Police nab 16 China human traffickers

Alleged members of a human trafficking syndicate, who were arrested in a raid at a flat unit in Johor Baru on Saturday, being led to a police vehicle.
KUALA LUMPUR: A China-based human trafficking syndicate that has been operating in Malaysia for the past two years was busted last Saturday with the arrest of 16 members.

Federal police special task force (operations and counterterrorism) chief Datuk Mohamad Fuzi Harun said the members, aged between 22 and 45, were all Chinese nationals.

He said 11 of them, high on the wanted list of human trafficking in China, were deported on Thursday.


The others are being investigated under the Immigration Act for possession of fake Malaysian passports and identity cards.

Fuzi said the members were picked up in two separate raids in Johor Baru and Setapak here.

Eight of them were arrested at a flat unit in Johor Baru, while the others were nabbed at a terrace house in Setapak. They included the syndicate's leaders in Johor and here.


Fuzi said police seized three fake Malaysian and seven fake Turkish passports, three fake Malaysian identity cards, eight automated teller machine cards of banks in China and RM268,523 in Malaysian, Thai and Australian currencies.

Investigations showed that the syndicate had been operating in Malaysia and Thailand for two years.

Fuzi said the syndicate was involved in smuggling Chinese nationals into Malaysia.


He added that those wishing to use the syndicate's service would have to deposit money into its bank accounts in China, which would then be withdrawn from ATMs in Johor Baru and here.

The Chinese nationals would fly to Bangkok and travel either by air or road to Malaysia, Fuzi said, adding that they would leave China using genuine passports.

"Once in Bangkok and Kuala Lumpur, the syndicate will provide them with fake passports of various countries and those wishing to enter Malaysia will receive fake Malaysian identity cards."

The syndicate will also assist them to obtain documents from the United Nations High Commissioner for Refugees to enable them to remain in Malaysia.

These people would run small businesses, such as selling made-in-China shirts, Fuzi said.

PUTRAJAYA: Malaysia and China will sign a memorandum of understanding early next month to fight human trafficking and to cooperate on security issues.

The MoU is part of Malaysia's attempt to deal directly with countries of origin, transit and destination for human trafficking, Home Minister Datuk Seri Hishammuddin Hussein said.

He had discussions with Chinese officials in Beijing last week as a follow-up to earlier discussions with officials in Bangladesh and Indonesia, the minister said after meeting Chinese ambassador to Malaysia Chai Le here yesterday.

Hishammuddin said bilateral relations between Malaysia and China were at an all-time high while Chai said the MoU will ensure continued peace and stability in both countries and people of the region.

On the swapping of refugees between Malaysia and Australia, Hishammuddin said it has to be deferred because of a pending court case in Australia.

Meanwhile, acting Indonesian ambassador Mulya Wirana said he was satisfied with Malaysia's effort in the massive registration of legal and illegal foreign workers in the country.

“This exercise is a golden opportunity for the workers, especially the illegals, to register and be legalised. Through this registration, they need not fear being caught or facing action by the authorities,” he said.

Immigration director-general Datuk Alias Ahmad and deputy secretary-general (registration and immigration) Datuk Alwi Ibrahim briefed Mulya and his officials on developments concerning the issue.

The Indonesian team welcomed the exercise as it allows them to know the actual number of Indonesian workers, both legal and illegal workers, in Malaysia.

Alwi said 890,156 Indonesians, including 528,714 illegals, have so far registered under the exercise.

KOTA KINABALU: Crime prevention is everyone’s responsibility, not just a job for the police.

Crime can be reduced by simple measures such as remembering to lock your door, knowing about common con games, and watching out for your neighborhood.

But senior citizens are more vulnerable to certain crimes, such as purse snatching, mugging and fraud.

In a bid to protect the elderly, the Sabah police headquarters in Kepayan held a special program to help senior citizens feel safe on the street as well as in their own homes.

A talk on ‘Security – current problems of illegal immigrants, home security, white collar crimes, biometric systems’ was held recently by state deputy commissioner of police SAC Tan Kok Liang at the Sabah Association of Senior Citizens (SASC) to ensure senior citizens know how to protect themselves from being victimized.

“We hope through such a program, they (senior citizens) would not become victims.

“We want them to feel safe and comfortable in their environment, either on the street or in their own homes.

“If something happens, they know what need to be done and how to react,” said Tan to The Borneo Post.

Early on, ASP Wong Ting Lee from the Sabah police headquarters disciplinary committee talked on numerous factors on how crime could take place.

According to Wong, opportunity, desire, will and skill of a criminal were among the main factors that could cause a crime to be committed.

“Police have been fighting hard to ensure the safety of the people by organizing numerous crime prevention programmes such as Ops Bersepadu, aggressive policing, intelligence led policing, OMNI presence, MPV and traffic patrol, stop and talk/meet and greet, psychology war and setting up volunteer groups.

“One of the strategies used by the police in fighting crimes is ‘Community Oriented Policing’ and ‘Smart Partnership’ through Rakan Cop,” said Wong.

Rakan Cop, said Wong is a medium of instruction to bridge the gap between the police and the community through a clearer, simplier, integrated and systematic manner.

“Rakan Cop enables the community, government agencies, private sector, NGOs and individuals to act as the eyes and ears for the police in fighting crimes,” she said, adding that the public could provide valuable information to the police through short message services (SMS) or call the nearest police station directly.

The program first touches on home safety where Wong reminded participants to install deadbolt locks on all exterior doors.

“Keep your doors locked at all times, even when you’re inside. Protect windows and sliding glass doors with good locks or other security devices. Also make your home appear occupied when you go out by using a timer to turn on lights and a radio,” she said.

“Never let strangers in your home without checking their identification, and if in doubt, call their company if you’re not sure. Install a peephole in your door and use it,” she said.

Wong also reminded women never to hold their purse or bags close to their body as it would lead to self injury if someone snatched their bags.

“If your bag is being snatched, just let it go and try not to put up a fight as such action could only endanger yourself if the thief is carrying a dangerous weapon.

What if you were assaulted? Wong said if the attacker was only after your purse or other valuables then don’t resist.

“Your life and safety are worth more than your possessions. Make a conscious effort to get an accurate description of the attacker and call the police,” she said.

“For the men, never carry your wallet in your back pocket. If you have to, then make sure your back pocket has a button or zip. This would make it difficult for someone to snatch your wallet from behind,” she added.

Wong also encouraged participants not to carry large sums of money and do not display large amount of cash in stores or public places.

“Never put your purse or wallet on a counter while you examine merchandise in a store,” she said.

According to Wong, older citizens were more prone to fraudulent schemes than the younger generation.

“Keep informed about the latest con schemes in your community by reading the newspapers. Be skeptical about any proposal that sounds too good to be true, such as the get rich quick schemes, investments that promise unusually large returns, ‘bomoh’ (traditional healer), or individuals who claim to be a representative of a Welfare Department.

“If you are the victim of such fraud or schemes, immediately lodge a police report. You may be embarrassed because you were tricked, but your information is vital in catching the con artist and preventing others from being victimized,” said Wong.

Overall, the program organized by the SASC received good feedback and response from the more than 70 senior citizens who attended the program.

SHAH ALAM: Your smartphone is the SOS you need in times of danger just tap a key and the police will be able to locate you wherever you are.

Selangor police have pioneered a new application for smartphones to enable the public to have easy access to the police in high-risk situations.

Officer in charge of NKRA, Deputy Supt Mohamed Mokhsein Mohamed Zon, said the software dubbed MyDistress was compatible with Android, Apple, Symbian and BlackBerry smartphone operating systems.

“We co-developed the application with mobile phone software developer Convep Mobilogy Sdn Bhd.

“The purpose of this device is to assist the public who may need our assistance if they face situations like being robbed, house break-ins, abducted or even kidnapped,” he said, adding that it took one year to complete the development of the application.

DSP Mohamed Mokhsein said the application was capable of transmitting the GPS coordinates of any person who had installed it in a smartphone if the distress feature had been activated.

He said the application was capable of giving an accurate location of any individual who uses it.

Police had been testing it since March to ensure it would be ready for use, DSP Mohamed Mokhsein added.

Selangor police chief Deputy Comm Datuk Tun Hisan Tun Hamzah said the application could be used for free within the eight police districts in Selangor until January next year.

“We developed this application to make it easy for the public to get police access if they are in imminent danger and to enable the police to respond fast to life and death situations.

“At the click of a button, anyone can report to us their exact location so that we can get to them as fast as possible,” he said, adding that the application was meant to be used in high-risk situations only.

DCP Tun Hisan said the application could be used within Subang Jaya, Petaling Jaya, Serdang, Gombak, Ampang Jaya, Kajang, Klang and Shah Alam police districts currently.

The application would eventually cost RM2 monthly beginning next year, he said.

He also said 50 police patrol cars had been equipped with GPS to ensure they get to the right locations.

“We are working together with Pemandu to equip the rest of our patrol cars with GPS as well,” he said.

Just a day after the launch, more than 4,000 people have already installed and registered for the application.

Selangor police chief Deputy Comm Datuk Tun Hisan Tun Hamzah said public feedback had been promising.

“When I came into the office this morning, the tally was 1,341 registrations, but it rose very quickly.

“This is a good sign as the application is meant to help people in danger contact the police without any hassle,” he said yesterday, adding that the application was the “Top App” at the Apple Appstore.

He said police developed the application as there were 30 million registered mobile phones nationwide.

“When you compare that to the population in the country which is about 28 million people, it means that there are more mobile phones active in the country compared to people,” he said, adding that 60% of the mobile phones registered were smartphones.

Explaining when the application should be used, DCP Tun Hisan said that anyone being attacked by robbers or was in a life threatening situation could use the applica-

tion by taking only a few simple steps, instead of contacting the police hotline which required more time.

“If the application is misused for situations such as accidents and pranks, it can limit our response capabilities for people who are really in danger,” he said.

Entertainer Edmund Dass, in his 30s, who lives in Puchong, said he was impressed with the development of this mobile phone application.

“We read a lot of stories about kidnappings, acid splashing and other heinous crimes these days.

“The application has given me some peace of mind as it allows me easy access to the police if I am ever faced with such a situation,” he said, adding that he would advise his son and daughter to install the application.

