Koreans to build Aquatic City in Pangasinan

LINGAYEN, Pangasinan, Feb. 12 (PIA)- Negotiations have been finalized with a group of Korean investors for the construction of the Pangasinan Aqua City project in this capital town under the build-operate-transfer (BOT) scheme.


Gov. Amado T. Espino, Jr. bared this project in his State-of-the-Province Address (SOPA) last Monday at the Capitol Plaza. He said that the industrial and tourism complex to be developed by Home Ship Vehicle Amphi Port Company of South Korea was envisioned to include berthing facilities for amphibious planes, beach front residences, a golf course, an export processing area, fish farm and a monorail transport system.


The complex will be powered by a solar-and-wind power generating equipment, which facility is a component of the entire Korean investment. “We have been assured by our Korean investors that the 50 stepping jetties designed for power generation are now being assembled in Korea and scheduled for shipment to Pangasinan within the first quarter of the year,” he said.


Phase 1, which will cost $20 million, will commence as soon as the stepping jetties are installed and expected to be completed in a year, he said.


He said that the Koreans were very meticulous with technical details and very careful with their funds. But after about five months of meetings and deliberations, the provincial government and the investors finally agreed to pursue the project.


Speaking before a big crowd at the Capitol grounds, Espino called on the local leaders and his provincemates to be more vigorous in pursuing “shared responsibility” in governance to ensure better service for the people and elevate Pangasinan as the best province in the country, pointing out that if the people of the province will put their acts together, “Pangasinan will soon become the best place to invest, work, live and raise a family, and will eventually emerge as the number one province in the country.”


Espino highlighted the gains of his administration in 2010, defining the year as a “period of historic transition” which, he said, now serves as the hallmark of the provincial government’s continuing firm resolve for transformation. “We could not have gone this, we could not have excelled in the various fields of endeavor where we are now the acknowledged leader in Region 1, without your constant support and active participation in our various development program,” the governor stressed.


Recalling how April 5, 1580 was finally discovered and established as “Agew Na Pangasinan” (Founding Day of Pangasinan), the governor said “with determined efforts, we succeeded in establishing our historical roots and identity after 430 long years.”


The governor said inclusion of Pangasinan culture and history in the basic curriculum for elementary and high school is now underway to properly preserve the province’s rich heritage.

The governor hailed the Research and Study Committee headed by former Vice Gov. Gonzalo Duque, for accomplishing that task to determine the foundation date. Duque will also head the Pangasinan Historical and Cultural Commission to write the history of the province.


Pangasinan since 2008 has been winner in all regional competitions. It also won national awards and citations -Best Project Implementer in Coastal Resources Management, Best Poverty-Reduction Program Implementer, Best Regional Development Agenda Implementer, Best LGU Millenium Development Goals Project Implementer, Hall of Fame Awardee in the celebration of National Statistics Month, Regional Overall Champion for DSWD Youth Encampment, and Top PESO Regional Performer.


To produce premium grade rice at a fast rate of 2.5 metric tons per hour, the P200-million modern rice processing center in Sta. Barbara funded by a grant from the Korean International Cooperation Agency (KOICA) is expected to start operation within the next few weeks.


The provincial capitol compound underwent major face-lifting to showcase the provincial government’s tourism promotion program. Pangasinan now leads other provinces in the Ilocos region in terms of tourist arrivals. (PIO/PIA Pangasinan/danny):banana::banana::banana:

FROM small town to “mall town”.
Calasiao, known for its tiny puto delicacy, will soon be home to several shopping malls, two of which, SM and Robinson’s, are among the biggest chains in the country.

The Magic Mall owned by Dagupan City Mayor Benjie Lim is already establishing a branch in the now first class municipality.
Robinson’s Mall of the Gokongwei-owned Robinsons Land Corp. has already started construction of its branch last September 30, according to Engr. Melanio De Vera, municipal engineer.
Robinson’s will occupy a 5.8-hectare land in Barangay San Miguel and the edifice alone covers 3.3 hectares. The two-story mall will be named ‘Robinsons Place Calasiao’, the 30th in the company’s chain of malls around the Philippines. Its amenities include four movie houses, food chains, shops, department store, and supermarket.
De Vera said he is planning to propose to the contractor, Albert S. Yu & Associates, to build an overpass across the highway going to the mall to prevent traffic congestion in the area.
Meanwhile, Magic Mall, located in Poblacion West covering a land area of about one hectare will resume construction on the first week of December after a few months of interruption.

SM Mall, on the other hand, will reportedly be built in Barangay Nalsian but the project has been put on hold pending negotiations with the landowners of the site.
De Vera said the entry of malls bodes well for the town in terms of generating employment opportunities, income from taxes, and increased economic activities from visitors.

Dagupan City (24 September) – A virtual town would be created at the eastern part of this city with the reported plan of SM to build its mall at the Tambac-Mayombo section, according to a university president whose institution owns several hectares of land in that area.

Dr. Gonzalo T. Duque, president of the Lyceum-Northwestern University, said that the area being developed by rival Robinsons for its own housing and mall projects in Calasiao town is adjacent to the site being eyed by the giant mall developer SM. His elder brother, Cesar, reportedly owns hundreds of hectares of lands in the area which he has offered to SM.

Tycoon Henry Sy’s son, Hans, recently met with Mayor Benjamin S. Lim to sound off the latter of the family’s plan to put up a branch in the city. The area being considered was the site earlier eyed in the 1990s by mall operator Gotesco for its P1.2 billion mall. The Duque brothers accompanied Sy in that courtesy call on the mayor.

Duque said LNU, which is holding this week its 41st Founders’ Day Celebration, will greatly benefit from the presence of the mall there considering that it has 10 hectares of land near the site.

Some 5,000 jobs will be created when the SM mall comes here, he said, quoting Sy.

The city, he also said, will be assured of continuing development in view of the plan to construct a diversion road connecting San Fabian and San Jacinto with the new Tarlac-Pangasinan-La Union Expressway (TPLEX). “Alam nyo ang lapit ng Dagupan sa San Fabian kaya magbenefit tayo dyan sa bagong expressway,” he said.

The youngest of the Duque brothers, Francisco III, who chairs the Civil Service Commission, served as guest of honor and speaker for the Honors’ Program and Recognition Day on Friday. He also led the cutting of ribbon for the renovated gymnasium.

The siblings’ father, Francisco, Jr., served as health secretary during the time of President Diosdado Macapagal. He also served as Pangasinan governor. (PIA Pangasinan)

Modern Rice Facility Nears Completion

According to Engr. Cris Bautista, Regional Technical Director of the Department of Agriculture (DA), the product from the RPC, as envisioned by Gov. Espino, will be packaged and sold as "Pangasinan Rice," another commodity that will give Pangasinan a new identity, this time associated with the whole province.

