High-security licence plates mandatory from August 1
Administration notifies implementation of scheme in city (http://www.tribuneindia.com/2011/20110712/cth1.htm#1)

With the UT administration notifying “implementation of the high security registration plates in the union territory of Chandigarh scheme, 2011”, vehicle owners in the city will now have to affix new high security registration number plates from August 1.

“As far as old vehicles that have been already registered are concerned the task of implementing the scheme shall be completed by the owners within two years from 1st August, 2011,” according to a press note issued here on Monday. The decision had been taken in pursuant to rule 50 of the Central Motor Vehicle Rules, 1989 as notified by the central ministry of road transport & highways to introduce the high security registration plate system in India.

According to the notification, the high security registration plates shall be fastened on the front and rear of a vehicle. In case of three and four wheelers, a third registration plate in the form of a self-destructive sticker shall be affixed on the vehicle’s windshield, it added.

Its world-class medical facilities have made Ludhiana popular among NRIs living in Western countries. With city-based hospitals receiving around 100 NRI patients every month, doctors claim that there has been a 20% yearly increase in their number.

Medical superintendent of Apollo hospital Kapil Chib said, ''As many as 15 to 20 NRI patients visit the hospital every month and their number increases during winters.'' Explaining its reason, he added, ''The national health system in the UK is quite complicated, while treatments in the USA and Canada are very expensive. NRIs come here as they get best facilities at cheaper rates. The treatments that cost about Rs 2 lakh in the city entail over Rs 20 lakh in the Western countries.'' Their footfall started increasing after the Apollo hospital achieved Joint Commission International accreditation. It was a US-based accreditation body dedicated to improving healthcare quality and safety around the world, he claimed.

Gurgaon fails to emulate Panchkula's success story
GURGAON: Despite being the IT hub of the state, Gurgaon has failed to make it big, especially when it comes to infrastructure and good governance.

But at the same time, Panchkula, has managed to reap the benefits, especially because of its proximity to the state capital, Chandigarh.

Apart from that, there are a couple of other reasons working in favour of Panchkula.

For example, most of the serving as well as retired bureaucrats (almost 70% of them) live in Panchkula and therefore there is constant monitoring of the exisisting infrastructure and maintenance work, which is not the case in Gurgaon.

The other big reason is of course the way in which these two cities have come up. While on the one hand, Panchkula has had a proper development plan, Gurgaon did not have one to begin with.

Chandigarh’s Master Plan gets in shape

CHANDIGARH: Final changes are being made in Chandigarh's Master Plan and the document would soon be sent to the ministry of urban development after peer review by architects in Delhi. In keeping with the projected population figure of 16 lakh in the year 2031, many policy changes have been incorporated.

To tackle the growing traffic congestion in the sectoral markets, the master plan would require construction of underground parking lots in the area outside showrooms. The concept will be implemented in sectors 7, 9, 11,15, 17, 18, 19, 22, 23, 34, 35 and 37.

Similarly, parking norm of 1.8 equivalent car space (ECS)/100 sq m is on the higher side and will be reduced to 1 ECS/unit. All houses located in an area of one kanal or above need to have parking facilities equivalent to 1 ECS per floor of the building and further subject to the condition that adequate parking is planned to ensure no vehicle is parked outside the premises.

Uniformity will also be brought in the names of roads in Chandigarh. As of now, all broader roads are called 'margs' and the narrower ones are christened 'paths', which becomes a bit confusing for visitors.

"Presently, the detailed project report of Metro rail is being incorporated in the Master Plan. Otherwise, most of the document is ready," said a UT official. There has been a demand from hoteliers that one or more sites be identified as tourism and hospitality zones with three-four sites for hotels and supporting infrastructure like regular taxi service.

Each of the issues taken up in the master plan will be notified to ensure that there is no further deviation from the city's original character.

Jan 4, 2013 Chandigarh : The 'Master Plan 2031' submitted to the UT administrator last week includes a proposal for making an inter-state regional plan for the Chandigarh Capital Region. A regional planning board, with representation from Punjab and Haryana, will soon be set up to ensure coordinated development in an area spread over 16 square kilometres around Chandigarh.
