ್ಯವಶ್ಯ ಎನ್ನುವುದು ಕೆಲವು ಸಣ್ಣ ಆಭರಣ ತಯಾರಕರ ವಾದವಾಗಿದೆ.
ಕಾರವಾರ ನಗರವೊಂದರಲ್ಲಿಯೇ ಸುಮಾರು 5 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಸಣ್ಣ ಆಭರಣ ಉದ್ಯಮಿಗಳು ಹಾಗೂ ಆಭರಣ ತಯಾರಕರಿದ್ದು, ಇವರೆಲ್ಲರೂ ದೊಡ್ಡ ಆಭರಣಕಾರರನ್ನು ಅವಲಂಬಿಸಿದ್ದಾರೆ. ನಗರದಲ್ಲಿ ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ಸ್ಥಾಪನೆಯಾದಲ್ಲಿ ಆಭರಣ ತಯಾರಕರು ಪಾರ್ಕ್*ನಲ್ಲಿರುವ ಬೇರೆ ಕಂಪನಿಗಳ ಕಡೆಗೆ ಹೋಗುವ ಸಾಧ್ಯತೆ ಇದೆ. ಇದರಿಂದ ದೊಡ್ಡ ಉದ್ಯಮಿಗಳಿಗೆ ಹಿಂದೇಟಾಗಲಿದೆ. ಇದರಿಂದ ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ಸ್ಥಾಪನೆಗೆ ವಿರೋಧದ ಮಾತು ಕೇಳಿಬರುತ್ತಿದೆ ಎಂದು ಆಭರಣ ಉದ್ಯಮಿಯೊಬ್ಬರು ಆರೋಪಿಸುತ್ತಾರೆ. ಆಭರಣಕಾರರ ಸಂಘದ ಮಾಜಿ ಅಧ್ಯಕ್ಷ ಶಂಕರ ರೇವಣಕರ ಸ್ಥಳೀಯರಿಂದ ಹಣ ಹೂಡಿಕೆ ಮಾಡಿ ಜ್ಯುವೇಲರಿ ಪಾರ್ಕ್* ನಿರ್ಮಿಸಲು ಅವಕಾಶ ನೀಡಬೇಕು ಎನ್ನುತ್ತಾರೆ.
ಪಾರ್ಕ್* ನಿರ್ಮಾಣಕ್ಕೆ ಹೊರಗಿನವರು ಹಣ ಹೂಡಿಕೆ ಮಾಡಬಾರದು ಎನ್ನುವುದು ಸರಿಯಲ್ಲ. ಅದರಿಂದ ಜ್ಯುವೆಲರಿ ಉದ್ಯಮ ಬೆಳೆಯಲು ಸಾಧ್ಯವಿಲ್ಲ. ಹೀಗಾಗಿ ಇಲ್ಲಿನ ಸ್ಥಳೀಯರಿಗೆ ಉದ್ಯೋಗವಿಲ್ಲದೇ ಬೇರೆ ಉದ್ಯೋಗದತ್ತ ಮುಖ ಮಾಡುವುದು ಅನಿವಾರ್ಯ ಎಂಬಂತಾಗುತ್ತದೆ. ಕೆಲವೆಡೆ ಬಂಗಾಳಿ ಜನರನ್ನು ಕೆಲಸಕ್ಕೆ ತೆಗೆದುಕೊಂಡು ಆಭರಣ ತಯಾರಿಕೆ ಮಾಡುವಾಗ ಹೊರಗಿನ ಕಂಪನಿಗಳೇಕೆ ಇಲ್ಲಿ ಜ್ಯುವೆಲರಿ ಪಾರ್ಕ್* ನಿರ್ಮಾಣಕ್ಕೆ ಹಣ ಹೂಡಿಕೆ ಏಕೆ ಮಾಡಬಾರದು ಎನ್ನುವ ಪ್ರಶ್ನೆ ಕೇಳಿಬರುತ್ತಿದೆ.
ಕುಲಕಸುಬಾಗಿ ಬಂದಿದ್ದ ಅಭರಣ ತಯಾರಿಕೆಯಲ್ಲಿ ಇಂದು ಕೇವಲ ಒಂದೇ ಸಮುದಾಯವು ತೊಡಗಿಕೊಂಡಿದೆ ಎನ್ನುವ ದಿನಗಳು ದೂರವಾಗಿವೆ. ಈಗ ಗುನಗಿ, ಗಾಬಿತ, ಕೋಮಾರಪಂತ ಸಮುದಾಯದವರು ಜೀವನ ನಿರ್ವಹಣೆಯ ಉದ್ಯೋಗವಾಗಿ ಅನೇಕ ಯುವಕರು ಮುಂಬೆ„ ಹಾಗೂ ಗುಜರಾತಿನಲ್ಲಿ ಆಭರಣ ತಯಾರಿಕೆಯ ಉದ್ಯಮದಲ್ಲಿ ಬೆಳೆಯುತ್ತಿದ್ದಾರೆ.
ಒಟ್ಟಾರೆಯಾಗಿ ಎರಡನೇ ಬಾರಿಯೂ ಪಾರ್ಕ್* ಸ್ಥಾಪನೆಗೆ ಪರ-ವಿರೋಧದ ಮಾತುಗಳು ಕೇಳಿಬರುತ್ತಿವೆ. ಈಗಲಾದರೂ ಒಮ್ಮತದ ಅಭಿಪ್ರಾಯ ಮೂಡದಿದ್ದಲ್ಲಿ ಜ್ಯುವೆಲ್ಲರಿ ಪಾರ್ಕ್* ಎನ್ನುವುದು ಕನಸಿನ ಗಂಟಾಗಿ ಉಳಿಯುವುದರಲ್ಲಿ ಸಂಶಯವಿಲ್ಲ.