While it is a fact that several local products make Pangasinan famous, "Lingayen Bagoong" or "Bonuan Bangus,"these products carry only the name of the locality where it is produced, Bautista added.

According to Bautista, the state-of-the-art and fully-automated facility, being built under a P162 million grant from the South Korean which will reduce post-harvest losses of rice, is expected to be completed in November. After a month of test-runs, it will be fully operational in the first quarter next year, he said.

Last October 4, farmers' organizations from all over Pangasinan pledged their support to the success of the RPC during the Stakeholders Orientation Seminar on its Operation and Management.

Oftociano Manalo, president of Pangasinan Federation of Irrigators Associations, said that the RPC is "both a blessing and a challenge." It is a blessing because Pangasinan is the only province in Luzon to be awarded with the project and a challenge to operate and manage the modern complex and utilize its full potential, he added.

Engr. Raul Paz of PhilMech said the complex will be able to provide additional rice supply from reduction of post-harvest losses aside from producing genuine premium, well-milled and regular milled rice and provide additional income to the farmers from patronage incentives alone and the opportunity to participate in the operation and management of the complex.

The RPC is also an environment-friendly facility, free of air and land pollution, where its waste products can be used for livestock feed, biomass fuel and soil conditioner, Paz added.

The plant's management will be guided by the Pangasinan Provincial Advisory Board, composed of three members from the Department of Agriculture (DA), two members from the provincial government and two members from the farmers’ organizations. The operations, meanwhile, will be handled initially by a professional management team of provincial government employees until such a time that a farmers' organization becomes competent to handle its operations. The facility will remain in the joint-ownership of the provincial government and the DA.

hi,,,nabasa ko nga ung mga articles about sa ampelos...ang alam ko kasi sa mga koreano kafgaya nyan may hanjin doon sa subic posible talaga na i develop nila yun area gaya ng ginagawa nila dito sa kanilang bansa kumpleto na laht laht kahit mapa isla man yan...pero kung yun sa nangyari dyan sa subic baka naka palno palang ,,kasi ang pagkakaalam ko sa mga koreano ulit 20 years ang advance kapag gumagawa ng mga mallaking projects tapos kapag ok na ..mas mabilis pa sila sa alas kwatro kung gumawa pali-pali sa korean language.....anyway kung tungkol namna sa aquacity na ito ,kita naman sa projects nila dito sa pangasinan like ung bangus processing plant sa dagupan city at rice processing plant sa santa barbara .....wait lang siguro tayo ng konting panahon...gayu7n din sa may ampelos :)

sabagay hindi naman cguro sa lahat. indeed, nice project for Pangasinan.oo ,sa tingin ko matutuloy yan ampelos na yan...grabe sila magplano mula drainage system hanggang sa sa highrise buildings...ganyan sila,nais nilang higitan ang japan kasi..

Pangasinan has new golf driving range

LINGAYEN -- A golf driving range in Pangasinan was inaugurated Sunday with Governor Amado Espino Jr.'s wife, Priscilla, leading the ribbon cutting ceremony.

The inauguration of the driving range, which is located at the back of the government-run Capitol Resort here, was attended by Espino's mistahs (members of PMA Magilas Class '72) and their respective wives who came all the way from Baguio City where they attended the PMA Alumni Homecoming.

"My classmates had requested to be present during the inauguration, the reason why they are here today," Espino said.

He added the driving range is an alternative venue for golfers while the 18-hole golf course at Estanza-Sabangan-Malimpec area here is being constructed.

At present, there is one golf course in Pangasinan -- the one located in Bonuan Binloc, Dagupan City. The small area was reduced, as a subdivision occupied part of the said golf course.

The golf driving range is open to the public, said Espino, adding that fees to be charged are minimal.

Espino admitted he is not really a golfer, but said he wants to introduce golf and other sports to the Pangasinense youth.

"I think Pangasinenses should learn how to play golf. That is now one of the games of the present. In fact, we will be organizing Junior Golf Tournaments. Like what we had done in chess, aasikasuhin natin ang golf, soccer, tennis, and contact sports like boxing wrestling, taekwondo, karate," he said.

The governor launched his chess program last year, starting with chess clinics followed by chess tournaments.

The province will again hold a chess tournament this year, while a national chess federation will hold its national tournament this summer here. (LCMY/Sunnex)

hi,,,nabasa ko nga ung mga articles about sa ampelos...ang alam ko kasi sa mga koreano kafgaya nyan may hanjin doon sa subic posible talaga na i develop nila yun area gaya ng ginagawa nila dito sa kanilang bansa kumpleto na laht laht kahit mapa isla man yan...pero kung yun sa nangyari dyan sa subic baka naka palno palang ,,kasi ang pagkakaalam ko sa mga koreano ulit 20 years ang advance kapag gumagawa ng mga mallaking projects tapos kapag ok na ..mas mabilis pa sila sa alas kwatro kung gumawa pali-pali sa korean language.....anyway kung tungkol namna sa aquacity na ito ,kita naman sa projects nila dito sa pangasinan like ung bangus processing plant sa dagupan city at rice processing plant sa santa barbara .....wait lang siguro tayo ng konting panahon...gayu7n din sa may ampelos :)

Korean investors proceeding with their projects in Pangasinan

LINGAYEN, Pangasinan, Feb. 24 (PNA) -- Governor Amado Espino Jr. has announced that some Korean investors will proceed in building their different industrial projects in Pangasinan soon.

In fact, he said, some of the equipment of the investors from the Home Ship Vehicle Amphi Port Company Inc. of South Korea are arriving in the Philippines next week.

The company, he said, intends to put up the Pangasinan Aqua City project in Sual town under the Build-Operate-Transfer (BOT) scheme.

Gov. Espino said the project is an industrial complex that will include berthing facilities for amphibious planes, beachfront residences, a golf course, an export processing complex, aquatic houses, fish farm and possibly even a mono rail transport system.

Negotiations for these projects were done between executives of the firm and Pangasinan officials in the province as well as in South Korea over the past few months.

“As a matter of fact, some of our people will leave for South Korea next week at the invitation of the investors,” he said.

He said this group will also leave for China in two weeks, also at the invitation of prospective Chinese investors.

Espino also announced that the P200 million Rice Processing Complex put up through a grant given by the Korean International Cooperation Agency (KOICA) is set to be inaugurated by the first week of March.

