Project Information Brief:

The project information brief for the Upgradation, Construction and Maintenance of Trivandrum Bus Terminus Project (Thampanoor and Enchakkal Bus Terminal) on Public Private Partnership Format was prepared by IL&FS Infrastructure Development Corporation Limited (IIDC) in 2004.

Government of Kerala (GoK) has proposed to develop a Greenfield Bus Terminus at Enchakkal for long distance bus services and Upgrade the existing Thampanoor Bus Terminal station for catering to the short distance buses (within the districts of Kerala).


This is being done in order to relieve the city of its congestion problem to some extent, improve its operation efficiency & passenger comfort and to cater to meet the future traffic demand. Both the bus terminals would cater to about 2500 arrivals and departures daily. Certain space would be provided, in both the bus terminal areas, for the development of commercial/office space so as to enhance the commercial viability of the project

To provide planned development in the region, Government of Kerala has identified Trivandrum Capital Region (TCR) comprising of an area of 400 sq.km. covering Corporation ofThiruvananthapuram, Thiruvananthapuram Development Authority (TRIDA), 4 municipalities of Varkala, Attingal, Nedumangadu and Neyyatinkara. It also includes tourist destinations Ponmudi
Hill Resort and Beach stretch from Varkala to Vizhinjam.

City’s steady growth in the commercial, tourism and other service sectors have resulted in increased inter and intra city traffic. The city inclusive of TRIDA area accommodates a total of about eleven lakh population (as on 2001). Being an administrative capital of the state, The city of
Thiruvananthapuram is visited by large number of intra-state population almost everyday,especially from the TCR area. For a city of this size and nature, public transport becomes vital, notonly in catering to the local commuting needs, but also for domestic and international tourists.

Government of Kerala (GOK) is keen to improve the infrastructure facilities in TCR. Several projects such as Water Supply Scheme, Improvement of City Roads, Street Lighting Projects etc. have been taken up under this initiative.

As part of this initiative, Kerala State Road Transport Corporation (KSRTC) alongwith Department of Transport, GOK proposes to improve and upgrade Thampanoor Central Bus Station and construct a new bus terminal at Enchakkal. Both these terminal would be implemented in an integrated manner under Thiruvananthapuram Bus Terminus Project (TBTP) on the basis of Public Private Partnership format.


TBTP comprises of integrated implementation of Thampanoor and Enchakkal Bus Terminal and specifically includes:

(a) Upgradation and Maintenance of Thampanoor Central Bus Station (short distance travel) along with passenger amenities and infrastructural facilities

(b) Construction and Maintenance of new bus terminal at Enchakkal (long distance travel) and providing essential passenger amenities along with infrastructure.

Thampanoor Central Bus Station (CBS), located opposite to the Thiruvananthapuram Central Railway Station, caters to about 1240 bus arrivals and 1250 departures daily out of which 45% trips account for long distance buses and 55% for the Moffusil buses (short distance within
Thiruvananthapuram district).

CBS terminal is proposed to be upgraded in infrastructural facilities, additional platforms, bus bays and bus passenger facilities.

It is also proposed to shift the long distance buses (within districts of Kerala and inter state buses) to Enchakkal. The Enchakkal Bus Terminal is a green field project proposed to be equipped with bus infrastructure
and passenger facilities

These two projects are proposed to be implemented in an integrated manner under the aegis to Thiruvananthapuram Bus Terminus Project (TBTP). It is proposed to implement the project on Public Private Partnership (PPP) format through Build, Lease and Maintain (BLM) model.

The private sector operator would be required to undertake design, finance, upgradation, construction and maintenance of both the bus terminal during given authorization period. Apart from the bus terminus facilities, passenger amenities, etc it is proposed to develop commercial complex with retail and office space at both the bus terminals. Private Sector Operator will be
able to recover its investment through:


Lease rentals from the developed office and retail space in commercial complex
Lease rentals from the kiosk and shops at the platforms.
Passenger amenity fees from the passengers using deluxe waiting hall at both the stations.
Parking fees from the two-wheelers and four wheelers (private and taxis)
Advertising revenue from the bus terminus.


