Residents in Taman Desa Melor, Serendah, need not worry about landslides anymore as the Hulu Selangor Public Works Department has built a retaining wall to prevent such incidents from occurring.
Three years ago, a landslide occurred at the hill near Jalan 10 and Jalan 10b which threatened to engulf about 40 houses which developed cracks.
The Gombak Land Office and Hulu Selangor Public Works Department (PWD) moved 33 families to public low-cost flats about 10km away.
Hulu Selangor Land Office district officer Nor Hisham Ahmad Dahlan said they managed to built the retaining wall under the state budget costing about RM2mil.
“The residents were glad to move back into their homes and we assured them about their safety,’’ he said.
Hulu Selangor PWD district engineer Morni Buang said the retaining wall was estimated to last for the next 50 years.
“We have placed funnels inside the ground for the water to be drained out to avoid any further disasters.
“However, some residents have been putting in their own pipes to draw water and connect them to their water tanks at home for their own consumption.
“Pressure can build up inside the hillslope and can result in another landslide. I advise residents not to do it,’’ he said.

KUALA LUMPUR: The Selangor government is allocating RM8.2 million for the repair and rehabilitation programme for low-cost apartments in the state.
State Exco for Housing, Building Management and Squatters Committee president Iskandar Abdul Samad said the government had allocated RM2 million for the programme earlier but added another RM6.2 million as the earlier amount was not sufficient for the thousands of apartments throughout the state under the programme. The funds will be used to repair roofs, lifts, sewage pipes and painting, giving priority to those in critical condition.
After the launch of a gotong-royong at Inai Flat in Pandan Indah, recently, Iskandar said, a project to repair the lifts of about 4,000 units of apartments is expected to start next month.
Iskandar's secretary Kamarulzaman Ahmad Nor said the gotong-royong, which cost about RM9,000, involved the trimming of 36 trees in the compound of the flats as part of a safety measure to prevent accidents and to help reduce crime at night as the branches blocked out the lighting in some areas.
The State Exco for Housing, Building Management and Squatters, which organised the clean-up, contributed RM3,000 for the gotong-royong and RM1,000 to the body managing the flats.

PETALING JAYA: The acquisition of the 3,000 acres of Rubber Research Institute Malaysia (RRIM) land in Sungai Buloh is expected to cost RM3bil, sources said.
The signing between the purchaser, the Employees Provident Fund (EPF), and the Government is expected to be held in the near future, the sources said, adding that the development project would be carried out for the next 10 to 15 years.
“It will be a mixed development with commercial and a focus on affordable housing,'' a source told StarBiz.
According to the sources, the EPF will have a master plan where it will allocate a few parcels and allow property developers to bid for those parcels; some parcels will be operated on a joint-venture basis while others may be sold outright via bids.
“It will be systematically and properly done,'' said the source.
The EPF has formed a company under Kwasa Land Sdn Bhd to be the master developer for the RRIM land in Sungai Buloh.
The former head of property investment at the EPF, Mohamad Lotfy Mohamad Noh, has been appointed the managing director of Kwasa.
The development, which is estimated at RM10bil, is likely to feature a big linear park, green lungs, open spaces, walkways and water bodies. It will incorporate information technology and data infrastructure (MSC city status) and urban transportation integration.
This development will also house the depot for the upcoming mass rapid transit system. Dubbed the new hub of the Klang Valley, the development is expected to attract RM5bil in investments.
The EPF aims to increase the contribution from property to 5% from 2% currently. Under its gross investment income, property and miscellaneous income last year rose to RM103.18mil from RM87.85mil the previous year. Total gross investment income last year reached RM24.06bil from RM17.22bil previously.

SHAH ALAM: Selangor Umno has been asked to work harder to redeem itself following the loss of the state to Pakatan Rakyat in the 2008 general election.
Party president Datuk Seri Najib Tun Razak said the state Umno must use whatever “weapon” it could find to regain the people's trust.
“We must rise again with renewed humility and spirit,” said Najib when addressing guests at a “Night with the Leaders” dinner organised by the Umno Veterans of Malaysia at the Shah Alam Convention Centre last night.
He said it was hard to accept the reality after the 2008 nightmare, but the party needed to re-examine its strategies.
“Politics is a game involving numbers and perception. If you do not know how to use this strategically, it will not give you the desired outcome.”