The project was put up at the Pangasinan Provincial Nursery in Sta. Barbara to process rice crops of farmers and ensure up to 90 percent recovery of grains, assuring more profit for farmers. (PNA)

oo marami students doon lalot andun ang University of Luzon, PAMMA, Divine Word Academy at mga Caregiver school..kaso talaga wala na vacant lot o big space para sa mga ganyan..syempre ang mga students eh punta sila sa Malls


marami nga bumabyahe kaso sa mismo Downtown area sila pumupunta..kasi andun lahat ng klase ng commercial establishments mga tiannge. drugstore, palengke at yun CSI square..di gaano matao sa Perez di gaya sa downtown area na ma traffic sa lahat ng oras..tapos makikita mo pa yun mga estudyante sa downtown area sila talaga nag pupunta:)

Alaminos City to build zipline at 100 Islands

ALAMINOS CITY–Tourists out for fun and adventure can soon enjoy a zipline ride across the islands in the Hundred Islands National Park (HNIP).
Mayor Hernani Braganza, who led a team of local officials who recently trained on how to operate a zipline facility at the Outland Adventure Resort in Davao City, said he has already given the green light for the installation of what will be called the Hundred Islands Adventure Zipline.
Outland Adventure is owned by the Association of Zipline Technology (AZTEC), the sole entity that issues accreditation to all would-be zipline operators throughout the country.
Engr. Ismael Najera, city engineer-designate, said the hands-on training included rope courses, rappelling, bellying, safety measures, designs, construction and operation and rescue operation.
The zipline facility involves the installation of cable lines from the Governor's Island to the Children's Island, across the Braganza, Martha and Ramos Islands.
A zipline is similar to a cable car system, but minus the car. The rider, provided with appropriate safety gear, is instead strapped to a seat hanging from the cable and glides across.
The project will be undertaken through a Public-Private Partnership (PPP) concept in line with efforts to promote the Hundred Islands to both local and foreign tourists.
Braganza said private investors have already expressed keen interest in the project and are eager to commence operations.
Expected to be operational late into this year’s summer, the zipline facility is seen as an added attraction to the city’s 1,844-hectare marine park.
“We are putting premium on safety more than anything else,” stressed Braganza, who said the hands-on training they undertook was a step towards getting accreditation.
Najera said the proposed zipline will be a double cable system.—LM:):)

Dagupan City (24 September) – A virtual town would be created at the eastern part of this city with the reported plan of SM to build its mall at the Tambac-Mayombo section, according to a university president whose institution owns several hectares of land in that area.

Dr. Gonzalo T. Duque, president of the Lyceum-Northwestern University, said that the area being developed by rival Robinsons for its own housing and mall projects in Calasiao town is adjacent to the site being eyed by the giant mall developer SM. His elder brother, Cesar, reportedly owns hundreds of hectares of lands in the area which he has offered to SM.

Tycoon Henry Sy’s son, Hans, recently met with Mayor Benjamin S. Lim to sound off the latter of the family’s plan to put up a branch in the city. The area being considered was the site earlier eyed in the 1990s by mall operator Gotesco for its P1.2 billion mall. The Duque brothers accompanied Sy in that courtesy call on the mayor.

Duque said LNU, which is holding this week its 41st Founders’ Day Celebration, will greatly benefit from the presence of the mall there considering that it has 10 hectares of land near the site.

Some 5,000 jobs will be created when the SM mall comes here, he said, quoting Sy.

The city, he also said, will be assured of continuing development in view of the plan to construct DIVERSION ROAD connecting San Fabian and San Jacinto with the new Tarlac-Pangasinan-La Union Expressway (TPLEX). “Alam nyo ang lapit ng Dagupan sa San Fabian kaya magbenefit tayo dyan sa bagong expressway,” he said.


The youngest of the Duque brothers, Francisco III, who chairs the Civil Service Commission, served as guest of honor and speaker for the Honors’ Program and Recognition Day on Friday. He also led the cutting of ribbon for the renovated gymnasium.

The siblings’ father, Francisco, Jr., served as health secretary during the time of President Diosdado Macapagal. He also served as Pangasinan governor. (PIA Pangasinan)

Rep. De Venecia defends bill seeking expansion of Dagupan's R1MC

DAGUPAN CITY, March 9 (PNA) - Rep. Gina de Venecia of the Fourth District of Pangasinan defended on Tuesday before the committee on health of the House of Representatives her House Bill No. 03840 seeking to expand the Region 1 Medical Center (R1MC) in Dagupan from 300 to 600-bed capacity.

De Venecia asked the House's health committee to endorse the increase of the hospital's bed capacity for it to realize its vision to become a premier and fully equipped DOH (Department of Health)- Tertiary Training and Research Hospital in Northern Luzon and a Trauma Center in the North.

The hearing was attended by R1MC Director Roland Mejia and his staff.

R1MC is one of the primary hospitals north of Metro Manila today, helping to provide the best quality health care to some four million patients in Region 1.

It is now also the teaching hospital of medical schools, nursing schools and schools offering allied health courses in the province of Pangasinan.

R1MC maintains its status as a Level IV Tertiary Hospital and is functioning as the referral hospital of other health institutions in Pangasinan.

In order to complement the increase in authorized bed capacity, House Bill 03840 also seeks to expand the manpower requirement of R1MC from the present 369 personnel to 1,781, the DOH standard for a 600-bed hospital.

Moreover, the bill also seeks to upgrade the present facilities and professional health care services of R1MC to conform to the increase in its authorized bed capacity.

According to De Venecia, R1MC needs the immediate upgrading of its facilities, like the repainting of hospital buildings, rehabilitation of its façade, provision of storm drainage, construction of hospital perimeter fence, emergency room complex, second floor special areas, second floor OB-Gyne ward, floor Surgical ward, new Eye Center building and multi-purpose covered court.

The center also needs essential equipment such as ventilators, x-ray machines, 4D Ultrasound machines, 2D Echo Machine, among others.

De Venecia seeks an initial release of P50 million in order to fund the construction of the building and start the implementation of the the hospital's five-year development plan.

She said the proposed increase in bed capacity shall be implemented within a period of five years, with no less than an increase in bed capacity of 60 every year until the 600-bed capacity is reached. (PNA)

i was on my vacation last march - may, parati akong dumadaan dito sa calasiao halos araw araw... sa tingin ko baka di kayanin ng december 2011 ang opening neto... baka 2012 pa siguro... good thing is malapit lang kami if matapos na eto di na kami pupunta ng dagupan for shopping at iwas traffic na din...

Central agro-industrial warehouse for palay being built in Villasis, Pangasinan
September 9, 2011

VILLASIS, Pangasinan, Sept. 9 — Already acclaimed as the nation’s eggplant capital, the town of Villasis just by the bank of the Agno River in Pangasinan, is again eyeing to become the rice granary of Pangasinan with the ongoing construction of its P40-million Agro-Industrial Warehouse.

