SURAT: The public works committee of the Surat Municipal Corporation (SMC) cleared estimates for widening two stretches of roads on Wednesday, allowing for the tendering process to start. Both stretches are highly populated and see traffic jams, especially during weekends and evenings.

The one-km stretch on Surat-Dumas Road from the end of towards Dumas, is 22 metres wide at present. It turns into a recreational spot on weekends and evening, often leading to traffic jams. SMC now plans to make it 60 metres wide up to the multiplex.

"Once this road is constructed, it will ease traffic problems. In the second phase, we will take up the portion up to the end of Sultanabad and make it equally wide," said Niranjan Zanjmera, chairman of the committee, while approving estimates of Rs 1.40 crore for the widening project.

An official said, "We have acquired the land on both sides of the road and would finish the project quickly."

Estimates of Rs 1.85 crore for widening the 1.5 km stretch from Pasodara to Kathodara on Surat-Kamrej Road have also been approved. At present, this road is six metres wide and will be converted to a 24-metre stretch.

"This road is an ideal bypass for Bardoli. In the last three years, many residential complexes have come up in the area, and the stretch often sees traffic jams," said Zanjmera.

Surat police have decided to install CCTV cameras at various points in the city owing to rise in crime. The decision was taken after the state government was asked to install the cameras in five important cities of the state. Currently, the city police are identifying spots to install the cameras.

Cameras will be directly attached to the control room specially designed at the police headquarters. CCTV cameras will be placed at 70 important and sensitive locations. These spots will be kept under round-the-clock surveillance.

“CCTV cameras will keep track of various incidents like breach of traffic rules. City is witnessing a rise in crime. CCTV camera footages can act as proof if a crime gets recorded and help in identifying criminals. At places where CCTV cameras are installed, crime rate get reduced by more than 40%,” a top police official said on condition of anonymity.

Sources said that along with Surat, CCTV cameras will be installed in Ahmedabad, Gandhinagar, Vadodara and Rajkot.
After identifying locations, the Surat police department will send a request to state government for supply of CCTV cameras. Sources added that earlier 200 cameras were to be installed in the city, but the state government reduced the number to 70.

SURAT: The standing committee of Surat Municipal Corporation (SMC) has approved the appointments of project management consultants (PMC) for four of its major development schemes. These are the cable-stayed bridge, two rail overbridges and a new flood gate.

The consultant for the cable-stayed bridge of 1,000 metres, which is to join Adjani-Pal with Towlines over Tapi river, was given total responsibility of the project. S N Bhobe, a Mumbai-based company, has been given the work of total consultancy at the rate of 2.13 per cent on the project cost of Rs 143 crore. This consultant has been working with the SMC on some other projects and has experience on cable stayed bridge consultancy too.

Multimedia has been given the PMC contract for two rail over bridges on Bhestan-Bhusaval line on level crossing three and at Dindoli on Bhestan-Bhusaval loop line. These projects are estimated to cost Rs 30.20 and Rs 12.69 crore. The PMC fees will be paid at 1.75 per cent of the project cost.

The consultancy for the construction of a new flood gate at Chaprabhatha was awarded to the lowest tenderer- WEBCOS company- for a fee of Rs 13.72 lakh.

As per my knowldge the project consultant is S N Bhobe Associates and work for construction is awarded to Gammom india infrastructure.
Not aware about the current status of this dream project of SMC.

SURAT: Hoardings at low height had claimed the lives and injured many during the blast in Dadar West in Mumbai on Wednesday. These are a common feature on the city roads here. The local authorities had come out lucky in 2008 when the bombs planted by terrorists on the hoardings in the city were detected and defused in time.

Out of the nine bombs found on the hoardings in the city in July 2008, five bombs were found on Varachha flyover. The local authorities subsequently removed the hoardings from the flyovers. The hoardings and banners that were removed from the parapets and pillars after the recovery of bombs have now returned.

Police investigation in the 2008 bomb planting case revealed that the bombs were tied to the hoardings so as to damage the Varachha flyover. The bombs were planted at the two ends of Varachha flyover to damage the structure severely.

Varachha road remains crowded throughout the day. A large number of people move around in the area on road.

Surat Municipal Corporation (SMC) has again started to use the space for advertising. SMC offers the space on contract to advertising agencies and they rent out them to the advertisers.

Hoardings over Chaupati bus stop are placed at a low height. One bomb was recovered from a hoarding here on August 3, 2008.

"We regularly check the backside of the hoardings. It is for the SMC to take a decision about the hoardings," said R S Patel, police inspector, Varachha police station.

When contacted town planner, D N Basak, disconnected the phone. The official mobile of Basak was also switched off.

SURAT: The three kilometre-long elevated road over Rajmarg will take longer to get off the drawing board with fresh plans to merge it with the Bus Rapid Transit System (BRTS) project.

SMC executive engineer Bharat Shah said, "The previous tender was scrapped due to a number of reasons. Now, if the elevated road is merged with the BRTS project, part for the expenses will be paid by JnNURM."

With an estimated traffic of more than 2 lakh two-wheelers and about a lakh of four-wheelers passing through the area apart from about 50,000 three-wheelers roaming in the area, Rajmarg has the densest traffic.

SURAT: Town planners in Surat Municipal Corporation (SMC) heaved a sigh of relief as the state government's urban development department finally reduced the expected scrap value of Hope Bridge from Rs 3 crore to Rs 2.25 crore. Once the bridge is dismantled, a new one will be built in its place.

The civic body had thrice invited tenders from scrap dealers no one came forward to buy the scrap of the 133-year-old bridge made of wrought iron, cast iron and structural steel at this price.

Built in 1877 at the cost of Rs 8.13 lakh by the then district collector and magistrate of Surat, Theodore Hope, the 551.14-metre-long Hope bridge was an important link between the old Surat and Rander town for nearly a century.

Till 1960, it was the only bridge across Tapi river and the second bridge known as Nehru bridge was constructed in 1966. Other bridges like Sardar bridge and Swami Vivekanand bridge were built in 1992 and 1996, respectively.

On February 9, 2010, the bridge started showing signs of ageing when the span on its approach end at Chowk Bazaar tilted. Fearing the bridge would collapse, the civic body decided to demolish the entire span on the approach end.

"We are happy that the urban development department has revised the bridge's offset value at Rs 2.25 crore. A fresh tender has been floated with the revised offset value and we are expecting interest bidders to participate," said a senior civic officer.

"We want to dismantle the bridge as early as possible in order to construct a new bridge across the river" he added.

SURAT: There may be hope in its name, but the bridge itself seems to be heading for a not-so-appealing future. With Surat Municipal Corporation deciding to lower the sale price for scrap from the 133-year-old Hope Bridge, it might not be long before the city loses its oldest bridge. SMC proposes to dismantle this bridge and build a new one in its place. This has left heritage lovers and organizations, working to conserve heritage, fuming.

Built at a cost of Rs 8.13 lakh, the bridge is expected to earn SMC Rs 2.25 crore from the sale of wrought iron, cast iron and steel used for its construction. "Why should a structure with such historical importance be brought down? Hope Bridge is not just a structure. It is a standing piece of history," says Jaydev Nansey, engineer-planner and heritage law expert.

Manvita Baradi, director of NGO Urban Management Centre wrote to Indian National Trust for Art and Cultural Heritage (INTACH), New Delhi, highlighting the need to prevent the dismantling of the bridge. The issue was taken up with the Archaeological Survey of India (ASI), New Delhi, which in turn got in touch with KC Nauriyal, director, ASI, Vadodara chapter.

Nauriyal will be writing to SMC asking for details and even discuss solutions. Meanwhile, organizations like UMC and INTACH as well as heritage conservationists in the state have expressed willingness to assist SMC in finding out a solution to avoid the demolition of Hope Bridge.

Few might know that the fee of two pai collected from every user at the bridge could perhaps be the first time the concept of toll tax was introduced in Surat. Bhamini Mahida, chief curator of Science Centre, says, "The town planning department has a point in that constructing a new bridge would ease traffic. They have even proposed to re-install a part of the bridge opposite the heritage square, being developed on the banks of the Tapi. But, I strongly believe Hope Bridge is a monument that should not be destroyed. Relocating it will diminish its glory."

"Ellisbridge, the first bridge on Sabarmati in Ahmedabad, was constructed a decade later, but it still stands. The citizens convinced the Ahmedabad Municipal Corporation to keep it and built two wings alongside it. Hope Bridge holds similar value for Surat. It has strong heritage value and that must be preserved," opines Baradi.

Baradi recently co-authored 'At the Core: Understanding the built heritage of Surat and Rander', a book on the living heritage of Surat. She adds, "SMC supports heritage conservation. It is surprising that a corporation that lists 3,000 of its beautiful buildings including this bridge as heritage and also prepares the heritage policy of the city, can surrender to pressures. The need is to look at a vehicle for growth and public transportation and not sacrifice heritage."

Authorities of the Western Railway have accepted a slew of demands put forth by the senior members of Zonal Railway Users Consultative Committee (ZRUCC) from the city at recently concluded meeting in Mumbai.

The authorities have given an in-principle approval for operating battery operated cars for ferrying the physically challenged, pregnant woman and elderly passengers at the Surat railway station, constructing a railway overbridge (ROB) at Bhestan, development of Udhna railway station, setting up of fire safety systems at Surat and other important stations like Vapi, Valsad and Bharuch.

Other demands accepted by the authorities are: extension of the east side of the railway platform at Bhestan, construction of railway over bridge (ROB) at Vapi, two more coaches provided to cater to the growing number of passengers travelling in the Valsad-Vadodara intercity train.

ZRUCC members said the meeting was chaired by the general manager of Western Railway, Kulbhushan and other senior officials at Mumbai on Monday. Various issues facing the Surat railway station and other railways stations in south Gujarat were discussed.

Wahab Belim, ZRUCC member said, "The Western Railway is likely to invite tenders in a short time for the construction of railway overbridge (ROB) at Bhestan to ease the movement of traffic."

Rakesh Shah, another member of ZRUCC from the city said, "We have received positive response from the authorities of Western Railway and most of our demands regarding the developmental works at Surat, Udhna and Bhestan railway stations have been accepted." tnn

ડાયમંડ સિટી સુરત અને સિટી ઓફ જોય એટલે કે કોલકાતાને જોડતો એક્સપ્રેસવે બનાવવાની દરખાસ્ત ગુજરાત સરકારે કરી છે. દક્ષિણ ગુજરાતના મહત્વના શહેર સુરત અને પશ્ચિમ ભારતના મહત્વના બંદર અને શહેર એવા કોલકાતાને સડકમાર્ગે જોડવા માટે 1760 કિલોમીટરની લંબાઈવાળા એક્સપ્રેસની દરખાસ્ત મોકલવામાં આવી છે.

આ બન્ને શહેરો વચ્ચે વેપાર અને વાણિજ્ય વધે તે માટે આ એક્સપ્રેસવે તૈયાર કરવાની વિચારણા છે, નોંધનીય છે કે દેશના મહત્વના શહેરોને એકબીજા સાથે સીધી રીતે સાંકળી લેવા માટે તેમના જોડતા નેશનલ એક્સપ્રેસના કુલ 18637 કિલોમીટરની લંબાઈવાળા નેટવર્કને વિકસાવવા માટે કેન્દ્ર સરકારે યોજના બનાવી છે. આ યોજના હેઠળ જે તે રાજ્યો પાસેથી આ પ્રકારે એક્સપ્રેસવે બનાવવા માટેની દરખાસ્ત મંગાવવામાં આવી છે.

ગુજરાત સરકારે સુરતથી કોલકાતાને જોડનારા આ સૂચિત એક્સપ્રેસવેના માર્ગમાં નાગપુર અને રાયપુરથીને પણ સાંકળી લેવાની દરખાસ્ત કરી છે. સુરત અને કોલાકાત ઉપરાંત ગુજરાત સરકારે 215 કિલોમીટર લાંબા અમદાવાદ- રાજકોટ એક્સપ્રેસ વે, 210 કિલોમીટરની લંબાઈવાળા બામણબોર અને કંડલા તથા 350 કિલોમીટરની લંબાઈવાળા અમદાવાદ અને રતલામને જોડતા એક્સપ્રેસવે હાઇવે માટેની દરખાસ્ત પણ કેન્દ્ર સરકારને મોકલી છે.

If the proposal put forward by the Gujarat government is accepted by the Union government, people from Surat and South Gujarat will be directly connected by road to Kolkata in the near future.

The objective of constructing a direct express highway between the two cities is to boost trade and commerce between them.

To provide connectivity to important cities, the Centre plans to develop a national expressway network of 18,637 km. It has asked all state governments to submit their requirements, if any, to the ministry concerned.

The Gujarat government has forwarded a proposal to construct a 1,760-km-long expressway from Surat to Kolkata via Nagpur and Raipur. This will pass through all important cities, apart from directly connecting two important business centres of India. Apart from Surat and Kolkata, the state government has proposed three other expressways in the state - Ahmedabad -Rajkot (215 km), Bamanbore-Kandla (210 km) and Ahmedabad-Ratlam (350 km).

"The proposals are necessary for the industrial development of the state. Proper connectivity to particular industrial zones and SEZs can double the growth of the region. We are trying our level best to get our proposals accepted," said state transport minister Ranjit Gilitwala.

According to him, a direct road between Surat and Kolkata can help boost trade between the two cities which are both hubs for textiles and have ports and industrial zones. A direct link could create a large number ofopportunities at both ends.

While the state government is interested in a direct road link, the central government too is keen on realising the project. According to sources, 2,871 km of expressway will pass through Gujarat, apart from the Delhi-Mumbai freight corridor and Delhi-Mumbai special express highway.

Tushar Chaudhary, minister of state for highways in the union government, also agreed that a direct expressway would be very beneficial. However, he claimed that his ministry had not received any such proposal till now from the Gujarat government.

"If the highway is created, it will be helpful for all states through which it passes. But as far as I can recall, no such proposal has been forwarded to our department. We have started work on many highway proposals in the state. I have to check ministry sources to find out the current position of four expressway proposals," Chaudhary added.

SURAT: It seems there are no takers for the scrap of historic Hope Bridge across Tapi river. Scrap dealers are not interested in purchasing its scrap though Surat Municipal Corporation (SMC) has made four attempts to auction it.

Since the past three years, the civic body has been making efforts to invite scrap dealers to dismantle the 133-year-old bridge, but in vain. Earlier, three consecutive tenders were issued, but not a single bidder turned up to buy the scrap of the bridge at the offset value fixed at Rs 3 crore by the state government.

Last year, the civic body had written to the urban development department for revising the offset value of the bridge as there were no takers. Last month the urban development department revised the offset value of the bridge at Rs 2.25 crore from Rs 3 crore.

Official sources said the authorities were confident that the revision of the bridge's offset value would invite participation from the scrap dealers. A tender with revised offset value of Rs 2.25 crore was issued in July, but not a single bidder turned up for the pure iron scrap.

"We have now decided to issue a tender without quoting the offset value. Let the bidders participate in the tender and quote their prices. The highest bidder will have an opportunity to strike a deal with the civic body and the state government for the bridge's scrap," said a senior officer.

સુરત. સુરત મહાનગરપાલિકાએ R ૮ કરોડ ફાળવી દીધા હોવા છતાં પશ્ચિમ રેલવેએ વરાછા, સબરસ અને સહરા દરવાજાનું ગરનાળું રિપેર કર્યું નથી. જેના લીધે શહેરીજનોએ અસહ્ય ગંદકી અને દુર્ગંધથી પરેશાન થવું પડે છે.

અગામી તા. ૨૬મી ઓગસ્ટે મુંબઇમાં ડીઆરયુસીસીની બેઠક મળનારી છે જેમાં ગરનાળાના આ પ્રશ્ન અંગે ઝેડઆરયુસીસી મેમ્બર રાકેશ શાહ રજૂઆત કરશે. શાહ જણાવે છે કે મિટીંગમાં માહિતી માગી છે કે રેલવે પાસે આ સમસ્યાનું નિરાકરણનું કોઇ નક્કર આયોજન છે કે નહીં. કેટલી સમય મર્યાદામાં સમસ્યાનો ઉકેલ આવશે તે જણાવો. સુરતમાં સવારે ૯.૪પ કલાકે વિરારથી આવતી અને સાંજે સુરતથી પ.૨પ વાગ્યે ફરી વિરાર તરફ જતી મેમુ ટ્રેનમાં વધુ ૬ કોચની માગણી કરવામાં આવી છે. આ ટ્રેનમાં ૧૨ જ કોચ હોવાને લીધે મુસાફરો ઘેટાં-બકરાંની જેમ મુસાફરી કરવા મજબૂર બની રહ્યાં છે તે અંગે પણ રજૂઆત કરાશે.

અડાજણ ગેસ સર્કલ ઓવરબ્રિજની મુદ્દત જુન મહિનામાં પૂરી થઈ ગઈ છે પણ તેનું કામ હજુ ૩૫ ટકા પૂરું થયું છે. કમિશનર પહોંચ્યા ત્યારે ક્યાંય કામ ચાલુ ન હતું. કમિશનરે કોન્ટ્રાક્ટર પાસે જવાબ માગતા ૧૧૦ માણસો કામ કરતાં હોવાનું જણાવાયું હતું, પરંતુ સ્થળ પર એટલા માણસો ન દેખાતા ક્રોસ વેરિફિકેશન કરવાનો આદેશ કરાયો હતો અને ઝડપથી કામ પૂરું કરવાની બાંયધરી લેવાઈ હતી.

વિઝિટ અંગે કમિશનર દાસે કહ્યું,‘તાપી નદી ઉપર ઉત્રાણ-કાપોદ્રા બ્રિજનું કામ ૭૫ ટકા પૂર્ણ થયું છે. અઠવા-અડાજણ કેબલ સ્ટેઈડ બ્રિજનું કામ ૧૦ ટકા, આંજણા રેલવે ઓવરબ્રિજ ૮૨ ટકા, ગોડાદરા-ડિંડોલી રેલવે ઓવરબ્રિજ ૨૦ ટકા પૂરો થયો છે. મિડલ રિંગરોડમાં આવતો રેલવે ઓવરબ્રિજ અને ડિઁડોલી જુના જકાતનાકા પાસેનો રેલવે ઓવરબ્રિજ રેલવેની મંજુરીને કારણે અટકયો છે. સુરત-નવસારી રોડ બીઆરટીએસનું કામ ૨૨.૮ ટકા પૂરું થયું છે. ખરવરનગર પાસેનો ઓવરબ્રિજ હાઈટેન્શન લાઈનના કારણે અટકયો છે. જે માટે તાકીદ કરાઈ છે.

As per my knowldge the project consultant is S N Bhobe Associates and work for construction is awarded to Gammom india infrastructure.
Not aware about the current status of this dream project of SMC.

SURAT: There is some good news for residents of Adajan, who have been facing traffic issues and other difficulties due to the ongoing construction of a flyover at Gujarat Gas circle.