ಹೊನ್ನಾವರ: ಮಡಿವಾಳನ ಕತ್ತೆ ಮನೆಯದೂ ಅಲ್ಲ, ಹೊಳೆದಂಡೆಯದೂ ಅಲ್ಲ. ಹೊರುವುದಷ್ಟೇ ಅದರ ಕೆಲಸ ಅನ್ನುವಂತಾಗಿದೆ ಉತ್ತರ ಕನ್ನಡದ ಸ್ಥಿತಿ. ಇತ್ತೀಚಿನ ವಿದ್ಯಮಾನಗಳು ಜಿಲ್ಲೆಯನ್ನು ಇಲ್ಲಿಯವರಿಗೆ ಬೇಕಾದಂತೆ ಬೆಳೆಸುವವರಿಲ್ಲ, ಬೆಳೆಯಗೊಡುವವರೂ ಇಲ್ಲ , ಹೊರುವುದು ತಪ್ಪುವುದಿಲ್ಲ ಎಂಬುದನ್ನು ಮತ್ತೆ ಖಚಿತಪಡಿಸಿದೆ.
ಹುಬ್ಬಳ್ಳಿ, ಮಂಗಳೂರು, ಕುಮಟಾದಲ್ಲಿ ನಡೆದ ಹೂಡಿಕೆದಾರರ ಸಮ್ಮೇಳನ ಜಿಲ್ಲೆಗೆ 500 ಕೋಟಿ ರೂ. ಬಂಡವಾಳ ಹರಿದು ಬರುತ್ತದೆ ಎಂದು ಘೋಷಿಸಿದೆ. ಇನ್ನೂ ಬೆಂಗಳೂರಿನ ಸಮ್ಮೇಳನ ಜಿಲ್ಲೆಗೆ ಇನ್ನಷ್ಟು ಬಂಡವಾಳ ತರುತ್ತದೆಯೋ ಗೊತ್ತಿಲ್ಲ. ಉದ್ಯಮ ಸ್ಥಾಪಿಸುವವರ ಹಿಂದೆ ನಿಂತು ಸಮಸ್ಯೆ ಪರಿಹರಿಸುವುದಾಗಿ ಉಸ್ತುವಾರಿ ಸಚಿವ ಕಾಗೇರಿ ಹೇಳಿ ಹೋಗಿದ್ದಾರೆ. ಶೇ. 80ರಷ್ಟು ಅರಣ್ಯ ಇಲಾಖೆ ಭೂಮಿ ಇದೆ. ಗಿಡಗಳಿಲ್ಲದ ಸ್ಥಳದಲ್ಲಿ ಸಣ್ಣ ಕೈಗಾರಿಕೆ ಬರಲು ಅವಕಾಶವಾಗುವಂತೆ ಸಿಆರ್*ಝಡ್* ಮತ್ತು ಅರಣ್ಯ ಕಾನೂನಿನಲ್ಲಿ ಕೇಂದ್ರದಿಂದ ರಿಯಾಯತಿ ಕೊಡಿಸಿ ಎಂದರೆ ಸಂಸದ ಅನಂತ ಕುಮಾರ ಹೆಗಡೆ ರಿಯಾಯತಿ ಕೊಟ್ಟರೆ ಮಾಫಿಯಾ ಬೆಳೆಯುತ್ತದೆ. ಇರುವ ಕಾನೂನಿನಲ್ಲಿ ಅಧಿಕಾರಿಗಳ ಮನವೊಲಿಸಿ ಕೆಲಸ ಮಾಡಿಸಿಕೊಳ್ಳಬೇಕು ಎನ್ನುತ್ತಾರೆ.
ಜಿಲ್ಲೆಯಲ್ಲಿ ಬಂದರು, ರೈಲು, ಕೈಗಾರಿಕೆ ಸಹಿತ ಯಾವ ಯೋಜನೆ ಬಂದರೂ ಸರಕಾರಿ ಭೂಮಿ ಪರಿವರ್ತನೆ ಆಗುತ್ತದೆ. ಪರಿಸರಕ್ಕೆ ಧಕ್ಕೆಯಾಗುತ್ತದೆ ಆದ್ದರಿಂದ ಯಾವ ಯೋಜನೆಯೂ ಬೇಡ ಎಂದು ಪಶ್ಚಿಮಘಟ್ಟ ಅಧ್ಯಯನ ಮಾಡಿದ ಪ್ರೊ| ಮಾಧವ ಗಾಡಗೀಳ ಕೇಂದ್ರ ಸರಕಾರಕ್ಕೆ ವರದಿಕೊಟ್ಟಿದ್ದಾರೆ. ಖಾಸಗಿ ಕೃಷಿಭೂಮಿಯನ್ನು ಸುಲಭದಲ್ಲಿ ಪರಿವರ್ತನೆ ಮಾಡದಂತೆ ತಿದ್ದುಪಡಿ ಮಾಡಲಾಗಿದೆ. ಪಶ್ಚಿಮಘಟ್ಟ ಕಾರ್ಯಪಡೆ ಅಧ್ಯಕ್ಷ ಅನಂತ ಆಶೀಸರ ವಿಶೇಷ ಕಾಳಜಿವಹಿಸಿ ಈ ಆದೇಶಗಳನ್ನು ಮಾಡಿಸಿದ್ದಾರೆ. ಅವರು ಹಾಗನ್ನುತ್ತಾರೆ. ಇವರು ಹೀಗನ್ನುತ್ತಾರೆ. ಬೆಳೆಯಲೂ ಬಿಡುವುದಿಲ್ಲ, ಉಳಿಯಲೂ ಬಿಡುವುದಿಲ್ಲ.
ಜಿಲ್ಲೆಯಲ್ಲಿ ಶಾಸಕರ ಕೊಲೆಯಾಗಿದೆ. ಆರ್*ಎಫ್*ಒ, ಎಸಿಎಫ್*ಗಳ ಕೊಲೆಯಾಗಿದೆ. ಎಸ್*ಐ ಮೇಲೆ ಹಲ್ಲೆಯಾಗಿದೆ. ಗೋವಾ ಸಾರಾಯಿ ಸಾಗಿಸುವಾಗ ಎಸ್*ಐ ಸಿಕ್ಕಿಬೀಳುತ್ತಾನೆ. ಆರು ತಿಂಗಳಿಗೊಮ್ಮೆ ಜಿಲ್ಲಾ ವರಿಷ್ಠರುಗಳು ಬದಲಾಗುತ್ತಾರೆ. ಆರು ವರ್ಷಗಳಾದರೂ ತತ್ಸಮಾನರು ಬದಲಾಗುವುದಿಲ್ಲ. ಎರಡು ಬೈಕ್* ಡಿಕ್ಕಿಯಾಗಿ ಬಿದ್ದವರು ಎದ್ದು ಮನೆಗೆ ಹೋದಮೇಲೆ ಕೋಮುದ್ವೇಷದ ಉರಿ ಹಚ್ಚುತ್ತಾರೆ. ಎರಡು ದಿನ ವ್ಯವಹಾರ ನಿಂತು ಹೋಗುತ್ತದೆ. ಬಡವರ ಹೊಟ್ಟೆಯ ಮೇಲೆ ತಣ್ಣೀರ ಪಟ್ಟಿ.
ಕಾನೂನು ಸುವ್ಯವಸ್ಥೆ ಎಡಬಿಡಂಗಿಯಾಗಿ ಅದೆಷ್ಟೋ ವರ್ಷಗಳು ಕಳೆದುಹೋದವು. ಬಯಲುಸೀಮೆಯ ಮಠಾಧೀಶರು ರೈಲಿಗಾಗಿ ಒಗ್ಗಟ್ಟಿನಿಂದ ಹೋರಾಟಕ್ಕೆ ಇಳಿಯುತ್ತಾರೆ. ಜಿಲ್ಲೆಯ ಮಠಾಧೀಶರು ಹೋಮಧೂಮದ ಹೊಗೆಯಲ್ಲಿ ಕೋಟ್ಯಂತರ ರೂ.ಗಳ ಮಠ ಕಟ್ಟುತ್ತಾರೆ. ನಾಲ್ಕು ಮಕ್ಕಳನ್ನು ಹೆರಿ ಎಂದು ಉಪದೇಶಿಸುತ್ತಾರೆ. ನಾವು ಚೀನಾದೇಶವನ್ನು ಈ ವಿಷಯದಲ್ಲಾದರೂ ಮೀರಿಸೋಣ ಅಲ್ಲವೇ?
ಹಿಂದುಳಿದ ವರ್ಗದವರ ಸಮ್ಮೇಳನ ವಿನಾಕಾರಣ ಮೂರು ಬಾರಿ ಮುಂದೆ ಹೋಗಿದೆ. ಕಾರಣ ಏನೇ ಇರಲಿ ಜಿಲ್ಲೆಯಲ್ಲಿ ಶೇ. 75ರಷ್ಟು ಇರುವ ಹಿಂದುಳಿದ ವರ್ಗದವರು ಸಮ್ಮೇಳನ ನಡೆಸದಂತೆ ಮಾಡಿದ ಶಕ್ತಿ ಜಿಲ್ಲೆಯ ಅಭಿವೃದ್ಧಿಗೆ ಅಡ್ಡವಾಗಿದೆ ಎಂಬುದು ಹಿಂದುಳಿದವರಿಗೆ ತಿಳಿದಿಲ್ಲ. ಇಂತವರು ಒಂದು ಕೈಯಲ್ಲಿ ಅಭಿವೃದ್ಧಿಯ ಬಾಗಿಲು ತೆಗೆಯುತ್ತ, ಇನ್ನೊಂದು ಕೈಯಲ್ಲಿ ಬಾಗಿಲು ಹಾಕಿಸುತ್ತಾರೆ.
11 ವಿಧಾನ ಪರಿಷತ್* ಸ್ಥಾನಗಳಲ್ಲಿ ಒಂದು ಸ್ಥಾನ ತುಂಬುವ ಅವಕಾಶವನ್ನು ಜಿಲ್ಲೆಗೆ ಯಾವ ಪಕ್ಷವೂ ಕೊಟ್ಟಿಲ್ಲ. ಜಿಲ್ಲೆಯಲ್ಲಿ ಅಂತಹ ಯೋಗ್ಯತೆಯವರು ಇಲ್ಲವೇ? ಕುಮಟಾ ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರದಲ್ಲಿ ಸತತ ಬಿಜೆಪಿ ಸೋಲಿಗೆ ಕಾರಣರಾದವರು ಪರಿಷತ್*ಗೆ ಆಯ್ಕೆ ಬಯಸಿದ್ದರಂತೆ. ಇನ್ನೊಬ್ಬರು ಉದ್ಯಮಿಗಳು. ಕಾಂಗ್ರೆಸ್ಸಿನಿಂದ ಶಾಂತಣ್ಣನ ಮೂಗಿಗೆ ತುಪ್ಪ ಹಚ್ಚುವ ಕೆಲಸ ನಡೆದಿರುವುದು ಮೊದಲ ಬಾರಿಯೇನಲ್ಲ. ಕಾಗೇರಿ ಗೆಲ್ಲಲು ಶಾಂತಣ್ಣ ನೆರವಾದದ್ದು, ಗುಟ್ಟೇನಲ್ಲ. ಕುಮಾರಸ್ವಾಮಿ ಮುಖ್ಯಮಂತ್ರಿಗಳಾಗಿದ್ದಾಗಲೂ ಉ.ಕ.ವನ್ನು ನಿರ್ಲಕ್ಷಿಸಿದ್ದರು. ಈಗಿರುವ ಒಂದು ಸ್ಥಾನವನ್ನು ಕೊಡುವ ಪ್ರಶ್ನೆ ಅಲ್ಲ. ಬಿಜೆಪಿ ಒಬ್ಬ ಹಿಂದುಳಿದ ವರ್ಗದವನನ್ನು ಪರಿಷತ್*ಗೆ ಜಿಲ್ಲೆಯಿಂದ ಕಳಿಸಬಹುದಿತ್ತು. ಜಿಲ್ಲೆಯ ರಾಜಕಾರಣಿಗಳ ಯೋಗ್ಯತೆ ಗೊತ್ತಿದ್ದ ರಾಷ್ಟಿÅàಯ ಮತ್ತು ರಾಜ್ಯ ನಾಯಕರು ಉತ್ತರ ಕನ್ನಡವನ್ನು ಕಸಕ್ಕಿಂತ ಕಡೆಮಾಡಿದರು.
ಹಿಂದೆ ರಾಜ್ಯಸಭೆ, ವಿಧಾನ ಪರಿಷತ್* ಸದಸ್ಯರಾಗಿದ್ದವರು ಜಿಲ್ಲೆಗೆ ಮಾಡಿದ್ದೇನು? ಜಿಲ್ಲೆಯನ್ನು ಪ್ರತಿನಿಧಿಸಬಲ್ಲವರಿಗೆ ಸದಸ್ಯತ್ವ ಕೊಡದೆ ತಮ್ಮ ಮೇಳದವರಿಗೆ ಸದಸ್ಯತ್ವ ಕೊಡಿಸುವ ಪರಂಪರೆ ಇಂದು ನಿನ್ನೆಯದಲ್ಲ. ಜೋಕಿಂ ಆಳ್ವಾ ತಮ್ಮ ಪತ್ನಿ ವೈಲೆಟ್* ಆಳ್ವಾರನ್ನು ರಾಜ್ಯಸಭಾ ಸದಸ್ಯರಾಗಿ ಮಾಡಿದರು. ರಾಮಕೃಷ್ಣ ಹೆಗಡೆ ತಮ್ಮ ಶಿಷ್ಯ ಆರ್*.ಎಸ್*. ನಾಯಕರನ್ನು ರಾಜ್ಯಸಭೆ, ಕಮಲಾಕರ ಗೋಕರ್ಣರನ್ನು ವಿಧಾನಪರಿಷತ್* ಸದಸ್ಯರನ್ನಾಗಿ ಮಾಡಿದರು. ಮೂರನೇ ಬಾರಿ ವಿಧಾನ ಪರಿಷತ್* ಸದಸ್ಯರನ್ನಾಗಿ ಮಾಡದಿರುವುದಕ್ಕೆ ವಿ.ಡಿ. ಹೆಗಡೆ ಗುರು ದೇಶಪಾಂಡೆಗೆ ತಿರುಗಿಬಿದ್ದರು. ಈಗ ಹೆಗಡೆ ವಿರುದ್ಧ ಘೋಟೆ°àಕರ ಬಾಣವನ್ನು ದೇಶಪಾಂಡೆ ಬಿಟ್ಟಿದ್ದಾರೆ. ಮೇಲ್ಮನೆಯ ಸದಸ್ಯರಾಗುವವರು ಜಿಲ್ಲೆಯ ಎಲ್ಲವನ್ನೂ ತಿಳಿದವರು, ಸಮಾಧಾನಿಗಳು ಆಗಿ ಕೆಲಸ ಮಾಡುವಂತವರು ಆಗಬೇಕಿತ್ತು. ಚೇಲಾಗಳೇ ಆಗಿಹೋದರು. ನೆರೆ ಜಿಲ್ಲೆಗಳು ಅಭಿವೃದ್ಧಿಗೆ ದಾಪುಗಾಲು ಹಾಕಿರುವುದನ್ನು ನೋಡಿ ಇಲ್ಲಿ ವಿರೋಧಾಭಾಸಗಳು, ವಿರೋಧಾಭ್ಯಾಸಗಳು ಮೆರೆಯುತ್ತಿರುವುದನ್ನು ನೋಡಿ. ಬೆಳೆಯುವುದೂ ಇಲ್ಲ, ಉಳಿಯುವ ಲಕ್ಷಣವೂ ಇಲ್ಲ. ಕೇಂದ್ರ, ರಾಜ್ಯ ಸರಕಾರಗಳಿಗೆ ಉತ್ತರ ಕನ್ನಡ ಮತ್ತು ಇಲ್ಲಿಯ ಜನ ಏನೂ ಅಲ್ಲ.