Existing Demand Assessment (2004)

IIDC, through M/s Wilbur Smith Associates Pvt. Ltd. have carried out passenger and bus count surveys for assessing the existing demand at CBS. Sailent outcomes of the surveys are as follows:


About 1250 bus departures and 1240 bus arrivals take place daily at the Thampanoor CBS.
Within peak hours (1000 – 1100 hrs), about 100 bus departures and 90 bus arrivals take place.
Among the total arrivals and departures during peak hour, 60% are short distance service and remaining 40% are long distance buses.
Daily passenger footfall at CBS is about 94,000 passengers with peak hour footfall close to 6000 passengers.
Currently at CBS buses are parked in bus bay for about 15 minutes and about 5 minutes time is taken for alighting.
As per the past trends, travel demand is growing at the rate of almost 4% per annum

THIRUVANANTHAPURAM: With the Cabinet giving approval for the bus terminal complex of the Kerala State Road Transport Corporation (KSRTC) at the central bus station in Thampanoor on Wednesday, the hurdles for commencing the Rs.55.93-crore project have been cleared. “We hope to begin the work in January itself,” a top KSRTC official said.

Being implemented on Build-Operate-Transfer (BOT) concept, the project is a joint venture of the Kerala Transport Development Finance Corporation (KTDFC) and the KSRTC. Minister for Transport Jose Thettayil said the project was aimed at increasing KSRTC’s revenue from non-ticketing sources and help it come out of financial crisis. The KTDFC will hand over the complex to the KSRTC once it recovers the amount invested.

The KSRTC had already demolished the building in Thampanoor to construct the 10-storied complex, which is to come up on the southern side of the KSRTC premises facing Ponnara Sreedhar Park.

Going green

The Minister said the complex had been designed as per international standards, with modern facilities for commuters. Green building technology will be adopted.

Apart from being an alighting and boarding point for passengers, the complex will have shopping facilities too. Convention centres to organise meetings and marriage ceremonies too are being planned. As many as 145 cars and 250 two-wheelers can be parked in the basement alone.

Parking facilities

The ground floor will house the bus bay, passenger platform, terminal facilities, that include office, enquiry, ticketing among other things, a central lobby and commercial area. Twenty-nine buses can be parked at the bus bays at a time.

The first floor will house a commercial area and a central lobby. The second floor, in addition to the space for the shops and a central lobby, will have the facility to park 87 cars at a time. The third floor will house a convention centre and food court in addition to the central lobby. Eighty-seven cars can be parked on the third floor.

Floors from the fourth onwards will have areas demarcated for setting up offices. Mr. Thettayil said a 2,000 sq.ft. administrative block had been made part of the complex. The offices of the KSRTC and the rest rooms for the corporation employees will come up in the administrative block.

Flyover

A flyover has also been proposed to the railway station for the hassle-free movement between the complex and the station.

THIRUVANANTHAPURAM: Chief Minister V.S. Achuthanandan will lay the foundation stone for the new bus terminal complex at Thampanoor, which will be constructed at a cost of Rs 56 crore, on February 2.

The Chief Minister will be laying the foundation stone for a much sought-after project in the city, which would undoubtedly provide a bus complex of international standards.

The amount required for the construction will be funded by KTDFC and after the completion of the work, 50 percent of the revenue generated through rent and other means will be given to the KSRTC every month.

6 floors have almost been completed. if i am right there are 5 floors which have not yet been started. Most probably the work will be over only by the 3 rd quarter of next year.

The scheduled completion date is sometime in mid-2012. I am hoping that the schedule is adhered to. Anyways, 5 floors can be cast in about 2-3 months, it's the finishing work that usually takes the most time.

This is shaping up very well.

If Enchakkal is planned to be new "Long Distance Bus Station", then why is Thambanoor being renovated? What services will be handled at Thambanoor?

Are they planning to shift the city buses to Thambanoor by any chance?

Plan, and KSRTC? Ideally, Eanchaykkal, East Fort and Thampanoor should be City Services, and a Long distance terminal should be co-located with KCVL terminal.

Btw, it is Thampanoor not Thambanoor. Pronunciation aside, the new bus terminal is slated to handle intra-district services which play within the district and the metropolitan area. City services would be part of this, especially the 150 low-floor buses operating currently in the city and the 150 others which should soon join them.

Shuttle buses would provide connectivity to the Eanchakkal terminal, KVCL station and airport.

Thampanoor is to get a facelift with the new bus terminal; it might also crack the city's neverending traffic dilemma.