Operations manager, S. Shashi, 25, who stays in Subang Jaya, said he was worried that the application was too dependant on cellular networks.

“I don’t think I will be able to access the application in areas that do not have mobile phone coverage,” he said.

Shashi said although the application was a good initiative by the police, not everyone had a smartphone, which meant that only certain people would have access to the application.

Nurse Faridah Bakri, in her 50s, said she hoped the system was user friendly as she was not too tech-savvy.

Kuching to have two new police districts

KUCHING: State Commissioner of Police DCP Dato’ Mortadza Nazarene has confirmed that Kuching will see an addition of another two new police districts soon.

With the addition of the two new police districts, there will be three police districts in the city compared to the one police district presently.

“It has been approved and we are to have a Kuching North, Kuching South and Padawan police district,” said Mortadza.

With the approval of the three districts in the city, the present Kuching police district will be named as the Kuching South police district.

“Kuching is very a big district, an area covering Sarawak River right to Borneo Highlands. There are three councils in this area and so we are going to divide the districts according to the councils.

“However, this is not going to be a trend whereby all councils will have their own IPD (district police headquarters),” he highlighted.

On the timeline of implementation, Mortadza stated that it will be implemented quite soon but he did not reveal the exact timeline.

“I can’t give you the exact date yet because there are a lot of factors to be factored in such as human resource and assets have to be divided. It will take quite some time,” he said.

PETALING JAYA: The MyDistress emergency application has been a hit with smartphone users.

Since the announcement by Selangor police last week, a total of 23,857 people have downloaded the application to their smartphones.

Selangor police chief Deputy Comm Datuk Tun Hisan Tun Hamzah, however, said no authentic distress alerts have been reported so far.

He was of the view the application was not likely to be abused as most smartphone users were educated.

Since March, police have been testing the application, which is capable of transmitting the GPS coordinates of any person who has installed it in his smartphone once the distress signal is activated.

DCP Tun Hisan said currently, the application could be used within the Subang Jaya, Petaling Jaya, Serdang, Gombak, Ampang Jaya, Kajang, Klang and Shah Alam police districts.

Meanwhile, he said during the one-week period coinciding with the Hari Raya and school holidays, robberies in Selangor were down with 30 daytime house break-ins reported, compared to 65 cases during the same period last year.

722 held under EO this year

KUALA LUMPUR: A total of 722 people have been detained under the Emergency (Public Order and Prevention of Crime) Ordinance (EO) 1969 in the first eight months of this year.

The bulk of them are from Selangor (275), Johor (86), Kedah (58), Sarawak (56) and Kuala Lumpur (50). The smallest number is from Sabah which recorded only two detention orders (see chart).

These figures are from statistics released by the Bukit Aman's vice, gambling and secret societies D7 unit which oversees EO cases.

Detainees under Section 4(1) are held in one of the three EO detention centres in the country Simpang Renggam, Machang and Muar.

Besides detention, police also use Section 4A(1) of the EO which provides for banishment of suspects to other states/districts and restricts their residence for two years and imposes other conditions like reporting to the police on a daily basis.

From Jan 1 to Aug 22, police sent 86 people off to other places on restricted residence.

Senior Asst Comm Abd Jalil Hassan, who is the principal assistant director of Bukit Aman's D7 unit, said police were forced to use the EO in cases where they were certain the suspect had committed the crime but there was insufficient evidence for a conviction in court.

He said it was done to safeguard public interest and security.

“It is not easy to use the EO. There are many layers and checks before a detention order is signed,” he said, adding that the number of people held under the EO was negligible as compared to the overall crime rate.

Most of those detained under the EO are males, with only about 10 female EO detainees.

Last year, the total number of criminal cases was 177,520 and cases of street crime was 24,837 but total detention orders were 768 and restriction orders, 385.

AT first, de facto law minister Datuk Seri Nazri Aziz didn't believe the police use the Emergency Ordinance (EO) on petty thefts.

“If it's true, I'm surprised. The EO is meant for hardcore criminals. It is not meant to be used for petty thefts like stealing motorbikes.

“I don't think the police are using it on petty thefts. Prove me wrong,” he said in an interview two weeks earlier.

When contacted again, after the police explained that they do use the EO on petty crimes, including motorcycle thefts in the interest of public security, Nazri admits to have been proven wrong.

SEREMBAN: The ‘My Distress’ smart phone application recently launched by the Selangor police has received encouraging response and may be extended to other states.

Deputy Inspector General of Police Datuk Seri Khalid Abu Bakar said yesterday that some 30,000 people had registered for the application which enables the public to signal police in emergency situations by pressing an icon.

“If every emergency call through the application is satisfactorily settled by the police, I don’t discount the possibility of it being extended to other states.

“Apart from the response of the people, we have to look at the ability of the police to react immediately to a distress call. This is what we are monitoring now,” Khalid told reporters at his Aidilfitri open house at Kampung Gebok in Mantin near here.

The application is equipped with the Global Positioning System, enabling police to track the person sending a distress signal. — Bernama

KUALA LUMPUR: The Internal Security Act (ISA) 1960 will be abolished and two new laws will be introduced to safeguard peace and order, Prime Minister Datuk Seri Najib Tun Razak said.
The prime minister also announced that the government would repeal the Banishment Act 1959 and reviewing other laws to be in line with current needs.

A comprehensive study will be carried out on the Restricted Residence Act 1993 and the Printing Presses and Publication Act 1984 where annual renewals would be done away with, and replaced with issuance of licence until it is revoked.

Announcing the matter last night in his special Malaysia Day message, Najib said the two new laws would be formulated “under the spirit and umbrella” of Article 149 of the Federal Constitution to prevent subversive elements as well as fighting organised terrorism and crime, in order to safeguard peace and public order.

In the message delivered in front of 800 people at Angkasapuri and aired live over TV1 and TVi, the prime minister said the new laws replacing the ISA would provide for a shorter detention period.

He added that extension of detention can only be done through a court order, except in the law concerning terrorism where the power remained with the minister.

“Generally, the power to extend the detention period will shift from the executive to the judiciary, except in matters concerning terrorism,” he said.

Najib had promised when he first took over the helm of the country’s administration on April 3, 2009 that he would carry out a comprehensive review of the ISA.

Najib said last night that the government would ensure that the rights of those being taken action under the new law would be safeguarded in line with the spirit of the Federal Constitution.

He said the government also assured that individuals would not be detained because of their political ideologies.

“The government will also review Section 27 of the Police Act 1967, taking into account the provision in Article 10 of the Federal Constitution concerning freedom of assembly,” he said.

Najib stressed however that stern action would remain against street demonstrators.

He said that the permit to assemble would be given under certain set of criteria to be determined later, taking into consideration the norms at the international level.

Najib said the government would not hesitate to amend or repeal laws which are no longer relevant. — Bernama

Police stations with services for sensitive complaints

KUALA LUMPUR: The police have launched 40 police stations here and in Selangor, Penang and Johor, which are equipped with Triage services to cater to members of public with sensitive complaints.

These complaints are sexual abuse, domestic violence and child abuse.

Staff at the counters will be trained to handle these complaints, and the facilities in the stations have also been upgraded to provide a more comfortable area for the complainants.

Secret tool: Hidden cameras can catch traffic offenders red-handed.

OVER the past few months, I have been travelling quite a bit on our expressways, either up north to Penang for work or south to Seremban for personal matters.

So, in some ways I was not surprised to receive a “love letter” bearing the stamp of the Royal Malaysian Police.

What shocked me when I tore open the envelope was that, instead of the normal summons, there was an A4 size notice stating what offence I had committed, where and when I did it plus a clear black-and-white picture of my car.

The first thing that came to my mind was:

“Oh-oh it must be me and I must have been speeding.”

It did not even cross my mind to protest “my innocence”. It was as if I had been caught with my pants down.

The only disagreement was between my son and me, blaming each other of being the driver at the time of the offence.

We were obviously on the way to Seremban when we were caught speeding at 114km per hour in a 90km per hour zone at KM8.5 of the Elite Highway.

Curious as to where I was “caught on camera speeding”, I took a quick drive to look for the “offending spot”.

For those who want to know, it is the overhead rest area near the Mofaz Go-Kart track.

A few weeks ago, while on my way to KLIA, the taxi driver pointed out that a window at the overhead rest area was open.

“See, that is where they shoot us,” said A. Manickam, my regular taxi driver to the airport. So, the next time you pass that area, keep a lookout for the open window.

But the problem is that when you see it, you may have already been photographed speeding.

No more excuses for errant motorists captured on high definition cameras

KUALA LUMPUR: The “it is not me” excuse will not work for motorists captured on the latest police cameras because the authorities have gone HD (high definition).

“The “LTI20-20 TruCAM” captures sharp images. It can show clearly the registration number of the vehicle.

“If taken from the right angle, even the driver and passenger in the vehicle can be seen clearly,” federal traffic deputy chief Asst Comm Mohd Fuad Abd Latiff told The Star at Bukit Aman here.

Tens of thousands of the 285,000 motorists found speeding within the last four months have been caught with the use of five newly-acquired HD cameras and the other 36 laser speed detectors.

“That shows an average of 2,375 motorists caught speeding each day,” ACP Mohd Fuad said, adding that the photographic evidence had caused the number of disputes against the summonses issued to reduce drastically.

“We are in the process of purchasing another 25 of the HD cameras.”

He added that the police intended to phase out the laser speed detectors.

“In the future, if there are other speed detectors that may prove better in performance, we will go for them as well,” said ACP Mohd Fuad.

It is learnt that each US-made LTI 20-20 TruCam costs about US$6,000 (RM17,000) and is capable of taking high resolution pictures of speeding vehicles from a maximum distance of 1.2km, and can clock speedsters travelling as fast as 320kmh.

A complete chain of video evidence is collected, along with a high resolution image that identifies vehicle make and model, licence plate number and facial characteristics of the driver.

The summonses are sent out to the owner of the vehicle within seven days, with the captured image attached as proof.

Meanwhile, a source from the enforcement division of the Road Transport Department (JPJ) said motorists should be warned that the department was keeping its eye on the road as well.