KARWAR: The Kaiga Generating Station (KGS) has got the nod for setting up Units 5 and 6 by the Union cabinet. It is awaiting clearance from the ministry of environment and forest, said J P Gupta, Site Director of Kaiga nuclear power station.
He said on Monday that the Nuclear Power Corporation of India Limited ( NPCIL) has identified ten places in the country to set up the nuclear reactors of 700 Mw and Kaiga is one among them. The reactors would be set up on priority basis in these places, he said. After setting up of Unit 5 and 6 the Karnataka would get 50% of the electricity generated in KGS. The KGS has made the profit of Rs 165 crore in the financial year 2011-12, he added.
Gupta said in the last four months, all the four units of KGS were operating continuously producing 650 MW of electricity without any interruption. Unit 2 of KGS which is operating from June 3, 2011 completed a year of continuous operation. In the past also KGS has achieved the continuous run of more than a year on number of occasions, said Gupta.
This year the 'Power line' award given for the production of the electricity was bestowed on KGS. The KGS got the best performing Nuclear Station Award, which was presented by Sushil Kumar Shindhe, Union minister of Power. Apart from this Kaiga was given the award of fourth best nuclear power unit in the world, he said.

As the INS Vikramaditya, formerly Admiral Gorshkov commences sea trails in the White Sea; the Indian Naval base INS Kadamba at Karwar is bracing up to welcome Russian built aircraft carrier once it reaches the Indian shores early next year.
Navy sources told DNA that the aircraft carrier will be based at the INS Kadamba after it is handed over to the Indian Navy and that preparations are underway to house the INS Vikramaditya which will be the Navy’s second aircraft carrier after the INS Viraat. With the arrival of the aircraft carrier the Naval Station will also become a major airbase with a majority of the navy’s air components based there.
“The INS Kadamba is one of the biggest naval stations not just in India but Asia. Expansion of the base is currently on. Phase I expansion of the base has been completed. Phase II Alpha expansion is expected to commence soon and would pave way for berthing upto 32 ships from the current 22 ships,” said the Official.

ಹೊನ್ನಾವರ : ಹೊನ್ನಾವರ ಪಟ್ಟಣದಿಂದ ಗೇರುಸೊಪ್ಪಾವರೆಗಿನ 35 ಕಿ.ಮೀ. ಉದ್ದದ ಶರಾವತಿ ನದಿಯ ಎಡಬಲ ದಂಡೆಗಳು ತಾಲೂಕಿನಲ್ಲಿಯೇ ಸಮೃದ್ಧಿ ತುಂಬಿದ ಪ್ರದೇಶವಾಗಿದೆ. ಇಲ್ಲಿ ಭತ್ತ, ಕಬ್ಬು, ತೆಂಗು, ಬಾಳೆ, ಅಡಿಕೆ ಸಹಿತ ಆಹಾರ ಮತ್ತು ಹಣದ ಬೆಳೆ ಬೆಳೆಯಲಾಗುತ್ತದೆ. ಆದರೆ, ಈ ಪ್ರದೇಶಕ್ಕೆ ಇನ್ನೂ ಸರಿಯಾದ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ ಇಲ್ಲ. ಇಲ್ಲಿನ ಜನ ಶತಮಾನಗಳಿಂದ ಸಾರಿಗೆ ಸಮಸ್ಯೆಯಿಂದ ಬಳಲುತ್ತಿದ್ದಾರೆ.

