MANILA, Philippines -- Australian gaming and media tycoon James Packer is expected to sign a $1.5-billion deal to build a hotel and casino resort in the Philippines, an official said Monday.

Dodie King, spokesman for the government-run Philippine Amusement and Gaming Corporation (PAGCOR) said he expected a deal would be signed with Packer "within the next few weeks."

Packer's resort will form part of a $20-billion project which PAGCOR hopes will turn 120 hectares (297 acres) of reclaimed land on Manila Bay into one of Asia's biggest gaming destinations on par with Macau.

PAGCOR, which regulates and issues gaming licenses in the Philippines, unveiled the multi-billion dollar project in April and has attracted interest from around the world.

King confirmed media reports that the Packer deal was being negotiated through Bloomsbury Investments, which already paid a deposit of $100 million for a 1,700-room resort and convention complex.

"I cannot say anything at this stage as talks are continuing," King told AFP.

"But we do expect that a deal will be finalized within the next few weeks."

Four other companies have reportedly expressed interest in the project: Japan's Aruze Corp., Genting Berhad Group from Malaysia and Star Cruises, and SM Investments Corp. of the Philippines.

So far, only Genting has been granted a license to operate a casino.

^^ I wonder how the hotel and casino gaming resort of Bloomsbury will look like. Of all the qualified investors, the Australian group's proposal is the least publicized and least discussed in terms of details and renderings. Aruze with their Manila Eye and oceanarium, as well as their ties with Wynn, seems to have the most exciting project. Genting, with their hollywood type amusement park, is also up there. I think the Australian group may just spring a surprise and come up with a very awesome project to rival or even surpass its co-investors.

I can't wait until construction starts! I really hope that each of the four major resorts will have their own outstanding qualities that set themselves apart from each other. To be honest, the description of Bloombury/SM Holdings's project sounds the least interesting to me. I hope they prove my wrong.

In a statement dated June 16, Crown said neither it nor its executive chairman James Packer are in "advanced talks" to build a casino resort in the Philippines as part of Pagcor's Bagong Nayong Pilipino-Integrated Manila Bay City project.

However, Crown clarified that its predecessor, PBL, had entered into talks with Bloombury for Crown's potential involvement in Bloombury's bid to secure a casino-operating license for the Pagcor project.

"PBL assisted Bloombury to lodge an indicative, non binding proposal with... Pagcor. The commercial arrangements between Bloombury and Crown are still not finalised," Crown said.

The South China Morning Post, quoting Pagcor president Butch Francisco, on Monday reported that Packer is set to sign the license to build and operate a sprawling hotel in the project. Pagcor spokesperson Dodie King later confirmed the report to local media.

The license will go to Bloombury Investments Ltd., a British Virgin Islands-registered company, which is one of the four approved contractors for the Pagcor project.

Crown, and Packer, are denying ownership of Bloombury, despite several reports that allege that he is the "undisclosed owner" of the investment firm.

"Neither Crown nor Mr. Packer is or ever has been an owner of Bloombury Investments Limited, one of the four firms reported as seeking new casino licenses in the Philippines. Neither Crown nor Mr. Packer has entered into any binding agreements with regard to the project being referred to in the media or any other project in the Philippines," Crown said in the statement.

The Australian casino operator further said that it is now reviewing any future involvement in the Philippine venture. - GMANews.TV

The report said the government-run Philippine Amusement and Gaming Corporation expected that the deal would be signed with Packer “within the next few weeks."

It said the project would occupy 120 hectares of a reclaimed land on Manila Bay that would be turned into Asia’s biggest gaming destination.

Packer and Stanley Ho’s son, Lawrence, are under the joint venture Melco PBL that owns and controls the $540-million Crown Macau Casino. The venture was formed in 2004, while the casino was opened in 2007.

Lawrence runs the Hong Kong-listed Melco Entertainment. Packer is the executive chairman of Publishing and Broadcasting Limited that owns some television stations in Australia.

Stanley Ho, known as the “King of Gambling" in Hong Kong and Macau, used to own about nine casinos in the Philippines in the 1960s. He left his business in the country due to conflict with the government.

In 2005, he tried resuming business in the Philippines through building a $600-million floating casino and restaurant in Manila Bay. However, the project failed to operate after it was vehemently opposed by religious and civil society groups. - ARCS, GMANews.TV

Packer's Bloomsbury Investments submitted a $100 million deposit toward a planned 1,700-room resort and convention complex that may include a 1,000-room hotel under Packer's Crown brand, the newspaper said, citing Philippine Amusement and Gaming Corp. President Rafael Butch Francisco. Philippine Gaming is the state regulator that issues casino licenses.

The Australian businessman is in talks with the Alvarez family, who own Columbian Autocar Corp., a distributor of cars and buses, the Hong Kong-based, English-language newspaper said.

JAMES Packer's role in a proposed $1.5 billion casino development in the Philippines now appears to be on a knife edge, following his office's denial of speculation yesterday that a deal was only weeks away from being finalised.

The South China Morning Post said Mr Packer, executive chairman of Crown, was in advanced talks with a company called Bloombury to sign a deal to build a $1.5 billion casino resort in the Philippines.

That followed a statement by a spokesman for the government-run Philippine Amusement and Gaming Corp (PAGCOR), Dodie King, saying he expected a deal will be signed with Packer "within the next few weeks."

But last night, Crown issued a statement hosing down the extent of its involvement in the project, saying that neither Mr Packer nor Crown was in advanced talks to build a $1.5 billion casino and that neither had entered into any binding agreements.

Crown clarified its position by saying that the commercial arrangements between Bloombury and Crown "are still not finalised" and that any potential investment in the project would involve "minimal equity on the part of Crown."

Crown also made the point of saying it was "currently reviewing the nature and extent of any involvement with the Philippines Casino proposal", which suggests a veiled threat to pull out altogether. However, if the deal goes ahead, it will be Mr Packer's first casino development in Asia outside Macau. Japan and Thailand are also said to be target markets for Mr Packer, who has wasted no time forging a global casino empire since the demerger of Publishing and Broadcasting Ltd.

His casino and gaming company, Crown Ltd, has secured two footholds in the key US market -- the Cannery Casino Group, which operates four casinos in Nevada and Pennsylvania, and a 19.6 per cent stake in US Fontainebleau Resorts. Fontainebleau is reportedly planning a $US2.8 billion casino development.

However, key to his global aspirations is Asia. That has so far been limited to Macau, after missing out on the last casino licence in Singapore in late 2006.

The Bloombury resort will form part of a $20 billion project, which PAGCOR hopes will turn 120 hectares of reclaimed land on Manila Bay into one of Asia's biggest gaming destinations.

Japan's Aruze Corp, Genting Berhad Group of Malaysia, Star Cruises, and SM Investments of the Philippines are said to be interested in the project.

For big ticket investments there's lots of press and pr management, so you have to read a lot between the lines.

I hope to see some hard investment announcements, as in announced by the stock exchange soon. These are disclosure types of announcements and are legally required for public information of public companies.

Pagcor to the rescue! Watch out Macau!

MOVE over Macau and Singapore, the newest Asian entertainment hub is rising in Manila.