Like the police, JPJ enforcement officers were capturing traffic offences on high resolution cameras, with at least two digital cameras in each state.

“We obtain a lot of help from the public, who send in photos of other motorists caught committing offences, such as using the emergency lane or beating a traffic light,” the source said.

In just three weeks between Aug 14 and Sept 7, 2,970 motorists were caught on camera by JPJ officers, while 406 photos were sent in by the public within the first six months of the year.

Traffic offenders are first issued with a notice, requesting them to come in for an “interview” within two weeks, failing which a penalty of RM200 is imposed on the owner of the vehicle.

“If they still do not show up, we will take them to court,” said the source.

He added that the images taken using the digital cameras were of high quality and allowed them to zoom in on the registration plate of the vehicle even when taken from a distance.

The JPJ, unlike the traffic police, does not send out the photo to the motorist.

“Only if they dispute or deny that they have committed the offence do we show them the photo,” the source said.

KUALA LUMPUR, Sept 21 — A man who was paralysed after he was shot in the back by a lance corporal in 2004 has won his negligence suit against the police at the High Court here today, Bernama Online reported this evening.

Judicial Commissioner Siti Khadijah S. Hassan Badjenid ordered that the defendants, Lance Corporal Nadzri Ahmad and the Inspector-General of Police Tan Sri Ismail Omar, pay the plaintiff, Johari Kasman, compensation amounting to RM900,000.

In her judgement, Siti Khadijah held that Nadzri’s actions were a clear indication of abuse of power.

She also noted that when he tried to apprehend Johari for suspicious behaviour, Nadzri was not in uniform, resulting in a scuffle.

The news portal reported that the now 28-year-old had four previous convictions for vehicle theft at the time and on the day in question, was riding a stolen motorcycle with false registration plates.

The judicial commissioner said, however, that Nadzri had no reason to detain him that day but acknowledged the fact that he had sent Johari to hospital after he had been shot.

Johari claimed in his suit filed in October 2007 that Nadzri had not identified himself as a member of the police force nor had he issued a warning before firing the shot.

Both defendants had contended that the shot was fired in self-defence as Johari had hit Nadzri’s head with a helmet before the scuffle took place.

They also said that the plaintiff had tried to wrest Nadzri’s pistol from him.

MELAKA: Police and a local authority seized 30 computers at a premise suspected of carrying out online gambling in Taman Bunga Raya on Friday.

Melaka police chief Datuk Chuah Ghee Lye said the integrated operation to fight online gambling is the result of information received from the public.

“The premise was raided twice in August and earlier this month for operating illegal activities,” he said when contacted by Bernama here yesterday.

Chuah said in the raid at 6.15pm on Friday, police found the premise locked and had to obtain search warrant from court when the owner could not be reached by Hang Tuah Jaya Municipal Council (MPHTJ).

Police are investigating the case under Common Gaming Houses Act 1953 (Amendment 2001) which provides for fine of RM10,000 per machine or jail up to five years.

“If there is no strong evidence that computers were used for gambing, MPHTJ will act under Entertainment and Entertainment Places Enactment 2001 for carrying out activities without licence,” he said.

MPHTJ had asked Tenaga Nasional Berhad (TNB) and Syarikat Air Melaka Berhad (SAMB) to cut off electricity and water supply to the premise to combat online gambling. — Bernama

KUALA LUMPUR: Police are on the right track in reducing crime in the country but needs continued cooperation and smart partnership with the community, said Deputy Prime Minister Tan Sri Muhyiddin Yassin.

He said the Royal Malaysian Police's year-on-year National Key Result Area (NKRA) achievements in reducing crime has been very encouraging.

"According to the latest statistics, the crime index rate dropped 23.6% wherelse the street crime rate dropped 39.7%from January until August this year compared to the same period in 2009.

"This is not an easy achievement especially in a short period of time.

"Now, we need to ensure that the crime rate continues to drop as targeted," he said at the Police Open Day and Crime Awareness Day at Dataran Merdeka Saturday.

KOTA KINABALU: The Sabah police will reinforce its round-the-clock patrol of crime hotspot areas by involving other security teams, like the People’s Volunteer Corps, the General Operations Force and the voluntary patrol unit (SRS).

Its management department head SAC Noorazam Jamaludin said although there was a drop in crime statistics, the number of cases solved was still small compared to the number of cases received.

“The police require public cooperation to eliminate criminal activities, by providing information and conducting frequent patrol in their neighbourhood,” he told reporters at a function here recently.

Noorazam said five locations had been identified as crime hotspots, namely Kota Kinabalu, Penampang, Sandakan, Lahad Datu and Tawau.

Meanwhile, Kota Kinabalu City Hall (DBKK) director-general Datuk Yeo Boon Hai said DBKK was applying for funds from the Federal Government to install closed-circuit television cameras (CCTV) at crime hotspots in Kota Kinabalu. — Bernama

October 11, 2011KUALA LUMPUR, Oct 11 — Riot police fired tear gas directly at a crowd of peaceful and “non-hostile” Bersih supporters, a witness told a public inquiry into the July 9 protests today.

Lawyer Nor Syazwani Muharam, a Bar Council representative who had monitored the rally, said that the incident occurred along Jalan Masjid Jamek where the police had told Bersih supporters to disperse and rang a warning bell three times.

“I did not see any violence by the Bersih supporters. There was no hostility from the public, I did not see any provocation from them,” she told the Human Rights Commission (Suhakam) inquiry here.

Nor Syazwani (picture) said the crowd was about “one block” away from the riot police before tear gas was fired directly at them.

“Police fired directly towards the crowd,” she said.

The inquiry has set itself three terms of references — to identify human rights violations on or before July 9, to determine how the violations occurred, the process and agency involved and to make recommendations to prevent any recurrence.

The inquiry is led by Suhakam vice-chairman Professor Datuk Dr Khaw Lake Tee, commissioners Datuk Dr Mahmood Zuhdi Abdul Majid and Detta Samen.

The Bar Council is represented by Roger Chan and Richard Wee, while the police are represented by ASP N. Rajagopal and ASP Lim Chee Wah.

Asked by Chan whether there were any human rights violations on that day, Nor Syazwani said “yes.”

“The one that I saw myself, the shooting of tear gas straight into the crowd.”

She also said that there were no other human rights violations, and admitted that she was not familiar with police procedures during a rally as this was the first time she had monitored such an event.

The inquiry resumes on November 15.

KUALA LUMPUR, Oct 11 — Riot police violently shoved a tudung-clad reporter to the ground while others repeatedly kicked a boy during the Bersih 2.0 rally crackdown, a witness told a public inquiry into the July 9 protests today.
Kenneth Steven Chan Wen Chin told the Human Rights Commission (Suhakam) inquiry he saw a Selangor TV female reporter accosted in Brickfields.

“We were headed to Jalan Tun Sambanthan where we heard police personnel shouting “Tangkap! Tangkap!” (Arrest! Arrest!). We saw a Malay girl with a tudung, police grabbed her and pushed her to the ground very roughly, pushing her head down on the road,” said Chan.

He said his girlfriend, who is a reporter, was present with him when the incident happened and they took pictures.

Chan also claimed he saw several policemen kicking a boy in Jalan Pudu, and that he had also taken photographs of the alleged incident.

“The police warned us against taking pictures, saying they would break our camera. The boy was saying something about the police and they moved in on him.”

Chan is the first witness to testify in the inquiry which has set itself three terms of references — to identify human rights violations on or before July 9, to determine how the violations occurred, the process and agency involved and to make recommendations to prevent any recurrence.

Chan’s girlfriend Rita Lee, who works with MSN.com, was the second witness. She told the inquiry that her camera was pushed against her face by a policeman when she took pictures of the police “acting roughly” with the Selangor TV reporter.

Lee also told the inquiry that a man wearing a Bersih T-shirt was arrested by police officers despite the fact the man did not put up any resistance and was not violent.

“There were four or five policemen arresting him. I did not see any reason why they needed so many men to arrest a person who did not put up any resistance,” she said, adding that this incident took place on Jalan Pudu.

“I also saw police personnel pushing the arrested man’s head down on to the road, resulting in his face becoming slightly red (with bruises), as you can see in the shot. I was also warned by a policeman, who tried to stop me from taking pictures of this, but I kept taking shots,” she said.

The inquiry resumes on November 15.

October 04, 2011KUALA LUMPUR, Oct 4 — Riot police broke their own standard operating procedures (SOP) by firing tear gas and water cannons when dispersing Bersih 2.0 rally marchers at the Tung Shin Hospital on July 9, a Health Ministry investigation has concluded.

Home Ministry secretary-general Tan Sri Mahmood Adam said tonight that errant policemen would be referred to the police’s disciplinary board.

“The investigation results concluded that there were unethical actions which were beyond the SOP of the Royal Malaysian Police when enforcement was performed on rally participants who were wrongly using the hospital premises,” Mahmood said in a statement.

Putrajaya and police had earlier denied any wrongdoing despite proof given by Bersih 2.0 and those at the rally.:lol:

The Human Rights Commission of Malaysia (Suhakam) is now waiting for police to answer questions into the incident after a complaint from Bersih, which held the rally to call for free and fair elections.

The Health Ministry probe confirmed police fired water cannons at demonstrators who were converging at the hospital.

“This action was solely to disperse groups of protesters who were gathering at the hospital area,” said Mahmood.

But Mahmood also said that tear gas was only fired in the direction of a car park outside the hospital compound and not into the hospital itself.

The report also found that smoke bombs were hurled by police at demonstrators who gathered in the car park of the neighbouring Chinese Maternity Hospital.

But it noted that the maternity hospital had ceased operations since September 2006 and would only reopen in December.

Mahmood said the Home Ministry “will not compromise on disciplinary action if it is found that there are (staff) who are proven to have violated operational guidelines.”

Police had absolved themselves of any wrongdoing during the July 9 rally after setting up six internal teams to investigate claims of police brutality that followed after nearly 1,700 were arrested, scores injured and an ex-soldier died during chaotic scenes in the capital.

But Health Minister Datuk Seri Liow Tiong Lai ordered a second probe into the Tung Shin incident on July 14 after a group of medical consultants had written to the media refuting the hospital board and police who claimed that no gas canisters or water cannons were fired into the hospital.

