Plan for new airport takes wings (http://articles.timesofindia.indiatimes.com/2011-06-18/bhubaneswar/29674105_1_airport-plan-land-acquisition-current-airport)

BHUBANESWAR: The city has moved a step closer to its dream of an international airport with the state government identifying over 2,000 acres of land, around 40 km south of the capital, on National Highway 5 for it. "We have identified over 2,000 acre near Jankia and Malipada villages. The survey work is on," Khurda collector Hrusikesh Tripathy said.

Sources said land of around 20 villages, including Gayabandha, Malipada, Dalaka, Pota and Godipada, a large tract of cashew plantation belonging to the Orissa State Cashew Development Corporation, are being considered for the proposed international airport.

Official sources said the area was considered for three main reasons. One, the government has a big patch of land available in the area. So the proposed airport would require minimum land acquisition and displacement. Secondly, the NH will provide good connectivity to the airport from the city. Thirdly, it will be a strategically located for Cuttack-Bhubaneswar urban complex as well as Puri and Berhampur.

The airport would be close to the proposed South City being developed by the Bhubaneswar Development Authority. BDA has taken up development of a modern integrated township over 1208.39 acre in the south-west corridor of the city. Land from seven villages would be used for the proposed satellite city, including the highest 579.56 acre from Jagasara village, Madanpur (204.42 acre), Kaimatia (73.21 acre), Paikarapur (317.98 acre), Kaimatiapatana (3.04 acre), Bidyadharpur (7.01 acre) and Jagasarapatna (23.17 acre).

"The airport plan is futuristic keeping in mind the city's need for 2030 and beyond. The location has to keep in mind the city's needs then. If the plan is not made now, availability of land would become a problem gradually," vice-chairman of BDA Deoranjan Kumar Singh said.

Officials said the airport plan is still at a nascent stage. A committee under the revenue divisional commissioner (central range) has tentatively identified the land. After it finalises actual details of the land, the government would send the same for a feasibility study to the Airports Authority of India. If AAI gives it a go-ahead, the government would go for land acquisition. After that the government and AAI would involve private parties to develop the airport, they said. "The current airport almost divides the city into two. It is high time to consider shifting it to a new location," said BDA planning member Prashant Patnaik.

Notably, AAI in July 2006, announced to build an integrated international airport complex in the city. It was supposed to upgrade the existing Biju Patnaik airport by investing Rs 250 crore. The development was to be completed by 2010. Though Biju Patnaik airport was not upgraded into an international airport, the runaways are being expanded and a new direct approach road from Capital Hospital square to the airport is being developed.

Source:http://timesofindia.indiatimes.com/city/bhubaneswar/Citys-street-lights-to-have-a-global-touch/articleshow/9339354.cms

BHUBANESWAR: The state government has roped in International Finance Corporation (IFC), a private lending arm of the World Bank, to provide technical knowhow to the urban local bodies in Bhubaneswar on improving street lighting and in Berhampur for solid waste disposal system.

"IFC is likely to sign MoUs with the Bhubaneswar Municipal Corporation and Berhampur Municipal Corporation on July 28," said an official of the housing and urban development department. "Taking strong notes of the poor street light facility and solid waste management system in the two cities, the government decided to join hand with IFC, an internationally acclaimed consultancy agency," he added.

Bhubaneswar municipal commissioner Vishal Kumar Dev would work as "transaction advisor" for the civic body in providing energy efficient street lighting in the city. "IFC would not invest any money. It would arrange finance and select a skilled private party, which would convert the conventional street lights into light-emitting-diode (LED) lights. IFC would monitor the work," Dev said. Details of the responsibilities of IFC and BMC would be chalked out soon.

Once the environment-friendly LED system is introduced, the civic body expects that the energy expenses from street-lighting will go down by 40%. At present, the BMC is annually spending around Rs 5 crore for street lighting. Besides, the civic body spends around Rs 1 crore towards maintenance, sources said.

Everyday, the BMC receives flurry of complaints relating to poor street-lighting facility in different wards.