Seeing that the country sorely lacks a recognizable tourism marketing point—like Singapore’s Sentosa or Hong Kong’s Disneyland—the Philippine Amusement and Gaming Corp. (Pagcor), led by its Chairman and Chief Executive Efraim C. Genuino, hatched a plan to convert a reclaimed area of Manila Bay into a bustling world-class entertainment center.

Called the Bagong Nayong Pilipino-Entertainment City Manila, the 108-hectare project is envisioned to be a fully integrated resort complex to be built in various phases over the next 10 years. According to Pagcor, this will allow the state-run firm to shift from “mere casino gaming into wholesome, family-oriented recreation and entertainment business.”

The project has been noticed internationally because it pits the Philippines against Macau as a gambling center and against Singapore as an entertainment, cultural and convention destination.

Bagong Nayong Pilipino-Entertainment City Manila can offer more than just gambling (Macau) or just theme parks (Sentosa, Singapore). For our capital is the gateway to the other tourist attractions in the country like miles of pristine white beaches with crystal blue waters, which Macau and Singapore don’t have.

Entertainment City would serve as a jump-off point to other tourist haunts in the Philippines or it may stand alone as the focal point of a visitor’s stay.

According to Pagcor’s blueprint, the entertainment complex along Manila Bay will be divided into specialized areas featuring six-star hotels, world-class theme parks, educational and cultural complexes. It will also have shopping malls, a commercial district, sports stadiums, celebrity-themed restaurants, convention halls, state-of-the-art theaters, gaming facilities, residential villages, and a hospital district.

However, the religious sector has opposed the project. Churchmen see it as a massive scheme to promote gambling and corrupt the population.

Genuino defended the project. He said Entertainment City is not a gambling paradise for the casino is just small part of the whole package.

“In a big hotel with 2,000 to 3,000 rooms, the casino component is very small. With the 40 hectares, you will not build a casino in more than one hectare. For every 40-hectare of development, only less than 5 percent is casino. The good thing here is we were able to secure the [commitment of the] biggest theme park [operator] in the world,” the Pagcor chairman told the press.

Attracting big-name investors

Pagcor managed to amass huge investment commitments—at least $8 billion—from some of the region’s biggest leisure and resort players. Genuino confirmed that biggest investors would be the Genting group of Malaysia and the Japanese Aruze group, the partner of US casino mogul Steve Wynn. Each investor pledged to spend at least $3 billion to help build Entertainment City.

Both groups also expressed their intention to start building this year and open their respective facilities to the public two years from now, Genuino said.

The Genting group tied up with local conglomerate Alliance Global Group Inc. (AGI), a publicly listed firm owned by Andrew Tan, for the project. The partnership is forged between Genting’s Star Cruises Ltd.—the world’s third largest cruise operator—and AGI’s subsidiary, Travelers International Hotel Group Inc.

Kingson U. Sian, AGI president and chief operating officer, said that the terms of the partnership with Star Cruises are still being threshed out but he is positive that the capital injection of both companies would go beyond the minimum requirement of US$1 billion by the government. AGI recently secured a provisional license from Pagcor, the first among the four groups to get it.

Based on proposals submitted to the gaming regulator, the Malaysian group is planning to put up a theme park over a 35-hectare area it would lease from the government. Genting is the franchise holder of Universal Studios theme parks in Asia, one of which is under construction in Singapore. It also poured about six billion Singapore dollars into an integrated resort on Sentosa Island.

The Japanese group, on the other hand, proposes to build the country’s biggest Ferris’ wheel dubbed as the “Manila Eye” that is similar to that of London.

Aruze also plans to build a sports arena, a theater, a museum that would host displays of religious icons, and a 2,500-room hotel and casino. It also plans to trump the existing Manila Ocean Park by building the country’s biggest oceanarium within its leased domain.

Kazuo Okada, Aruze group chairman, told reporters in a recent gaming expo in Manila that the concept is still up for approval by the government with various licenses and zoning permits yet to be secured. A Pagcor source who refused to be named told The Manila Times that rumors of Aruze’s lack of commitment to the project were not true. “It’s just that they are waiting for a few details to be ironed out. Besides AGI-Genting, Aruze is the most serious group in plunking down money for the project,” the source said.

Bloombury Investments Ltd., a British Virgin Islands firm, also plans to lease 15 hectares and inject at least $1 billion for a project that would include three luxury hotels with a total capacity of 1,500 rooms. The plan also includes a high-end retail shopping, celebrity-themed dining, a showroom and museum, and a major entertainment and sports center. Pagcor said in a statement that these plans are based on initial talks only and are yet to be finalized.

However, Bloombury still has to get its act together before it can push on with its application for a license with Pagcor. The Australian reported that entertainment and gaming firm Crown Ltd. denied that its chairman, James Packer, was in “advanced talks” with the British Virgin Islands company for a possible investment in the Entertainment City. Packer, who also heads Publishing and Broadcasting Ltd. (PBL), is Australia’s third richest man.

The third investor is the SM Investments Corp. (SMIC), one of the country’s biggest conglomerates that made its fortune in malls, retailing and real estate. Tessie Sy-Coson, SMIC vice chairperson, said the SM group’s commitment to the Pagcor initiative involves its own investments within the Mall of Asia (MOA) Complex that it owns. SMIC recently engaged hotel services provider Carlson Hotels Worldwide-Asia Pacific to manage Regent and Radisson branded hotels within the complex.

She said a casino may be in the works but nothing is definite yet. Another publicly listed firm, Belle Corp., may get into the picture and join the SM group in the casino part of its plans. However, Willy N. Ocier, Belle Corp. vice chairman, said things are still sketchy and everything is still under review.

The Pagcor source told The Times that a racing circuit is also in the works to bring the Formula 1 Grand Prix in the Philippines. The F1, which is the most popular and well-financed motor racing sport in the world, already has Grand Prix circuits in Malaysia and Singapore.

A huge boost to Philippine tourism

Over the next five years, the Pagcor project would host at least 7,000 hotel rooms and generate at least 250,000 jobs for Filipinos, most of whom will be employed as construction workers, hotel staff members and entertainers. The Entertainment City is also expected to remit at least 25 percent of its total revenues—in the form of leases and franchise and income taxes—generated within the complex to the government treasury.

Before the Entertainment City can be a “distinctive tourist destination” that the government hopes it would be, there are several things that should be done first. One of these should be the improvement in the marketing of the Philippines as a premiere destination.

Observers polled by The Times say that the government’s marketing efforts pale in comparison with Malaysia’s branding of “Malaysia, Truly Asia” or with the tourism campaign of the tiny city-state of Singapore.

Last year, the Philippines only managed to attract 3.08 million foreign visitors, an anemic number compared with the 25 million tourists that visited the small Chinese territory of Hong Kong. With the Entertainment City in the horizon, the government hopes to catch a fraction of the projected 100 million Chinese tourists that will be traveling abroad by 2010 and the continuous flow of Asian travelers like Koreans and Japanese.

Before that, the government must prepare for the influx of tourists by building more roads and airports to accommodate them. An efficient transport system, comparable with that of other Asian countries, must be put in place to make Manila tourist-friendly.