The DAP then accused the authorities of sweeping the incident under the rug as its eye-witnesses were told by the Health Ministry in August to join “the police in building an investigation report that will be held soon.”

Police finally admitted on July 21 that Tung Shin was hit with tear gas canisters and water cannons during the rally, but denied shooting directly into the compound.

But this claim flies in the face of various video clips uploaded on the YouTube video-sharing site showing water cannons and tear gas being fired into the hospital.

JOHOR BARU: A notorious armed robbery gang, believed to be responsible for more than 30 cases, was smashed after police launched a series of raids resulting in the arrest of six men in several areas here recently.

Also recovered were three stolen cars, an automatic pistol, a shotgun and a keris (traditional Malay dagger) during a special operation spanning 30 hours.

Johor police chief Datuk Mokhtar Shariff yesterday said the gang was high on the wanted list for a string of armed robberies and car thefts in the Klang Valley and Penang.

"We got a lead after a 55-year-old man was robbed of his RM404,000 Mercedes-Benz car in Taman Universiti after he finished shopping with his family at 9.30pm last Sunday."

He said a special task force tracked the gang down to a house in Taman Ehsan Jaya, Ulu Tiram, where a 26-year-old suspect was arrested on Monday and the stolen Mercedes-Benz and a Honda CRV sports utility vehicle, which was reported stolen in Petaling Jaya in Selangor, were recovered.

Later, the team picked up two other suspects, aged 28 and 32, at a flat in Taman Tampoi Indah on the following day and recovered a Nissan Teana car, which was reported stolen in Penang.

Mokhtar said police also seized six mobile phones and various electronic and computer gadgets in the house.

"Following the raid, another two men, aged 32 and 35, were arrested at a house in Taman Perling on the same day," he said, adding that the suspects had previous convictions for theft, robbery and possession of stolen goods.

He said the gang was believed to be responsible for about 30 cases of violent armed robberies and thefts in the state for the past several months.

Mokhtar said the suspects were remanded until Monday.

JOHOR BARU: A Singaporean, who claimed to be a "Datuk," has been detained on suspicion of cheating a businessman of RM946,560.

The suspect was alleged to have offered to help the businessman, aged 42, to obtain a firearms licence, contract to build drains, a car registration number WWW 1 together with approval to use tinted windscreens and approval for a RM5mil loan.

The businessman claimed that he paid the suspect RM946,560 for the service.

Acting Johor commercial crime chief Supt Mohd Luthfi Ismail Abdullah, said the suspect and his Malaysian wife were arrested at their home at Jalan Setia Tropika following four reports lodged by the businessman on Oct 14.

Preliminary investigation showed that the Singaporean, aged 58, had no previous record or a 'Datuk' title, Supt Mohd Luthfi told reporters here today.

The case is being investigated for cheating under Section 420 of the Penal Code.

PUTRAJAYA: The Home Ministry received three vehicles from Naza World Berhad to test their suitability as modern police vehicles.

Home Minister Datuk Seri Hishammuddin Hussein said the vehicles two 4WD Chevrolet Captiva 2.0 SUV and a 1.8 Chevrolet Cruze saloon were equipped with CCTV camera, sophisticated communication system, bullet-proof vests, laptop and GPS.

He said the police would evaluate the vehicles before making any recommendation to the ministry.

“The project is a collaboration with Naza World to develop a modern vehicle for police use.

“We had a series of discussions to identify the needs of the police and the modern features their vehicles should have,” he said after receiving the vehicles from Naza joint group executive chairman Datuk SM Faisal SM Nasimuddin at a ceremony here yesterday.

Hishammuddin said the maintenance costs of the vehicles would be fully borne by Naza World.

On another matter, he said data from the United Nations High Commissioner for Refugees (UNHCR) exercise to register refugees and asylum seekers would be included in the Government's biometric system.

This would enable the authorities to have full information on them, including their locations.

“This is to prevent them using falsified travel documents, so the refugees and asylum seekers can be identified through their fingerprints.

“About 94,000 of them will go through the biometric registration,” he said.

Hishammuddin added that the UNHCR exercise would be conducted separately from the ministry's ongoing 6P programme involving illegal immigrants.

“The exercise will not complicate the 6P programme and will not disrupt its progress,” he said.

“It involves another group that we have included in the biometric registration apart from foreign students, maids and refugees in Sabah and Sarawak.”

Malaysia had on Saturday agreed to undertake a joint exercise with the UNHCR to register all refugees and asylum seekers to ensure better protection for them.

Students: We have evidence of ‘excessive force’ by cops

KUALA LUMPUR, Jan 3 — Student activist groups Bebas and Solidariti Mahasiswa Malaysia (SMM) say they have photographic and video evidence to back claims of excessive force by police when breaking up an academic freedom rally in Tanjung Malim on New Year’s Day.

They also say they have witnesses to police beating protesters.

The activists urged Bukit Aman to conduct an independent investigation into their complaint after lodging a police report today.

“We urge the police from Bukit Aman to look into this matter because we believe we need an independent investigation to find out what really happened,” lawyer Fadiah Najwa Fikri told reporters today after lodging the report here.

“There were many witnesses who clearly saw the police kick, step on and beat up the undergraduates. We even have photos and videos of police using excessive force when dispersing the students,” she added.

Fadiah pointed out that Malaysia’s in the UN human rights council and that Prime Minister Datuk Seri Najib Razak “has said again and again and again, that we will uphold democratic values and human rights standard to the highest level”.

“But is this what is meant by Najib to uphold democratic values and human rights?” she asked.

“This is a lie. The students were not even armed with weapons, they were armed with a voice for academic freedom but were beaten up by more than 200 police officers,” she added.

Kami (Kumpulan Aktivis Mahasiswa Independen) president Haziq Abdul Aziz, who was one of the 17 students arrested during the protest, said that the police officers involved should be punished and brought to justice.

“No preferential treatment should be given to these officers as they are the same as criminals out there,” he said.

“We hope the police take appropriate action (against these officers) and not have double standards when conducting the investigation,” he added.

Suaram programme manager E. Nalini, who was also present, said Sunday’s incident showed the result of the controversial Peaceful Assembly Bill.

“The police can use force in any peaceful demonstration because now they have power without limit with the new Act,” she said.

“This is why we are very concerned. From now onwards, people can be victims of police abuse and it will be legal under the law.”

Haziq stressed that if the police and government do not investigate this incident, it would likely lead to more police brutality in future.

“These criminal officers should be brought to justice in order to prevent abuse like this from happening to other Malaysian citizens,” he said.

SIBU: Police check points need to be set up to safeguard the safety of tourists and others who use the Sibu/Tanjong Manis Road which provides the impetus for the local tourism industry.

Sarawak Central Region Hotel Association chairman Johnny Wong Sie Lee reckoned that police patrols alone were inconsequential to keep out bad hats.
He reasoned that they would come out from their ‘hideout’ when the coast was clear.

“Places like Belawai and surrounding areas have much to offer but to attract tourists, security along that stretch of road needs to be stepped up.

“Perhaps, the police can look into the possibility of setting up check points along strategic areas of the road as this will deter would-be criminals from carrying out their acts,” Wong told reporters yesterday.

He added with police check points set up, people would be encouraged to use the road as they felt safer.

Otherwise, he figured people would shy away from that stretch of road when night falls.

Ensuring that the road is well lit will also go a long way in keeping bad hats at bay.

He cited Kuching/Serian Road as a fine example of a well lit road.
“People will feel safe when travelling along a well lit road.”

While he had heard of police patrolling the Sibu/Tanjong Manis Road, Wong figured it would do wonders if patrols are stepped up.

On stimulating the tourism activities in Belawai and surrounding areas, he suggested that the government look into the possibility of creating more places of interest.

“It will be good if the government can look into creating some tourist attractions in this area. And if there is nothing natural, perhaps, can come up with man-made attractions,” he enthused.

On another matter, he hoped that authorities would do more patrols at financial institutions in view of the fast approaching Chinese New Year.
“The presence of authorities at banks will scare off would-be snatchers and pickpockets,” he opined.

KUALA LUMPUR: The increase in police presence throughout the country and the joint efforts with other enforcement agencies have resulted in a 40% reduction in street crime last year.

Under the Government Transformation Programme's (GTP) Crime National Key Results Area (NKRA), the accomplishment has contributed to a reduction of 11.1% in the overall crime index.

This is the third consecutive year that the police have successfully brought the number of criminal cases down through their various initiatives.

Inspector-General of Police (IGP) Tan Sri Ismail Omar said 157,891 cases were reported last year, less than the 177,520 reported in 2010.

He said the street crimes, which were significantly reduced, previously occurred in areas that were prone to criminal activities such as Penang, Johor, Selangor and Kuala Lumpur.

However, over the past three years the police had identified more areas as crime hotspots and increased its presence at the locations.

Ismail said the recent deployment of 40,000 personnel from the police, Rela and Civil Defence Department in major towns was one strategy in increasing its presence for crime prevention efforts.

In terms of community policing, the police is working closely with the Prime Minister's Department's National Unity and Integration Department, which promotes the voluntary patrol scheme through the facilitation of Rukun Tetangga centres nationwide.

Ismail added that the police sought to build closer relations with the media to promote a wider awareness among the public on its crime-fighting efforts.

MALACCA: Malacca police has put into practice the ‘4P’ concept – which stands for Protector, Proactive, People and Performance – meant to improve the efficiency of its operations and provide a better quality service for the people.

State police chief Senior Assis*tant Commissioner Datuk Chuah Ghee Lye said the expectations of the police had become greater and more challenging, thus the need to cultivate a new mindset through the practice of the ‘4P’ concept.

He said the state police were working towards implementing the ‘4P’ concept as introduced by Inspector-General Police Tan Sri Ismail Omar last year.

The concept is aimed to elevate Royal Malaysian Police (PDRM) to world-class standards.

Going through the four points, Chuah said the police were the protector of the nation through its fair enforcement of the law.

They are also expected to take a proactive action to meet the public’s expectations by enhan- cing their services when interacting with members of the community.

To become more people-centric, Chuah said the police had been tasked to work closely with the public through activities such as crime prevention campaigns, dialogues and forums of community policing.