The Berhampur Municipal Corporation authorities said IFC would prepare a detailed project report to streamline the collection and disposal of solid waste in the town that generates nearly 180 ton garbage daily.

Fifteen out of the total 37 wards in Berhampur were outsourced to private organizations to carry out cleaning activities. "IFC would chalk out better strategy to keep the wards shipshape. It would take consultation fee from the government and arrange bidder and loan for the solid waste project," Bhima Manseth, municipal commissioner of Berhampur said.

Govt housing project headache for allottees
TNN | Jul 24, 2011, 11.16PM IST

BHUBANESWAR: Allottees of a government housing project here on Sunday alleged that inordinate delay in completion of the venture had led to escalation of costs, which was beyond their means. The project is by the Central Government Employee Welfare Housing Organization (CGEWHO), an autonomous body under the ministry of housing and urban poverty alleviation (HUPA).

Goutam Das, a project monitoring committee member who represents the allottees, said the first phase of the project was supposed to be completed by May 2010. "But it is less than 50 per cent complete," he told reporters here.

CGEWHO had announced the Bhubaneswar project in January 2007. The project, whose implementation was split into two phases, was planned on a 10-acre land at Begunia-Barehi near CV Raman Engineering College on the city outskirts. In the first phase, 256 dwelling units in the categories of one, two, three and four bed room flats were offered.

Das said because of the delay, the cost rose by 25 per cent. If it is delayed by another year, it will shoot up further, he added.

M K Maity, public grievance officer of CGWHO, has communicated to the project monitoring committee that since the construction schedule could not be adhered and the delay was beyond the control of CGEWHO, all out efforts were being made to complete the project by October 31, 2011. "But the physical progress of work is so less that the project will miss the October 31 deadline as well," said Das.

Seeking a roll back of the escalated cost, Das said, "Many of the allottees are retired government servants with no income. They had booked the flats because of the promised cost in 2007. It is difficult for them to bear the revised cost due to the delay for no fault of theirs." Das said the retirees are desperate to move to the housing complex because they were staying in rented accommodation.

The project monitoring committee member said when the applicants were allotted houses in February, 2007, the cost of four-bedroom unit was Rs 17.76 lakh, three-bedroom Rs 15.75 lakh, two-bedroom Rs 12.70 lakh and one bedroom Rs 6.98 lakh. Till date, beneficiaries had paid four installments, about 65 to 70 per cent of the total cost. The allotees sought compensation of 15 per cent interest on investment beyond the scheduled date of completion.

CGEWHO's project in-charge in Bhubaneswar, Birender Birah, refused to comment on the issue

Five buses ply on new route
SANDIP BAL

Bhubaneswar, July 24: The city buses today rolled on a new route between Gada Gopinath Prasad (GGP) colony at Mancheswar and May Fair Square at Jayadev Vihar. Five buses will ply on the route.

Mayor Anant Narayan Jena flagged off the service at the GGP colony. The buses would ply via Laxmi Sagar, Big Bazar, Rajmahal, Governor’s house, Unit VIII DAV school, CRP and Ekamra Kanan Square.

The mayor said the people had been demanding the service on this route. “After several verifications, the route was decided and it would serve larger interest of the citizens. This particular route was not included by previous routes,” said Jena, chairman of Bhubaneswar Puri Transport Services Limited (BPTSL), that manages the bus service.

Today, the buses were seen mostly occupied. Rabi Narayan Senapati, a resident of GGP colony and a state government employee, said there were no bus from his locality to his office near AG Square. “Earlier, I had to either change buses at different squares or take autorickshaw to cover the remaining distance. Now, I can reach office by one bus,” said Senapati.

Similarly, Sushant Pradhan, a resident of Ekamra villa, said he today got a direct bus from his area to the Unit I market. “Earlier, I had to depend on autorickshaws to go for a hangout or shopping. Now, we got one bus to take us directly to the city centre,” said Pradhan.

This is the eleventh route on which the buses had been plying since the city bus service started on October 10 last year. Sudhanshu Jena, chief executive officer (CEO) of the Dream Team Sahara, said the five buses that started plying through this route would cover nearly 35km in one go. All buses are small. “There have been marked 26 bus stops where people can board the bus,” said Jena.