Mayor Wenceslao Trinidad signed Wednesday afternoon a memorandum of agreement with the West Marina Bay Development Inc. for the development of idle bay areas or reclaimed shorelines in Pasay.

The P15 billion Pasay Near Shore Development Project is expected to be bigger than the SM Mall of Asia complex that occupies 1.2 square kilometers.

“This MOA is evidence of the confidence of developers in the present city leadership, another big step towards making the city the center of commerce and trade,” Trinidad said.

The project will be developed in three phases on a build-operate-transfer scheme. Each phase will cost P5 billion.

The project will be located just behind the SM Mall of Asia and would cover at least 5 square kilometers, Trinidad said.

“We envisioned this eight years ago. This, apart from what is already in place at the city’s Central Business District, will help us become the prime business and tourist destination in Asia,” the mayor said.

Trinidad signed the contract with Greg Alcera, WMBDI president; Vice Mayor Antonino Calixto and WMBDI officers Mario Concepcion, Alexander Elma, Sheila San Diego and Alvin San Diego.

The project is covered by the city council’s resolution No. 2267 signed Feb. 29, allowing the mayor to appoint any reputable developer as the “integrator and pioneering proponent for the development of existing bay areas near the city’s Central Business District under a Build-Operate-Transfer scheme.”

Alliance Global Group Inc. said it and Malaysian conglomerate Genting Group were considering investing more than $1 billion in a government-led, multibillion-dollar casino and tourism complex in the 40-hectare Manila Bay reclamation area.

Alliance Global president Kingson Sian said the two companies were working out the terms of a joint venture.

Genting is still doing a due-diligence study of the project, he said.

Alliance Global has told the Philippine Stock Exchange that it will sign a joint-venture agreement with Genting’s affiliate Star Cruises Ltd., the world's third-biggest cruise line operator, on the tourism complex of the government casino franchising firm Philippine Amusement and Gaming Corp. (Pagcor).

Alliance Global said its Travellers International Hotel Group Inc. subsidiary would team up with Star Cruises to participate in Pagcor’s plan to build an integrated tourism zone on the 40-hectare property.

The project will house an array of leisure and entertainment facilities, including a theme park, theaters, amusement and cultural centers, retail and gaming centers and hotels, it said.

Alliance Global said Pagcor hoped to attract at least $4 billion in investments from both foreign and local investors and generate about 100,000 jobs once the entire development is completed.

Pagcor recently announced that Travellers had qualified to join in developing its integrated resort project.

ALLIANCE Global Inc. (AGI), the holding company of business tycoon Andrew Tan, is keen on keeping a controlling ownership in Travellers International Hotel Group Inc., the unit created to participate in the ambitious Bagong Nayong Pilipino Manila Bay Tourism City project of the government.

But if talks for a partnership with Star Cruises, Ltd. materialize, AGI president Kingson Sian said the company is open to a 50-50 joint venture with the world’s third-largest cruise operator.

“Right now we are engaged in an exclusive discussion with Star Cruises. That’s why I cannot elaborate on the details yet. We expect to make an announcement next month,” said Sian.

At this stage, both companies are in the process of attending to other precedent conditions, including the conduct of due diligence and the negotiation of definitive legal agreement.

Travellers was awarded early this month by the Philippine Amusement Gaming Corp. (Pagcor) a provisional license for its application to build a $1-billion integrated leisure and resort development with the City.

Part of the plan is to build hotels with minimum of 1,000 rooms spread out over several phases of development. A casino will also be put up to complement the hotel.

Bagong Nayong Pilipino will sit on a 40-hectare property in the Manila Bay reclamation area and feature leisure and entertainment facilities including theme park, theaters, amusement and cultural centers, retail and gaming centers and hotels.

Pagcor aims to use the Bagong Nayong Pilipino as a catalyst to sustain the growth of the country’s tourism industry. It hopes to attract at least $4 billion in investments and generate about 100,000 jobs once the entire development is fully completed.

In its application with Pagcor, Travellers proposed to build hotels with a minimum of 1,000 rooms spread out over several phases of development.

Alliance Global has reported that its net income surged 84 percent to P910.4 million in the first quarter of 2008 from P494.2 million in the same period last year, citing strong earnings performance of its property arm, Megaworld Corp.

Alliance Global Group Inc. (AGI), the listed holding firm of real estate magnate Andrew Tan, and its partner, The Genting Group of Malaysia, are expected to invest over $1 billion for the development of the proposed Pagcor Tourism City to rise at a reclaimed land area along Manila Bay.

“We will exceed the minimum $1-billion capital investment in Pagcor Tourism City,” said Kingson Sian, senior vice-president of AGI property unit Megaworld Corp.

Sian declined to reveal concrete plans for the integrated leisure and resort project along Roxas Boulevard, saying the masterplan is still being worked out.

“Don’t want to say anything more than that. We’ll make the proper announcement as soon as everything’s been finalized,” he said.

AGI earlier announced that Travellers International Hotel Group Inc. had obtained a “provisional license” from the Philippine Amusement Gaming Corp. (Pagcor) to build a multibillion-dollar casino and tourism complex in the Manila Bay reclamation area.

Sian said the project will host a wide array of leisure and entertainment facilities including a theme park, theaters, amusement and cultural centers, retail and gaming center and hotels.

In its application, Travellers proposed to build hotels with a minimum of 1,000 rooms spread out over several phases of development.

“Our proposal comes at an opportune time when there is increasing awareness of the Philippines as a tourist destination, with the country achieving a milestone in 2007 with a record three million tourist arrivals for the first time in its history,” AGI chairman Andrew Tan earlier said.

AGI’s joint venture with The Genting Group’s Star Cruises brings together a partnership of two reputable and respected conglomerates. AGI is focused on property development, food and beverage and quick-service restaurants while the Star Cruises Group is the third largest cruise operator in the world.

Star Cruises, which has total assets of almost $7 billion in 2007, together with its affiliate, the Genting Group, is involved in a diversified range of businesses — leisure, hospitality, gaming, entertainment, cruise and cruise-related, power and oil and gas exploration.

The Genting Group, with total assets of $10 billion, is the largest Asian-based leisure, entertainment and hospitality conglomerate with close to 40 years of experience. Its flagship Genting Highlands Resort is one of Asia’s leading integrated leisure and entertainment resort with the largest stock of hotel rooms numbering 10,000 in a single development.

The Genting Group is also investing $3.6 billion, on a 49-hectare integrated resort at Singapore’s Sentosa Island, called Resorts World at Sentosa. To be opened in 2010, this project is envisioned to be a large-scale iconic development focused on attracting families and holiday vacationers.

The project will include the first Universal Studios in Southeast Asia, the world’s largest Oceanarium Marine Life Park, an arts and science museum and a number of hotels, retail and gaming center.

Alliance Global president Kingson Sian told reporters that the company was finalizing the project’s components, through its unit Travellers International Hotel Group Inc., and joint venture partner Star Cruises Ltd., an affiliate Genting Corp. of Malaysia.

State-gaming firm Philippine Amusement and Gaming Corp. last month issued a provisional license to Travellers International.

Travellers International was the first company pre-qualified by Pagcor to participate in the development of the 45-hectare Bagong Nayong Pilipino Manila Bay Tourism City.