These tasks, Chuah said, would be measured against the set key performance indicators (KPIs).

Commenting on the performance of the state police, he said the force in Malacca had reduced the crime rate by 9% which was equivalent to 459 cases from the 3,904 cases reported last year when compared to 4,817 cases of the same period in 2010.

SAFE AND SOUND: Police not resting on laurels in keeping Malaysians safe

JUST a few days ago, the Sydney-based Institute for Economics and Peace reportedly ranked Malaysia as the 19th most peaceful country in the world, the safest in Southeast Asia and second safest in Asia last year. This was up sharply from the 22nd position globally in 2010 and 38th in 2008.

In comparison, the most peaceful country in the world last year, according to the Institute's Global Peace Index (GPI), was Iceland, followed by New Zealand.

One might argue how do you measure peace? Well, the institute says the index comprised 23 indicators, including the level of respect for human rights and levels of democracy and transparency, education and national well-being.

The institute attributed improved Malaysian ranking for the first time to the "rise in political stability, and improving relations with neighbouring countries".

To me, this is certainly a resounding vote of confidence in the government, the judiciary, the legal system and the institutions that enforce the laws and maintain peace and security.

Although we tend to take public security and political stability for granted, Malaysia is in fact reaping "peace dividends", resulting in an improved business climate and higher investor confidence.

As Deputy Prime Minister Tan Sri Muhyiddin Yassin noted last week, foreign investments rose by a staggering RM33 billion last year. "The increase in security and peace has benefited the country, leading to a higher confidence level among foreign investors," he said.

The GPI ranking came as the government reported an 11.1 per cent drop in the overall crime rate for last year, with street crime declining by a sharp 39.7 per cent compared with 35 per cent in 2010, according to Home Minister Datuk Seri Hishammuddin Hussein.

Hishammuddin noted that the reduction was a marked improvement from the 15 per cent reduction in street crime set under the National Key Result Area (NKRA) in 2010.

These reports must have come as nice birthday gifts for the venerable Royal Malaysian Police, which celebrates its 205th birthday on March 25. The efforts by the men and women in blue go a long way in helping to reduce the crime rate and ensure the country is safe and sound.

The police will hold for the first time a grand public celebration, including a fireworks display, at Dataran Merdeka on the eve of March 25 to mark Police Day. Inspector-General of Police Tan Sri Ismail Omar said the police had decided this year to take the celebration to the public to foster closer rapport with them.

It has certainly been a long journey for the force. Following the assimilation of Malacca into the British Empire, a modern police organisation in Malaya was set up on March 25, 1807, after the Charter of Justice in Penang was granted. Most of the officers then were British.

Looking ahead, Ismail and his senior management at Bukit Aman federal police headquarters should not rest on their laurels but instead work harder to face the growing challenges and make the force a world-class enforcement agency.

They also have to contend with a rising population, limited manpower and resources and other issues. Some top police brass say privately that corruption among the rank and file remains a problem.

There are about 112,000 police officers and personnel, against a population of 28 million. The Interpol sets the optimal police-population ratio at 1:250.

As part of efforts to improve the force, the Home Ministry and the police have said they were looking to implement the World Class Policing (WCP) strategy this year to provide better policing services.

Ismail said police and the Performance Management and Delivery Unit (Pemandu) had embarked on study visits to New York and Philadelphia in the United States, Stockholm, London, Singapore and Hong Kong to look at their best practices in certain areas of police work. These are world-class cities with an efficient and effective police force.

The studies should be used to formulate policies to improve human capital needs, logistics and finance to help prepare the force to adopt world-class policing standards.

Infrastructure aside, police will also have to gradually improve public perception about its efficiency in dealing with the people and the speed in handling cases reported to them. People are apparently quite confident with the police force. It needs to raise their confidence in the force much higher.

KOTA BAHARU, Mac 11 (Bernama) -- The Kelantan police headquarters opened a media centre here to ease the flow of information to the state's media practitioners.

State police chief Datuk Jalaluddin Abdul Rahman said the idea was proposed by Inspector-General of Police Tan Sri Ismail Omar in 2010 to resolve the challenges and misunderstandings which arised from news coverage of crimes in the state.

"I believe the centre will make it easier for us to provide information and have a better relationship with the practitioners," said Jalaluddin at a press conference after opening the centre and a child care nursery here Sunday.

The media centre cost RM65,000 and would start operations next month, while the nursery cost RM271,000.

Inspector-General of Police Tan Sri Ismail Omar said the introduction of the Blue Tiger mascot was made in conjunction with 205th Police Day celebration this Sunday.

"Blue Tiger is PDRM's symbol of rebranding in an effort to increase public confidence in the force in safeguarding security and public order," he told a press conference here Friday.

Ismail said the mascot will be introduced on Saturday night at Police Day celebration at Merdeka Square here.

SHAH ALAM: The Selangor police will take community policing to a higher level by launching a programme for residents of high-rise buildings.

The programme – dubbed vertical policing – is the brainchild of Selangor police chief Deputy Comm Datuk Tun Hisan Tun Hamzah and will be launched in Serdang on March 29.

DCP Tun Hisan, who attended the Selangor 205th Police Day celebrations at Dataran Kemerdekaan, Shah Alam, yesterday, said the police hoped to raise awareness among residents of high-rise buildings to work with each other and the police to curb crime.

He said that high-rise apartments and flats were not free from crime, which was why his men would emphasise such community policing projects in future.

DCP Tun Hisan also advised police personnel to be courteous and friendly when dealing with the public.

“We recently started a programme where we invited experts to train our frontliners to smile when they deal with people who visit our police stations.

“We initially invited these experts to the Petaling Jaya police headquarters, and I hope to bring this practice to the other police districts in Selangor,” he said.

DCP Tun Hisan said his vision was to have a police force which was friendly and approachable to the public and yet could strike fear in the hearts of criminals.

“Our men and women must be capable of comforting a person who is in distress when he or she lodges a police report, and what better way to do so than to offer a smile,” he said.

KUALA LUMPUR: To solve crime and bring criminals to book, a detective requires more than just an inquisitive mind, unwavering sense of justice and razor-sharp instincts.

He also needs indisputable physical evidence acquired through cold and hard forensic science.

A police forensic analyst needs patience and extreme levels of attention to detail in order to comb through countless objects – from the seemingly mundane to the downright weird – and find clues which could lead to a criminal being jailed.

No one understands this more than Federal Forensic principal assistant director Senior Asst Comm Dr Yew Chong Hooi.

“Many elements are needed to solve a crime, like eyewitness accounts to statements from victims.

“However the one I am most concerned about is the ‘silent witness’, the physical evidence. It is our job to give voice to this silent witness and more often than not, their voice is the loudest,” he said in an interview with The Star recently.

SAC Dr Yew said there were many challenges to working as a forensic analyst.

“We have to be professional and not let our emotions or personal issues interfere with our work. Even a small mistake could mean the difference between solving a crime or letting the criminal walk free,” he said.

This is especially hard in cases which garner a high level of interest in the public eye, he explained.

“Certain cases which receive a lot of attention from the media and the public always carry a little bit more pressure but we never let it undermine our work,” he said.

The Royal Malaysian Police’s main forensics lab at the police college in Cheras has the best forensic equipment in the Asia Pacific region, on par with countries such as Britain and the United States.

SAC Dr Yew said the one aspect Malaysian police are behind compared to other countries is in experience.

“To rectify this, our people are sent all over the world to gain expertise and several experts in forensic science have been brought in to teach our men here,” he said.

KUALA LUMPUR: Police are aiming to help make the city one of the top 20 safest cities in the world by 2020.

Currently, Kuala Lumpur is ranked 79th among 130 cities in the list of safest places to live in according to the Economist Intelligence Unit’s (EIU) livability index.

City police chief Datuk Mohmad Salleh said the city would be the pioneer for a programme which required the police to achieve four “safe city” goals.

Police will be focusing on four areas under the programme which is strengthening human capital, streamlining the service delivery system, enhancing community policing and improving logistics.

On human capital, DCP Mohmad said the brightest and most talented police personnel in the force would be brought from all over the country and placed in Kuala Lumpur.

Under the community policing plan, DCP Mohmad said more communication channels between the police and the public had been set up such as using Facebook and Twitter. The city police official website would also be made more pro-active and effective.

Lastly, on logistics, facilities and infrastructure, the force would improve investigation efficiency by using assets such as closed-circuit television cameras (CCTVs) and more patrol cars.

KUALA LUMPUR: The Royal Malaysian Police (PDRM) is expected to face more challenges in future with the use of various new approaches to tackle crime, said Home Minister Datuk Seri Hishammuddin Hussein.

He said cyber crime would continue to increase, while reducing street crime and the crime index needed to be given further emphasis, particularly in the aspect of prevention.

“Hence, the government is very concerned about the crime trends in the context of our own country and internationally,” he said at the 205th Police Day celebration at Dataran Merdeka, here, Saturday night.

He said police realised that Internet users mainly comprised the young or Y generation.

He acknowledged that the group had come forward to lodge police reports on online transaction frauds.

“I understand that the Commercial Crime Investigation Department has received many reports on such cases and investigations are being carried out to identify the culprits,” he said.

He admitted there had been instances where the public felt uneasy over moves by police acting in their professional capacity.

“However, professional blunders do happen in any organisation in the world, although the magnitude and implications may differ according to the situation and time,” he said.

The minister said interactive communication through the social media had helped police to respond more quickly to situations.

“PDRM’s official facebook, for instance, channel information it receives from the public directly to the contingents for immediate action and the responsive service has benefited the people,” he noted.

Hishammuddin said the PDRM mascot, ‘Harimau Biru’ launched this year was symbolic of the courage and adroitness of the police in maintaining the nation’s wellbeing.

“With the mascot, surely the police will be seen as the country’s most prominent enforcement and security agency,” he said.

He added that the police were now at a level of their own based on their progress and equipment and facility enhancement, including the Bukit Aman Tower which would be opened by Prime Minister Datuk Seri Najib Tun Razak on April 12. — Bernama

KUALA LUMPUR: Police have busted six drug syndicates within a week and seized 51.2 kilograms of Syabu and 7,728 ecstasy pills worth RM10.63 million in a series of raids, since March 20.