Surat Municipal Corporation (SMC) is learnt to have given an ultimatum to the Ahmedabad-based bridge contractor to complete the construction of the flyover by June 2012.

The civic body has received lots of complaints from the residents and elected representatives from Adajan regarding the problems faced by the general public due to the delay in the construction of the flyover.

A fortnight ago, the residents of Ankur Society had blocked the traffic on the main thoroughfare at Adajan as a mark of protest.

"We have been facing serious traffic problems from the past one-and-a-half-year due to the ongoing bridge project. The traffic cops are forcing the residents to take a one kilometre detour to reach Sardar Bridge. We are fed up and want the construction to end soon," said Oliver Solanky, a resident of Vishalnagar Society.

The construction of the Rs 28 crore flyover project connecting Sardar Bridge with Gujarat Gas circle at Adajan started in 2010. The 1339 metre long bridge at Gujarat Gas circle was planned to ease the traffic flow in Adajan area.

Official sources said the official deadline for the completion of the construction work of the flyover was set for June 2011. The contractor has failed to meet the deadline after facing many hurdles like shifting of the drainage, water and other underground service lines in the entire stretch from Sardar Bridge to Gujarat Gas Circle.

Few days ago, the newly appointed civic chief, Manoj Das had visited the construction site after receiving a complaint from Mayor Raju Desai. Sources said the civic chief found that only 35 per cent of the construction work of the flyover was completed.

"We have asked the bridge contractor to complete the super structure of the flyover by June 2012. The delay in the construction was due to various problems like shifting of the service lines etc," said Jatin Shah, city engineer.

SURAT: After retired civil servants came forward to save the 134-year-old Hope Bridge, citizens groups have redoubled their efforts to lobby for it to be maintained as a heritage structure.

"The bridge should be preserved at any cost,'' said K O Shah, vice-president of the Heritage Trust, which had earlier proposed that a portion of the bridge be kept on display at Surat fort. "A detailed study is required to assess the structural stability of the bridge and possibilities of its preservation,'' added Shah, a consulting structural engineer and architect.

The trust, which has more than 100 members, had carried out awareness activities for heritage structures in and around Surat in the recent past. Shah said the proximity of the bridge to the fort is another reason why it should be preserved.

Historian Mohan Meghani said, "Year after year many heritage structures such as the British Factory, Alampanah - Fort Wall have been demolished and now is the turn of the Hope Bridge. It is sad to even think of demolishing the bridge which is part of our history." Former professor of history at MTB College, Meghani has authored a book on the history of the city. "If Ahmedabad Municipal Corporation can save the Ellis Bridge and restore it, why can't we save an important part of out history," he added.

The official architect for the Heritage Square project of the Surat Municipal Corporation, the design cell of the Sarvajanik College of Engineering and Technology's, believes that the Heritage Square is incomplete without the Hope Bridge. "The bridge should be preserved at any cost and it is an important part of the city's heritage. Without Hope Bridge, the city's heritage is nothing," said Percy Engineer, head of the design cell.

SURAT: While efforts are being made to save Hope Bridge, the amazing twists and turns in the proposed cable-stayed bridge are going unnoticed. For instance, no one paid attention to the way the standing committee of the Surat Municipal Corporation (SMC) reversed its decision on the issue of land acquisition to favour two land owners on the Adajan side.

To build this 990-metre bridge, which will have a cable-stayed section of 300 metres in the middle, the SMC required a plot of nearly 7,000 sq metres on both sides. Land on the Parle Point side was acquired but the on Adajan side it met with resistance.

On this side, the 7,000 sq metres of land required for an approach road to the bridge, belongs to two builder-developers who own 70,000 sq metres of land on the stretch. As of now, this land falls within the recreational zone. Hence, it has very little market value as it is a 'no construction zone' land and doesn't fall in any Town Planning scheme.

The two builders, as compensation, asked for land in the place of land which was not agreed up on as the land doesn't fall in any Town Planning scheme. The builders then asked for FSI (floor-space index) in place of land, for which the SMC agreed.

The third demand came in October 2010 when these builders wanted a clause in the standing committee resolution, which said that if the state government changes the land reservation from recreational purpose to residential or any other purpose, the SMC must not object. The BJP-controlled standing committee refused to pass the resolution.

If the 'no construction' clause is lifted from the land and recreational land is converted into residential zone land, the value of the land will become Rs 70,000 per sq metre as against the present value of Rs 2,000 per sq metre.

This means that the value of the plot will shoot up from Rs 15 crore to Rs 500 crore.

Surprisingly, after holding out for 10 months, the SMC passed the resolution proposed by the land owners on August 13, 2011. Sources within the BJP told TOI that an oral mandate was given to their members of the standing committee to agree to the clause demanded by the land owners.

"Everything changed in the last ten months," said a member of the standing committee, explaining the turn-around. "Such oral mandate was never sent for anything to standing committee,'' he added.

Interestingly, one of the two builders has given possession of the land to SMC on conditional basis whereas the other one, known to be close to a former chief minister of the state, has not even handed over possession of the land.

SURAT: On the night of August 15, 1947, the entire city had gathered at Chowk outside Surat Fort to celebrate Independence of India. And, it became the place where the Tricolour was hoisted for the first time in city by freedom fighters and members of Congress in independent India.

Participants took out a rally from Rander and railway station areas. Residents in Rander united in a group and came to Chowk at night through Hope Bridge. Tri-colour was hoisted when the clock struck 12 at midnight.

After 64 years of Independence, the Hope Bridge, which witnessed the celebrations on night of August 15, 1947, fears demolition.

"How can one think of destroying such an important structure which has witnessed the city's journey through the entire freedom struggle? It should be preserved. If we preserve other structures as heritage, why can't we keep the bridge," said Popatbhai Vyas, who was 27 when Indian attained freedom and travelled on Hope Bridge several times while fighting for freedom.

"It was the main link between the two sides of the city and it is located exactly where the first flag hoisting of independent India took place in city," added Vyas, who was home minister of Gujarat during 1975 to 1980 in Babubhai Jashbhai Patel's government.

Freedom fighter Manharlal Jariwala recalls that he used go other side of the city as part of Vanar Sena. "The bridge was the only option to cross river and we used to go in groups to create awareness through picketing. I believe that by removing the bridge we are removing an important chapter from our history. The bridge should be preserved at any cost like other heritage structure," said Jariwala, who is currently 89 years old.

Vikas Desai, daughter of freedom fighter late Saryuben Vyas, recalls, "My mother used to recall those days when she ran in the Chowk in front of Hope Bridge with a Tricolour in hand. The heritage structures like Hope Bridge are spirit of the city. It fills you with warmth while standing at the Chowk. I believe that it should be preserved and maintained for the generations to come."

AHMEDABAD\SURAT: Now that the Surat Municipal Corporation (SMC) has embarked on saving its heritage for the past two years, the decision to put 134-year-old Hope Bridge under the hammer for a mere Rs 2.25 crore has come as a shock for many. The bridge represented the steely resolve of Gujaratis and the once robust economy of the city prior to Mumbai becoming the country's business capital.

The Unesco heritage guidelines mark such structures as part of the industrial heritage of a city - an essential aspect symbolizing evolving engineering milestone and knowledge system of a city.

The 122-year-old Ellisbridge in Ahmedabad once faced the same dilemma as that of Hope Bridge. Ellisbridge had outlived its age and Ahmedabad Municipal Corporation (AMC) was considering pulling down the steel bridge. It was then that conservation experts and the city's academicians got together to garner a consensus to block the decision.

The AMC then called for Dar Consultants (UK) Ltd and Dar Consultants (India) that designed and supervised various components of the sea link project for Ellisbridge's revival. The civic body now plans to improve the load-bearing capacity of the ancient bridge so that it may become the new BRTS connect between eastern and western parts of the city. Dar Consultants were also to suggest ways for better utilization of Ellisbridge while keeping its heritage status intact.

The AMC also had a contingency of relocating the 23 segments of Ellisbridge on to the side and converting it into a museum-cum-pedestrian pathway across the Sabarmati river.

Conservation architect Gurmeet Rai had earlier suggested as to how municipal corporations should form a multi-disciplinary team of metallurgist, conservationists and engineers, who can formulate techniques to revitalise the piers and work around safety issues of the bridge. In 1997, two wings were built on either side of the original steel bridge, which got weakened and traffic had to be restricted. The wings were called Vivekanand bridge.

"Steel bridges in China were preserved recently. The preservation of the Howrah bridge of Kolkata should be studied for this purpose. We can have a pedestrian pathway on the bridge to put it to some adaptive use."

Principal of LD Engineering College MN Patel suggests that steel bridges could be preserved by using reinforced concrete collars around the steel pillars and a certain alloy developed by metallurgists that can be used between the steel piers and the concrete collars. This would help bridge take the weight. Given that the SMC can't find a single scrap dealer wanting to bring down Hope Bridge, it is time for it to look at this structure with new eyes and consider as another jewel of the diamond city.

દિલ્હીગેટ ઓવરબ્રિજને મુદ્દે અસમંજસ હાલતમાં મૂકાયેલી પાલિકા દ્વારા સોમવારે સવારથી તમામ નિષ્ણાંતોની હાજરીમાં પાઈલ લોડ ટેસ્ટ શરૂ કરાયો હતો. સોઈલ(માટી)ની જુદી જુદી સ્થિતિને કારણે નિષ્ણાંતોના અભિપ્રાય જુદા આવતા હોવાથી કમિશનર દાસે સોમવારે તમામ એજન્સી અને નિષ્ણાંતોને એક્સાથે બોલાવ્યાં હતાં. એક એક પાઈલ ઉપર ૪૨૦ ટન જેટલો વાસ્તવિક લોડ મૂકીને અવલોકન કરાઈ રહ્યું છે. તમામ ચકાસણી પછી મંગળવારે સાંજ સુધીમાં કોઈ નિષ્કર્ષ ઉપર પહોંચાશે.

દોઢવર્ષથી અટવાયેલા દિલ્હીગેટ ઓવરબ્રિજના મુદ્દે પાલિકાની ત્રિશંકુ અવસ્થા દૂર કરવા માટે કમિશનર એમ.કે. દાસે આ પ્રોજેક્ટ સાથે સંકળાયેલા તમામ નિષ્ણાંતો અને કન્સલ્ટન્ટને સાઈટ ઉપર ભેગા કરી દીધાં હતાં. કોન્ટ્રાક્ટર રાજકમલ ઇન્ફ્રાસ્ટ્રકચર, પ્રોજેક્ટ મેનેજમેન્ટ કન્સલ્ટન્ટસી, એસવીએનઆઈટીના ડૉ.અતુલ દેસાઈ, મુંબઈથી જીઓલોજીસ્ટ એક્સપર્ટ વી.ટી. ગણસૂલેને તેડાવ્યા હતાં.

પાઇલ લોડ ટેસ્ટિંગ માટેની મશીનરીને પણ મગાવી લેવાઈ હતી. નિષ્ણાંતોની હાજરીમાં જ જુદી જુદી જગ્યાએ પાઇલ ઉપર ફિઝિકલ લોડ મૂકાયો હતો. હાલમાં ૪૨૦ ટનના લોડ પ્રમાણે રિડિઁગ લેવાઈ રહ્યાં છે. તેમાં જે પરિણામો જોવા મળશે. તેના આધારે બ્રિજ અંગે નિર્ણય લેવાશે. તેવું કમિશનર દાસનું કહેવું હતું.

જો વધારે લોડ લઈ શકે તેવા પરિણામ નહીં મળે તો લાઈટ ડિઝાઇન અને એવું શક્ય નહીં હોય તો હેવી ડિઝાઇન બનાવીને પ્રોજેક્ટ હાથ ધરવો, પ્રોજેક્ટ હાથ ધરવો કે પડતો મુકવો, તે તમામ બાબતો અંગે નિર્ણય ત્યારપછી લેવાશે. આ અંગે મંગળવારે દિવસ દરમિયાન પણ પાઈલ લોડ ટેસ્ટ કરાશે.

સિટી ઇજનેર જતીન શાહનું કહેવું હતું કે સોઈલ ટેસ્ટિંગ રિપોર્ટ અને પાઇલ ટેસ્ટિંગના રિપોર્ટને આધારે અત્યાર સુધી તમામ એજન્સીઓના અભિપ્રાયો અલગ અલગ આવતાં હતાં. એટલે અંતિમ નિર્ણય લેવા માટે સ્થિતિ સ્પષ્ટ થતી નહતીં. હવે એક સાથે તમામ એજન્સીને સ્થળ ઉપર જ ભેગી કરીને પ્રેક્ટિકલ ટેસ્ટિંગ કરાઈ રહ્યુંં છે. મંગળવારે સાંજ સુધીમાં લોડ ટેસ્ટિંગના રિડિઁગ મેળવીને આ મામલાનો નિવેડો લવાશે.

SURAT: Former police commissioner J S Bindra is on a visit to the city from Thursday to support the 'Hope for Hope Bridge' campaign of TOI. He will stress on the need to preserve the 134-year-old Hope Bridge in his meetings with eminent citizens and officials of Surat municipal commissioner.

"I have so many beautiful memories of the city and feel we should too preserve our heritage and monuments as it is done world over. It is a matter of pride to have Hope Bridge in the diamond city," Bindra said.

Earlier, Bindra along with nine retired bureaucrats had proposed to SMC the need to conserve the bridge.

So far, the SMC had made three attempts to sell the bridge as a scrap. The offer price was Rs three crore. It was brought it down further to Rs 2.25 crore by the authorities but without much success.

The bridge was built in 1877 and was the only link between the cash rich port town of Rander and Surat.

The British administration under the leadership of district collector of Surat, Theodore Hope (T C Hope), spent Rs 8.13 lakh to build the 551 metre long bridge with 16 spans over Tapi river. The bridge's foundation was laid in 1874 and it was completed in 1877. Interestingly, it was the first structure to be built in public- private partnership by the residents of Surat, Narmada, Bharuch and Rander towns, according to historians.

The Hope Bridge was the only bridge over Tapi till 1966. Nehru Bridge along side the Hope Bridge was built in 1966, and the Sardar Bridge and Swami Vivekanand Bridge in 1992 and 1996, respectively.

Vehicle movement was banned on the bridge in 1999. Gradually even the pedestrians were stopped from using it. On February 9, 2010, a portion of it at Chowk Bazaar got damaged. Since then attempts to demolish the bridge were accelerated by the authorities.

SURAT: If all goes well, the long pending demand of entrepreneurs from the textile, engineering and chemical units at Pandesara GIDC for proper roads in the industrial area may be met in the next few months.

The civic body is in the process of taking a decision on constructing cement concrete (CC) roads inside the industrial estate on the public-private-partnership (PPP) model. The Pandesara industrial estate, with over 600 units, is one of the oldest in Surat. It has about 250 power looms, 150 textile dyeing and printing units and nearly 200 engineering and chemical units.

The condition of roads in the industrial estate has gone from bad to worse in the last couple of years. The civic body is ready to construct the cement concrete roads, but about 50 per cent of the construction cost would be contributed by GIDC and the rest by the civic body and the Pandesara Industrial Cooperative Society. "We are ready to work on the PPP model for providing cement concrete road network in the Pandesara GIDC estate," said a senior civic officer who did not want to be named.

"The civic body has already discussed the issue with senior GIDC officials. A joint meeting will be held between the civic body, industrial cooperative society and GIDC officials to decide on the future course of action," he added. The Pandesara industrial estate has more than 600 industrial units including textile processing units, weaving units, engineering units, chemical units and other ancillary units etc. Last year, entrepreneurs had threatened to boycott the civic election in protest against the lack of civic amenities.

Yogesh Mehra, president of Pandesara Weavers Cooperative Society Limited, said, "We would be happy if the civic body is taking up the construction of cement concrete roads in our estate."

બે વર્ષથી અટવાયેલા દિલ્હીગેટ ઓવરબ્રિજનું કોકડું ઉકેલાયું છે. બ્રિજનું કામ હવે પાટે ચઢે તેવા અણસાર મળ્યાં છે. અલબત્ત, પાઈલ લોડ ટેસ્ટમાં રિપોર્ટ નબળા મળ્યાં હોઈ હવે ડિઝાઇન નવેસરથી બનાવવી પડશે. એટલું જ નહીં થોડી હેવી ડિઝાઇન બનાવવી પડશે, તેના લીધે હવે પ૦ કરોડનો ઓવરબ્રિજ ૭૦થી ૭પ કરોડ સુધી પહોંચે તેવો કાચો અંદાજ મંડાયો છે.

કોંક્રીટ અને સ્ટ્રકચરની ડિઝાઇન બદલાશે

કમિશનર દાસે વધુમાં કહ્યું કે, વધારે લોડ લઈ શકે તેવા પરિણામ મળ્યાં ન હતાં. ઓવરબ્રિજ જ્યાં બનવાનો છે તે જગ્યાએ વર્ષો પહેલાં ખાડી હતી. તેના પુરાણમાં માટીને બદલે કચરો અને અન્ય વસ્તુથી પુરાણ કરાયું હશે. એટલે પાઈલના લોડ ટેસ્ટમાં પાઈલ નીચે બેસી જતું હોવાનું નોંધાયું હતું. હાલની લાઈટ ડિઝાઇન વડે બ્રિજ બનાવવું શક્ય નથી, તેવો કોમન અભિપ્રાય આવ્યો હતો. જેથી હવે હેવી ડિઝાઇન બનાવીને પ્રોજેક્ટ હાથ ધરવો પડશે. હવે એમ-૩પથી એમ-પ૦ ગ્રેડના કોંક્રીટનો ઉપયોગ કરીને પાઇલ ફાઉન્ડેશન-પ્રિકાસ્ટ ગર્ડરવાળી ડિઝાઇનને બદલે વધુ લોડ લઈ શકે તેવી હેવી ડિઝાઇન તૈયાર કરાશે.

ઓવરબ્રિજની હાલની ડિઝાઇન પ્રમાણે રૂ.૪પ.૪૪ લાખનો અંંદાજ મૂકાયો હતો. જોકે, અંંદાજ કરતાં વધુ એટલે રૂ.પ૦ કરોડ રૂપિયાના ખર્ચે કોન્ટ્રાકટ અપાયો હતો. હવે નવીૂ હેવી ડિઝાઇન બનાવાશે અને તેમાં સ્ટ્રકચર અને કોંક્રીટની હેવી ડિઝાઇન નક્કી થશે એટલે પ૦ કરોડના ખર્ચે તૈયાર થનારો ઓવરબ્રિજ હવે ૭૦થી ૭પ કરોડમાં પડે તેવું પાલિકાના બ્રિજ વિભાગનું કહેવું છે. એ તો ઠીક બે વર્ષ સુધી રસ્તા ખોદીને બેરિકેિંટગ કરીને જે સ્થિતિ ઊભી કરાઈ હતી. લોકોએ યાતના ભોગવવી પડતી હતી અને પડે છે, તે હજુ વધુ બે વર્ષ ભોગવવી પડશે. તે નફામાં. બ્રિજના પાયા ઊભા થાય તે પહેલાં જ ગંભીર હકીકતો સામે આવી ગઈ.

