yeah, it's basically a redevelopment/ rejuvenation of the old Tanah Abang market, dubbed the biggest textile market in SE Asia..this is the first time that i've seen the rendering of the whole master plan, it looks very fine indeed.

i think it's not indosat but indosiar.. located on jl panjang, kb jeruk, west jakarta.. you'll see it clearly from the toll road in kedoya area.. located just next to rcti tv tower.. the height surpasses rcti one which is already quite tall.. no need to see the rendering, it's just an ordinary tv tower, not better than a sutet tower (in design)..

oh .. just the normal steel tower... with red and white paints.. and blinking lights?

In 2007, Central Jakarta Administration will build business center in Tanah Abang

BeritaJakarta.com For the program of city spatial planning of Central Jakarta, Dept. of City Spatial Planning will arrange some spots in its administration. One of the spot is in the outer ring of Tanah Abang market on Jl Jati Baru and Jati Baru Bundar. In the site will be built trading area with width of 21 ha.

The head of Dept. of City Spatial Planning, Ika Effendi Sejahtera, on Wednesday (4/10) said that the arrangement of the area is part of the RTRW program of the Central Jakarta government. “The arrangement is part of the Central Jakarta’s city spatial planning,” she said.

Since the locations are still occupied by the citizens, offices and some stores, therefore the government will compensate the location. “We will inform to the citizens within this month,” he said.

He added that the construction is planed will be started in the early of 2007. “We are planed that on February the construction has started,” he said.

However, Ika did not mention how much the budget that allocated for the construction, “It will be informed by PD Pasar Jaya at the moment we are only informing on the project,” Ika said. The construction based on the Governor instruction No.161/04 on RTRW of Central Jakarta spatial planning.

Presiden Setujui Pembebasan PPN
JAKARTA, KOMPAS - Presiden Susilo Bambang Yudhoyono menyetujui usulan pembangunan 1.000 tower atau setara dengan 600.000 rumah susun untuk lima tahun mendatang.
Bentuk insentif itu adalah pembebasan Pajak Pertambahan Nilai (PPN) sebesar 10 persen dari harga rumah dan subsidi selisih bunga tersebut, pemerintah akan meminta persetujuan DPR.
Demikian hasil rapat koordinasi tentang pembangunan rumah susun (rusun) yang dipimpin oleh Presiden Yudhoyono di Kantor Kementrian Negara Perumahan Rakyat di Jakarta, Rabu (7/2).
Hadir dalam rapat koordinasi itu antara lain hadir Wakil Presiden Muhammad Jusuf Kalla, Menko Perekonomian Boediono, Menko Kesra Aburizal Bakrie, Menteri Negara Perumahan Rakyat Muhammad Yusuf Asy'ary dan Ketua Umum Real Estat Indonesia Lukman Purnomosidi, serta Direktur Utama Bank Tabungan Negara Kodradi.

Konsultasi Dengan DPR
Menurut Presiden, rusun akan dibangun di kota-kota yang berpenduduk sekitar 1,5 juta. Untuk Jakarta, rusun akan dibangun di Pulo Gebang, Pulo Gadung, Kemayoran, dan Cengkareng.
Menurut Yusuf Asy'ary, Presiden telah menyetujui pembebasan PPN. Akan tetapi, memang harus dikonsultasikan terlebih dulu dengan DPR.
"Rumah akan dianggap sebagai barang strategis sehingga bisa dibebaskan PPN-nya dengan rancangan peraturan pemerintah yang harus dikonsultasikan dengan Komisi XI DPR. PPN-nya 10 persen dari harga rusun yang dihargai dengan kisaran Rp 90 hingga Rp 145 juta per unit," ujarnya.
Mengenai pembebasan Bea Perolehan Hak atas Tanah dan Bangunan, Asy'ary menyatakan hal itu harus dibicarakan dengan masing-masing daerah karena penetapannya berbeda-beda setiap daerah.
Asy'ary menambahkan, Presiden Yudhoyono berharap pembangunan rusun sudah dimulai pada Maret mendatang. "Bahkan, Wapres mengimbau supaya rusun dibangun dulu sambil menunggu PP-nya," kata Asy'ary.
Ditanya Pendanaannya, Asy'ary mengungkapkan, dari total pembiayaan sebesar Rp 50 triliun, pengembang yang tergabung dalam Real Estate Indonesia akan memberikan komitmen pendanaan 30 persen dan dari perbankan sebesar 70 persen.
Direktur Utama Bank Tabungan Negara Kodradi mengatakan pihaknya menyediakan dana Rp 1 triliun untuk pembangunan awal rusun. "Dari total penyediaan kredit baru BTN senilai Rp 7,84 triliun, sebesar Rp 1 triliun untuk rusun. Kalau tingkat suku bunga sekitar 14 persen, mungkin saja subsidi selisih bunganya akan ditanggung pemerintah 3 persen," katanya. (HAR)

Those "cities" you mentioned are just bunch of districts/neighborhoods located in the peripheral location of Jakarta.