Sian said he was hopeful that the joint venture partners could start initial works within the area once Pagcor approved and finalized the development plan.

The joint venture plans build hotels with a minimum of 1,000 rooms spread out over several phases of development.

Meanwhile, company sources said Star Cruises was also planning to acquire 40 percent of Travellers.

Star Cruises is reportedly conducting due diligence on the company for completion within the next 90 days.

The company recently increased its authorized capital stock to P10 billion from P500 million.

Asia’s next entertainment city


Efraim C. Genuino is making the biggest bet of his life. The chairman and CEO of the state-owned Philippine Amusement and Gaming Corp. (Pagcor) is building a $15-billion Bagong Nayong Pilipino-Entertainment City Manila on 120 hectares of reclaimed on Manila Bay.

Initially, 90 hectares will be developed in various stages over a ten-year period beginning this year. The project will be an integrated complex of luxury hotels, restaurants, shopping malls, convention centers, theaters, cultural centers, sports stadia, museums, amusement parks, residential villages, and an observation tower, which will be among the tallest structures of its kind in the world.

Initial cost is $7 billion to $8 billion but the bill could rise to $15 billion once the project is completed. The venture is expected to rival Macau and Singapore as Asia’s gaming and entertainment centers with an eye for the booming tourist market. Some two billion people live within five hours flying time from Manila. China alone has 100 million tourists going overseas.

The Pagcor chief thinks payback will be big and immediate. “It will bring in tourists in droves, enabling us to hit 10 million in arrivals in five years,” he projects. Manila is strategically located in Asia and can be reached in five hours or less by over two billion people in the region.

“This will be the biggest development project in the country,” reckons Genuino. “It will also be the biggest employer. More than 250,000 jobs will be created.” The tourism zone itself will employ 30,000 directly. Each direct job creates seven to eight other jobs indirectly.

The Tourism City project represents Pagcor’s shift from mere casino gaming into a wholesome, family-oriented recreation and entertainment business, says Genuino.

The 250,000-expected job creation does not include its effect on other industries such as construction, transportation, entertainment, hospitality, communications, information technology, business and commerce, among others.

Genuino says the new city would be Pagcor’s “ultimate legacy and contribution to the country’s economic recovery.”

“Through this project, Pagcor aims to become the catalyst for economic growth and national development,” he says.

The project will sustain the momentum of economic growth, Genuino says. The economy posted its highest growth rate in 31 years last year with a 7.3 percent.

With the project, Pagcor hopes to triple it annual income from the present $500 million to $1.5 billion.

Four major groups from four countries have been selected to undertake the project, each using a design concept approved by Pagcor. Each will invest $1 billion, says Genuino. “The beauty of this is that no taxpayers’ money will be spent,” he assures.

The four are: Aruze Corp. of Japan, the Genting Berhad Group of Malaysia, Bloombury Investments Limited of Australia, and SM Investments Corp. (SMIC) of retailing and banking taipan Henry Sy Sr.

The investors, he says, represent some of the world’s biggest names in the entertainment and leisure industries. Each will deposit $100 million as show money. Aruze alone, Genuino reports, has brought in $350 million. Some of the money will be used to purchase property. Of the 90 hectares of initial development zone, 60 hectares are owned by Pagcor.

Aruze has links with Steve Wynn of Las Vegas and Macau. Aruze plans to build Manila’s version of London’s Eye Ferris wheel as well as the largest oceanarium in the world, and one of the largest sports arenas in Asia.

Genting has for its local partners, Alliance Global, the holding company of Filipino property tycoon Andrew Tan. Bloombury will reportedly bring in California’s Universal Studios to put up a theme park on a 30-hectare reclaimed land.

Each of the four proponents, Genuino says, “will build no less than 1,500 rooms for hotels.” “We expect 7,000 rooms to be built,” the Pagcor chief says.

Bloomburry is owned by James Packer, son of the late Kerry Packer, Australia’s richest individual. The Packer empire includes holdings in media, telecommunications, petrochemicals, heavy engineering, coal and diamond mines, resorts and casinos in Australia and overseas.

The project broke ground on April 3 at the project site on Macapagal Avenue in Parañaque City, a day after the opening of the Gaming, Tourism and Investment Congress of the Asia’s Gaming and Entertainment plus Leisure Expo 2008 (Asia’s GEM) at the Hyatt Hotel and Casino in Malate, Manila.

The CEO of Pagcor since 2001, Genuino has produced record profits for the gaming agency from P17.46 billion in 2001 to P27.76 billion in 2007. In 2000, a year before he took over, Pagcor had income of just P14.62 billion.

With his record, Genuino should aim for a higher national position, some people say. “What this country needs is competence and good governance,” he says.

In two years, the Philippines will be ready to go toe-to-toe with the best of what Macau and the rest of Asia have to offer in terms of gaming and entertainment when its own version of Las Vegas-the 90-hectare Bagong Nayon Pilipino-Manila Bay Integrated City (BNP-MBIC)-commences operation.

Birds-eye view on four concepts

Pagcor refused to divulge the specific features of their projects pending the signing of the contracts although it gave some highlights of the concepts.
Aruze Corp., a global manufacturer and distributor of gaming machines and known as having ties with the Wynn Resorts, proposed the development of the Okada Resort Manila Bay--an integrated resort with 2,000 standard rooms and 300 VIP suites.
Its main features would be an oceanarium touted to be the world's largest, theaters, a sports arena, a special museum, and a giant Ferris wheel similar to the London Eye that will be called the "Manila Eye."
Genting Berhad, with its partners Star Cruises and Philippine property giant Alliance Global Group Inc., is planning to build several hotels with a minimum room capacity of 2,000 rooms, a world-class theme park, a museum, and a tower that will be the tallest in the world.
The Genting Berhad Group owns the Genting Highlands Resort in Malaysia and holds the exclusive development rights of film giant Universal Studios in Asia. Sources say the company is putting up another Universal Studios in the Manila Bay Integrated City and will be among the first entertainment facilities that will be completed there."Most likely that is what they would do and that is also what we want," a Pagcor insider said.
SM Investments Corporation, the Philippine retail giant which owns three of the top ten biggest malls in the world, proposed to build a world-class gaming facility in partnership with Asia Pacific Gaming of Australia, a major luxury hotel to be managed by Radisson Hotels & Resorts, a museum and a sports arena. All will be built beside the SM Mall of Asia, touted as the largest in the region.
Bloombury Investments, meanwhile, plans to build three luxury hotels with a total capacity of 1,500 rooms, with high-end retail shopping, celebrity-themed dining, a showroom and museum, and a major entertainment and sports center.

