'Review fee at KLIA free commercial zone'

THE American Malaysian Chamber of Commerce (Amcham) and the EU-Malaysia Chamber of Commerce and Industry (EU-MCCI) want the government to review the free commercial zone (FCZ) fee of RM5 per transaction, saying it has caused undue burden on users of the KL International Airport (KLIA) in Sepang.

"The express delivery members account for four per cent of the total tonnage of shipments at the KLIA but pay 26 per cent of FCZ charges," Amcham said in its memorandum to the Ministry of International Trade and Industry's (Miti) annual dialogue on August 8.

It also claimed that Malaysia Airports Holdings Bhd (MAHB), the FCZ zone authority at the KLIA, is not carrying out its duty as the FCZ zone authority as required by the FCZ Act; the main intention of which is to provide value-added services to the cargo and express delivery industry.

"The fees imposed today are not in exchange for any goods or services provided. In addition, the determination of the fee structure is arbitrary and non-transparent.

"Since overall movement of shipments by express carriers differs from freight fowarders, the FCZ fee of RM5 is not fair and burdensome to the express delivery industry," Amcham said.

The chamber said MAHB has no legal authority to charge the FCZ fee prior to a change in the FCZ regulation in May last year.

Hence, it suggested a review of the fees be withdrawn up to 2007 and be modified following that time.

"The Ministry of Finance must make a decision whether it is fair and will benefit the business community, freight fowarders, express carriers and free zone authority ... not just the free zone authority," it said.

EU-MCCI said the non-transparent and burdensome FCZ processing fee at the KLIA serves as a major impediment to trade, thus reduces Malaysia's competitiveness and attractiveness as a destination for businesses in the region.

It pointed out that Thailand, Hong Kong, Indonesia and Singapore do not impose a FCZ fee.

MAHB has been imposing the fee since July 2000. Its subsidiary, Malaysia Airports Sdn Bhd, has also been apointed as the FCZ Authority at the Penang International Airport and the FCZ cargo complex at the airport, effective January 1 2008.

MAHB seeks developers, investors for land around KLIA

Malaysia Airports aims to increase its non-aviation revenues and passenger numbers at KLIA by developing its 1,092ha of the total non-aeronautical land

MALAYSIA Airports Holdings Bhd (MAHB) will issue a request for proposal (RFP) next month to developers and investors interested in developing land around the KL International Airport (KLIA) in Sepang.

The airport operator has a 30-year lease of 9,690ha at KLIA starting from 1998. Of this total, 6,400ha are for non-aeronautical activities and the rest for aeronautical activities and facilities such as ramp, apron and runway.

MAHB general manager of land development, Muhd Najib Mohd Rawi, said the company is opening 1,092ha of the total non-aeronautical land, currently planted with oil palm, for development over the next 10 to 15 years.

"Our aim is to increase our non-aviation revenues and passenger numbers at KLIA through creation of activities. In the long term, we want to make KLIA an airport city," he told Business Times in an interview.

MAHB last year commissioned a land suitability study, the results of which showed that the area is suitable for high value and time-sensitive manufacturing facilities, logistics centre and facilities, meetings, incentives, conventions and exhibitions (MICE), destination retail or shopping, tourism and recreational activities.


"A master plan has been developed, outlining development options, and submitted to the Sepang Municipal Council. We expect it to be approved in two months," said Muhd Najib.

"In the meantime, we will continue to generate awareness of the project among developers and investors both locally and abroad," he added.

MAHB is looking to form a joint-venture partnership to develop, build and operate the land or lease the land to others rather than developing it alone.

"We will self-develop some of the development components for long-term recurring rental income," said Muhd Najib.

"We won't invite just anybody. The developers and investors must offer premium development properties in order to maintain the KLIA brand of modern and high technology facilities. This must be carried out throughout the whole development," he added.

Under the master plan dubbed "KLIA Aeropolis", the majority 395.37ha or 36.2 per cent of the 1,092ha land are zoned for commercial use, and 230.4ha or 21.1 per cent for parks and green.

The master plan also features a 128ha allocation for two 18-hole golf courses, 121.07ha for agro-tourism development, and 10.06ha for a stadium.

Muhd Najib said because of the vast development, the RFPs will initially cover several components of the commercial zone such as the expo and convention centre, specialised retail outlets and purpose-built offices.

"We will also invite developers and investors to submit a RFP to develop and operate a 40ha theme park, a logistics centre and golf courses at the airport land," he added.

The company is planning to have a theme park that will rival those in Genting Highlands and Singapore's Sentosa Island.

"The advantages our location has are its proximity to the airport, the abundance of land and the presence of a low-cost terminal," said Muhd Najib.

To attract developers and investors, MAHB is in the midst of drawing up plans to develop a transport centre similar to the KL Sentral station, to connect people from the commercial zone to the airport terminal.

"For this area to be successful, it must be well connected. As such, we are proposing a tram or train line to connect the commercial centre to the airport.

"We are studying what is best. We have allocated some parcels of land for this transport centre," said Muhd Najib.

On the cost of development, Muhd Najib said it will mainly be on infrastructure.

"We will develop the land in phases. For instance, to get the ball rolling, we have allocated a budget in the coming year to commence initial infrastructure development in the commercial zone, covering 20ha," he said, but declined to reveal any figures.

MALAYSIA Airports (Niaga) Sdn Bhd (Eraman), the retail arm of Malaysia Airports Holdings Bhd (MAHB), expects its soon-to-be launched lifestyle shopping mall at the Kuala Lumpur International Airport (KLIA) to contribute 20 per cent to its business next year.

Eraman head of merchandising division (core products) Elina Jamaluddin said the company's revenue from core products such as duty-free items, perfumes, cosmetics and convenience shops, have been growing double-digit over the years.

"The opening of the mall at the KLIA contact pier is expected to boost the revenue further. For this year we can't really gauge, but we anticipate it to contribute at least 20 per cent to Eraman's business next year," she told Business Times in an interview in Kuala Lumpur recently.


Eraman, with retail outlets spread over the KLIA, Kuching International Airport, Kota Kinabalu International Airport, Labuan Airport and Low Cost Carrier Terminal, registered RM289 million revenue last year. This represents 20 per cent of the MAHB group revenue of RM1.38 billion.

Elina said the Contact Pier International - a walkthrough mall that stretches along the 30,000 sq ft contact pier area of the KLIA - is expected to be operational in later part of October this year.

The open concept shopping mall, which is located near the aerotrain station and the area where the regional and international travellers converge, blends contemporary design and fixtures with the batik colours, hues and motifs as the main decorative element.

Besides food and beverages, fashion apparels, accessories, timepieces and complementary services, other highlights at the lifestyle mall include "Kidz Smart Tunnel", that would offer duty-free items targeted at junior travellers.

"We are bringing retail to the next level. No airport in the world has a lifestyle approach," she said, adding that airports in general do not have the liberty of space for such retail concept.

According to Elina, for certain international brands that will be featured at the mall, the lifestyle concept is the first for them, either in Asia Pacific or globally.

For instance, the World of Cadbury, for the first time, will showcase the Cadbury brand stories and timeline that traces the brand since the early 1900s. Hershey's concept shop, meanwhile, will be the first one outside the US that will feature Hershey's history wall showing actual scenes of Hershey Town in Pennsylvania, the home of the Hershey Company.

On the recent escalating oil prices, Elina said it has not significantly impacted Eraman's sales growth so far. As at June this year, the company was still on track to meet its forecast.

"To mitigate any downside, we will continue to improve our offerings. Airport retailing is unique and a niche market as travellers generally buy on impulse and for Asians, the general purchasing trend is mainly for giftings," she said.

Eraman always ensures that its product offerings meet customers' preference and comprise value packs and special travel retail exclusives which are only available at its airport outlets, she added.

SEPANG, Aug 26 (Bernama) -- Malaysia Airports Holdings Bhd (Malaysia Airports) expects to earn about RM800 million from commercial activities at Kuala Lumpur International Airport (KLIA) and Low Cost Carrier Terminal (LCCT).

Malaysia Airports senior general manager (Operation Services) Datuk Azmi Murad is confident of achieving the target after Malaysia Airports earned about RM70 million from the sale of shopping retails between January and June.

To increase passenger spending, Malaysia Airports was expanding the retail space at KLIA to transform it into a bigger, colourful, vibrant and interesting shopping destination.

The transformation project called "Satellite Retail Optimisation Project (SROP) is the first of Malaysia Airports long-term efforts to make KLIA a fully-contained Airport City, he told reporters after the launching of KLIA Shopping Campaign 2008 and 2009 by Malaysia Airports chairman Tan Sri Dr Aris Othman.

The first phase of SROP, due for completion in October, is expected to be fully completed by June next year, he said.

He said SROP would provide more avenues for local entrepreneurs to have a headstart in penetrating the international market via the additional space available.

"Once fully completed, the commercial area will have 26 outlets comprising 9 retail, 9 dining and 8 service outlets," he said.

Azmi said the new commercial area would contribute and increase sales by 30 percent after it was fully operational in June next year.

Malaysia Airports General Manager (Commercial Services) Umar Bustamam said the KLIA Shopping Campaign, hosted in conjunction with KLIA's 10th anniversary, would start today and end in June 2009.