BRTS માટે હવે ભોપાલ અને દિલ્હી ઉપર નજર

કમિશનર દાસે કહ્યું કે બીઆરટીએસના પ્રોજેક્ટમાં વીજકંપનીને લગતા પ્રશ્નોના ઉકેલ માટે બેઠક કરી દેવાઈ છે. હવે એ પ્રશ્ન નથી રહ્યો. કેનાલ કોરિડોરવાળા રૂટ માટે સિંચાઈ વિભાગની મંજૂરી પણ મળી ગઈ છે. રહી વાત ફોરેસ્ટ વિભાગની, તો ફોરેસ્ટ વિભાગમાં રાજ્ય સ્તર સુધીનું ક્લિયરન્સ મળી ચૂક્યું છે. માત્ર રિજિયોનલ લેવલની મંજૂરી બાકી છે. એટલે ભોપાલમાં રિજિયોનલ ઓફિસ અને ત્યારબાદ સેન્ટ્રલ ગવર્મેન્ટની મંજૂરી મેળવાશે. તેને આવતા પખવાડિયામાં મેળવવાની કોશિશ કરાશે. ત્યારપછી બીઆરટીએસનું કામ સડસડાટ આગળ વધશે.

SURAT: The structural design of the proposed flyover at Delhi Gate has been changed after nine tests over 22 months to check its load-bearing capacity failed. This will push up the cost from Rs 50 crore to Rs 75 crore.

The site of the bridge is a reclaimed marsh and the soil underneath is soft. When pile load tests were conducted, it could not bear the load and sunk. Talking to TOI, City Engineer Jatin Shah said, The consultant will provide the new design and the same contractor will construct the bridge in two years time. If he doesn't agree to that we will be compelled to bring out new tenders.

The contractors for this project are Rajkamal infrastructure, the consultants are CES consultancy firm. Dr Atul Desai of SVNIT and geologist V T Gansule from Mumbai are also associated with the project.

Talking to TOI, Municipal Commissioner Manoj Das said, Based on the data of load-bearing, consultants will make a new heavier design and that should expedite this project.

છેલ્લા સાત વર્ષથી શહેરના વિવિધ મુખ્ય માર્ગને સિમેન્ટ કોંક્રીટમાં ફેરવવાની કામગીરી ચાલી રહી છે. પહેલાં તબક્કામાં શહેરના તમામ એન્ટ્રી પોઇન્ટ સિમેન્ટ કોંક્રીટમાં ફેરવવામાં આવ્યા હતા. પાલિકાએ તબક્કાવાર ૧૫૦ ફૂટથી પહોળા તમામ મુખ્ય માર્ગોને સિમેન્ટ કોંક્રીટમાં ફેરવવાનો નિર્ણય લીધો છે. પેકેજ એકથી ચારની કામગીરી પૂરી થયા બાદ પેકેજ પાંચની કામગીરી માટે ટેન્ડર મંગાવવામાં આવ્યા હતા. પેકેજ પાંચ હેઠળ સુરત-ડુમસ રોડ પર જૂના જકાતનાકાથી મગદલ્લા એરપોર્ટ સુધીના ૫.૫ કિલોમીટર, અડાજણ-હજીરા રોડ પર રાજહંસ મલ્ટિપ્લેકસથી પાલિકાની હદ સુધીના ૧.૮ કિલોમીટર તથા સુરત-બારડોલી રોડ પર પૂણા ફ્લાયઓવર બ્રિજથી પાલિકાની હદ સુધીના ૧.૨ કિલોમીટર લંબાઇના માર્ગને આવરી લેવામાં આવ્યો છે.

આ ત્રણ માર્ગને સિમેન્ટ કોંક્રીટમાં ફેરવવાની કામગીરી માટે પાંચ ટેન્ડર આવ્યા હતા જેમાં રોહિત ઇન્ફ્રા પ્રોજેક્ટ પ્રાઇવેટ લિમિટેડ નામના ઇજારદારે રૂ.૫૩.૦૮ કરોડથી ૧૨.૦૬ ટકા નીચા રૂ.૪૬.૬૮ કરોડનું લોએસ્ટ ટેન્ડર ભર્યું છે. કમિશનર મનોજ કુમાર દાસે લોએસ્ટ ઇજારદારને કામગીરી સોંપવા સ્થાયી સમિતિમાં દરખાસ્ત મોકલી છે. ગુરુવારે સ્થાયી સમિતિ આ કામગીરી અંગે આખરી નિર્ણય લેશે.

SURAT: The Federation of Surat Textile Traders' Association (FOSTTA) has urged the Surat Municipal Corporation (SMC) to solve the traffic woes on the Ring Road area, which houses more than 140 textile markets.

FOSTTA office-bearers, led by its president Devkishan Manghani, submitted a memorandum to Municipal Commissioner M K Das and Mayor Raju Desai demanding steps to curb the traffic snarls on Wednesday.

The FOSTTA office-bearers said that there is an urgent need to mark the parking area with yellow strip on the main thoroughfare for the loading and unloading by the tempos and trucks.

Also, there is a need to remove the bottlenecks like the roadside vendors and paanwallas on the main thoroughfares adding to the traffic woes.

Devkishan Manghani, president of FOSTTA, said, "Surat is the fastest growing cities of the country, but we are faced with many questions from our buyers visiting from other cities when it comes to the traffic woes on Ring Road area. Time and again we have made representations to the municipal corporation on this issue, but in vain. Now, we want the civic authorities to take some concrete steps to curb the traffic menace."

SURAT: With the Delhi Gate flyover delayed by four years, civic officials are wondering whether it would be better to start afresh with a new tender and new design.

The construction of this flyover is yet to take off even four years after the Rs 46 crore tender was passed because repeated soil tests show that the earth underfoot will not be unable to bear the load of the bridge as designed.

When original tenders were floated for the Delhi Gate flyover in 2007, it was to be 20 metre long. Then, a contractor quoted Rs 62 crore for a bridge construction with a load bearing capacity of 250 tonne. Another contractor suggested lengthening the bridge to 37.5 metre and quoted Rs 46 crore. He won the bid and the design changed. However the soil tests failed and the execution of the tender never took place.

"In the last two years, a number of experts carried out soil tests but it was found that the load bearing capacity of the soil was only 150 tonne instead of the required 250 tonne. So, we are left with no other option but to reduce the length back to 20 metre," said an officer from the bridge cell of SMC. "At present, if the standing committee decides to pay up deviation money of around Rs 33 crore to get the work started, the cost of the bridge will become Rs 79 crore, which would be exorbitant," he added.

Now, civic officials feel that retendering may bring in an improved design and reduce the cost of the project. "Our job is to place clear proposals explaining everything. It is for the rulers to decide whether to go ahead with a flyover costing Rs 79 crore,'' a civic official said.

SURAT: The standing committee of Surat Municipal Corporation (SMC) on Friday postponed its decision on the Delhi Gate flyover project.

Rajesh Desai, member of the standing committee, said, "The administration should have come out with its clarifications on the doubts about the project in the minds of ruling BJP members. The officials failed to give replies to our simple questions.

How can we pass an additional 61% of amount on a Rs 42 crore tender? Unless we are satisfied about all aspects of the project, we will not pass it."

Mukesh Dalal, chairman, standing committee, said, "We had posed some questions and need more time to study the issue. Hence, we have postponed our decision on the proposal."

Delhi Gate flyover construction has been a problem for the SMC for the past few years. The project has been delayed due to poor soil test results. As against the required 250 tonne load bearing capacity, the LBC of the soil at the project site is only 150 tonne, sources said.

The contractor had asked for an additional 61 per cent to build the bridge in view of inflation.

The flyover will take two years to complete if the work is begun today. A section in the ruling BJP wants new tenders to be issued and a new design for the flyover.

SURAT: Finally, Surat Municipal Corporation's (SMC) standing committee has approved construction of cement roads worth Rs 54 crore inside Pandesara GIDC on Saturday.

The project now will be presented under the state government's critical infrastructure scheme to get maximum funds. The remaining cost would be shared equally by the civic body and the entrepreneurs of Pandesara GIDC.

"The project has been included in the state government's critical infrastructure scheme and the SMC is eligible to get Rs 39 crore," said a senior civic officer.

Pandesara industrial estate has over 600 textile processing, weaving, engineering, chemical and other ancillary units.

Yogesh Mehra, president, Pandesara Weavers' Cooperative Society Limited, said, "We are happy that the standing committee has given a go ahead to the road construction proposal. This was badly needed for the last couple of years." The industrial units in Pandesara GIDC have been facing problems for the last five years. Big pot holes and crater like formations on the roads due to the plying of heavy vehicles and water tankers had made the lives of the entrepreneurs, staff, visitors and workers miserable, he added.

SURAT: Eminent Surtis came together on Saturday to discuss ways to save Hope Bridge and decided to convince the Surat Municipal Corporation (SMC) and the state government to preserve the 134-year-old bridge. The meeting was called by Surat Citizens Council Turst (SCCT) at the Ram Krishna Hall in Southern Gujarat Chamber of Commerce and Industry (SGCCI).

The SMC and state government have decided to auction the the bridge to scrap dealers and the highest bid they have got is Rs 2.31 crore.

The movement was initiated by a group of retired bureaucrats led by former city police commissioner J S Bindra after TOI carried a campaign on the issue. Bindra had filed a public interest litigation in the Gujarat High Court demanding preservation of the bridge.

Office-bearers of SCCT, SGCCI, veteran textile industrialist, Arun Jariwala and litterateur and chairman of Gujarat Sahitya Parishad, Bhagvati Kumar Sharma participated in the meeting. K O Shah, chairman of Heritage Trust, and eminent citizens from different sectors also participated. In the meeting it was discussed that the bridge should be part of Heritage Square project and River Front project of SMC.

It was decided at the meeting to form a committee which will represent the issue to SMC and if required the issue will be represented to the state government. Rohit Mehta, president of SGCCI, said, "We decided unanimously that the bridge should be preserved. It should not be dismantled for any reason. It is a 134-year- supports the preservation. SGCCI's representative will be part of the committee which will represent the issue to SMC and government."

Bhagvati Kumar Sharma, sent a video recording of his message in which he said, "The Hope Bridge is witness to the rich cultural and literature history of the city. It has witnessed many legendary writers of Rander area contributing their great creations to the city." Sharma explained Hope Bridge's value through historical importance of Rander.

Arunbhai Jariwala, said, "There is some problem in understanding the importance of the bridge. There is no clear reason for removing the Hope Bridge. If SMC wants a new bridge they can use any nearby location which can be more spacious than the existing location.

Civic body is richer by 17 cror

With an increase in the vehicles in the diamond city, the urban planners are all smiling. Reason: the Surat Municipal Corporation ( SMC) has earned Rs 17.46 crore revenue from the collection of vehicle tax in the last seven months, registering more than 100 per cent growth compared to previous year.

The phenomenal increase, according to the civic officials, is attributed to the implementation of 2 per cent vehicle tax on the purchase price from April 1, 2011. Like other municipal corporations in the state, earlier the civic body was charging lump sum tax in the range of Rs 300 to Rs 1,300 on the newly purchased vehicles.

For the first time in the state, Surat is the only civic body to have implemented 2 per cent tax on the purchase price of the new vehicles.

Last year, the total vehicle tax collection during the year was pegged at Rs 8 crore. This year, the tax collection is likely to cross Rs 20 crore by the end of the financial year.

"This is an attempt to create new income sources in the absence of the octroi tax. The vehicle tax collection may cross Rs 20 crore in this financial year. Also, the growing market for the luxurious cars is likely to fill the coffers of the civic body in the coming days," said a senior officer.

Sources said the vehicle tax is collected on the purchase price of the cars. Suppose if showroom price of a car is Rs 5 lakh, then the car owner is liable to pay vehicle tax worth Rs 10,000. However, the entire two-wheeler segment attracts Rs 1,050 tax.

In the luxurious car segment, cars like Audi, BMW and Mercs, the vehicle tax could go up to Rs 60,000 to Rs 1 lakh and above, depending on the purchase price of the new vehicles.

As per the latest data provided by the regional transport office (RTO), about 67,000 two-wheelers and 3,000 cars were sold from April-October 2011 compared 57,000 two-wheelers and 2,500 cars during the same period previous year.

However, the vehicle dealers and the customers are quite unhappy with the 2 per cent vehicle tax imposed by the municipal corporation.

"A new vehicle attracts 23 per cent in taxes including 15 per cent VAT, 6 per cent motor vehicle tax and 2 per cent vehicle tax charged by the civic body. Customers in other cities of the state pay a total of 21 per cent tax including VAT and motor vehicle tax," said Yatin Patel, a car dealer.

If things go according to plan, the outer ring road will become a reality by 2014.

Keeping the future expansion of the city in mind, the Surat Municipal Corporation (SMC) and Surat Urban Development Authority (SUDA) have planned a 66-km outer ring road on the periphery of the city which is spread over 326 sq km area. Twenty-nine km of new roads will be built under this project. A resolution to this effect was discussed and passed in an important meeting of SUDA and SMC on Wednesday.

It is expected and estimated that after decade, when Surat will become a twin city of Surat-Navsari with an estimated population of 1.15 cores by 2021, the outer ring road will provide easy access to all the parts of the mega twin cities of Surat and Navsari.

This is considered as the initiation of the second phase of infrastructure-building for the Diamond city. After the state government notification of road alignment for the construction of outer ring road was published on October 24, 2011, it was anticipated that SUDA would decide the course and send a proposal to the government.

Municipal commissioner Manoj Das, who is also the head of SUDA, said, "We have decided to send a proposal to the government under Section 19 of Town Planning act." This effectively means, land which is under agriculture zone will be converted into residential area land. "We have asked for 500 metres land on both sides of a 90-metre wide road to be converted in to residential zone through formation of new TP schemes." He added that existing roads of 37 km which are of different width would be converted into 90-metre roads.

P Dutta , Senior Town planner of SUDA said, " We are basically following the Ahmedabad Urban Development Authority (AUDA) line and land acquisition will not take place but land will be obtained through Gujarat Town Planning and Urban Development Act of 1976."

The only difference in what AUDA did and what SUDA will do will be that AUDA did it in anticipation of draft TP scheme whereas SUDA will do it after Draft TP scheme is prepared.

The costing of this project is difficult to estimate as the TP schemes are not formed and approval from the government is awaited.

"Once the approval comes from the government, it will take a year for the Draft TP scheme to be prepared and in another year road position can be taken by the authorities and road construction could be completed," said Das. This effectively means that one the government approves of it, the outer ring road will be ready in two years.

It may be remembered that first proposal for an outer ring road was sent to the state government in 2006 and then it was sent again in 2009. At last on October 24, 2011, the government gave sanction to what was sent in 2009 and issued a notification.

SURAT: It is estimated that the population of the city would almost double from the present 44.82 lakh in another 15 years time.

Surat-Navsari twin cities will be a reality by 2021 and their total population is estimated to be around 1.15 crore. Looking to an increased requirement for basic infrastructure in the city, Surat Municipal Corporation has (SMC) decided to develop flyovers, rail over bridges, bridges over river and road walk overs for the local people. SMC in the past 15 years has set up 12 flyovers, four are under construction and another four have been proposed to be built at an estimated cost of Rs 142 crore in the financial year beginning April 01, 2011.

Jatin Shah, city engineer, told TOI "Our proposals are ready. They will be sent to the public works committee on approval. Tenders will invited after January 2012 and we expect the work to begin by April 2012."

Katargam flyover will be like the existing Varacha flyover but it will be comparatively smaller. It will be a three-lane road and will be built at a cost of Rs 40.50 crore. The second flyover will join Surat-Navsari road with Dindoli on middle ring road at Bhedwad Kahadi near Pramukh Park. It will incur an expenditure of Rs 50.44 crore. It will be a six-lane road.

Other two are junction flyovers and will be built at Sosyo circle and Evershine marble circle. Both will have six lanes and will cost Rs 25.50 and Rs 25.90 crore respectively.

SURAT: After a delay of 14 months, the work to construct the cable-stayed bridge is now on track again. So far only 18 per cent of the work has been completed. The 990-metre bridge will incur a cost of Rs 143 crore and will have a cable-stayed section of 300 metres in the middle.

Municipal commissioner Manoj Das on Friday after a meeting with consultant, contractors and civic officials stressed on the need to complete the bridge by May 2013.

"We will build the bridge within the stipulated time of 30 months. Land acquisition process with regard to a piece of land measuring 7000 sq metres on Adajan side for the bridge is on the verge of completion." The land on Parle point side was acquired but there was resistance to acquisition in Adajan as the land belonged to two builder-developers who own 70,000 sq metres of a stretch within the recreational zone. It had very little market value it being a 'no construction zone' land.

The two builders, as compensation, wanted land in a commercial locality. This was not agreeable to the municipal corporation. The builders then asked for FSI (floor-space index) for their land, to which the SMC agreed.

"We are geared up to complete 60 per cent of the work by March 31, 2012," said Jatin Shah, city engineer, SMC.

He said, "Pier work is over and at 12 of the 16 locations, base work is going on."

haphazard infrastructure development on the Udhna-Magdalla road in the city could lead to greater loss and harm than easing the problems.

It was just in 2010-11 that Surat Municipal Corporation (SMC) constructed cement concrete (CC) road from Udhna to Anuvrat dwar and it plans to extend this road at the cost of Rs 22 crore.

Now at the end of 2011, SMC has proposed construction of two junction flyover bridges at Sosyo circle and Ever Shine marble circle at the cost of Rs 55 crore. People living in these areas fear that the construction will damage the road and result in traffic snarls."

Vipul Patel, a resident of the area said, "Just when our road became good for driving, the flyover construction will start and road will be in shambles. Traffic snarls will return to haunt us."

Another resident, Ganesh Sawant, said, "BRTS route also is being constructed near the university, which will lead to more problems. SMC must plan of the development and than go about making the roads so that such a situation doesn't arise."

However, Jatin Shah, city engineer at SMC said, "When additional infrastructure is planned, we have to deal with these small problems. In the case of two flyovers, the road will be damaged at only the portion of the pillar at the footing area of the flyovers. We have put up paver blocks anticipating that they can be restored again."

SURAT: The solution to bad roads may lie in the trimmings of a synthetic fibre. Research by an applied mechanics scholar at SVNIT shows that waste pieces of Recron, a synthetic reinforcing material made by Reliance, help bind the soil under the road.

One per cent of Recron waste by weight prevents the soil from expanding on absorbing moisture in the rains or shrinking in summer. The expansion and shrinkage create holes in the road.

This could be vital for Surat which has 1,500 km of roads with another 1,000 km being planned. Already, several roads being laid in the outskirts of Surat are encountering this problem.

"Surat has expansive soil and so when we make new roads we have to take care of the load bearing capacity of the soil. We must also enhance the value of the soil so that it doesn't wash off after a shower or buckle under the pressure of heavy load," said Dr Mahesh Desai, an expert on the subject and faculty at SVNIT.