The only reasons why Singaporeans got really successful with their HDB program were due to the constraint of land and strong authoritarian governmentship. Indonesia, on the other hand, is much too weak to enforce such a regulation requiring large number of people to move from their grounded residences into any of those poorly-designed government subsidized apartment. St. Louis's Pruitt-Igoe (in Missouri) was a living example of how good intention went awry when it wasn't equipped with nicely executed design.

Totally agree with u MARINHO. There are a lot of those neighbourhoods all around Paris (Banlieues) that we call "Cités", built after WW2 to welcome all the migrants from northern and central africa. Those "appartments" were nice at that time but it turned to ghettos nowadays : high unemployement, lack of public services, absolutely no social diversity, racism, violence, even the police avoid patrolling in those areas... Aesthetically, it's really ugly.
Of course the social and political context is different in Indonesia but believe me, in 20 years, no one would want to live in there unless the surroundings remain good.

Yes, aggree.. this kind of housing will result in increasing crime rate. I am not saying that everyone that lives there is a criminal - absolutely not. But need to do more research on the future of people that lives there. And looking ahead is something our government never really good at.

Eight private Indonesian and international companies are willing to construct 10 low income apartments in conjuction with Perumnas in Pulo Gebang, Jakarta.

“The companies have confirmed interest, and are added to our list. This wil be announced tomorrow (today)by the vice-president,” stated by the Minister of Public Housing M. Yusuf Asy'ari in line with the workmeeting he had with commission V of the Indonesian Senate.
On the Pulo Gebang buildingsite of Perumnas which is stretching 30 hectares. 6 hectares will be used to construct a total of 10 towers.

The Minister of Public Housing assures that the companies involved will not only construct on the Pulo Gebang area but will also construct on other building sites owned by Perumnas.

The low income apartments will not solely include 20 storey buildings, but they will also include 16 and 18 storey apartments. "Not all towers will be 20 storeys high, it will heavily depend on the ground quality of the sites to be build on", as said by the Minister of Public Housing.

Menteri Perumahan Rakyat Yusuf Ash`ary mengatakan Presiden Susilo Bambang Yudhoyono direncanakan pada 29 Maret 2009 melakukan "launching" pembangunan 10 tower Rumah Susun Sederhana di kawasan Pulo Gadung Jakarta, mengawali pembangunan 1000 tower yang direncanakan.

"Pencanangan pertama siap dilakukan Pulo Gadung sebanyak 10 tower dan di Cawang dua tower," kata Menteri Perumahan Rakyat Yusuf Ash`ary seusai rapat dengan Wapres di Jakarta, Rabu

Menurut Yusuf pencanangan pertama rusun tersebut merupakan bagian dari program pembangunan rumah susun 1.000 tower.

Selain di Pulo Gadung dan Cawang, sambungnya, saat ini juga sudah menunggu persiapan pembangunan tower rusun sederhana di kawasan Marunda, sementara pihak swasta antara lain akan membangun di Jl Perintis Kemerdekaan, Cipayung (TMII) dan di Kebagusan.

Program 1.000 tower tersebut akan terbagi dalam dua macam rusun, yakni rusun hak milik yang kepemilikannya akan diperjualbelikan dan rusun sederhana sewa.

Untuk rusun sederhana sewa, tambah Yusuf akan dibangun untuk masyarakat yang tinggal di bantaran sungai.

"Untuk masyarakat di bantaran sungai itu rusun sederhana, mereka sewa tidak harus beli," kata Yusuf.

Menurut laporang Pemda DKI saat ini terdapat 170 ribu KK yang bermukim di bantaran sungai dan harus dialihkan ke rusun untuk mengatasi masalah banjir.

Untuk pembangunan rusunawa (sewa) tersebut akan dilakukan dengan menggunakan dana APBN atau APBD.

"Nanti yang diutamakan di sungai Ciliwung," kata Yusuf.

