I'm thinking, Klaipeda and Tartu is the most surprising cities of Baltics, because its neither capitals nor big cities but shows admirable development!

Actually, that's the way it is "supposed" to be. The countries have to develop all throughout, not just the central regions / capitals. A rich capital with struggling regions is a telltale sign of a developing country. But not to worry, Liepāja is already showing some signs of awakening, and Daugavpils is bound to follow suite.

In a developed country the capital should only differ from the rest of the country because it hosts the central government offices. Most other advantages are leftovers from empires and/or feudal societies.

All in all, IMHO, the cities with around 100.000 inhabitants are usually the best living environments - lower crime rate, more peaceful atmosphere, closer to nature, more cozy, and people have higher responsibility towards their shared environment.

Liepaja, Daugavpils, and also Jelgava are developing (that recent news about RAF-like factory reancarnation!) and, of course, we have also probably the most developed city in Latvia - Ventspils - which is more closely to European standards than any other Latvian city.
That's it, but I'm wondering about lithuanians and estonians skyscraper building plans - that is a bit weird in cities with 100.000 inhabitants, isn't it? Although... here was some news from Daugavpils approximately year ago about planned ~25 floor scraper. Anyone knows what's about this project today?

i would like to say - that is the question of taste. To my mind such a small cities usually are too provincial. Of course they are nice to visit but no to liv in for a lomger period.
Probably there are also exceptions - Tartu with it's university makes the city atmosphere completely different.

I wouldn't call most Western European cities with 100.000-200.000 inhabitants provincial. In Eastern Europe and the Baltics the small cities are somewhat less lively because of the Communist rule, not because they are provincial "by design".

Nothing prevents hi-tech industry from entering smaller towns (except infrastructure and labour :) ) , nor the townspeople from having decent education and modern world-views.

P.S. Before I had traveled some, and met people from different places, I thought that any town with less than 200.000 people is stuck in the middle-ages, so I kinda understand what you are saying.

If you live longer in a city of 100 000 people you start to see people you know everywhere you go and you have seen everything in the city. I personally like when I can walk around and see no one i know and go to places that I haven't visited before thousand times. Helsinki is the biggest city in Finland but I could see myself living in an even bigger city. In the end it's just a matter of taste.

In an interview, published on Saturday in "Klaipeda" newspaper, the director of "Plienas" mentioned a height of 170m...

Between, the construction of the highrises in the central part of the quarter should start in September ;)

According to Bucefalas (he`s somehow connected to the project), the full height of the building should reach 186m., with the antena, the building will be 200m. tall
The usable height should be 167m., but due to complicated systems of highspeed lifts and conditioning systems and so on, the height will reach 186m.

Go Klaipeda!!! ;)

How about demand for new apartments in Klaipeda today? Here in Latvia the apartment construction boom is over because of lack of demnad (but it is because of crediting stoppage).
