Yes it was, the same who designed the TGV train stations in France, and this building that collapsed at the Paris CDG airport. I found some infomation in French on it. It should open this year, and will host one of the world's greatest opera (2500 seats), a 2000 seats concert hall and a 1400 seats theater. There are pics some down the following page (it is a test for engineers in a French university, so you can see the clculations!). I saw it in the flesh when I went to Beijing two months ago and it's huge. Even though it is ultra modern and contrasts hugely with the older architecture in the city I don't think it clashes with it. It's kind of fitting for Beijing, a city that has always built things on a very grand scale, why should the 21st century be any different? It sits very nicely next to the very impressive government buildings on Tiananmen Square. Compared with Shanghai, bands and symphonies orchestras prefer to go to Shanghai more than Beijing, 'cause Shanghai people like to be "Xiao Zi", while very few Beijing Ren have the interest to go for concerts. So how the government is gonna organize it in the future will be the key for its future, and also the changes of hobbies among youngsters... Yes it will be better they put some English sign up for non-Chinese who can't read Chinese, but when you take a second look of that piture, it is the front door of the building, I think they want more of a Chinese feel to it and don't want English sign there, I sure they will put English sign up inside the building. In that case, I would recommend to put besides English also Japanese, French, Arabic, one of the major Indian languages and Russian on the board as well. that would trully reflect Beijings as an international city. China will have every language in the world integrated into a GPS navigating device. Really how can any foreigner find any address without navigating through the streets first. China is vying to play the global game. It may not or should not have to accommodate every language in posting signs, but it should work to make it easier for international visitors whether it be business or tourism. Technology will handle it. Soon more Chinese will speak some level of comprehensible English than there are Americans in the US. Europeans may speak more than one language but mostly only European languages. China should learn and accommodate other languages simply because its in her own best interest to.
