Mkurugenzi wa shirika hilo, Alfonse Kioko alisema hayo jana alipotembelea Kampuni ya Mwananchi Communications Limited (MCL) Inayochapisha magazeti ya Mwananchi, , The Citizen na Mwanaspoti ambapo alifanya mazungumzo na Mkurugenzi Mtendaji wa MCL, Sam Shollei.

Kioko alisema shirika hilo limejipanga kuhakikisha linatoa huduma bora nchini katika mikoa mbalimbali ambayo miundombinu ya usafiri ipo.Alisema shirika hilo limejipanga kumaliza kilio cha wananchi wenye matatizo ya usafiri.
“Unajua kwa sasa tumejipanga vizuri, baada ya muda mfupi matatizo ya usafiri Kanda ya Ziwa yataisha kabisa kupitia Precision Air , hasa Mikoa ya Mwanza, Shinyanga na Kigoma na kituo kikuu kitakuwa Mwanza,”alisema Kioko.

Alisema hata usafiri wa kutoka Mwanza kwenda Nairobi na kutoka Dar es Salaam kwenda Comoro utaimarishwa zaidi na kwamba huduma zitaanza kutolewa mwezi ujao kwa bei nafuu.Aidha aliipongeza Kampuni ya MCL kwa kuchapisha habari zenye kuielimisha jamii na kwamba gazeti la Mwananchi na The Citizen ni magazeti anayoyapenda kutokana na ubora wake.

“ Magazeti yanayochapishwa na kampuni hii ni makini sana na yanaaminika, kwahiyo nawapongeza kwa jitihada hizo, endeleeni kuielimisha jamii,”alisema Kioko.

Awali, Mkurugenzi Mtendaji wa MCL, Shollei alisema pamoja na changamoto zinazoikabili kampuni yake kama ile ya kutishiwa kufungiwa, lakini imeendelea kufanya kazi kwa kuzingatia maadili ya uandishi wa habari.

Alisema kuwa kwa kawaida kampuni ina sera yake ambayo ndiyo inawaongoza kutekeleza majukumu yao na sio kwamba kila mtu anafanya anavyotaka.

Naye Mhariri Mtendaji wa Mwananchi, Dennis Msacky alitoa wito kwa Precision kutumia magazeti ya MCL kujitangaza kwa kuwa yanaongoza kwa ubora na kusomwa na watu wengi nchini.“Gazeti la Mwananchi limeshika asilimia 50 ya soko, hivyo kampuni yenu ina fursa nzuri zaidi ya kujitangaza kwa kuwafikia watu wengi,” alisema Msacky

The government has increased the ministry of transport’s budget by 95bn/- following criticism by Members of Parliament that the earlier budget was not enough to address problems facing its sectors.

The MPS had threatened to block the budget amounting to 237,563,802,000/-, saying endorsing it would be lying to themselves and wananchi because it was not adequate to address critical problems facing the sector.

Announcing the government decision to increase the budget by 95bn/-, Prime Minister Mizengo Pinda said the money will be channeled to the central railway line, Air Tanzania Company and marine transport (ships in lakes Victoria, Tanganyika and Nyasa).

He said following the limited budget allocated to the ministry, the government met on Wednesday to look into the possibility of increasing it from different sources.

“The government meeting was crucial so that it could discuss all the concerns raised by members of parliament in the House,” he said.

He said after the parliamentary committee for infrastructure went through the budget estimates for the ministry it advised the government to raise 95bn/- from different sources, for the budget.

Pinda said the transport sector needed major investments for construction of railways, ports and airports. He said such investment was also needed for purchase and maintenance of aircrafts, railway engines, wagons and vessels.

“These demands could not be met by the budget set aside for the ministry …this ministry like others, is faced with the problem of limited budget,” Pinda said.

He said despite the increase, the budget was still not enough to meet the ministry’s needs.

“This is the first budget for the ministry. The sector has been given priority in the five-year strategic development plan, so the government will continue to give it priority in the coming budgets,” Pinda said.

He called upon all ministries to use the money allocated in the budget for the intended purposes.