Sementara Ketua Umum REI Lukman Purnomosidi mengatakan REI mendukung penuh program pemerintah tersebut. Saat ini, tambahnya beberapa anggota REI telah siap untuk pembangunan rusun tersebut.

"Rusun murah tersebut akan dijual dibawah Rp144 juta," kata Lukman Purnomosidi.

Untuk rusunami (hak milik) yang akan dibangun anggota REI di JL Perintis Kemerdekaan tersebut akan dibangun dua tower dengan 840 unit rusun tipe 30.

Selain itu, tambah Lukman beberapa anggota REI juga telah mempersiapkan beberapa daerah lain seperti di Batam, Daan Mogot, Bintaro maupun di Jl TB Simatupang.

Untuk program 1.000 tower rusun tersebut Bank Tabungan Negara (BTN) telah menyiapkan dana untuk kredit kontsruksi sebanyak satu trilyun rupiah.

"Tapi jika permintaannya cukup tinggi kami akan tingkatkan," kata Direktur Kredit, Treasury & Syariah BTN Iqbal Lantanro.

Untuk masyarakat menengah ke bawah, seharusnya mereka itu beli bukan sewa. Sewa itu ujung2nya hanya memberatkan, tapi toh akhirnya tidak memiliki rumah juga. Beda kalau beli, katakanlah diberikan KPR jangka waktu 20-30 tahun, nantinya kan bisa dipakai generasi2 keluarganya berikutnya.

Dengan bayar cicilan, otomatis akan terpaksa bekerja keras untuk mencari penghasilan, rewardnya ya kepemilikan rumah... Contohnya kayak di HDB Singapura. Disana masyarakat "dipaksa" memiliki HDB, positifnya masyarakat dipaksa untuk mengeluarkan "effort" dan punya rasa memiliki, jadi kesadaran untuk merawatnya tinggi.

Sebenarnya dengan sewa pun harganya juga tidak jauh beda. Sewa rumah/rusun itu kisarannya juga segitu per bulan. Bedanya, kalau sewa, mau 10 tahun mau 20 tahun, mereka akhirnya tetap gak punya2 rumah.

Disamping itu, mentang2 sewa, jadi bukan rumah sendiri, kebanyakan masyarakat kita itu kurang bertanggung jawab, dikasih fasilitas bukannya dirawat tapi ditelantarkan. Kalau misalkan rumah sendiri, kecenderungannya akan lebih dipertanggung jawabkan, karena merasa ini rumah adalah milik sendiri dari hasil jerih payahnya selama ini. Mereka akan lebih menghargai dan merawat asetnya sendiri.

Justru pemerintah yang harusnya berperan bisa menekan harga rusun. Misalnya, mensubsidi selisih harga jual untuk rakyat (kaum yang terpilih) dengan harga jual dari investor. Selisih itulah yang ditanggung pemerintah. Karna masalah orang miskin ini kan ada kriteriannya, itu juga jadi tanggung jawab pemerintah untuk menentukan mana golongan miskin dan mana yg mampu.

It's a win2 solution. Pemerintah senang, investor senang, rakyat yg miskin senang (pd akhirnya). Tapi memang butuh proses, nunggu 20 tahun - 30 tahun buat orang miskin gak ada bedanya kalau melarat2 terus2an... harus ada action / triggernya.

Jakarta (ANTARA News) - Presiden Susilo Bambang Yudhoyono dijadwalkan melakukan pemancangan pertama rumah susun Pulogebang, Jakarta Timur, Kamis, 5 April 2007.

Pernyataan itu dikemukakan oleh Menteri Negara Perumahan Rakyat Yusuf Ashari di Kantor Presiden Jakarta, Selasa, seusai memberikan laporan mengenai program rusun dalam rapat terbatas yang dipimpin Presiden Yudhoyono.

"Pemancangan pertama rusun Pulogebang akan dilakukan Presiden Yudhoyono pada Kamis mendatang. Akan dibangun lima tower dari rencana 10 tower," katanya.

Menurut Yusuf, di lahan enam hektar tersebut telah terdapat dua blok rusun milik Perumnas.

"Seiring dengan makin mahalnya lahan di daerah perkotaan dan demi efisiensi perjalanan dari tempat tinggal menuju tempat kerja, maka pemerintah memikirkan bentuk hunian ke atas atau rusun," katanya.

Dengan pembangunan rumah susun, kata dia, maka ada efisiensi tanah sehingga ruang hijau makin luas.