"The strength of the soil is problematic as it swells and shrinks with the availability and lack of moisture. This doesn't give proper firmness or grip to the tar or any other material and increases the cost of road laying at least ten times," said Prof Desai. "But our scholar, Kalpana Maheshwari, has found a solution for the problem for this type of expansive soil. Waste pieces of Recron when mixed in very little quantity of oil and then added to the soil give a wonderful result," he added.

Kalpana Maheswari's research shows that the fibre absorbs everything and keeps the road surface intact. "We need Recron to the tune of just one per cent of the weight of the soil to bind it properly," said Desai.

J Shah, City Engineer, said, "If it works, we will certainly adopt it."

SURAT: Traffic snarls continue to occur on Amroli bridge on the north zone area of the city despite the construction of a second bridge over river Tapi a year ago.

Surat Municipal Corporation's (SMC) limits have been extended over the years to include the villages of Amroli and Kosad, whose population has tripled in the last five years. "Rehabilitation of 20,000 families of slum dwellers from across the city to EWS quarters in Kosad, too, has led to an increase in the population in these areas," a SMC official from Katargam office said.

Presently, over 20,000 vehicles, including two-wheelers, pass through this bridge to go to work in different parts of the city. They use the second bridge to return home in the evening.

"During peak morning and evening hours, it is impossible to navigate a scooter through the bridges. At times it takes 50 minutes to cross the bridge," Birju Bhatt, who travels daily from Amroli to Ring Road for work, said.

SMC planners said, "We have very little options. We can think of another bigger sized bridge some distance away from the present ones. The existing bridges can't be broadened."

રિંગરોડ ઉપર સ્ટેશન તરફથી બોમ્બે માર્કેટ તરફ જવા માટે લિનિયર બસ સ્ટેન્ડ પાસેથી એક રેમ્પ દ્વારા રેલવે લાઈનને ક્રોસ કરીને બોમ્બે માર્કેટ સુધી જવાશે. બીજા બે રેમ્પ સહરાદરવાજા તરફથી બોમ્બે માર્કેટ જવા આવવા માટે હાલના ઓવરબ્રિજ સાથે જોડાશે. આજ રીતે બોમ્બે માર્કેટથી રિંગરોડ ઉપર આવવા માટે એક સહરા દરવાજા પાસે રેમ્પ ઊતારાશે અને બીજો રેમ્પ હાલના ઓવરબ્રિજની સાથે જોડાશે.આ રેલવે ઓવરબ્રિજની કુલ લંબાઈ બે કિલોમીટરથી વધુ હશે. આ ઓવરબ્રિજનો લાભ ત્રણ વર્ષમાં મળી રહેશે, તેવુ સ્થાયી અધ્યક્ષનું કહેવુ છે.

સૂચિત રેલવે ઓવર બ્રિજ સાથે સ્ટેશનને પૂર્વનું જોડાણ આપવા ડેપોની જમીન મેળવવા કરાર

રેલવે સ્ટેશનની પૂર્વ તરફ લંબે હનુમાન રોડના ગરનાળાથી વરાછા-સૂર્યપુર ગરનાળાને જોડતો રસ્તો બનાવવાનું આયોજન થયું છે. એટલે હવે પાલિકાએ લંબે હનુમાન ગરનાળાથી રેલવેને સમાંતર રોડ બનાવવા માટે એસટી ડેપોની જમીન મેળવવા માટે કરાર કર્યા છે. હવે વહીવટી પ્રક્રિયા પાર પડયેથી રેલવે સ્ટેશનની પૂર્વ તરફે વરાછા ગરનાળાથી સ્મીમેર હોસ્પિટલ સુધી રેલવે લાઇનની સમાંતર રસ્તો તૈયાર થઈ શકશે. એટલું જ નહીં આ રસ્તો બોમ્બે માર્કેટ અને લિનિયર બસ સ્ટેન્ડને જોડતા રેલવે ઓવરબ્રિજની સાથે જોડાશે. આને લીધે પૂર્વ તરફે રેલવે સ્ટેશન સુધી પહોંચવા માટે સારો વિકલ્પ તૈયાર થઈ શકશે.

ગુરુવારે પાલિકાના કમિશનર મનોજકુમાર દાસે એસટી વિભાગના વાઈસ ચેરમેન રાજગોપાલ સાથે કરાર કર્યા હતા. તેમાં એવું નક્કી થયું હતું કે, લંબે હનુમાન રોડ ગરનાળા પાસે એસટી વિભાગ હસ્તક જે ડેપો છે.

તેમાંથી પાલિકાને પાંચ હજાર ચોરસમીટર જેટલી જમીન ફાળવાઈ જેથી લંબે હનુમાન રોડ ગરનાળાથી સ્મીમેર હોસ્પિટલ સુધી રેલવે લાઇનને સમાંતર રોડ તૈયાર કરી શકાય. કમિશનર દાસનું કહેવું હતું કે રેલવે સ્ટેશનની પૂવe તરફ પણ કનેક્ટિવિટી ડેવલપ કરવા માટેનો આ પ્રયાસ છે. તેમાં થોડા સમય પહેલાં જ સૂર્યપૂર ગરનાળાથી લંબેહનુમાન રોડના ગરનાળાને જોડતો રોડ બનાવવા માટે રેલવે કોલોનીની જમીન મેળવવા માટેની ગોઠવણ રેલવે તંત્ર સાથે કરાઈ હતી.

તે મુજબ રસ્તો જાહેર કરીને વહીવટી પ્રક્રિયા પણ હાથ ધરી દીધી છે. હવે એસટી ડેપોની જે લંબેહનુમાન રોડ પાસેની જગ્યા છે તેમાંથી પાંચ હજાર ચોરસ મીટર જમીન મેળવાશે એટલે વરાછા ગરનાળાથી લંબેહનુમાન ગરનાળા સુધીનો સૂચિત રોડ સ્મીમેર હોસ્પિટલ સુધી આગળ વધી શકશે. ત્યાંથી આ રોડને હાલમાં જ જે બેલ્જિયમ ટાવર પાસેથી બોમ્બે માર્કેટને જોડતા રેલવે ઓવરબ્રિજ સાથે જોડાણ આપી શકાશે. એટલે, રેલવે સ્ટેશન ઉપર પહોંચવા માટે એક સારો વિકલ્પ તૈયાર થઈ જશે.

ઉધના સ્ટેશન પાસે રેલવેને સમાંતર રોડ બનાવવાની તૈયારી પાલિકાના તંત્રનું કહેવું છે કે, આ જ પ્રકારે ઉધના રેલવે સ્ટેશન પાસે પણ પૂવe અને પશ્ચિમ એમ બંને રેલવે ટ્રેકને સમાંતર રોડ બનાવવા માટેનું વિચાર્યું છે. આને માટે હવે રેલવે સાથે ચર્ચા કરીને બ્લુ પ્રિન્ટ તૈયાર કરીશું.

હવે વહીવટી પ્રક્રિયા

એસટી વિભાગ સાથે જમીન લેવા માટેના કરાર કરી દેવાયા છે. હવે સક્ષમ સત્તા પાસે મંજૂરી મેળવીને આગળની કાર્યવાહી પૂરી કરાશે. એટલે, નજીકના દિવસોમાં તે પાર પડ્યા બાદ રસ્તો બનાવવા માટેની કામગીરી હાથ ધરી શકાશે.

લોકોને આ સુવિધા મળશે

દિલ્હીગેટ અને સ્ટેશન વિસ્તારના ટ્રાફિકમાં અટવાયા વગર રિંગરોડ ઉપર લિનિયર બસ સ્ટેન્ડ પાસેના સૂચિત રેલવે ઓવર બ્રિજ દ્વારા રેલવે સ્ટેશન ઉપર આવી શકાશે. સહરા દરવાજાથી સીધા સ્ટેશન વરાછા ગરનાળાથી સહરા દરવાજા સુધી રેલવે લાઇનની સમાંતર પહોંચી શકાય તેવી વ્યવસ્થા.

AHMEDABAD: All concerned authorities - the Surat Municipal Corporation (SMC), the state government and the Archaeological Survey of India (ASI) want the Hope Bridge to be preserved as heritage structure.

However, none of them is prepared to take an initiative. At least this is what it seems from the replies they have filed before Gujarat high court. The civic body, after assuring that the 134-year old bridge over river Tapi would not be dismantled till further court orders, has now thrown the ball in the state government's court.

The government, on the other hand, has sought time from the court for further consideration over the issue. The government has also said that though it is the owner of the property, it has handed it over to SMC, which may decide its fate. The government too has not shown any aversion towards preservation of the old structure.

ASI has expressed willingness to help in preservation of the structure, provided that either the civic body or the state government evinced interest in declaration of the bridge as heritage structure. SMC, however, looks keen on dismantling the bridge terming it "unstable structure". The only assurance the civic body gave was that it could preserve only two pillars of the bridge and declare them as heritage structure.

Since the government wanted more time to decide on the subject, acting Chief Justice Bhaskar Bhattacharya and Justice J B Pardiwala kept further hearing on Thursday with a remark for government pleader Prakash Jani that "the baby is in your hand now".

Meanwhile, the counsel for petitioners - retired IPS officer J S Bindra and Surat Citizens' Council and Heritage Trust contended that the bridge should be preserved like the Ellisbridge preserved in Ahmedabad. They also argued that the civic body came up with the resolution to dismantle the bridge finally after HC had already issued notices over the PIL demanding the bridge to be preserved and declared as heritage structure.

The petitioners sought a stay over dismantling the bridge as soon as news in this regard appeared in TOI. SMC has assured the court that it would not touch the bridge at least till further orders from HC.

SURAT: There is a glimmer of hope for the 130-year-old Hope Bridge that is going down the hammer.

Talks between Surat Citizens Council and Heritage Trust with some big corporates to take over the maintenance and preservation of the bridge have started afresh. The talks had fallen apart few months ago.

Senior functionaries of the council, which has filed a public interest litigation (PIL) in the Gujarat high court seeking stay on the dismantling of the bridge, said there has been positive development about involvement of some corporate firm to take over the maintenance and preservation of the structure. Sources said city-based business group engaged in real estate and other businesses is reportedly interested in this work. However, council members refused to disclose the name as there is no firm commitment by the group.

"There is some progress, but the talks have not reached a final stage," a senior functionary of the Surat Citizens Council said. "It is a viable alternative and in Surat it is not difficult to find people willing to take up such work as their social responsibility. However, this is possible only after the dismantling is stayed," he said.

Gujarat government's heritage policy, too, emphasizes on the maintenance and perseverance of heritage structures. Surat Municipal Corporation (SMC) has also said in its policy that around 2,300 buildings and structures of the city, including Hope Bridge, must be preserved.

A heritage expert Jaydev Nancy said, "It is very clear that the initiative must come from the state government. On one side, SMC talks of preserving heritage structures and on other it is singling out this bridge for demolition."

AHMEDABAD: State government on Thursday told the Gujarat high court that it is not averse to preserving the Hope Bridge on river Tapi and suggested that the court constitutes a committee to find out the possibilities of preserving the 130-year-old structure.

In response to the public interest litigation (PIL) filed by retired IPS officer J S Bindra, government pleader Prakash Jani submitted an affidavit stating that the state government is not against the demand of the petitioner. The only concern it has is to examine all aspects for the purpose of preservation of the bridge.

Senior counsel Jani also submitted that the committee should be formed consisting director of geology, an official from central geological department, experts from Archeological Survey of India, an expert structural engineer to check strength of the bridge and concerned officials from Surat Municipal Corporation. This committee needs to be directed to give their opinion as early as possible.

The government pleader also brought it to the notice of the court that the ASI has expressed its willingness to help the authorities in preserving the structure. However, the process requires a nod from the Centre, if the structure is to be preserved as a heritage monument.

Though the state government is the owner of the bridge, SMC has been looking after it because the bridge has been handed over to the civic body by the government. SMC, however, has expressed its reservations against the state government's willingness for preservation of the bridge. Its counsel argued that SMC has decided to pull down the unstable structure and to construct a new bridge in its place.

When SMC's lawyer contended that a contract to dismantle the bridge has already been awarded and dismantling work had started, the bench of acting chief justice Bhaskar Bhattacharya and justice J B Pardiwala remarked that the contract was awarded after PIL was filed.

However, SMC is to file its affidavit next week in response to the state government's stand. Further hearing will take place on January 19, and until then, SMC has assured that dismantling work will not resume.

SURAT: There is some good news for entrepreneurs at Pandesara GIDC. After a long wait, the state government has approved the project for the construction of cement concrete roads inside the industrial estate at a cost of Rs.54.87 crore.

Official sources said the CC roads will be built on a public-private-partnership (PPP) basis with the state government chipping in 80% of the cost and the rest would be borne by the civic body and the industries.

"The project proposal for constructing 18.85 kilometre long road network in Pandesara GIDC worth Rs 54 crore has been approved by the state government under the critical infrastructure scheme. The state government has sanctioned funds worth Rs.39 crore under the scheme and the rest will be shared by the stakeholders at Pandesara GIDC and the civic body," said a senior civic officer. The Pandesara industrial estate has more than 700 industrial units including textile processing units, weaving units, engineering units, chemical units and other ancillary units.

Yogesh Mehra, president of Pandesara Weavers Cooperative Society Ltd, said, "We are happy that the state government has approved the road construction project. We have been facing serious problems due to badly damaged roads for the past couple of years."

According to Mehra, the industrial units operating in Pandesara GIDC have been facing problems for the last four to five years. Big potholes and crater-like formations on the roads due to heavy vehicles and water tankers have made the lives of entrepreneurs, staff, visitors and workers miserable.

Pramod Chaudhary, president of South Gujarat Textile Processors' Association (SGTPA), said, "The extent of the damage on roads is such that most entrepreneurs at Pandesara GIDC have developed slipped discs and other spinal problems. Now, we can hope for better days as the state government has approved the CC road project."

સુરતથી ઊભરાટ પહોંચવાનો સમયગાળો દોઢ કલાકથી ઘટીને ૨૦ મિનિટ જેટલો થઈ જશે

સુરતીઓને ઊભરાટના દરિયા કિનારે ફરવા જવા માટે હવે ૪૨ કિલોમીટર જેટલું લાંબુ નહીં થવું પડે. કેમકે, પાલિકાએ સુડા સાથે મળીને આભવા પાસે મિંઢોળા નદી ઉપર બ્રિજ બનાવવાનું નક્કી કર્યું છે. આ માટે આગામી બજેટમાં જોગવાઈ કરવાની વિચારણા પણ કરી દેવાઈ છે. આ બ્રિજ બનવાને કારણે સુરતથી ઊભરાટ માત્ર વીસ મિનિટમાં પહોંચી શકાશે.

પાલિકાએ ચાલુ વર્ષે ભલે ૧૩૪૫ કરોડના વિકાસ કામોમાંથી ફકત અત્યાર સુધી ૩૪૫ કરોડ જેટલો જ ખર્ચ થઈ શક્યો છે. છતાં નવા પ્રોજેક્ટ માટેની વિચારણા ચાલુ જ રખાઈ છે. તેમાં સુડા સાથે મળીને મિંઢોળા નદી ઉપર બ્રિજ બનાવવાની વિચારણાને સ્થાન અપાયું છે. સુડાના અધિકારીઓના કહેવા પ્રમાણે આભવા પાસેથી મિંઢોળા નદી ઉપર બ્રિજ બનાવવાથી ઊભરાટ અને સુરત વચ્ચેનું અંતર ઘટીને બાર કિલોમીટર થઈ જશે.

અત્યારસુધી ઊભરાટ પહોંચવા માટે મરોલી સુધી ૨૪ કિલોમીટર અને ત્યાંથી ૧૮ કિલોમીટર અંદર એટલે કુલ ૪૨ કિલોમીટર જેટલું અંતર કાપવાની મથામણ કરવી પડે છે. જોકે, આ બ્રિજ બનવાથી આ અંતર ૩૦ કિલોમીટર જેટલું ઘટી જશે. દોઢ કલાકને બદલે માત્ર ૨૦ જ મિનિટમાં ઊભરાટ પહોંચી શકાશે.

અઢી વર્ષમાં બ્રિજ તૈયાર કરવાની ગણતરી

ઊભરાટને સુરત સાથે જોડવા માટે આભવા પાસે બનનાર બ્રિજને અઢી વર્ષમાં પૂરું કરવાની ગણતરી છે. આગામી નાણાંકીય વર્ષમાં એસ્ટિમેશન અને ટેન્ડર પ્રોસેસ પૂરી કરી દેવાશે. ત્યારપછી બે વર્ષમાં બ્રિજ તૈયાર કરવાની ગણતરી અમે મુકી છે. તેવું પાલિકાના અધિકારીઓનું કહેવું છે.

ડુમસ, સુંવાલી અને ઊભરાટને વિકસાવવાનું આયોજન

હાલમાં સુરતીઓને માટે ડુમસ અને હજીરા પાસેનો સુંવાલી એમ બે બીચ ફરવા માટેના સ્થળ છે. તેમાંથી સુંવાલી બીચને વિકસાવવા માટેની મથામણ રાજ્યના પ્રવાસન વિભાગે શરૂ કરી છે. જ્યારે ૧૪ કિલોમીટર દૂર ગણાતા ડુમસકાંઠાને રિવરફ્રન્ટ જેવો બનાવવાની તૈયારી કરાઈ છે.

જોકે, આભવા અને ઊભરાટને જોડતો મિંઢોળા નદી ઉપરનો બ્રિજ તૈયાર થવાથી ઊભરાટનો બીચ પણ સુરતીઓ માટે ડુમસ જેટલો જ નજીક આવી જશે. આગામી વર્ષના બજેટમાં પાલિકાએ આ બ્રિજ માટે નાણાકીય જોગવાઈ કરવાની તૈયારી કરી દીધી છે. જોકે, જે સુંવાલી અને ડુમસ બીચને વિકસાવવાની પ્રવાસન વિભાગે તૈયારી દર્શાવાઈ છે, તેનું હજુ ખાસ ઠેકાણું પડ્યું નથી.

A public interest litigation (PIL) against dismantling of 130-year-old Hope Bridge in the diamond city is still pending before Gujarat high court. The arguments in the PIL filed by retired IPS officer J S Bindra and others concluded on Thursday and the HC verdict in the matter is likely in a week's time. The dismantling of the heritage bridge was stopped by the high court until its verdict in the matter. However, urban planners of Surat Municipal Corporation (SMC) have surprised heritage lovers, including the petitioners, by proposing construction of a new bridge at the site of the existing Hope Bridge in the SMC's draft budget of 2012-13.

The draft budget presentation was made public on Wednesday by municipal commissioner MK Das. Heritage lovers have been trying to save this monument. It is only when their pleas were not heard by the civic body and its rulers that retired IPS J S Bindra and others had filed a PIL demanding that the 130-year-old structure be preserved.