Tourist lure to include mega sport events

Pagcor will be in the running to garner a share of the estimated 200 million Chinese travelers that will be vacationing throughout Asia.
Attractions such as the Manila Eye by Aruze Corp., the Tower by Genting Berhad, the numerous museums, additional hotel accommodation, as well as the sports and entertainment shows that will be featured at the Manila Bay Integrated City will make the capital city comparable to renowned tourist magnets such as Paris, London, Bangkok and Tokyo.
He said the road system there will also be tailored fit to host F1 racing, while the sports arenas will be used as venues for international basketball, tennis and boxing events. Genuino said current World Boxing Council super featherweight champion Manny Pacquiao, who has become a global boxing icon due to his numerous conquests in Las Vegas fights, will definitely be strutting his wares in one of its big arenas.
On the economic front, Genuino said the Bagong Nayon Pilipino-Manila Bay Integrated City will triple Pagcor's revenue to US$1.5 billion, half of which will go to the national treasury, aside from the ripples it will create in the construction, hotel, restaurant and other tourism-related industries.
"This project represents Pagcor's shift from mere gaming into wholesome, family-oriented recreation and entertainment. With this, we aim to make Pagcor the catalyst for economic progress and national development," he said.

My isang render din ako nabasa sa biz news asia, almost the same sia dun sa 2nd version ng pagcor tower (ung render na may malaking green na bola sa gitna) pero iba ung itsura ng pagcor tower (maliit ang bola, saka may weaved patterns sa mismong tower) tapos instead of a regular bridge/daanan ng sasakyan, suspension bridge naman

PHILIPPINE WAGER FOR PACKER



News from the Philippines suggests that James Packer’s Crown Limited will submit a bid for the Philippine Amusement and Gaming Corp (PAGCOR) Manila Bay entertainment city being built on 120 hectares of reclaimed land. Aruze from Japan, Genting and a local developer have also expressed interest in the multi-billion dollar project, and Genting has been granted a casino operating licence already. Investors are expected to spend around US$3 billion each on the construction of gaming entertainment complexes with hotels.

According to reports from PAGCOR, Packer's Bloomsbury Investments submitted a $100 million deposit toward a planned 1,700-room resort and convention complex that could include a 1,000-room Crown brand hotel. Talks between Packer and PAGCOR are said to be ongoing and the proposed casino resort would cost around $1.5 billion to build.

At the beginning of this month Crown announced that its joint venture with York Capital Management and property developer IDM in a 27-acre site in Las Vegas would not proceed following a strategic review. The A$44 million investment made by Crown in the project is being written off. In a 4 June statement Crown CEO Rowen Craigie said, “The recent upheavals in world credit markets has made it increasingly difficult for Crown and its partners to develop a commercially viable project on what remains an attractive location on the Las Vegas strip. Accordingly, we took the decision to stop making further payments to the vendors of the site and concentrate our focus on other areas of our business.”

With the recent success of Crown Macau, now reportedly the busiest casino in the world for gaming volume, it seems that the Asian casino market is a more viable option. The Philippine Church and fishermen in the Manila Bay area are opposing the PAGCOR project but plans are well advanced for casino hotels, sports facilities, and a wide range of entertainment and leisure options in the Bagong Nayong Pilipino Manila Bay Tourism City. Palace allies linked to Pagcor project
Manila Times

First of two parts

A COMPANY that has neither track record in the gaming business nor proven financial capability to back up a multibillion-peso enterprise is poised to become the newest investor in the ambitious Tourism City project of the Philippine Amusement and Gaming Corp. (Pagcor).

But what Bloombury Investments Ltd. lacks in these top two criteria for investors in the Pagcor project, it more than makes up for in terms of political connections, based on records of the state-run corporation itself, as well as information from those privy to the deals.

At least two close allies of President Gloria Macapagal Arroyo have been linked to Bloombury: Jose Pepito Ch. Alvarez, who is listed as the companys president, and Enrique Ricky K. Razon Jr., whose legal counsel in his familys International Container Terminal Services Inc. (ICTSI), Silverio Benny J. Tan, is Bloombury corporate secretary.

Bloomburys managing director, meanwhile, is Donato C. Almeda, brother of Antonio Mariano C. Almeda, the chief of staff and horse trainer of Pampanga Rep. Juan Miguel Mikey M. Arroyo, eldest son of President Arroyo. In the May 2007 elections, Antonio Almeda was the No. 4 party-list nominee of Ahonbayan, which had been tagged by militants as a group fielded by the Arroyo administration.

Bloombury was supposedly counting on the purse and gaming expertise of Publishing and Broadcasting Ltd. (PBL), owned by Australias third richest man, 40-year-old James Douglas Packer. Pagcor accepted Bloomburys $1.14-billion proposal in September 2007 reportedly on the basis of its partnership with PBL.

PBLs gaming concerns have since been put into a new Packer company, Crown Ltd. Last June 16, Crown issued a press statement saying that neither the company nor Packer was in advanced talks with Bloombury regarding the Pagcor venture. (see sidebar)

Minus Crown, Bloombury for now is nothing more than a paper entity.

In a recent interview with the PCIJ, Pagcor President Rafael Butch Francisco and Senior Vice President Rene C. Figueroa said that what Pagcor accepted was only Bloomburys concept. Added Figueroa: We havent granted them anything pa. There is no license, no nothing.

They also denied reports that subtle and not so subtle pressure had been applied on Pagcor to bring in Bloombury as an investor in Tourism City.

Still, the fact that Bloombury has managed to get this far in Pagcors $20-billion project has raised eyebrows even within Pagcor itself. It also calls into question the process through which Pagcor chooses participants in a project that was made possible only after the state firm acquired a new charter last year.

With its budget deficit and debts, the Philippine government cannot by itself finance the cost required to build Tourism City, which the Arroyo administration hopes to be comparable, if not greater than Macau, in terms of gambling and entertainment. The key to the projects success, argued its proponents, lay in private investors, who would get licenses to operate casinos from Pagcor until recently the monopolistic regulator and operator of legal gambling in the country.

Under its old charter, only Pagcor was allowed to operate casinos. (The charter was also scheduled to expire along with the state firm on July 11, 2008, which is why Pagcor applied for a 25-year extension as early as 2002, renewable for another 25 years.)

In February last year, on the last day of a Congress special session right before the May 2007 polls, the House approved Pagcors new charter, which gave the state corporation the power to subfranchise its franchise to private investors.

The House majority, then led by current Speaker Prospero Nograles, deemed the Pagcor franchise of utmost importance. It passed way ahead of a pending wage hike bill and the controversial cheaper medicines bill.

Pagcor has since lost no time to fast-track Tourism City as well. It disclosed its terms of reference for investors, including a four-stage evaluation process before the issuance of a regular license.

In its terms of reference, Pagcor sought investors with the financial capability and a well-established experience in the hotel and gaming business.

Principal investors were also encouraged to apply, but were required to partner with qualified hotel and gaming operations entities with a track record in organizing and operating world-class hotel and gaming projects.

The interested parties would need to tender a $100-million bond each, to prove that they are serious in their undertaking.

In early 2008, a year after the project was first made public, Pagcor announced that four companies had expressed interest to invest in Tourism City.

First was Malaysias Genting Berhad, with partners Star Cruises and locally listed firm Alliance Global Inc. The proposal was initiated by Andrew Tan of Megaworld Philippines through Travellers International Hotel Group Inc., Pagcor said.

The group plans to build hotels with a minimum room capacity of 2,000 rooms, along with a theme park. In a disclosure, Alliance Global announced that its joint venture with Star Cruises would cost around $1 billion. Of the four groups, only this partnership has received a provisional license from Pagcor to begin construction.