Menurut Yusuf, ada 10 daerah yang menjadi prioritas pembangunan rusun berdasarkan mahalnya harga tanah dan kepadatan penduduk.

Kesepuluh daerah itu adalah Sumatera Utara Medan dan sekitarnya, Kepulauan Riau, Palembang, DKI Jakarta dan sekitarnya, Bandung, Semarang, DIY dan sekitarnya, Surabaya, Banjarmasin, dan Sulawesi Selatan.

"Ini bukan berarti hanya 10 itu saja, namun diprioritaskan 10 daerah itu dahulu,...kita dorong betul pemerintah daerahnya," katanya.

"Kita harap dapat menyederhanakan, memurahkan, dan memperpendek pengurusan perizinan," katanya

Proyek percontohan dibuat di Pulogebang, Jakarta Timur.

Pada kesempatan itu dia juga menyatakan selain di kawasan Pulogebang, rusun direncanakan juga akan dibangun di Klender, PIK Pulo Gadung dan Marunda.

Sementara itu, Juru bicara Presiden Andi Mallarangeng mengatakan Presiden Yudhoyono berpesan agar pembangunan rusun diperuntukkan bagi masyarakat menengah ke bawah.

Presiden Yudhoyono, lanjut Andi, juga meminta agar diperhatikan pembangunan ruang hijau dan fasilitas untuk sosialisasinya agar menjadi kawasan hunian yang nyaman. (*)

INVESTASI RP 1,5 T, Grup 77 Mulai Garap Superblok Kuningan Persada

Menara perkantoran pertama pada proyek superblok Kuningan Persada yang dikembangkan PT Kuningan Persada telah habis terjual. Padahal, proses konstruksi tahap pertama proyek yang berada di Jalan HR Rasuna Said, Kuningan, Jakarta Selatan ini masih berlangsung dan diperkirakan baru rampung akhir tahun ini.

Pada tahap pertama, pengembangan superblok Kuningan Persada oleh PT Kuningan Persada yang merupakan anak perusahaan Grup 77 ini baru membangun satu menara perkantoran dan dua menara apartemen. Ketika tuntas nanti, superblok ini direncanakan memiliki 18 menara apartemen dan enam menara perkantoran.

“Pengembangan tahap pertama superblok Kuningan Persada sudah kami mulai dua atau tiga bulan yang lalu. Kami jadwalkan tahap ini akan selesai akhir 2007,” kata Komisaris Utama PT Kuningan Persada Hendrawan Subiana kepada Investor Daily melalui sambungan telepon, Senin (23/4).

Ia menjelaskan, menara perkantoran 24 lantai yang habis terjual tersebut dipasarkan secara per lantai, sehingga pembeli harus membeli minimal satu lantai. Saat ini, harga jual perkantoran superblok Kuningan Persada mencapai Rp 9 juta per m². “Ada yang beli satu lantai ada pula yang beli dua lantai. Mereka adalah end user yang beli untuk digunakan sendiri,” kata Hendrawan.

Melihat respons pasar yang positif, menurut dia, tahun ini akan kembali diluncurkan untuk pengembangan tahap dua. Pada tahap ini akan dibangun dua menara perkantoran dan beberapa menara apertemen. “Desain untuk pengembangan tahap dua ini sedang kami siapkan,” ungkap Hendrawan.

Sementara itu, dari dua menara apartemen yang tengah dibangun sekitar 60%-nya telah terjual. Menurut Hendrawan, pebangunan menara perkantoran dan apartmen akan dilakukan secara bersamaan.

Superblok Kuningan Persada yang menempati lahan seluas 16 hektare di sebelah selatan Menara Imperium diperkirakan menelan investasi senilai Rp 1,5 triliun. Dari total dana tersebut, sekitar Rp 600 miliar dialokasikan untuk biaya pengadaan lahan.

“Dana internal perusahaan yang kami siapkan untuk proyek tersebut sebesar Rp 1 triliun. Sedangkan sekitar Rp 500 miliar sisanya akan dibiayai dari penjualan pendahuluan (pre-sale). Jadi, tidak semua pembiayaan harus kami sediakan sendiri,” kata Hendrawan pada kesempatan sebelumnya.

Strata-titled

Menurut Hendrawan, pembangunan 18 menara apartemen dan enam menara perkantoran tersebut akan dibagi menjadi lima hingga enam tahap. Secara keseluruhan, proyek tersebut diperkirakan selesai dalam kurun 8-10 tahun.

