DUBAI - His Highness Shaikh Maktoum bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE, and Ruler of Dubai, has issued, in his capacity a decree stipulating the establishment of ‘Dubai Silicon Oasis’ (DSO). Article (1) of the decree stipulates the establishment of a free zone to be named ‘Silicon Oasis’ that enjoys a judicial person's status and financial independence and that would be administered by the Free Zone Authority within boundaries and space demarcated as per the plan attached to the decree.
Article (3) stipulates the recruitment of major international firms specialised in manufacturing and development of modern technologies in Dubai and training of UAE nationals specialised in modern technologies. Article (4) stipulates that the authority shall take responsibility for executing the DSO's objectives i.e. organising activities and works within the Oasis, issuance of permits for firms to operate in the Oasis, providing the infrastructure of buildings and other necessary services, providing firms operating at DSO with technicians, skilled labourers and other types of employees; collection of fees against services delivered by the Oasis; establishing of an investment fund to the benefit of firms and individuals operating in the Oasis and to allow investors to partake in the Fund. Article (5) stipulates the designing, manufacturing, distribution and re-distribution of products connected to modern technologies; assembling and packaging of products manufactured within or outside the Oasis; and provision of educational and training services.
The other Articles stipulate laws that regulate the functioning of DSO; exemption of operating companies from all taxes and customs; exemption of companies and individuals from income taxes for 50 years; that the Oasis companies and individuals operating at DSO shall not be subjected to laws and regulations of Dubai Municipality or the Economic Development Department or the Rent Committee, except for the laws and regulations pertaining to the environment.
Dubai's Ruler has also issued a decree stipulating that the civil aviation department shall be authorised to fund and develop its own projects through bank loans and bonds or through Islamic funding.
The Dubai Silicon Oasis (DSO) will be the first and only purpose-built industrial park for the semiconductor industry… expected to represent businesses across the semiconductor value-chain.
Spread across 6.5 million sq m, DSO will provide:
Developed land for customized buildings
Ready-built space (with power, water, telecom, datacom)
Dubai Silicon Oasis will be the definitive environment for the global semiconductor industry and will provide every facility required for success in today's fast-changing world: from incubators, to networking and outsourcing support, business link-ups, venture capital, consulting, etc…
The Dubai Silicon Oasis will be a self-contained environment with convention and conference centres, banks, healthcare clinics, fitness centres, swimming pools, food courts etc…
The most authoritative and comprehensive portal on the semiconductor industry will be managed out of DSO, which will knit together the significant players in the semiconductor industry. The portal will be configured to be an excellent marketing vehicle with the potential to create enormous business opportunities
The Dubai Silicon Incubation Centre (DSIC) at DSO will provide facility for Broadband and Wireless Incubation for the development and commercialization of Intellectual Property and will help create regional enterprises at the top end of the technology spectrum.
An Institute Of Technology will come up at DSO to help train and develop local technical talent and expertise.

Dubai Silicon Oasis to market its services from next year
Dubai : The Dubai Silicon Oasis represents Dubai's first attempt to get into the core of the multi-layered global IT industry.
The stakes are indeed high for the project because it will be looking to develop its potential in one of the most competitive, and technologically advanced, IT sub-sectors.
In an update on the project's track record, Gulf News speaks to Dr Salem Abuzeid, chief marketing officer of Dubai Silicon Oasis (DSO).
Can you give me a date-on status of the DSO project? Has allotment of land been completed?
We have a well-known local consultant already assigned to the project. DSO has been allocated a 7.2 million square metre parcel of land. Its subdivision will be completed by Q4 2004 and the land will be available for construction by the tenants by Q4 2005.
Also, the DSO headquarters complex will be ready for occupancy by Q1 2006 and will be mostly allocated for the Microelectronic Innovation Center expansion and related activities.
This is as far as the activities on the main DSO site. In the meantime, DSO has established the Microelectronic Innovation Center and its services will be available for customers on December 1, 2004.
Any other areas DSO is looking at in the immediate future?
DSO is a project that is going to come to fruition over 20 years.
The first phase is creating the Microelectronics Innovation Center which is focused on providing the right environment to attract and retain the most critical part of the microelectronics supply chain the design companies.
These design companies are creating the next generation wireless, multimedia and communications products. In addition to the MIC, we are also focused on attracting system manufacturing and assembly enterprises.
There is also an effort under way to create a DSO training academy that will focus on providing training in advanced chip design in partnership with various suppliers as well as working closely with the leading universities of the UAE to integrate these latest technologies in the engineering curriculum.

Dubai Silicon Oasis (DSO), the world's premier purpose-built high-technology park for Microelectronics and Semiconductor research, development and production has announced that it has signed up with Arabtec, a contracting agency based in Dubai to commence construction of 560 Residential Villas inside DSO.
The villas, which are part of the Phase One execution, are going to be constructed at the Southern part of the 700-hectare project located in Nad Al Shibba area of Dubai. The project is aimed to fulfill the residential requirements of the employees of companies within DSO and surrounding areas.
Commenting on the residential villas project, Adel Ghafan, Director, Technical Department of Dubai Airport Free Zone (DAFZA) and DSO said, 'To truly develop into an advanced integrated electronic technology park, DSO has to offer a full service proposition to its host companies. The residential district within DSO is a strategic initiative aimed at creating convenient living spaces for technologists and other employees working in DSO as well as surrounding areas, complete with all modern amenities to cater to their needs and help them lead a well-balanced lifestyle.'
The residential complex, which is expected to be completed in the first half of 2006, will house excellent familial recreation and entertainment amenities, including a club house, that includes a multipurpose hall for family and community gatherings; a state of the art gymnasium; a swimming pool; mini shopping center and a play ground for children.
DSO has also announced that its infrastructure design will be finalized by end of 2004, following which construction will commence in phases. The design for the DSO Headquarter Complex is in the final stages of completion and the Complex will be ready in the first half of 2006.
Further to the higher management instructions, a revised study had been carried for the Building Regulation of DSO Sub-division plan to increase the heights of the buildings that fulfill the Urban Pattern of the land keeping the Floor Area Ratio the same as approved.

