River has long been recognized as one of humanity’s most important natural resources. It is one of the most important of all the natural resources necessary to ensure human health and civilization. A close association between cities and water is inherent since the history of civilization and in fact, many urban cities in Malaysia are located close to river areas. The last two decades shown Malaysia has shifted development strategy from agricultural based to industrialization, and manufacturing industries have become the economy’s main source for the country until now. This transformation in 18th century is clearly shown that rapid urbanization, industrial and intensive agricultural activities, as well as wide-spread land development, have contributed to extensive changing of river functions for economy, national development and environment. In particular, river roles are become less significance for human life and river function limited only for transportation purposes only. So, viewed historically, waterfront development in Malaysia have undergone cycles of change over the decades and the latest in this pattern to more public purposes such as recreational and mixed used development.

KOTA KINABALU: The city’s riverfront is set to take on a new look by 2012.
After months of planning and negotiations, the first parcel of the Sungai Sembulan Beautifi-cation Project is finally taking off.
Kota Kinabalu City mayor Datuk Iliyas Ibrahim said the Sembulan river beautification project, costing RM25mil, involved the construction of the Sembulan riverbank in the Karamunsing and Sembulan areas adjoining Sadong Jaya here.
“It will be constructed by Abad Jaya Construction Sdn Bhd, who won the open tender for the project.
“It is expected to be completed by 2012,” he said when announcing it.
He said the Sembulan River Beautification Project was one of three tourism-related projects for Kota Kinabalu City being funded by the Sabah Economic Development and Investment Authority (Sedia) under the Sabah Development Corridor.
The other two projects are the coastal bicycle path between Tanjung Aru and UMS and the upgrading of the historical precinct of Kota Kinabalu City.
Construction works are divided into three parcels. Only works in Parcel One have commenced while the others are delayed due to several outstanding issues such as the need to relocate squatters, several abandoned buildings and land exchanges.
Iliyas said a total of RM45mil had been allocated to the Sembulan river beautification project, which involved beautifying the riverbanks of both Sungai Sembulan and Sungai Karamunsing, between the South China Sea and Jalan Tunku Abdul Rahman adjacent to the MUIS building and Sungai Karamunsing to Jalan Kemajuan adjacent to the flyover.
He said massive changes were expected to take place in the adjoining areas, and that building owners and businesses needed to cooperate to help transform the whole area into a vibrant tourism hub with dining and entertainment establishments of international standards.
He stressed that building owners and the nearby residents in the Sembulan area should see this as an opportunity to upgrade and beautify their buildings and houses, so that visitors and tourists would be impressed.
Iliyas said the Kota Kinabalu City Hall (DBKK) was going far beyond carrying out the normal “repair” job on an old part of the city.
He said the project’s design was of an international standard and was prepared by Innotech Design Architects Sdn Bhd, which together with AIA Consortium Consultancy Services and their team of experts, had taken into consideration concepts and lessons learned from cities that had developed their waterfronts such as Singapore, Seoul, Amsterdam, Copenhagen, Sydney and Melbourne.
He added that the architect had also earmarked several public sites for outdoor entertainment and a number of spots for public art such as sculptures and fountains.
Iliyas reminded the public not to confuse beautification and transformation of the Sembulan and Karamunsing riverbanks with the cleaning and rehabilitation of the rivers as those issues would be looked into separately by DBKK.
He also appealed to building owners, business proprietors, customers and residents of the Sungai Sembulan area, particularly in Sadong Jaya, to be patient with DBKK over the project.
He pointed out that DBKK had come up with a traffic plan and parking areas, but added that the plan might be altered over the construction period.

KOTA KINABALU: A total of 300,000 mudballs will be used to improve water within the next three months to improve the water quality in drains around the city.
Deputy Chief Minister Datuk Dr Yee Moh Chai who is also Minister of Resource Development and Information Technology who officiated at the launching of the mudball workshop yesterday said he was hoping the programme would remain a continuous event in the next ten years.
“We call for more organisations to come forward and join in this activity to tackle environmental pollution.
“Organising the mudballs workshop will teach everyone how to make mudballs. Our combined efforts should make the difference in cleaning the environment just by making and dropping these mudballs,” he said.
Yee also added that the workshop would make members of the public to realise that it does not cost much to lend a helping hand to clean the environment.
The event which was organised by City Hall, is one of the initiatives taken towoards transforming Kota Kinabalu into a beautiful and clean city.
When speaking at the event yesterday, Mayor Datuk Abidin Madingkir said one of the causes of water pollution in the city is due to the fact that untreated water flows directly into the river and the sea.
He urged all restaurant and food operators to install and maintain grease traps in their respective premises to hinder any unwanted left overs to go directly into the sewerage system.

