Commute times, commute times, commute times :)

Make sure your city is very well connected, both within the city and between cities.

Be sure that sims have a job. If you have some industrial region for example near your main region. Play also in near regions, inhabitants of main region will develope marginal regions. Be sure that all city have the minium services. like hospitals and schools.
Instead of be sure that there are residential+comercial on main city and powerfull comunication system

What sort of growth do you want to achieve?

This type? (by me, an early city which grew up to become an ugly monstrosity like this with about 800k people)

Or this type? (by me again, a later city which still has a bit of a congestion problem, but was mostly planned out properly with future growth in mind before it was built, home to about 600-700k people with a lot more jobs than the other one, still looks better than first one)

Makes sure you have neighbour connections, and that you spread the city out enough, without making it too sprawled until you develop your neighbouring cities as well. I can't really can't suggest anything more unless you can show me pics of where and what the problem is.

i think your people are getting a little old - try starting up neighbouring cities?

I think to keep a city on an entire growth spurt...well you have to hit every aspect of the sims life...recreation, jobs, education, health, safety, commute, and taxes...balancing all these and keeping a city within it's fiscal bubble will make a wonderful sim city...actually doing this is the game...lol

it's not an easy game, so just by trying you can be proud of yourself.