"This campaign features three shopping contests instead of the usual one. Prizes worth RM2.7 million await shoppers at KLIA and LCCT," he said.

A shopping contest will be held every 12 weeks during the campaign and any shopper who spends a minimum of RM250 will be rewarded with an instant gift.

A higher spending of RM500 will qualify them for the Grand Prize of each contest. Weekly prizes also await shoppers with each of the three shopping contests offering different prizes, he added.

The KLIA shopping campaign launched by Malaysia Airports Holdings Berhad (MAHB) features three shopping contest each with its own prizes.

Themed Magic 10 celebrations the contests are being held in conjunction with KLIA’s 10th anniversary.

MAHB chairman Tan Sri Dr Aris Othman launched the campaign, the fifth installation, offering grand prizes of two lots of RM50,000 cash each, a RM30,000 holiday package and a RM420,000 Lexus GS300.

“This year the shopping campaign features three contests instead of the usual one.

“The shopping contest will take place every week for 12 weeks and it will end June next year,’’ said general manager (Commercial Services, Malaysia Airports) Umar Bustaman.

BOSTON: Malaysia Airports Holdings Bhd (MAHB) plans to turn other airports in Malaysia into environment-friendly airports like the Kuala Lumpur International Airport (KLIA).

KLIA is the only airport in the world to receive the Green Globe 21 certificate for its commitment to improve the environmental impact of its operations.

"We are pushing for other airports as well to be environment-friendly," MAHB managing director Datuk Seri Bashir Ahmad said when met after the opening of an exhibition at the Airports Council International (ACI) - World/North America Conference and Exhibition here on Sunday night.

MAHB operates 39 airports in Malaysia, including international, domestic and short take-off and landing ports. More than 50 airlines operate at KLIA, which received the Green Globe 21 certificate four years ago.

The Green Globe 21 was developed based on Agenda 21 - a standard aimed at promoting environmentally-sustainable tourism - which was adopted by 182 countries during the 1992 United Nations Earth Summit in Rio de Janeiro.

Bashir said MAHB will share its experience on the green KLIA with participants at the ongoing ACI Conference.

His talks, scheduled for today, will touch on what Malaysia has done so far to promote environmentally-sustainable tourism as well as its future environmental efforts.

"All efforts to make KLIA environment-friendly are done in-house," he said.

Bashir said other airport operators globally should invest to make their airports environmentally-sustainable.

"It is money worth spent as the returns are enormous," he added.

Bashir also said that the whole aviation industry is intensifying efforts to support the environment, where airlines are making their aircraft fuel-efficient and airport operators are providing clean and environment-friendly services.

On the ongoing ACI event, he said it is well-attended and receives encouraging support.

Bashir, who is also a member of ACI world governing body and Asia-Pacific regional board, said during its meeting here, the board has discussed the state of the world's economy and its impact on the aviation industry particularly the airports.

"The ACI governing board will adopt a resolution at the end of the board meeting," he said.

Bashir said feedback from conference participants indicates a good response to next year's ACI World and Regional Assemblies 2009 in Kuala Lumpur.

3 new carriers to start flights to KL by April

AIRPORT operator Malaysia Airports Holdings Bhd (MAHB) said it has managed to convince three new regional carriers to start operating flights to Kuala Lumpur by April next year.

Managing director Datuk Seri Bashir Ahmad declined to disclose their names, but said it could include a budget carrier.

MAHB general manager of marketing Mohamed Sallauddin Mat Sah was quoted last month by Business Times as saying that it was wooing Pakistan's budget airline Air Blue and private airline Shaheen Air, and India's Kingfisher Airlines to initiate services to Kuala Lumpur.

Bashir also said MAHB will announce an "enhanced incentive package" for airlines at the end of this year.

The new incentive package is expected to replace the current scheme, which had expired on May 3 2007, but has since been extended pending the announcement of the group's long-awaited corporate restructuring plan.

"We need to review (these incentives) from time to time as the market progresses. We will announce it by year-end," Bashir told reporters at the 14th World Route Development Forum (Routes KL), which ended yesterday.

He did not elaborate, but it is understood that the new incentives will include rebates on airport tax or passenger service charge for airlines that will bring growth in passenger numbers to the KL International Airport (KLIA) in Sepang and other airports in the country.

Meanwhile, Bashir said overall passenger traffic growth is expected to slow to five per cent for full year 2008, after growing nine per cent in the first seven months of this year.

It handled 45 million passengers at its 39 airports in the country last year.

"The growth mainly came from international traffic," he said, adding that India, China and the Middle East were the biggest markets.

On Routes KL, of which MAHB was this year's host, Bashir said feedbacks from the 2,000-odd foreign delegates have been positive.

"All delegates are happy with the location. Many people I met are here for the first time and were impressed with Kuala Lumpur," he said.

The three-day forum has generated spin-off economic benefits for the country, particularly the hotel and retail industries, he added.

Routes is the largest annual airport and airline formal and informal networking event. Held for the first time in Asia, Routes KL brought together 350 airlines and 650 airports representatives and decision-makers.

Forum helps MAHB draw airlines


KUALA LUMPUR: Despite the weak financial markets and the collapse of several airlines in the US and Europe, almost all the world’s carriers and airport managers came to Malaysia last week with serious plans to negotiate landing rights and use of airport facilities.

More than 2,500 delegates, representing 500 airlines and 1,000 airports, attended the 14th World Route Development Forum from Oct 11 to 15.

KL International Airport (KLIA), managed by Malaysia Airport Holdings Bhd (MAHB), successfully attracted “two or three” airlines to give their commitment to begin routes into KL next year.

MAHB managing director Datuk Seri Bashir Ahmad told StarBiz these were regional airlines rather than long-haul carriers, but he could not name them as “they are not ready yet to announce their new routes”.

That aside, Bashir said the main reason MAHB hosted the forum was to attract flight planners to the country and to drum up business for KLIA and the other major airports in Penang, Kota Kinabalu, Kuching and Langkawi.

At present, with the rise in tourism travel into the country, the utilisation rate of the KLIA was quite strong at 80% of capacity, with the conventional terminal handling about 20 million out of 25 million annual capacity and the Low Cost Carrier Terminal (LCCT) taking about 8 million passengers out of 10 million annual capacity.

The capacity at the LCCT will increase to 15 million when the expansion of the airport is fully completed next year.

In the long term, however, MAHB aims to attract more long-haul carriers to KLIA.

Bashir said the forum would help the entire airline industry to realise “the tourism potential” of the route to KLIA.

This, he said, would help KLIA regain its past glory by wooing back the troubled airlines that had shunned KL during the various regional crises in the past decade.

In 2001, British Airways (BA), Lufthansa and Qantas cancelled their KLIA route, although Lufthansa returned in March 2004.

Bashir said BA, as well as other long-haul carriers, were in constant contacts with MAHB but still needed to assess the viability of their routes.

“The airlines need their routes to be viable, that is the main factor,” he said.

Contrary to popular belief, the load factor for the KL-London route was never a problem.

“The flights to London were always at least 75% full but the margin on long-haul flights, due to rising fuel and other costs, was the main concern,” he added.

Studies have shown that passengers are not willing to pay a certain threshold fare for a return ticket. So if costs are more than RM6,000 for a long-haul flight, it may not be viable.

Nonetheless, MAHB is bent on attracting the long-haul flights, considering the tourism potential of KLIA as a destination.

MAHB earnings had grown in the first two quarters, with net profit up 28.5% year-on-year to RM91.6mil in the first quarter ended March 31, and an 18.8% increase to RM66.38mil in the second quarter.

“Passenger numbers were up 9% for the first seven months of the year but we reckon that the numbers will come down for the rest of the year, so we would still get 5% (passenger growth) for the full year,” Bashir said.

As a result, earnings should also be moderated for the second-half year.

KLIA Now Offers Flights To Papua New Guinea

SEPANG, Oct 29 (Bernama) -- The Kuala Lumpur International Airport (KLIA) is offering connections to Papua New Guinea from today as Air Niugini, the national carrier of Papua New Guinea, made its first landing at KLIA tonight.

The carrier operates one flight weekly, flying from its hub Port Moresby to KLIA every Wednesday, using the Boeing 757 aircraft with 189 seats.

Malaysia Airports Holdings Bhd's managing director Datuk Seri Bashir Ahmad said Air Niugini's presence marked a new market for KLIA as it was the first airline to offer flights to the Pacific Islands in the Oceania region.

"Malaysia Airports hope to attract more airlines from the region in future to fly to Malaysia," he said in his speech at the welcoming ceremony of the arrival of the first Air Niugini here, Wednesday night.

His speech was read by the Malaysia Airports' senior general manager (operation services) Datuk Azmi Murad.

Also present was Deputy Transport Minister Datuk Seri Panglima Lajim Ukim who said the direct connectivity to Port Moresby through Air Nuigini will further grow relations between Malaysia and Papua New Guinea.

Malaysia is the fourth largest investor in Papua New Guinea and the new flights available between the two countries will create new collaborations in the near future, he said.

MAHB Plan To Develop Land Around KLIA Attracts Local, Foreign Interests

SEPANG, Oct 31 (Bernama) -- Malaysia Airports Holdings Bhd's (MAHB) plan to develop 1,092ha around the KL International Airport (KLIA) has attracted interests from local and international investors from India and the Middle East.