Perak Drainage and Irrigation Department director Datuk Abdul Razak Dahalan said the aim of the programme was to allow the public to have a place in Ipoh to relax during the evenings at a well-maintained and clean river site.
He said there were also plans to develop its riverfront as was being done in Singapore and Malacca.
Abdul Razak said the beautification project would start from the riverbank near YMCA building right up to SM St Michael.
He said there were plans to have eateries, fishing areas and other activities for the people to enjoy their evenings and weekends.
He said the department had constructed a rubber dam to control the depth of water activity at the river’s corridor near Wisma Taiko.
The dam was built at a cost of 3mil last year.
Abdul Razak said a river information centre would also be built along the riverbank to provide public information pertaining to river activities there.
The centre should be ready before the end of the year.
He said they were also monitoring the water quality in the river and appropriate actions would be taken to prevent pollutions.
He said they would also create awareness programme to ensure those living and doing business along the river would keep the waterway clean and free from pollution.
Abdul Razak said they are also going to schools to promote the “love the river” and “cleanliness” campaign among the pupils.
He said the water quality of Sungai Kinta has been rated at level two and three.

SG Skudai is now the most polluted river in the state.
Drainage and Irrigation Department deputy director Mahyan Esa said the 46-kilometre river had attained class 4 on the water quality index, which means the river is heavily polluted.
He said garbage, construction debris and effluent from nearby factories have polluted the river.
The state government has allocated RM1 million under the 1State 1River programme to clean up the river.
"The Department of Environment together with the local authorities will monitor the development projects near the river.
"It will also ensure that there will be no discharge of effluent by factories here," said Mahyan.
He hoped that such measures would help improve the water quality of Sungai Skudai to class two (average) before the year ends.
He said this at an Environmental Awareness programme organised by Department of Irrigation and Drainage, and Aeon for residents of Taman Tampoi Utama recently.
The programme saw about 300 people releasing 5,000 balls of effective micro organisms (EM) into the river.
EM is a biological neutraliser used to remove stench from rivers.

As far as I can remember, millions of Ringgit have already been pledged by the government to clean up this river. Yet today Sungei Segget remains the most polluted river, possibly in the entire country. I wonder what happened to those millions of ringgit spent? A lot of money was also spent to cover the stinky stretch in JB's city centre a few years ago with concrete slabs, creating a little urban oasis above the polluted mess, and now Ghani (chief minister) wants to rip it up......Why has there been no enforcement agency set up years ago to ensure that factories and households do not pollute this river? The Johor government is totally useless.....

^^ Sg Terengganu used to be so much cleaner.. few years back there were lots n lots of jellyfish of diff colors during high tide.. such scene is nowhere to be seen today after they reclaimed the land..

PUTATAN: Deputy Chief Minister Datuk Seri Panglima Yahya Hussin yesterday proposed the Tagal system be implemented in rivers here.
The community-based fisheries resource management system, he said, would help rehabilitate, protect and conserve the river environment and fisheries resources for sustainable development.
He said that it was also timely, especially with Putatan being recently declared as a ‘district’ and that issues and grouses related to cleanliness should now be given serious consideration.
“When our rivers are polluted and filthy, our fish resources will die and this should not be the case. We should be rich with such resources because Putatan is close to the sea,” he said when presenting the Parliamentary Agricultural Developmental Council (PADC) assistance to 16 fishermen from Petagas and here yesterday.
He said there was no point for the fishermen to apply for fishing equipment assistance when there are no fish to fish.
“The people should not litter and treat the rivers as dump sites. I have therefore discussed with the State Fisheries Department to introduce the Tagal System to the rivers in the district. Committees will be set up to monitor and look after the rivers in their respective areas.
“They will be the ones given the responsibility to penalise anyone caught dumping their rubbish into the rivers,” said Yahya.
To date, over 200 tagal systems have been established in more than 100 rivers statewide since its introductionalmost a decade ago.

KOTA KINABALU: The developer of the KK City Waterfront Complex has taken various precautionary measures to protect the environment from pollution.
Waterfront Urban Development Group executive director Johnson Koh gave the assurance to Kota Kinabalu member of parliament Dr Hiew King Cheu who made a surprise visit to the project site last Saturday to see for himself that there is no pollution and disturbance to the environment at the site.
Hiew, who was accompanied by Sabah DAP vice chairman Edward Ewol Mujie, was shown around the site by Koh.
According to Hiew, he was happy with what he saw on site as the developer had taken all necessary precautionary measures.
“I also checked on the water side to see whether there is any disturbance caused by the construction work to the sea and found the sea front to be well protected by a wall of metal sheet-pile set in two layers.
“There is also no sign of dirty water leakage from the site into the sea. A filter cloth screen has been erected to cut off any foul water and debris from escaping into the sea. The pollution protection work seems satisfactory and according to the EIA requirements,” he said.
Hiew added that the construction work on the foundation and basement was in progress albeit slightly behind schedule.
Koh meanwhile assured him that they will speed up with the work to catch up with the schedule.
The first phase of the sea front pedestrian board walk in front of Anjung Senja will be completed next month. The board walk will eventually be extended to cover the whole water front, including the frontage of the complex.
“This will be a nice place for the city folks to go to during their leisure hours in the future,” Hiew said.
He however urged the contractor to pay particular attention to the various aspects to reduce inconvenience which could affect the public during the construction period such as the placement of more safety signages inside and outside the construction site to warn the public of the movement of heavy vehicles to and fro the site.