Mayor Libradita Abrenica said the complex is a big central post-harvest facility for palay being put up in Barangay Unzad by Fifth District Rep. Kimi Cojuangco, in her desire to boost rice production and increase the incomes of farmers in eastern Pangasinan.

Funding for the project came from the share of the district from excise tax on burley tobacco which is being produced in large quantities during summer in Villasis and other towns

When completed sometime next year, the facility can dry wet palay at the rate of 200 tons per day and at the same time provide warehousing for this farm product.

Abrenica said the first phase of the project will be completed by the end of the year, to be followed immediately by the installation of mechanical dryers ordered yet from abroad. The second phase will be the construction of the warehousing facility.

Thanking Rep. Cojuangco and her husband, former Rep. Mark Cojuangco for the project, Mayor Abrenica explained that the facility can be used not only by farmers from Villasis but also those from the other towns of the Fifth District of Pangasinan.

“We welcome the palay of farmers from other towns,” said Abrenica, adding that in availing of the facility, farmers will be charged only nominal fees.

She said that with the complex, farmers need not dry their newly harvested palay in road pavements anymore, a situation where the grains could be broken and destroyed by stress caused by every passing vehicle.

The mayor is optimistic that once the project is operational, it could put her town again in the map as the central warehouse for all palay produced in the eastern part of Pangasinan.

Villasis hosts the yearly “Talong” Festival in its effort to continuously promote its eggplant planted by farmers during the dry months.

At the same time, Abrenica announced that Villasis was picked by Rep. Cojuangco to again host one of the satellite dairy farms of the Fifth District central dairy farm in Barangay Maraboc, Laoac, Pangasinan.

She said that like the other satellite dairy farms in Sison and Alcala towns, the one in Villasis will raise cattle that will produce milk which will be brought for processing at the central dairy station in Laoac. (PNA)

Espino hails progress of Alaminos district hospital

LINGAYEN, Pangasinan -- Gov. Amado T. Espino, Jr. expressed elation over the unprecedented developments taking place at the Western Pangasinan District Hospital (WPDH) in Alaminos City.

In his speech during WPDH’s 50th anniversary celebration in Alaminos City recently, Espino recalled that during his first visit to the hospital as the newly installed provincial chief executive in 2007, there were only 47 patients.

After the hospital renovation and upgrading of its bed capacity from 75 beds to 100, WPDH now caters to an average of 200 patients. “I’m so proud of you simply because our public provincial hospitals in Pangasinan became hospital of choice in our province.”

“No hospitals or district hospitals have performed well in so short a time with the increase of patients coming to your hospital. I have no doubt when it comes to healthcare services, we are number one in the country,” Espino also said, assuring that his administration will continue to make healthcare in Pangasinan number one in the country.

‘Modern’ R1MC is dedicated to the poor

THE Region 1 Medical Center (R1MC), with its imposing facade, has also undertaken major improvements in its facilities.

Dr. Roland Mejia, chief of R1MC, said in a media briefing last week that the government-owned hospital is now at par with modern hospitals in Metro Manila and all the development is intended to benefit the poor.

“We are continuously upgrading the facilities of our hospital to give a chance for the people to experience the quality of service of modern private hospitals which only the rich can afford,” said Dr. Mejia.

EXPANSION
Mejia said R1MC are the only hospital in Pangasinan and Northern Luzon with an established department of emergency medicine.

Fourth District Rep. Gina de Venecia has filed a bill in Congress seeking the expansion of R1MC from a 300-bed to a 600-bed hospital, which will make it the biggest north of Manila.

Other major infrastructure projects in the pipeline are the OB Ward, Surgical Ward and the Special Areas.

A NEW and spacious detention facility will soon replace the existing congested District Jail in Bonuan Tondaligan.

This was pledged by Interior and Local Government Secretary Jesse Robredo with a P10 million fund for renovation and a counterpart of P10 million from the city.

“Secretary Robredo has promised me an initial P10 million to start the renovation of the facility as the structure is no longer fit to accommodate more than a hundred detainees,” said Mayor Benjamin Lim when he spoke during the opening of the Supreme Court’s Justice on Wheels in Bonuan Tondaligan on November25.

Lim said detainees have a right to live in a place conducive for human habitation, especially that they are not convicts yet and are still awaiting court decision on their respective cases.

“If this will not be enough, the city will pitch in anotherP10 million to complete the project,” Lim said. (CIO)

AIMING FOR NUMBER 1

LOOKING back in the year that is about to close, Governor Amado Espino Jr. says “2011 was a good one for Pangasinan.”

The governor, speaking during the special edition of the Media in Action forum of the Pangasinan Press Club (PPC) last week, said 2011 “gave us studded and memorable events that made us stronger, more resilient and resolute in all things expected of us by our provincemates”.

He cited how the San Roque Power Corporation closely coordinated with the provincial government in effecting a pre-emptive release of water from the dam, saving Pangasinan from another deluge similar to the tragedy two years ago that cost lives and millions worth of properties.

The province set up the Overseas Filipino Workers (OFW) Desk that was opened at the height of the political crisis in Libya and Egypt and enabled workers from Pangasinan to communicate with their families.

Some 50 workers were repatriated back to their families in Pangasinan with the assistance of the now permanent OFW desk.

Espino also cited the various achievements of his administration, including Pangasinan’s various awards and its rise to being the fifth best province in the country based on the evaluation of the Department if Interior and Local Government.

He listed health care, improved work ethics among provincial officials and employees, environmental protection and youth development as his most meaningful accomplishments for the year.

This year, Pangasinan’s athletes also ended the 11-year supremacy of Ilocos Norte in the Region 1 Athletic Association Meet, earning back the province’s dominance in sports in Region 1.

Cultural development was enhanced with the launch of “Asin ed Asinan”, a project involving all provincial officials and employees to revive the province’s native culture and arts, the first “Balitok-a-Tawir” culture and arts festival, and the “I Love Pangasinan” campaign.

The province now has its own official hymn entitled “Luyag Mi Tan Yaman” made official by a provincial ordinance.

During the year, the province forged sisterhood ties with the island of Guam, following the historic visit to the province of two senators from the island territory of the United States.

INFRASTRUCTURE

Espino also announced that the first phase of the construction of the Sual International Seaport is now 23 percent complete.

Phase 1, which includes the construction of the port embankment and the pier itself, is expected to be completed in November next year.

Meanwhile, site development of the 300-hectare eco-tourism zone in Barangay Estanza, Lingayen is also ongoing.

Espino expressed hope that the first tranche of investment will speed up development at the start of the second quarter of 2012.

The provincial government will also have its hands full preparing for the 2012 Palarong Pambansa in May.

