From that video it looks like they've got quite a lot of construction going on up there now. I was up on the mountain in 2005 and 2006, it was a terrible road in those days as you can see from these pictures I took:

If you talk about casino player... Is yes! Especially Asia peoples they always change table, change new casino or new place to play when they are get losing.

And most of Chinese from mainland china they never change their shirt..etc if their keep winning.... Even 3 days... Or up to 1 week. lol

But naga world has already bribe the government and get exclusive right to operate casino in and around PP, so sorry, there is no chance PP can becomes a casino heaven anymore, if we want to, it should be put somewhere else.

When they started a casino at Bokor way back in the 1960s, it wasn't very popular as people didn't want to bother driving all the way up.
The resort will have a lot more than just a casino, and it's nice and cool up there on the plateau compared to the sweaty plains below.

Bokor Resort to Open for Visitors for Late 2011

Mount Borkor Resort, the highest location in Cambodia, located near the coastline, will be inaugurated to welcome tourists from all destinations by the end of 2011, while the road climbing to the plateau’s peak and other tourism structures are about to be completed…
So far, the site is under the development project conducted by SOKIMEX Group; the company had promised to transform this unique 5 square kilometer picturesque mountain plateau into a resort for international and local tourists alike. This US$ 1 billion development project has taken up to 15 years to conclude, including a five-star hotel, Borkor resort, Bokor Fantasyland, Bungee Jumping, Buddha Religion Land, Bokor Golf Course, Bokor Casino, Villas, and other Bokor facilities, in addition to the cool lush forest surroundings, and vegetable and fruit plantations, according to the report from the government.
Besides, the company has been building a climb-up concrete road that is seven meters wide and 33 kilometers high up to the peak with a cost of US$ 20 million, taking 20 months to complete and it will be ready for use by this September. Moreover, the firm will also refurbish the top plateau’s infrastructures that have been lying in ruins.

this project seem non-sense if they build this kind of building instead the one in their design. i hope they will not end up with few funny building on the mountain, if they don't know how to make thing fantastic, why they don't let another investor do?? :bash::bash:

A casino complex on top of Kampot province’s Bokor Mountain will open in less than two weeks – but environmental groups are strangely quiet about the effects the development, the size of a small city, could have on Cambodia’s natural heritage.

. The complex, in the Preah Monivong National Park, included a casino and hotel and would have a “soft opening” late this month before an official opening mid-year when construction was completed, Thansur Bokor Highland Resort chief executive Dr Ngin Banal said.

“Our primary target market is the greater Mekong region, including Cambodia, Vietnam and Thailand. Our secondary market is southern China and Korea,” he told the Post this week.

In January, 2008, the government granted the Sokha Hotel Group, owned by Sokimex Investment Group, a 99-year lease for the US$1 billion development.

Based on the original plans, the project will also include a 700-room, 18-storey five-star hotel, as well as conference rooms, bars, wedding facilities and two Arnold Palmer-designed golf courses.

A showroom halfway up the mountain displays a detailed scale model of how the national park will look in about 15 years, when hundreds of houses and villas will stretch back from the mountains southern edge.

Despite its scope, forest and animal protection groups have been quiet about the development’s potential impact.

The World Wildlife Fund said yesterday it had not worked in the area, so it was “technically very hard for us to comment”.

Environmental group Save Cambodia’s Wildlife said its executive director was not available for comment yesterday.

Wildlife Alliance, which raised concerns when the Ministry of Environment handed over the park ranger training station to Sokha in 2009, did not respond to the Post’s calls and emailed questions.

Anne Lemaistre, from the Cambodian office of UNESCO, said time had prevented her examining the environmental impact of the project, but she was a “little worried” about the reported transformation.

Tep Bunnarith, executive director of the Culture and Environment Preservation Association, said he wanted information about the environmental effects of the development to be made public. “People want to know this because they can help to improve the situation,” he said.

Rather than overrunning the national park, the development was a “rehabilitation project”, Dr Ngin Banal said.

“We are restoring existing infrastructure, such as the original dam and reservoir.

Scenic walks and adventure trails are designated with the help of national park rangers by clearing original trails which have become overgrown,” he said.

“This area had fallen into disrepair and our efforts are restoring tourism by providing easy access to the natural treasures of Preah Monivong National Park by investing in repaving the roads and infrastructure restoration to rebuild the ‘sky city’ and the old historic sites,” he said.