Civic body sources said an affidavit has been filed in the high court explaining the stand taken by the state government in the entire issue. The civic body is waiting for the HC judgment and then would take further action in the matter, they added.

"We are not against preserving Hope Bridge, but not on the 'as is where is basis'. We want to preserve the two span of Hope Bridge either at the Heritage Square site at Chowk Bazaar or at the riverfront site, so that the coming generation of this city would know about its glittering history," said Jatin Shah, city engineer.

About the construction of a new bridge at the existing Hope Bridge site, Shah said, "The new bridge will take care of the vehicular traffic between Rander and Chowk Bazaar. Over 4.5 lakh commuters use Nehru Bridge. The new bridge will ensure more driving space for the commuters."

નેશનલ હાઈવે નં-૮ ઉપરથી કામરેજ અને કડોદરાથી શહેરમાં પ્રવેશ કરી શકાય છે. જોકે, આ બંને રોડની હાલત શહેરના રસ્તા જેવી જ પીડાદાયક છે. શહેરના એન્ટ્રી રોડ હોવા છતાં ચક્કાજામ કાયમી છે. આવી હાલતને નિવારવા માટે પાલિકાએ ગત સપ્તાહે સુડા અને રાજ્યના માર્ગ મકાન વિભાગ સાથે એક બેઠક કરી હતી. બેઠકમાં પાલિકાના સિટી ઇજનેર જતીન શાહ, સુડાના અધિકારીઓ અને માર્ગ મકાન વિભાગ(આરએન્ડબી)ના ઇજનેરો હાજર રહ્યાં હતાં.

બેઠકમાં ચર્ચાના અંતે એવું નક્કી કરાયું હતું કે, શહેરમાં પ્રવેશ માટેના બે રોડ સુરત-કામરેજ રોડ અને સુરત-બારડોલી રોડને સિક્સ લેનનો તૈયાર કરાશે. ઉપરાંત આ રોડની સાઈડ ઉપર લોકલ ટ્રાફિકને માટે સર્વિસ લેન પણ બનાવાય તેવું કમિશનર મનોજ કુમાર દાસનું કહેવું હતું.

આર એન્ડ બી સિક્સ લેન રોડ બનાવશે

સુડા ૧૦ કરોડના ખર્ચે સર્વિસ લેન તૈયાર કરશે

પાલિકા, સુડા અને આર એન્ડ બી એમ ત્રણેય સંસ્થાઓના અધિકારીઓ વચ્ચે નક્કી થયેલી ફોમ્યુંલા પ્રમાણે સુડાના ભાગે સિક્સ લેન રોડની બંને બાજુએ સર્વિસલેન બનાવવાનું કામ આવશે. આ માટે સુડાએ આગામી વર્ષે રૂપિયા દસ કરોડ ખર્ચવાની જોગવાઈ પણ કરી છે.

આ બંને રસ્તાઓને સિક્સ લેનના બનાવવાને કારણે લોકોને બે રીતે ફાયદો થશે તેવું પાલિકાના અધિકારીઓનું કહેવું છે. પહેલું હાઈવે ઉપરથી શહેરમાં પ્રવેશ વખતે ચક્કજામમાંથી તો છુટકારો મળશે પણ બીજો સૌૈથી મોટો ફાયદો આ એન્ટ્રી રોડ પણ હાઈવેની સમકક્ષ જ હોઈ શહેરની સાથે હાઈવેનું સીધું જોડાણ થઈ જશે.

માસ ટ્રાન્સપોર્ટ પણ વિકસાવો

હદ વિસ્તરણને પગલે શહેરના એન્ટ્રી રોડ ઉપર બાકી રહી ગયેલા રસ્તાને પણ કોંક્રીટના બનાવવા માટેની કામગીરી પાલિકાના ભાગે છે. આ માટે આગામી વર્ષે ૩૦ કરોડ રૂપિયાની જોગવાઈ કરી છે. એ તો ઠીક પાલિકાએ એક ડગલું આગળ ભરી દીધું છે. શહેરમાં રાંદેર, ડુમસ અને હજીરા રોડ ઉપરથી એન્ટ્રી લેવા માટેના રોડને પણ કોંક્રીટના બનાવવાનું કામ સોંપી દીધું છે.

આ ત્રણ રસ્તા પાછળ રૂ.૪૨.૯૭ કરોડ ખર્ચ કરવાનો અંદાજ હતો. જોકે, ટેન્ડર અંદાજથી પાંચ કરોડ રૂપિયા વધારે ઊંચા આવ્યાં હતા એટલે આ રોડ પાલિકા ૪૭ કરોડના ખર્ચે બનાવશે. ૪૫.૯૭ કરોડનો ખર્ચ કરવા માટેના કોન્ટ્રાકટ પાલિકાએ આપી પણ દીધા છે, તેવું સિટી ઇજનેર જતીન શાહનું કહેવું હતું. જોકે પાલિકાના પ્રોજેક્ટ કાગળ પર કઈંક અને સ્થળ પર કઈંક હોવાનું શહેરીજનોએ ઘણીવાર જોયું છે. ત્યારે આ પ્રોજેક્ટમાં નિવડે જ વખાણ.

સુડાની બોર્ડમાં આગામી વર્ષના ૯૬ કરોડના બજેટને બહાલી અપાઈ, ડુમસને પ્રવાસન સ્પોટ તરીકે વિકસાવાશે

સુડા(સુરત અર્બન ડેવલપમેન્ટ ઓથોરિટિ)ની બોર્ડ બેઠકમાં શુક્રવારે આગામી નાણાકીય વર્ષ માટે ૯૬ કરોડના બજેટને મંજુર કરાયું હતું. આઉટર રિંગરોડને માટે ૧૦ કરોડ ફાળવવાના નિર્ણય સાથે બજેટની બેઠકમાં ત્રણ નવી ટીપી સ્કીમ બનાવવા માટેનો ઇરાદો જાહેર કરવાનો ઠરાવ પણ કરાયો હતો. તદુપરાંત ટીપી સ્કીમમાં જમીન કપાત અંગે સરકારનો અભિપ્રાય મગાવવાનું નક્કી કરાયું હતું.

કમિશનર એમ. કે. દાસે કહ્યું હતું. વિકાસ કામો પાછળ જે ખર્ચ થવાનો છે તેમાં નવા સુડા ભવન માટે ૩ કરોડ, આઉટર રિંગરોડ માટે ૧૦ કરોડ, ફરી એકવાર કામરેજ પાસે વાવના તળાવને ડેવલપ કરવા ડુમસ અને અન્ય સ્થળે પ્રવાસન સ્પોટ ડેવલપ કરવા, કડોદરા અને કામરેજ રોડ ઉપર સર્વિસલેન બનાવવા માટે ૧૦ કરોડની જોગવાઈ કરવામાં આવી છે. ટીપી સ્કીમમાં રસ્તા અને પુલો બનાવવા માટે ૩૦ કરોડ રૂપિયા તેમજ ઘનકચરાના નિકાલ માટે ૧ કરોડ રૂપિયાની જોગવાઈ કરવામાં આવી છે.

SURAT: Crazy traffic snarls that greet you just as you enter Surat from the national highway may soon be a thing of past.

The Surat Urban Development Authority (SUDA) has sanctioned Rs 10 crore to widen the roads leading to the entry and exit from national highway (NH) number 8. Besides easing the traffic problems, the broader roads will provide the much-needed direct connectivity to the national highways.

The roads will be made 200 feet wide, officials said. SUDA will also make service roads on both the sides making road even wider.

Talking to TOI, chairman of SUDA and municipal commissioner Manoj Das said, "The idea is to give an easy passage to the traffic that enters and goes out of the city."

At present, once the vehicle enters from Kamrej or Kadodara, 20 km stretch to the centre of the city becomes a tiring journey for the traveller due to heavy traffic and smaller roads. The distance from the city limits to Kamrej junction is 6 km, whereas that of Kadodara is 9 km. Both these roads are high-density traffic areas and more than 20,000 vehicles of different sizes pass from here on a daily basis.

SUDA's senior town planner P Dutta said, "The roads and building department will complete the conversion of these roads into a 200-feet road by the end of financial year of 2012-13 and our work of building service roads will also be over by that time."

The importance of widening can be gauged from the fact that city at present has more than 18 lakh vehicles and more than 7 lakh of these are either four wheels or bigger than that. The traffic density is likely to be double in another 10 years.

Moreover, road commuters form a very large number in Surat unlike Mumbai where railways is the most preferred choice for transportation. But, in Surat and nearby areas, majority of the people from within 30 km to 40 km radius travel by either their own two or four wheels.

Broader roads are also necessary in these areas as SMC is starting phase III work of BRTS linking Kamrej and Kadodara this year.

SURAT: With a view to make crossing of the busy main thoroughfares in the diamond city easier, Surat Municipal Corporation (SMC) plans to construct foot overbridge (FOBs) at five locations at a cost of Rs. 3 crore.

SMC's public works committee on Friday approved the proposal given by the bridge cell for the requirement of five FOBs in city's Varachha, Puna Kumbharia, Rander, Udhana and Ring Road areas.

Sources said the civic body has constructed FOBs at Athwalines and Majura Gate in 2011. After its success, the civic body has decided to construct five more FOBs in the city, taking their total to seven.

"The sites for the FOBs were selected after careful monitoring of heavy traffic movements and the problems faced by the pedestrians, especially children and elderly people in crossing the road during the peak hours," a senior civic officer said.

"For the first few months, pedestrians were not using the FOBs in Athwalines and Majura Gate. They were crossing the road by jumping the road dividers. However, we decided to raise the iron fencing on the road dividers to force the pedestrians to make use of the FOBs. Now, the pedestrians are making optimum use of the FOBs to cross the road," he added

The FOBs will come up at Maharana Pratap garden on Varachha main road, AMPC market main road at Puna Kumbharia, Navyug College on Rander Road, ST depot on Udhana main road and Maan Darwaja on Ring Road. Each FOB's estimated cost is Rs 50 lakh.

SURAT: The much-awaited expressway work between Vadodara and Mumbai is likely to begin by May 2012.

The 379-km expressway is expected to be completed in four years and the work begins immediately after the construction of 93-km stretch of Ahmedabad- Vadodara expressway under Golden Quadrilateral (GQ) project that connects Delhi-Mumbai-Chennai-Kolkata-Delhi.

"The Delhi-Mumbai Industrial Corridor (DMIC) project is also underway. This stretch of expressway would lead to big time growth and development for the adjoining areas," said Union minister of state for road development Tushar Chaudhary.

"This expressway will run parallel to the National Highway No 8," said an official of National Highway Authority of India (NHAI) project director's office.

The proposed road is marked to the west of the NH-8 from Vadodara and will run west till Kim in Surat district. Thereafter, it will turn east to the NH-8 till Gujarat border in Vadodara, Bharuch, Surat, Navsari and Valsad.

From there the road will turn towards west into the Union territory of Dadra and Nagar Haveli and then to east at Vasai near Mumbai before entering Raigad district bypassing Mumbai.

"There will be about 12 major interchanges in Gujarat and eight in Maharashtra," said NHAI official.

"The road will be eight-lane except Vadodara-Bharuch stretch which will be six-lane pavement quality concrete (PQC) road," he added.

The Union minister said, "Work to acquire over 6,000 hectares of land is going on. NHAI is carrying out tendering and documentation process for the Rs 17,000 crore project."

This part of the expressway would begin from Vadodara and end at Dahisar on the outskirts of Mumbai near Fountain Hotel but will have a spur line from Vasai to Kalyan and beyond for the bypass to Mumbai city.

AHMEDABAD/SURAT: The Gujarat high court on Wednesday rejected the PIL demanding preservation of the 134-year-old Hope Bridge over Tapi river in Surat and its declaration as heritage structure on basis of a report by an expert body. HC even refused petitioner's plea to stay the Surat Municipal Corporation (SMC) from dismantling the bridge for four days so that they can move the Supreme Court.

While dismissing the PIL filed by retired IPS J S Bindra, a bench of acting chief justice Bhaskar Bhattacharya and justice J B Pardiwala observed that the court cannot entertain such petition as PIL merely because it demands something on basis of sentiments of few persons. The court also observed that it cannot question competence and intelligence of an expert body on whether the bridge should be permitted to be dismantled. The Sardar Vallabhbhai National Institute of Technology (SVNIT) report over the feasibility of preserving the bridge was not so positive. It said that the unstable structure may damage the bridge next to it - the Nehru Bridge.

During the proceedings, hopes were rekindled for preservation of the bridge as heritage structure, when the state government stated that it is the owner of the bridge and is not averse to preserving it. However, SMC expressed its reservations against the state government's willingness for preservation of the bridge. Its counsel argued that SMC has decided to pull down the unstable structure and to construct a new bridge in its place.

After Bindra filed the PIL in high court, SMC began dismantling the bridge. This led the petitioners rush to HC again demanding immediate stay. The dismantling work was stopped for nearly a month during pendency of the petition.

SURAT: After lagging behind in carrying out capital works in the city during 2011-12, Surat Municipal Corporation (SMC) has decided to complete projects worth Rs 1,307 crore in the financial year of 2012-13 when the state goes to polls.

To meet the target, the standing committee approved the proposals for appointment of consultants for the 37 different kinds of bridges like khadi bridges, rail overbridges, flyovers and river bridges late on Thursday evening.

"Budget proposals show construction of 39 new bridges and the provision of Rs 159 crore in the year 2012-13. Of these 39, feasibility reports are required for 19 bridges whereas construction consultants are required for four flyovers, three rail overbridges and 11 khadi bridges," said Jatin Shah, city engineer, SMC.

SURAT: Nearly 700 farmers of 37 villages of the district on marched to the collector office on Monday evening to file their objections against the land acquisition for national expressway connecting Vadodara and Mumbai.

The farmers submitted a memorandum to the special land acquisition officer.

Nearly 600 hectares land is to be acquired for the construction of 450 km of expressway from Vadodara to Mumbai. The farmers belonged to Mangrol, Mandvi, Kamrej, Palsana and Bardoli talukas of the district and submitted 2,500 written objections.

Jayesh Patel, secretary of Gujarat Khedut Samaj, said, "Nearly 150 hectares land of several farmers is earmarked for acquiring. We consider this totally unnecessary. On one side national highway number 8 is being expanded to six lane and on the other side eastern highway from Umargam to Shyamlaji is being also being converted to six-lane for the Delhi-Mumbai Industrial corridor (DMIC ). Why do we need another six- lane expressway?"

SURAT: Final hope for the historical Hope Bridge of the city has vanished.

The Supreme Court (SC) on Monday refused to entertain the plea by a group of Surat citizens challenging Gujarat high court's order that declined to stay the dismantling of the 130-year-old bridge.

Manoj Das, municipal commisssioner, Surat, said, "The Supreme Court disposed the matter on Monday, after discussing the matter with both the advocates. It did not admit the plea of the petitioners."

This effectively brings to an end the fight for saving the Hope Bridge. The contractor appointed to bring down the structure has begun the work on a full scale and on Monday concrete from one of the spans was totally removed. Work on other four spans was on till evening.

However, till now no iron part of the structure and piers has been removed. An SMC official said, "Now the work will go on full swing and dismantling work would be completed in few months."

પાલિકાની મુખ્ય કચેરી પાસેના મુગલીસરા રોડ ઉપર થતાં રોિંજદા ટ્રાફિકજામમાંથી હવે છૂટકારો મળી શકશે. કેમકે પાલિકાએ ભરીમાતાથી લઈને છેક નહેરુબ્રીજ સુધીના પાળા પર છ મીટર પહોળો રોડ બનાવવાની તૈયારીઓ શરૂ કરી દીધી છે. આ રસ્તો બનતા ચોકબજારથી લઈને કતારગામ દરવાજા સુધીનો ટ્રાફિક હવે ડાયવર્ટ થઈ શકશે. માર્ગ નિર્માણના ખર્ચને પહોંચી વળવા મનપાએ સિંચાઈ વિભાગ સાથે હાથ મીલાવ્યા છે. સિંચાઈ વિભાગે ભરીમાતાથી પાતાળી હનુમાન ઓવારા અને ઘંટા ઓવારા થઈને નહેરુબ્રિજ સુધીના કાંઠા ઉપર પાળો બનાવવાનું કામ શરૂ કરી દીધું. જ્યારે પાલિકાએ આ પાળા ઉપર રોડ બનાવવા માટેની તજવીજ હાથ ધરી છે. જે માટે સ્થાયીએ સૈદ્ધાંતિક નિર્ણય કરી લીધો છે. એટલું જ નહીં આગામી વર્ષના ડ્રાફ્ટ બજેટમાં નાણાકીય જોગવાઈ પણ કરી દેવાઈ છે. ઉપરાંત પાલિકાએ હાલ હોટલ ગેટવેથી અઠવાગેટ અને ત્યાંથી મક્કાઈપુલ સુધી નદી કિનારે વોક-વે બનાવવાનું કામ હાથ કામ પર લીધું જ છે, હવે તેને ભરીમાતાથી નહેરુબ્રિજ સુધીના વિસ્તારમાં આગળ વધારવા માટેની તૈયારી કરી છે. બલકે, તેનાથી એક ડગલું આગળ નદી કિનારે વોક-વે નહીં પણ વાહનવ્યવહાર માટે ઉપયોગી થાય તેવો રોડ બનાવવા માટેનું પ્લાનિંગ કર્યું છે.

કતારગામ દરવાજા પાસેથી નવા રોડનો વિકલ્પ મળશે
કતારગામ-વેડ વિસ્તારમાંથી અડાજણ, નાનપુરા, અઠવાલાઈન્સ જવા માટે મુગલીસરા રોડ એક માત્ર વિકલ્પ છે. રાંદેર જવા માટે વિયર-કમ-કોઝવેનો અન્ય વિકલ્પ છે. એટલે, રોજ મુગલીસરા રોડ ઉપર કાયમી ચક્કાજામની સ્થિતિ રહે છે. ચોમાસામાં તો વિયર બંધ હોવાથીસવારે અને સાંજે પીક અવર્સમાં મુગલીસરા રોડ ઉપર કલાકો સુધી ચક્કાજામની હાલત રહે છે. ખુદ મેયર અને કમિશનરની કાર પણ નીકળી શકે તેવી સ્થિતિનો સામનો કરવો પડે છે.

રિવરસાઈડ રોડથી અંતર ઘટશે
કતારગામ દરવાજાથી હોડીબંગલા અને મુગલીસરા થઈને ચોકબજાર સુધી આવવું હોય તો ચક્કાજામ ઉપરાંત લાંબો ચકરાવો પણ લેવો પડે છે. કેમકે, હાલ કતારગામ દરવાજાથી ચોકબજાર સુધીનું અંતર અઢી કિલોમીટર છે. રિવરસાઈડ રોડથી અંતર માત્ર દોઢ કિલોમીટર થઈ જશે. કતારગામ દરવાજાથી ભરીમાતા સુધી એક કિલોમીટર અને ત્યાંથી પાળા ઉપર માત્ર પ૦૦મીટરનો રોડ પસાર કરવો પડશે.