Dubai: Benaa Development yesterday launched a Dh300 million project, Arabian Heights Residences, at the Dubai Silicon Oasis.
The project is part of the residential cluster of the Dubai Silicon Oasis, which is set to become the centre of the region's semiconductor business.
Construction of the 440-apartment complex is set to begin during the last quarter of this year.
The project, currently under final stage of designing, will be completed by the fourth quarter of 2007.
All apartments will be offered on a freehold basis, officials said. Arch Group has been assigned the design of the project.
Dr. Mohammad Al Zarooni, Chief Executive of Dubai Silicon Oasis, said: "To truly develop into an advanced integrated technology park, Dubai Silicon Oasis has to offer a full service proposition to its community.
"The Arabian Heights development will thus play an important role in achieving our goal of making Dubai Silicon Oasis one of the world's leading centres of advanced electronic innovation, design and development."
As the first residential development announced for Dubai Silicon Oasis, officials said, Arabian Heights promises to be in high demand. Prices for studios to two-bedroom apartments will range from Dh330,000 to Dh1.2 million, including parking.
Sultan Hareb, Director of Benaa Development, said, "The architecture provides a fusion of Arabic and Islamic design elements resulting in a unique development that truly harmonises with the culture and history of the region."
Tender document for the civil engineering works will be out next month, Hareb said.
The 15-storeyed Arabian Heights features 440 stylish apartments, each with a balcony or courtyard and facilities of a five-star resort.
Benaa is in talks with a number of banks to facilitate mortgage financing for the project.
"We are negotiating with a number of banks to provide 70 per cent mortgage finance for our buyers. We hope to make a deal soon," Hareb said.

DUBAI Silicon Oasis (DSO), the industrial technology park for the microelectronics and semiconductor industry, signed an agreement with AMA Group Holdings Corporation (AMACU) of the Philippines to provide hi-tech education to specialise in technology sectors.
DSO Vice-Chairman and Dubai Airport Free Zone Authority (Dafza) Director-General Mohammed Al Zarouni and AMACU Chairman Amable Aguiluz signed the 15-year renewable contract at Dafza recently.
"The key objective of partnering with AMACU is to ensure that we have adequate number of professionals to meet the future needs of the hi-tech companies to exist in DSO," Zarouni said.
"It is our duty to facilitate the progress of the companies operating out of Silicon Oasis by means of preparing the ground for new graduates in the field of hi-tech," he said.
Zarouni said it was essential to create a strong academic platform to produce the right candidates specialised in microelectronics, semiconductors, optoelectronics and mechanical electronics to take up the responsibilities of running and operating the hi-tech operations.
"We are aware of the urgent needs for professionals in the technical fields, therefore we shall spare no effort to assist building the favourite infrastructure to train those professionals who we think would pilot the entire technical operations in the DSO's companies," Zarouni stated.
He said DSO is ready to put things in place for the new institution to commence their operation by 2007.
One of the main goals of Silicon Oasis is to link up industrial technology and academic circles to achieve the long term goal of serving DSO target customers across the electronics value chain.

Aguiluz said AMACU can play a key role in the creation of infrastructure for IT education in a number of countries in Asia and Arab world.

The IT University premises will be located at the DSO Headquarters at Nad Al Sheba area, said Aguiluz.

Eesa Bastaki, DSO's technology and development director, said: We are moving in the right direction by developing education infrastructure for the new generation and future business leaders. Dubai Silicon Oasis and Al Ain-based UAE University yesterday sign-ed a partnership agreement to provide the latter with the latest educational software program in designing and verification of integrated microchips.
The agreement was signed by Dr Mohammad Al Zarouni, director-general of Dubai Silicon Oasis, and Dr Hadef Al Daheri, vice-chancellor of UAE University.
Dr Al Zarouni said that the agreement is in line with the UAE Government's policy to develop a knowledge-based society by introducing advanced technological programmes in college curricula.
"The key objective of partnering with UAE University is to ensure that we have an adequate number of hi-tech professionals specialised in Integrated Chip (IC) technology to meet the growing needs of the companies that will exist in Dubai Silicon Oasis," he said.
Tech-savvy workforce
"The agreement is part of the plan to create and develop an efficient workforce enabling technology transfer and providing proper technology infrastructure to companies planning to establish themselves in the Microelectronic Innovation Centre."

The new headquarters of Dubai Silicon Oasis in Nad Al Sheba will be ready to host technology companies, especially those specialising in microelectronics, by the end of next year, a senior official of the high-tech park said yesterday.
Companies operating from the temporary site of the Oasis will also relocate to the new premises. Shaikh Ahmad Bin Saeed Al Maktoum, chairman of the Oasis, visited the construction site yesterday.
"Our key objective is to set up a favourable business environment for technology firms seeking opportunities in Dubai," he said.

DUBAI — The new headquarter of Dubai Silicon Oasis (DSO) at Nad Al Sheba area will be ready by the end of 2006, to host new technology-manufacturers and firms specialised in microelectronics. This was disclosed yesterday by a senior official of DSO.
The firms currently operating at the temporary site of DSO will also shift to the new headquarters.
Shaikh Ahmed bin Saeed Al Maktoum, chairman, DSO, visited the site of the new (DSO) headquarter and said: “The excavation works to construct the main icon and side towers of the project started three weeks ago with the next stage in progress. Our key objective is to set up favourable business environment for the technology-firms seeking opportunities in Dubai. The completion of the new DSO development will put Dubai in the map of the major technology-industry nations with a number of hi-tech firms operating here. ’’
He added: “It wouldn't be wise to invite high-tech firms without preparing the suitable infrastructure that help them run their business smoothly . With this major achievement, Dubai can play as the technology incubator of the future in the Middle East. Such unique projects meant to maintain robust growth in the emirate of Dubai and increase its overall Gross Domestic Product (GDP). To that end we shall not hesitate to support magnitude development that replicate on the revenues. Dr Mohammed Al Zarouni, director-general, DSO said, “This project is highly sophisticated and needs a lot of technical specification, therefore we have been very selective in assigning the contractors to execute the job. The new headquarter is expected to attract a large number of international companies in addition to the ones already existing here.’’
The project will include the headquarter, staff residence, industrial and educational areas and The 560-villas project is expected to be completed by early February 2006, concluded Al Zarouni.

