There was a scandal about them. I never bothered to ask.

My guess is; Either the Passports were too expensive for the average person to afford due to production cost of the Passports and the Passports are in service right now but only to those who can afford to pay the extra dollar have them, or the whole thing was a scandalous Joke to enlighten people for the 50th anniversary celebrations.

Same applies to these drivers Licence. The might be available but they will cost extra which is a step not everyone is willing to take or even if the cost is same. Corrupt people in management will use this in their advantage to put an extra dollar in their pockets.