Semua unit apartemen maupun perkantoran yang akan dikembangkan itu, imbuh Hendrawan, akan dipasarkan ke konsumen secara jual putus (strata-titled).

Pemilihan pola tersebut, jelas dia, dimaksudkan untuk mempercepat pengembalian dana yang berasal dari perusahaan. “Pertimbangan kami memilih strata-titled untuk memperlancar cash flow perusahaan,” ujar dia.

Mengenai tidak dilengkapi proyek tersebut dengan hotel dan properti ritel—seperti pusat perbelanjaan—, Hendrawan mengatakan, pihaknya melihat bahwa kedua sektor tersebut telah jenuh dan pasarnya pun mulai mengecil.

Hendrawan menegaskan, lahan seluas 16 hektare tersebut merupakan landbank Kuningan Persada sendiri dan dalam pengembangan ini perusahaan tersebut tidak menggandeng perusahaan lain.

Regional Director Chairman Indonesia Jones Lang LaSalle Lucy Rumantir berpendapat, lokasi yang dipilih oleh Kuningan Persada untuk mengembangkan proyek tersebut sudah cukup bagus. Kuningan sebagai salah satu bagian dari central business district di Jakarta menjadi salah satu nilai tawar tersendiri.

“Namun, untuk proyeknya saya tidak berani memberikan komentar apa pun. Karena, saya harus melihat desainnya terlebih dahulu. Kalau saya berkomentar tanpa tahu rencana proyek tersebut, kan nanti nggak enak sama Grup 77-nya,” kata Lucy saat dimintai tanggapan mengenai proyek superblok Kuningan Persada.

PT Asuransi Jiwasraya melalui anak usahanya, PT Mitrasraya Adhijasa, akan membangun gedung perkantoran Life Tower di Jalan HR Rasuna Said Kav B12, Jakarta Selatan. Proyek itu merupakan hasil kerja sama antara Mitrasraya dan PT Mitra Wijaya Wisesa dengan dengan investasi Rp 200 miliar.

Direktur Utama Jiwasraya Herris B Simandjuntak menjelaskan, Mitrasraya dan PT Mitra Wijaya Wisesa bekerja sama dengan menerapkan konsep pembangunan, pengoperasian, dan pengalihan (build, operate, and transfer/BOT) selama 20 tahun.

“Kami yang menyediakan lahannya, kemudian Mitra Wijaya Wisesa yang membangun. Luas lahan yang akan dibangun Life Tower sekitar 6.000 m2. Jangka waktu BOT yang ditetapkan 20 tahun. Jadi, begitu waktunya selesai, gedung tersebut milik kami,” kata Herris kepada Investor Daily di Jakarta, pekan lalu.

Menurut Herris, Life Tower merupakan gedung perkantoran 30 lantai dengan luas bangunan 56 ribu m2 yang akan dilengkapi dengan kafe dan restoran, serta kapasitas parkir hingga 600 mobil. Pekerjaan konstruksinya direncanakan mulai dilaksanakan Agustus 2007.

“Pembangunan diperkirakan memakan waktu 24 bulan dan beroperasi sekitar kuartal III 2009. Gedung perkantoran tersebut nantinya oleh Mitra Wijaya Wisesa akan disewakan. Dari 30 lantai, kami mendapatkan kompensasi di lobi gedung, lantai delapan dan sembilan. Rencananya, kantor pusat Asuransi Jiwasraya akan kami pindahkan ke sini,” ujar dia.

Cilandak Town Square

Sebelumnya, Asuransi Jiwasraya sukses mengembangkan Cilandak Town Square (Citos) yang berlokasi di Jalan TB Simatupang, Cilandak Barat, Jakarta Selatan. Di sana, Jiwasraya digandeng PT Graha Media Raya.

Chairman Graha Megaria Raya Randolph Bubu beberapa waktu lalu kepada Investor Daily mengungkapkan, luas lahan yang dimiliki Jiwasraya sekitar 40 ribu m2.

“Bentuk kerja samanya berupa sewa lahan selama 20 tahun. Sebelumnya, lahan tersebut dipergunakan sebagai lapangan tenis dan lahan kosong,” kata Randolph.

Di awal perencanaan pembangunan Citos pada 2002, pengembang dan pengelola menetapkan dua hal utama sebagai dasar pengembangan fungsi dan ruang, yaitu satu area untuk anchor tenant atau supermarket, dan area lain direncanakan dibangun sebagai area ritel terbuka (open retail) dua lantai.