લોકોને મોટી રાહત થશે
મુગલીસરા રોડ ઉપર ટ્રાફિકનો પ્રશ્ન ખૂબ જ જટિલ છે. વિયર કમ કોઝવે એક વિકલ્પ છે. તે પણ પુરતો નથી. એટલે, રિવરસાઈડ રોડ બનવાથી લોકોને મોટી રાહત થશે. આ રોડ સિંચાઈ વિભાગ સાથે સંકલન કરીને બનાવાશે. - ’ભીમજી પટેલ, અધ્યક્ષ, સ્થાયી સમિતિ

પાળા ઉપર પાલિકા ૨૧ ફૂટનો રોડ બનાવશે
ભરીમાતાથી નહેરુબ્રિજ સુધી પાળો બનાવવાની તૈયારી સિંચાઈ વિભાગે કરી છે. તાપી કિનારે ૧૬ મીટરના આર.એલ (રિવર લેવલ) ઉપર પ૦૦ મીટર લાંબા આ પાળાને બનાવવા માટે ૨૯.૪૭ કરોડનો ખર્ચ થાય તેવો અંદાજ કાઢ્યો છે. તેની ઉપર છ મીટર પહોળો રોડ બનાવાય તો વધુ ૧૨.૪૭ કરોડનો ખર્ચ કરવો પડે તેમ છે. એટલે, પાળાનો ખર્ચ સિંચાઈ વિભાગ કરે અને તેની ઉપરના રોડ માટે ૧૨.૪૭ કરોડનો ખર્ચ પાલિકા ભોગવશે.

પીકઅવર્સમાં ૮૪ હજાર વાહનોની અવરજવર
સેન્ટ્રલ રોડ રિસર્ચ ઇન્સ્ટિ*ટયૂટપાસે પાલિકાએ જ કરાવેલા સરવેમાં નોંધાયેલી હકીકતો દર્શાવે છે કે, મુગલીસરા રોડ ઉપર પીકઅવર્સમાં દર કલાકે ૨૧ હજાર જેટલાં વાહનોની અવરજવર રહે છે. એટલે, સરેરાશ ૮૪ હજાર વાહનો પસાર થાય છે. આ રિવરસાઈડ રોડ બનવાથી કમસેકમ આ વાહનો ઉપરાંત અન્ય સમય દરમિયાન પસાર થનારા વાહનો મળી સરેરાશ એકલાખ વાહનોને ફાયદો થશે.

SURAT: Gujarat's urban development minister Nitin Patel said that outer ring road will become a reality in the diamond city soon. While inaugurating a flyover on BRTS route of Udhna at Kharwarnagar on Thursday, he promised special benefit for those land owners who whose land will be acquired for the 56 km long outer ring road to be built around the city. tnn

He suggested that the flyover be named as Pandit Madan Mohan Malviya flyover.

Patel also laid the foundation stone for an EWS project at Adajan, a primary school at Mota Varacha and two Surat Municipal Corporation (SMC) projects- a water distribution network and a solid waste transfer station.

SURAT: The 135-year-old Hope Bridge, a precious heritage property of the city, has been half dismantled within 15 days of Supreme Court (SC) refusing to intervene in the matter. At least eight of the 16 piers of the bridge have already been demolished as part of the Rs 2.31 crore contract awarded by Surat Municipal Corporation (SMC). A pier weighs about 1,600 tonne. The money will be deposited by SMC with state government's treasury as the bridge happens to be a government property.

City engineer Jatin Shah told TOI, "Half of the bridge along with its foundation work two feet below the riverbed is already gone. The remaining part will be dismantled in another 25 days."

Some people believed that iron ore was filled in the foundation to give it stability. "We only found gravel and lime at the base foundation," Shah said.

Dr Atul Desai, former head of applied mechanics department, SVNIT who did a study on the bridge, said, "The dismantling of the bridge would benefit in multiple ways. It will reduce erosion along the river banks as there be less fluid velocity. During earthquake there will be no two structures oscillating at different frequencies which help reduce the afflux in the river."

Shah said, "We plan to construct a new bridge for the people of Rander. In a month's time, the estimate will be ready and submitted for approval."

SURAT: In a move to appease heritage lovers and denizens in the diamond city, who fought a lost battle against Surat Municipal Corporation (SMC) in Gujarat High Court and Supreme Court for preservation of the 135-year-old Hope Bridge across river Tapi, the civic body's bridge department has come up with a unique design for the proposed new bridge at the site. It would resemble Hope Bridge structure.

Engineers of the bridge department headed by city engineer Jatin Shah burnt midnight oil to make a unique bridge design replicating the Hope bridge structure.

The proposed new bridge at the existing site of Hope bridge, to be constructed at a cost of Rs 53 crore, will be 1.021 km long and 12 metre wide, connecting Chowk Bazaar with Rander and Adajan on the other side of the river. The new bridge - planned along the existing Nehru Bridge--will have a 7.5 metre wide main carriage way for vehicular movement. Along with that, the bridge department has planned a 3.5 metre wide walk-way replicating the design of Hope Bridge.

Also, the bridge department plans to have colorful water jet fountains with lightings on the bridge to give a different feeling to the residents passing from the bridge at night.

"Dismantling the dilapidated Hope Bridge was a compulsion, but the new bridge design will keep the old memories alive," said Jatin Shah.

Official sources said the 3.5 metre wide walk-way design is a replica of Hope Bridge. The walk-way will have cross-section triangular iron girders - the Hope Bridge had the same design - to give a feeling of Hope Bridge to the people.

The dismantling of Hope Bridge is 80 per cent complete. Once the structure is dismantled, the civic body will start the process of inviting tenders for the new bridge.

SURAT: With the state government approving Surat Urban Development Authority ( SUDA) for the construction of Outer Ring Road, the landscape and design of the city is bound to change in coming five years.

This infrastructure development will see new roads of 29 km being developed within two years and this is expected to spur nearly 58 sq km (0.5 km on both the sides of the road) into a high residential zone development. This is expected to have a huge impact on the already upbeat realty market.

If handled properly, it could lead to large-scale affordable housing projects and lead to mega growth.

"The city's look will be different in coming five years because the planned development will take place and people will have easy accessibility from one place to other," said Manoj Das, municipal commissioner.

"The market economy will work but affordable housing dream will be a reality in the city as more supply will lead to the reduction in the prices of land and houses," he said.

Today, for middle-class or lower middle-class families it is almost impossible to buy a house as the rates are not less then Rs 3,000 to Rs 3,500 Rs per sq feet in majority of the areas.

With this new chunk of land available, a little far from the city but well-connected, affordable houses are a real possibility as rates would range between Rs 1,200 to Rs 2,000 per sq feet.

Leaving out a few already high-growth areas like Bharthana and Vesu, land is available at reasonable rates in other places like Neoal, Kosmada, Varacha packet villages and even villages before Olpad at Rs 10,000 per sq meter.

"It will prove to be a boon for the middle-class as large chunks of land of about 45,000 lakh sq meters will be available for development," said Naresh Agarwal, a builder.

Bharat Shah of Sargam Group said, "People's dream of affordable housing will be realized if the government marks this land for affordable housing development, gives it at a fixed rate to a developer and asks him to sell at a fixed reasonable rate." He added, "This road will not only widen the periphery but also bring about a much needed horizontal development of the city."

But, Velji Shota, president of Surat Builders association has a little different view. He said, "There are no chances of rates coming down in this city. Yes, we will benefit by the ring road but this will not bring down the realty rates because when development takes place, rates get hiked automatically."

Naresh Shah of Enn Enn Corporation said, "The problem that we face here is that of lack of easy accessibility. Unlike Ahmadabad, where along with the Ring Road, inner approaches were open city has no approach roads."

I hope the construction of Outer Ring road should be start as soon as possible.
Btw, bellow is the image and I've tried to chalk out the proposed route of the ORR. It's not absolutely true but tentative as per the plans.
The major advantage would be to the middle/bellow middle class, as land for affordable housing would be available at normal rate and city outskirt will get ease of access to the centre of city. Such ring roads proved to be successful in Ahmedabad, Hydrabad and Banglore city. SURAT: A few BJP councillors in Surat Municipal Corporation (SMC) have opposed the proposal of urban planners to demolish houses in at least 20 residential societies falling under the development work for the upcoming BRTS corridor at Dumbhal. They have asked urban planners to find out an amicable solution to protect the rights of over 1,500 people residing in these societies.

Sources said the building plans of the residential societies and commercial establishments in Dumbhal were approved some 20 years ago. Now, the urban planners have proposed demolition of residential societies and shops to pave way for developing the BRTS corridor.

BJP councillor P V S Sharma raised the issue during the zero hour of the general body meeting of SMC on Friday.

Sharma, who was backed by few other BJP councillors, said about 1,500 residents would loose their shelter as at least 20 residential societies would be demolished under the BRTS corridor project at Dumbhal. The residents are from the middle-income groups and it would be difficult for them to relocate to other areas.

"Urban planners need to work out a strategy to protect the interest of residents living in the area for the past 20 years. The BRTS project should be completed without demolishing the residential societies," said Sharma.

Sources said, SMC has decided to speed up the infrastructure work for BRTS by combining the phase-II and Phase-III of the project, which is estimated to be worth Rs 300 crore.

Nineteen new routes will be developed under the BRTS corridor. A 60-metre wide and 1,252-metre long 2X3 lane flyover is to come up at Surat-Kamrej Road at Savji Korat Bridge junction at a cost of Rs 80 crore. A 2X2 lane flyover, which would be 45 metre wide and 710 metre long, has also been proposed to be built at Vishwakarma junction at Puna Gam at an estimated cost of Rs 32.65 crore.

At present, development work of two routes is taking place under phase-I. One route from Udhna Darwaja to Unn is likely to begin by May 2012.

SMC had made a provision of Rs 500 crore in 2012-13 Budget for the project. The first installment of Rs 700 crore from Rs 2,100 crore grant under chief minister's Sadbhavana mission is also expected this year.

SURAT: If heavy vehicular traffic between Athwa Gate to Ring Road drives you crazy, be prepared for the worst.

Going by Regional Transport Office (RTO) estimates, the city will have 30 lakh vehicles - both four-wheelers and two-wheelers by 2015, compared to 19.50 lakh at present, turning the diamond city into a commuter's nightmare. This means that if 1,011 vehicles are plying on every one km stretch, as many as 1,578 will choke every km of road in the next three years if the width and length of the roads remains the same. The number of private vehicles in the city, including cars and motorcycles has reached 17 lakh, of which 25 per cent are cars and 80 per cent motorcycles. The annual growth of private vehicle ownership is about 15-20 per cent, while there is no planned development for expanding the road network by the municipal corporation.

As per RTO's official statistics, about 2 lakh new vehicles were registered in the year starting from April 1, 2011 to March 31, 2012, registering a 15 per cent growth compared to the previous year. Out of 1.70 lakh vehicles, about 1.44 lakh motorcycles and about 35,000 cars were registered by the department. "Compared to other cities in Gujarat, Surat has the highest vehicle growth. The vehicles are increasing by 15 to 20 per cent every year. However, we expect the vehicle growth to cross 30 lakh numbers by 2015," said KA Patel, in- charge regional transport officer (RTO).

According to Patel, given the phenomenal growth of vehicles the city will have less space for commuters by 2015. The city administration faces an uphill task of solving traffic congestion. Switching over to public transports like Bus Rapid Transport System (BRTS) increasing the red-line buses seem to be the only solution to ease the traffic congestion.

City engineer Jatin Shah said, "We have implemented Comprehensive Mobility Plan (CMP) for the city keeping in mind the traffic congestion and other issues for 2020. We have been identifying congested roads and accordingly planning the construction of flyovers, khadi bridges and bridges on river."

Vadodara-Mumbai Expressway hits roadblock

SURAT: The much-awaited expressway work between Vadodara and Mumbai hit a roadblock before it could take off in Surat district on April 18 after large number of farmers, who own the land from Palsana and Bardoli taluka, objected to the land measurement survey work carried out by National Highway Authority of India (NHAI).

The officials had to stop the survey work as they were forced to retreat by farm land owners who are going to lose land in the project, allegedly threatened them and submitted a memorandum.

The affected farmers claimed that they were objecting to the survey and measuring of land without any notices.

They gathered at the gram panchayat office of Puni villge of Palsana taluka and said that when they have submitted written objections they should have been heard.

The notification of eight-lane express highway between Vadodara and Mumbai covering the distance of 379 km to be built at the cost of Rs 17,000 crore was published by NHAI on January 28. The proposed expressway is to be completed in four years and runs parallel to the National Highway 8.

Government has to acquire more than 6000 hectares of land for the project.

Number of farmers supported by Gujarat Farmers Sangh gave elaborate written objections to the project. In their charter of demands and objections, farmers have said that this project is absolutely unnecessary as NH8 is fully operational. They have also asked for proper evaluation of the land price for the benefit of farmers who will lose their land.

SURAT: Diamond city is all set to dazzle with state's first cable-stayed bridge which is likely to be completed by June 2013. With more than 50 per cent of the bridge's construction work completed, civic body hopes to throw open it for public use well on time.

The one kilometre long two-pillar flood-proof bridge would connect city's Athwalines and Pal (Rander- Adajan) areas and save at least 15-minute travel time of commuters. Presently, there is no bridge between ONGC-Madgalla Bridge and Sardar Bridge and there is heavy traffic in the area.

Therefore, the new bridge will go a long way in addressing the traffic issues.

The 990-metre bridge will incur a cost of Rs 143 crore and will have a cable-stayed section of 300 metres in the middle. The work on the bridge was delayed by 14 months due to technical issues, but now the work is on track again.

"We intend to build the bridge within the stipulated time of 30 months. The land acquisition process regarding the piece of land measuring 7,000 square metre in Adajan is complete and about 50 per cent of the bridge's work is complete on both the sides of the river," a senior officer said.

Sources said the bridge's span on both the sides - Athwalines and Adajan - has started taking shape.

If everything goes as per the plan, the city of Surat will have Gujarat’s first escalator foot over bridge for public use.

As per the proposal prepared by the SMC, two escalators will come up over Gaurav path and Ring road near Krushi Mangal hall.

Earlier SMC opened two foot over bridges but due to non-function of lift, many times people avoided using it.

The SMC is now planning to give the project of two new foot over bridges to private agency on DBOT(design, built, operate and transfer) basis. Chitra publicity has offered highest bid for this project. The final decision will be made on Saturday.

Surat's skyline may just get
ritzy. If all goes as per plan,
skyscrapers will dot the entire 66 km
outer ring road surrounding the city.
The Surat Urban Development
Authority (SUDA) is willing to grant
additional floor space index (FSI) on
both sides of the Ring Road, a move
that will spur real estate development
in the areas. SUDA has reserved 500
metres on both sides of the road for
town planning schemes.
The state urban development ministry
has sought certain clarifications from
SUDA as to how are they planning to
acquire the land for the remaining
part of the road that is yet to be
development. At present, 37 km
stretch of the ring road is ready and
29 km has to be developed. At
present, these roads are narrow but
need to be widened to make it a part
of outer ring road of 300 feet.
Sources said that the ball is now in
SUDA's court to decide on specifics
and expedite the approval for
releasing more than one lakh sq met
of land for development.
In its letter to SUDA, government has
also said that they could grant
additional FSI for the construction of
skyscrapers in the town planning
schemes by collecting a premium for
40 per cent on the jantri rate of the
area.
The new land to be acquired will be
mostly from the agriculture land zone
and will be converted in residential
zone. If the FSI is increased to 3,
realtors will be able to construct 70-
storey buildings on this new land. The
FSI needs to be increased on the
roadsides of the existing 37-km
stretch. SUDA will decide in it's board
meeting on May 14 and revert to the
state government.
SUDA chairman Manoj Das told TOI,
"Real estate and developers will gain a
lot from this. We are going for a
properly planned development and
builders will get maximum benefit of
FSI."
The FSI in the city is 1.80 and can go
up to 2.25 by paying premium.
However, on the proposed town
planning schemes on the Ring Road,
they would be able to go up to 3 by
paying 40 per cent premium.
"This will give an opportunity to
developers to build more homes on
both the sides of the outer Ring Road
and city will have skyscrapers in
future," said a town planning official
from SUDA.
Velji Shota, president of Surat Builders
Association said, "We have actually
asked for normal FSI of 1.80 and
additional on 20 per cent on premium
of jantri rates. SUDA will decide on
this on May 14."

The deadline for completion of construction work was set for June 2011. However, the contractor failed to meet the deadline due to problems arising out of shifting of drainage, water and other underground service lines in the stretch from Sardar bridge to Gujarat Gas circle.

In the past, residents of Adajan had registered a strong protest against the civic body and the bridge contractor for delaying the construction work. Last year, residents of Ankur Society had blocked the traffic on the main thoroughfare at Adajan to protest the delay.

Official sources said the civil work of the approach track connecting Bhulka Bhavan to Sardar Bridge was completed last month, but the bridge could not be inaugurated as the standing committee had blacklisted the contractor, who was awarded the work for erecting electricity poles.

Jatin Shah, city engineer, told TOI, "We are doing the electricity work on our own so that the bridge can be inaugurated on May 25. The other section of the bridge is likely to be completed by the first week of August."

The bridge will be inaugurated by mayor Rajendra Desai in the presence of ruling party leaders and senior civic officials including municipal commissioner Manoj Das.

SURAT: Gujarat chief minister Narendra Modi will dedicate to the people here on Sunday a series of development work worth Rs 264 crore which had been initiated by Surat Municipal Corporation (SMC).

He will inaugurate a 1,013 metre long bridge over Tapi that will connect Kapodra and Utran areas. It has been built at a cost of Rs. 72 crore and benefit at least 5 lakh people. Modi will inaugurate a drinking water supply scheme worth Rs 50 lakh for 2.50 lakh people living in Amroli, Kosad and Chhapra Bhatha areas of the city.

He will also perform an online opening ceremony of a giant drainage project, constructed at a cost of Rs 132 crore, which will benefit 2,97,600 people belonging to economically weaker section in new north zone of Surat. Now Udhna-Magdalla Road will have two junction Flyovers in two years.
One flyover will be at Sosyo Circle, another will be at Bhatar circle.
good news is that both the flyovers will be constructed simultaneously.

SURAT : The Surat Municipal Corporation's (SMC) bridge department and the ruling BJP leaders are under the line of fire from the opposition and the residents of Adajan for approving deviation of Rs 4.90 crore to the contractor of the Gujarat gas fly-over bridge.

Opposition members in the SMC said that it is surprising the bridge construction work was to be completed in 18 months from the date of commencement but the contractor took about 31 months and still the work is going on. Despite of this the civic authorities and the ruling BJP leaders in the standing committee approved deviation amount of Rs 4.90 crore to the contract.

The civic body had passed the tender of Rajkamal Buildcon for Rs.28.64 crore for the construction of Gujarat Gas Fly-over Bridge connecting from the Gujarat Gas circle to Sardar Bridge. The civic body gave the work-order to Rajkamal Buildcon on November 10, 2009 and as per the tender rules the construction of the fly-over bridge should be over within 18 month.

