Government Medical College,Thiruvananthapuramwas founded in 1951, and was inaugurated by Jawaharlal Nehru, the first prime minister of India.

This is the oldest and most prestigious medical college in Kerala. It is being upgraded to the status of an All India Institute of Medical Sciences (AIIMS). The medical college campus also houses several other hospitals and institutions including the College of Nursing, Regional Cancer Centre, Trivandrum Dental College, Sree Chitra Thirunal Institute of Medical Sciences and Technology, Priyadarshini Institute of Paramedical Sciences and Sree Avittom Thirunal Hospital for women and children.

Government Medical College,Thiruvananthapuram is located 6 kilometers away from the Thiruvananthapuram Central Railway Station and KSRTC Central Bus Station. The college campus and the hospital lies to the west of Kumarapuram-Ulloor Road which has been renamed Dr. C.O. Karunakaran Avenue.
History
The Government of Travancore in 1948 appointed a committee to formulate proposals for starting a Medical College at Trivandrum. The Committee submitted its report and the scheme was sanctioned in October 1948. Dr. C.O. Karunakaran was appointed Special Officer for the implementation of the scheme.
The College Campus has 139 acres (0.56 km2) of picturesque land with a number of hillocks surrounded by evergreen coconut groves and paddy fields, facing the sea which lies at a distance of three kilometers, and is located on the North – West border of the Thiruvananthapuram city. The College, is linked with the different sections of the city by bus routes, is very near the national highway NH 47 and the nearest railway station is just few kilometers from the college. The topographical layout and the architectural designs were prepared by Mr. J.A. Ritchie from Bombay. The College and the hospital buildings are separated by playgrounds for football, hockey, a cricket pitch, courts for tennis, basketball, badminton and volleyball and a 400 meter track.

The foundation stone of the College was laid by His Highness the Raja Pramuk of Travancore – Cochin at 11:45 AM on 26-01-1950. The first batch of students was admitted in August 1951. The College was formally inaugurated by Shri. Jawaharlal Nehru at 8:00 AM on 27th Nov. 1951. In January 1952, the Sri. Avittom Thirunal Hospital ( SATH ) was inaugurated by Smt. Rajkumari Amrit Kaur. In 1952, men's hostel and 1year later women's hostel was also inaugurated. The Medical College Hospital was inaugurated by Shri. Jawaharlal Nehru on 1954.
The School of Nursing was inaugurated by Her Highness Sethu Lakshmi Bai in 1954 and upgraded to College of Nursing in 1963. The Cancer block was inaugurated in 1958 and later after two decades the Regional Cancer Centre, one of the premier cancer care centers in South India was established. The Dentistry course and the first post-graduate course commenced in 1959.
The sixties saw the establishment of library. The limb center, Mental hospital and Ophthalmic hospital were brought under Medical College administration. Later in nineties the Regional Institute of Ophthalmology came into existence. Over the years, the campus saw establishment of Sree Chitra Thirunal Centre, College of Pharmaceutical Sciences, Priya Darsini Institute of Paramedical Sciences, Silver Jubilee Auditorium and the Various hostels. The institution has thus grown to glorious proportions.
It is financed and administrated by Health and Family welfare Department, Govt. of Kerala. The Medical College is affiliated to the University of Kerala. Govt.Medical College,Thiruvananthapuram is the first medical college in Kerala. The college started with an annual admission of 60 students, which was increased to 200 in 1983.In addition to MBBS course, PG degree and diploma courses in 22 specialities, super specialty courses in 10 specialties etc. are conducted in this institution. The institute is under the University of Kerala and presently being shifted under the wings of KUHAS Kerala University of Health and Allied Sciences
A super-specialty block with state-of-the-art technology and modern equipments, exclusively housing all the medical and surgical super-specialties of the college, has been completed and has started functioning as the OP block of the super-specialties from July 1, 2010. It was funded under the Prime Minister's Swasthya Bheema Yojna scheme and by the State government. The 253-bed SS block, spread over 160,000 sq ft (15,000 m2) on seven floors, houses the outpatient clinics and inpatient wards of the six super specialties, eight operation theatres, 29-bed six intensive care units, haemo dialysis unit and renal transplant unit, apart from administrative blocks. Full fledged functioning of the complex will commence after its proposed dedication to the nation by the Prime Minister.