Dubai: The Dubai Silicon Oasis will operate as an independent authority according to a Decree issued yesterday by His Highness Shaikh Maktoum Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.
Decree No (16) 2005 stipulates the establishment of Dubai Silicon Oasis Authority (DSOA).
Simultaneously, Law No (30) has been issued appointing Shaikh Ahmad Bin Saeed Al Maktoum as chairman of the new body, and Dr Mohammad Ahmad Al Zarouni as vice-chairman with immediate effect, according to a press statement yesterday.
Until now Dubai Silicon Oasis, launched in 2002, was operating under the Dubai Airport Free Zone Authority (Dafza). The DSOA will now enjoy a judicial status and financial and administrative independence.
The objectives of DSOA include facilitating and promoting modern industries in the emirate, and establishing an international centre that specialises in the development, design, and production of modern technology.
It will seek to develop, design and produce bio-technology; formulate and apply strategic policies and plans targeted to attract capital, and large international corporations specialising in modern technology to operate in the DSOA.
It will also contribute to the success of the government's general plan for the economic development of the emirate in all fields, through the development and training of nationals specialised in modern technology.
The new authority will seek to provide appropriate circumstances, environment and infrastructure for institutions and corporations operating in the DSOA and help them perform their licensing operations within the zone.
It will coordinate and cooperate with all government authorities and specialised local and international institutions and organisations with the purpose of fostering modern technological industries and widen the knowledge about intellectual property and patents, in co-operation with government departments, authorities and agencies in the emirate.
The complex will also aim to provide support and protection for research work and studies, in the development of modern technical applications, inventions, intellectual and industrial property rights of the DSOA partners.
It will also provide a global source of information for technology and to participate in international research programmes and conferences.

DSO increases investments to USD 4 billion

AMA Education System (AMAES) is setting up a campus in Dubai as part of the IT school’s foreign expansion.
The AMA University will be set up within a five-hectare property at the sprawling Dubai Silicon Oasis (DSO) IT facility.
AMAES Chair Amable Aguiluz recently entered into a partnership with DSO General Manager and Dubai Crown Prince Shiekh Mohammed bin Rashid Al Maktoum. However, Aguiluz did not disclose the amount of investments made to the Dubai campus.
Aguiluz said the facility will provide University-level courses, such as computer science and engineering to the growing Filipino community in Dubai as well as for other nationalities. He added that graduates of the Dubai school would feed Dubai’s demand for skilled IT workers.
The school will start building on February next year and is expected to be operational by the start of Dubai’s school year in September 2006.
“Due to the enormity of the project, it will be divided into phases so we could monitor precisely the developments,” Aguiluz stated.

Dubai: Dubai-based Pegasus Realty paid out Dh30 million for a parcel of prime commercial property at Dubai Silicon Oasis (DSO), the purpose-built technology park, with future plans to provide international clients with commercial real estate solutions, as well as attract multi-national companies by promoting the DSO.
DSO is a science and technology-based industrial park located in Nad Al Sheba, the southeastern part of Dubai City. Currently, the site consists of 700 hectares dedicated to leading edge semiconductor and microelectronics manufacturing industries.
"With this strategic deal we have strengthened our portfolio of real estate offerings in high value commercial property in UAE," said Imtiaz Panjwani, managing director of Pegasus Realty.
"DSO adds significant value and variety to our wide portfolio of real estate. Going ahead we intend to invest an additional Dh100 million in this project and attract global technology companies to set up base in Dubai parallel to the objectives of DSO."
With its focus on next-generation technology and wireless electronics innovation, investments in DSO are expected to exceed $10 billion over a period of 20 years.

Dubai: DVD and CD manufacturer Planet Optical Disc is planning a second facility with a Dh1 billion investment at the Dubai Silicon Oasis (DSO).
Subhash Dudani, chairman of the Dubai Airport based firm, said more than half the investment is for equipment designed to cater to new disc formats soon to be introduced.
The rest was for the facilities which will be one of the largest of its kind in the region, he said.
"We are in the process of finalising the site at the DSO and hope to start operations a year from now," said Dudani.
Planet Optical Disc, set up in 1999, offers total turnkey services of glass mastering and manufacturing of CD and DVD formats.
Dudani said the new project would be financed by raising up to 40 per cent equity within the group and 60 per cent by debt financing through financial institutions and equipment suppliers.
The launch of the new CD-R and DVD-R manufacturing facility recently accomplished the mission to provide all integrated digital media services under one roof, he said.
Main markets have been the Middle East region and Africa. "But for our high end products we cater to the global markets" said Dudani.
"We have maintained our competitive edge by providing top quality and services to the international and regional clientele," he said.
Optical Disc Systems, a magazine focusing on optical media manufacturing technology honoured Dudani with the 'Middle East Pioneer Award 2005' at the 4th Disc-Tech Dubai Conference, held at the Dubai World Trade Centre on Wednesday, a major buyer-seller meet of the optical media.

Silicon Oasis aims for Dh14.68b investment

Dubai: Dubai Silicon Oasis is poised to attract up to $4 billion (Dh14.68 billion) in direct investment in manufacturing of semi-conductors and electronic components, said a top official.
"We are spending Dh1.2 billion in infrastructure, head office and construction of 560 villas at the Dubai Silicon Oasis," Jurgen Knorr, chief executive of Dubai Silicon Oasis Authority (DSOA), told Gulf News on Saturday.
"We have begun to allocate plots of land to investors to build facilities including residential apartments, office blocks and industrial facilities to manufacture semi-conductors.
"If everything works out as planned, we would attract between $2 to $4 billion in total investment at the DSO. We have already signed up with 80 companies which will soon go up to 100 in the coming months and bring in between 1,000 to 1,500 qualified professionals, designers and engineers at the DSO," he said.
Last year, it had signed up with LSI Logic, a $2 billion company to invest in DSO. Knorr said, DSO is in negotiations with four major semi-conductor players to have a presence here, while 10 smaller manufacturers are in the pipeline.
DSO, a facility being developed by Dubai Government, is spread over 7 million square metres of land. Once completed, it will attract global semi-conductor manufacturers to relocate to Dubai due to its cost effectiveness and a world-class infrastructure. It is part of Dubai Government's vision to transform the emirate into a knowledge economy as contribution of hydrocarbon to its GDP is reducing every year.
Globally, consumer electronics market is worth about $1.3 trillion annually, of which semi-conductor is worth about $250 billion and silicon is about $8 billion annually. The others are original equipment manufactuing (OEM) or outsourcing market while the rest is logistics and distribution market.
"We are trying to tap the $250 billion semi-conductor and $8 billion silicon manufacturing market," he said.
As many as 40 high-rise towers are being planned for construction at the site. These are being sold to investors/developers who will build the towers.
"Once completed, the DSO will be home to 150,000 residents, most of whom will also work here. So, we have a large infrastructure plan in place to manage the infrastructure, security and other civic facilities," he said.
DSO will have a residential cluster, an education, research and development cluster as well as manufacturing cluster for semi-conductor development. It has signed up with AMA University of the Philippines to groom technical graduates, while at the same time negotiating with a few US universities including George Washington University and Stanford University to build a campus at the DSO.
The universities will develop initially 400 graduates, which could triple once all the facilities become operational.

termi_nader July 8th, 2006, 03:16 PM from all the projects that have been launched in DSO, not a single one is a villa development. all residential projects in DSO are flats as of right now. there are areas in DSO that have been zoned for low-density residential, which i assume will mean villas of some sort. but none launched thus far.
the reason why you are not bombarded with info on DSO, is because its not just freehold, its also a freezone. There was a long internal discussion about how to offer these two benefits to what kind of investors while still staying true to the purpose for DSO. This discussion is nearing its end, and you may see more of DSO in the coming months.