“Hosting the Palarong Pambansa the second time around (the first was in 1995) is a big challenge and opportunity for us to showcase once again our province’s growth, assets and rich cultural traits,” Espino said.

SM Baguio gets major facelift

MANILA, Philippines - SM Prime Holdings Inc. is giving SM Baguio a major facelift beginning this month to provide an additional 76,000 square meters of retail space and make it energy efficient.

The expansion involves the construction of a seven-level open-air retail, dining and entertainment destination that will rely almost exclusively on natural ventilation. This would be in addition to the existing mall of 106,000 square meters.

Located at the heart of Baguio City, SM Baguio aims to be the first mall in the country to be certified by LEED (Leadership in Energy and Environmental Design), the internationally recognized standard for green building design and construction.

A primary amenity of the expanded SM City Baguio will be an expansive roof garden, lushly landscaped with native and non-invasive trees and other plant materials, intermingled with numerous water features.

This roof garden will use the Green Roof Technology to create an environment for vegetation growth.

SM Prime currently has 41 SM Supermalls strategically located nationwide with a total floor area of five million sqm.

It is slated to open five new malls this year. They will be located in San Fernando in Pampanga, Olongapo in Zambales, Lanang in Davao, General Santos in South Cotabato, and Consolacion in Cebu.

SM Prime expects to end the year with 46 malls with a total gross floor area of 5.7 million square meters.

Outside the Philippines, the group is opening SM Chongqing, its fifth mall in China which will have a gross floor area of 146,323 square meters.

Monastery for contemplative nuns rises in Pangasinan

MALASIQUI -- A monastery for contemplative nuns now stands at the hilly part of Barangay Nancapian, this town.

Lingayen-Dagupan Archbishop Socrates Villegas on Saturday led the blessing of the Poor Clare Monastery of Saint James the Apostle after administering a mass in the chapel.

The monastery is located in the middle of the hilly Arenas Farm owned by the family of philanthropist Rosemarie Arenas. The Arenas family donated the lot, which is surrounded by mango trees, to the Archdiocese of Lingayen-Dagupan.

The monastery is located more than a hundred meters away from the residence of the Arenases. The Arenas matriarch said it will have its own gate.

After Saturday's blessing, four pioneer sisters from the Monastery of the Holy Spirit in Balanga, Bataan will stay at the monastery.

"The blessing of the monastery will be the only opportunity for you to see the interior of the monastery, which our Catholic faithful in Pangasinan so kindly helped to build. After the blessing, the monastery will be closed perpetually and the life of sacrifice of the nuns will hence begin inside the cloister," Villegas said.

He said the building is secured with iron grills to keep people from coming in. "Those grills are not intended for the sisters to stay in, the grills are there so that you will stay out. Let them stay spend their nights in hidden prayers and sacrifice," he added.

Villegas is happy with the realization of his dream for the archdiocese to have a monastery. While delivering his homily, he paused three times to contain his emotions.

"We open a new chapter of Lingayen-Dagupan Archdiocese. Thank you my dear sisters, thank you for coming. I am passionate about this. I am convinced about. I have staked my all to make this happen. Thank you sisters, pray for us priests, raise your hands to God in prayer for us," he said.

"The monastery is the powerhouse of the archdiocese, in our lifetime and in the generations to come," he added.

Villegas said he chose January 21 as the date of the blessing of the monastery as said date is very significant to him.

"In January 21, 1974, Jaime Sin was appointed Archbishop of Manila. I hope you understand that I will not give up thanking him. That's why we are here, January 21, 38 years later. That appointment of Jaime Sin to the Archdiocese of Manila changed Philippine history; changed us; and changed me," he said, adding that he was only in first year high school then.

He said the one of the first things he asked the people when he was appointed as archbishop of Lingayen-Dagupan was "where is the monastery?"

"To my shock, I was told that the Archdiocese has none. For the past years of my life as a priest, I have not done a thing without the submission of the contemplative sisters, Poor Clares, Carmelites, Pink Sisters. Even if it would be as small as giving a clergy retreat to an archdiocese, I would not start the retreat without first begging the sisters to pray for what I would do. And here I was in Pangasinan where I have no sisters to pray for me. I was worried, I was anxious and I was very hesitant to make any decision because I was not assured of the arms of sisters raised to heaven in prayer for me," he narrated.

Villegas said he learned this from Cardinal Sin.

"Not known, not told, but there was not one rally called for by Cardinal Sin without sisters praying at the background; and before he called on the people to go to Edsa on February 22, 1986, he told me to call the Poor Saint Clares, the Pink Sisters, the Carmelites, call them to the chapel right now and don’t sleep. And before the Blessed Sacrament, pray because we are in battle. If we lose this battle, I will blame them," he added.

Meanwhile, Representative Ma. Rachel Arenas said she offered to the Archbishop that part of the farm for the monastery when the latter mentioned to her his plan to construct a monastery.

"I said we have a farm, and it's so big. Why not construct it there. In that instance, Archbishop Villegas profoundly expressed his thanks. I said having the monastery in Nancapian is not only a blessing for the people of Malasiqui and the third district, but for our beloved province of Pangasinan," she Representative Arenas, who represents the third district of the province to the House of Representatives.

No magnetite sand mining in Lingayen, just golf course development -provincial exec

LINGAYEN, Pangasinan, Jan. 31 (PNA) -- The extraction of magnetite sand along the shoreline in western Lingayen while the provincial government was in the course of developing part of a 300-hectare land reserved as eco-tourism zone of the province "was just accidental and never intended".

Provincial administrator Rafael Baraan, in a news conference Monday, said the magnetite or black sand appeared while they were doing the site development of a proposed 18-hole golf course, one of the first identified projects in the eco-tourism zone.

In fact, he said, it is not only magnetite sand that abounds in the area but also lahar as the Agno River is connected to the Tarlac River to where lahar flowed from Mt. Pinatubo.

Both magnetite sand and lahar will be similarly removed from the area to pave the way for the development of the golf course, he added.

He explained that the area proposed as eco-tourism zone was delineated in a presidential proclamation issued in 1994 by then President Fidel V. Ramos, a son of Lingayen.

The proclamation designated the provincial government of Pangasinan as caretaker of the land.

When the presidential proclamation was issued, Governor Amado Espino Jr. was yet the police provincial director of Pangasinan, and therefore he knew all about the land.

When Espino became the provincial governor in 2007, he cleared the area from squatters and began a plan to develop it as an eco-tourism zone, which was the real purpose of the presidential proclamation.

Aside from the golf course, the place is being eyed to be developed into an Aqua City by a Korean investor, to make it a world class resort.

An industrial park is also planned to be built in the area, simultaneously with the resort.

Baraan clarified that when they were preparing the golf course, it was only the time that they discovered that the area is teeming with magnetite sand which is an essential element in the manufacture of steel.