Regional Cancer Centre (RCC) is a hospital located in the Thiruvananthapuram Medical College campus. It was established in 1981 by the Government of Kerala and Government of India as an expansion of the Radiation Therapy / Radiotherapy department of Medical College Thiruvananthapuram. It is a tertiary care centre for the managements of all types of cancer.
The clinics are mainly on haematology, lymphoreticular, soft tissue, bone, head and neck, breast/CNS, gynaec/urinary, chest, gastro, paediatric oncology and thyroid.
RCC is a comprehensive cancer centre catering to the population of the State of Kerala and the adjoining parts of Tamil Nadu and Karnataka.
From a modest beginning, the Regional Cancer Centre has evolved into an internationally recognized centre for conducting a wide range of cancer research and providing state-of-the-art facilities for cancer diagnosis, treatment, palliation and rehabilitation.
The Regional Cancer Centre undertakes basic, translational and clinical research and disseminate the knowledge.
The Regional Cancer Centre generates trained manpower for the region in various specialties of oncology-medical, Para-medical and non-medical.
The Regional Cancer Centre organize cancer registries in modern lines and work in collaboration with other medical institutions, health service departments, universities, aid agencies and other institutes of repute.
29 years down the lane, The Regional Cancer Centre stands tall in the health map of Kerala carrying out innovative and pioneering work in cancer control, treatment, research and training.

Our multidisciplinary staff provide a uniform and coordinated approach to cancer management so that the optimum need of each patient is met.
Specialists at the Regional cancer Centre have International and National recognition in Radiation, Medical and Surgical Oncology, Diagnostic Imaging, Diagnostic Pathology, Pain Management, Oncology Nursing and Social Work. Cancer Care for Life scheme (3rd series) is a scheme sponsored by Regional Cancer Centre, Trivandrum to provide advanced cancer treatment free of cost to all those who join the scheme upto a prescribed limit. When the scheme was introduced in 1986 membership fee was kept at the barest minimum Rs.101/- and later it was raised to Rs.500/-. As there was enormous escalation in cost of medicines, diagnostic procedures and treatment modalities, the enrolment in the scheme had to be discontinued. The center has now revived the scheme with slight modifications in deference to requests from the public. In this scheme there are two Plans, plan-A and plan-B.
Plan A: Membership fee is Rs. 500/- per person
Rs. 1400/- per family of three persons *
Rs. 1700/- per family of four persons *
Rs. 2000/- per family of five persons *
* FAMILY INCLUDES SPOUSE AND DEPENDENT CHILDREN ONLY
Plan-B : Membership fee is Rs.10000/- per person.

RCC established Onconet in September 2004 with the help of Indian Space Research Organisation (ISRO) and CDAC, Thiruvananthapuram.
Follow-up of Patients through Onconet
Cancer is a disease, which needs prolonged treatment and life long follow-up. To avoid unnecessary patient travel, RCC introduced monthly follow up clinic at its five sub centers. Patients returning home after initial treatment at the RCC can communicate their post treatment problems and results of investigations from nodal centers. The doctors at RCC could also be able to render advice on a real time basis for terminally ill patients who require only palliative care. RCC has 5 peripheral centers with essential infrastructure at Kollam, Kozhencherry, Ernakulam, Palakkad and Kannur.
Besides helping patients for follow-up visit, the online facility will boost the confidence of the cancer patients by providing counseling. Apart from RCC patients, the public as well as doctors of other institutions can also avail themselves of ONCONET services.
Telepathology Clinic
Tele-pathology uses telecommunication technology to transmit data and pathology images to and from remote centers for diagnosis, education and consultation. A telepathology system consists of a high-resolution video camera mounted on conventional microscope to capture digital images of pathologic slides and telecommunication setup to transmit images to a remote centre.
RCC conducts regular telepathologic consultations between Kannur and Ernakulam Early Cancer Detection Centres. RCC also seeks expert opinions on pathology from expert centers of USA like Mayo Clinic, UICC, Armed Forces Institute of Pathology and Tata Memorial Centre, Mumbai.