Konsep tersebut sejalan dengan positioning Citos yang mengandalkan kata town square sebagai terjemahan dari alun-alun (ruang terbuka). (her)

Bak operasi face off, wajah Jakarta dipermak total. Superblok, apartemen, gedung perkantoran, dan mal baru terus bertebaran. Nilai proyeknya mencapai triliunan rupiah. Pertanda apa?


Sengatan terik matahari tak meredupkan semangat Sri Hascaryo, presdir PT Bakrie Swasakti Utama, untuk menjalankan stoomwalls (mesin pengeras jalan), Rabu (21/3) lalu. Berkacamata hitam, bak pilot pesawat tempur, Hascaryo menggerakkan kendaraan raksasa itu dengan lincah menuju tengah lapangan, tempat podium peresmian pembangunan kondominium The Grove. Hanya 1,5 meter dari podium, stoomwalls berhenti. Hascaryo pun meloncat turun dan menghampiri Marudi Surachman, presdir PT Bakrieland Development Tbk., induk usaha PT Bakrie Swasakti Utama, beserta sejumlah tamu undangan lainnya yang sudah menanti di podium. Bersama-sama, mereka kemudian membunyikan sirene tanda dimulainya pembangunan kondominium The Grove.



Oleh pengembangnya, PT Bakrieland Development Tbk., proyek kondominium senilai Rp900 miliar ini ditargetkan selesai pada 2009. The Grove nantinya bukan hanya bangunan dua tower masing-masing setinggi 30 lantai, melainkan bagian dari megaproyek pembangunan kawasan superblok Rasuna Epicentrum seluas 44,7 hektar di Kuningan, Jakarta. Total nilai investasi Rasuna Epicentrum itu sebesar Rp5 triliun.


Marudi menegaskan, hingga saat ini, tak satu pun proyek perusahaannya yang tersendat atau menghadapi persoalan pendanaan. Pasalnya, lanjut dia, pihaknya menerapkan strategi pendanaan dengan komposisi: 30% ekuitas, 40% dari penjualan, dan sisanya pinjaman bank untuk kredit konstruksi. “Jadi, strategi kami sehat dan konservatif, sehingga kalau kami tidak bisa meneruskan pembangunannya, itu keterlaluan,” paparnya.


Selain Rasuna Epicentrum dari Grup Bakrie, beberapa grup besar lainnya juga seolah tak mau kalah dalam mengembangkan kawasan superblok di Jakarta. Lihat yang dilakukan Grup Berca. Kelompok bisnis yang dikomandani Siti Hartati Murdaya—lewat salah satu perusahaannya, PT Metropolitan Kentjana Tbk.—itu, tahun ini mulai membangun superblok Pondok Indah Town Center (PITC) di kawasan Pondok Indah, Jakarta. Untuk menuntaskan proyek ini pada 2020, setidaknya dibutuhkan dana Rp15 triliun.


Pemain besar lainnya, Grup Agung Podomoro, juga tengah melansir pembangunan superblok Central Park di kawasan Tanjung Duren, Jakarta. Proyek senilai Rp2 triliun ini melakukan toping off di penghujung 2006 dan diperkirakan tuntas pada 2009. Di lokasi itu, grup properti yang dikomandani Trihatma K. Haliman ini telah mengembangkan dua apartemen mewah, Mediterania Garden Residences dan Royal Mediterania Garden Residences. Royal Mediterania mempunyai dua tower, masing-masing terdiri dari 32 lantai.


Pembangunan properti berskala raksasa di Ibu Kota makin marak berkat keterlibatan pemerintah pusat dan Pemerintah Provinsi DKI Jakarta. Lihat saja gagasan Menteri Perumahan Rakyat membangun 1.000 tower rumah susun hingga lima tahun ke depan. Proyek ambisius ini bakal direalisasikan dengan menggandeng pengembang swasta dan diperkirakan menelan dana investasi Rp60 triliun. Untuk tahap pertama dimulai pada Maret 2007 lalu, yakni menara rumah susun di lima lokasi di Jakarta, yakni Pulo Gadung, Pulo Gebang, Kemayoran, Cengkareng, dan Cawang. Ke depan, proyek 1.000 tower ini akan merambah 10 kota besar lain di Indonesia. Kata Anton Sitorus, kepala riset PT Jones Lang LaSalle Indonesia, perusahaan konsultan properti, proyek 1.000 menara rumah susun sangat dibutuhkan. Sebab, saat ini kebutuhan masyarakat segmen menengah ke bawah akan perumahan begitu besar. “Jadi, tak usah ditanyakan lagi perlu atau tidaknya proyek tersebut,” tandasnya.