The second was Japans Aruze Corp., which proposed the development of the Okada Resort Manila Bay, a casino resort with 2,000 regular rooms and 300 VIP suites. Aruze has proposed to build what could become the worlds biggest oceanarium, and a giant Ferris wheel similar to the London Eye.

Pagcor insiders say that the Aruze group would get its provisional license in two to three weeks. Aruze, they say, has found a local partner in a group represented by Ramon Ang, president and chief executive officer of food and beverage giant San Miguel Corp.

Third to come in was SM Investments Corp., a local holding company with interests in mall operations, retail, banking, and property development. It has partnered with Asia-Pacific Gaming of Australia to put up a luxury hotel in the area. SM Investments operates the SM Mall of Asia, the countrys largest shopping mall near the area.

And then there was Bloombury Investments Ltd., which said it would have three luxury hotels with a combined capacity of 2,400 rooms, plus 30 VIP suites, high-end retail shops, and entertainment and sports centers. Bloombury also said it would employ 9,600 persons directly, and 40,000 others indirectly.

Yet when Pagcor accepted its concept notes nine months ago, Bloombury did not even exist as a company in the Philippines.

It registered with the Securities and Exchange Commission (SEC) only four months ago, on February 27, 2008, as Bloombury Investments Holdings Inc. (Bloombury reportedly registered in the British Virgin Islands on May 3, 2007, but Pagcor has not verified this.)

SEC documents show that Bloomburys authorized capital was all of P60 million, and its subscribed capital, just P15 million.

Of the latter amount, P14.9 million is listed as shares of Pepito Alvarez, who by many accounts is among the Philippiness most indefatigable serial entrepreneurs.

What is curious is that Alvarez has not spoken in public or with Pagcor executives about Bloombury at all; he has acted for the most part as an indifferent owner of the firm.

Alvarez does have a formidable business pedigree. From logging, he has diversified to car making (becoming one of the first foreign investors to build a car factory in Vietnam), insurance, fertilizer production, bus transportation, and even airlines. But hotels, gaming, and gambling are not among his core businesses.

Some of those privy to the deal explain that a far bigger serial entrepreneur, and a far closer Arroyo ally, Ricky Razon, is the real influence behind Bloombury.

It was Razon, they say, who pitched the Bloombury bid to Pagcor in late 2007. It was also Razon, they add, who made sure that the law firm Picazo Buyco Tan Fider & Santos, which boasts of ICTSI as a major client, worked on Bloomburys registration in the Philippines. And, they say, it was Razon who looked for foreign partners for Bloombury, including Australias Packer, and Packers partner in Crown, Lawrence Ho, son of Macaus gambling kingpin Stanley Ho.

Razon, says a high-level Pagcor insider, would have had no qualms revealing himself as being behind Bloombury, except that he had been linked to controversial deals, including the botched, kickback-ridden National Broadband Network (NBN) contract with Chinas ZTE Corporation.

Says the insider: There was resistance from within (Pagcor) and so they brought in Alvarez to the picture.

Indeed, Alvarezs role in Bloombury was only inadvertently disclosed by Pagcor chief Francisco in an interview a fortnight ago with the Hong Kong-based South China Morning Post.Pagcor Senior Vice President Figueroa also told PCIJ that Alvarez has not spoken for Bloombury at all.

But the two Pagcor officials skirted questions about Razons role in Bloombury, which Figueroa stressed is the vehicle of Mr. Alvarez for this specific project.

Asked why gaming industry insiders insist that it is Razon who is behind Bloombury and who worked on the partnership with Packer, Figueroa replied, laughing, Rumor na yan.

He (Razon) might have introduced (Packer) or anything, he continued. He introduced (Packer) to Pepito (Alvarez)maybe thats what hes saying. But as far as we are concerned, we have talked only to Mr. Almeda.

According to Figueroa, it is Almeda who makes all the presentations, writes letters, answers queries, and speaks for Bloombury.

Francisco, for his part, said that while he has not talked to Alvarez, he knows from the records that Alvarez is the principal of Almeda. Francisco also said that it was Almeda who brought Crowns senior executives to Pagcors office.

But Pagcors executives offered confusing statements about the weight they assign to Bloombury as a principal in its claimed partnership with Packer.

At one point, Figueroa said, As far as were concerned, ang kausap namin dito is Bloombury.

At another, Figueroa said Pagcor accepted Bloomburys proposal, even when gaming is not a core business of Alvarez, because, he is partnering with a very credible group. Crown is very big thats why, for track record, we look at Crown. Pagcor top officials, including chairman Efraim Genuino, have also met, and dined, with Packer at least twice in Manila.

Based on Bloomburys own papers, however, the company seems to have more links to Razon than to Alvarez.

It is in Bloomburys letter of intent to Pagcor that Razons legal counsel in ICTSI, Benny Tan, is listed as corporate secretary, while Almeda is named as managing director. Tans name does not appear in Bloomburys SEC records, but Almedas does, as one of its incorporators who put in P1 each. The others are lawyers Fiorello E. Azura, Jhoel P. Raquedan, and Allen R. Bauzon.

Azura is a senior partner of the Azura Quiroz & Campos Law Offices, which lawyers for Pepito Alvarez, who is also chair of Philippine Phosphate Fertilizer Corp. or Philphos. Azura had also served as assistant executive of the Asset Privatization Trust under the Joseph Estrada administration in 1999.

Raquedan and Bauzon are senior associates of the Picazo Buyco Tan Fider & Santos lfirm, which has made a reputation as the counsel of choice for the lenders on various projects and acquisitions in the country, according to www.iflrlegalwire.com, a reputable guide to the worlds leading financial law firms.

Almeda, though, is possibly Bloomburys only tenuous link to gaming operations. At one time, he had served as president of Waterfront Philippines Inc., which is owned by the family of William Gatchalian, a close friend of former President Estrada. Waterfront hotels in Manila, Cebu, Mactan, and Davao host Pagcor casinos.

It is also Almeda who visits albeit rarely, said the person who fielded PCIJs phone call Bloomburys representative office in Manila, which turned out to be the premises of Mega Equipment, a company owned by Jose Eduardo J. Alarilla and Medy Chua-See, until recently major shareholders in Razons ICTSI.

That Razon has a line to Malacaang is an open secret. On October 25, 2007, businessman Jose Joey de Venecia III testified at the Senate that he received advice on his NBN proposal from Razon and President Arroyos brother, Diosdado Buboy Macapagal Jr.

De Venecia quoted Razon as saying: P... ina kasi yang (former Commission on Elections Chairman Benjamin) Abalos na yan. Sinabi pa niya kay (First Gentleman) Mike (Arroyo) na mayroon siyang $70 million dito. Hindi ito makalimutan ni Mike (That s.o.b. Abalos. He told Mike that he would get $70 million, and now Mike cant forget it).

As for Pepito Alvarez, many still remember him as the owner of the Learjet that reportedly spirited then elections commissioner Virgilio Garcillano out of the country in 2005, at the height of the Hello, Garci controversy.

Official reports affirmed that Garcillano took a chartered Subic Air Learjet to fly from Subic to Singapore on July 14, 2005. Alvarez owns Subic Air, which maintains a fleet of Learjets, Bell and Eurocopter aircraft, and BMW cars.