However, he said, it was never the intention of the provincial government to extract magnetite sand from the area but just to develop an 18-hole golf course of international standard that could put the province in the world sporting map.

A groundbreaking rite for the proposed golf course was done in April 5, 2010, during the first-ever foundation day of the province, personally attended by former President Ramos who did the ceremonial tee off.

Baraan stressed that the removal of magnetite sand was done per the advice of a consultant who said the grass will not grow green in the area unless this material is removed.

The consultant, Jose Ochosa, a retired colonel who has a lot of experiences putting up golf courses in various parts of the country, advised Governor Amado Espino Jr. to cause the removal of the black sand before the province could begin the construction of the golf course.

This was what the provincial government exactly did when it entered into a memorandum of agreement with Alexandra Mining Corporation in June last year to excavate and remove the black sand from the proposed site of the golf course.

The company was chosen because it has a machine that can separate the black sand from pure sand.

Baraan said no less than the regional director of the Bureau of Mines and Geo-sciences (BMGS), Carlos Tayag, has certified that it was a golf course development, not the extraction of magnetite sand, which was what the provincial government is doing in Lingayen after a thorough inspection of the area.

The BGMS, however, blacklisted Alexandra Mining because it had expired license but which was immediately replaced by Zypher Builders.

He said the separated magnetite sand still piled up in the area which is proof that the province never had the intention to take advantage of these unwanted sediment from the proposed golf course site.

Later on, he said, the magnetite sand will be exported with the proceeds to be shared by the barangays, the municipal government and the provincial government.

The provincial government noticed that despite the continuous explanations it was making on the issue, critics have not stopped and continue to make noise as if the provincial government did something wrong and had much interest in the magnetite sand.

He said these people insist that it is the mining of magnetite sand that was ongoing and were even telling the residents of the coastal villages of Estanza, Sabangan, Malimpec and Capandanan in Lingayen that there will be environmental degradation of their place now that the magnetite sand was removed.

On the contrary said Baraan, the place will be even protected and strengthened because the development of the golf course in the area will need the introduction of top soil and the planting of grasses, trees and other vegetation.

"The issue appears to be now going too far," sighed Baraan, stressing that some local politicians are now using this to advance their own political agenda at the expense of a project that will redound to the benefit of the Pangasinenses.

"These critics are issuing sweeping statements, unfounded accusations and malicious propaganda against the project and we in the province are not going to allow this anymore," he said. (PNA)

MANGALDAN –Vendors victimized by the fire that gutted the public market here in 2009 are returning to their respective stalls located at the new public market.
Market supervisor Juan Garcia said that at present, 90 percent of the stalls are already occupied and that by June 6, all the stalls would be occupied.
A source who asked anonymity said that because of the pro-active stance of Mayor Herminio Romero, local revenues increase yearly because of the confidence of customers and traders.
He said that collection in 2009, 2010, 2011 increased by P4 million, P5.5Million, and P7.3Million.
The market was burned on December 2009.
The construction of this town’s public market was financed by Rep. Gina de Venecia (4th District, Pangasinan) through her P70 million yearly Priority Development Assistance Fund and the P60 million loans this town contracted with the Land Bank of the Philippines.
The loan from LBP was P60 million while the PDAF from Rep. de Venecia is P20 million.
Mayor Romero explained that the new edifice has been elevated significantly to avoid flooding.
“Even the vendors are at their respective villages would not be worrying about floods that could drown their merchandise,” he said.
The mayor said the eastern road of the market will be expanded to accommodate the growing human and vehicular traffics, and that he would assign guards to watch the market 24 hours a day.

Cloistered convent in Pangasinan blessed

MANILA, Philippines - Lingayen-Dagupan Archbishop His Eminence Bishop Socrates Villegas recently inaugurated, blessed and officiated the perpetual closure of the Monastery of the Poor Clares of St. James the Apostle built in a beautiful site within the vast expanse of the Arenas farm in Malasiqui, Pangasinan. The Poor Clares was founded by St. Clare and St. Francis of Assisi in 1212, making this year’s inauguration fall exactly on the 800th year of the order of the Poor Clares.

The solemn occasion is made more significant because this is the first and only cloistered convent in the entire province of Pangasinan. It is long overdue and it has opened a whole new center of prayer for the faithful. Along with the Monastery is the Chapel built beside it where daily Masses are held and public viewing and veneration of the miraculous image of St. James the Apostle is allowed.

Bishop Villegas delivered a touching homily which almost moved him to tears, just as the rest of those in attendance. He recalled that the date of the inauguration of the Monastery in his Archdiocese holds a profound meaning for him because it marks the 40th anniversary of the priesthood of the late Jaime Cardinal Sin under whom Bishop Villegas worked for so many years and to whom he credits his spiritual transformation and growth in religious life. One of the indelible teachings of Cardinal Sin was his legacy of invoking the power of prayers of the religious, particularly the contemplatives, like the Poor Clares who had a special place in his heart. We still remember how the late Cardinal enriched and empowered the EDSA Revolution in 1986 by mobilizing the priests and nuns to join the throngs of activists and led them in prayer.

The affair was attended by the community, all the parish priests, religious sisters from different congregations, pilgrims of course, socio-civic worker and philanthropist Rosemarie “Baby” Arenas and the dynamic public servant and humanitarian Rep. Rachel Arenas who made the offertory during the Mass. The choir was comprised of seminarians whose heavenly voices touched the soul.

The affair culminated in sumptuous lunch prepared by Rep. Arenas and her mother, Baby, in open house at the farm where hundreds of guests and pilgrims all partook. The mother and daughter made sure they left no stone unturned to make the affair a great success, as they are famous for.

The verdant trees of the Arenas farm form a sea of green as backdrop for the Monastery and the Chapel. There is an atmosphere of peace which overcomes one upon entering the Holy Grounds. The place is a genuine spiritual oasis conducive to prayer and contemplation. Daily Masses are now held in the chapel and the pilgrims are rapidly increasing by the day. There are accounts of answered prayers and miracles for those who make personal devotion and petition to the image of St. James the Apostle. The daily Masses are sung by the nuns themselves.

FOURTH District Rep. Gina de Venecia, accompanied by her husband former Speaker Jose de Venecia Jr., led the inauguration of her completed projects in Dagupan, Mangaldan, San Fabian, San Jacinto and Manaoag during her birthday last week.

First to be inaugurated on Friday was the six new classrooms of the East Central Elementary School in Barangay Mayombo.

Also present during the inauguration were Vice Mayor Belen Fernandez, City Schools Superintendent Alma Ruby Torio and other school officials.

De Venecia announced that she has also requested the Department of Education to build two more classrooms for the school.