Badan Usaha Milik Daerah (BUMD), seperti PD Pembangunan Sarana Jaya, juga tengah mengembangkan kawasan Golden City di pusat perdagangan Tanah Abang, Jakarta. Proyek senilai Rp8 triliun ini dijadwalkan selesai pada 2017. Di kawasan Golden City akan dibangun sejumlah fasilitas niaga yang mendukung peruntukan Tanah Abang sebagai pusat perdagangan tekstil regional. BUMD lain, seperti PD Pasar Jaya, bersama PT Pembangunan Jaya dan PT Jaya Real Property Tbk., juga sedang merealisasikan rencana peremajaan kawasan Terminal Senen menjadi sebuah pusat perdagangan modern bernama Senen City. Nilai proyeknya mencapai Rp3–3,5 triliun. Nilai kapitalisasi proyek properti di DKI Jakarta kian membesar jika memperhitungkan proyek-proyek properti lain milik sejumlah pengembang besar. Misalnya, Pacific Place yang tengah dikembangkan Grup Dua Mutiara milik taipan properti Tan Kian di dekat gedung Bursa Efek Jakarta. Proyek senilai Rp2,5 triliun ini akan menjadi sebuah mal oval yang panjangnya mencapai 1,6 kilometer dan dilengkapi apartemen mewah, hotel, dan pusat perniagaan 36 lantai. Proyek ini bak menjadi Orchard Road versi Jakarta.


Sementara itu, di depan Bundaran HI, yang dikenal sebagai jantung Ibu Kota, tengah dibangun dua proyek raksasa: Gran Indonesia milik Grup Djarum, lewat anak perusahaannya PT Cipta Karya Bumi Indah, dan perluasan Plaza Indonesia milik PT Plaza Indonesia Realty Tbk. Nilai proyek keduanya tak jauh berbeda; Gran Indonesia Rp2,3 triliun, perluasan Plaza Indonesia Rp2,25 triliun.


Di wilayah utara Jakarta juga sedang dibangun properti berskala raksasa, yaitu Regatta the Icon, yang dikembangkan PT Dharmala Intiland Tbk. Proyek senilai Rp3,5 triliun ini bak penanda kebangkitan kembali Grup Dharmala yang sempat luluh lantak dihantam badai krisis moneter 1997. Berlokasi di pinggir Pantai Mutiara, Ancol, Jakarta, pembangunan tahap pertama Regatta the Icon ditargetkan selesai pada 2008.



Maraknya pembangunan proyek properti di Jakarta seakan mengingatkan banyak kalangan kepada fenomena yang sama sebelum krisis moneter 1997. Kala itu, maraknya pembangunan proyek properti ternyata berujung pada jatuhnya industri properti. Banyak proyek tak diserap pasar.



Kolapsnya bisnis properti ternyata menyeret industri perbankan.
Pasalnya, banyak pembangunan proyek properti ketika itu didanai bank.
Kredit macet di industri perbankan pun langsung membubung tinggi.
Situasi bertambah rumit karena pengembang dan banknya masih satu grup kepemilikan. Ujung-ujungnya, kejatuhan industri properti dan perbankan berdampak sangat buruk terhadap perekonomian nasional. Akankah kondisi serupa berulang?



Fenomena maraknya pembangunan proyek properti belakangan ini dinilai berbeda dengan sebelum krisis. Agresivitas beberapa kelompok usaha dalam membangun proyek properti dinilai tak akan menyebabkan terjadinya property crash babak kedua. “Boleh khawatir, tetapi saya kira ini tidak akan mengulang sejarah,” tegas Doli D. Siregar, chairman PT Satyatama Graha Tara-King Sturge, perusahaan konsultan properti dan jasa penilai. Mengapa? Ada beberapa alasan.

Pertama, keterlibatan bank dalam proyek-proyek itu terhitung minim.
Berbeda dengan di masa lalu, perbankan kini lebih banyak terlibat dalam kredit kepemilikan properti. Dalam soal pendanaan proyek, bank tidak banyak terlibat. “Sumber dana sudah bukan dari bank lagi,” papar Doli. Apalagi kepemilikan bank sekarang banyak yang berada di tangan investor asing, yang tidak ada keterkaitan kepemilikan dengan grup-grup properti besar.
Hal itu diamini Laksmi Mustikaningrat, executive vice president head of mortgage banking Bank Niaga Tbk. Bank, tuturnya, lebih banyak mendanai untuk kepentingan end user. Adapun kredit konstruksi nilainya hanya 3% dari total portofolio kredit. Itu ada syaratnya, yakni banknya juga harus diikutkan dalam hal kredit kepemilikan propertinya. Selain itu, tambahnya, ia melihat para pengembang juga sudah punya tanah yang siap dibangun. “Jadi, mereka sudah siap modal, tinggal menjualnya,” paparnya.