Bukit Aman Narcotics Criminal Investigation Department director, Datuk Noor Rashid Ibrahim said five of the six cases involved African syndicates that smuggled drugs via the Kuala Lumpur International Airport (KLIA).

"In the first two cases, police succeeded in crippling the activities of the syndicate who tried to smuggle drugs using goods packaged and declared as vehicle parts," he told reporters here today.

In the first raid on March 20, he said police seized Syabu weighing 3.26kg, hidden in two cylindrical steel bars and arrested a man and two women from Nigeria at a house in Taman D Alpinia, Puchong.

"Following the arrests, police later nabbed three more syndicate members, including two Nigerian men and a local woman at a house and hotel around Subang Jaya and Puchong," he said.

In the same raid, Noor Rashid said another Nigerian man who tried to escape, died after falling from the second floor of a hotel in Subang Jaya.

He said in the second case on March 22, police seized 53 packages of Syabu weighing 36.42kg, hidden in six-cyclinder iron parcels but there was no arrests at the KLIA.

Noor Rashid said that in three other cases, police had busted an attempt to use couriers to smuggle drugs and three Nigerian men who arrived at KLIA were detained.

In the latest case last Tuesday, he said police managed to cripple a local drug syndicate following the arrest of two men and seized 7.52kg Syabu and 1.67kg (7,728) ecstasy pills in front of an apartment in Bukit Jalil.

He said all the suspects from Nigeria, aged between 20 to 37 and a local men, in his 40s, were detained under Section 39 (B) of the Dangerous Drugs Act 1952 which carries the death sentence upon conviction. -- BERNAMA

PKR: CCTV proves police cover-up in assault case linked to Nazri’s son

KUALA LUMPUR, April 7 — The police must explain why they have hastily cleared a federal minister’s son of assault claims despite proof from a CCTV recording allegedly showing otherwise, PKR has said.

PKR vice-president N. Surendran questioned why the police had acted in such a manner when there were media reports released today suggesting new evidence in the form of the CCTV footage.

Police had earlier cleared Datuk Seri Mohamed Nazri Aziz’s son Mohamad Nedim of allegedly assaulting a security guard just four days after the incident took place.

Brickfields district police chief ACP Wan Abdul Bari Wan Abdul Khalid had said it was “a clear-cut case” that only involved security personnel and a bodyguard of Nazri’s son.

“From the CCTV footage, it is clear now that the police may have tried to cover-up this case which involves a senior Umno Minister’s son. The police must now explain why they had issued a statement absolving the Minister’s son although the CCTV footage had implicated him,” Surendran said in a statement.

The PKR leader said that inaction over Nedim’s case proved police were prepared to “abuse their powers” to protect and defend Umno-Barisan Nasional (BN) leaders.

“We call upon the police to explain why this case was classified as the minor offence of affray under Section 160 of the Penal Code, when in fact the security supervisor had clearly stated in his police report that he had been assaulted and force had been used upon him,” said Surendran, adding that the CCTV footage now “backed” PKR’s claims.

He said the case should now be re-classified as assault in the use of criminal force and causing hurt under Penal Code sections 321, 350 and 351, and that the case should be transferred from the Brickfields police district headquarters to an independent investigation team.

“We further ask that an investigation be launched against Brickfields police district chief OCPD Wan Abdul Bari for abuse of power and failure to carry out a fair and impartial investigation.

“We call upon the Home Minister and the Inspector-General of Police to publicly guarantee to the rakyat that the police force will act fairly and impartially in all cases, including those involving wrongdoing by Umno-BN leaders or their family members,” the PKR man stressed.

KUALA LUMPUR, April 7 — Lim Guan Eng accused Putrajaya today of attempting to “whitewash” the Teoh Beng Hock case, citing its failure to punish those deemed responsible.

The DAP secretary-general pointed out that the royal commission of inquiry (RCI) had found that Teoh was driven to suicide after aggressive and relentless interrogation by three graft-busting officers, adding that failure to take action against the trio was an attempt by the government to cover up the case.

“Some of the recommendations (of the RCI), they must implement — against those whom they suspect to be involved to have contributed to the death of Teoh Beng Hock,” Lim told reporters today.

“The failure of the federal government to do so shows they just want to cover up scandals and this is wrong and shows no commitment to show that justice is done and that Teoh Beng Hock will not die in vain.”

The Penang chief minister said his party would continue to pressure the government into taking appropriate action against the trio by raising the issue in Parliament.

“I am sure we will continue to exert public pressure,” he said. “That is the only avenue we have left.”

Lim also suggested that Barisan Nasional (BN) could lose votes as a result of the lack of action.

“They should not treat this as a game to cover up or whitewash,” he said. “You cannot just cover up scandals any more.”

The RCI ruled last July that three investigating officers from the Malaysian Anti-Corruption Commission (MACC) had used continuous, aggressive and improper questioning tactics on Teoh which had breached its existing standard operating procedures.

It recommended that action be taken specifically against the three MACC officers, namely former Selangor MACC deputy director Hishammuddin Hashim, assistant enforcement officer Arman Alias and assistant superintendant Mohd Ahsraf Mohd Yunus.

The RCI also made three recommendations to the MACC: to improve its entry qualifications and officer training programme; to improve its infrastructure and office facilities; and to review its existing procedures to be more comprehensive and effective.

Teoh’s family later applied for a judicial review against the RCI’s conclusion that he had committed suicide.

But Attorney-General Tan Sri Abdul Gani Patail had refused on Thursday evening to clarify if his office would prosecute the MACC trio, only saying that the case had been referred back to the commission.

“I only charge, not investigate. I don’t want to argue with you,” Gani had said after a meeting with de facto law minister Datuk Seri Mohamed Nazri Aziz and MACC investigations chief Datuk Mustafar Ali, when asked if the trio had committed any wrongdoing.

Nazri had said in a written reply in Parliament to Serdang MP Teo Nie Ching on Wednesday that police were investigating the case and the Attorney-General’s Chambers was now studying investigation papers after a complaint lodged by Teoh’s sister Lee Lan on October 28 last year. (it has been half a year!!!)

But Teo, the DAP deputy publicity chief, told reporters on Wednesday morning that the reply contradicted Nazri’s March 29 reply to PKR’s Gopeng MP Lee Boon Chye when he said “the AGC has found no criminal wrongdoing... no legal action will be taken against the three MACC officers.”

The minister in the Prime Minister’s Department had said on October 24, 2011 that the A-G was not pursuing legal action against the three MACC officers implicated in the DAP aide’s 2009 death as no police report had been lodged and there was insufficient investigative evidence.

The Padang Rengas MP refused to comment on the matter on Thursday afternoon, only sending a message through his aide for reporters to “clarify with the A-G as his officer provided the response.”

Teoh’s body was found on a landing of Plaza Masalam in Shah Alam, the MACC’s headquarters at the time, the day after he was interrogated overnight on July 16, 2009.

SAFE AND SOUND: Police not resting on laurels in keeping Malaysians safe

JUST a few days ago, the Sydney-based Institute for Economics and Peace reportedly ranked Malaysia as the 19th most peaceful country in the world, the safest in Southeast Asia and second safest in Asia last year. This was up sharply from the 22nd position globally in 2010 and 38th in 2008.

In comparison, the most peaceful country in the world last year, according to the Institute's Global Peace Index (GPI), was Iceland, followed by New Zealand.

One might argue how do you measure peace? Well, the institute says the index comprised 23 indicators, including the level of respect for human rights and levels of democracy and transparency, education and national well-being.

The institute attributed improved Malaysian ranking for the first time to the "rise in political stability, and improving relations with neighbouring countries".

To me, this is certainly a resounding vote of confidence in the government, the judiciary, the legal system and the institutions that enforce the laws and maintain peace and security.

Although we tend to take public security and political stability for granted, Malaysia is in fact reaping "peace dividends", resulting in an improved business climate and higher investor confidence.

As Deputy Prime Minister Tan Sri Muhyiddin Yassin noted last week, foreign investments rose by a staggering RM33 billion last year. "The increase in security and peace has benefited the country, leading to a higher confidence level among foreign investors," he said.

The GPI ranking came as the government reported an 11.1 per cent drop in the overall crime rate for last year, with street crime declining by a sharp 39.7 per cent compared with 35 per cent in 2010, according to Home Minister Datuk Seri Hishammuddin Hussein.

Hishammuddin noted that the reduction was a marked improvement from the 15 per cent reduction in street crime set under the National Key Result Area (NKRA) in 2010.

These reports must have come as nice birthday gifts for the venerable Royal Malaysian Police, which celebrates its 205th birthday on March 25. The efforts by the men and women in blue go a long way in helping to reduce the crime rate and ensure the country is safe and sound.

The police will hold for the first time a grand public celebration, including a fireworks display, at Dataran Merdeka on the eve of March 25 to mark Police Day. Inspector-General of Police Tan Sri Ismail Omar said the police had decided this year to take the celebration to the public to foster closer rapport with them.

It has certainly been a long journey for the force. Following the assimilation of Malacca into the British Empire, a modern police organisation in Malaya was set up on March 25, 1807, after the Charter of Justice in Penang was granted. Most of the officers then were British.

Looking ahead, Ismail and his senior management at Bukit Aman federal police headquarters should not rest on their laurels but instead work harder to face the growing challenges and make the force a world-class enforcement agency.

They also have to contend with a rising population, limited manpower and resources and other issues. Some top police brass say privately that corruption among the rank and file remains a problem.

There are about 112,000 police officers and personnel, against a population of 28 million. The Interpol sets the optimal police-population ratio at 1:250.

As part of efforts to improve the force, the Home Ministry and the police have said they were looking to implement the World Class Policing (WCP) strategy this year to provide better policing services.

Ismail said police and the Performance Management and Delivery Unit (Pemandu) had embarked on study visits to New York and Philadelphia in the United States, Stockholm, London, Singapore and Hong Kong to look at their best practices in certain areas of police work. These are world-class cities with an efficient and effective police force.

The studies should be used to formulate policies to improve human capital needs, logistics and finance to help prepare the force to adopt world-class policing standards.