The Sahara officers said till date, 84 out of the 125 buses had been plying on all the eleven routes. The bus service was initially aimed to be run in Bhubaneswar and Puri. Later, Cuttack was added to the plan with public demand and the high court directive. At present, the city buses are plying to Cuttack on two routes. Even Puri got its share eight months after the service had started.

Jena said the buses would run on three other routes in the city, including Bhubaneswar to Jatani via Sundarapada, Master Canteen to Chandaka via Khandagiri and Lumbini Vihar to Kalpana via Rasulgarh.

However, the officers said the government had not yet provided the infrastructure to the operators. The mayor said the process was on. “It will be handed over to the operator very soon,” he said.

New pleasure turf to while away balmy evenings
Debabrata Mohapatra, TNN | Jul 26, 2011, 12.05AM IST

BHUBANESWAR: Jog down an exclusive corridor, hop on to a pedal boat floating on a pristine lake to cool off and wrap up with a bite at the food court. If things go as planned, the state capital will soon boast a new recreation hub for city denizens to spend their leisure hours in style.

The Bhubaneswar Development Authority (BDA) has identified a sprawling 22 acre land to create a lake, a jogging corridor, a food court and a park near the crematorium at Satyanagar, facing the Janpath. The proposed lake will originate near Nicco Park Square on Rajpath and wind up to the crematorium on Janpath. A natural drain, which is being renovated, runs parallel to the proposed lake site.

"There will be paddle boating facility in the proposed lake. BDA will also create a walking corridor, park and food court beside the lake. It will be a perfect recreation hub for people," BDA vice-chairman Deoranjan Kumar Singh told TOI.

The lake proposal was approved by chief minister Naveen Patnaik during a recent review meeting of various proposed development projects in the city, sources said. BDA will soon entrust a consultancy agency to draw up a plan report for the project. "We will float a tender and rope in consultancy to chalk out a master plan of the project," Singh said. The cost of the proposed project would be chalked out soon, he said.

The propose recreation hub site, however, has been encroached upon by slum dwellers for some time now. "The government will certainly look into the rehabilitation part of the slum dwellers. They will be shifted elsewhere," Singh claimed.

Meanwhile, citizens have been training their guns at the government for doing little to revive the lake in BDA City Centre, an amusement hub jointly owned by the BDA and a private company. Though paddle boating facility was rolled out in the lake in 1998, the project collapsed with the lake becoming dry and shrinking in 2003 due to poor maintenance.

"Instead of reviving the lake, the government allowed a private party to arrange marriage parties inside the BDA City Center. Neither the BDA nor the private party thought of giving a fresh lease of life to the dead lake," said Amiya Panigrahi, a local resident.

Nearly 36 paddle boats were introduced in the lake then, now lying idle near a pond at BDA City Center. "Since the lake is no more functional, we are using some of the boats in the small pond," said a functionary at the recreation center.

BDA vice-chairman Singh said, though, the government is working for the revival of the BDA City Center lake.

Urban renewal of ancient India
ISHER JUDGE AHLUWALIA
Posted: Wednesday, Jul 27, 2011 at 2313 hrs IST

: We Indians like to think we are proud of our spiritual, cultural and architectural heritage. But in the hurly burly of haphazard development of our cities, we do little to preserve our heritage, let alone build on it. Bhubaneswar, the capital city of Orissa, shows how we can do this.
Bhubaneswar is the second “planned” city of independent India after Chandigarh. Its total area of 135 sq km includes the 25 sq km or so of the Old Town that dates back more than a 1,000 years, with glorious temple structures that had dotted the area then, many of which are there today as well.

Until 2007, the Old Town of Bhubaneswar was no different from any of the other heritage cities of India, which are visited in hordes by pilgrims and tourists and which typically have congested roads, crowded market places, polluted water bodies for want of sewerage and adequate storm water drains, and a profusion of undergrowth and mounds of solid waste in and around the historic structures. The shrines and temples are typically hidden behind the shoddy and unplanned construction of buildings that have come up over the years with little regard for design standards or harmony between the old and the new.