Interestingly, after the completion of 18 months only 30 -40 per cent of the work was completed and the residents in Adajan had to face severe difficulties related to traffic movement and daily jams during the peak hours.

On several occasion, the residents took to the streets against the civic body and the bridge contractor for progressing on the snail's speed and harassing the commuters through the digging of the roads and closures.

"The contractor has to deliver as per the tender terms. So, if he (contractor) has agreed to complete the work within 18 months in the tender then he has to deliver it. IF not, the civic body has the right to penalize the contract. But, here the civic body has paid deviation to the contractor worth Rs 4.90 crore" said a Congress councilor asking anonymity.

Defending the civic body's stand, Bhimji Patel, chairman of standing committee said "WE have approved the deviation as per the proposal submitted by the bridge department. The construction work on the fly-over is still going on and we will seek a detailed report after the completion of the project."

SURAT: Diamond city of Surat will have a new bridge connecting Rander with chowk bazaar area in the place of 135 year old Hope bridge.

After all the remains of this heritage structure were brought down, Surat Municipal Corporation (SMC) called proposals for the construction of new bridge. "We have planned a unique bridge with an estimated cost of Rs 59 crore. The bridge would have fountains and lighting on one side of the bridge and it would resemble the old Hope bridge structure," said Jatin shah, city engineer of SMC.

The bridge would also have a walk way as the old Hope bridge had one . SMC has kept a few spans of the old Hope bridge for heritage purpose and display. Six parties have jumped in fray for contract to construct new bridge and technical bids were opened by SMC on Monday evening. " Once the price bids are opened , we will go for the approval of the tender. " said Shah.

Some Heritage loving individuals and organizations, were locked in pitched battle with civic body on the issue of preservation of Hope bridge as a heritage structure . The fight reached till supreme court but at last civic body got its way . Ruling BJP councilors of the city wanted a new bridge as they wanted to keep their election promise of providing connectivity to people of Rander with the main city. While the legal battle was on , SMC found it difficult to get contractors for taking down the bridge .

After nearly two years , SMC was able to complete the total demolition of the bridge built by Colonel Hope in 1877.

SURAT : Even as the Surat Municipal Corporation (SMC) inaugurated the up-lane of the fly-over bridge under construction in Adajan, the traffic woes for the daily commuters are far from over.

The civic body inaugurated the up-lane of the newly constructed Adajan flyover bridge the down lane of the bridge is yet to be completedon May 25 to ease the traffic problems faced by the residents of Adajan and Pal for the past two years.

Interestingly, the traffic jams on the Adajan main road connecting Sardar bridge a bridge on the Tapi river-have come down drastically following the inauguration of the up lane of the flyover bridge. But, the commuters are now facing problems crossing the Sardar Bridge during the peak hours.

Reason being the Sardar Bridge remains chock-a-block during the peak hours due to the fact that it is too narrow to carry the increased vehicle traffic in the single lane.

Sources said that the commuters taking the approach of the up lane from Bhulka Bhavan school in Adajan reach as fast as the commuters travelling from the approach of the Sardar Bridge. However, the heavy traffic from both the approaches meets on the main bridge at the same time.

Now, it takes more than 10 minutes for the commuters travelling from Adajan to Athwalines to cross the Sardar Bridge during the peak hours in the morning.

Ruchir Shah, a daily commuter residing in Adajan said "There is heavy traffic jam at the point where the traffic meets on the Sardar bridge. Because the travel time using the up-lane of fly-over bridge from Bhulka Bhavan and the approach road on the main Adajan junction of the Sardar bridge is the same. The entire bridge remains jam-packed during the peak hours and it takes about 10 to 15 minutes to cross it."

"The Sardar Bridge was designed two decades ago. The Adajan and Pal areas have seen a fast paced development in the past few years and this has resulted in the boom in the real estate business and people shifting to these areas. The construction of the cable-stayed bridge across river Tapi is going to reduce the traffic on Sardar Bridge. But till then commuters will have to adjust with the present infrastructure" said a senior officer.

રાજ્ય સરકારે કુલ રૂ.પ૬ કરોડના અંદાજ મંજૂર કર્યા છે, જે માટે હાલમાં ટેક્નિકલ ડિઝાઇનિંગનું કામ શરૂ કરી દેવાયું છે. દિવાળી પહેલા ટેન્ડર પાસ કરીને કામગીરી શરૂ કરવાનો અંદાજ મૂકાયો છે.

હાલમાં કુલ ૭ મીટર પહોળો સિંગલ ટ્રેક માર્ગ સચિન-નવસારી ખાતેથી પસાર થઇ રહ્યો છે.

મંજૂર કરાયેલી નવી ડિઝાઇનમાં ૭.પ મીટરના બે ટ્રેક મળીને કુલ ૧પ મીટરનો ફોર લેન માર્ગ નિર્માણ કરાશે.

જે નવી ડિઝાઇનમાં ફૂલ-છોડ માટે વચ્ચે ૨.પ મીટરનો પેસેજ રખાશે.

કુલ ૧૭ મીટરનો વાઇડનિંગ પ્રોજેક્ટ નિર્માણ કરાશે.

ડ્રેનેજ લાઇન માટે રોડની બે બાજુ પ મીટર વધારાની જગ્યા મળી ૧૦ મીટર જમીન પણ સંપાદનમાં લેવાશે.

૨પ કિમીના આખા માર્ગ પર કુલ ૩૦ મીટર જેટલી પહોળાઇની જમીન સંપાદનમાં લેવાશે.

ટ્વિન સિટી પ્રોજેક્ટ ૪ વર્ષે હવે સાકાર થશે

નવસારી જિલ્લામાંથી જમીન સંપાદન કામગીરી શરૂ કરી દેવાઇ છે. હવે સુરત જિલ્લા સંપાદન વિભાગે આ કાર્યવાહી શરૂ કરી છે. તેમાં પણ સુરત-નવસારી ટ્વિનસિટી બનાવવા માટે ફોર લેન માર્ગની કામગીરી મહત્વપૂર્ણ પ્રોજેક્ટ છે. ચાર વર્ષ પેહલા મંજૂર કરાયેલો આ પ્રોજેક્ટ હવે વાસ્તવિક બનશે.

પીડબલ્યુડી કહે છે...

દક્ષિણ ગુજરાતના પીડબ્લ્યુડીના મુખ્ય અધિક્ષક એમ.એ. મેણાતે જણાવ્યું કે તેઓ દિવાળી પહેલા કામગીરી શરૂ કરાવશે. સંભવત સવાથી દોઢ વર્ષમાં આ માર્ગ ધમધમતો કરી દેવાશે.

સચિનના ડિમોલિશનની પેચીદી સમસ્યા

સચિનમાંથી આ માર્ગ પસાર થઇ રહ્યો છે, ત્યારે માર્ગમાં આવેલું નવાબનું નિવાસ જે હેરિટેજ મિલકતમાં સમાવષ્ટિ છે. આ ઉપરાંત સચિન પોલીસ મથક તથા ૨પ જેટલી નાની-મોટી મિલકતોનું ડિમોલિશન કરવું પડશે, તેથી આ કોયડો ઉકેલવા માટે પીડબલ્યુડીએ જિલ્લા જમીન સંપાદન વિભાગ સાથે મસલતોનો દૌર શરૂ કર્યો છે.

Der aaye, durast aaye. So now Delhigate flyover is Green signaled.
I remember that about approx 2 year ago, cunstruction was started, but like it got cursed, construction stopped, which if continued today Delhigate flyover would be reality.
Now I m happy that once again its gaining momentum. I hope it would be completed in one year. Delhigate FO is one of the most ambitious one.

SURAT: If massive traffic jams at several places in the city are leaving commuters fuming daily, it is the railways that is to be blamed to a large extent.

Long delays in giving approvals has put a brake on the at least five railway overbridge (ROB) projects, which are aimed at easing traffic congestions and improving the connectivity in the city. These projects are hanging fire for almost four years now. After the city limit expansion in 2007-08, Surat's area more than doubled to 326 sq km from 125 sq km.

In order to increase the connectivity and roads, number of bridges was planned including rail overbridges to provide easy access to the people living on one side of the railway track with other parts of the city.

"We planned this rail overbridges keeping in mind the easy routes of transport for the people living in these areas," said Jatin Shah, city engineer of SMC.

However, as these ROB involves railway tracks, SMC needs the permission of railways.

"Our experience with the railways till now has not been good. Our work is delayed without any reason due to lethargic attitude of the railway authorities," said Shah.

Work on three of the five ROBs is pending because of lack of approval.

BK Gadhia, executive engineer in SMC's bridge cell said, "We have not been able to call the tenders as railways have not given us the basic approvals."

Railway officials said that approvals come from different departments of the railways and therefore it takes time. "We don't know when the approvals will come," he said.

Even the leaking railway underground which needs urgent repairs has not taken up by railways despite the civic body depositing amount of Rs 7.50 crore for the purpose long ago.

^^^^Western Railways is showing its attitude to Surat. WR is just formed to serve Mumbai. I am very sad that Surat station's income is being spent in Mumbai subarb network by WR.
There are atleast three ROBs to be constructed by SMC in Dindoli and Udhna bhestan area that badly need considering vehiculer movements. But Railway Authority intentionaly denying permissions to SMC. I think SMC should start construction without waiting for railway permission.

SURAT: Surat Municipal Corporation's (SMC) ambitious cable-stayed bridge project is nearly 32 per cent complete. Hence, the bridge cell officials are now thinking to build a multi-level bridge on Surat-Dumas Road to create a new junction to eliminate the traffic problems at Athwalines.

The work for the cable-stayed bridge is on at both sides of Tapi river at Adajan-Pal and Athwalines for past 15 months. The 951-metre bridge to be built at the cost of Rs 143.64 crore will have a unique 300 metre of cable portion in the middle. The project is likely to be ready by June 2013.

However, towards Athwalines side, it would be very difficult for the commuters to move to and fro the bridge in the absence of an approach to it.

"Once the multi-level bridge on Surat-Dumas Road is ready, people will be able to go up to Adajan via the cable-stayed bridge and get down towards Parle Point," said SMC city engineer Jatin Shah.

SMC bridge cell's AN Mahida said, "We are working on the bridge's final details and technicalities. This project is for the purpose of creating a junction for the cable-stayed bridge. It will be a separate project."

SURAT: The Bus Rapid Transit System (BRTS) cell of Surat Municipal Corporation (SMC) proposes to build a river bridge that will connect Umra on one side and Pal on the other in the city. The Umra-Pal bridge will improve the connectivity between the two parts of the city spread across the two sides of Tapi river.

"This bridge was sanctioned under BRTS on a priority basis. We have prepared the estimate and sent the proposal for the approval of public works committee," said PR Shah, bridge cell, SMC.

Meanwhile, some BJP councillors want the bridge's location on Umra side to be shifted as otherwise it would mean demolition of at least six houses in their respective areas.

"It is party decision and we will follow what is told to us," said Rakesh Mali, chairman of the committee that will meet on July 20 to take a decision on the issue.

The planned low level 889 metre long bridge is estimated to cost Rs 88 crore. It will be 24.80 metre wide with a coverage area of 7.5 metres on both sides.

At present, on the lower stretch of Tapi passing through the city, there exist two bridges.

Sardar Bridge is at Athwa Gate and Hajira Bridge is 8.35 kms further down towards Dumas.

A cable-stayed bridge has been planned 1.5 km off Sardar Bridge. The Umra-Pal bridge will come up 1.65 km away from the cable-stayed bridge. The distance between Umra-Pal bridge and Hajira bridge will be 5.25 km. There would be four bridges in 8.35 km area for the people's convenience.

The new bridge will be the only one that will not be located on Athwalines or Surat-Dumas Road. To cross the river from this bridge, people will have to turn towards the river from Shardayatan School up to Umra crematorium, a distance of about 1.5 km from Surat-Dumas Road.

SURAT: Commuters in Pal and Umara areas in the city are upset following the Surat Municipal Corporation's (SMC) public works committee has deferred its decision on approving the Rs 88 crore worth of the proposed low-level bridge on river Tapi connecting Pal and Umara.

Official sources said the SMC's bridge cell has proposed a low-level bridge across the river connecting the areas of Pal and Umara in order to ease the traffic movement on the Sardar Bridge and the upcoming cable-stayed bridge.

Along with the bridge proposal, the bridge cell has sought the permission of demolishing the residential structures coming in the way of the approach road of the proposed bridge in Umara.

However, the residents of Umara led by some of the political leaders have opposed the proposed alignment for the construction of the approach road of the bridge connecting Pal and Umara.

Sources said that the bridge cell has zeroed in on both the locations in Umara and Pal after a thorough study. However, it is not possible for the civic body to change the existing location of the bridge. There is one option left with the civic body but it is not viable as the Bhata area is still not come under the city limit.

A senior officer with the bridge cell told TOI "It is a question of only seven to eight properties falling under the line of the approach road at Umara. We have to look at the larger interest of the people in both the areas as this proposed bridge is going to ease the traffic problems"

Lowest bid from Vipul mistry construction for INR 70.65 Crore

Bridge will be extended till Adajan Depo

On the rive side of the bridge fountain will be developed.

American agency will be consulted for fountain spending 16000 dollar.

Same agency has developed same type of fountain in Seoul Korea

SURAT: The Surat Municipal Corporation ( SMC) on Monday received a lowest tender of Rs 70 crore for the construction of the prestigious bridge on river Tapi connecting Adajan Patia and Chowk Bazaar where the 135-year-old Hope bridge once stood.

In a move to appease the heritage lovers and the denizens in the diamond city who lost their legal battle in the Gujarat High Court and the Supreme Court to save the 135-year-old historical bridge from demolition, the SMC's bridge department came up with a unique design for the new bridge that would replicate the Hope bridge structure.

^^ Reason--- EA (Estimated Amount) of tender was not right. Later on then several changes were made in Estimated Amount and then tenders were brought up again for the Bidding Process... thats why it got delayed...

The standing committee of Surat Municipal Corporation (SMC) has for the first time approved projects worth Rs 331.55 crore in its two hour meeting held here on Friday. It approved the estimates of six new bridges, decided to expand the capacity of sewerage treatment plant and not to give concessions to patients in special rooms of SMIMER Hospital.

Standing committee chairman Bhimji Patel told TOI, "Four of the six bridges to come up will be financed under chief minister's Sadbhavna Mission programme." About Rs 2,100 crore have been sanctioned for Surat under this programme.

The bridges, which will be constructed under this scheme are a BRTS route flyover at Puna Gam at the cost of Rs 30.92 crore, a rail overbridge at Utran-Mota Varacha at the cost of Rs 48.40 crore, a rail overbridge at Bhestan on Surat-Mumbai main line at the cost of Rs 60.59 crore and a three-lane flyover from Welcome Gate of the city on Surat-Kamrej road to Savji Korat junction on Varacha main road. Two bridges will be built at Sarthana-Simada and Magob-Dumbhal also

SURAT: Surat Municipal Corporation (SMC) is upbeat over completing its dream project - the cable-stayed bridge by May 2013. The first phase of the work for the project is almost over. However, the ruling BJP will not be able to showcase it as its achievement during the assembly elections to be held by December 2012.

Executive engineer SMC BK Ghadiya said, "We have completed laying foundations of piers at the 16 proposed locations. About 40 per cent of the work is over."

At present, work on the approach roads on both sides of river at Adajan and Athwalines is going on. The construction work of super structure at Adajan is also on. The work for the main portion of the Rs 143.65 crore bridge - 998 metre-long with a middle cable portion of 300 metres - has begun while that for sub and super structure is likely to start his month.

"The cable portion will take time. We would need to tread cautiously. Load bearing and balancing need to be done properly. We feel final portion of the bridge will take 10 months' time," said Jatin Shah, city engineer, SMC.

The SMC had assured people that the bridge would be completed within 30 months, i.e., by April-May 2013.
Now, the work has gathered speed for the first of its kind bridge in the country.

"The bridge will be Surat's shaan," said Bhimji Patel, chairman, standing committee, SMC.

SURAT: There is some good news for residents of Adajan and Pal areas. The construction work of the down-lane of Adajan flyover bridge is nearing completion and Surat Municipal Corporation (SMC) is planning to throw it open for the public use sometime in September.

Official sources said the deadline for completion of the down-lane of Adajan flyover bridge connecting Sardar Bridge to Gujarat Gas Circle is set for September 5. The deadline was set for June 2011. However, the contractor failed to meet the deadline after facing many hurdles like shifting of drainage, water and other underground service lines in the entire stretch. The construction of Rs 28 crore flyover bridge commenced two years ago. The 1,339-metre-long flyover bridge was planned to ease the traffic flow in Adajan, especially near the Gujarat Gas Circle.

In the past, residents of Adajan had registered strong protest against the civic body and the bridge contractor for delay in construction of the bridge that was causing serious traffic problems in the city. Last year, residents of Ankur Society had blocked the traffic on main thoroughfare in Adajan to protest the delay..

Sources said completion of the down-lane of flyover bridge connecting Sardar bridge would considerably reduce traffic problems for commuters.

City engineer Jatin Shah told TOI, "The up-lane of the flyover bridge is under use and we intend to inaugurate the down-lane next month. The flyover bridge will cater to huge population in Adajan and Pal and would ease the traffic congestion during peak hours."

SURAT: Walking in the city is set to get a tad pleasuresome. Surat Municipal Corporation (SMC) has decided to construct six foot overbridges (FOB) equipped with escalators in the city.

It will be for the first time in the state that FOBs with escalators will be built.

Each bridge will cost around of Rs 2.25 crore to 2.50 crore. Each bridge will have elevators on both sides, a CCTV and staircase for the downward journey on either side.

These bridges will be constructed on build, own, operate and transfer (BOOT) system under public-private partnership (PPP).

Civic body had called in tenders from private entrepreneurs for 14 FOBs at different locations in the city. Of these 14, six places, where maximum revenue generation and footfall is expected will be equipped with escalators. The tenders will be opened on August 17 and bridges will be ready in a year.

Jaydeep Chauhan, executive Engineer, Traffic Cell of SMC said, "The lease period will be of 30 years as estimated costing for the construction of one unit works up to Rs 2.5 crore."

The escalators will be placed for upward motion at six places on both the sides of the bridge along with 8x8 lifts to carry 20 passengers at a time.

At present, only four cities of the country namely Delhi, Jaipur, Indore and Hyderabad have such FOBs with escalators.

The locations which are earmarked for FOBs with escalators are Chowpathy at Athwalines , near Iscon Mall at Gaurav Path on Dumas road, near railway station , on LH road, near Man darwaja on Ring road and on Varacha main road.

SURAT: People of Umra village have started an agitation to demand shifting of the site of the proposed Rs 88 crore Umra-Pal BRTS Bridge. They have threatened of an aggressive agitation and also submitted a memorandum to municipal commissioner in this regard.