ಹಿಂದೆ ಗೇರುಸೊಪ್ಪಾವನ್ನು ಚೆನ್ನಭೈರಾದೇವಿ ಆಳುತ್ತಿದ್ದಳು. ಶರಾವತಿಯಲ್ಲಿ ಗೇರುಸೊಪ್ಪೆಯವರೆಗೆ ಹೋಗುವ ದೊಡ್ಡ ಮಚವೆಗಳು ಕಾಳುಮೆಣಸನ್ನು ತುಂಬಿಕೊಂಡು ವಿದೇಶಕ್ಕೆ ಹೋಗುತ್ತಿದ್ದವು. ಬ್ರಿಟಿಷರು ಚೆನ್ನಭೈರಾದೇವಿಯನ್ನು 'ಪೆಪ್ಪರ್* ಕ್ವೀನ್*' ಎಂದು ಕರೆದರು. ಕಾಲ ಚಕ್ರದಡಿ ರಾಜರಾಣಿಯರು ಹೊರಟುಹೋದರು. ಸ್ವಾತಂತ್ರÂ ಬಂದಮೇಲೂ ದಶಕಗಳ ಕಾಲ ಮಚವೆಗಳು ನದಿಯಲ್ಲಿ ಓಡಾಡುತ್ತಿದ್ದವು. ಉಗಿಯಿಂದ ಓಡುವ ಲಾಂಚುಗಳು ಶರಾವತಿಗೆ ಬಂದವು. ಅಣೇಕಟ್ಟುಗಳ ನಿರ್ಮಾಣದಿಂದ ಶರಾವತಿ ವೇಗ ಕಡಿಮೆಯಾಗಿ ನದಿಯಲ್ಲಿ ಹೂಳು ತುಂಬಿಕೊಂಡಿತು. ಜನ ನದಿ ದಾಟಲು ದೋಣಿ ಅವಲಂಬಿಸಿದರು.
ಶರಾವತಿ ಬಲದಂಡೆಯಲ್ಲಿ ಮೊದಲು ಹೆದ್ದಾರಿ 206 ರಚನೆಯಾಯಿತು. ಕಳೆದ ದಶಕದಲ್ಲಿ ಎಡದಂಡೆಗೆ ರಸ್ತೆಯಾಗಿದೆ. ಟೆಲರಿಸ್* ಅಣೇಕಟ್ಟಿನ ತಗ್ಗು ಪ್ರದೇಶದಲ್ಲಿ ಸೇತುವೆ ಇದೆ. ರಾ. ಹೆದ್ದಾರಿ 17ರ ಹೊನ್ನಾವರ ಸೇತುವೆಯಿಂದ ಶರಾವತಿಯನ್ನು ಸುತ್ತಿ ಟೆಲರಿಸ್* ಅಣೇಕಟ್ಟಿನ ಸೇತುವೆ ದಾಟಿ ಹೊನ್ನಾವರಕ್ಕೆ ಬರುವ ರಿಂಗ್* ರೋಡ್* ಯೋಜನೆ ಪೂರ್ತಿಯಾಗಿಲ್ಲ. ಎಡದಂಡೆ ರಸ್ತೆ ಪೂರ್ತಿ ಡಾಂಬರು ಕಾಣಲಿಲ್ಲ.
ಇಲ್ಲಿಧಿನ ನದಿತೀರದಲ್ಲಿ , ನಡುಗಡ್ಡೆಗಳಲ್ಲಿ ವಾಸಿಸುವ ಜನ ಊರಿಂದ ಊರಿಗೆ ಸಂಪರ್ಕಿಸುವ ಕಾಲು ಸೇತುವೆ, ತೂಗುಸೇತುವೆ ಮತ್ತು ನದಿಯ ಎಡಬಲ ಸಂಪರ್ಕಿಸುವ ದೊಡ್ಡ ಸೇತುವೆಗೆ ಬೇಡಿಕೆ ಸಲ್ಲಿಸುತ್ತ ಬಂದಿದ್ದಾರೆ. ಜಲಸಾರಿಗೆ ಸುಖದಾಯಕ ಮತ್ತು ಕಡಿಮೆ ವೆಚ್ಚದ್ದಾದ್ದರಿಂದ ಜನ ಪಂಚಾಯತಕ್ಕೊಂದರಂತೆ ಸಂಪರ್ಕ ಸೇತುವೆ ಅಥವಾ ಡಿಂಗಿ ಸೇವೆ ಕೇಳುತ್ತಾರೆ. ಆದರೆ, ಯಾವ ಬೇಡಿಕೆ ಸರಿಯಾಗಿ ಈಡೇರಿಲ್ಲ. ನಾಡದೋಣಿಗಳು ಹಳೆಯದಾಗಿದ್ದು, ಮರಗಳು ಸಿಗದಿರುವುದರಿಂದ ದೋಣಿಗಳ ಸಂಖ್ಯೆ ಕಡಿಮೆಯಾಗುತ್ತ ಬಂದಿವೆ.
ಮಳೆಗಾಲದಲ್ಲಿ ಮತ್ತು ನೆರೆ ಬಂದಾಗ ನೂರಾರು ಶರಾವತಿ ತಗ್ಗುಪ್ರದೇಶವನ್ನು ಸುತ್ತುವರಿಯುವ ಕಾರಣ ನೂರಾರು ದ್ವೀಪಗಳು ಸೃಷ್ಟಿಯಾಗುತ್ತವೆ. ಆದ್ದರಿಂದ ಜನ ಸೇತುವೆ ಮತ್ತು ಯಾಂತ್ರೀಕೃತ ದೋಣಿಯನ್ನು ಸರಕಾರದಿಂದ ಕೇಳುತ್ತಾರೆ. ಆಳ್ವಾ ಸಂಸದರಾಗಿದ್ದಾಗ ಕುದ್ರಿಗಿಯ ಬಳಿ ಸೇತುವೆಗೆ ಅಡಿಗಲ್ಲು ಹಾಕಲಾಗಿತ್ತು. ಈಗ ಕಲ್ಲನ್ನು ಕಿತ್ತೂಯ್ಯಲಾಗಿದೆ. ಮುಖ್ಯಮಂತ್ರಿಗಳಾಗಿದ್ದ ಯಡಿಯೂರಪ್ಪ, ಉಪಮುಖ್ಯಮಂತ್ರಿಗಳಾಗಿದ್ದ ಸಿದ್ಧರಾಮಯ್ಯ, ಗೃಹಮಂತ್ರಿಗಳಾಗಿದ್ದ ದಿವಂಗತ ವಿ.ಎಸ್*. ಆಚಾರ್ಯ ಸಹಿತ ಜಿಲ್ಲೆಯಲ್ಲಿ ಆಳಿಹೋದ, ಆಳುತ್ತಿರುವ ಉಸ್ತುವಾರಿ ಮಂತ್ರಿಗಳು ಸೇತುವೆ ಭರವಸೆ ನೀಡಿದ್ದರು. ಒಂದೇ ಒಂದು ಸೇತುವೆ, ತೂಗುಸೇತುವೆ ಆಗಿಲ್ಲ. ಜನ ಕಟ್ಟಿಕೊಂಡ ಸೇತುವೆಯ ಸಂಚಾರವನ್ನು ಅಧಿಕಾರಿಗಳು ನಿಷೇಧಿಸಿದ್ದಾರೆ.
ತಾಲೂಕಿನಲ್ಲಿಯೇ ಅತಿಹೆಚ್ಚು ಪ್ರದೇಶದಲ್ಲಿ ಸಾವಯವ ಪದ್ಧತಿಯಲ್ಲಿ ಕೃಷಿ, ತೋಟಗಾರಿಕೆ ಮಾಡುತ್ತ ಗರಿಷ್ಠ ಬೆಳೆ ತೆಗೆಯುತ್ತಿರುವ ಶರಾವತಿ ತೀರದ ರೈತರ ಪಾಲಿಗೆ ತಮ್ಮ ವ್ಯವಹಾರಗಳನ್ನು ಸುಲಭವಾಗಿ ನಡೆಸಲು, ತುರ್ತು ಸಂದರ್ಭದಲ್ಲಿ ಜೀವ ಉಳಿಸಿಕೊಳ್ಳಲು ಸಾರಿಗೆ ಸೌಲಭ್ಯ ಒದಗಿಸಲಾಗದ ಸರಕಾರಗಳು ಇನ್ನೆಷ್ಟು ಬಂದುಹೋಗಬೇಕು. ಜೀವ ಕೈಯಲ್ಲಿ ಹಿಡಿದು ದೋಣಿ, ಡಿಂಗಿಗಳನ್ನೇರಿ ಹೋಗುವುದನ್ನು ಸಹಜವನ್ನಾಗಿಸಿಕೊಂಡ ಜನರ ತಾಳ್ಮೆಗೆ ಜೈ ಅನ್ನಬೇಕು.
ಶರಾವತಿ ತೀರಕ್ಕೆ ಹೊಂದಿಕೊಂಡು ನದಿಯುದ್ದಕ್ಕೂ ಇರುವ ಹತ್ತು ಸಾವಿರ ಕುಟುಂಬಗಳಿಗೆ ನದಿ ಎಡಬಲದ ಎರಡೂ ರಸ್ತೆಗಳು ಹೊನ್ನಾವರ ಪಟ್ಟಣಕ್ಕೆ ಬರಲು ದೂರವಾಗಿವೆ. ಹೀಗಾಗಿ ತೀರದ ಮತ್ತು ಶರಾವತಿ ಮಧ್ಯೆ ಇರುವ ದ್ವೀಪದ ಜನ ದೋಣಿ, ಡಿಂಗಿಗಳನ್ನೇ ಅವಲಂಬಿಸಿದ್ದಾರೆ. ನಿತ್ಯ ಸಾವಿರಾರು ಜನ ಡಿಂಗಿ, ದೋಣಿಯನ್ನೇರಿ ಹೊನ್ನಾವರಕ್ಕೆ ಬಂದುಹೋಗುತ್ತಾರೆ. ವಿದ್ಯಾರ್ಥಿಗಳಿಗೂ ಇದು ಸುಲಭದ, ಅಗ್ಗದ ಮಾರ್ಗ ಇದಾಗಿದೆ.