The Old Town Revitalisation Project of Bhubaneswar is changing all this and already making a difference. The project includes architectural restoration, environmental clean-up and city planning to open up the old temples, for easier access and better appreciation of their splendour. It also revitalises the living culture of the Old Town, say by way of a medicinal plants garden on the west bank of Bindu Sagar and the Lingaraj Haat.

Bindu Sagar, a sacred water body that finds mention in the “puranas” and other ancient texts is a stone’s throw from the Lingaraj temple. It is said that when Bindu Sagar was formed, all the river goddesses were invited to bless it by pouring into it some drops of water from their rivers. This is also where Parvati is supposed to have herded cows and Shiva is supposed to have meditated under a huge mango tree, as large as a forest.

As recently as 2008, Bindu Sagar was neither visually nor physically connected to the Lingaraj temple (except from some view points along the main road), thanks to all the man-made obstructions. Of course, having lost its past glory and beauty, it was not much of a sight to want to look at. Its periphery was in an advanced state of disrepair, with retaining walls that were crumbling. Its waters were sullied by leaking sewage, open defecation, ritual offerings by hundreds of pilgrims, and chemicals from washing clothes.

Today, thanks to the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the first project to have been taken up under the Old Town Revitalisation Project was the Bindu Sagar Periphery Development project that includes a medicinal plant garden called Ekamravan on the west bank of Bindu Sagar. The project is being implemented by the Forest Department under the guidance of A HeritageLab, a heritage conservation firm . It provided design inputs, and training and direction to the stoneworkers.

The project has a strong component of capacity-building, following the successful experiment of training in lime plaster for local craftsmen in Raghurajpur in a pilot project. The Bindu Sagar periphery wall is being built by local sculptors who are being trained in the art of stone carving by the accomplished skilled craftsmen of the area. “This not only creates a resource for the future conservation of heritage but it also visibly and positively impacts the lives of the rural craftsmen and their children”, said Anupam Shah of A Heritage, proudly.

Deriving inspiration from Ekamravan, which has been described in ancient texts as the Rasalila Kshetra of Lord Shiva and Parvati, the garden has three impressive platforms (Pindis) made out of laterite and sand stone, for Shiva, Parvati and their son Ganesha, with a mango tree, an amla tree and a bel tree at the centre of each platform, respectively. The garden has more than 200 species of medicinal plants. The Ekamravan Medicinal Plant Garden Society maintains the garden, charging a nominal fee for entry. It also sells medicinal plant saplings at its nursery.

The periphery wall, made of finely chiselled laterite with intermittent carvings, also adds to the heritage ambience as it protects Bindu Sagar from the old habits of misuse. Sewerage and waste water from homes in the surrounding areas are being diverted away, washing of clothes and dishes in the lake is being dissuaded with alternative provisions made for such washing, and public toilets have been provided to check open defecation. However, the challenge of finding a sustainable solution to cleaning the waters of Bindu Sagar remains. A water purification project is being planned, and bringing freshwater in and the opening of an outlet are also in the offing.

With one-third of the periphery wall completed by the Forest Department, the Bhubaneswar Municipal Corporation (BMC) has swung into action by taking up the remaining part of the wall. There is enough evidence of an environment transformed. The garden is being used by morning walkers and those seeking peace and quiet with an open view of the grand old temples.

To open up the visual and pedestrian connections between the Lingaraj Temple and Bindu Sagar, I saw a pathway being opened up that passes between the Shankaranand Matha and the Gopalateertha Matha. Along the way, ritual platforms of Lord Lingaraj are being opened out for the public. Similarly, the Markandeshwar Temple has been opened up for viewing from Bindu Sagar, after relocating a community kitchen with the consent of the local community. In the case of the Ekamreshwar temple in front of the Lingaraj, the temple committee removed one of its own buildings in order to participate in this heritage revitalisation movement.