"The company is expected to inform successful bidders within two months of the closing date for its requests for proposal on Nov 21," MAHB chairman, Tan Sri Dr Aris Othman, said after presenting a RM30,000 contribution to the National Heart Institute here today.

Aris said this when asked on the progress of its plan to develop the company's land for non-aeronautical activities.

I traveled KL last year and I got to admit the airport was ne of the best airports have ever seen and the best thing i that it is one of the few airports in the world which are connected with the city via train service....

KL International Airport (KLIA) now offers connections to Papua New Guinea.

Papua New Guinea national carrier Air Niugini’s inaugural flight from Port Moresby landed at KLIA on Oct 29.

October was an eventful month for Malaysia Airports, as KLIA also welcomed the arrival of SilkAir from Singapore.

Earlier this year, KLIA had welcomed two airlines, Tiger Airways and Jetstar Asia, and tomorrow, it will welcome the maiden flight from Dacca of BestAir from Bangladesh.

Air Niugini currently operates a flight weekly from Port Moresby to KLIA every Wednesday, utilising a 189-seater Boeing 757.

Among the passengers on the inaugural flight were Air Niugini chief executive officer Wasantha Kumarasiri, Treasury Minister Patrick Prualtch, Minister in the Prime Minister’s Department Philemon Endel and heads of various corporate organisations.

The flight landed at 7.10pm and departed at KLIA at 8.10pm for the return to Port Moresby.

“We are hopeful that with five airlines now making KLIA their preferred destination, more will follow soon,” Malaysia Airports senior general manager (operations) Datuk Azmi Murad said.

He said Air Niugini’s presence would enhance connectivity at KLIA as the airline was the first offering connections from the Pacific island in the Oceania region to Malaysia.

“This is a new market for us and we hope to attract more airlines from the region to fly to Malaysia,” he added.

He said the recently concluded 14th World Route Development Forum that was hosted by Malaysia Airports in Kuala Lumpur – the first time it was held in Asia – would further pave the way for Malaysia Airports to convince new airlines to start flying to Malaysia.

Deputy Transport Minister Datuk Seri Lajim Ukin, in his welcome speech, noted that the air transport relationship between the two countries had started way back in 1973 and expressed the hope that the relationship would grow with this inaugural flight.

“With the liberalisation of Malaysia’s air transport policy, more Malaysian cities will open their skies, especially to airlines from Asean member countries,” he said.

He added that this year, passenger arrivals were expected to increase by 5% over last year’s figure.

Air Niugini CEO Wasantha Kumarasiri said the non-stop Kuala Lumpur service would provide an excellent opportunity to connect passengers from Port Moresby to other Asian destinations and Europe.

KLIA's annual RM1b allocation hits turbulence


THE Kuala Lumpur International Airport continues to receive RM1 billion a year in allocations 10 years after it was opened.

This has not gone down well with two members.

Tan Sri Abdul Khalid Ibra-him (PKR-Bandar Tun Razak) said the initial outlay to build the airport might have been justified as it was to put a new infrastructure in place.

"However, what happened after that comes down to management of the facility. The public should be paying for what they are using.

"The government should explain why the airport is costing the taxpayers so much," he said while debating Budget 2009 at the committee stage.

Khalid said KLIA should be self sustaining and meet all its operational costs. He said he hoped the Finance Ministry would provide an explanation as to how this could have happened.

N. Gobalakrishnan (PKR-Padang Serai) also spoke against the RM1.06 billion allocated for the KLIA in Budget 2009.

"In my opinion, this is too much. This appears to be the amount disbursed to KLIA by the Finance Ministry in every budget since the airport was built.

"Something must be wrong with the way they are managing the facility."

He said KLIA should not need RM1 billion to maintain itself. "Surely there must be more innovative ways to raise funds to manage and maintain KLIA."

Wastage was also on the mind of Khairy Jamaluddin (BN-Rembau), who complain-ed about failed privatised projects.

He singled out Indah Water Konsortium (IWK), which was privatised in 1994. Six years later, the government had to buy back the equity and has since been pumping money into the company.

"It is unlikely that it will be showing a profit soon," he said, while noting that the Finance Ministry had allocated RM250 million for IWK for next year.

Khairy also wanted to know how effective Cyberview Sdn Bhd had been in attracting investors to Cyberjaya.

He said there were many businesses using Cyberjaya for their outsourcing activities, which he felt was all right but did not meet its original goal.

He said the original goal was for companies there to carry out research and development.

Datuk Ahmad Hamzah (BN-Jasin) said failed projects only provided fodder for the opposition to use against the government.

"It is better for the public to get the information from BN because there are other sour-ces of information that are not reliable. The opposition can manipulate them for its benefit."

Actually the airport currently have two terminals.
*Terminal 1
**Main Building
**Satellite Building A
*Low Cost Carrier Terminal

The Terminal 1 will have another satellite terminal building (stb) which will have same design as STB A.

Before the modification of T2 plan, the terminal is same design as T1's. After it, the two STB will combined into 1.

new LCCT location is not known yet.

I dont really feel like KLIA will be a busy airport like Jakarta and Singapore.

According to KLIA masterplan, currently the airport can handle 35 million annually.

Bombardier wins US$35M contract to expand Kuala Lumpur airport train system

MONTREAL - Bombardier Inc. (TSX:BBD.B) has been awarded a US$35-million contract to extend its automated train system at the Kuala Lumpur airport in Malaysia.

Montreal-headquartered Bombardier said Tuesday its Berlin-based railway equipment division, partnering with a Malaysian company, will supply three driverless vehicles and modify the existing six-vehicle fleet.

The total value of the contract to be split with Hartasuma Sdn Bhd is US$57 million.

A spur line extension to a maintenance facility is to be completed in 2011.

Bombardier, whose trains have been operating at the Malaysian airport since 1998, has installed other automated people movers in Beijing, Frankfurt, Rome, Singapore, Madrid, London, Atlanta, Las Vegas and Miami.

MAHB Signs RM209 Million Pact With Bombardier To Expand KLIA System

KUALA LUMPUR, Nov 26 (Bernama) -- Bombardier Transportation and local partner Hartasuma Sdn Bhd have signed a contract with Malaysia Airport Holdings Bhd (MAHB) to expand the existing Bombardier-supplied automated people mover system at the Kuala Lumpur International Airport (KLIA).

The contract, which includes a spur line extension to the new operations, maintenance and storage facility and three Bombardier CX-100 vehicles, is valued at about 45 million euros or RM209 million.

"We are proud to be part of the KLIAs present and future standing as a regional hub," said Bombardier Transportation's systems division director Eran Gartner in a statement released here Wednesday.

"Since the opening of the airport in 1998, the CX-100 automated people mover system has provided exceptional service for riders and we remain committed to helping MAHB achieve its goals," he said.

Bombardier Transportation will be responsible for the design and supply of the three driverless vehicles and modifications to the existing six-vehicle fleet as well as the automatic train control and power distribution and communications systems.

It will also supply and integrate a central control centre in the new operations and maintenance storage facility as well as providing project management, systems engineering and integration, and test and commissioning.

Hartasuma meanwhile will be responsible for the civil works.

The new spur line to the OMSF is scheduled for completion in 2011.

"We are extremely pleased that our strategic alliance has been contributing positively, and we hope to continue playing a meaningful role in the governments drive in further enhancing and transforming the transportation infrastructure landscape," said Hartasuma's managing director Dr Abdul Rahman Abdul Halim.

Cost savings to give MAHB extra RM70mil profit

THANKS to the cost-saving initiative and revenue-enhancing strategies undertaken by Malaysia Airports Holdings Bhd (MAHB), it can expect at least RM70mil in additional pre-tax profit for the financial year ending Dec 31 (FY08).

This would imply that MAHB ought to be making at least RM473.64mil in pre-tax profit for FY08.

For the nine months to Sept 30, MAHB recorded a 12.34% increase in revenue to RM1.15bil while net profit jumped 35.59% to RM247.97mil. Pre-tax profit increased 35.67% to RM248.22mil.


“It is impressive what MAHB has achieved for the nine-month period, especially in boosting its non-aeronautical segment.

“The fourth quarter is normally weaker as MAHB generally reports higher taxes during that period, and revenue from plantations will not be significant, given the lower crude palm oil prices,” said an analyst with a local research house. “Let us see whether they will achieve their target.”

Meanwhile, MAHB managing director Datuk Seri Bashir Ahmad said the company had done well despite its airport charges being one of the lowest in the world (about 2%), and with its services not being compromised.

Up to Nov 30, passenger arrivals for all airports handled by MAHB increased 5.4% to 42.8 million. Of this, KL International Airport (KLIA) received 15.8 million while the low-cost carrier terminal (LCCT) received nine million. The LCCT is expected to hit the 10 million mark by year-end.

Bashir is expecting a 1% to 2% passenger growth for 2009. While revenue may decrease, MAHB would remain profitable, driven by its non-aeronautical division (retailing, food and beverage as well as advertising), he said.

“Some people say KLIA looks very empty. That is because KLIA was built to be spacious. It has an average space of 55 sq m per passenger compared with an average space of 25 sq m (per passenger) for most airports,” Bashir said.