As for actual projects in DSO, there are about 12 listed on Emporis. Developers range from Bonyan to HAN to Tameer. But as of right now, all residentials there are flats.

the villa development is in the low-density residential area, like i had said. But i was unaware that they had already gotten this far in the development.
if you see the zone plan on the DSO website, the siteplan for the villas (the last pic in the collection) corresponds to the two low-density residential zones on the South West corner of DSO (the two big yellow patches on the left).
From my conversations with people at DSO, freehold ownership was to apply only to property purchased in the peripheral area of DSO, what they refer to as the "Admin Zone". Offices and residences in the inner area were not to be sold on a freehold basis, although it wasn't entirely clear on the phone as to exactly which areas will be considered as admin zone, and which wont.
I'm assuming that the villas you're referring to do not fall into the admin zone, which is why they werent advertised - they're probably not freehold.
Offices built in the centre of DSO will also not be freehold according to the folks there, and will be rented out only to semiconductor and IT companies, much like DIC and DMC.

Dubai: Dubai Silicon Oasis (DSO), which has thrown down the gauntlet to Silicon Valley and other prestigious centres of high-tech innovation, is embarking on a worldwide campaign to woo companies to its 7.2 million square metre site.
Shahla Ahmad Abdulrazak, deputy to the chief executive of DSO, said she will soon be pitching the free zone to high-tech companies in the US, Europe and the Far East. She plans to tout the tax-free structure and the state-of-the-art physical and communications infrastructure as major selling points.
"Dubai is structured in such a way that people with different incomes are able to live here," she said. "That's a big advantage for owners of companies and also workers."
Another selling point is the offer of partnership, and she said DSO is interested in allying with high-tech firms in exchange for equity interest.
DSO offers companies land to develop R&D facilities or to move in to manufacturing warehouses and office space. It was conceived as another master-planned industrial zone to help sustain and enhance the UAE's robust economic growth.
In addition to companies seeking research and development centres, Silicon Oasis has also reached out to companies to set up regional bases as well as marketing and customer service centres.
Many buildings are yet to be completed. However, over two dozen companies have already set up shop there, according to Abdulrazak, including TV manufacturers and chipmakers such as LSI Logic. She said the industrial zone plans to be fully occupied by the end of 2007.

Dubai: Dubai Silicon Oasis (DSO), the emirate's own version of Silicon Valley, will build 750 new villas at its 7.2 million square metre facility, said a top official.
"We have invested Dh3.5 billion that includes the infrastructure, landscaping, 560 villas, staff accommodation and a sewage treatment plant as well as the DSO headquarters," Shahla Ahmad Abdul Razak DSO deputy CEO, told Gulf News yesterday.
"Construction of the new villas will begin early next year. Apart from that, we have already approved the construction of 40 towers, part of the 180 plots we have, with a total investment of Dh2.8 billion. A further Dh200 million is estimated to be invested in industries at DSO."
DSO has attracted 30 companies, who have engaged 180 engineers. Last year, it had signed up with LSI Logic, a $2 billion company to invest in DSO. Razak said DSO is in negotiations with four major semi-conductor players to have a presence here, while 10 smaller manufacturers are in the pipeline.
"We all are going to move to the DSO headquarters building by first quarter 2007. We have also received 45 new applications during the last month for setting up businesses at DSO," she said.
"Some of these companies will start commercial operations by making products for the global markets."
DSO is part of the Dubai government's vision to attract investment in high-tech industries, especially electronics components, semiconductors and micro-chips.

Dubai: Investments in Dubai Silicon Oasis (DSO) exceed Dh5.8 billion, a senior DSO official said yesterday.
"The Dh5.8 billion investments include infrastructure, landscaping, villas, staff accommodation, sewage treatment plant as well as the DSO headquarters, besides the approved developers' investment in tens of towers," Shahla Ahmad Abdul Razak, DSO Deputy CEO, told Gulf News yesterday.
DSO, the emirate's own version of Silicon Valley, may increase or even double its investment in a few years as it receives new applications to set up businesses in the DSO zone.
DSO announced yesterday that Europe's Optical Disc Group and Solar Technologies Group will invest Dh112 million in the technology free zone.
The facility, expected to open late next year, will be the Middle East's first facility of its kind, and will generate skilled jobs for over 200 people.
Optical Disc Group is a supplier of equipment and technology for the optical media industry like CDs, DVDs and glass mastering.
"The optical media industry in the Middle East has grown at a rapid pace in the past five years, precipitating the need to develop research and development centres in the region that will design integrated optical disc solutions for the Middle East region and beyond," added Shala.
The agreement includes investment in the solar energy sector as well.
Solar Technologies Group will set up a processing centre for production of photovoltaic components, solar cells and panels.
"Solar energy is the future of creating clean and environmentally-friendly energy, our agreement with Solar Technologies Group will oversee the development of this important industry in the Middle East," added Shala.
Reda Shaybani, Managing Director of Optical Disc Group and Director of Solar Technologies Group, said his company's global turnover exceeded $800 million.
"After a long study of all technology parks and free zones in the UAE, we came to the conclusion that all our activities and specifically the photovoltaic technology is best suited to be in Dubai Silicon Oasis," Shaybani said.

Dubai: Dubai has invested Dh14 billion in a technology park the emirate is building to attract electronic industry companies.
So far 36 companies have signed up to start their activities from Dubai Silicon Oasis (DSO), a 7.2 square kilometre development on Emirates Road.
The project's first phase, launched in late 2002, has been completed and the second phase is now under way, Dubai Silicon Oasis Authority's chief corporate services officer Juma Al Matroushi said.
"So far Dh14 billion has been invested in basic infrastructure, buildings and other facilities," he said.
The second phase is due for completion in the third quarter of 2008.
Dubai Silicon Oasis said yesterday it has tied up with US-based company Alliance Business Centres Network (ABCN) to operate a business centre within the technology park.
ABCN will offer ready-made offices to companies looking to set up operations in Silicon Oasis.
"The establishment of such a branded business centre will serve the purpose of attracting technology companies from all over the world through the quality prestigious services provided," he said.
Its UAE chairman Osama Salman said ABCN plans to spend Dh500 million on opening 30 offices across the Middle East.
"Dubai Silicon Oasis's advanced infrastructure and efficient regulations significantly contributed to our decision of establishing our regional head office in Dubai," he said, adding that the company hopes to become the region's largest provider of outsourced workplaces for companies and individual investors.