ನಗರಸಭೆಯವರು ಕರಪತ್ರ ಹಂಚುವ, ಧ್ವನಿ ವರ್ಧಕಗಳ ಮೂಲಕ ಕಸ ಸಂಗ್ರಹಣೆ ಕಾರ್ಯಕ್ಕೆ ಸಹಕರಿಸುವಂತೆ ಸಾರ್ವತ್ರಿಕವಾಗಿ ವಿನಂತಿ ಮಾಡಿಕೊಂಡರು.
ಈ ಹಿಂದೆ ನಗರಸಭೆ ವ್ಯಾಪ್ತಿಯ 17 ವಾರ್ಡ್*ಗಳಲ್ಲಿರುವ ಪ್ರತಿ ಮನೆಯಿಂದ ಕಸ ಸಂಗ್ರಹಣೆ ಮಾಡಲಾಗುತ್ತಿತ್ತು. ಆದರೆ, ಉಳಿದ ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಮನೆ ಮನೆ ಕಸ ಸಂಗ್ರಹ ನಡೆಯುತ್ತಿರಲಿಲ್ಲ. ಈ ಹಿನ್ನಲೆಯಲ್ಲಿ ಸಂಪೂರ್ಣ ನಗರ ಸ್ವತ್ಛತೆಯನ್ನು ದೃಷ್ಟಿಯಲ್ಲಿಟ್ಟುಕೊಂಡು ನಗರಸಭೆ ವ್ಯಾಪ್ತಿಯ ಉಳಿದ ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಈ ಜಾಗೃತಿ ಕಾರ್ಯ ನಡೆದಿದೆ.
ಪ್ರತಿಯೊಂದು ಮನೆ, ವಾಣಿಜ್ಯ, ಇತರ ಕಟ್ಟಡಗಳಿಂದ ಉತ್ಪತ್ತಿಯಾದ ಕಸವನ್ನು ಸಾಗಿಸಲು ನಗರಸಭೆಯಿಂದ ವಾಹನ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗುತ್ತಿದ್ದು, ಪ್ರತಿ ದಿನ ಸಂಗ್ರಹವಾಗುವ ಹಸಿ ಹಾಗೂ ಒಣ ಕಸವನ್ನು ಸಾರ್ವಜನಿಕರು ವಿಂಗಡಿಸಿ ಕಸ ಸಂಗ್ರಹಣೆಗೆ ಬರುವ ವಾಹನಕ್ಕೆ ನೀಡಬೇಕಾಗಿದೆ.
ಉತ್ಪತ್ತಿಯಾದ ಯಾವುದೇ ಕಸವನ್ನು ರಸ್ತೆ, ಚರಂಡಿಗಳಿಗೆ ಹಾಕಬಾರದು ಎಂದು ಪೌರಾಯುಕ್ತ ವೀರಾಪುರ ಸಾರ್ವಜನಿಕರಲ್ಲಿ ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ.

MANGALORE: Efforts by Railway Yatri Sangha, Udupi has resulted in railway authorities taking steps to ensure that train 16516 Karwar-Yesvantpur day train via Mangalore Central reaches Yesvantpur at 10pm, instead of 10.45pm or 11pm that it used to do hitherto. This train used to stop at Mangalore Central, Sakleshpur, Hassan and Arsikere stations enroute for more than time allotted to it, delaying its arrival at Yesvantpur beyond scheduled arrival time.
RL Dias, president of the Sangha, stated this caused a situation where the elderly and women found it difficult to reach their destinations in Bangalore at that late hour. Since this train has no sleeping accommodation for passengers, long hours of journey for those commuting from Karwar to Yesvantpur left them fatigued, Dias said, adding this was happening mainly due to crossing preference given by railway authorities to other trains at Arsikere station.
Train 16516 reached Arsikere at 6.50pm and was scheduled to depart from there at 6.50pm. But, railway authorities gave preference to Kurla-Yesvantpur, Hubli-Bangalore Jan Shatabdi, and Arsikere-Bangalore-Mysore trains, Dias noted.
Responding to pleas from the Sangha, railway authorities have since started giving preference to the day train, he stated, adding that efforts are similarly on to get the arrival timing of this day train to Karwar changed.
Departure timings changed
Likewise, departure timings of train 16518 Kannur-Mangalore Central-Yesvantpur train from Mangalore Central railway station has changed, Dias stated. The train, which earlier reached Mangalore Central from Kannur at 7.15pm and departed here at 7.45pm ,is now arriving at Mangalore Central at 6.55pm and leaving at 7.20pm with effect from July 1. Dias urged all commuters using this train to make note of the changed departure timings.

NEW DELHI: The Navy is planning a major expansion of its strategic Karwar naval base in Karnataka where it will berth its Russian-origin aircraft carrier Admiral Gorshkov and carry out military aircraft operations.
The Navy plans to deploy the Admiral Gorshkov, Scorpene submarines and a number of surface ships at the base after the completion of the over Rs 10,000 crore project there.
A proposal in this regard is expected to be moved before the Cabinet Committee on Security chaired by Prime Minister Manmohan Singh for final approval, sources told PTI here.
Project Seabird Phase IIA work will involve construction of a wide range of new facilities and augmentation of certain existing facilities involving an outlay of over Rs 10,000 crore, Navy officials said here.
As per the plans, the Navy will be able to base around 30 major warships at Karwar after the completion of Phase-IIA by 2017-18.
It is also planning to establish a Naval Air Station there for deploying fixed and rotary wing ship-based military aircraft, they said.
Project Seabird has been dogged by long delays, fund crunches and truncated clearances since it was first approved in 1985 at an initial cost of Rs 350 crore.
Phase-I, which was completed at a cost of Rs 2,629 crore in 2005-06, has enabled the Navy to base more than 15 warships at Karwar.
Overall under the Phase-II, the Karwar naval station will get an airbase, armament depot, dockyard complex and missile silos, apart from additional jetties, berthing and anchorage facilities.
The Project Seabird was developed to decongest the naval dockyards in Mumbai which is choked due to increased traffic and pollution there.
Another reason was to create a major base at some distance from Pakistani cities and range of their missiles.

Thumba thanks K K. Please note that Renuka Infra's proposal on Swiss Challenge basis has already been closed. The project is now implemented on PPP Basis. I knew that RFQs were opened in March 2011. There was no further update in KSIIDC website or newspapers.
I was interested in knowing whether RFPs are invited from the shortlisted bidders. But it is seen from the first link that Karnataka Govt is more interested in handing over the project to the centre. That may be the reason for no action on RFQs which is very bad.