In the last five years, MAHB has reduced cost, increased efficiencies and boosted its non-aeronautical division.

Presently, revenue contribution from the non-aeronautical segment is almost equal to the aeronautical segment compared with a 55:45 ratio five years ago.

On a year-on-year basis, the operating profits from the retail division improved by 190.2% to RM14.1mil in the third quarter.

MAHB is now expanding its retail space in KLIA by 930 sq m. The retail space in LCCT will be increased to 30% from 10% presently. The expansion will be completed by the end of next year.

MAHB has also received proposals for its commercial development plan in the KLIA vicinity.

Having earmarked 931ha, MAHB plans to build hotels, shopping malls and office lots in its bid to further diversify its earnings base.

Bashir said development works would begin in the next one to two years.

Refurbished KLIA satellite building to boost retail business

SEPANG: Malaysia Airports Holdings Bhd (MAHB) expects the refurbishment of its KL International Airport (KLIA) satellite building to generate more retail business to help offset slower growth in passenger traffic volume next year.

The refurbishment of the satellite building would create a more contemporary shopping experience with the addition of new outlets.

The 14-month project, which started in May, is divided into four phases.

Phase one, or the east zone area, was completed in October and opened in conjunction with ongoing KLIA shopping campaign that offered RM2.7mil worth of prizes to shoppers at KLIA and its low-cost carrier terminal (LCCT). The prizes include travel packages and a brand new luxury car.

“I believe travellers will still buy (amid the global economic downturn) if we provide the right products at appropriate prices and suitable locations,” managing director Datuk Seri Bashir Ahmad told reporters at the opening ceremony of the east zone yesterday.

The new KLIA east zone outlets include Choc Stop International, Dome, Harrods and Pusrawi Medicare.

The company forecasts passenger traffic to grow by 1% to 2% next year based on notifications of several airlines that wanted to increase their flight frequency next year.

MAHB, which operates 39 airports, had forecast a 5% increase in passenger volume this year.

Bashir said travellers who spent RM150 and above at the east zone would be eligible to enter the “Guess the Price” game that would see every winner walk away with a RM500 shopping voucher.

“Our shopping campaign and satellite retail optimisation project are aimed at rewarding shoppers while providing them with competitive retail experience that surpasses other airports in terms of variety and price,” said Bashir.

On other developments of MAHB, its senior general manager (operations) Datuk Azmi Murad said the Batu Berendam Airport upgrading was expected to be completed by the end of this month and be operational in the first quarter of next year.

“We expect to partially open the new LCCT international arrival hall on Dec 15 and the wing is expected to be fully operational by March.

“LCCT’s annual passenger capacity will be boosted to 15 million passengers by then from the current 10 million,” he said, adding that the upgrading project cost about RM130mil.

PanPac KLIA voted best airport hotel for seventh time

THE Pan Pacific Kuala Lumpur International Airport (PanPac KLIA) has made it again as Asia's best airport hotel for the year 2007.

It is the seventh time the hotel has won this award in its 10-year history from Business Asia magazine.

This award is presented to airport hotels for its high standards in providing a broad spectrum of convenient services and facilities for business travellers.

SEPANG: International passengers arriving at the low-cost carrier terminal at the Kuala Lumpur International Airport will experience a better and more spacious area as the new international arrival hall opened for operation on Dec 15.
The extension has added 32,000sq metre of floor space to the existing 28,000sq metre. The international arrival hall is part of the RM160 million new wing constructed under the LCCT-KLIA expansion plan.

The new wing is expected to be ready in March.

At this hall, six baggage carousels have been configured to further expedite baggage handling. Customs counters have been doubled from six to 12 and 34 Immigration counters are available compared with the previous 12.

The additional floor space will also be utilised to accommodate more retail and F&B outlets, and shower and surau facilities.

Malaysia Airports Holdings Bhd senior general manager (operations) Datuk Azmi Murad said: "This expansion is to cater to the growing numbers of low cost travellers, which has seen tremendous increase.

SEREMBAN: Mentri Besar Datuk Seri Mohamad Hasan has told critics to stop making claims that the proposed construction of a new low-cost carrier terminal near Nilai was a waste of government funds.

Mohamad said they should get their information right before making unfounded claims as the proposed project was a privately-financed initiative and the Government did not need to spend a single sen for its construction.

“Some people are saying that this is my project and I intend to give it to my cronies. This is so pathetic,” he told reporters at his office yesterday.

He said even if the state government planned to carry out a project, it would go through the normal tender process.

Mohamad was commenting on claims that the proposed construction of the project was a “brazen” waste of public funds particularly when the economic scenario in the coming months was not expected to be good.

Mohamad had last month said the new airport, to be located between Nilai and Bandar Enstek, would be built to replace the present LCCT in Sepang.

He said the proposed airport, to be build on a 2,800ha area, would be bigger than the present LCCT which could no longer accommodate the increasing passenger volume.

The proposed project would be developed by Sime Darby, which owns the land, and AirAsia.

“We need a new airport as AirAsia now has bigger wide-bodied planes. Its aircraft fleet has also expanded tremendously,” he said yesterday.

He said the proposed airport would also be equipped with aero-bridges and state-of-the-art facilities for passenger comfort.

Mohamad said although Sime Darby, AirAsia and the state government had agreed to the project, the Cabinet would have the final say on the matter.

He expressed hope that the Transport Ministry, Malaysia Airports and the Department of Civil Aviation would support the proposed project.

Two universities and several private institutions of higher learning would also be built in the vicinity of the proposed project, which is located in the state’s central corridor.

KUALA LUMPUR: The cabinet has given the green light for a new low-cost carrier terminal on a 2,800-hectare site in Labu, Negri Sembilan, Transport Minister Datuk Seri Ong Tee Keat said.

Ong said the new LCCT would be built under a private finance initiative by conglomerate Sime Darby Bhd and budget airline AirAsia.

The airport will anchor Sime Darby's "massive integrated city" development in Labu, which includes five townships with services in education, health, sports, high technology, recreation and entertainment.

The RM1.6 billion terminal will be funded by Sime Darby and joint-venture partners which could include AirAsia and Malaysia Airports Bhd.

Ong said the new terminal was needed as the current facility in Sepang would not be able to cope with the increased passenger volume.
Under its final expansion phase, after which there will be no more room for growth, the Sepang LCCT will have its capacity increased to 15 million passengers a year, a figure industry sources say is likely to be exceeded by 2011.

Including its Thai and Indonesian affiliates, AirAsia flew some 18 million people this year. The new terminal will be built to accommodate 25 million passengers a year, and last on present forecasts until 2030.

Ong said he could not give a timeline on when work would start on the new LCCT.

"It is up to them as to when they want to start work. For our part we will make sure there is connectivity between the Kuala Lumpur International Airport and the new LCCT.

"We want to ensure passengers will be able to move from both places speedily, smoothly and efficiently."

To be called "KLIA East@ Labu", the new terminal is slightly closer to central Kuala Lumpur than the present LCCT and will boast connectivity by both road and rail.

A 7km branch road will link it with the North-South Expressway and a 3km spur line will be built from the railway station in Labu -- a stop on the KL-Seremban KTM Komuter route.

Welcoming the project's approval, Negri Sembilan Menteri Besar Datuk Seri Mohamad Hassan said the KLIA would be connected to the new terminal by a 7km Express Rail Link (ERL).

Industry sources said a ground-breaking ceremony was being slated for late next month with construction planned for completion in two years.

When the new facility is commissioned, the Sepang LCCT, which has more than recovered its cost from the explosive increase in passenger numbers over the last two years, will serve other budget carriers, such as Singapore's Tiger Airways.

Mohamad said the siting of the new terminal near Kampung Gadong Jaya in Labu would boost economic growth in the state.

"The location is not far from the existing terminal. It will be an extension of the KLIA.

"When the airport is built, the state can expect economic development, such as housing estates and business centres, in the surrounding areas," he said.

Frequent flyers are all too familiar with the long transit waits. I myself had a 10-hour transit once and nearly went mad roaming the Suvarnabhumi Bangkok Airport — there’s only so much an airport can offer!

My favourite part of the Lounge is the Santai Spa, which offers massages, reflexology, facials, pedicures and manicures. According to Raja Nordiana, the reflexology sessions are very popular with customers.

GENEVA, Jan 4 (Bernama) -- The KL International Airport (KLIA), which already has several titles to its belt, could further improve its standing by having a one-stop security centre at its terminal, says an airport security and facilitation expert.

Such a system would reduce the time spent for security checks, and while passengers would have more time for leisure, aircrafts would not have to wait for a longer period and the airlines would not have to pay more for additional checks at the gates, says International Air Transport Association (IATA) director for security and facilitation, Georgina Graham.

Transit passengers are also more likely, as the system, being proposed by IATA, does away with repetitive process due to adequate screening from the country of origin, she said.

"With the connecting time reduced, it can make you stronger as a hub, as an aircraft on the ground will cost money. That's how an airport becomes stronger," she told Malaysian journalists here on the sideline of IATA's Global Media Day here recently.

According to Graham, Malaysia and Singapore could be among those adopting its one-stop security proposal in the region.

"KLIA and Changi can be the beacon on adopting security measures that make transit passengers feel more at ease, as they would not have to be re-screened as they have not left the sterile area (an area that is not open to other passengers," she said.