In addition, she said eight more classrooms for the Judge Jose de Venecia Memorial High School in Barangay Bolosan were built, and the rehabilitation of the Caranglaan Elementary School has been completed.

"At dahil inspirado ako sa dedikasyon at talino ng ating mga teachers, isa sa mga batas na aking ipinaglalaban sa Kongreso ay ang House Bill 2142 – an act upgrading the minimum salary-grade of public school teachers, from salary-grade 11 to 15,” De Venecia said.

She is also lobbying for the approval of House Bill 4446, an ac t to provide Youth Suicide Intervention And Prevention.

The proposed law seeks to strengthen the guidance counseling program of public schools so that the children’s emotional and psychological needs can be better addressed.

At the same time, De Venecia said her family’s scholarship program currently has more than 350 beneficiaries from poor families.

INFRASTRUCTURE

Meanwhile, the lawmaker’s flood control projects, particularly in Dagupan, have already been completed and four major road and drainage projects are ongoing.

De Venecia also announced that her bill seeking the expansion and upgrading of the Region 1 Medical Center from 300 beds to 600 beds has already been passed by the House of Representatives and is now due for deliberation at the Senate.

The Region 1 Drug Rehabilitation Center, the last project of former Speaker de Venecia, is already operational since December.

De Vera bares projects in San Jacinto

SAN JACINTO- The mayor of this tobacco producing town bares the projects his administration has undertaken and would undertake.
Mayor Robert de Vera said his administration spruced-up of the “talipapa (temporary market),” drainage system at the market center, and the P17 million renovation of the public market.
He explained that some of the funds of the projects were sourced from the 20 percent development fund of the town.
“May dumating na naman kami na share na (from the tobacco excise tax) ibibili namin ng makina para sa Brgy. Sta. Cruz. Saka iyong P123 thousand iyong sa farm to market Brgy. Capaoay halos 20 percent ng tapos”.
De Vera said the P17 million funneled to the public works was a share this town got from Fourth District Rep. Gina de Venecia.
De Venecia appropriated P11 million from her Priority Development & Assistance Fund while this town counter funded it with P6 million local fund.
“Marami pa sa farm to market road na ibinigay si Manay Gina sa limang barangays . Mga P3 million pero tapos na ang mga iyon sa mga barangay na mabigyan sila. Saka hindi lang iyong sa Brgy. Guillermo, barangay hall tapos na sa Brgy. Capaoay. Marami pa ring pumupunta ngayon. Di meron gaano, iyong excise tax, mga P8 million kay manay,” he stressed.
Meanwhile, Mayor de Vera said that he chalked up an idea how this town could save tens of thousands of pesos by no longer resorting to buy a plate for tricycles for the members of Tricycle Operators and Drivers’ Association (TODA) yearly.
He said the town pays P86 for each of the plate or a total of P172 thousand for all the plates that would be replaced every year.
But he made a saving measure when this town cancels to buy the whole plates and instead buy and replace each year the sticker for the plate.
The sticker he said cost only P2.50.
Because of this tremendous savings, the mayor cited that the savings of P133 thousand could be used to fund projects for the welfare of the members of the TODA.
One of them is by putting reflector stickers to the motorized trikes to protect them in mishaps in their nocturnal work, de Vera noted

Price of construction materials starting to rise in Pangasinan

DAGUPAN CITY. March 12 (PNA)--The Department of Trade and Industry said the price of construction materials in Pangasinan is now beginning to rise after being steady for the last three months.

Peter Mangabat, DTI provincial director, said the price of construction materials would have risen back in December due to an anticipated construction boom.

This was spearheaded by Overseas Filipino Workers in the Middle East as well as in Europe and the families.

But this did not happen, owing perhaps to the financial crunch in Europe as well as in the Middle East where most OFWs were deployed that affected their capacity to remit dollars back home.

He said it was only this month that the price of cement was rising from P170 per bag last month to P180 per bag this month for Northern Cement and Holcim.

Observers said this also indicated the possible start of the construction boom.

On steel bars, the price has risen a bit to P1.50 per kilo as compared to the price per kilo of steel bars last month.

He said this is because possibly the money problems in Europe and the Middle East are now over, thus the OFWs in those continents are now again keeping up their usual dollar remittances back home .

On the other commodities, Mangabat said only the price of three brand of sardines have increased in prices from two to nine percent; while mahling canned goods from China increased by nine per cent.

He said the other canned goods did not increase their prices while the price of flour was down by one per cent this month

Mangabat said they are continuously monitoring the prices of commodities to prevent traders from unduly increasing the prices, capitalizing on the continuing increase in fuel cost. (PNA)

The upgrading and rehabilitation of the Narciso Ramos Sports and Civic Center (NRSCC) in Lingayen is in full blast that includes the construction of the grandstand’s southwing in preparation for the staging of Palarong Pambansa 2012 on May 6-12 in Pangasinan. Once finished, the facility can accommodate 15,000 spectators, from the present 10,000 sitting capacity. Governor Amado T. Espino, Jr. assured all Department of Education’s (DepEd) officials, athletes and delegates that all additional constructions and repairs will be completed as scheduled.

It will be remembered that Gov. Espino, then police provincial director of Pangasinan, was the Palaro’s Task Force Commander when Pangasinan first hosted the event in 1995. Pag-ibig Fund finances housing for Sto. Tomas town employees

The local government unit of Sto.Tomas and the Home Development Mutual Fund (HDMF), also known as ‘Pag-ibig’ has launched today a housing unit project located in Barangay Poblacion West.


The ‘Villa Sto. Tomas Housing’ project offers 352 units of affordable houses and lots for Sto. Tomas officials and employees.


Pag-Ibig Fund’s information officer Artemio Laroya said this is HDMF’s first local government unit-assisted project in Pangasinan.


A memorandum of understanding was signed Friday among mayor Vivien Villar of the municipality of Sto Tomas; Leo Sy, president of Hebei Philippines Corporation as the contractor; and Marilene Acosta, vice president for North Luzon of the Pag-Ibig Fund as financier for the housing component under its End-User Financing program.


Laroya said the land development of the 3.5-hectare property is almost complete and two house models are currently underway.