Infrastructure aside, police will also have to gradually improve public perception about its efficiency in dealing with the people and the speed in handling cases reported to them. People are apparently quite confident with the police force. It needs to raise their confidence in the force much higher.

KUALA LUMPUR: The Royal Malaysian Police (PDRM) is expected to face more challenges in future with the use of various new approaches to tackle crime, said Home Minister Datuk Seri Hishammuddin Hussein.

He said cyber crime would continue to increase, while reducing street crime and the crime index needed to be given further emphasis, particularly in the aspect of prevention.

“Hence, the government is very concerned about the crime trends in the context of our own country and internationally,” he said at the 205th Police Day celebration at Dataran Merdeka, here, Saturday night.

He said police realised that Internet users mainly comprised the young or Y generation.

He acknowledged that the group had come forward to lodge police reports on online transaction frauds.

“I understand that the Commercial Crime Investigation Department has received many reports on such cases and investigations are being carried out to identify the culprits,” he said.

He admitted there had been instances where the public felt uneasy over moves by police acting in their professional capacity.

“However, professional blunders do happen in any organisation in the world, although the magnitude and implications may differ according to the situation and time,” he said.

The minister said interactive communication through the social media had helped police to respond more quickly to situations.

“PDRM’s official facebook, for instance, channel information it receives from the public directly to the contingents for immediate action and the responsive service has benefited the people,” he noted.

Hishammuddin said the PDRM mascot, ‘Harimau Biru’ launched this year was symbolic of the courage and adroitness of the police in maintaining the nation’s wellbeing.

“With the mascot, surely the police will be seen as the country’s most prominent enforcement and security agency,” he said.

He added that the police were now at a level of their own based on their progress and equipment and facility enhancement, including the Bukit Aman Tower which would be opened by Prime Minister Datuk Seri Najib Tun Razak on April 12. — Bernama

KUALA LUMPUR (April 12, 2012): The police must change the work culture of its personnel in line with current technology development through collaboration between 'Human, Technology and Science'.

Inspector-General of Police (IGP) Tan Sri Ismail Omar said in line with the technology information approach adopted by criminals nowadays, the Royal Malaysia Police (PDRM) must also undertake transformation and master current technology.

"The legal transformation that is being carried out under the leadership of Prime Minister Datuk Seri Najib Abdul Razak has also become a motivation to the PDRM, moving towards enhancing the quality of investigation based on 'scientific-aided investigation'.

"Facilities such as the DNA Data Bank, Reagents and Consumables, Integrated Ballistics Identification System (IBIS) , Biometric Integrated Fingerprint Indentification System (BIOFIS), Fourier Transform Infrared Spectroscopy (FTIRS) are among the 'Scientific tools' that continue to be improved in efforts to reduce crime," he said.

He said this in his speech at the official opening of Bukit Aman Tower 1 by the Prime Minister, here today.

Ismail said relations with members of the public were being enhanced and practised through the integrated conventional and communications approach.

"Police are adopting the C4 approach, that is, communication, command, control, and computer integration, a system that enables the PDRM to monitor and subsequently react to situations swiftly," he said.

He said the communication, collaboration and creativity (3C) culture introduced by the Prime Minister was most efficient for adoption by the police in improving the credibility of the force.

He said that in the aspect of communications, the PDRM had improved internal and external communications under the ICT (information communication technology) and internet application such as the Facebook, Twitter, You tube, E-mail and so on.

"The outcome of all the things carried out by the PDRM has been most satisfying and what the police wished to deliver has been achieved," he said.

Ismail said the Blue Ocean Strategy which the Prime Minister advocated for the public sector had been fruitful.

"The collaborations with the Malaysian Armed Forces (ATM), Malaysian Civil Defence Department (JPAM), RELA and the local authorities had also improved the efficiency of the public sector besides saving millions of ringgit through such cooperation," he said.

The IGP also expressed appreciation for the contributions by the government which had built the necessary infrastructure for the PDRM such as new police stations and police quarters.

The Prime Minister officially opened the Bukit Aman Tower 1, costing RM320 million, today.

Menara 1 is now Bukit Aman police headquarters' new administrative centre, replacing the old building near the tower. Its construction began on March 3, 2005 at the original parking lot in Bukit Aman on 1.4 hectares of land. –Bernama

KUALA LUMPUR, April 29 — The death of a police officer yesterday was unrelated to chaotic scenes during the Bersih 3.0 rally for free and fair elections, Bernama Online reported Datuk Mohmad Salleh as confirming today.
According to the city police chief, the death of a 53-year-old police sergeant, Zaini Nawawi, has been attributed to breathing difficulties encountered during his normal patrol in the Bukit Bintang area.

“He was laid to rest at Sg Kantan Muslim cemetery in Kajang earlier today,” Mohmad Salleh was quoted as saying by Bernama Online.

No fatalities were recorded during yesterday’s Bersih 3.0 rally and the clashes that occurred after anti-riot personnel began firing tear gas and water cannons at protesters, Mohmad said today.

Earlier today, PAS accused police leaders of spreading a rumour of an officer’s death to rile up policemen and justify alleged police brutality during the Bersih 3.0 rally yesterday.

“The police have spread false news about the death of a traffic police (officer) to justify their brutality towards Bersih supporters,” PAS deputy president Mohamad Sabu told a press conference here today.

Police today confirmed that 512 people were arrested in yesterday’s tumultuous Bersih 3.0, fewer than the 1,667 detained in the Bersih 2.0 rally held in July 9 last year in which one ex-soldier had died from cardiac arrest.

Yesterday’s Bersih rally for free and fair elections turned chaotic when Federal Reserve Unit (FRU) personnel began firing tear gas and water cannons after demonstrators breached police lines in their attempt to reach Dataran Merdeka.

The event was initially planned for the historic square but authorities had secured a court order on Friday barring its use for public assemblies until May 1, forcing Bersih supporters to splinter into groups.

I wonder why the British and the Malayan police in the 60s did not fire tear gas and beat up the UMNO merdeka demonstrators then? Why were they allowed to have peaceful rallies then?

Malaysia has indeed gone down the drain with the current state of affairs, and this can be reflected by how our police behaves!

I see photos of police using bangladeshis with police vests. Probably hired hands to rough up the protestorshuh? Attention! UMNO and police are now using foreigners to beat up and terrorize malaysians!!

I also see photos of 'thugs' attacking the police and suddenly becoming the police to arrest the protestors.

Another photo shows thugs who attacked those occupy dataran students seen to be the first ones to rush into dataran merdeka on bersih 3 day. They are probably police personnels or perkasa members!

No, the police only stated Dataran Merdeka was forbidden. Peaceful assemblies elsewhere was OK. Look at KK, Ipoh, Kuantan, Penang, JB, etc....very peaceful right? Those reflect the people of Malaysia. Other than the police car incident and Masjid Jamek area, people in KL were also protesting peacefully. The world is not laughing at the Malaysian people, but angry at how UMNO made use of the police to beat up people. That, my friend, is the sad part.

DCP Mohamad said to date police have received 258 reports linked to the protest.

Lawyers, journalists, protesters, shopkeepers, and members of the public as well as policemen lodged the reports.

“We will investigate every report and will be fair to all concerned regardless of their background.

“The investigations will be thorough, fair and transparent,'' he added. ;) ;)

Inspector-General of Police Tan Sri Ismail Omar said the special team was responsible for gathering information and statements to assist in the investigation relating to the allegations against the police.

"Although the media is free to report matters pertaining to the demonstration and allegations against the police, they must be done in a courteous, fair and equitable manner," he said in a statement on Thursday.

Ismail said the police appreciated factual reports and constructive criticisms.

Higher Education Ministry to help police in hunt

KUALA LUMPUR (MAY 4, 2012) : The Higher Education Ministry will facilitate the police's efforts to find the 22 students that are connected to various offences committed at the Bersih 3.0 rally last Saturday.

"We will not stop the police. We would notify them if we know in which hostel or university these students are. But, we do not know who they are," said Datuk Seri
Mohamed Khaled Nordin.

The students are among the 513 individuals that were caught, and then later released, during the Bersih 3.0 Rally on April 28.

They are also among the individuals in the 49 pictures, released by the police, connected with the rally released to the media yesterday.

"If we find the students first, we will advise them to surrender and to let the police question them. They shouldn't be afraid," he added.

Kuala Lumpur police chief Mohmad Salleh said in a statement yesterday that these individuals are believed to be able to assist the police to investigate the violence that happened on that day and calls them to report themselves to the nearest police station.

Meanwhile, Khaled also said that the agreement that is currently being drafted by the universities for the student's dos and don'ts are complementary to the UUCA.

He was speaking after the launching of the Early Childhood Education College (KPAK) campus in Damansara Damai today.

"The agreement is meant to maintain political neutrality within the campus. Basically, to the universities, it is a list of things student cannot do on their premises," he said.

He explained that the agreement is not compulsory, but students who do not sign them may not enter the respective university, and the universities that do not provide an agreement may not be able to maintain neutrality.

"This is to protect those who enter universities to acquire knowledge," he said.

He said the probe would cover various aspects of the gathering which led to pockets of riot.

"Several fresh arrests have been made following the publication of the photographs of the demonstrators, and several people have telephoned us to volunteer information on the incident.

"This is a welcome sign which indicates that Malaysians are a peace-loving people and do not want disruption of public order," he told reporters when asked to comment on the statement by Prime Minister Datuk Seri Najib Tun Razak two days ago in Gua Musang that there was an attempt to topple the government by way of the demonstration.

Ismail, who was approached at a police meeting with the people in the Kulim district, said he hoped that more people would come forward with information to expedite the investigation.

On opposition claims in blogs that the police embedded themselves as demonstrators to spark the riots, Ismail said these unfounded claims must cease.

"Do not make nonsensical accusations ... you must be responsible. Nevertheless, every claim will be investigated," he said.

Asked about the complaints against three former top police chiefs, he said the police had received the complaints and were investigating.

"Give us some time to conduct the probe. Once the investigation is done, we will submit the papers to the public prosecutor," he said.