The chaotic market area around the Lingaraj temple has also seen a major transformation in step with a larger drive by the BMC to provide vendor space for hawkers and street sellers. The Lingaraj Haat is now set up daily on a newly constructed platform right next to the Lingaraj temple in a 30,000 sq ft area. The platform is nicely harmonised with its surroundings. On this open space, vendors bring their wares and take their allotted spaces to sell vegetables, fruit, other household items and puja samagri to make their living. Built in 2011 by the Orissa Tourism Development Corporation and maintained by the Lingaraj Temple Administration, the haat sustains livelihoods of those who earlier squatted on footpaths for a living. It converts into an open clean area during the night for prayers at festival times and a place to visit more generally.

A number of government departments and the BMC have been engaged in upgrading the road infrastructure to keep pace with the revitalisation of the Old Town. Heritage restoration seems to be leading urban development in Bhubaneswar. Other heritage cities in India have a lot to learn.

Dr Isher Judge Ahluwalia is Chairperson, ICRIER and also former Chairperson of the High Powered Expert Committee on Urban Infrastructure Services, which submitted its report to MoUD in March 2011

Plan to set up world trade centre in Bhubaneswar

http://www.thehindubusinessline.com/industry-and-economy/government-and-policy/article2639032.ece

The World Trade Centre Association has proposed to set up a World Trade Centre in Bhubaneswar for the promotion of international trade and investment in Odisha.

The proposal was presented at a high-level meeting here in which WTC Advisor, Mr Jayant Ghate, and his colleagues were present, official sources said today.

The WTC has 323 centres in 95 countries. It has nearly one million business associates that account for more than one-third of world trade, he said.

The WTC aims at an effective combination of infrastructure and services to promote and develop international trade in Odisha, which has a legacy of maritime international trade, Mr Ghate told reporters.

“The WTC provides services in the field of trade information, trade education, trade research, exhibition facilities, meeting and conventions, shopping arcades, temporary residential facilities and import and export activities,” the Industries Secretary, Mr T. Ramachandru, said.

The association proposes to submit a detailed project report on the proposed WTC within two to three months, the Chief Secretary, Mr B.K. Patnaik, said.

The WTC is likely to be established on the outskirts of the state capital, he added.

Bhubaneswar Municipal Corporation plans new buses, mall, toilets

TNN | Feb 28, 2013, 12.26 AM IST

BHUBANESWAR: Construction of a Rs 10 crore multi-storey shopping complex, purchase of new fleet of AC city buses for Rs 15 crore, construction and renovation of old markets at Rs 10 crore and setting up of new
toilets at a cost of Rs 8 crore are some of the highlights of BMC's Rs 444-crore budget, passed on Wednesday. BMC's budget for the 2012-13 fiscal was nearly Rs 452 crore.

In view of the ensuing civic body elections, the corporation has decided to introduce a host of new projects. "We will construct the multi-storey market complex on 3.5 acre BMC land in Saheed Nagar. Besides we will take up some more new projects like introduction of energy efficient street lights (Rs 5 crore), construction of slaughterhouses (Rs 50 lakh), new roads (Rs 25 crore) and drains (Rs 10 crore)," mayor A N Jena said. As proposed in the draft budget on January 28, the corporation pumped in more money to improve cleanliness and solid waste management in the final budget.

The civic body made budgetary allocation of Rs one crore for construction of a compost waste treatment plant at Bhuasuni, on the outskirts of Bhubaneswar. While Rs 30 crore has been earmarked for sweeping of privatized wards, budgetary provision of Rs 14 crore has been made for transport of solid waste from the city. For the first time, the corporation has planned to make budgetary provision of Rs 7.5 crore for mechanized street sweeping, sources said. At present, only one sweeping machine is operating in the city. There are proposals to privatize some more wards and press into service mechanized sweeping machines. BMC's budget expenditure stands at Rs 425.89 crore.

http://discoverbhubaneswar.com/tourism/infrastructure/bhubaneswar-railway-station-escalators/

Move over Airport Terminal – the Bhubaneswar Railway Station has become Odisha’s very first to be equipped with sophisticated escalators. With the installation of these escalators, pedestrians, especially the elderly and physically challenged, will find travelling around the railway station much less stressful in future. This is clearly a step forward to make the Bhubaneswar Railway Station friendly with senior citizens and physically challenged.