It combines specialised medical care with development of medical devices and biomaterials, while providing training in advanced medical specialties, public health and biomedical engineering and technology.
The Institute has a 240 bedded hospital, which serves as a tertiary referral centre for the diseases of the heart and brain, as well as a teaching hospital. The Institute’s Biomedical Technology Wing (BMT Wing) has developed several technologies and successfully commercialised them. The third wing of the Institute, the Achutha Menon Centre for Health Science Studies (AMC) has made significant impact in the area of health science studies in the country, especially in public health training, surveys, networking and research. The AMC has been recognised as a Centre of Excellence for Public Health Training by the Ministry of Health, Govt. of India.
The objectives of the Institute as laid down in the Act of 1980 are:
1. Promotion of Biomedical Engineering and Technology
2. Demonstration of high standards of patient care
3. Development of training programs in advanced medical specialties and biomedical engineering and technology.
In a short span of 25 years, the Biomedical Technology Wing, has demonstrated significant success in the development of international quality technologies. This is borne out by the successful commercialization of many technologies like blood bag, oxygenators, hydrocephalus shunt, artificial heart valve etc. The effort of the Institute with its industrial partners has led to the growth of medical device industry in the country. A team of 35 scientists and engineers along with the supporting staff work here in multi-disciplinary areas covering biomaterials development, processing and characterisation to medical device development, testing and evaluation.
The SCTIMST Act of 1980 empowers the Institute to offer post-graduate programmes in medical sciences (DM and MCh), biomedical engineering (PhD) and public health (MPH) and stipulates that the medical degrees, diplomas and other academic distinctions granted shall be recognized qualifications for the purpose of the Indian Medical Council Act. In addition, the Institute also offers post-diploma (engineering) and post graduate (sciences) technician certificate courses of one year duration.

ajithv August 26th, 2011, 10:00 AM THIRUVANANTHAPURAM: The mobile Sugar Testing and Review Clinic (STAR) rolled out by the HLL Lifecare Ltd in the capital city last May is proving to be a big hit, with more than 5,000 people having already availed of its services.
HLL Lifecare had launched STAR as part of a nation-wide programme to create awareness about diabetes.
The programme was an instant hit since its inception in May. The clinic on wheels circuits the city checking glucose levels and raising awareness about diabetes. “Daily, we get around 60-70 people in the city. The rush is almost unmanageable at times,” says Sheeja A, a lab technician associated with the project.
The mobile clinic will be parked at main city centres, including Statue, East Fort and Palayam. Majority of the people who come to the mobile clinic are above 30. The attitude of the society towards diabetes is changing fast, with people realising the gravity of the disease. Most of the people who throng the clinic are aware that they are diabetic.
Rajesh Divakaran, head of the Corporate Communication Department, HLL Lifecare, said that the mobile diabetic clinic is one of many projects of HLL Lifecare. In the second phase of the programme, HLL has plans to launch a nation-wide awareness programme which will be announced soon. Apart from STAR on wheels in the city, HLL has already launched STAR-Boat in Kuttanad.
B Sreekumar, a resident of Kowdiar, was all praise for the clinic. ‘’I don’t get time to go to a hospital for the tests.” And saying that, he climbed on to his bike in haste, without glancing at the result. ‘’That is a routine sight. They are tensed to look at the results,” Sheeja said.
Raji B, the other lab technician at the clinic, is entrusted with the job of instructing the patients about their diet and the need to exercise. ‘ ‘Include exercise in your daily schedule,” Raji advised a youth of about 26 who turned out to be a diabetic.