Come June 2012 and Trivandrum will experience an all new Thampanoor Bus Terminal. The work of the eleven storeyed building that had commenced in March 2010 is now midway, informs Kumar Group, the architectural consultants for the project. Completion of the bus terminal-cum-commercial complex was expected to be in 700 days, but has lagged a bit due to rains and improper registration of labour.

The terminal is a joint undertaking of Kerala State Road Transport Corporation (KSRTC) and Kerala Transport Development Finance Corporation (KTDFC). It is being built on a Build-Operate-Transfer (BOT) basis, with KTDFC financing the project.

De-congesting

The new bus station is intended only for Mofussil bus services. The inter-district and inter-state buses will run from a proposed new terminal in Eanchakkal. These buses will no longer need to enter the city to add to the traffic. Shuttle buses will operate between the two terminals. This arrangement will relieve the city of its traffic congestion to some extent and in order to meet future demands, the East Fort Bus station might also be relieved. The Kumar Group is awaiting an approval from the Government to start tendering for the Eanchakal building.

All Well Planned

Studies were conducted by Infrastructure Leasing & Financial Services Limited (IL&FS) on passenger capacity and bus routes through the station and the traffic was analysed for the feasibility of the project. These parameters were considered while planning the complex.

The complex has been divided into two blocks - Main and Admin. The separate Admin Block will house all the administrative offices of KSRTC except those which will need interaction with the public. The Main Block will have eleven storeys with a basement.

On the ground floor, the passengers will have to enter through a commercial area. Only passengers will be allowed beyond a point into the bus bay; thus controlling the crowd into the terminal. The first floor will be completely used for commercial purposes. The basement and second floor are being allotted for both parking and commercial space. The third floor will have a food court and a small auditorium. Fifth to tenth floors will be leased to various offices.

In Control

The bus bay has been designed for three types of trips. For those services ending at Thampanoor, a separate bay is being provided outside the main building. While the 25 bases within the main bus bay will function for services either starting from and plying via Thampanoor bus station. A small inlet will be provided outside the building to function as a bus stand for city services.

The movement of buses within the terminal is restricted to one way, thus preventing cross traffic. The complex is being built at an elevation anticipating the floods that occasionally disrupt the area. A recent proposal - which is not yet approved – is to build a foot bridge connecting the first railway station platform to the bus terminal.

Tribute Paid

The bus terminal has been designed with the traditional elevation of the Central Railway Station in mind. “Special care has been taken to pay respect to the heritage,” explains Kumar Aravind, Architect, Kumar Group. Certain ethnic elements have been incorporated in the structure, such as the symmetry in the semi-circular bus bay.

Concern

The only concern among the architects is that the terminal might be used beyond its capacity. As the Enchakkal terminal is yet to come up, the Thampanoor terminal will be used for all bus services contrary to its purpose of catering to just Mofussil services.

Yet with all apprehensions, Trivandrum is eagerly waiting for the all new Thampanoor Bus Terminal; hoping it will bring a much needed breathing space in the city's traffic scenario.

^^ - This looks like a H2 2012 opening. Having said that, I was a little disappointed that they didn't adopt more advanced construction techniques and finish this off much, much sooner. A 350,000 SF building shouldn't take more than 12 months at the post.

Anyways, looking forward to the State's first modern bus terminal.

That delay is understandable, but a mission-critical piece of infrastructure like this should have been finished much sooner. This seems to be getting built in the old, old manner of construction whereas projects in Technopark are being built in a heavily mechanized manner and at a much better pace.

Rs.55.93-crore complex coming up at Thampanoor

The Kerala State Road Transport Corporation (KSRTC) is gearing up to commission a Rs.55.93-crore bus terminal complex at Thampanoor in September and to commence operations from there, Minister for Transport and Devasoms V.S. Sivakumar has said.

The 10-storeyed complex having a floor area of around 30,000 sq. m is coming up on the southern side of the KSRTC premises facing Ponnara Sreedhar Park. Being implemented on the Build-Operate-Transfer (BOT) basis, the project is a joint venture of the Kerala Transport Development Finance Corporation (KTDFC) and the KSRTC.

