I counted 24 different buildings from that plan above ^^.....A lot of buildings. The project does look nice but it looks really expensive given the amount of buildings, land, etc. Still I like.

This is all possible. In fact it is very easy if you pool investors together and that is what an investment bank would do. So I cannot say it is impossible. Many times huge investments can be organised through investment banks. I am not sure if there is any involved in this though.