ajithv September 15th, 2011, 09:54 AM THIRUVANANTHAPURAM: Shashi Tharoor MP, who visited the various departments of the Regional Cancer Centre (RCC) here on Wednesday, said that he would take necessary steps to raise the stature of RCC into a National Cancer Institute (NCI).
He said that he would present a proposal to this effect before the Union Health Minister in New Delhi soon.
Tharoor said that he was impressed by the quality of care, cleanliness and infrastructure at the institution.
He was speaking at a function organised by the Division of Palliative Medicine, where he distributed certificates to the candidates who were successful in the examination for the ‘Certificate in essentials of palliative care’, a distance learning programme conducted by the Palliative Medicine Department.
Tharoor, stressing on the need not only to add years to life but also ‘life to years’, said that relieving pain restores dignity of the human being.
He said that he was particularly impressed by the uniqueness of RCC in manufacturing oral morphine to be given free to patients in severe pain.
Cicely Saunders, founder of the modern Hospice Movement, also found a mention in Tharoor’s speech. Quoting her, he said:
“The way people die lives in the minds of those who live on,” and therefore it is important to have good home care services so that patients can die in dignity, where they belong. Quality of life and quality of death are equally important, he added.
Lauding the NGOs’ ‘Care Plus’, which takes care to the doorstep of the patient and ‘Ashraya’, that works among the RCC patients, especially children, Tharoor said
he was impressed by the weekly ‘Tele-clinic for Palliative Care’ connecting the RCC at Thiruvananthapuram and a rural hospice at Adimali.
RCC Director Dr Paul Sebastian and additional professor and head of Palliative Medicine Dr Cherian Koshy also spoke at the function.

Bharath85 September 23rd, 2011, 11:42 AM A healthcare charity scheme announced by an Indian expatriate to carry out 100 free cardiac surgeries in the South Indian state of Kerala, will cover the surgery costs of 25 heart patients from the Gulf region.
In fond memory of his daughter’s untimely death Merlyn, Dubai-based business man and philanthropist K Jalaludheen- under the banner of Merlyn Foundation- will bear the entire expenses of performing the cardiac surgeries on the patients who are unable to afford cost of the procedures.
The initiative titled Hrudaya Spandanam- Heart Beat- will select the patients with curable cardiac diseases in a transparent way based purely on their age, gravity of the disease and socio-economic profile, said K Jalaludheen, chairman of the Merlyn Foundation.
“A screening committee, headed by Kims chief cardiologist Padmashree Dr G Vijayaraghavan, has been set up to choose the deserving patients from the below-the-poverty-line strata in Kerala, and expatriate patients by evaluating their struggling financial background and social situations,” he added.
“All the surgeries will be carried out at Kerala Institute of Medical Sciences (Kims), a major tertiary care hospital promoted by non-resident Indians in Trivandrum. The selected patients will also be provided with pre and post operative care, rehabilitation and medication for free-of-cost,” elaborated Jalaludheen, who is also a director of the multi-specialty hospital.
He established the Foundation in 2002 in the affectionate remembrance of his beloved daughter Merlyn, who was killed at the age of 14 years in a tragic motor accident, which happened in Dubai on Nov.26, 1996.
“Merlyn was an eighth grade student at Indian School, when the tragedy struck.
She died after battling for life for 56 days at Rashid Hospital. That moment changed my entire life, as I realised that money becomes worthless when we are thrown out to some moments designed by the destiny,” he remarked.
Speaking at a press conference in Dubai, Kims Chairman and Managing Director Dr MI Sahadulla said, “Our chief cardiac surgeon Dr Madhav Naik and his expert team will lead the surgeries, which usually costs over 100,000 Indian rupees.”
According to him, the state has the highest number of heart patients in India. Thousands of people succumb to cardiac disorders every year in Kerala.
“About 60 per cent of them are below poverty line, so non-affordable of the generally expensive cardiac surgeries. Thousands of patients die without being able to afford the expensive treatment. With this initiative, Merlyn Foundation and Kims will together bring 100 and even more needy patients back to their normal life,” he indicated.
“The global standard facilities and expertise at Kims will ensure above 90 per cent success rate of the surgeries that we keep doing in about 30 to 35 cases we perform every month.”
“We select the patients assessing their safety, chances of survival, seriousness of the disease and other risk factors. So, once they undergo the surgery, and recover from the post operation ordeal, they can live longer as other healthy people do,” he concluded.