Kedua, kalau saat ini ditengarai ada gejala-gejala oversupply, seperti terlihat dari mundurnya penyelesaian beberapa proyek superblok, itu bukannya tidak diantisipasi oleh para pengembang. “Mereka sudah siap menghadapi oversupply,“ ungkap Doli. Dalam kacamata pengembang dan investor proyek-proyek properti itu, oversupply memang bisa mengurangi margin keuntungan. Namun, kalaupun penyelesaian proyek terpaksa mundur, menurut Doli, margin yang mereka peroleh sebenarnya masih tinggi.


Bagaimana kalkulasinya? Urai Doli, pemilik proyek sebenarnya melihat biaya pembebasan lahan proyek masih terhitung murah. Walau harus membebaskan tanah Rp1 juta per meter persegi, ia masih bisa mendongkrak harga lahan menjadi Rp5 juta. Jadi, marginnya masih tinggi. Dengan modal dasar 20%, ditambah biaya pengembangan 40%, berarti ia mengantongi keuntungan 40%. Sementara itu, bagi pengembang, untung 10% pun masih bagus. “Sebab, bagi mereka, ini investasi jangka panjang untuk memperoleh capital gain, bukan berdagang,” jelas Doli.


Para pengembang, lanjut Doli, justru merasa rugi jika tidak cepat membangun proyeknya. “Sebab, kalau muncul boom properti dan tidak siap, mereka tak akan ikut menikmati,” tuturnya. Telat setahun saja membangun, mereka tidak bisa menikmati boom properti yang diperkirakan terjadi dua-tiga tahun ke depan. Apalagi, Doli mensinyalir “duit panas” juga ikut bermain di sejumlah proyek properti. “Mereka tidak berpikir untung, yang penting duitnya menjadi legal,” tuturnya. Hanya saja, Panangian Simanungkalit, direktur pengelola Pusat Studi Properti Indonesia, mengkhawatirkan gejala oversupply sekarang bisa berdampak buruk pada konsumen. Ia cemas jika konsumen akhir dirugikan karena sudah menyetor dana pembelian tetapi proyek propertinya tak kunjung dibangun oleh pengembang. “Jadi, pengembangnya nakal, dan ini terjadi juga di masa sebelum krisis,” tandasnya.


Ketiga, perekonomian nasional kini kembali membaik setelah sempat merosot akibat kenaikan harga BBM tahun 2005. Situasi makro ini akan mendukung perkembangan industri properti. Penurunan tingkat suku bunga akan membuat daya beli masyarakat akan produk properti makin meningkat dan memperkuat pendanaan proyek properti itu sendiri. “Sementara dari sisi proyek, sejumlah bank kini mulai berani memberi kredit investasi kepada pengembang untuk pembiayaan proyek-proyek properti,” tutur Marudi.



Dengan tiga alasan itu, kecil kemungkinan terjadinya property crash babak kedua. Untuk menjamin agar hal itu tak berulang, Marudi berharap stabilitas pertumbuhan ekonomi terjaga dan fundamental ekonomi, yakni di sektor riil, bisa kembali bergerak.

and kalo di dalem tiang2nya itu columns.. bisa dipake sebagai airduct system buat air conditioning.. terus blowernya bisa diarahin ke streets...jadi cooling the air around it...
ato kalo mau natural juga bisa.. tapi rada susah.. like the top of the canopy.. di beberapa tempat itu dipasang semacam fan cooling system yang blow the cool air dateng dari luar kebawah... there has to be some ducting system for the hot air that rises as well.. jadi bisa keluar.. and diganti sama cool air yang masuk.. hence air exchange system...
itu kan jadi kayak semi-atrium gitu.. bisa kok kalo gw bilang sih di indo..

they're buildings all those massive project but the roads in Kemang street are soooo narrow, the traffic is gonna get even worse than before, can't imagine.

From the skeleton it looks like a tall building (close to 40 storeys, hopefully, now is reaching 15 floors)