Villasis groundbreaks renovation of legislative building

VILLASIS- “The renovation of the Legislative Building manifests our desire to improve the offices and facilities of our Sangguniang Bayan members, the Municipal Library and the Sangguniang Bayan Secretariat for them to work comfortably and do more for our town’s constituents.”
These words were conveyed by Mayor Libradita Go-Abrenica to the municipal officials and employees, barangay officials and Villasinians during the groundbreaking ceremony last March 8.
Assisting her were Vice Mayor Paz Sison-Rafanan, Mrs. Villasis 2012 Beatriz De Vera-Olivar, members of the Sangguniang Bayan and Mrs. Fe Ibay-Callanta,chair of Villasis Town Fiesta 2012 who were all delighted to have the Legislative Building renovated and improved.
“The funds for the renovation of the building will come from the proceeds of the town fiesta this year. We have net proceeds of P5 million in which part of it will go to the building. The building’s renovation will not be contracted out to private contractor but by administration to see to it that its renovation will be within the budget,” said Mayor Abrenica.
Vice Mayor Paz Sison-Rafanan said the project is a fruition of he concerted efforts of Mayor Abrenica and SP members..
“I am grateful that Mayor Abrenica has given importance to the renovation of the Legislative Building. I thanked also the fiesta beauties and the executive committee for their support to accumulate a budget out of the fiesta proceeds, “ Vice Mayor Rafanan said.
Meanwhile, Mayor Abrenica said in a separate interview that the “ Isangguni kay Mayor” is almost through which covers the 21 barangays of the town.
“Isangguni kay Mayor (Refer it to the Mayor)” is an activity where the municipal officials will make rounds of visits in every barangay and elicit solutions from the barangay people. Former Mayor Nonato S. Abrenica initiated this and is continued by the present administration.
“ While the activity is tedious as we are covering four barangays a day, it is heartwarming to be with our constituents and hear their problems and needs. This is one way of bringing our municipal government closer to them,” Abrenica said.
She also said Villasis was awarded the Seal of Good Housekeeping for 2011 by the Department of Interior and Local Government (DILG) with P1 million as cash prize.
She said that the P1Million is being used for the concreting of the Capulaan Road and rehabilitation of dike in Amamperez village.

PPP Code Promises Pangasinan Growth

LINGAYEN, Pangasinan — The Sangguniang Panlalawigan (SP), presided by Vice Governor Jose Ferdinand Z. Calimlim, Jr., unanimously approved recently the province’s Public-Private Partnership (PPP) Code for enhance economic growth and sustained development.

The approval is another welcome development for Pangasinan being one of the first five provinces in the country to adopt such scheme, said Pangasinan Provincial Administrator Raffy Baraan.

Other provinces who have passed similar PPP legislation are Cavite, Camarines Sur, Northern Samar, and Nueva Ecija.

Calimlim said that members of the Provincial Board unanimously approved the PPP Code in order for Pangasinan to establish a well-structured and transparent investment program that will spur development.

Calimlim said projects under the PPP must be “feasible, affordable and should indicate commercial viability.”

PPP is a form of legally enforceable contracts between the province and private sector proponent (PSP), which requires new investments from the PSP and which transfers key risks to the PSP in which payments are made in exchange for performance for the purpose of delivering a service traditionally provided by the public sector.

The PPP will also serve as an essential part of the overall infrastructure reform policy of the province.

“This will encourage performance-based management of the delivery of public services applying commercial principles and incentives by introducing competition in and for the market and by involving users and stakeholders in the decision-making process, infrastructure and regulatory reform, said the vice governor.

Under its procedures, a PPP selection committee which is composed of the following: chairperson (at least third ranking officer of the province), secretary (provincial legal officer), the provincial treasurer, provincial planning and development officer and one representative from and selected by the SP (probably the chair of the committee on investment and appropriations) will be formed.

All PPP contracts must be signed by the Governor with prior authorization by the Provincial Board.

The province may undertake development projects including but not limited to, power plants, highways, ports, airports, canals, dams, hydropower projects, water supply, sewerage, irrigation, telecommunications, railroad and railways, transport systems, land reclamation projects, industrial estates or townships, housing, government buildings, tourism projects, public markets, slaughterhouses, warehouses, solid waste management, information technology networks and database infrastructure, education and health facilities, sewerage, drainage, dredging, prisons, and hospitals.

Public scoping conducted for Lingayen Golf Course

The provincial government together with some officials of the Department of Environment and Natural Resources (DENR)- Environmental Management Bureau (EMB) and Ajanta Consulting and Technical Services, Inc. has conducted a public scoping, March 13, at the Domalandan Center Elementary School here on the proposed 18-hole Lingayen Golf Course project.
Participated in by the barangay officials of the four western barangays (Sabangan, Estanza, Malimpuec and Capandanan) where the Eco-Tourism Zone project is strategically located and their constituents, the public scoping activity is one step of the province’s undertaking in applying for an Environmental Compliance Certificate (ECC).
Greg Palis, President of Ajanta Consulting and Technical Services, Inc., which is a private firm commissioned by the provincial government to undertake technical and social studies concerning the project, said that the objective of the public scoping is to allow the public to participate in the discussion process for the conceptualization of the “environmental impact report” which is a prerequisite in applying for an ECC.
Palis explained that thru public scoping, concerns of the public and all aspects concerning the project will be discussed as he added that all matters will serve as input of their studies that will be discussed and be explained once again in public in the coming days in which a public forum will later be scheduled.
Engr. Alvin Bigay, Provincial Housing and Urban Development Coordinating Council (PHUDCC) Chief, said that the province thru the stewardship of Governor Amado T. Espino, Jr. wants everything to be transparent.
It can be recalled that the proposed project was previously marred by some issues raised by a motley group of oppositors.
Lingayen Mayor Ernesto “Jonas” Castaneda, Jr. expressed his full support to the project as he said that setbacks are caused by people whose minds are clouded by “crab mentality.” The realization of the project, he noted, will bring progress not just for the capital town but for the entire province, as well.
Estanza Barangay Captain Mario Navarro cited that the eco-tourism project will provide employment for his constituents even as he said that unemployment is among the problems in their community.
Navarro said that Pangasinan is lucky to have a leader like Gov. Espino who is unselfish, strong- willed, and focus. “Mapalad po tayo dahil may direksyon ang ating gobyerno sa pamumuno ng ating gobernador kung kaya nararapat lang na suportahan natin siya sa bihirang oportunidad na ito,” he stressed.
Sabangan Barangay Captain Hector Fabiana, on the other hand, affirmed that all four barangay council heads are united and fully support the project which is geared towards the progress of the province.
Furthermore, Fabiana denied all ill accusations pointed to them by the oppositors. “Makanengneng kamin deretso ed sicayon amin ya anggapoy baing ta susuportaan miyan proyekto nen Gov. Espino,” he said.
Malimpuec Barangay Captain Delfin Velasco likewise thanked the Governor for leading the way towards the envisioned progress of Pangasinan.
The public scoping was also attended by Korean investors who are willing to invest for the full development of the eco-tourism zone with their Aqua City project and DENR-EMB officials led by Cesar Siador, Jr., environment impact assistant division chief of the Central Office.