THIRUVANANTHAPURAM: After a wait lasting years, a modern bus station will start operating at Thampanoor by September. In 2004, a proposal was mooted to develop a greenfield bus terminal at Enchakkal for long-distance services and a new terminal at Thampanoor for short-distance services (moffusil).

Developed by Kumar group, the Thampanoor bus terminal is undergoing a complete makeover. The Kerala Transport Development Finance Corporation (KTDFC) is funding the ` 54-crore project.

This should have been not happened if the project was allotted to some professional EPC companies like CCCL, L&T, SP etc. Yesterday visited the site of International stadium and the change that CCCL done there is amazing.

Good to hear Thampanoor bus terminal finally getting complete by december.. I also think a flyover may help reduce congestion of transport buses turning into the bus terminal from Ponnara Sridhar park. And I guess a skywalk is already proposed from this bus terminal to central rail station thereby reduce the congestion of pedestrians crossing the main road.

I think following four more bus terminals needed at earliest to streamline bus operations in city.

* Inchakkal - long distance and inter-state bus stand for KSRTC,TN,KA buses etc. (was supposed to complete work along with Thampanoor bus terminal but I guess work yet to start)
* East Fort - KSRTC city bus stand.
* Attakulangara Killipalam bypass road - Private city bus stand
* Near Inchakkal or Thampanoor- private long distance & inter-state services viz. Kallada, KPN etc.

There is less chance of it becoming fully operational before March next year.
There may be N number of reason,Thula Varsham,Sabarimala season,Manpower shortage in Thampanoor area,..and so on.

The authorities in charge of Thampanoor bus stand-cum-shopping complex are striving to get it operational by the year-end. Unable to meet the June deadline, the contractor, Kumar Group, has set December-end as the new deadline.

Began in March 2010, the Rs 55.96-crore project was set for completion on September 26. A joint venture of Kerala State Road Transport Corporation and Kerala Transport Development Finance Corporation Limited, the project is planned on BOT basis.

According to Sasikumar, chief planner of Kumar Group, the work was progressing in full swing. “We hope that the terminal will be functional by the end of this year. Construction of the administrative block has been completed. Works on the last floor and interiors are progressing,” he said.

S R Navakumar, chief engineer of KSFDC, said that 75 percent of works were over. Asked about a target time, he said he was not certain and they were striving to complete the work by December.

The work involves construction of the main block and the administrative block. The main bus block consists of 10 floors with parking area for 330 cars and 500 two-wheelers.

The 33,200-square metre bus terminal will have four zones: An arrival bus bay zone; a departure bus bay zone with passenger facilities; a bus terminal supporting facility zone with idle bus parking, repair garage, fuel-filling facility etc; and a commercial zone with a shopping complex and convention centre.

Back in April, Health Minister V S Sivakumar visited the site and asked the authorities to complete the work in September.

Hi Guys

I think this one is taking lot of time...still it will take minimum of another 6 months...and no one is bothered abt it..once the bus stand starts functioning the issues with road traffic in thampanoor - overbridge and thampanoor-manorama junction will be solved....

I think TDF can do something on this front and is it possible to get it pressurised thru any MLA/MP... I knew TDF is doing great things and you are the guys who is really working for the development along with FRAT

Any ideas or thots to get it pushed....Calicut bustand - shopping complex is almost completed and heard started giving to individuals for shops...THings like monorail/vizhinjam are long term goals which our politicians hardly has any interest..atleastt things like this can be done...our fate...:ohno::ohno::ohno:

So this is in all probability going to be another feather in KSRTC's crown in terms of corruption & negligence .If the structural engineers submit a report saying that the building is not safe then its doomed .

A Bus Terminal that too in state capital which was supposed to be completed years back is the best example of the apathy/inefficency of Kerala govt and transport minister / bueracrats .

The most interesting finding is that instead of sand some clay type substance and sand from sea has been used for construction.The construction was started in 2010 and where the hell was the supervising authority who was supposed to monitor the quality aspects

Let's hope that the media was exaggerating the seriousness of the crisis. If the building is structurally unsafe, it make take a year to demolish or repair. If the former be the case, it'd easily take another 2 years to reconstruct from ground up.

I am sure that from the excellent quality standards observed, the KSRTC might have had something to do with supervision of the construction.

Even then, it is disappointing that such a large project t should be leased out via a random auction than a scientific process that involves creating a scientific tenant mix, that in the end may yield much better financial results.