Karwar:The Navy inducted a 10-tonne tugboat, Bali, at Seabird Naval Base in Karwar on Friday. Bali will be used for giving the required push or pull to bigger ships at the jetty.
Rear Admiral Atul Kumar inaugurated the induction function of the tug at the Repair Yard here.
The tugboat has been named after Bali village on Karwar-Goa border. This is the second such tug which was inducted into Seabird Naval Base in Karwar.
In August, the first tugboat, Arga, was commissioned by the Navy at the naval base here.
Bali was built at Tebra Shipyard in Chennai.
With Bali's induction, the management of warships at Seabird Naval Base would be easier, a press release from the Navy said.

Karwar: Vice Admiral Shekhar Sinha, Flag Officer Commanding-in-Chief of the Western Naval Command, commissioned INS Makar, a hydrographic survey vessel, at Seabird Naval Base in Karwar on Friday.
Mr Sinha informed that the ship was built with indigenous technology. He regarded it as a milestone in the way of the country achieving self-reliance in ship building. Dedication of INS Makar would enhance the strength of Indian Navy. Six ships of the same kind would be added to the navy, he stated.
The vessel, with a catamaran hull form, was built by Gujarat government-owned company Alcock Ashdown Limited. The ship�s keel was laid on April 24, 2008 and she was launched on February 3, 2010 at Bhavanagar.
INS Makar (Capricorn) marked a new chapter in the annals of hydrography in India, said naval officers.
The primary role of the ship was to undertake hydrographic surveys to improve maritime safety. She is equipped with an array of modern surveying equipment and can undertake limited oceanographic surveys towards providing marine environmental data.
The ship was propelled by four engines and two-bow thrusters. The ship has tow survey motor boats.
The entire propulsion, navigational and power management packages of the vessel were integrated in a single state-of-the-art system called Integrated Platform Management System, the naval officers said.
The equipment for hydrographic survey included autonomous underwater vehicles, remotely operated vehicles (ROVs) for closer investigations, advanced electronic positioning system, multi-beam swath sounding system and sub-bottom profiler.
The ship was provided with a caravan which houses air-conditioned data processing facilities. The ship can accommodate six officers and 44 sailors.

Speaking to reporters on the occasion about the second phase work of the naval base, Mr. Shekar said that the process of calling tenders for selecting a consultancy for the second phase work of Kadamba Naval Base was under way.
-The proposal of the second phase work of the naval base is in front of the Union Cabinet. The works would commence after the approval. The naval base would get more facilities after completion of the second phase works and it would be the Asia's biggest naval base-, said Mr Sinha.
-There is need for taking up study of certain technical factors before constructing runway in the naval base. Runways in all naval bases in the country are provided for civic use also-, he responded to a query.
-Giving compensation to the Seabird Project evacuees is the responsibility of the State government. The Defense Ministry would provide compensation amount to the State. Regarding distribution of compensation, the State government has to take steps-, he stated.
Karnataka Navy Zone Chief Atulkumar Jain in this introductory speech said, around 40 ships would be operated from the Kadamba Naval Base after completion of second phase works.

NEW DELHI: The Naval headquarters has shortlisted six project consultants — all large global firms with marquee properties to their credit—to implement the Rs 13,500-crore second phase of expansion at India's third naval base at Karwar in Karnataka, a person familiar with the development said.
No Indian company has met the stringent eligibility criteria.
The companies that have expressed interest and have now been evaluated include Parsons Brinckerhoff (NYC Subway, Delhi Metro, FBI headquarters, Bangkok Skytrain, Delhi Airport), SKM Australia (Melbourne Airport, Athens Olympic Stadium) AECOM (One World Trade Centre, NASA ), Ramboll UK (Copenhagen Opera House, Sahar Hotel, Oresund Bridge between Sweden and Denmark ), Halcrow Consulting (Toronto International Airport, Abu Dhabi International Airport, City Centre Las Vegas) and Royal Haskoning (Amsterdam Airport, a 35-km bridge-tunnel combination in China).
The consultancy itself is worth Rs 400-500 crore. Four Indian companies have also been evaluated, even though they do not meet the eligibility criteria.
The INS Kadamba naval base in Karwar was commissioned in 2006, even though the first phase was fully completed only in 2012. The second phase is expected to be completed by 2025.
On completion, the 9,000-acre facility will house a fullfledged airport, naval docking and landing facilities, a school, a hospital, training facilities and family accomodation for nearly 18,000 naval personnel. India's third Naval base after Mumbai and Vishakhapatnam, Karwar has immense strategic value.
With the Mumbai port increasingly becoming congested, the deep waters, natural cover and the strategic location on the Western coast to the south of Mumbai makes Karwar ideally positioned to handle Naval duties. A large number of India's warships and all of its Aircraft carriers are expected to be stationed here in future, sources said.

According to the received information, the widening project of NH is granted to the company named IRB, which will begin the task of evacuating the land in next two months. It should be known that the same company had undertaken the NH project between Pune-Bangalore. The sources revealed that the total expenditure for the four lane NH construction between Bhatkal and Karwar will go up to 1967 crores.

KARWAR: The much awaited Yeshwanthpur — Karwar (No. 16517/18) night train zipped into the Karwar railway station at 2.30pm on Thursday, symbolizing a victorious end to the 3-year-long legal and political battle spearheaded by the people of coastal Karnatala.
Passengers and the train staff were given a rousing reception all along the train route in Uttara Kannada. A legislation that makes it mandatory for doctors to serve in rural areas has been sent for the President’s consent, said Health Minister Aravinda Limbavali.
Speaking to reporters after visiting the district hospital here on Thursday, he said one batch of doctors completes the course in January and to some extent, this will address the problem of shortage of doctors.
One round of talks has already been held with various associations of the health department employees in Belgaum and a few of their demands have been met, he said.
However, to look into their other demands, the chief minister has set up a committee with the health minister as the committee head, he said.
Other committee members are ministers R Ashoka, S Suresh Kumar and Ramdas.