Tabling the budget estimates for his ministry on Wednesday Transport Minister Omar Nundu asked the parliament to endorse 237,563,802,000/- for the financial year 2011/12 out of which 69,585,672,000/- was for recurrent expenditures with 167,978,130,000/- being for development projects.

Development projects involve 95bn/- which would come from the government and 72,978,130,000/- from development partners.

Commenting on the illegal privatisation of Dar es Salaam Transport Company (UDA) the Premier said that the government has directed the Controller and Auditor General, Director of Criminal Investigations and the Prevention and Combating of Corruption Bureau to conduct thorough and speedy investigations and submit a report to the government.

“The government will take appropriate measures according to the law against all those who will be found to have been involved in sabotaging UDA,” Pinda said.

On Wednesday Members of Parliament unleashed a barrage of criticism on the 2011/12 Ministry of Transport budget, saying it had failed to address problems facing its sectors.

They said that the budget lacked national interest and should be returned to the government for changes so that to meet expectations.

The citied ATCL, TRL and Kilimanjaro Airport Authority saying they were causing losses to the nation for failing to operate efficiently.

No man i think this one is pre-historic, it should be spared the hammer too!:cheers: historic how? give an account of its past...you can't compare this to old Forodhani Hotel building that sea front (all the way to railway station including City Council, Old Boma House, Zanzibar Ferry station, St Joseph, Post Office, Karimjee Building, Azania Front, NBS Building, those old Tanzania courts and state house) has to remain intact...with the exception of those Utumishi buildings...the Antiquities Act protects them also mapato house along Samora Avenue, Ocean Road Hospital, Botanic Garden, Karimjee hall, Nation Museums (both two), Askari Monument, oysterbay Open space, Mnazi Mmoja and Jangwani Grounds and so many others! Visit European Modern cities to see what i mean! when you get time try to visit Bundes parliament building in Berlin to see how they managed to use their skills and modernize the old building that was demolished by WWII to the standards of today! You will love the buildings i tell you...

Dar, Kigali to speed up rail project

Dar es Salaam. The governments of Tanzania and Rwanda have agreed to closely monitor and speed up the process to start the construction of the railway line between the two countries to strengthen bilateral cooperation.

In an exclusive interview with The Citizen on Wednesday, the Rwandan minister for Foreign Affairs, Ms Louise Mushikiwabo, said the two countries have committed themselves to ensuring that the construction work starts mid-next year and be completed within five years as scheduled.

The construction of the railway line to link Dar es Salaam and Kigali is expected to cost at least $5.3 billion or about Sh7.9 trillion.The agreement was among the outcomes of a meeting between Ms Mushikiwabo and her Tanzanian counterpart, Mr Bernard Membe.

Ms Mushikiwabo was on a visit to Tanzania aimed at cementing good relations as part of strategies to promote East African Community on issues of free movement of people among the countries.

The railway line would be a very important economic infrastructure link between the two countries, she said. “The railway will be a means of transporting people and goods as Rwanda is landlocked,” she said.

What are the criteria used to classify historic buildings?

I believe most of the building projects constructed during 60's or before that have some stories to tell including Magomeni quarters etc...

Holland House have been standing there since 60's if that does not mean anything to you it will mean something to your kids or grand kids...

I am a constant traveller, bringing Europe into the picture only Rome can truly claim to be protecting its past history...

Holland House have been standing there since 60's if that does not mean anything to you it will mean something to your kids or grand kids...

I am a constant traveller, bringing Europe into the picture only Rome can truly claim to be protecting its past history... get the antiqueties Act of 1976 to see what it stipulates but for sure historic building does not mean "one constructed during 60's or before that has some stories to tell including Magomeni quarters etc.", that`s cheapen the Act! they have to have a rich history in them

Modern technology sought to improve roads in Ngorongoro

Ngorongoro. A new road building technology considered cost-effective and environmentally friendly may be applied on a network of roads in the Ngorongoro Conservation Area (NCA) if a pilot project finds it viable.The new technology is said to have been successfully applied for road projects in some rural and protected areas in Australia and Papua New Guinea (PNG). It is seen as a better method of improving the road networks in sensitive areas than tarmacking.