Erudite conclave, a national level medical fest by the Government Medical College, Thiruvananthapuram, is going to be held on November 8th and 9th. Organised as part of the diamond jubilee celebrations, the two-day fest will see big names from different walks of life attending. Rolf M. Zinkernagel, the Nobel Prize winner in medicine would be one of the chief speakers.
“It is going to be a massive fest with over thousand medicos participating. We have tried our best to include eminent people and are striving to make the fest memorable,” says Sabin Sathya, a medico and joint convener of the fest.
Professor Anil Gupta, Sanduk Ruit, Devi Prasad Shetty and violinist Balabhaskar also would be part of the event. A national erudite consortium would be conducted in association with the fest with teams coming from IIT Kharagpur, IIM Ahmedabad and National Defence Academy among others. The topic for discussion would be the common problems affecting the youth such as corruption and brain drain. Only selected delegates can participate, for which the registration will end on October 25.

psanthosh October 20th, 2011, 05:45 AM THIRUVANANTHAPURAM: Cardiac surgery is set to become cheap when the Sree Chitra Tirunal Institute for Medical Sciences and Technology (SCTIMST), after three years of research, starts production of cardiac patches using de-cellularised animal tissue which is the first of its kind in the country.
The research was a joint venture of Kerala Livestock Development Board and SCTIMST, in which the former provided animal tissue sourced from a low risk herd or well-monitored herd. The success of the research helps in producing de-cellularised animal tissue such as bovine pericardium and bovine jugular vein for paediatric cardiac surgery.
SCTIMST Biomedical Technology Wing head Dr G S Bhuvaneshwar said that animal trials have been started and the clinical trials are expected to start early next year.
“We are in touch with industries for the production for bovine pericardium and this will be finalised when the clinical trial starts. The success of the research will help reduce the cost of cardiac surgery,’’ he said.
Animal Husbandry Minister K P Mohanan said the research was a success and the commercial production would start soon.
The cost of cardiac surgery will come down considerably as the cardiac patches are now being imported, he said.
The department is also planning to involve more farmers in the project so that more animal tissue could be sourced and it will be an additional income to them. There are also plans for a tie-up with Meat Products of India.
KLDB Managing Director Ani S Das said that the quality animal tissue was sourced from male animals reared at the KLDB farm in Kulathupupuzha, Kollam district, and slaughtered for meat purpose. At present, animal tissue of biomedical quality is not produced anywhere in India except at KLDB farm.
The board is maintaining modern dairy farms complying with the quality requirements and has the unique distinction of having a ‘low risk herd’. The tissue is taken from the herd which is monitored for the last six years.
The proposal for high-tech farms at Mattupetti, Dhoni and Kolahalamedu when implemented will meet the demand for animal tissue.
Heart valves made using the pig’s valves or heart valves fabricated from bovine pericardium are being used widely in cardiac surgery. However, these tissues cannot be used in young patients, as they severely calcify within three to five years of implantation.
De-cellularised animal tissue will be more durable as it will allow growth of tissue into it when implanted in patients. Moreover, due to the absence of cells, the tissue will not induce any immune rejection problems.
In India, approximately 10 per cent of infant mortality is contributed by congenital heart disease alone.