She added that last November, Malaysia also said it would be working closely with IATA to be the pioneer state for the Secure Freight programme for air cargo security.

"It (the proposed security system)will not necessarily be an expansion of the airport's space to hold up the transit passnegers in a sterile area, but more of a change in the set-up of the airport," she said.

This would also mean that security queues would be shorter, and a pick-up in duty free sales with less stressed passengers having more time in their hand.

Graham also noted that the reduced security checks could also encourage an airport to redeploy its resources in maximising security.

"There could be three security personnel rotating every twenty minutes to ensure that security is not compromised. It does not require extra human capital but just a redeployment of resources as there would not be a need (for personnel) at both the gates and the central area," she said.

Nevertheless, Graham added that any precautionary routine at airports should encompass a more holistic approach rather than just depending on physical checks.

"Screening is only really one part of how we detect and deter terrorism. There are many layers of screening that should be implemented, but is invisible to the passengers," she said.

She said having knowledge of passenger information such as affiliations and associations, added to the physical screening, would help authorities to have a bigger picture of a passenger.

For some, it is about detection, for others, it is about deterrence and therefore no one type of system will fit all.

But as any other business goes, airports too would want to know the financial gain of trying out a new system, she added.

Based on IATA's data, about 28 percent of passengers are on connecting flights, representing about 62.5 million people yearly.

Asia Pacific alone sees around 15 percent of passengers getting on connecting flights, representing about 31 million people yearly.

"If enough passengers are transitting through that airport (due to reduced transit time), it would give enough critical mass to justify the investment for the one-stop security proposal," she said, adding that cost would vary depending on an airport's layout.

Graham also suggested that the best way to ensure that airports and their relevant authorities warm up to the one-stop security proposal will be to have a group of like-minded governments agree to it, instead of targeting individual countries.

IATA: Focus on maximising KLIA's potential

THE International Air Transport Association (IATA) yesterday entered the debate on a proposed new low-cost carrier terminal (LCCT) south of Kuala Lumpur, saying Malaysia should focus on maximising the existing KL International Airport's (KLIA) potential as a hub instead.

In a statement issued in Kuala Lumpur yesterday, the Geneva-based airline group indirectly referred to the plan by Sime Darby Bhd and AirAsia Bhd to build a new low-cost carrier terminal (LCCT) in Labu, Negri Sembilan dubbed "KLIA East@Labu".

AirAsia has been promoting the need for the new airport, saying, among others, that the airline's expansion plans require a dedicated airport instead of the current LCCT at the KLIA.

"A single airport operation is the preferred solution if Kuala Lumpur is to be a strong aviation hub in the region. Having two airports could translate into inconvenience and confusion for passengers," IATA said.

"It could also result in duplication in services, such as fire and rescue, air traffic control, immigration and customs. This will lead to lower cost-efficiency and ultimately a higher cost of travel."

IATA also raised possible negative implications in managing the air traffic at the two airports.

"KLIA currently has aircraft arriving and departing to all directions. Having another airport nearby could impact the efficiency of air traffic management.

"There could potentially be air traffic delays. Aircraft may have to fly a longer distance before landing at KLIA, or after taking off."

Meanwhile, AirAsia revealed at an analyst briefing on Wednesday that the land cost for the new LCCT would be some RM200 million, bringing the total project cost to RM1.8 billion.

HwangDBS Vickers Research Sdn Bhd said its main concern is whether AirAsia will be able to raise funding for the KLIA East@Labu project, given the current tight credit environment.

"In our opinion, it makes more economical sense for a new LCCT to be located next to the (existing) KLIA (in Sepang) to ride on existing infrastructure such as the runways and oil tank farm," it said in a note to clients yesterday.

The foreign research firm also said the completion of the new LCCT could be delayed because it would need 29 months to develop from January 1 2009.

"Meanwhile, Malaysia Airports Holdings Bhd (MAHB) already has plans to build a new LCCT by end-2011 that will share the existing runway and other facilities in KLIA, and likely to be funded by MAHB or the government or both," said HwangDBS Vickers Research.

India's Kingfisher Airlines To Fly To KL

NEW DELHI, Jan 16 (Bernama) -- Kingfisher Airlines, India's second largest private airlines, will soon start daily flights from Chennai to Kuala Lumpur.

India's Civil Aviation Ministry is said to have granted permission for the airline to fly the Kuala Lumpur, Bangkok and Singapore sector.

The Economic Times reported today that the Kingfisher, owned by the United Breweries Group, controlled by Indian industrialist, Vijay Mallya, would fly the new routes.

"We have granted permission to Kingfisher to operate daily services on three more international sectors, including Chennai-Kuala Lumpur, with immediate effect," a ministry official was quoted as saying.

The paper however did not name the official.

"The Aviation Ministry has asked the airlines to conduct proper study of air tr+affic on new routes before announcing the launch.

"In case the airline launches its services on new routes without a market survey, it may be forced to withdraw flights later. This must be avoided," said the official.

After Jet Airways, Kingfisher is one of the most preferred airlines in the domestic circuit. As of last year its share of Indian aviation market stood at 27 percent.

According to recent ministry data, the Bangalore-based airline, along with its budget carrier, Kingfisher Red, flew 11.26 million passengers last year, only next to Jet Airways that carried 12.01 million passengers.

The initial master plan of KLIA involves constructing 5 runways, and 2 terminals accompanied by 2 satellite terminals for each terminal over three phases. Only one main terminal and one satellite terminal (linked with Aerotrain) with a combined 60 contact piers are completed today to accommodate 35 million passengers.

Ultimately, the airport will be able to handle 100 million passengers per annum when all 3 phases are implemented.

MAHB to announce restructuring plan

KUALA LUMPUR: Malaysia Airports Holdings Bhd (MAHB) will be suspended today at the company’s request, pending an announcement on its corporate and financial restructuring plan.

MAHB said yesterday it had scheduled a press conference today to talk about the restructuring plan.

It said the restructuring would involve the restatement of the respective rights and commitments of the government, MAHB and wholly owned subsidiary Malaysia Airports (Sepang) Sdn Bhd, in relation to the operation, management, maintenance and development of the Kuala Lumpur International Airport (KLIA).

It also pertains to the restatement of the respective rights and commitments of the government, MAHB and another wholly owned subsidiary Malaysia Airports Sdn Bhd (MASB), in relation to the operation, management, maintenance and development of airports other than KLIA and Senai Airport.

MAHB said the restructuring would also involve the proposed disposal of its 100% equity interest in NECC Sdn Bhd to the Minister of Finance for RM159.63 million cash and its 100% equity interest in Sepang International Circuit Sdn Bhd (SIC) to the Minister of Finance for RM1 cash.

MASB also proposes to grant an option to the Minister of Finance to require MASB to sell the Sepang International Formula One Circuit to the Minister of Finance, exercisable within 10 years from the date the agreement is executed.

MAHB closed one sen higher at RM2.08 yesterday, with 103,500 shares traded.

Baggage out in 15 minutes at KLIA

SEPANG: Passengers arriving at KL Inter*national Airport can look forward to picking up their baggage 15 minutes after landing.

Transport Minister Datuk Seri Ong Tee Keat said Malaysia Airports Holdings Bhd (MAHB) was looking at reducing delivery time – now between 25 and 40 minutes – to between 15 and 30 minutes.

“This is indeed a challenge for MAHB and others concerned but we need to improve in this aspect to remain competitive,” he told a press conference after inspecting the baggage handling system at KLIA here yesterday.

He said the delivery time mainly referred to baggage transported from the satellite building to the main terminal at the airport via a 1.5km-long conveyor.

MAHB managing director Datuk Seri Bashir Ahmad Abdul Majid said the company was looking at improving the baggage system to be able to deliver the first bag in 15 minutes and the last in 30 minutes.

“Baggage from aircraft parked at the main contact pier has already met the 15-30 minutes delivery time standard,” he said, adding that the company was also working towards eliminating baggage pilferage at the airport by stepping up security.

On another matter, Ong said MAHB and the Road Transport Department would work together to curb touting activities at the airport.

“The anti-touting proposal by the department is primarily focused on the relocation of public transport service counters to the (restricted area at the) arrival hall to prevent touts from approaching passengers,” he said.

“MAHB is also in discussions with hoteliers, travel agents and transport providers to move their service counters to the arrival hall.”

Scan at KLIA to detect drug mules

SEPANG: The Customs Department will soon test a new body scanning machine at the Kuala Lumpur International Airport (KLIA) that will among other things allow it to even identify drug-filled packets that have been swallowed by “mules”.

Its director-general Datuk Ibrahim Jaapar said the RM1mil imported machine was now being installed at the Customs checkpoint at the KLIA and was expected to be operational soon.

“If we are satisfied with its efficiency and the public response is good, we will propose its use at all our airports and even land entry points like Bukit Kayu Hitam and Padang Besar,” he said, adding that a similar scanning device was already in use by Customs in Indonesia.

He said the department decided to try out the machine after making several major drug busts at KLIA and other international airports in the country.

At the KLIA alone, he said, there were eight cases last year of attempts to smuggle in Ketamin and Syabu with a street value of about RM5.8mil while in the first 10 weeks of this year Customs officials had seized Ketamin worth RM1.9mil in five separate cases.