Mr Isra Missana, the manager for engineering services with the Ngorongoro Conservation Area Authority (NCAA), says the authority has been considering the option for some time. He says a team of experts would soon be sent to the two countries before a final decision is made.

“In the first place, we will undertake a pilot project to see if the new technology works,” he told Insight last week, noting that soil compaction rather than laying of bitumen sounded better for protected areas like the NCA.

Under the technology, dubbed B3BOND and which has also been applied in some East Asian countries, the road is upgraded through hardening of soil using special chemicals. On average a kilometre can be completed within a day, unlike in tarmacking, where it takes days, if not weeks, to cover the same distance.

Mr Missana added that the NCAA board of directors had given a go ahead for consideration of the option, although the final decision on whether to fully embrace it would be made after an assessment of the pilot project is completed.
“Later, a team from NCAA and Tanapa (Tanzania National Parks) will visit Australia and Papua New Guinea,” he noted during a brief at the authority’s headquarters located on the rim of the amphitheatre-like Ngorongoro Crater, the main tourist attraction in the area.

Tanapa is also reported to be considering the option on the road stretch between Ngorongoro and the Serengeti National Park. For Ngorongoro, priority would be given to a portion from the main gate, some 14 kilometres from Karatu to the NCAA head offices.

The 86 km stretch from the NCA gate to the Serengeti National Park border is one of the busiest roads to the wildlife protected areas in the country used by tourists. Up to 500 vehicles pass through the dusty road every day.

Mr Missana said the new technology may be favoured because it can save money for the authority, which spends billions of shillings every year for maintenance of roads and construction of additional routes to remote tourist sites and villages.
“This could be a proper technology because it has no harm to the environment. Tarmac is expensive, and murram is a problem,” he explained, adding that the blinding dust motorists normally experience when driving within NCA was enough sign that the roads were being eroded fast.

According to the official, billions of shillings that the authority spends for road maintenance each year could be reduced substantially if the new road construction technology was applied. He likened B3BOND to concrete pavements which have become popular in upmarket neighbourhoods or around posh hospitality outfits.

He explained that road maintenance accounted for the high budget expenditure of NCA, noting that for 2011/2012 financial year alone, some Sh2.5 billion had been allocated for the same purpose.

Although much of the sparsely populated Ngorongoro are protected areas, such as montane forest reserves, crater lakes and wildlife sanctuaries, a network of roads measuring hundreds of kilometres have been constructed to ease accessibility, especially to the tourist sites. There are over 520km of road network maintained by NCAA in the globally famous area.

The main road is stretching from the main gate on the eastern side of the Ngorongoro highland forests-- through the NCA headquarters on the crater rim-- to the Serengeti National Park. This is the main highway linking Arusha and the rest of the world to Serengeti and Ngorongoro.

Others are the Viewpoint -Sopa Lodge- Nainokanoka-Naiyobi road covering 76km, Junction-Endulen-Kakesiyo (72km), Malanja-Longukuku-Olbalbal (20km) and another 150km network of roads within the 304 square kilometre crater which attracts nearly 90 per cent of tourists to Ngorongoro.

The B3BOND road technology is favoured because in it clay, silt, sand and gravel materials are integrated, creating a non-porous pavement that hardens and which has proven to remain intact and stable through extreme weather conditions, including heavy rains, without excessive maintenance over long periods.

The technology drastically reduces the need to extract and transport foreign materials by using in-situ soil to create the road surface. As a result, the cost of utilising B3BOND is considered a fraction of traditional road construction methods. Experts consider the option as an exciting opportunity for developing countries to construct cost-effective, sustainable roads for more rural and remote communities.

For Ngorongoro, the environmental benefits are more paramount. Being a conservation area, the authority has discouraged the construction of a tarmac road across it as it would disturb the ecology of the area.

Refusal to paved roads has not improved matters overnight because the increasing number of vehicles creates more dust and noise. But with B3BOND, there will be improved local air quality as hardened soil will hardly emit dusts even when used by hundreds of vehicles. The option would also lead to reduced consumption of non-renewable road building materials, reduced water use in construction and dust suppression.