Silicon Oasis to get Dh1.55b project

Dubai: Dubai Silicon Oasis Authority (DSOA) yesterday unveiled a development valued at Dh1.55 billion in Dubai Silicon Oasis (DSO), the region's version of the Silicon Valley.
The project, which is scheduled to finish by the first quarter of 2010, includes 1,042 residential villas. Construction has begun where the urban community is taking shape at DSO, an e-mailed statement said.
"The DSO is a city within a city, providing the perfect place to live and work for investors, entrepreneurs, and skilled talents in the technology industry," Dr Mohammad Al Zarouni, vice-chairman and chief executive of DSOA, said in a statement.

"With the authority's initiatives to attract technology companies from different parts of the world to establish regional operations, DSOA saves no effort in providing a comfortable environment for employees operating at different companies within the city. Four categories
The villas will be classified into four categories - Luxury, Executive, Twin, and Town villas. These villas will by spread over 5,210 square feet, 3,186 square feet, 2,729 square feet and 2,476 square feet respectively.
DSO has been designed to function as a real integrated community.
Schools, academies, hospitals, shopping centres, health and leisure facilities, and many other lifestyle necessities are expected to be established within the Silicon Oasis.
Additionally, during the first phase more than 1,100 apartments, 560 villas, and several hotels have been built.

Dubai: Al Manal Development, a leading real estate developer in the region, yesterday unveiled La Vista Residence, a Dh400 million residential property development at Dubai Silicon Oasis (DSO) with a 100 per cent financing option.
Approved purchasers will be able to take advantage of a financing offer from Emirates Islamic Bank and Badr Al Islami, the Islamic financial arm of Mashreq Bank, where they will both provide 100 per cent financing with no down payment and mortgage payments beginning after purchasers move into their apartments.

You have to remember most of the proposed developments in Dubai are in the 'middle of nowhere'.However in time the empty desert spaces will slowly fill with buildings and will join up to the completed buildings of today.As for Silicon Oasis at least this is a project that is well under way as opposed to many others.It already has hundreds of villas and is a great location considering the amount of workers projected for that area and its position to the airport.

DUBAI - His Highness Shaikh Maktoum bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE, and Ruler of Dubai, has issued, in his capacity a decree stipulating the establishment of ‘Dubai Silicon Oasis’ (DSO). Article (1) of the decree stipulates the establishment of a free zone to be named ‘Silicon Oasis’ that enjoys a judicial person's status and financial independence and that would be administered by the Free Zone Authority within boundaries and space demarcated as per the plan attached to the decree.
Article (3) stipulates the recruitment of major international firms specialised in manufacturing and development of modern technologies in Dubai and training of UAE nationals specialised in modern technologies. Article (4) stipulates that the authority shall take responsibility for executing the DSO's objectives i.e. organising activities and works within the Oasis, issuance of permits for firms to operate in the Oasis, providing the infrastructure of buildings and other necessary services, providing firms operating at DSO with technicians, skilled labourers and other types of employees; collection of fees against services delivered by the Oasis; establishing of an investment fund to the benefit of firms and individuals operating in the Oasis and to allow investors to partake in the Fund. Article (5) stipulates the designing, manufacturing, distribution and re-distribution of products connected to modern technologies; assembling and packaging of products manufactured within or outside the Oasis; and provision of educational and training services.
The other Articles stipulate laws that regulate the functioning of DSO; exemption of operating companies from all taxes and customs; exemption of companies and individuals from income taxes for 50 years; that the Oasis companies and individuals operating at DSO shall not be subjected to laws and regulations of Dubai Municipality or the Economic Development Department or the Rent Committee, except for the laws and regulations pertaining to the environment.
Dubai's Ruler has also issued a decree stipulating that the civil aviation department shall be authorised to fund and develop its own projects through bank loans and bonds or through Islamic funding.
The Dubai Silicon Oasis (DSO) will be the first and only purpose-built industrial park for the semiconductor industry… expected to represent businesses across the semiconductor value-chain.
Spread across 6.5 million sq m, DSO will provide:
Developed land for customized buildings
Ready-built space (with power, water, telecom, datacom)
Dubai Silicon Oasis will be the definitive environment for the global semiconductor industry and will provide every facility required for success in today's fast-changing world: from incubators, to networking and outsourcing support, business link-ups, venture capital, consulting, etc…
The Dubai Silicon Oasis will be a self-contained environment with convention and conference centres, banks, healthcare clinics, fitness centres, swimming pools, food courts etc…
The most authoritative and comprehensive portal on the semiconductor industry will be managed out of DSO, which will knit together the significant players in the semiconductor industry. The portal will be configured to be an excellent marketing vehicle with the potential to create enormous business opportunities
The Dubai Silicon Incubation Centre (DSIC) at DSO will provide facility for Broadband and Wireless Incubation for the development and commercialization of Intellectual Property and will help create regional enterprises at the top end of the technology spectrum.

the project has been delayed because the initial idea was to set up a join venture between dubai gov represented by DSO and the german Gov. but something went wrong and the german company faced some trouble so it got delayed

As an investor in DSO this was interesting reading for me but not good news.I have also asked the question as to where all these companies are as having visited DSO last week on holiday from the UK I saw only mainly residential
buildings being constructed.However the DSO headquarter building is very impressive and gives me a little more confidence in that why build such a headquater if no businesses are to follow?This building will surely be occupied with many workers soon but what exactly will they be doing?If DSO doesnt turn into the bussiness park it was intended to be then I'm not too bothered as I believe it will just become another residential area with good access to main roads and the airport making it hopefull easy to rent there.Also its close location to Dubailand also makes this a good location.Does anyone else share my opinion?

Wannaberich February 8th, 2008, 12:48 AM I'm amazed at the lack of coverage on dubai forums of DSO.This is going to become a large commercial hub,a self-contained community with many workers.Easy to rent and good access to major roads.It may be slow getting of the ground but once its properly up and running I think property here will be a better investment than Sports City and Jum Village.