In their memorandum, the villagers said the proposed approach road of the bridge planned up to SVNIT junction towards Umra passes through the densely populated area of 21 societies. The administration will have to demolish at least 100 houses in the village and an old temple for the road.

"We have suggested a different site near Rahul Raj Mall on Surat-Dumas Road. If a bridge joining DP Road is built, there will be no need to carry out demolition in the village," Ramesh Patel, a resident of Umra, said.

Dumas Kishor Bindal, Hitendra Gamit and Suchitra Patel, BJP corporators from Icchanath, support the villagers. Bindal told TOI, "We have made representations at all the levels and are considering various options."

City unit BJP president Purnesh Modi said, "We have postponed the decision of approval of the estimates of the bridge in public works committee. We have asked for a detailed study on it." The bridge will be 889 metre long including an approach of 103 metres on Umra and 116 metres on Pal side. It will have a width 24.80 metres and a coverage area of 7.5 metres on both sides.

At present, on the lower stretch of Tapi river, which passes through the city, two bridges are in existence.

The Sardar Bridge is at Athwa Gate and Hajira Bridge is 8.35 km further down towards Dumas. A cable stayed bridge is coming up is 1.5 km off Sardar Bridge. The proposed Umra-Pal Bridge will come 1.65 km further away from the cable-stayed bridge site. The distance between proposed Umra-Pal bridge and Hajira Bridge will be 5.25 km.

"Once the multi-level bridge on Surat-Dumas Road is ready, people will be able to go up to Adajan via the cable-stayed bridge and get down towards Parle Point," said SMC city engineer Jatin Shah.

SMC bridge cell's AN Mahida said, "We are working on the bridge's final details and technicalities. This project is for the purpose of creating a junction for the cable-stayed bridge. It will be a separate project."

In order to speed up the
development work around the 66 km
Outer Ring Road, the Surat Municipal
Corporation (SMC) has started
preparing the blueprint for three
town planning schemes in the areas
of the road falling within its limits.
The proposal for three new TP
schemes will come up in this week's
town planning committee meeting of
SMC.
The Outer Ring Road, which is
proposed by Surat Urban
Development Authority (SUDA), mainly
passes through agricultural land
where the portions that fall within
SMC are Variyav, Kosad, and Mota
Varachha. The decision is already
taken to develop residential zones on
both the sides of the ring road up to
500 meters and TP schemes have
been proposed to to develop these
zones in planned way.
The three new TP schemes are TP 83
for Kosad and Variyav sprawing 274
Hectors, TP 84 for Mota Varacha,
Kosad and Abrama over 281 hectors
and TP 85 for Sarthana in 130 hectors
of land.
"We have started this process as we
want to speedily execute the work. We
have not received any objections from
any body on Outer Ring Road and
development of 500 meters of area on
both the sides," said Manoj Das,
municipal commissioner, who is also
the chairman of SUDA.
"Whatever objection we have received
from builders' body is about seeking
higher free floor space index (FSI)," he
said.
Outer Ring Road is to come up circling
the city and will be 66 km long
including 37 km of existing roads. New
roads will come up in 29 km area of
which 7.5 km will be in SMC area
whereas remaining 21.5 km will be in
SUDA area. The width of the road will
be 90 metres and the width of existing
roads width will also be increased.
In all, more than 2 lakh sq meters of
land on both the road will come up
for development and this formation of
three TP schemes is considered as the
beginning of the new chapter in Surat
city's development.
SUDA is planning to formulate five
new TP schemes.

SURAT: Construction of the first of its kind 'fountain bridge' on Tapi, on the same location where the historic 130-year-old Hope Bridge once stood, has commenced as per the schedule and is likely to be completed by 2014.

The bridge connects Chowk Bazaar and Adajan. The fountain bridge, which has a unique design, is set to become a major attraction for the residents in the diamond city and tourists.

In a bid to keep the memories of Hope Bridge alive, engineers of the bridge department headed by city engineer Jatin Shah have come up with a unique design replicating the historic bridge.

The new bridge to be constructed at the cost of Rs 70 crore will be 1.021 km long and 12-meter wide.

It will have a 7.5 meter wide main carriage way for the vehicular movement. Along with that, the bridge department has planned a 3.5 meter wide walk-way replicating the design of Hope Bridge.

The main attraction of the bridge is the colorful water jet fountains with lightings. The fountains will be the major attraction at night and will give a different fleeing to the residents.

These structures will be a kind of amusement for most of the residents visiting the walk-way for strolling during the evening hours.

Shah said, "The construction work has commenced as per its schedule and we are hoping to complete by early 2014."

If you have seen that site preparation at Lal Darwaja end, then its not actual site preparation. Its as construction was started already two years ago, but as soil testing found negative results, contract was abandoned.
But If you have seen site preparation at Ring road(Loards Plaza) end, then fresh contract is being materializing.

The Bridge city Surat has added one more Flyover to its portfolio. Yes, as meetRathore rightly said, construction of Delhi Gate Flyover started. I saw some JCBs digging up lands at site opp. Belgium Tower.

SURAT: The future for redevelopment of city's busiest road called ring road will be decided in Tender Scrutiny committee (TSC) meeting to be held next week.

Once the proposal is passed in TSC will be sent for the approval of standing committee of Surat Municipal Corporation(SMC).

Four phased project planned looking at the future of the city and to cope with the increasing number of vehicles and population envisages the creation of carriage way, activity area and even landscaping at two places .

Under the first phase of the project Athwa gate to Majura gate area of the ring road will be developed in which apart from carriage way , a service road , activity area consisting of parking, hawking, Toilet block and foot over bridges are planned . It is planned to have two landscapes in this first one km of the nearly 6 KM long ring road The project has a cost head of nearly Rs 17-20 crores for all the four phases of which Rs 4.31 crore will be spent in the first phase.

In the second phase area from Majura gate to Udhna Darwaja a will be re-developed and in the third and most difficult phase work for Udhana Darwaja to Sahara Darwaja will be undertaken that houses more then 100 Textile markets.

Last phase will see the redevelopment of Sahara Darwaja to Delhi gate area of the road. " This is a 200 feet road but in third phase the problems are enormous as Textile markets are located and a lot of encroachments indifferent form makes life difficult for traffic ." said an engineer from SMC and added, " But, we plan to complete this work once cleared in two years time."

Yup I agree with you... It is not possible to re-develop Ring Road. In today's date, If SMC even place a single barricade on Ring Rd then we can witness jam from Delhi Gate to Udhna Darwaja and it continous from Udhna Darwaja to Athwa Gate.... :nuts:

SURAT: The work to build the 1,070-metre long four-lane Delhi Gate flyover has finally got underway in the city after a delay of over four-and-half years. Lot of change in the design has been brought about and also the spans on the bridge increased.

"The work has commenced and we hope to complete the construction of the bridge by 2014," said Jatin Shah, city engineer, Surat Municipal Corporation (SMC).

Repeated failure of soil test had escalated the cost of the flyover by over 60 per cent. As per the original tenders floated for the flyover in 2007, it was to have 20 metre gap between spans. A contractor had quoted Rs 62 crore for the construction of the bridge with a load bearing capacity of 250 tonnes. Another contractor suggested lengthening the span to 37.5 metres from 20 meters and quoted Rs 46 crore. He won the bid and the design changed. However, soil test failed and the tender execution never took place.

"In the past two years, a number of experts had carried out soil tests. Against the expected load bearing capacity of 250 tonnes, lengthier bridge span can hardly carry 150 tonnes of load. So, we had to reduce the length back to 20 metres," said an officer of SMC from bridge cell.

The standing committee decided to scrap the proposal and call for new tenders.

In January 2012 , original contractor Rajkumar Infrastructure threatened to sue the civic body. SMC brought back the old contractor and gave him the work. The final cost is being worked out as the deviation amount is to be added to the stipulated rate. SMC officials, however, said the soil at the site of the bridge is not good for pile work and load bearing as it was a creek in the past which was filled up over the period of time.

SURAT: Despite adopting zero encroachment policy on 17 main roads of the city, Surat Municipal Corporation (SMC) the desired results are no where visible. SMC has not been able to get rid of handcarts, roadside eateries that have occupied massive public space.

According to the civic body estimates, there are about 35,000-40,000 carts in the city. However, the number exceeds 50,000 according to hawkers association. Nearly 40 per cent of these are on zero encroachment roads declared by SMC. When a cart is seized, SMC detains it for 21 days and the owner gets it released after paying a fine. However, SMC has come out with a policy not to return the seized carts from the zero encroachment roads. But, even that has not yielded any result.

Mayor Raju Desai who has asked for a status report on implementation of policy alleges that, "Lower-rung officials are not doing their work. They are showing seizure only on paper. In reality, these carts pay up and continue operating." An official from Umra zone, however contested Desai's allegation. "This is not true. When a cart is seized, the owners replaces it another the next day and doesn't bother about the seized cart," he said.

Precisely for this reason, SMC decided to auction the seized carts. But even that has not helped.

President of Hawkers Association Jaylal said, "We need to be assigned proper place to earn our living. When SMC doesn't make sufficient place this problem arises. If the proposed central law for street vendors which takes care of protection of livelihood of street vending is cleared and implemented, SMC will not only earn additional revenue of Rs 200-300 crore but also provide livelihood for many."

Recently, SMC awarded a contract to a private firm to take care of cart and vehicle encro-achments in the central zone. But it had to cancel the agreement as it created a lot of trouble and atmosphere of ill will. "The terms of contract were wrong. The contractor took advantage of it and took fine from everybody," said an officer.

Actually its a brave decision by SMC....Traffic is secondary issue first it will be protest bu this textile traders coz if works starts on this route they will loose business...but seriously this part of ring road needs a advance planning

SURAT: The re-development work for the much awaited 6.6 km Ring Road has kicked off in the city. The re-development of the Ring Road will take place in phases at an estimated cost of Rs 20 crore.

Surat Municipal Corporation (SMC) has thus closed the RTO circle on an experimental basis for one week to ease traffic congestion in one of the busiest areas. The closure could be permanent if the experiment is successful.

Dividers will be placed on the RTO traffic circle. This will enable the vehicles coming from that side or from women's swimming pool side to merge with vehicles coming from Majuragate. On the other side of the road, SMC will open up a 10-metre road under the flyover near Majuragate for the vehicles coming from Nanpura and Timlaiya Wad to go to Athwagate.

For vehicles coming from flyover and wanting to go to Nanpura-Timaliya Wad, a divider below the Athwagate flyover will be removed.

"The traffic density is of 5,000 vehicles per hour. This arrangement will help in reducing the congestion," an SMC official said.

A new bridge connecting Chok bazar and Adajan in Surat will have walkway and water fall type fountains.

America based fountain source engineering and design consultancy service has shown interest in designing the proposed fountain at a cost of Rs 16,000 US$. Surat Municipal Corporation’s Standing Committee meeting will discuss the proposal on Friday.

Presently such fountain is functioning in South Korean capital city Seoul. It is designed by same agency that has proposed its services for Surat bridge.

A new bridge in Surat will replace an old British era bridge, known as Hope bridge.

The Surat Municipal Corporation(SMC) will have to build a 25-lakh liter underground water tank. According to an estimate the fountain bridge will consume 6-7 lakh liter water in ten minutes. Total functioning of the fountain bridge will seek 600-700 hp power.

American consultant has given various options in design. One nozzle per ft will consume 68,000 liter water through total 1804 nozzles. One nozzle per 1.5 ft means total 1312 nozzles and 51,000 liter water consumption per minute. Nozzle on two ft distance means 902 nozzles and 34,000 liter water consumption per minute. The water will of course fall in the river back.

SURAT: So what if the historical Hope Bridge has been reduced to rubble! The new bridge coming in its place may well find its place among the world's and India's most beautiful bridges.

It would be a sight to behold when thousands of sprinklers spray water in sync on both sides of this bridge connecting Chowk Bazaar and Adajan. Surat Municipal Corporation (SMC) has decided to replicate the fountain design of the world-famous Banpo Bridge on the Han River in South Korean capital Seoul on this river bridge which connects Chowk Bazaar and Adajan.

The civic body's bridge cell has approached California-based fountain design consulting company responsible for designing the fountain concept for the Banpo Bridge. The company has submitted the offer for the fountain design worth $16000.

The fountains at the Banpo Bridge have become a major tourist attraction. In 2008, the bridge was installed with nearly 10,000 nozzles on both sides of the bridge that shoots out 190 tons of water every minute. The fountain design is such that the water shoots downwards instead of going up, thereby giving a beautiful experience to the onlookers.

Its beauty is enhanced by the lighting when night descends. Sources said the bridge would be a small version of Banpo Bridge.

Looking at the size of the river and the bridge, the California-based design consultancy firm has suggested three different fountain designs including 1,804 nozzles shooting out 68,000 liters of water per minute, 1312 nozzles shooting out 51000 liters of water per minute and 902 nozzles shooting out 34000 liters of water per minute.

For this, the civic body has been advised to construct a giant underground tank having the storage capacity of 25 lakh liters of water to be used for the fountain. The bridge cell has earmarked an additional cost of Rs 1 crore for the construction of the giant underground water tank.

"This is going to be a unique fountain bridge in the country and will find its coveted place among the world's beautiful bridges. We have submitted the proposal of hiring the California-based fountain design consultancy firm in the standing committee and are awaiting the final approval," said Jatin Shah, city engineer.

SURAT : There is some good news for the residents of Adajan and Pal. The down lane of Adajan fly-over bridge will be thrown open for the public use on September 21. Sources in the bridge cell of Surat Municipal Corporation said the construction work of the down lane of the Adajan fly over bridge has been completed. The bridge will be thrown open for public use on September 21. The deadline for the completion of construction work was set for June-2011. However, the contractor failed to meet the deadline after facing many hurdles like the shifting of the drainage, water and other underground service lines in the entire stretch from Sardar bridge to Gujarat Gas circle. Sources said the construction of Rs.28 crore worth of fly-over bridge connecting Sardar bridge with Gujarat Gas circle at Adajan commenced two years ago. The 1339 meters long Fly-over Bridge was planned to ease the traffic flow in Adajan, especially near the Gujarat Gas Circle. In the past, the residents of Adajan had registered strong protest against the civic body and the bridge contractor for the delay in the construction of the bridge that was causing serious traffic problems in the city from the past two years. Last year, the resident of Ankur society had blocked the traffic on the main thoroughfare at Adajan to protest the delay in the construction of the fly- over bridge. Sources said the completion of the down-lane of the fly-over bridge connecting Sardar bridge would considerably reduce the traffic problems for the commuters.
A senior civic officer said "The up lane of the fly- over bridge is under use and the down lane will be inaugurated on September 21. The fly-over bridge will cater to the huge population in Adajan and Pal and would ease the traffic congestion during the peak hours."

Project developer is Vijay Mistry & Co (VMC) who is also building Sosyo Flyover at lightening speed.

Second thing we can mark in this pic, that Building in background is Royal Trade Centre and its almost complete. So overall very good news for today.

I dont think there are many cable bridges in Indian cities. There's Signature bridge on the Yamuna in Delhi, then Howrah and Vivekanand in Kolkata, and in Bangalore, Bhavnagar etc.

^^ Nope that's not private road... in 2005 SMC declared many projects of roads in which it was planned to turn all major roads into Expressways... So several sections on these expressways are paved.... Paved Roads are used for providing grip...these all major expressways are of RCC...

I'm sure they will have toll-tax...its the only way to recover the cost.

BTW, here in Amdavad, on the SP ring road, we have taxes ranging from 4-5 Rs to 25-30 Rs, depending upon your vehicle, distance between 2 exits and so on...2 wheelers, rickshaws, VIPs are exempted from the tax. So it could be something similar in Surat...:)

SURAT: The ambitious 66-km Outer Ring Road project for Surat city has been given a final shape by Surat Urban Development Authority (SUDA) and Surat Municipal Corporation (SMC) and it will be ready for implementation after the assembly elections.

SUDA and SMC will be making a presentation on the proposed project at Union urban development ministry's meet on October 26 in New Delhi. Four cities have been asked to make a presentation on their respective model projects. Two of the cities happen to be from Gujarat - Ahmedabad and Surat.

Subsequently at a meeting to be held on November 3 with the state urban development department secretary, SMC and SUDA plan to finalize the modalities with regard to the implementation of its TP schemes that will come up in 500 sq metre of areas on both sides of the road.

Surat municipal commissioner Manoj Das said, "It's a unique project. We have no land acquisition problems. Sale of additional FSI will generate enough money for our project."

Surat is the eighth biggest city in the country and has a population of 44.64 lakh. Population growth in the city has been over 60 per cent in a decade.

A SUDA official said, "There has no objection from any farmers to our two notifications."

SUDA senior town planner PK Datta said, "We envision a special purpose vehicle (SPV) to build and maintain the Outer Ring Road project. We are in the process of finalizing its details. The ground work has been completed and the project can start after the elections."

The 66-km-long and 90 metre wide Outer Ring Road, which includes 37 km of existent roads, will encircle the city. New roads will come up in 29 km of area of which 7.5 km will be in SMC and 21.5 km in SUDA limits.

Developers will get 0.6 floor space index free and can buy FSI up to 4.00 on payment of 40 per cent of janrti rates. They can thus construct buildings up to 70 metres high.

SURAT: At a time when most civic bodies struggle for funds to implement their infrastructure project, a revenue generation model for the ambitious Outer Ring Road project in Surat not only covers the entire project cost but also generates additional revenue for the city.

Surat Municipal Corporation (SMC) and Surat Urban Development Authority (SUDA) have jointly come up with a unique self financial development model to generate as much as Rs 11,960 crore revenue from the development of proposed project over a period of five years.

This means that not only will the entire project cost of Rs 5,796 crores be covered but SMC and SUDA will rake in additional revenue too, which can be used for other projects like high-speed transit system.

Under the model, SUDA and SMC will set up a Special Purpose Vehicle (SPV) for the execution of the project and will generate infrastructure fund by sale of FSI, sale of commercial plots, levy of one time Incremental Contribution and levy of toll.

"Sudhir Krishnan, secretary, union urban development ministry told us that this is first time that any civic body will generate its own revenue to foot the development and this model will pave way for future urban growth in India," said municipal commissioner Manoj Das.

"Usually, civic bodies don't have have huge financial resources at its disposal. We have also seen development work getting stuck in number of cities due to the lack of funding," he added.

The project envisages modern infrastructure for transport, provision for mass rapid transport, sustainable development with environment and dedicated provision of services like water supply, sewerage, drainage, electricity.

Das said that they chose the option of urban town planning schemes for the development of outer Ring Road, otherwise they would have to shell out Rs 2,200 crore for acquiring nearly 261 hectare land for the development.

The project will have additional benefits such as creating additional GDP, creating potential for national and international investors, improved accessibility, high-speed transit system, linkages to national highway, expressway and airport and will promote national-level institutions to flourish in the periphery of the city.

It will also increase the civic body's revenue significantly by way of professional and property taxes.

The execution of the project is expected to begin immediately after assembly election is over.