NCA is a multiple land use conservation area in the Ngorongoro highlands in Arusha Region established by the government in 1959 to enhance conservation, sustain pastoralism and promote tourism. The area, dotted by iconic natural attractions such as craters, volcanic mountains, wild animals and archaeological sites, has since turned out to be one of the main tourist attractions in the country.

Tanzania to spend $72m on airport renovations

DAR ES SALAAM, TANZANIA - Tanzania Airports Authority (TAA) has signed a contract of $71.9 million to renovate three medium size airports of Kigoma on Lake Tanganyika, Tabora in western Tanzania, and Bukoba on the western shores of Lake Victoria.
The three airports need renovation which will involve construction airport terminal houses, paving runways and drainage, among other things. The three airports are in state of dilapidation for lack of funds.
Speaking during the signing ceremony at the TAA's headquarters, the deputy executive director of TAA Engineer Suleiman Said said the renovation will be undertaken with funds from the World Bank.
Said further said that out of $71.9 million (Tsh114.9bn, the government of Tanzania has contributed $11.9 of the total expenditure of the three projects.
Bukoba airport renovation will be undertaken by Construction General Gilard S.A.P (CGG) in collaboration with the Mwananchi Engineering and Constructing Company (MECCO), expected to be completed in 18 months.
Sinohydro Corporation Ltd of China will undertake works at the remaining airports of Kigoma and Tabora - also expected to be completed in 18 months.
The three airports projects will be supervised by SSI Engineers and Environmental Consultants in collaboration with the Howard Humphreys (T) Limited of Tanzania. Others firms that will also supervise the construction of the mentioned airports include the NOSUTO Associates of Tanzania and the Netherlands Airports Consultants B.V ( NACO).
TAA looks after 70 airports of different sizes across the country most of which were constructed during the colonial years some 50 years ago.

Airlines opportunities abound in Tanzania

DAR ES SALAAM, TANZANIA - Tanzania has ample airlines' opportunities because to date many towns are still without airline services while others have inadequate flights to serve the public.
That was sounded out by the director general of the Tanzania Civil Aviation Authority (TCAA), Fadhili Manongi, last week in Dar es Salaam when reviewing 17 airlines applications to operate in Tanzania air space. Some applications are for renew of their licences and others were first timers.
Mr Manongi said "Tanzania has ample airlines' opportunities given that few commercial airlines operate here. They are insufficient to cater for the size of expanding market."
The TCAA Chief said Tanzania was encouraging many operators into the market to bring competition in the sky thus lowering prices of airlines services and increase quality.
He cited the Dar- Mwanza route which experienced a price fall after second operators started plying the routs. Similarly, the costs dropped on the Dar Kigoma route, he noted.
"To day Mwanza is a different story, we want to increase competition to lower the prices," Manongi said.
Commenting on the issuance of license for the applicants, he said it would take an average of three months from last week.
Come January 2012, the Tanzania sky will have seven big capacity airlines operating in major towns of Dar, Arusha, Mwanza, Kigoma, Mtwara, Kilimanjaro, Kagera, Shinyanga and Tabora.
The big airline operators, led by Precision Air, which controls over 60% of market share according to TCAA, are Fly540, Air Tanzania which made a comeback, Air Zara, and Mwanza-based Auric Air.
Other medium airlines that are cutting a big slice of market share include Coastal Air, FightLink, Regional Air, Nomad Aviation and Safari Link, to name a few.
However, Air Africa is the airline to watch as it seeks to fly in the domestic and regional routes which expects to fly to destinations which are currently operated by Precision Air, Fly540 and Air Tanzania.

Tanzania is seeking $500 million to purchase new medium and long range aircraft to stabilise the operations of the ailing national carrier and increase its flights to domestic and international destinations.



The government said the financing of Air Tanzania Company Ltd (ATCL) was being discussed with the aim of purchasing eight new aircraft.

