L'Agence ADL a été crée en 1991 par le décret N° 91-148 du 12 mai 1991 en la forme d'un établissement public à caractère industriel et commercial sous la tutelle du Ministère de l'Habitat. l"AADL assure une mission de service public, elle est dotée de la personnalité morale et de l'autonomie financière.

L'Agence a pour objet, sur l'ensemble du territoire national:

Maîtrise d'ouvrage délégué. Programme National type Location - Vente


la promotion et le développement du marché foncier et immobilier;


l'encadrement et la dynamisation des actions de :


résorption de l'habitat insalubre;


rénovation et de restauration des tissus anciens;


restauration urbaine;
o

création de villes nouvelles;


l'élaboration et la vulgarisation en vue de leur développement, des méthodes de construction novatrices à travers son programme d'action;


la conception et la diffusion la plus large de l'information, en direction des acteurs des marchés foncier et immobilier (promoteurs, citoyens, institutions financières, pouvoirs publics locaux, producteurs de matériaux, bureaux d'études, entreprises de réalisation, gestionnaires d'immeubles, associations …).

A ce dernier titre, l'Agence ADL, à crée en son sein un Observatoire National de l'Habitat sur la base de termes de références élaborées en relation avec le Ministère de l'Habitat, les services de l'USALD et de la Banque Mondiale.

En sus de ces missions principales, l'AADL a été chargée en 2001 de l'exécution d'un programme d'habitat sous forme de Location-Vente à l'endroit des citoyens ayant un revenu moyen..

Un programme ambitieux au début et qui répondait en priorité à la question de l'urgence de la situation vu le grand nombre de logement qu'il fallait construire, d'ailleurs le choix de faire appelle aux étrangers surtout chinois connus pour leur rapidité d'exécution à moindre cout répondait à cet impératif, mais comme tous programme de développement quand on le confie à des agents médiocres, cupide et corrompu il donne des résultats très éloignés des attentes : retard de livraison, qualité en dents de scie, équipements annexes et aménagements urbain manquants ou quelconques, et surtout retard dans la distribution à cause des magouilles.

Au contraire de ce qu'on peut penser la qualité n'est pas toujours garantie avec les étrangers, car en se qui concerne les projets réalisés par COSIDER, ils tiennent la barre haute même par rapport au Turques, Égyptiens et Chinois.

Jusqu'à maintenant il y a eu 2 programmes : AADL2001 et AADL2002.