Garcillano later wound up in Latin America, where Razon reportedly kept him occupied for months, and away from the House of Representatives that was investigating alleged attempts by Arroyo to cheat in the 2004 elections.

Razon ranks No. 11 in the 2007 Forbes magazine list of the 40 richest Filipinos, with a supposed net worth of $285 million.

The PCIJ repeatedly tried to secure comments from Razon, Alvarez, Almeda, and the Picazo lawyers through fax, mail, and phone calls but received no reply as of this writing. Razon is on vacation overseas, according to his public relations officer. A questionnaire faxed to eight companies known to be owned by Alvarez yielded no reply.

Alvarez and Razon have kept quiet about their role in Garcillanos flight abroad, but talks persist that they are both close allies of the president and First Gentleman Jose Miguel Arroyo.

Alvarezs brother Antonio, a congressman from Palawan, is a member of Arroyos Kabalikat ng Malayang Pilipino (Kampi) party.

In 2005, Rep. Alvarez voted, together with 157 other lawmakers, to junk three impeachment complaints against the president.

In 2007, Rep. Alvarez voted, together with 112 congressmen, to give Pagcor awesome powers under a new charter.

Last April, Alvarez, who chairs the trade and industry committee of the House of Representatives, openly endorsed the Pagcor casino project. He said it would put the country in a position to catch a portion of Chinas increasing spending on gambling.

We also need jobs. We have 430,000 new college graduates a year but not all can be absorbed by existing companies, said the younger Alvarez. With world-class casinos in Manila, the congressman said rich Filipinos need not go to Macau or Las Vegas and just spend their money in the country.

Some opposition lawmakers said money changed hands prior to the plenary vote on the bill. Then Deputy Minority Leaders Rolex T. Suplico and Joel Villanueva in particular said that legislators were offered thick wads of peso bills, amounting to at least P50,000 per bundle, and that Arroyos allies managed the operations.

Asked by PCIJ about this allegation, Pagcors Francisco gave a long, hearty laugh. No, no, no, no, he said. We applied for a charter in 2002...Can you imagine that? Could you believe that? with additional reporting by Patricia M. de Leon

The Philippines has become the gambling lords paradise. And the richest of these lords, albeit legal and government-owned, the Philippine Amusement and Gaming Corp. (Pagcor), is about to turn the most beautiful part of Metro Manila into the Las Vegas of the Orient.

Most of the other gambling lords are operators of illegal jueteng operations.

These, people and groups that became famous in the impeachment trial of President Joseph Estrada who was ousted primarily because he was accused of receiving bribes from jueteng operators, are also operating someothers say mostof the legal Small Town Lottery franchises. The Manila Times learned from a source in the industry.

The STL is granted to qualified gambling-operators by another government-owned gambling lord, the Philippine Charity Sweepstakes Office (PCSO).

Pagcor is much richer than the PCSO. Pagcor casinos are all over the National Capital Region and the key cities of the archipelago. These casino buildings, brightly lit at night, look like palaces, glittering like small-scale versions of the ones in Las Vegas, Macau, Singapore and Malaysia.

But Pagcor has begun to build its Entertainment Cityon the very land close to the Philippine Cultural Center and extending towards Pasay by the seawhich could, if all the investors do come and none of the usual Filipino contretemps wreck the project, rival what Macau and Singapore now offer.

The Pagcor and the PCSO are of course the goodies of this countrys burgeoning gambling industry. They are goodies because they do great works of charitygiving to hospitals, educational institutions, various foundations and every single charity and medical concern presented to them by governors, mayors and barangay officials that are favored by Malacaang and by congressmen and senators who are allies of the President.

They even give generously to charity projects for the poor run by Roman Catholic Church parishes and bishops.

Yet, they are officially not goodies to the hierarchy of the Church (and to most of the Protestant pastors too).

The doctrine of the Catholic Church on gambling is as neutral as her doctrine on alcoholic drinksespecially grape wine, without which no substance can be miraculously transubstantiated into the Sacred Blood of Our Lord Jesus Christ.

The doctrine on gambling, as stated in the Catechism of the Catholic Church, says: Games of chance [card games, etc.] or wagers are not in themselves contrary to justice. They become morally unacceptable when they deprive someone of what is necessary to provide for his needs and those of others. The passion for gambling risks being an enslavement. Unfair wagers and cheating at games constitute grave matter, unless the damage inflicted is so slight that the one who suffers it cannot reasonably consider it significant.

In other words, you can gamble if you are not doing it as an addiction (an enslavement). And if you do not deprive your familyor anyone to whom you owe the duty of love and supportof your time, your attention and your money. Its all common sense, really. You can gamble to excess, just as you can drink to excess and do harm to yourself.

Then you commit grave injustice. And your gambling addiction might even lead you to steal.

The Catholic bishops see much more than personal sins related to gambling. They wisely oppose both legal and illegal gambling because of the harm both forms have been doing to the Filipinos as a society and to the Filipino characterespecially to the poor in the case of jueteng, masiao and the PCSOs small town lottery.

CBCP vs. organized gambling

The Catholic Bishops Conference of the Philippines (see What Catholic Churchs doctrine on gambling says) has issued a pastoral statement against organized gambling.

The bishops decry the many attempts . . . made to legalize all forms of gambling, even as lotto and casinos are legal. But again for us as Pastors, given the fatal lure of gambling to the Filipino psyche, the legalization of organized gambling in order to raise funds, even for development, is a form of de-moralizationthe gradual erosion of moral values necessary to a development-oriented work ethic, such as diligence and industry, accountability and transparency.

The poor and the needy are victimized the most. They are often the most prone to gambling addiction, as the deadly attraction of easy and quick riches beckons them to disaster. Therefore, the legalization and proliferation of gambling establishments are nothing more than an abject surrender to a morally debilitating vice.

For reasons like the above we strongly oppose organized rampant gambling, be it legal or illegal. Our development as a people is not merely economic. It has to be more. It must be moral and spiritual as well. We, therefore, strongly urge that the investigations now going on against gambling lords be pursued relentlessly until these are brought to justice and the complicity of government officials, police, and military officers be brought out into the open and punished.

Bishops support Gov. Panlilio

About two-thirds of all the Catholic bishops are supporting the case Pampangas Governor Eddie Panlilio has filed against perhaps the most celebrated person to be accused of being a jueteng lord. He is Rodolfo Bong Pineda, and he and his wife, are among President Gloria Arroyos best friends and townmates. Mr. Pineda has appeared in Senate hearings and was mentioned in the impeachment trial of former President Erap Estrada.

But there is a new reality that has not reached the Philippine public, the same gambling industry source told The Times. Illegal gambling, especially jueteng, these days is no longer controlled by civilians. Someone in the Cabinet and his men all over the country who wield great power over law-enforcement agencies, is now the boss of bosses.

We in The Times have tried to verify this piece of information. And if we are told that it is again another nasty rumor meant to add to the dirt being thrown at the Palace we will not be surprised.

Alliance Global Group Inc., the holding company of magnate Andrew Tan, said it plans to secure an agreement soon with Malaysia-based Star Cruises Ltd., an affiliate of Malaysian conglomerate Genting Group.