ಕಾರವಾರ: ಜಿಲ್ಲಾ ಕೇಂದ್ರ ಕಾರವಾರದಲ್ಲಿ ಸರಕಾರಿ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಸ್ಥಾಪನೆ ಮಾಡಬೇಕೆಂದು ಆಗ್ರಹಿಸಿ ಸರಕಾರಿ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಹೋರಾಟ ಸಮಿತಿ ಪದಾಧಿಕಾರಿಗಳು ಸೋಮವಾರ ನಗರಸಭೆ ಉದ್ಯಾನವನದಲ್ಲಿರುವ ಗಾಂಧಿ ಪ್ರತಿಮೆ ಎದುರು ಸಾಂಕೇತಿಕ ಧರಣಿ ನಡೆಸಿದರು.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ಮಾತನಾಡಿದ ಹೋರಾಟ ಸಮಿತಿ ಸಂಚಾಲಕ ನಾಗರಾಜ ನಾಯಕ, ಕಾರವಾರದಲ್ಲಿ ಸರಕಾರಿ ಮೆಡಿಕಲ್* ಸ್ಥಾಪನೆ ಅಗತ್ಯತೆ ತೀರಾ ಇದೆ. ತಾಲೂಕಿನಲ್ಲಿ ಒಂದೆಡೆ ಕೈಗಾ ಅಣುವಿದ್ಯುತ್* ಯೋಜನೆ, ಕಾಳಿ ಜಲವಿದ್ಯುತ್* ಯೋಜನೆ, ಸೀಬರ್ಡ್* ನೌಕಾ ಯೋಜನೆಗಳಿವೆ. ಜೊತೆಗೆ ಕರಾವಳಿಯಲ್ಲಿ ಹಾದು ಹೋಗಿರುವ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಯಲ್ಲಿ ಸಾಕಷ್ಟು ಅಪಘಾತಗಳು ಸಂಭವಿಸುತ್ತಲೇ ಇರುತ್ತದೆ. ಈ ಸಂದರ್ಭದಲ್ಲಿ ಅವರನ್ನು ಚಿಕಿತ್ಸೆಗಾಗಿ ಗೋವಾ, ಮಂಗಳೂರು ಇಲ್ಲವೇ ಹುಬ್ಬಳ್ಳಿಗೆ ಕೊಂಡೊಯ್ಯಬೇಕು. ಎಲ್ಲ ರೀತಿಯ ವ್ಯವಸ್ಥೆಯ ಆಸ್ಪತ್ರೆಯು ಕಾರವಾರದಲ್ಲಿ ಇಲ್ಲವಾಗಿದೆ.
ಸರಕಾರಿ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಸ್ಥಾಪಿಸಲಿಕ್ಕೆ ಕಾರವಾರದಲ್ಲಿ ಈಗ ಇರುವ ಆಸ್ಪತ್ರೆಯಲ್ಲಿ ಸಾಕಷ್ಟು ಸ್ಥಳಾವಕಾಶವಿದೆ. ದಿನಂಪ್ರತಿ ನೂರಾರು ರೋಗಿಗಳು ಚಿಕಿತ್ಸೆ ಮತ್ತು ತಪಾಸಣೆಗೆ ಬರುತ್ತಾರೆ. ಹಾಗಾಗಿ ಇಲ್ಲಿಯೇ ಸರಕಾರಿ ಕಾಲೇಜು ಸ್ಥಾಪನೆಯಾಗಬೇಕು. ಸರಕಾರ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಜಿಲ್ಲೆಗೆ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಸ್ಥಾಪನೆ ಮಾಡಲು ಕೂಡಲೇ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ನಾಯಕ ಬಲವಾಗಿ ಆಗ್ರಹಿಸಿದರು.
ಜನಶಕ್ತಿ ವೇದಿಕೆ ಅಧ್ಯಕ್ಷ ಮಾಧವ ನಾಯಕ ಮಾತನಾಡಿ, ಸರಕಾರಿ ಕಾಲೇಜು ಸ್ಥಾಪನೆ ಕುರಿತಂತೆ ತಮ್ಮ ಹೋರಾಟ ಸಮಿತಿಯಿಂದ ಹಲವು ಬಾರಿ ಜಿಲ್ಲಾಡಳಿತ, ಮಂತ್ರಿಗಳು, ಆರೋಗ್ಯ ಸಚಿವರಿಗೆ ಮನವಿ ನೀಡಲಾಗಿದೆ. ಜೊತೆಗೆ ಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಹುಬ್ಬಳ್ಳಿಯಲ್ಲಿ ಭೇಟಿ ಮಾಡಿ ಆಸ್ಪತ್ರೆ ಸ್ಥಾಪನೆ ಕುರಿತಾಗಿ ಸಮಸ್ಯೆ ತಿಳಿಸಿ ಮನವಿ ಸಲ್ಲಿಸಲಾಗಿತ್ತು. ಅವರು ಕ್ಯಾಬಿನೆಟ್* ಸಭೆಯಲ್ಲಿ ಪ್ರಸ್ಥಾಪಿಸುವುದಾಗಿ ಭರವಸೆ ನೀಡಿದ್ದರು. ಆದರೆ ಈ ಬಗ್ಗೆ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಗಮನಹರಿಸಲಿಲ್ಲ.
ಈ ಮಧ್ಯೆ ಕಾರವಾರಕ್ಕೆ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಬಂದಾಗ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಸ್ಥಾಪನೆ ಕುರಿತು ಸ್ಪಷ್ಟ ನಿಲುವನ್ನು ಪ್ರಕಟಿಸಿಲ್ಲ. ಸಚಿವ ಆನಂದ ಅಸ್ನೋಟಿಕರ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ವಿಚಾರವಾಗಿ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಮನೆ ಮುಂದೆ ಧರಣಿ ನಡೆಸುವುದಾಗಿ ಹೇಳಿದ್ದರು. ಕಾರವಾರಕ್ಕೆ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಬಂದಾಗ ಖಾಸಗಿ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಸ್ಥಾಪನೆ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತಿದ್ದಾರೆ. ಒಟ್ಟಾರೆಯಾಗಿ ಕಾಲೇಜು ಸ್ಥಾಪನೆ ವಿಚಾರದಲ್ಲಿ ದ್ವಂದ್ವ ರೀತಿಯ ಹೇಳಿಕೆಗಳು ವ್ಯಕ್ತವಾಗುತ್ತಿವೆ. ಏನೇ ಆದರೂ ನಮಗೆ ಕಾರವಾರದಲ್ಲಿ ಸರಕಾರಿ ಮೆಡಿಕಲ್* ಕಾಲೇಜು ಸ್ಥಾಪನೆಯಾಗಲೇಬೇಕು. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ನಮ್ಮ ಹೋರಾಟ ಮುಂದುವರಿಯಲಿದೆ ಎಂದು ನಾಯಕ ಹೇಳಿದರು.

Large-scale projects have affected ecology and livelihood of the region, finds IISc. study

Implementing any further mega-projects in Uttara Kannada district will prove detrimental to the people, as the region has exceeded its carrying capacity, a study has found.
According to the study, large-scale projects such as hydroelectric plants, Project Sea Bird and the Kaiga nuclear plant have played a significant role in degradation of the ecosystem and has affected livelihood of the people.
Evergreen forest area in the district too has come down from 78.11 per cent in 1973 to 38.35 per cent in 2010.
Guide for policymakers
The study, ‘Integrated ecological carrying capacity of Uttara Kannada’, was carried out by the Energy and Wetlands Group of the Indian Institute of Science’s Centre for Ecological Sciences. It was funded by the Karnataka Biodiversity Board and the Western Ghats Task Force.
The study was carried out by T.V. Ramachandra, M.D. Subash Chandran and N.V. Joshi. A report was submitted to the State government in December and the findings made public in Sirsi on Thursday.
This study was initiated to guide policymakers in choosing developmental and income-generating projects that are in tune with the ecology of the district.
Carrying capacity refers to the maximum number of activities — developmental, agricultural and industrial — that can be supported over a period of time without damaging the existing quality of life, ecology and productivity of the ecosystem.
The ecological carrying capacity provides physical limits of resource usage and discharge of waste that can be sustained for economic development in the region.
‘No’ to hydroelectric
According to the report, no more hydroelectric projects should be executed in west-flowing rivers as they will adversely impact mangroves and fisheries. It would lead to fewer opportunities for livelihood for fishing communities and reduce the availability of fish and other estuarine food, especially for people in coastal regions.
For instance, the continuous release of freshwater used for power generation in the hydroelectric project in the Sharavati has reduced estuarine salinity. A comparative study of rivers with and without dams shows fewer species existed in rivers with dams. While the Sharavati and Kali have only 43 and 58 species respectively in the estuary, smaller rivers where the estuaries have no dams, such as the Aghanashini and Gangavali, have 88 and 50 fish species respectively, the report says.
Scarcity of fodder
Widespread cultivation of new dwarf varieties of rice has led to scarcity of fodder, especially at Honnavar, Bhatkal and Kumta taluks, the report says.
Karwar taluk has transgressed its limits of growth. Lack of integrated approach in planning has resulted in a series of landslides that have led to human tragedy and property loss. The Uttara Kannada region was prone to hazards and it could be categorized as hazard hotspot, the researchers say.
‘Exploitation’
Gross underestimation and non-accounting of natural resources, forest resources in particular, is responsible for unsustainable exploitation of natural resources, the report adds.