The Budget
The estimated budget for these escalators is said to be close one crore rupees.
In September, 2012, the railway authorities decided they would give Bhuabaneswar Railway Station massive makeover by spending nearly 205 crore rupees.
One of the highlights of the announcement was to build a whole new railway station between Mancheswar and Barang, to be called “New Bhubaneswar” as a satellite passenger terminal for the city.
The proposed makeover of the existing railway station however included the following facilties:

Construction of a multi-level vehicle parking complex
New station building
Four additional platforms
Modifications to the circulating area
A fly-over at Master Canteen

The Traffic at Bhubaneswar Railway Station

The Bhubaneswar Railway Station platform has seen noticeable improvements in terms of infrastructure and other facilities of late. Every day, in excess of 120 trains arrive at and depart from the Bhubaneswar Railway Station, transporting more than 70,000 passengers. The provision for escalators had been a long-pending demand of passengers. Officially, Bhubaneswar Railway Station falls under A1 class category of Indian Railways. Hopefully, the Bhubaneswar Railway Station will no longer see the plight of the passengers, especially the elderly and physically disabled, when they push and shove one another to reach the footbridges. However, going by the massive number of traffic movement at peak hours, it remains to be seen if the escalators can bring any relief to the worried passenger.

Bhubaneswar, April 15: Walking in and out of the platforms of Bhubaneswar railway station will become effortless shortly with the East Coast Railway authorities finishing work on one of two proposed escalators. The station, which falls in the A1 category of Indian Railways, will be the first in the state to have escalators.Sources in the East Coast Railway (ECoR) said technical tests of the facility on platform No. 1 had been completed and the link between the escalator and foot overbridge was nearly complete.

However, the facility would be opened to the public only after a similar escalator was built on platform No. 4. Its construction is yet to begin. So, passengers will have to wait at least till August to use the travelling staircase and make their way around.Chief public relations officer of ECoR R.N. Mohapatra said: “The ECoR has been trying its best to provide modern facilities to passengers. Both the escalators and a VIP lounge will be thrown open to the public in August.”The ECoR had decided to build the two escalators at the railway station at an estimated cost of Rs 1 crore. This is part of the railway’s Rs 205-crore plan to upgrade the Bhubaneswar railway station. The facility will considerably help senior citizens, disabled passengers and those carrying heavy luggage who find it difficult to climb up and down the steps of the foot overbridge to catch a train.

“The escalators will be helpful as most of the time we have to rush up and down the foot overbridges, pushing through crowds. The escalators will enable us to reach the foot overbridges directly,” said Deepak Mohanty, a passenger.Once work on this facility is over, two more escalators would be set up at the station connecting another foot overbridge. The station has two foot overbridges. But the tender process for the additional two escalators has not been initiated yet.Nearly seven lakh passengers use the Bhubaneswar railway station every month and annual passenger growth was 20 per cent. More than 120 trains originate or pass through the Bhubaneswar railway station on a daily basis.Passengers have also been complaining about lack of other facilities at the station. “Most of the A1 stations of the country have already installed escalators for passenger comfort. Bhubaneswar is an important station, and so, the authorities must provide modern facilities such as food courts and VIP lounges,” said Mukesh Parida, a passenger.

In September last year, the ECoR had declared the massive Rs 205-crore plan to upgrade the railway station. The makeover plan included multi-level parking, a new station building, two additional platforms and a flyover at Master Canteen Square. The plan would be implemented in a phase wise manner. Part of the plan also included setting up a second railway station, called New Bhubaneswar, between Barang and the existing Bhubaneswar station. Keeping in mind the high volume of rail traffic, the ECoR has planned to build New Bhubaneswar as a satellite passenger terminal for Bhubaneswar city. While the Bhubaneswar station is located in the southern side of the state capital, New Bhubaneswar will cater to the city’s northern part.