Al Manal Development, the premium realty developer behind some of landmark projects in Dubai has appointed two construction firms for their La Vista residential development in Dubai Silicon Oasis (DSO), as part of commencing work on the complex. The combined contract worth Dh250 million requires Zahrat Al Safa Construction Co. and Al Qandeel Contracting Co. (LLC) to begin work in March 2009, with the development expected to be completed by August 2009.
Chairman of Al Manal Development Mr. Juma Al Ghurair said: “We’re delighted to select reputable and reliable companies such as Zahrat Al Safa Construction Co. and Al Qandeel Contracting. We have every confidence that the construction will proceed smoothly and up to the high standards of quality that both companies are noted for.”
La Vista Residence project in Dubai Silicon Oasis comprises seven buildings each eight storeys high, offering a total of 832 residential units. The project has a total built up area of approximately 943,000 square feet, which will cover 290,000 square feet of DSO land. Once completed, this real estate project will offer studio, one and two bedroom apartments and will be located in a prime area in Dubai Silicon Oasis very close to Emirates Road, New Ring Road, Dubailand and Academic City.

Many new projects round the corner.DSO is the dark horse of Dubai and is a great place to invest in.In 2 years it will be awesome.Better to invest here than JV or Sports City.

Dubai: Global computer major BM is studying plans to move its Middle East headquarters from Vienna to Dubai, Austrian newspaper Oberoesterreichische Nachrichten reported.
The headquarters has been located in the Austrian capital for more than two decades, together with operations for Austria, Switzerland, Eastern Europe and Africa, generating annual sales of approximately two billion euros.
According to the newspaper report, IBM is planning a "strategic reorientation", which includes splitting up Eastern European operations from those for Middle East and Africa.
While the European part may move to Bratislava, the capital of neighbouring Slovakia about 40 kilometres from Vienna, the Middle East and Africa operations could be settled in Dubai, the newspaper reported on Wednesday.

A major step towards developing knowledge based economy.
Dubai Silicon Oasis (DSO), the region's integrated innovations hub for high-tech industries, will unveil its plans to develop the technological skills and education of engineers in the UAE during GETEX (Gulf Education and Training Exhibition) - the largest education fair in the Middle East & Asia.
Taking place from 1 to 3 April at the Dubai International Convention and Exhibition Centre, Dubai Silicon Oasis Authority will have a dedicated 36 sqm stand at the exhibition (Hall (1) - Stand 212).
Dr. Juma Al Matrooshi, Chief Corporate Services Officer - Dubai Silicon Oasis Authority (DSOA), said, "Both public and private sectors in the UAE are investing sizable funds and efforts in education to support their operations and pave the way for further innovation in their respective industries. As the population of the region grows, we are also witnessing a growing emphasis on education related projects.
He added: "Dubai Silicon Oasis Authority believes that technology education will play a significant role in moving the UAE in general and Dubai in particular into the knowledge base economy. Therefore, DSOA has partnered up with several educational entities to develop training programmes engineers that will staff companies within the technology park."
The Authority also conducted several road-shows and internships for students from several universities to highlight the opportunity of continuing their education in the field of technology in general and engineering in specific; thus enhancing students' awareness about the technology industry.
GETEX, is the international job fair being held at the Dubai International Convention and Exhibition Centre (DICEC) from April 1st to 3rd 2008. The exhibition will allow students access to more than 2500 secondary and tertiary education options, and also offer a broad spectrum of employment options.

Porsche AG plans to establish its Middle East and North Africa base in Dubai Silicon Oasis, a state-owned technology park.
The German carmaker will locate its regional training centre there, according to an e-mailed statement from Dubai Silicon Oasis Authority today.
Porsche planned to design 17 buildings around the world in partnership with the state-owned Dubai Properties, with the first tower located in the Gulf emirate, it said in a statement in October 2006. (Bloomberg)

Dubai: Real estate developer Deyaar launched three new residential projects valued at Dh700 million at Dubai Silicon Oasis, the company said on Saturday.
The Coral, Jade and Ruby residences will be in close proximity of green parks, play area zones, exclusive shopping malls, restaurants and cafes, a community centre, and many academic institutions including Shaikh Zayed University. "We are committed to creating valuable opportunities for property investors in Dubai.
Through our new developments, we offer home buyers the unique proposition of moving into their affordable apartments within just over a year of booking, a rarity in Dubai's property market," said Saeed Al Qatami, Deyaar's managing director - UAE Business.
Construction is already underway and the projects are on track with delivery expected in June 2009. The main construction contract has been awarded to Saleh Construction, a top-tier contracting firm in the UAE.

Dubai: Current investment in Dubai Silicon Oasis Authority (DSOA) is worth Dh19 billion and the projects will be implemented by 2012, according to a senior official.
Jihad Kiwan, executive director of technology and investment generation, DSOA, said: "This is a start and our long term projects will be worth much more."
The Dubai government established DSOA a few years ago to attract investment in the semi-conductor sector and it is expected to support the region's information technology services sector.
Current IT spending in the Middle East and Africa is $40 billion (Dh146.8 billion), according to global IT research organisation International Data Corporation.
"The Gulf IT market is expected to be worth over $9 billion (Dh33 billion) by the end of this year," it said in a latest report.

However, experts say the region has been lagging behind in research and development in the information technology sector.
The Dubai Silicon Oasis Authority has attracted investments in two major factories within its premises. "There is a factory for laptop and flat panel display units and another for building films to capture solar energy," Kiwan said.
Circuit design centre
It is also developing its own circuit design centre, with ten engineers working on the latest technology, officials said.
"Major companies have design centres but this is the first initiative where a design centre is fully owned by an Emirati company," said Kiwan.
DSOA will be hosting the 17th annual International Electronics Forum, the first time ever in the Middle East.
"We are placing DSOA on the world map with the forum," said Shahla Ahmad Abdul Razak, deputy chief executive of DSOA.
Abdul Razak said the DSOA is investing in a software development company. "We have a 60 per cent share," she said.
"More growth is coming from developing countries," said Malcom Penn, organiser of the International Electronics Forum, and chairman and chief executive of Future Horizons, a semiconductor industry analyst firm.