India will soon have an apex body under the National Organ Transplant Programme (NOTP) to ensure transparent and accountable multi-organ donation and transplant.
The Centre has identified 15 regional centres for the same, one of which will be Thiruvananthapuram, N.K. Mohanty, Special Director General, Directorate General of Health Services, Union Ministry of Health and Family Welfare, said here on Monday.
Addressing a workshop on cadaver organ transplantation organised by the Ministry and the State government here on Monday, Dr. Mohanty said the National Organ Transplant Act, 2011, would soon become a reality as it had been passed by Parliament and was awaiting the President's nod.
The aim was to bring the organ transplants in all States under one umbrella and prevent organ trade and trafficking.
“The NIC has already prepared a blueprint of the National Network for Organ Transplant and any hospital doing organ transplants will have to register with the network. The National Transplant Registry has been framed and soon, all the names, facts, and figures relating to donors and recipients will be made available online. The Centre has already deputed four doctors to the University of Melbourne for training in setting up the registry,” Dr. Mohanty said.
The government has also signed a memorandum of understanding for training with Spain, which has one of the highest cadaveric organ transplant rate at 30 per million population, while in India, the rate is a paltry 0.08 per million population, he added.
All States will have to have transplant coordinators to take care of the deceased organ transplant programme, whose training will be the responsibility of the Centre. The Centre will also work towards increasing the number of transplant centres in the country and the upgrade of medical colleges to aid this process.
Dr. Mohanty said the Planning Commission had already cleared the Centre's proposal to finance the entire cadaveric organ transplant programme — the development of infrastructure and training of manpower — across the country during the 12th Five Year Plan. However, after 2017, the States would have to run the programme. The Centre had also earmarked a special budget for creating public awareness of deceased organ donor programme.
Dr. Mohanty pointed out that such a programme was vital for India, given the huge gap in the demand and supply of organs. The annual demand for renal transplants in India was 1.5 lakh, while only 5,000 renal transplants were being done. The demand for liver transplants was about 50,000 a year, while only 800 had been done so far.
Shashi Tharoor, MP, inaugurated the workshop. The programme had been organised to create awareness among the medical fraternity and the public as the State was in the process of setting up its own cadaver organ transplantation programme.

If a medical report makes no sense to the reader, Dr Malpani's medical report jargon buster based on OCR technology (optical character reader) will be of help.
"All one needs to do is log onto www.medexplain.in (www.medexplain.in)and save the report in one of the mentioned formats and then move the cursor on the word that does not make sense; a popup box will throw up its meaning," he said.

Kerala Govt assures support for development of regional cancer centre
Thiruvananthapuram, May 21:
The State Government will spare no efforts at grooming the Regional Cancer Centre (RCC) here as a national cancer institute.
The State Health Minister, Mr V.S. Sivakumar, said this while inaugurating a state-level workshop on ‘Role of dental surgeons in prevention and control of oral cancer’.
He assured the Regional Cancer Centre all support for development and growth. The centre has been providing treatment and care to nearly two lakh patients annually.

Thanks to the efforts of this down-to-earth farmer from Kumily in Idukki, the powers that be at the Ministry of Health and Family Welfare have woken up to the sad plight of psoriasis patients across the State who had been suffering owing to the non-production of an Ayurveda drug that helps keep the skin condition under check.
‘Nimbatiktakam' is an Ayurveda drug for psoriasis that had been researched and developed some 20 years ago by the Ayurveda Research Institute for Mother and Child Health Care (ARIMCHC), formerly the Panchakarma Research Institute, at Poojappura here. The drug had been the lifeline of psoriasis patients as it had been found to give excellent results in keeping psoriasis, a difficult-to-treat autoimmune skin condition, under check. Owing to some technical issues, the ARIMCHC had not been producing ‘Nimbatiktakam' capsules since the past eight months, sending psoriasis patients into a panic. The Central Council for Research in Ayurvedic Sciences, under the Department of AYUSH, Ministry of Health and Family Welfare, has now taken steps to ensure that the National Research Institute of Panchakarma (NRIP) at Cheruthuruthy is equipped to start the production of ‘Nimbatiktakam' in the next three months.

This is also where,the Herpatolgical Research (Visha Chikitsa) of Ayurveda College is done.There is a Serpetarium with snakes like Cobra,King Cobra,Viper,...it is opened to general public for a small fees.This used to have a central government research lab during 90's.Don't know if it is hijacked to somewhere else ?
If some 20 acres of land is allocated near poojappura/Thirumala/vilapilsala area,they can set up a fullfledged research centre in Ayurveda and contribute great works to the nation.