Dr Ngin Banal said the company paid an annual fee to the government for operating in a national park, but “we cannot discuss the terms”.

He would not confirm how many houses would be built, but said none had been pre-sold, despite interest from potential buyers.

“The group envisions that in the next 15 years, the original sky city, which consisted of eco-tourism, commercial and residential areas, will be fully restored in full compliance of the approved master plan by the Royal Government of Cambodia,” he said.

The company could not say how many people had lived in the “sky city”, which included a hotel and a Catholic Church, during French colonial times.

Dr Ngin Banal said the company was not facing opposition from environmental groups.

“We are reaching out to conservation groups one by one to involve them with our preservation efforts,” he said, adding the company had already met with Fauna & Flora International.

Dr Tony Whitten, Fauna & Flora International’s regional director for Asia-Pacific, said his organisation did not have a formal partnership with the company.

“Given the ecological importance of the site, our team has been in verbal discussions with them [about] some of the options for reducing and mitigating the environmental impact of this project,” Whitten said.

“FFI is concerned about the threats posed by economic land concessions, and we are compiling, interpreting and sharing information confidentially with our government partners.”

When the Post visited the national park this week, construction workers far outnumbered tourists as they dug trenches and built retaining walls next to the road.

Hundreds of workers toiled on the mountaintop hotel and casino complex.

Sor Sarou, a 52-year-old tour guide who began driving up the mountain in the 1980s, said it had been common in the past to see elephants, monkeys and snakes.

“I would often see animals moving out in front of us. But not now.”

Kampot provincial governor Khoy Khun Hour said the development would not have negative effects on the forest, wild animals or anyone living in the area.

Instead, it would attract local and foreign tourists, improving life for locals.

“Since the development [and the road], many people have visited Bokor national park,” he said. “On international New Year’s Day this year, as many as 50,000 people visited.”

Buddhist monk Nget Chen, 21, a monk at the Sampov Pram pagoda, which is next to the casino development, is concerned about gambling and noise from live entertainment shows.

“In general, Buddhist monks do not need entertainment; they need a quiet place, not a noisy one,” he said.

Nget Chen is also concerned about the environment.

“When the forest is cut, it loses its attraction. And there are fewer animals and trees,” he said.

However, Nget Chen admitted more tourists had been visiting and offering food to the monks at the pagoda since the road had been tarred last year.

In Kampot town, a Cambodian restaurant owner, who did want their name printed, was full of praise for the project.

“Most people think it is a good idea. It brings people to a beautiful place,” she said.

“I am not concerned about animals because I think the fierce animals are long gone.”

A foreign owner of a restaurant, who also did not want her name used, said the development shocked many tourists.

“Certainly, many foreigners take a day trip up the mountain and come back in horror after seeing the development,” he said.

“Their biggest question is, ‘How can this happen in a national park?’

“A lot of expat responses are similar, and come from an environmental point of view.

“I’ve also asked locals what they thought and they’ve said, ‘Yes, good’, but I’m sure there’s more to it than that.”

Youn Heng, director of the Evaluation and Incentive Department at the Council for the Development of Cambodia, said it was his officials’ role to monitor companies’ activities to ensure they were hewing to development plans.

“Our officials have examined the development at Bokor, but there is nothing wrong,” Youn Heng said.

Environment and land management ministry officials declined to comment.

If this 4-Star Hotel is ever built, it will be one of the best resort properties in the world and not just in Cambodia. I think SokIMEX has the means to do it. It probably will take another 15-20 years.

I know a couple of people visited Mastertown or similar construction company in Sydney and get its plans and build their western looking house in Cambodia and Vietnam.

Some of these Bokor plan are awesome, I would like to bring some of these design idea back and build it in Sydney.

Bokor is too far from everything, it is nice to spend a weekend there, but no, I really don't want to live there.

Bokor Mountain attracts new turistic investments

The Sokha Hotel Company, part of the Sokimex Group, said it will invest in the construction of 1,989 villas this year on the top of Bokor Mountain, outside Kampot - a resort popular with local and international tourists.

Teng Rithy, sales and marketing manager at Sokha Property, said that the project will start after the road infrastructure is completed, in the near future. He noted that the new casino and hotel investment project is now finished and the infrastructure is being organized to be able to construct good-quality villas. “Eighty per cent of the organized road infrastructure has been completed,” he said.