Customs officers also arrested six suspects in connection with the cases last year and another five over the cases this year, he said.

He was speaking to reporters after launching the upgrading of the KLIA Customs office to that equivalent to a state Customs Department and that will now be headed by its own director.

Ibrahim said the department was now also looking into obtaining drug detecting equipment that would allow its officers to accurately scan and identify drugs hidden in parcels and bags.

New LCCT departure hall opens

SEPANG: The new international departure hall at the Low-Cost Carrier Terminal opens today with the first flight to Guangzhou, China leaving at 5.50am.

The new hall can accommodate 3,200 passengers compared to 600 at the old one.

Malaysia Airports Holdings Berhad senior general manager (operation services) Datuk Azmi Murad said the number of international travellers was growing rapidly with the introduction of AirAsia’s new long-haul destinations, including to London, Perth, Gold Coast and Melbourne.

“The number of domestic passengers for 2008 were 5,050,693 while international passengers were 5,087,859,” he told reporters when giving a media tour at the hall here yesterday.

However, he said, international passengers were expected to grow and make up 60% of the total in the next two years.

Azmi said the expansion project, which cost about RM124mil, would increase terminal maximum capacity by 50% from the current 10 million passengers per annum (ppa) to 15 million by 2011.

“In order to cope with the growth, immigration counters, including the auto gate lanes, will also be increased to 45 from 18,” he said.

He said there was also an increase of 10 boarding gates for international departure compared to eight.

“Other new facilities include 12 shower rooms, five baby changing rooms, one smoking room and four lifts and escalators,” he said.

He said passengers could also expect faster baggage delivery with the expansion of two carousels to six.

On parking facilities, he said, there was an additional of 1,500 parking bays. “The number of retail outlets has been increased to 28 from the present seven with an additional six food and beverages outlets,” he said.

On the old departure hall, Azmi said it would be closed from today for renovation.

On what would happen to the LCCT when the new LCCT at the KL International Airport is completed in 2011, Azmi said: “It can be converted into a cargo terminal but we will decide later.”

KLIA shuttle and rail link plan for new LCCT

KUALA LUMPUR: The Express Rail Link (ERL) train services are likely to be extended to the new low-cost carrier terminal that will be built by 2011.

Express Rail Link Sdn Bhd chief executive officer Dr Aminuddin Adnan said they had been asked to consider extending the current ERL line to the new LCCT to cater for an increase in passenger load.

“If all goes well, we are planning to extend the KLIA Express and KLIA Transit lines right up to the new LCCT.

“We are also thinking of having a shuttle service between LCCT and KLIA that will likely run for 24 hours,” he told The Star.

Finance Minister Datuk Seri Najib Tun Razak announced recently that Malaysia Airports Holdings Bhd (MAHB) would build and operate the new RM2bil LCCT near the KL International Airport.

On Wednesday, MAHB managing director and chief executive officer Datuk Seri Bashir Ahmad said the new LCCT should be able to handle 30 million passengers annually, compared with the present 15 million.

He said the new LCCT, which was expected to be completed in the second half of 2011, would be near the main terminal and was at a “very good location.”

It is learnt that the new LCCT would be about 2km from KLIA.

The KLIA Express is a 28-minute direct train ride from KL Sentral to KLIA.

KLIA Transit currently leaves from KL Sentral but makes several stops along the way, including at Bandar Tasek Selatan, Putrajaya and Salak Tinggi before reaching KLIA. Both services end at 1am.

On ERL’s proposed bus shuttle service from Salak Tinggi to the current LCCT, Dr Aminuddin said they had completed their trial run and were now gathering data to determine the demand and feasibility of the service.

The bus shuttle service, he said, would enhance the transport service to LCCT and would cater more to passengers wanting an easy, convenient connection to LCCT via KLIA Transit.

Body scanner installed to cut down smuggling

A RM1mil security bodyscan machine installed in August last year at the customs checkpoint at the KL International Airport (KLIA) in Sepang has yet to be commissioned.

And during this eight-month period, there were eight cases of Ketamin smuggling last year and five cases within the first 10 weeks of this year, involving a total street value of nearly RM8mil.

According to Customs assistant director Zulklifli Abdul Rahman, the RM1mil scanning machine has yet to be commissioned as it is awaiting approval from the Atomic Energy Licensing Board and the Health Ministry because it involved radiation control.

Zulkifli said the department had sent the standard operating procedure (SOP) to the relevant agencies and they had promised to act on the matter as soon as possible.

“If it is approved, the bodyscan machine is likely to be tested on the first passenger by mid-April,’’ he said.

Zulkifli said that due to the high technicality involved in operating the machine and several procedures to follow, it could only be commissioned after getting the necessary approval.

“We want to be careful in meeting the safety standards and be satisfied with the machine’s efficiency before using it,’’ he said.

According to Customs senior deputy superintendent Aidid Tajuddin, who is based at the KLIA Customs unit, the department wants 100% of the operational procedures to be adhered to strictly, including ensuring that the person operating the machine is a trained professional, like an X-Ray machine operator.

On Monday, Customs director-general Datuk Ibrahim Jaapar said if the public response was good, the department would propose to install such machines at all airports and at land entry points like Bukit Kayu Hitam and Padang Besar.

The Soter RS security bodyscan machine has a movable platform and a workstation with a 21” colour monitor connected to an X-ray monoblock with a generator which can acquire images of body parts to detect drug smuggling.

The scanning time is approximately 10 seconds and the machine scans objects at a maximum height of 195cm and maximum width of 90cm.

“All objects and materials are detectable at any place in or on the human body and the images are tranferred to the workstation,’’ Aidid said.

It is learnt that a similar scanning machine device is already being used by the customs in Indonesia while such machines are widely used in other busy airports around the world and in the United States it has been installed in 10 busiest airports in one of the biggest public uses of security devices that reveal intimate body parts/show images of people underneath their clothing.

Etihad to fly KL-Abu Dhabi route daily

KUALA LUMPUR: Etihad Airways, the na**tional airline of the United Arab Emirates, will fly daily between Kuala Lumpur and Abu Dhabi from March 28.

Its country manager in Malaysia, Adam Philips, said the increased flights, which used to be six times a week, would be useful to business travellers.

The opening of Terminal 3 at the Abu Dhabi airport earlier this year had allowed the airline to expand its services.

In addition, passengers purchasing a Pearl Busi*ness Class ticket to Europe, starting at RM14,500, will be able to travel on Diamond First Class from Abu Dhabi to their connecting European destination at no extra cost.

The booking period starts on Monday and ends on April 23. Travellers must depart before May 31 but there is no restriction on the return date.

KLM’s B777 to touch down at KLIA soon

KUALA LUMPUR: KLM Royal Dutch Airlines’ inaugural Boeing 777 flight from Amsterdam to Kuala Lumpur en route Jakarta will touch down at the KL International Airport on March 30.

Fare refund for KLIA taxi passengers

PUTRAJAYA: Passengers at the KL International Airport will have their taxi fares refunded if they have to wait for more than 10 minutes.

Commercial Vehicle Licensing Board chairman Datuk Markiman Kobiran said the Government had agreed to improve the quality of taxi services at the airport.

He said the move to cut the waiting time to 10 minutes, which begins from when passengers wait at the kerb for a taxi, would take effect from Wednesday.

“If Airport Limo (M) Sdn Bhd, the taxi service provider at the airport fails to meet the stipulated time, the company has given its assurance that the fare will be refunded if the passengers demand so,” he said in a press statement on Friday.

However, he said refunds would not be given for unavoidable circumstances such as traffic congestion due to floods.

A thoughtful gesture for friends turned out to be a rewarding experience for businessman Datuk Koh Cheng Keong.

The frequent flyer, who always buys pewter gifts at the KL International Airport (KLIA) in Sepang before his business trips to the United States and China, won the RM50,000 cash prize offered under Contest 1 - “Magic 10 Celebration” of the 10-month KLIA Shopping Campaign.

An elated Koh, 54, was at the airport on March 19 to receive his cheque from Malaysia Airports Holdings Berhad (MAHB) chairman Tan Sri Dr Aris Othman.

Koh qualified for the contest because he spent over RM500 for his pewter purchases at the KLIA.
“This is the first time I’ve won anything and my five children are equally excited. My eldest daughter wants to go shopping,” he said.

At the same ceremony, several other Contest 1 winners were awarded with weekly prizes of RM5,000 each. To qualify, they spent a minimum of RM250 each at KLIA and LCCT-KLIA shopping and dining outlets.

In his speech, Aris announced that renovation and refurbishment work to the second phase of the Satellite Retail Optimisation Project (SROP), at the South Zone of the Satellite Building had been completed.

“The SROP is part of Malaysia Airport’s thrust to capture a larger slice of the passenger retail market,” he added.

Aris later launched Contest 3 - “Fabulous Buys. Fantastic Wins.” of the campaign which runs till June 11.

Contest 1 was held from Aug 26 to Nov 16, 2008, while Contest 2 - “The Magic Continues” ran from Dec 9, 2008 to March 3.

The grand prize for Contest 1 was the RM50,000 cash and 36 weekly prizes of RM5,000 each.

Contest 2 offered travel packages with a bumper prize of RM40,000, 12 weekly prizes of RM15,000 each and three easy win prizes of RM10,000 each.