I have been reading your discussions and articles. I must say that this is very intersting.
I would really appreciate your help on this.
I am going to work in Dubai for the next 5 years or longer, I thought instead of renting I am considering buying a one bedroom appartment in Dubai Silicon Oasis. some of the apartment will be ready in about 6 months which is ideal for me. However, Silicon Oasis is very close to Dubai International City. I heard that Dubai International city smells really bad because it is very close to Sewage waste. DOES ANY ONE of you know if this is affecting Silicon Oasis in anyway?
FYI, if you search for "international city smell" you will be able to see massive discussion on it.

hayesh April 12th, 2008, 06:02 PM About the International City, I smelled the sewage smell when I drove from the Dragon Mart side of Int City. When you try to access it from the other side, you will find a long line of trucks waiting at the U-Turn. It is pretty depressing to drive to the International City.
Before I mention DSO, I'll let you know that I bought 2 apartments there. It is strategically situated right on Emirates Rd and Dubai-AlAin road. No sewage issues and being a center for silicon design, it is not close to the High Voltage lines which is a big plus for me. When it rained heavily a month or two ago, it was on high ground and had no issues with water collecting at roundabouts, etc. What I absolutely love about it is that it was planned out and the infrastructure was already implemented before DSO was really announced.
Wannaberich April 13th, 2008, 12:33 AM Hayesh I also invested at DSO and agree with what u said.Building the infrastructure before announcing anything was a good idea.At least as an investor, when u see a launch there u know the time given for construction start will probably be accurate as there isnt a hold-up with roads etc.
Other places like COA,DSC,JV have done it the other way round.
Lots of launches before any groundwork has been started.At JV no-one has any idea when these projects will be started let alone completed.Long before anyone moves into
these projects DSO will have many villas and appartments filled.

Current investment in Dubai Silicon Oasis Authority (DSOA) is worth Dh19 billion and the projects will be implemented by 2012, according to a senior official.
Jihad Kiwan, executive director of technology and investment generation, DSOA, said: "This is a start and our long term projects will be worth much more."
The Dubai government established DSOA a few years ago to attract investment in the semi-conductor sector and it is expected to support the region's information technology services sector.
Current IT spending in the Middle East and Africa is $40 billion (Dh146.8 billion), according to global IT research organisation International Data Corporation.
"The Gulf IT market is expected to be worth over $9 billion (Dh33 billion) by the end of this year," it said in a latest report.
However, experts say the region has been lagging behind in research and development in the information technology sector.
The Dubai Silicon Oasis Authority has attracted investments in two major factories within its premises. "There is a factory for laptop and flat panel display units and another for building films to capture solar energy," Kiwan said.
Circuit Design Centre
It is also developing its own circuit design centre, with ten engineers working on the latest technology, officials said.
"Major companies have design centres but this is the first initiative where a design centre is fully owned by an Emirati company," said Kiwan.
DSOA will be hosting the 17th annual International Electronics Forum, the first time ever in the Middle East.
"We are placing DSOA on the world map with the forum," said Shahla Ahmad Abdul Razak, deputy chief executive of DSOA.
Abdul Razak said the DSOA is investing in a software development company. "We have a 60 per cent share," she said.
"More growth is coming from developing countries," said Malcom Penn, organiser of the International Electronics Forum, and chairman and chief executive of Future Horizons, a semiconductor industry analyst firm.
"The UAE contributes around 25 per cent to the global growth average of 10 per cent," he said.

Many thanks for your reply to my question re Int City. That’s very helpful and encouraging me to invest in DSO.
I have been searching for a one bedroom apartment for sale in DSO and prices appear to be very reasonable. I have been in touch with a couple of property agent in Dubai but what I discovered was that the prices they quoted me was much higher that the advertised price on the specific apartment I enquired about!!!!!. I found it strange. Is this common 'game' for property agents in Dubai or am I being mislead in a different way?
I am honestly interested in a one bedroom flat in the DSO that has a parking space and most importantly is a swimming pool that is preferably on ground or low level (NOT on roof top). Can any one recommend a good and trustworthy agent or if you could advice the best way to look for and buy a flat I would really be grateful to you.
BTW, I am still in the UK but will be in Dubai from 27th May 2008.

Dubai: Gulf General Investment Company (GGICO) yesterday launched phase two of its Axis Residences at Dubai Silicon Oasis with a project value of Dh1.3 billion.
The project comprises 870 units in six buildings spread over 350,000 square feet of land. The total sellable area is nearly one million square feet, said Mohammad Abdullah Juma Al Sari, managing director of GGICO.
The first building is due for handover in October 2008 and the remaining five are expected to be handed over in late 2009.
The current value of the project is Dh1.3 billion but this is growing "minute by minute", said Peter Penhall, chief executive officer of global property portal, Gowealthy.com.
Five of the buildings are low-rise and the sixth is located in open space, overlooking Al Ain Road.
Al Sari said that his company's current portfolio includes 28 developments spread across Dubai with an overall value of Dh5 billion, including Horizon Towers and Emirates Crown in Dubai Marina.

(MENAFN - Khaleej Times) Rental fees for accommodation and offices at Dubai Silicon Oasis Authority (DSOA) are being subsidised by as much as 60 per cent to entice more IT professionals and manufacturers to work and invest in the free zone, which is tax-free and allows 100 per cent foreign ownership.
The scheme is seen to help bring the number of companies in the free zone to 600 by 2012 from the present 119, according to Dr Jihad Kiwan, the chief technology officer for Technology Investment & Education at DSOA.
He said, meanwhile, that more IT companies would consolidate and move towards protecting international property rights (IPR) due to the increasing costs of innovation and production. He stressed that major manufacturers are now down to less than 20 from over a hundred a few years back.
He also said that only 10 of the current firms at DSOA are full-fledged manufacturers and designers in the industry, and attracting more similar companies is the authority's top priority, he said in an interview on the sidelines of the 17th International Electronics Forum.
The move will boost DSOA's image as a regional electronics hub, according to Dr Mohammed Al Zarouni, the authority's vice-chairman and chief executive officer. "Dubai is paying real attention to the development of technology," he said.
UAE Minister of Economy Sultan bin Saeed Al Mansouri said transactions in the IT and communication sector in the country reached Dh7.4 billion last year, with the 10.1 per cent average annual growth rate to be sustained until 2010 to Dh9.2 billion.
This was due mainly to massive government spending on technology and related products and services while diversifying its economy, he stressed, adding that an advanced legal framework has supported the move.
"The local technology sector in the UAE enjoys one of the most advanced infrastructures and is coupled with a healthy availability of several qualified human resources and pools of talent," Al Mansouri told the two-day conference, which concludes today at the Madinat Jumeirah.
He added that average growth rate in the IT and communication sector in the Gulf countries and the whole Middle East is one of the highest worldwide, with expenditure and investment to grow 8.5 per cent until 2011 compared to 4.3 per cent in other regions.
"We are confident that this remarkable forum will mark a vital step towards the future, matching Dubai's phenomenal success story with the latest in the field of IT and electronics, bringing together all expertise under one roof," he stressed.
Shaikh Ahmed bin Saeed Al Maktoum, the chairman of DSOA, said the authority was created by the Dubai government to foster innovation in society and create a knowledge-based economy.
"It is indeed gratifying to see the emergence of electronics and chip design companies in the Technology Oasis," he said in a welcome address. "These companies are set to provide new momentum for Dubai's upcoming industrial and technological developments."
Kiwan said the conference, which was organised by DSOA to be held here for the first time in the Middle East, serves as a platform for manufacturers and professionals to discuss the challenges that the industry faces for the next five years.