Kuala Lumpur: The federal government is poised to make a RM6.5 billion offer today to buy over the Selangor water debts from bondholders.
It is understood that the offer will be made through the federal government and Pengurusan Aset Air Bhd (PAAB), the government's water asset management company.
The offer is a RM200 million discount to the value of the outstanding water bonds of RM6.7 billion.
"The federal government is stepping in to buy over the bonds with a slight discount to what the lenders want. The lenders will have to mark the losses in their book," an industry sources told Business Times.
Lenders include Maybank Investment Bank and CIMB Group, which hold about RM1 billion of the outstanding water bonds. Insurance firms and pension funds hold about RM2 billion each while the rest is held by fund managers such as AmInvestment, CIMB Principal, RHB Asset Management and Public Mutual.
A source said the government is dealing directly with the lenders and has been in heavy discussions following the recent approval from the Minister of Finance Inc to take over the bonds.
"The ultimate aim is for the government to own the assets and debts of the water companies in Selangor in an effort to consolidate the water industry," the source said.
This is the first phase of the consolidation as by June 2, the government is expected to make an offer to buy the water assets in Penang for more than RM3 billion.
The Selangor asset owners are Puncak Niaga (M) Sdn Bhd and Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) - both controlled by Puncak Niaga Holdings Bhd - as well as Syarikat Pengeluar Air Sungai Selangor Bhd (Splash) and Konsortium Abass Sdn Bhd.
The source said there is a possibility the debt could be converted into shares at a later stage.
"This is one of the options being discussed," he said.
The national water restructuring plan is meant to relieve the states and concessionaires of the heavy burden of funding future water infrastructure development.
After the restructuring, the responsibility falls under the purview of the federal government and PAAB, which is entrusted to buy over the states' water assets, making them asset-light and allowing them to focus on operations and maintenance.

KUALA LUMPUR: Port operator Westports Malaysia Sdn Bhd hopes to increase its container handling capacity to 10 million TEUs (twenty-foot equivalent units) by 2017 as it embarks on a RM2 billion expansion programme.
The group will be undertaking the construction of new container terminals and acquiring machineries and equipment to cater to a growing volume since the economic recovery last year.
To date, it has completed almost 70 per cent works on the first 300 metres for Container Terminal 6 (CT6) which is scheduled to be ready by the third quarter this year.
The reclamation of 11 million cu ft required for CT6 and CT9 as well as phase one of the expansion is expected to be completed by the end of the year.
"We will then immediately continue with the construction of another 900m of quay length. This new terminal will have additional 11 cranes and is capable of handling 18,000 TEU vessels," said chief executive officer Ruben Emir Gnanalingam in Kuala Lumpur.
"The expansion is timely to accommodate to vessel growth as shipping lines now are building 18,000-TEU vessels. It is important that the port provides the capacity before the ships are put into service, " he said.
Yesterday, Westports announced the appointment of AmInvestment Bank Bhd and Maybank Investment Bank Bhd as the joint principal advisers, lead arrangers and managers for the 20-year sukuk musharakah programme of up to RM2 billion in nominal value.
The group had recently completed its maiden issuance of RM450 million sukuk under the sukuk musharakah programme.
"This sukuk programme gives flexibility to Westports to raise funding for our current and future expansion. The group has been able to improve its rating position to "AA+" in 2008 and continue to remain in this position till today," said Ruben.
"We are glad our papers are high in demand by investors. It indicates that Westports has a strong ability to repay on a timely basis," he added.
This year, the company targets to handle 6.2 million TEUs, about 12.7 per cent more than the 5.5 million TEUs it handled last year, on the back of a recovery in global container throughput volume.
About 70 per cent of Westports container volume is in transshipment category and this division is expected to continue to grow as the economy sees more business activities coming from the region especially China.

SHAH ALAM: The Selangor government aims to allocate RM1.5bil for the 2012 Budget by emphasising welfare programmes in the state, said Mentri Besar Tan Sri Abdul Khalid Ibrahim.
He said that out of the total, RM700mil would be allocated for welfare programmes which, among other things, aimed to narrow income imbalance in Selangor.
"Our objective is to narrow the income gap which appears to be growing wider in Malaysia. Development for the haves must be continued, but we are fully committed to ensure that the poor will not continue to be trapped in the clutches of poverty," he said in a statement here.
Abdul Khalid said the allocation would not be used merely as a handout but as seed funding to encourage the people to be self-reliant and to develop their own economic base.
He said the state government also planned to reduce the profit margin of government contractors from 30 percent to seven percent.
"We do this to eliminate middlemen who resulted in serious leakage detrimental to the people," he said. - Bernama

