It must be over a year since they talk about Width expansion of Road 6, and whole length of road after the bridge is clear, shop and houses loose its land, etc,
But it seems work has stopped, why don't they lay the bitumen, as they move on, so the places is not so bloody dusty.

More likely to be the U-shaped Structure.
Assume the red square building is the 10 stories building.