Teng Rithy said that the land chosen for the villas covers 478 hectares. Each villa will occupy between 600 to 1,000 square metres, but prices have yet to be fixed; more than 400 families have reportedly indicated an interest.

“Tourists are important, leading the project of selling and renting houses, so that the company has decided to invest in more houses. The construction of the villas is for customers to stay and rest in only, and investment in this type of apartment does not exist yet,” he said.

Rithy added that now the project is at the stage of studying a master plan and the completion date of the project is not clear yet, as it is related to market demand: if demand is high, the project will be finished quickly.

“There, it is a good location with fine weather and about 50 types of recreation all people wish for, especially wealthy persons who want to spend weekends there,” he said.

He continued that when the project is finished, it will provide Kampot with a resort, hotel, houses, recreation and infrastructure like other modern cities of good quality covering thousands of square metres.

Sung Bonna, director of Bonna Realty Group and president of Cambodian Valuers and Estate Agent Association (CVEA), said that the project, named Popork Vil, is a large investment for Cambodia.

“The project is the only one in Cambodia; it is an attractive investment, but unless the company must make more development to attract national and international tourists, namely it needs more time, patience and more capital,” he said.

Bonna said that so far his company has only received application forms to help seek customers. “Currently we are waiting for the project to be developed; we start selling later - it is now undergoing infrastructure work: the price of land for constructing houses is US$250 per square metre.”

Cheng Kheng, managing director of CPL Cambodia Property Limited, said that all project owners have different targets to choose locations to invest Popork Vil - the project is in a location rich in tourists, each of whom enjoys the idea of living in a natural environment, with fresh air, on the top of the mountain.

He continued that although the investment project is big, it is located in a place flooded with tourists and the real estate market in Cambodia is not as broad as in developed countries so Cambodia needs demand from foreign customers, as the country cannot focus on local customers only.

He added that US secretary of state Hillary Clinton recently came to Cambodia bringing more than 100 investment companies looking for opportunities.

Kampot provincial governor Khouy Khunhour said that the project of investment in the top of Bokor Mountain has priority to attract more national and international tourists.

“The project of Bokor Mountain development is working; visitors increased 180 per cent this year: in 2011 there were a total of 370,000 tourists. But the total number of tourists in the first quarter rose to 610,000- the growth shows that the investment project there can win support of all the visitors,” he said.

Environmental NGOs in Cambodia contacted by Post Property were unable to comment on the proposed project, which is within a national park.

So far, the roads are very good. There is only a Casino/Hotel, a food hall, a big status of Black Gramma, and temple, and few apartments for employees there. They are building a multi-purpose hall behind the casino, and finishing renovating the old casino (not active). The multi-purpose building can be used as theatre and conference halls. It is big one. Based on the locations of the building and the casino/hotel and roads system that already finished, the original master plan has be changed (completely).

I don't think they make money on the casino. The hotel is not even full only on holidays. I went on one weekend, it looks empty, and the lights outside the hotel and along the roads going up and around there were turned off at 9:00 PM. The water fall is suck now - not much water flowing. It is like my pee. It is blocked and reserved for use up there. So, nothing much to see beside the good weather there (16C low at night and early morning) and nature, which will be gone soon if the project reaches its full capacity, which I doubt it it happens in the next decade or so. The food there though is not so bad and not so expensive ($10 to $12 for a all you can eat dinner).

The site is owned by the government but is now under 99–year lease to the Sokimex Group who are undertaking to relay the road and redevelop the site, repairing the old hotel and casino along with new buildings (hotels, hospital, restaurants, golf clubs etc.). The project was announced on Jan 19th 2008, road construction is underway and was expected to take 30 months at a cost of $21 million USD. The subsequent re-development is budgeted at $1 billion USD over the next 15 years after which a further application may be submitted to create a larger Bokor city, the plans for which are unknown.[3]

But, if I see it in person, what is the point of taking picture for I've already seen?

The point is I don't like taking pictures of what I am seeing in front of me. Also, I don't carry camera when I travel. I am a traveller, not a photographer nor both. But, for the places I have not visited, I do like to look at the pictures taken by others. I have no choice, haven't I? Then, I travel to that places if I like, thanks to others who took the pictures.

It is ironic, but I am sorry to say that I am that so selfish.