Emirates Post opens new post offices at Dubai Silicon Oasis and Al Barsha
Emirates Post has opened two new post offices in Dubai: Dubai Silicon Oasis (DSO) and Al Barsha.
The new post offices were inaugurated by Mr. Abdullah Al Daboos, President of Emirates Post Holding, accompanied by Mr. Ibrahim Bin Karam, CEO of Emirates Post, and other senior officials.
The Dubai Silicon Oasis Post Office will be open from 8 am to 3 pm. Apart from offering all regular services, it will have 500 P.O. Boxes. The Al Barsha Post Office will be open from 8 am to 10 pm. It will house 700 P.O. Boxes.
“The post offices are being opened in two of the fastest developing areas in Dubai. Dubai Silicon Oasis is attracting global companies specializing in technology-related areas. With residential complexes and offices, Dubai Silicon Oasis is set to become a vibrant business and residential hub,” said Mr. Abdulla Al Daboos.

The university, a leader in offering courses in microprocessors engineering, will build a three million square foot campus at Silicon Oasis, to offer a range of bachelor and masters degrees in engineering, IT and business subjects.
The agreement was signed in the presence of His Highness Sheikh Nahyan bin Mubarak Al Nahyan, Minister for Higher Education and Scientific Research, by Dr William W. Destler, President of RIT and by HH Sheikh Ahmed bin Saeed Al Maktoum on behalf of DSO.

Dubai: Developer Mada'in Propertieson Thursday launched its first commercial project, a 14-storey tower with a value of Dh400 million.
The Domain is located in Dubai Silicon Oasis and has a land area of 7.2 million square metres and a built-up area of 303,159 square feet.
The fifth floor of the tower will feature an 18,348 square feet garden. Other features include a gym, swimming pools, restaurants and retail space.
Prices will start at Dh1,650 per square foot. Figures released by Mada'in Properties show there will be 647 parking spaces in the tower.
"The Domain is in an integral part of a series of landmark developments to be launched by Mada'in Properties during the course of the year," said Abdul Aziz Al Awar, chief executive officer.

Kieron O'Connor, chief operating officer, said that the company plans to launch more projects in the Gulf this year, with a combined value of around Dh3 billion.
Muammar Khalid Al Katheeri, chief planning and construction officer at Dubai Silicon Oasis Authority, said there are currently around 65 projects by developers in Dubai Silicon Oasis. Al Katheeri said 40 per cent of these are commercial.
Madai'n recently launched a Dh1.25 billion development, Marina Arcade in Dubai Marina.

Have noticed many of them are well known with good reputations such as Tameer and Deeyar.Also there are many great looking projects.
Jum Village however,when I read the various posts seems to be alot of complaints about the developers.Also many of the buildings are very bland.

Difficult to say.There are around 180 building plots at DSO and so far around
one third are being developed.The others have been sold and for a cheap price from what I've read.There are also areas for industrial development which haven't been sold yet.
I would imagine by around 2015 most of this area will be finished.

Dubai Silicon Oasis (DSO), the region's premier integrated innovations hub for high-tech industries, today announced it will showcase its early success during GITEX Technology Week 2008, the largest and most popular technology retail event in the Middle East.
The mega-event that will be held from 19-23 October at the Dubai International Convention and Exhibition Centre will also see the recently established DSO-based Rochester Institute of Technology Dubai campus (RIT Dubai) sharing details on its educational programmes at DSOA's stand in Zabeel Hall, ZC10.
Shahla Ahmed Abdul Razak, Deputy CEO of Dubai Silicon Oasis Authority (DSOA), said: "DSOA has achieved significant milestones as the region's integrated technology park for high tech companies. These achievements have propelled DSOA to a highly visible position in the international arena.

Located within the DSO premises, RIT Dubai campus has already started offering six Master's programmes and three advanced graduate certificates to students since this autumn. The institution is also catering to full-time employees looking to enhance their knowledge of the industry.
Dr. Mustafa A.G. Abushagur, President of RIT Dubai, said: "Our participation in GITEX offers us an opportunity to highlight our key role in the industry. As one of the most renowned academic institutions, we seek to directly contribute to the teaching and training of next generation professionals and industry leaders and equip them with the skills to meet stringent industry demands.

Peter Pan in Dubai October 21st, 2008, 11:20 AM Had a talk with Green Emriates who confirmed (tentatively of course) that the Spings @ the Oasis will be hand over to them in first week of November.
Green Emirates should then communicate to owners the final hand over day which will include a job-list for owners to investigate their appartments. Bin Zayed the contractor will stay on site for a couple of months to cater to owners requests.
Don't see a hand over to owners before the end of the year though. SPAs for instance have not been finalized yet.

The Big Debate: Could the UAE ever have its own Silicon Valley?

25,000 products, 3,300 companies, 83 countries, 130,000 visitors. Gitex 2008, organisers claimed, would shrug off the global economic typhoon and emerge triumphant. Certainly this is possible and Gitex has always proved that the technology sector is no exception when it comes to Dubai’s reputation as a regional enterprise hub. But many would challenge the idea that the UAE can become the Silicon Valley of the Middle East – in other words, they would argue the UAE has little chance of becoming an innovation hub.
Silicon Valley, California, is known as a centre for the development of new hardware, software and technology products and while it does not have the monopoly on invention, it has an established history of the technological, in both the private and public sectors. Dubai, for example, could be thought of as the ideal platform to regionally launch such products given its reputation for consumerism. But some would say the emirate cannot boast the infrastructure or skill-base needed to build competing alternatives for these products.
However, others may point to Silicon Oasis, Dubai’s glimmering centre of semi-conductor and micro-electronics manufacture. They may say that if you consider that the technology park is host to the Rochester Institute of Technology in Dubai (RIT Dubai) – an academic institution committed to training the next generation of engineers – then you must allow for the possibility that this is a fledgling Silicon Valley.
So, what do you think? Is the UAE forever consigned to technology-forum host and technology retailer? I met a person who lives in DSO since 3-4 months ago and he tells me that his building is not connected to any sewage pipeline. Basically, a sewage truck comes by almost daily to take a load. He told me that there is no infrastructure for handling the sewage problem.
Did anyone hear the same thing? He is of the impression that the whole DSO concept is built on lies because he still is not able to get internet/landline to his apartment! I was under the impression that the infrastructure is already built, I hope I'm not wrong.
Please share your thoughts.