SHAH ALAM: Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim said yesterday the state government is prepared to cooperate with the federal government in planning the development of the Rubber Research Institute (RRI) grounds and the surrounding areas as a new development hub for the Klang Valley.
He said the development project at the RRI involved a wide area totalling 1,335 hectares under the administration of two local authorities namely the Shah Alam City Council and the Subang Jaya Municipal Council.
Abdul Khalid said this in the State Assembly sitting when replying to Datuk Muhammad Bushro Mat Johor (BN-Paya Jaras) who wanted to know whether the state government was prepared to work with the federal government to develop the hub.
“I have heard the preliminary briefing on the project by the EPF which is the main investor in the proposed project,” Abdul Khalid said.
For the time being, he said only the Mass Rapid Transit (MRT) system by Syarikat Prasarana Negara Bhd, covering 65,437 hectares, had been approved by the state government for the development hub in Sungai Buloh. — Bernama

TANJONG KARANG, July 29 (Bernama) -- Broadband penetration in Selangor has reached 71.3 per cent, exceeding the earlier target of 57 per cent by end of last year, set by the government.
Malaysian Communications and Multimedia Commission (MCMC) Central Region Deputy Director Hairuddin Mohd Zin said the achievement was the effort of the government to bridge the digital divide among the rural community, especially students who are still lagging far behind, in internet access.
"The attempt has helped to improve information and communication technology (ICT) literacy of the rural community and succeeded in achieving broadband penetration of 71.3 per cent in Selangor," he said when speaking at the presentation of 1Malaysia Laptops by the Minister of Agriculture and Agro-based Industry, Datuk Seri Noh Omar here.
Hairuddin said 700 students from seven secondary schools in the Tanjong Karang Parliamentary Constituency received the laptops provided by MCMC under the Ministry of Information Communications and Culture.
He reminded laptop recipients not to sell the computer or use it to surf unhealthy websites.
The 1Malaysia laptop is a gift for students from families with monthly income of RM3,000 or less and has no broadband facility in the house and aimed at paving the way for a wireless village.
Prime Minister Datuk Seri Najib Tun Razak had launched the National Broadband Initiative and the high speed broadband initiative on March 24, 2010 with an allocation of 1 million 1Malaysia laptops.

PETALING JAYA: Seacera Group Bhd will this year kick-start a 500-acre mixed development project in Ulu Langat, Selangor with a gross development value of at least RM2bil that will span over 10 to 15 years, its managing director Zulkarnin Ariffin said.
“We'll probably start on 50 acres first,” he told StarBiz via the phone yesterday.
Of the 500 acres, Seacera owns 113 acres, which it bought from land owner Duta Skyline Sdn Bhd for about RM27mil or RM5.50 per sq foot. The remaining land is currently owned on a 78:22 joint-venture basis with Duta Skyline, with the larger portion by Seacera.
Zulkarnin said Seacera had the right of first refusal (which basically means the right to buy something before the offer is made to other parties) to buy the remaining land it currently co-owns with Duta Skyline but no decision on this had been made yet.
As at Sept 30 last year, Seacera had RM6.6mil in cash and cash equivalents. Zulkarnin said the company, which is essentially a tile maker moving into the property segment, would realise this year a gain of RM30mil from the disposal of a factory building in Selayang.
He said although Seacera had signed the agreement with Duta Skyline a few years ago, the delay in kick-starting the development was due to some issues faced by Duta Skyline in relation to its earlier loans it took to buy the said land.
“The issues are near to being resolved,” he said.
Meanwhile, recent filings to Bursa Malaysia show that Zulkarnin had from the period of Dec 20 to Dec 22 bought a total of 1.8 million shares at 54 sen a piece bringing his stake to 19% in Seacera.
“I see value in the company,” he said.
Last Friday, some 4 million shares were also crossed to unidentified buyers, suggesting that there could be some new major shareholders coming into the company.
It is learnt that corporate personality Datuk Samsudin Abu Hassan who was one of the major shareholders of the company has exited the company completely.
Shares in Seacera have put on 26% over the past two trading days ending at 65.5 sen at yesterday's close. For the third quarter ended Sept 30, 2011, the company made a net profit of RM981,000 on sales of RM24mil.

SHAH ALAM: The Selangor government has approved an immediate allocation of RM5mil for a flood mitigation project in Klang town, Mentri Besar Tan Sri Abdul Khalid Ibrahim said Thursday.
He said the project was necessary taking into account the flash floods that hit Klang on March 30, namely in Kampug Delek, Telok Gadong, parts of Pandamaran, Kota Alam Shah, Selat Kelang and Taman Seri Andalas.
"Research and studies have been conducted by the relevant parties on floods which hit Klang and we need to prioritise the areas involved.
"The state has found that more than RM20mil is needed for flood mitigation in Klang alone and the RM5mil is the initial allocation.
"We expect the flood mitigation to start next week," he told reporters after attending the Selangor Economic Action Council meeting here.
Khalid said the state government had also approved an allocation of RM3mil to assist about 2,500 families affected by the floods, with each household getting RM500. - Bernama