Tan told reporters that AGI will sign a $1-billion agreement with Star Cruises.

The project, to be located in the 40-hectare Manila Bay reclamation area, will be majority owned by Tan’s company.

“Yes, under Philippine laws, we will have majority," he said.

Earlier, Alliance Global’s Travelers International Hotel Group Inc obtained a provisional license from state-run Philippine Amusement and Gaming Corp to operate inside the Bagong Nayong Pilipino Manila Bay Tourism City project.

ALLIANCE GLOBAL GROUP Inc. is close to signing a deal with Hong Kong-listed Star Cruises Ltd. for a stake in Alliance’s tourism arm, Travellers International Hotel Group Inc.

Travellers will undertake the development of Maxim’s Hotel in cooperation with Star Cruises, which is also Alliance Global’s partner for its stake in the Manila Bay Tourism City project of Philippine Amusement and Gaming Corp. (Pagcor).

“We hope to close the deal by the end of this month,” Alliance Global chair Andrew Tan said. He declined to elaborate.

Malaysian conglomerate Genting Group and Alliance Global are looking at investing more than $1 billion in the state-led multibillion-dollar casino and tourism complex at the 40-hectare Manila Bay reclamation area.

Alliance Global president Kingson Sian had said that the consortium was still working out the terms of the joint venture since its foreign partner was still conducting a due-diligence audit.

Sian also said the project might consist of a hotel casino within the complex, possibly a theme park and potential for condominium units.

from what i have heard ,the construction will start before december or the 3rd quarter this year...i wish they could start it right away because many people wants pagcor city to be fully operational by the near future....and i hope many tourists will arrive in our country...

I'm astounded by the two articles which were cover stories for this Bagong Nayong Pilipino Manila Bay Tourist Pagcor City (BaNaPiMaBaToPa City and the fact that the ambitious earthquake-reclaimed-land-terrorist-and-within-the-budget-for-being-the-tallest-tower-in-Asia-proof is the symbol to the PAGCOR's answerto the entire poverty of the Philippines.

Sure within ten years there are loads of developments like probably our infrastructure will improve but really it severely drills my head in to read such things.

I mean basing dun sa scale model, baka parang may "hati" siya kumbaga underground yung entrance tapos magkabilang panig eh parang aquarium. On the other hand kung talagang lulubog sa tubig yung ferris wheel, mahirap gawan ng scale yun :lol: yung entrance eh baka sa mataas na lugar katulad ng mga binigay na example sa taas :D

The chairman of Aruze Corp. turned over 300 metric tons of rice to the Philippine government the other day for distribution to families affected by the destructive typhoons that hit the country recently.

Azure chairman Kazuo Okada handed over his donation to National Disaster Coordinating Council (NDCC) Chairman Gilberto Teodoro through the initiative of Philippine Amusement and Gaming Corp. (Pagcor) chairman and CEO Efraim Genuino.

The rice donation, currently kept in a holding facility in Cabuyao, Laguna, will be used to augment supplies for the NDCC’s relief operations in typhoon-ravaged areas nationwide.

“We are very happy for the concern showed by Mr. Okada for the Filipino people. His generosity is much appreciated,” said Genuino.

Meanwhile, Teodoro, who is also defense secretary, also expressed his gratitude to Okada for helping the typhoon victims.

Aruze Corp. is renowned worldwide for manufacturing some of the most innovative and technologically advanced gaming machines in the market.

It is also known for its well-established ties with Wynn Resorts, as a major stockholder of the company in the United States and Macau.

The company is one of the investors awarded with a provisional license from Pagcor to construct a hotel-resort complex in its Bagong Nayong Pilipino-Entertainment City Manila project.

The Entertainment City Manila is a fully integrated resort complex set to rise initially on 120 hectares of prime reclaimed land along the Manila Bay area.

Maybe hindi under the water yung sakayan. Pwedeng may loading/unloading platform sa area before it submerges sa water or right after it emerges from the water.

Ang saya siguro pag habang nasa ilalim ng tubig merong mga sirena at syokoy na sumasayaw sayaw to entertain the people :lol:

another possible answer aside sa above water ang loading area. maybe it wasn't submerged after all kumbaga the loading area is below ground but there is a division between the man made lake and the loading area and parang aquarium lang siya. The aquarium can be part of their planned oceanarium. but of course mas maganda yung submerged, baka mafeature pa tayo sa discovery or NGC if ever hehehehe.

Chief executive officer Crown Rowen Craigie said global credit crunch has made it hard to develop casino-entertainment projects which need significant capital.

"The recent and ongoing events in world credit markets have made it very difficult for gaming operators to develop commercially viable casino-entertainment projects where those projects require significant external debt funding," he said.

"After further review, Crown has determined not to participate in Bloombury's proposal or any other proposal to develop an integrated casino-entertainment complex in Manila Bay."

Gaming firm Crown Ltd said it is no longer pursuing an investment in a proposed casino project in the Philippines with Bloombury Investments Ltd due to tightening credit conditions.

Chief executive officer Crown Rowen Craigie said global credit crunch has made it hard to develop casino-entertainment projects which need significant capital.

"The recent and ongoing events in world credit markets have made it very difficult for gaming operators to develop commercially viable casino-entertainment projects where those projects require significant external debt funding," he said.

"After further review, Crown has determined not to participate in Bloombury's proposal or any other proposal to develop an integrated casino-entertainment complex in Manila Bay."

So far, Aruze Corp.'s plans are the most publicized and they stated [from the previous page] that construction will commence in January of 2009. So, we might see some major activities by then.

elo everybody, jsut new in this thread.. i cant view previous posts kasi ang bagal ng connection ko. let me share na lang yung alam ko about the Bay City.

sa previous news reports sa tv sa ABC5 i think.. dun ko nakita mismo yung PAGCOR CITY model. maganda yung model, maganda yung itatayong PAGCOR CITY as in.. ang main attraction nga dun is yung tower. and sa pagkakaalam ko rin e sinabi before na lalagyan ng elevated railway yung palibot ng PAGCOR CITY i just dont know kung lalagyan din sa Nayong Pilino area.

so far if this happens more jobs nga ito talaga hindi lang sa loob kundi pati sa labas. nga lang may mga pumipigil.. sana magising na yung mga taong yun...

anyways, as for Nayong Pilipino... wala pa akong nakikitang construction sa area kasi palagi naman kami dumadaan sa macapagal blvd e. signage pa lang ang tumutukoy sa area na dun itatayo o ilalagay ang Nayong Pilipino.

as for SM Mall of Asia... nag start na yung Hotel or condo na itatayo nila dun.. saw it last 2weeks ago nag start na yun.. sa may south wing ng MOA before sa GLOBE.

as for the DOME naman, 16000 capacity lang ata ang gagawin.. so mas malaki pa rin ang sa araneta. gagawan lang nila ng ka-competion yung ARaneta Coliseum.

malayo po yung mga subd. sa tatayuan ng PAGCOR CITY? Sa pagkakaalam ko Yung PAGCOR City itatayo siya dun sa may malapit sa MOA.. correct me if im wrong. hindi kasi diba pwede itayo yan near NAIA kasi may tower ang PAGCOR CITY.