The best is yet to come with Contest 3. There is a bumper prize of RM30,000, 12 weekly prizes of RM10,000 each, three easy win prizes of RM5,000 each, with the opportunity to double the sum for all.

Bumper prize winners automatically qualify for a chance to win the grand prize of the Lexus GS300 luxury sedan.

KLM's B777 makes its first flight into KLIA

KLM Royal Dutch Airlines expects a 20 per cent increase in capacity with the use of its new fleet of Boeing 777 on its Amsterdam-Kuala Lumpur-Jakarta route, which replaces the smaller 747-400.

The move is part of its worldwide fleet modernisation programme as the airline celebrates its 90th anniversary.

KLM's 777-300ER (extended range) is capable of carrying 425 passengers in a two-class configuration, while the 777-200ER can carry 327 passengers.

The airline operates five times a week via KL.

"We are increasing the capacity between Europe and KL and Jakarta with the 777 fleet, despite the current economic gloom," KLM country manager for Malaysia, Estee Ng, told reporters after the touchdown of the inaugural 777 flight at the KL International Airport yesterday.

Also present to welcome some 300 passengers who flew via the new aircraft were the Netherlands Ambassador to Malaysia Lody Embrechts, and Boeing Co president for Southeast Asia Ralph L. Boyce.

With the modernisation of the fleet and a new wing design, Ng said it is not only environmentally friendly but also saves cost due to a more efficient engine and a lighter structure.

PAN Pacific Kuala Lumpur International Airport was awarded the BrandLaureate 2008-2009 for Product Branding under the Airport Hotel category.

Former prime minister Tun Abdullah Ahmad Badawi presented the award to the hotel during the awards ceremony recently.

Presented by the Asia Pacific Brands Foundation (APBF), the BrandLaureate honours branding excellence among multinationals, public listed and government-linked companies in Malaysia and the Asia Pacific region.

In selecting Pan Pacific Kuala Lumpur International Airport for the award, the APBF noted the hotel’s ability in “displaying best branding practices that have assisted in the development of the organisation’s growth.”

Pan Pacific KLIA general manager Hans Winsnes said: “Our consistency and commitment to providing the best services by an airport hotel has resulted in our hotel being at the top of the minds of business travellers. Pan Pacific KLIA is owned by KL Airport Hotel Sdn Bhd, a subsidiary of Malaysia Airports.

Malaysia Airports was also recognised by APBF with the BrandLaureate award for KLIA, Corporate Branding - Best Brands in Transportation.

This is the third time that Malaysia Airports has won this award.

Big makeover for Pan Pacific KLIA when it turns 13

BEING part of the main gateway into Malaysia means not just creating first impressions but lasting ones.

Airport hotel, Pan Pacific KLIA, which probably has more foreigners walking through its doors daily compared to any other hotels in the country, has the task of maintaining its allure.

To this end, this five-star property is preparing for its first major upgrade, of up to RM70 million, when it turns 13 in two years.

The hotel, built at an estimated RM160 million, is owned by Malaysia Airports Holdings Bhd (MAHB) via KL Airport Hotel Sdn Bhd and is operated by Singapore- owned Pan Pacific Hotels & Resorts.
General manager Hans G Winsnes said that it is looking at a total upgrade of all 441-rooms and the public area.

As the hotel operator, Pan Pacific has put together a preliminary plan which will then be forwarded to MAHB for approval.

The hotel, which had its last refurbishment exercise in 2006, will upgrade its hotel to best suit its guest profile.

Also, this is in line with the hotel having to live up to the various accolades that have been showered upon it ranging from Asia's Best Airport Hotel to World's Leading Airport Hotel.

Winsnes said that the hotel's style when designed in the 1990s was suitable then.

"A major renovation budget has been projected for 2011-2012. Depending on the design, we are looking at a investment of RM50 million to RM70 million," Winsnes told Business Times.

Typically, a hotel undergoes a major renovation every seven to 10 years to keep it fresh and continue to appeal its target audience.

Pan Pacific KLIA's business to leisure split is 55-45. Due to its location, 80 per cent of the hotel guests are foreigners with the largest group coming from the UK and Australia.

On its performance this year, Winsnes said that the hotel will churn out similar revenue as in 2008 - its best performing year - although it expects to fill fewer rooms this year. Revenue in 2008 was RM65.3 million and a gross operating profit of RM21.55 million.

World air travel is expected to decline this year and Malaysia is anticipating a 9 per cent drop in arrivals to some 20 million coming through the 260 entry points in Malaysia.

Pan Pacific is expecting average occupancy to decline to just over 60 per cent in 2009 from 65.7 per cent in 2008. This does not include short-stayers (less than one night). It hopes to hold the average room rate at last year's level of RM355 per night.

How will it manage to maintain revenue and profit although occupancy is down?

"In anticipation of a lower activity level, the hotel will be prudent in recruitment of personnel, proactive in energy saving and contracting of outsourced facility," Winsnes said.

Emirates to increase KL-Dubai flights

EMIRATES Airlines will increase its flight frequency between Kuala Lumpur and Dubai to 14 weekly from the current 12.

In a statement in KL yesterday, the Dubai-based Emirates said it would launch the new service beginning May 1.

“This increase in flight frequency follows increasing demand from not just business but leisure travellers as well,” said Emirates Malaysia country manager Alban Lee.

He said despite the current economic downturn, the Middle East and Far East continue to register growth in the travel and tourism industries, with Malaysia being a leading holiday destination. — Bernama

Eraman eyes revenue of RM400m

DINING and retail outlet operator Malaysia Airport (Niaga) Sdn Bhd, or Eraman Malaysia, expects revenue to grow 30 per cent to RM400 million this year, driven by better sales from new outlets at the domestic airports it services.

"We are hoping that sales will remain strong from our various outlets we operate which include duty-free, clothing and food courts," Eraman Malaysia chief executive officer Umar Bustaman told reporters in Sepang yesterday after the launch of a Marrybrown eatery at the low-cost carrier terminal (LCCT-KLIA).

The company, a wholly-owned unit of Malaysia Airports Holdings Bhd (MAHB), manages over 40 retail outlets at Kuala Lumpur International Airport (KLIA), Kota Kinabalu International Airport (KKIA), Kuching International Airport, Penang International Airport, Labuan Airport, the LCCT-KLIA and terminal 2 at KKIA.

It also provides food and beverage (F&B) management services at the Food Garden KLIA and LCCT-KLIA.

Umar said roughly 80 per cent of the company's retail sales were from outlets at KLIA and LCCT-KLIA.

Eraman Malaysia is the franchisee for the Marrybrown outlet at the LCCT-KLIA and has invested some RM1.6 million in the outlet.

"The passenger traffic, especially from international flights, will continue to rise despite the current economic situation as the low-cost carrier continues to introduce new destinations and increase flight frequencies. This will result in more retail and F&B sales at this terminal," said MAHB chairman Tan Sri Dr Aris Othman.

MAHB recently completed the expansion of the LCCT-KLIA, increasing the capacity from 10 million passengers per annum to 15 million passengers per annum.

Meanwhile, Marrybrown Fried Chicken Sdn Bhd group managing director Nancy Liew said the company expects double-digit growth this year as it continues expanding across Asia and the Middle East.

"We are in 13 countries and have more than 250 outlets, but we are looking to open more outlets such as in Iran and the Maldives (airport)," she said, adding that overseas contribution account for more than half of its total revenue.

Liew added that Marrybrown is in talks to open more Marrybrown outlets at domestic airports but declined to elaborate. It currently has Marrybrown outlets in Senai Airport, the LCCT-KLIA and in Kuching.

MOH on high alert at KLIA

KUALA LUMPUR: The Ministry of Health (MOH) will screen passengers arriving from Los Angeles and New York for any obvious symptoms of the swine flu virus and quarantine action will be done if necessary, similar to the procedure adopted during the SARS scare in 2003.

In a statement yesterday, Malaysian Airline System Bhd (MAS) director of operations, Datuk Tajuden Abu Bakar, said the national carrier would assist in expediting the process as this exercise would invariably cause some inconvenience, especially for passengers with connecting flights.

“We will do our best to minimise this although this exercise is expected to slow down the incoming flow of traffic before the immigration lane. Currently, no travel restrictions have been issued.

“At this stage, Malaysia Airlines has not seen a drop in travel demand and we are still operating as normal. We are in constant and close touch with officials from Malaysia Airports Bhd (MAB), MOH and other airport operators to discuss handling procedures and how best to manage this issue,” he said.

Tajuden said in the meantime, MAS passengers who had already booked for travel to Los Angeles or New York could make changes to their flights at no charge from now until the end of May 2009.

More than 4,000 screened at KLIA

PUTRAJAYA: A total of 4,452 passengers from 42 flights who touched down at the KL International Airport have been screened for the Influenza A (H1N1).

Health Ministry director-general Tan Sri Dr Ismail Merican said that so far, all patients admitted to the isolation ward in hospitals for further check-ups and observation for the disease had been discharged.

“There is no confirmed Influenza A (H1N1) case in our country,” he said in a statement here yesterday.

He said the ministry and all other government agencies would step up monitoring efforts to protect the public’s health.