Export Development Canada (EDC) has already agreed to support ATCL, and discussions with experts from Canada to acquire the aircraft will be held starting November 21.

The company intends to buy both second hand and brand new aircraft arguing that buying new planes only would too expensive.

The managing director and chief executive officer of ATCL, Paulo Chizi, said the airline needed nine planes to operate consistently.

The company had not made any orders for the new planes because the firm had just resumed operations and “it was too early to enter into partnership with other companies.”

At the moment, the company has only two aircraft, with one in operation and the other undergoing maintenance.

The delegation from Canada will comprise engineers and aviation experts.

The experts will assess the airline’s five-year strategic plan with a view to helping the airline acquire financing.

Once the EDC delegation is satisfied with the plan, it will help acquire a long-term loan to purchase planes from Canada’s aircraft and trains manufacturer, Bombardier.

“This will enable ATCL to buy the planes by February 2012 from Bombardier,” said Mr Chizi.

Experts say that ATCL should prefer to buy ATR planes rather than Canadair Regional Jet (CRJ) due to the fact that ATR planes are fuel efficient.

Canadian High Commissioner to Tanzania Robert Orr said it was a big step for ATCL to be back in business and “honourable for the management to restart the operations of the company that was half dead for four years.”

“For the efforts ATCL has shown, I promise to connect it with other companies dealing in air transportation so it can accomplish its strategic plan,” said Mr Orr.

The firm expects to fly domestic routes to various regions, including Kigoma, Tabora and Mbeya.

After operating for one month, it would expand its routes to Arusha, Zanzibar, Bukoba, Dodoma and Shinyanga.

Rivals to ATCL such as Precision Air, Fly 540, Kenya Airways, and Coastal Aviation have benefited from the vacuum created by the national carrier in Tanzania’s fast growing aviation market. Mr Chizi told The EastAfrican that in the next five years, the firm expects to have at least 11 aircraft operating.

“The company is now planning to deploy small capacity jet aircraft that will be operating locally, while medium-sized jets are expected to operate in the region before acquiring wide body aircraft for international operations,” said ATCL.

ATCL has signed a code share with Jetlink Express, a Kenyan firm that flies on the Nairobi, Dar es Salaam and Mwanza routes.

AIR Tanzania Company Limited (ATCL) is in talks with other regional airliners in a bid to increase flight frequency.

ATCL Acting Chief Executive Officer, Mr Paul Chizi said in Dar es Salaam over the weekend while launching a new uniform for the cabin crew that the company is now focusing on regional routes through code-sharing with other airliners.

“We have already talked to Jet Link Express, a Kenyan based airliner on how we can work together and what has delayed the move is just the computerized observation system,” he said.

He said the company has also discussed the matter with Air Zambezi that will see CL flying to Lusaka in Zambia, Lubumbashi in the DRC, Harare, (Zimbabwe) and other cities.

“We had talks with Rwanda Air which has agreed to partner with us on joint routes to Dubai, Mumbai, Kinshasa and Lagos come February next year,” he said.

The national carrier resumed operations two months ago and has focused on two destinations of Tabora and Kigoma. Mr Chizi said the company is in the final stages of acquiring another plane to cover more destinations like Zanzibar and Arusha by January, next year. “

After acquiring another plane, we will open up to the regional market. First, we will settle for the code-sharing scheme with other airliners. I cannot say when such flights will begin but this will start immediately after acquiring another plane,” he stressed.

Speaking on the company’s revived flights to Kigoma and Tabora, the CEO said the company has got an overwhelming good response from the customers for the quality services provided on board. “I have received many compliments for the services we offer.

For those who will get a chance to board our plane will actually see that flying with the ATCL really makes a difference. Passenger turn up is satisfactory,” he added. He saluted Tanzanians for being loyal customers to the national flag carrier.

“We are looking forward to a sustainable growth in terms of passengers and profit,” he said. Speaking at the same occasion, the company’s Commercial Director Josephat Kagirwa said the launch of the new cabin crew uniform was in line with lifting the corporate image.

The uniform dot the national flag colours with scarf and top gown made from giraffe images, the country’s symbol.