ಕಾರವಾರ: ಯೋಜನೆಗಳ ತಾಲೂಕೆಂದೇ ಬಿಂಬಿತವಾಗಿರುವ ಕಾರವಾರ ಪಟ್ಟಣ ದಿನದಿಂದ ದಿನಕ್ಕೆ ಜನಸಂಖ್ಯೆಯಲ್ಲಿ ಬೆಳೆಯುತ್ತಿದೆ. ಅಂತೆಯೇ ವಾಹನಗಳ ಸಂಖ್ಯೆಯೂ ಕೂಡ ಹೆಚ್ಚುತ್ತಿದೆ. ಸ್ಥಳಾವಕಾಶ ಚಿಕ್ಕದಾಗಿದೆ. ಸದ್ಯದ ಸ್ಥಿತಿಯಲ್ಲಿ ವಾಹನಗಳಿಗೆ ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆಯಿಲ್ಲದೇ ಕಿರಿ ಕಿರಿ ಅನುಭವಿಸುವಂತಾಗಿದೆ.
ನಗರದ ಪಿಕಳೆ ರಸ್ತೆ, ಹಸಿರು ರಸ್ತೆ, ಕೋರ್ಟ್* ರಸ್ತೆ, ಹೂವಿನ ಚೌಕ, ಹಬ್ಬು ವಾಡ ರಸ್ತೆ, ಮಾರುತಿ ಗಲ್ಲಿ, ಸುಭಾಷ ಸರ್ಕಲ್*, ಕೋಡಿಭಾಗ ರಸ್ತೆ, ಹೀಗೆ ನಗರದ ಯಾವುದೇ ರಸ್ತೆಯಲ್ಲಿ ಓಡಾಡಿದರೂ ಮೂರ್ನಾಲ್ಕು ಅಂತಸ್ತಿನ ಕಟ್ಟಡಗಳು ನಿರ್ಮಾಣಗೊಳ್ಳುತ್ತಿರುವುದು ಕಾಣಸಿಗುತ್ತದೆ.
ಈ ಎಲ್ಲ ಕಟ್ಟಡಗಳು ವಾಣಿಜ್ಯ ಬಳಕೆಗಾಗಿ ವಿವಿಧ ಸರಕಾರಿ ಮತ್ತು ಖಾಸಗಿ ಹಾಗೂ ವಿದೇಶ ಬ್ಯಾಂಕುಗಳ ಶಾಖೆಗಳು, ನಾನಾ ರೀತಿಯ ವಿಮಾ ಕಂಪನಿಗಳು, ಹೊಟೇಲ್*ಗ*ಳು, ಪಟ್ಟಣದ ರಸ್ತೆಯಲ್ಲಿಯೇ ವಿವಿಧ ರೀತಿಯ ಜನವಸತಿ ಪ್ಲಾಟ್*ಗಳು ಈ ಕಟ್ಟಡಗಳಲ್ಲಿ ಪವಡಿಸುತ್ತಿವೆ. ಇದರಿಂದಾಗಿ ಸಣ್ಣದಾಗಿರುವ ನಗರಕ್ಕೆ ವಿಶಾಲವಾದ ಸ್ಥಳಾವಕಾಶದ ಕೊರತೆ ಕಾರಣದಿಂದ ವಾಹನ ನಿಲ್ಲಿಸಲು ಸೂಕ್ತವಾದ ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆಯಿಲ್ಲದಾಗಿದೆ.
ಸೀಬರ್ಡ್*, ಕದ್ರಾ ಮತ್ತು ಕೊಡಸಳ್ಳಿ ಜಲವಿದ್ಯುತ್* ಯೋಜನೆ, ಕೈಗಾ ಅಣುವಿದ್ಯುತ್* ಯೋಜನೆಯಿಂದಾಗಿ ಜನರ ಸಂಖ್ಯೆ ಬೆಳೆಯುತ್ತಿದೆ. ರಜೆ ದಿನಗಳನ್ನು ಹೊರತು ಪಡಿಸಿದರೆ ಕಚೇರಿ ಕೆಲಸಕ್ಕೆ ಬರುವವರ ವಾಹನಗಳಿಗೆ ಪಾರ್ಕಿಂಗ್* ಮಾಡಲು ಜಾಗವಿಲ್ಲ. ರವಿವಾರದ ಸಂತೆ ದಿನ ಇಲ್ಲಿ ಸಾವಿರ ಸಾವಿರ ಸಂಖ್ಯೆಯಲ್ಲಿ ಜನರ ಜಾತ್ರೆಯೇ ನೆರೆದಿರುತ್ತದೆ. ಈ ಎಲ್ಲ ಯೋಜನಾ ಪ್ರದೇಶಗಳಿಂದ ತಮ್ಮ ಸಂತೆ ವ್ಯವಹಾರಕ್ಕಾಗಿ ಎಲ್ಲರೂ ಕಾರವಾರಕ್ಕೆ ಬರಲೇ ಬೇಕು. ಈ ಸಂದರ್ಭದಲ್ಲಿ ತರುವ ಕಾರು, ದ್ವಿಚಕ್ರ ವಾಹನಗಳೇ ಸಾವಿರಾರು. ಇವನ್ನು ನಿಲ್ಲಿಸಲು ಸೂಕ್ತ ಸ್ಥಳಾವಕಾಶವೇ ಇಲ್ಲದಾಗಿದೆ.
ನಗರದಲ್ಲಿ ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆಗಾಗಿ ನಗರಸಭೆಯು ಕೆಲವು ಸ್ಥಳಗಳನ್ನು ನಿಗದಿಪಡಿಸಿತ್ತಾದರೂ ಅಲ್ಲಿಯೂ ಕೂಡ ವಾಹನಗಳು ನಿಂತು ಅನಿವಾರ್ಯವಾಗಿ ನೋಪಾರ್ಕಿಂಗ್* ಸ್ಥಳದಲ್ಲಿ ವಾಹನ ನಿಲ್ಲಿಸಬೇಕಾದ ಸ್ಥಿತಿ.
ಮೂರು ವರ್ಷದ ಹಿಂದೆ ಜಿಲ್ಲಾಧಿಕಾರಿಯಾಗಿದ್ದ ಮುನಿಷ್* ಮೌದ್ಗಿಲ್* ಅವರು ನಗರ ಬೆಳವಣಿಗೆಯನ್ನು ಗಮನಿಸಿ ಸರಕಾರಿ ಜಾಗ ಮತ್ತು ಸಾರ್ವಜನಿಕ ಸ್ಥಳ ಅತಿಕ್ರಮಿಸಿರುವ ಬಗ್ಗೆ ಒಂದು ಸಮೀಕ್ಷೆಯನ್ನು ನಡೆಸಿ ಸ್ವತಃ ಅವರೇ ಮುಂದೆ ನಿಂತು ಜೆಸಿಬಿ ಮೂಲಕ ತೆರವು ಗೊಳಿಸಿದ್ದರು. ಆ ಸಂದರ್ಭದಲ್ಲಿ ಎಡಿಬಿ ಯೋಜನೆಯಡಿಯಲ್ಲಿ ನಗರದಲ್ಲಿ ವಿಶಾಲವಾದ ರಸ್ತೆಯನ್ನು ನಿರ್ಮಿಸಲಾಗಿತ್ತು. ಅದರೂ ಕಾರವಾರ ನಗರಕ್ಕೆ ಬರುತ್ತಿರುವ ಜನಸಂಖ್ಯೆಯಿಂದ ಪಟ್ಟಣ ಸಣ್ಣದಾಗಿದೆ ಎಂದು ಪ್ರತಿ ಸಂದರ್ಭದಲ್ಲಿ ಹೇಳುತ್ತಿದ್ದರು.
ಆದರೆ ರವಿವಾರದ ಮಾರುಕಟ್ಟೆಗೆ ಬರುವ ವಿವಿಧ ವಾಹನಿಗರು ಮಾತ್ರ ಸೂಕ್ತ ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆಯಿಲ್ಲದೆ ಎಲ್ಲೆಂದರಲ್ಲಿ ನಿಲ್ಲಿಸುವುದು ಸಹಜ ಎನ್ನುವ ಅಭಿಪ್ರಾಯ ಸಾರ್ವಜನಿಕರು ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದ್ದಾರೆ.
ಪಾರ್ಕಿಂಗ್*ಗಾಗಿ ನಗರಸಭೆ ಅಧ್ಯಕ್ಷರು ಮತ್ತು ಆಯುಕ್ತರು ಕಟ್ಟಲಾದ ಹೊಟೇಲ್*ಗ*ಳಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆಯನ್ನು ಮಾಡಬೇಕೆಂದು ಹೇಳಿದ್ದರು. ಈ ಬಗ್ಗೆ ನಗರಸಭೆಯಲ್ಲಿ ನಿರ್ಣಯವನ್ನು ತೆಗೆದುಕೊಳ್ಳಲಾಗಿತ್ತು. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ನಗರಸಭೆ ಶಿಸ್ತುಕ್ರಮಕ್ಕೆ ಅರಂಭ ಶೂರತ್ವವನ್ನು ತೋರಿಸಿತ್ತು. ಇದಕ್ಕೆ ಸಚಿವ ಆನಂದ ಅಸ್ನೊಟಿಕರ ಅವರು ಕೂಡ ಸಾಥ್* ನೀಡಿದ್ದರು. ಆದರೆ ಅದು ಅಲ್ಲಿಗೆ ತಣ್ಣಾಗಾಗುವಂತಾಯಿತು. ವಸತಿಗೃಹ ಹೊಂದಿದ ಹೊಟೇಲ್*ದವರು ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆ ಮಾಡದೇ ಇರುವುದರಿಂದ ರಸ್ತೆಯಲ್ಲಿಯೇ ಹೊಟೇಲ್* ಮುಂದೆ ವಾಹನಗಳು ನಿಲ್ಲುವುದು ನಿತ್ಯದ ಸಾಮಾನ್ಯ ದೃಶ್ಯವಾಗಿದೆ.