On high-policing, Ismail said the programme, which also covers going down to the ground, would be carried out nationwide as it was found to be effective in serving the people and getting their feedback on various issues. – Bernama

Lawyers for student activist Khalid Ismath today expressed “shock” over the interrogation tactics used by the authorities.

KUALA LUMPUR, May 8 — A student arrested for alleged acts of violence during the Bersih 3.0 rally was allegedly asked by police while under detention whether he masturbated or was involved in lesbian, gay, bisexual, transgender (LBGT) activities.

Lawyers for student activist Khalid Ismath, who was arrested for allegedly kicking a policeman during the Bersih 3.0 rally, today expressed “shock” over the interrogation tactics used by the authorities on Khalid, “who had willingly surrendered to the police to assist investigation”.

“Khalid was asked many times if he likes to masturbate,” Latheefa told a press conference at the PKR headquarters here today.

“They also asked him if he was involved in LGBT activities, why he was on Facebook as it belonged to a Jew, and why he was paying so much for his Internet bills as the money was being contributed to Jews,” she added.

She stressed these questions had nothing to do with ongoing investigations into the alleged violence and were instead similar to questions posed to detainees under the now-abolished ISA (Internal Security Act).

“What have these things got to do with the reason why he was arrested?” she asked.

Latheefa said the questions were a form of “sexual harassment” and also claimed that Khalid was tortured while under detention.

“When Khalid was in detention, he was kept in a cold room with the air-conditioner and fan turned on. This was a way to pressure him. It’s a form of torture,” the fiery lawyer said.

Her colleague N. Surendran also alleged that the ongoing investigation into Bersih “is not actually a genuine investigation”.

“It is a political propaganda investigation in order to further the agenda of Umno and Barisan Nasional,” Surendran, who is also PKR vice-president, said.

“The police are being manipulated, used, with the agreement of the top police leadership to carry out political investigations against innocent civilians, citizens who were participants in Bersih 3.0,” he added, likening the interrogation tactics used on Khalid to “terror tactics used in Syria by Assad’s forces”.

“Their intention is to frighten people so they can no longer gather peacefully outside, question the government and put fear in those who were brave enough to peacefully gather in the city on April 28.”

Being beaten up by cops is a very very big deal, innocent people caught in the crossfire. What have the demonstrators who are asking for a clean and fair elections done to be treated like that? Being beaten can cause lots of damage to your internal organs. There would be internal bleeding and hemorrhaging that can cause serious side effects and even illnesses later in life. The Malaysian policemen are men trained to use force to stop criminals; these people should be highly trained in martial arts, etc. Yet they are using their skills against citizens when commanded by their UMNO masters: utilizing techniques learnt in the police force to terrorize citizens. Therefore, reffering the policemen who don't think and just obey sick orders as "dogs" would be an understatement. They deserve much much less. Worst of all is, all the crimes committed by policemen would go unpunished. You know in most countries, if a dog attacks a person, it would be put down immediately.

But then again, sometimes they are used as scapegoats, as in the case of those policemen used to murder the Mongolian woman from someone higher up. Sick, isn't it?

JOHOR BARU: The Johor police have set up a special team to investigate the fracas at a resort on Pulau Rawa, near Mersing last Saturday.

Johor Chief Police Officer, Datuk Mokhtar Mohd Sharif said police had opened up an investigation paper and the investigation would be carried out under Section 452 of the Penal Code (House-trespass after preparation made for causing hurt to any person).

"So far, statements from nine witnesses have been recorded to assist in the investigation," he said in a statement Thursday.

He said that until today, police had received nine police reports on the incident made by Malaysian witnesses who were on the island at the time of the incident.

He said, however, the police had not received other police reports including from the victims or others related to the incident so far. - Bernama

KUALA NERANG: Kedah Umno Youth and two non-government organisations yesterday made a police report supporting police handling of Bersih 3.0 assembly at Dataran Merdeka in the federal capital on April 28.

The report by Kedah Umno Youth, Malay right-wing group ‘Perkasa’ and Padang Terap District Youth Council at the Padang Terap police headquarters, here at about 11.40am.

Kedah Umno Youth chief Badrol Hisham Hashim said Kedah Umno was urging the police to institute legal action against Bersih 3.0 organiser Datuk S Ambiga and partners for causing violence at the federal capital recently.

He said they were disappointed with the action of the opposition in running down and damaging police image to gain cheap political mileage from the people.

“They should not be given a place in the country as they tried to destroy the peace and well-being of the people,” he said at a media conference here yesterday.

He said opposition leaders were therefore not fit to become leaders to manage the present government.

Meanwhile Umno Youth, Perkasa and Youth Council presented cakes to Padang Terap police chief Supt Ku Yaacob Ku Hamad as a gesture of appreciation to the police in maintaining peace in the country. — Bernama

KUALA LUMPUR: Police detained four more participants of the April 28 Bersih 3.0 rally, bringing the number of people arrested to 16. Their photographs had been distributed via the media.

An officer from the Kuala Lumpur Criminal Investigation Department said the four, aged between 20 and 50, were detained in Penang, Seremban and Batu Pahat.

Asst Supt Azmi Aziz said they were being held at the Dang Wangi police station pending investigations over their alleged involvement in the rally. Kuala Lumpur Criminal Investigation Department head Datuk Ku Chin Wah confirmed the arrests, but declined to elaborate. - Bernama

KUALA LUMPUR: PKR leaders Datuk Seri Anwar Ibrahim and Azmin Ali were charged in the Sessions Court here Tuesday for breaching a court order barring the public from entering Dataran Merdeka on April 28 during the Bersih 3.0 rally.

They were also slapped with a second charge of abetting to incite three individuals into opening the barricade and entering Dataran Merdeka.

They both claimed trial. Judge Mahmud Abdullah set bail at RM500 for each of them and set July 2 as the next mention date for the trial.

Rembau PKR youth chief Badrul Hisham Shaharin, who also faced similar charges, claimed trial, too.

The court was packed and the de facto leader and the PKR deputy president were represented by counsels Karpal Singh, S. N. Nair, R. Sivarasa, N. Surendran, Latheefa Koya, Ramkarpal Singh and Datuk Mohd Yusof Zainal, the former Solicitor-General who led the second sodomy prosecution against Anwar.

Anwar, Azmin and Badrul are the first persons to be charged under the new Peaceful Assembly Act.

According to the charges, the trio are accused of violating Section 188, 109 and 34 of the Penal Code.

Section 188 refers to "disobedience to an order duly promulgated by a public servant", while Section 109 and Section 34 are on abetting and incitement.

The charges say that they and five others had conspired with R Tangam, G Rajesh Kumar and Farhan Ibrahim @ Alias to breach a court order issued by Magistrate Zaki Asyraf Zubir on April 26.

They are accused of abetting and inciting Tangam, Rajesh Kumar and Farhan to breach the barricade around Dataran Merdeka and participating in a street protest with the intention of violating Zaki Asyraf's court order.

Anwar and Azmin were accused of inciting the crowd after video clips of the two gesturing at each other in front of the historic site emerged.

Anwar claims symbolic win after former prosecutor joins legal team

KUALA LUMPUR, May 22 — Opposition Leader Datuk Seri Anwar Ibrahim claimed a symbolic victory today in having the man who unsuccessfully prosecuted him for sodomy join his legal team to defend an illegal assembly charge, pointing out that someone who was in government did not want to be a part of what he called the “dirtiness”.

Anwar has repeated his charge that the latest charge against him is politically-motivated, and said that former Solicior-General II Datuk Yusof Zainal Abiden’s entry into his legal team was “meaningful” to him and a “positive development”.

“I received information that he was willing to join my legal defence team, so I as the accused contacted him for help,” Anwar (picture) told reporters.

“This is a positive development... I think more lawyers are biding their time to join me as well,” he said.

“Yusof’s presence is very meaningful to me. It shows that someone inside the government is aware of the ‘dirtiness’ and does not want to be a part of it,” he added.

Anwar pointed out that if Yusof truly thought he was guilty, then the former solicitor-general would not have agreed to join his legal team.

“Yusof came here with full commitment and his performance today is proof that he only wants justice to be served,” he said.

Yusof joined Anwar’s legal team as the opposition leader was today charged with taking part in an illegal street demonstration on April 28.

It was a startling turn of events as Yusof had led the Sodomy II prosecution against Anwar, which saw the latter being acquitted earlier this year.

He has since retired from the Attorney-General’s Chambers.

“Anwar called me last night and I had no hesitation,” Yusof told The Malaysian Insider when approached.

The Malaysian Insider understands that Yusof’s ties with Attorney-General Tan Sri Abdul Ghani Patail have been cool for some time and he had disagreed with the way some high-profile cases had been handled.

Yusof was earlier spotted mingling with Anwar’s other defence lawyers.

PKR leader and lawyer Sivarasa Rasiah had earlier confirmed with The Malaysian Insider in a text message when asked if the former government lawyer was on the PKR de facto head’s legal team.

Sivarasa said Yusof was assisting Anwar’s lead counsel Karpal Singh. The other lawyers on Team Anwar are Karpal’s son Ram Karpal Singh Deo and Sankara Nair.

Anwar, PKR deputy president Azmin Ali and Rembau PKR chief Badrul Hisham Shaharin were today charged with taking part in the April 28 Bersih 3.0 rally under section 4(2)(c) of the Peaceful Assembly Act, less than a month after the new law aimed at allowing public gatherings “in accordance with international norms” was enforced.The offence under the Peaceful Assembly Act carries a maximum fine of RM10,000.

All three claimed trial.

Sessions Court judge Mahmud Abdullah set July 2 as the next mention date for the trial.

KUALA TERENGGANU: The Terengganu police have detained three men for their alleged involvement in the Bersih 3.0 rally in Kuala Lumpur on April 28.

State police chief Datuk Jamshah Mustapa said the three suspects were arrested during a house-to-house operation that was conducted a few days ago.

Two of them were arrested in Marang and the other in Kemaman, he said, adding that the police were on the hunt for another suspect, believed to be from Dungun.

The three suspects had been handed over to the Bukit Aman police for further investigation, he told reporters here yesterday.

On May 9, the Bukit Aman Police Headquarters gave a seven-day period to individuals whose photos were published in the local media to turn themselves in to help investigations in the Bersih 3.0 rally. — Bernama