Meanwhile, Ireland and Italy confirmed influenza A (H1N1) cases in their countries yesterday, bringing the total to 18 countries which have reported cases – and now standing at 898 cases.

Dr Ismail said the total number of deaths was 20 – 19 from Mexico and one from the United States.

Mexico has reported 506 confirmed cases while the US had recorded a total of 226 cases.

Countries that have reported laboratory confirmed cases with no deaths are Canada (85), Spain (40), Britain (15), Germany (8), New Zealand (4), France (2), Austria (1), Hong Kong (1), Costa Rica (1), Denmark (1), Ireland (1), Israel (3), Italy (1), Netherlands (1), Republic of Korea (1) and Switzerland (1).

Dr Ismail urged Malaysians who had returned from countries affected by the flu and had cough, fever and respiratory infection to seek medical treatment.

“Defer your travel plan to overseas if you are not well,” he said after chairing a meeting with state health directors, hospital heads, specialists and doctors from the private sectors at the Health Management Institute yesterday.

He also said that it was not necessary for the people to wear masks now.

Qatar Airways to add KL-Doha flights

QATAR Airways will increase its Kuala Lumpur (KL)-Doha flights by three to ten a week effective June 1, 2009, to cope with rising demand.

In a statement today, Qatar Airways said the move came on the back of strong demand from Malaysian passengers looking to travel overseas.

Its chief executive officer, Akbar Al Bakar, said the additional flights underscored the airline's ongoing expansion, and also showed confidence in Malaysia as a growth market, one that continued to display strong potential.

"KL plays a vital economic role in the Far East and continues to remain a robust economy," he said.

MAHB hiring firms to help build budget terminal

MALAYSIA Airports Holdings Bhd (MAHB) (5014) is in the midst of hiring consulting and architecture firms to help build the new permanent low-cost carrier terminal (LCCT) at the KL International Airport (KLIA) in Sepang.

Senior general manager of operations Datuk Azmi Murad said construction works should start by year-end.

He, however, did not say if MAHB had started accepting bids for the construction.

Azmi was speaking after the launch of a flight information speech system called "KLIA One Touch" in Sepang yesterday.

MAHB managing director Datuk Seri Bashir Ahmad said last month that the airport operator was confident of completing the new LCCT and a new runway in two-and-a-half years once work starts.

He estimated that the development cost would not exceed RM2 billion.

The new LCCT can handle up to 30 million passengers a year, with the capacity for expansion of up to 45 million passengers.

Azmi said total passenger arrivals at the KLIA and the current LCCT dropped 0.6 per cent to 8.7 million arrivals year-on-year in the first four months of 2009.

During the January-April period, there was a 16 per cent drop in passenger traffic at the KLIA to 4.7 million, but this was offset by a 31 per cent growth at the LCCT.

Nevertheless, Azmi said he is happy because there has been no cancellations arising from the influenza A (H1N1) outbreak.

"People are cautious of travelling. If they need to, the option is to go for a lower cost of travel. That's why there's negative growth at the main terminal. But I don't see any contraction due to the H1N1 outbreak," he added.

Users can now get flight information directly from KLIA One Touch by calling 03-8776 0888.

The 24-hour system is a self-service interactive voice response provided by NuSuara Technologies Sdn Bhd, a subsidiary of the Minister of Finance Inc.

For arrival flights, queries can be made based on either flight number or flight's origin city. For departures, queries can be made based on flight number or flight's destination city.

"KLIA One Touch is capable of handling 30 calls at any one time with two language options available - Bahasa Malaysia and English," NuSuara chief executive officer Datuk Dr Ramly Abbas said.

Tourist arrivals unaffected

SEPANG: The global economic crisis has not affected the number of arrivals at either the KL International Airport (KLIA) or the Low-Cost Carrier Terminal (LCCT).

Malaysia Airports Bhd senior general manager (operations) Datuk Azmi Murad said there was only a 0.6% drop in the number of arrivals at both KLIA and LCCT between January and April.

Azmi said 8.7 million arrivals were recorded at the KLIA and LCCT in the first four months of this year.

“Of those, 3.8 million were for the LCCT. This is a growth of 31% while the main terminal (KLIA) had 4.9 million passengers,” Azmi told a press conference at the KLIA here yesterday.

He said there has not been any cancellation of flights despite the A (H1N1) flu scare.

Besides that, Azmi said discussions for a permanent LCCT was in progress and work was expected to begin this year.

Earlier, Azmi launched the “KLIA 1 Touch”, a flight information speech system with a self-service interactive voice response dedicated to providing callers with flight information.

The service is available 24 hours a day with the system being able to handle 30 concurrent calls at any time. Users can obtain flight information directly by calling 03-8776 0888.

Two sen a night at Tune hotels

KUALA LUMPUR: AirAsia affiliate Tune Hotels.com is offering rooms from as low as two sen per night at its hotels in Penang, Kota Kinabalu, Kuching, Kuala Lumpur and the KLIA-LCCT Airport.

Flight Information Speech System a boost

AIRPORT travellers can now obtain flight information directly with the introduction of the Flight Information Speech System (FISS) called the “KLIA 1 Touch”.

The self-service interactive voice response (IVR) dedicated to provide callers with flight information by just dialling 03-8776 0888 was launched by Malaysia Airports senior general manager (Operations) Datuk Azmi Murad at the Kuala Lumpur Internatioanl Airport (KLIA) in Sepang.

The 24-hour system which will complement the present customer service agent, provides information on flight arrivals and flight departures based on the flight numbers and the city of origin and destination.

The speech system assumes a frontline role for call pick-up, allowing the call to be routed to the customer service agent, when necessary.

KLIA 1 Touch is capable of handling 30 calls at any one time and although presently available only in two languages — Bahasa Malaysia and English, Malaysia Airports would be introducing Mandarin and Arab to provide convenience to a wider spectrum of callers.

“Apart from giving more value added service to customers, we are always looking at ways to enhance our cutomer services and we believe that the KLIA 1 Touch will be a service which the public will find very helpful,” said Azmi.

The system introduced by NuSuara Technologies (NT), is capable of recognising the caller ID and if the caller makes subsequent calls, the KLIA 1 Touch is able to recollect the caller’s previous query.

Azmi said in order to maintain competitiveness in the market, the bottom line was to keep pace with market demands and one way of achieving these goals was through the automation of repetitive or routine activities using IVR technology.

He said at the moment, KLIA 1 Touch was only available for KLIA and LCCT-KLIA users in obtaining flight information but plans were in the pipeline to have this service extended to other airports to reach customers nationwide.

NT chief executive officer Datuk Ramli Abbas said he was confident travellers would find the KLIA 1 Touch handy in planning their travel.

“It is a time-saving information retrieval system, at the convenience of the customers.

“It is a user-friendly enquiry service provided free and accessible 24-hours,” said Ramli.

Silk Air S’pore-KL route is twice daily

In our report on Tuesday ‘Silk Air to market Penang', we had quoted Silk Air chief executive officer Chin Yau Seng as saying that when the airline first began operating the Singapore-Kuala Lumpur route last October, it was twice weekly.

The statement should have read twice daily, making it 14 flights a week. The error is regretted.

MALAYSIA Airports Holdings Bhd (MAHB) (5014) has been awarded the world's best airport under the International Air Transport Association (IATA) Eagle award series 2009.

The Eagle Awards honour air navigation service providers and airports for outstanding performance in customer satisfaction, cost-efficiency and continuous improvement. They are based on the recommendations of the independent Eagle Awards Panel.

"This is a recognition for the high level of services that we provide, in addition to the measures we have taken to help airlines during these trying times," MAHB managing director Tan Sri Bashir Ahmad told reporters after receiving the award in Kuala Lumpur yesterday.

In March, MAHB spearheaded an effort to halve landing charges for airlines using the country's airports for a period of two years, effective April 1.

Jetstar plans to resume KL service

Australian budget airline Jetstar Airways, a subsidiary of Qantas Airways Ltd, is looking at making a comeback to Kuala Lumpur, according to chief executive officer Alan Joyce.

Jetstar withdrew its Sydney to Kuala Lumpur service in September last year due to the high fuel prices.

"Jetstar would be keen on a comeback at some stage. We withdrew the Kuala Lumpur service to grow the Japanese operation," he told reporters on the sidelines of the 65th International Air Transport Association (IATA) annual general meeting (AGM), in Kuala Lumpur today.

Asked when Jetstar may make the comeback, Joyce said: "It depends on the economic environment and when an aircraft is available. It is not an immediate plan, but something that Jetstar would like to do in the future."

On Jetstar's business, Joyce said the airline is reducing its capital expenditure by delaying the delivery of four Airbus SAS A380 by 12 months. The airline has also decicded to defer the delivery of 12 Boeing 737-800s.

Qantas is also putting off an order for Boeing's planned 787-800 aircraft in order to take the airline through this economic crisis. The decision would also enable Qantas to save capital around a billion dollars next year.

"Like other airlines, we are managing the cash decision and the current environment," Joyce said.

Joyce also said Qantas had no plans to raise more funds after the A$500 million in new capital via an equity share issue in February to pay off debt and fund new planes.

He said the aviation industry is struggling through the global financial crisis, but Qantas is doing better than most due to its high degree of structural flexibility. -- BERNAMA