The district health administration is launching on Monday a special plan that focuses on educating people on public health issues, seeking their active involvement in the management of such issues, and utilising the provisions of the public health Act to prevent any activity that may threaten public health, .
The programme, titled ‘Special Action for Environmental Protection (SAFE)-Thiruvananthapuram,' primarily focuses on educating the public on how individual action can affect public health and how the provisions of the public health Act may be invoked against anyone who acts in disregard of public health, health authorities told a press conference here on Sunday.
Infectious diseases can be prevented to a large extent by ensuring environmental hygiene and everyone must ensure that he or she is not contributing to environmental pollution. Premises of each household must be kept clean and free of vector-breeding grounds.
Under SAFE, the district health administration has proposed that anyone who does not keep their premises clean and whose premises may be providing opportunities for vector breeding, thus endangering public health, be penalised under the public health Act.
People who handle garbage carelessly around their household, who dump it on streets or those who let out waste water or sewage on to the streets will be booked under the law. Sale of food that is unfit for public consumption, polluting water sources, and any action that could be harmful to the environment are all punishable.
“In short, a person can be booked under law if putrefying garbage inside his or her compound becomes a nuisance for others. Even though one may keep one's premises clean, a person's health could still be threatened by his or her neighbour whose premises provide an opportunity for mosquitoes to breed,” a senior health official said.
Under SAFE, health workers will constantly monitor and review public health issues in every block. The accent of the programme is on creating awareness among the public of how public health issues such as epidemic outbreaks are closely linked to individual actions.

He stitches a unique product. But he never sees or knows the end-user. Stranger still, he eternally prays for a drop in the number of his customers. He is R Appakutty, probably the only tailor in the state who makes stitched alternatives for women who have undergone mastectomies.
Till a few decades ago, breast cancer-afflicted women had limited options to deal with losing a breast to cancer, something that affected the core of their femininity. The only prosthetic products available were the very expensive silicone gels that none could afford or cheap lumpy foam that went out of shape.
That was when the Regional Cancer Centre pharmacy started providing stitched alternatives packed in skin-coloured cotton cloth. It was done through their palliative care department, after giving the patients basic instructions on how to use it. But no patient ever came face-to-face with the maker of these products.
Appakutty until then was the official tailor of RCC, meeting every single stitched requirement of the hospital, be it surgical gowns, masks, towel, uniforms, bedsheets, pillow-covers or curtains. In fact, even now, years after his retirement, there is not a single curtain at RCC that has not been stitched by him.
‘’I started stitching breast alternatives at the request of former RCC director Dr Krishnan Nair in early nineties. Patients who do not use this may develop a balancing problem and might start leaning to one side,’’ said Appakutty who lives in a small house tucked away in a bylane at Mudavanmughal.
Appakutty uses sponge for making his product, but not just sponge. He chops sponge and mixes it with beads to get the correct weight and in turn the correct balance for the patient.

Thiruvananthapuram: Trivandrum Institute of Palliative Sciences (TIPS), the flagship program of Pallium India has been declared a World Health Organization Collaborating Centre.
The designation has been accorded for a period of four years in the areas of "Training and Policy on Access to Pain Relief. "We are honoured and pleased to receive this designation, which allows us to link up our work in the relief of pain and suffering in India to the national and international bodies that seek the same outcome," said Dr M R Rajagopal, chairman and founder of Pallium India and TIPS.
Today in India, more than 99 percent of the patients have no access to pain relief. Twenty-five years after WHO came out with a viable protocol for pain relief, oral morphine is still not available in the majority of hospitals . With this announcement, the WHO is showing its commitment to turning the situation around for India.

Films of X-ray, CT scan, MRI scan, mammography and ultrasound scan are all soon going to be a thing of the past at the Regional Cancer Centre (RCC), here. In its place comes a sophisticated computer system called PACS, that will digitally capture, store and transmit medical images.
Short for Picture Archiving and Communication System, the PACS will let the doctors view their patient’s images on the computer screen in the Out Patient Department, theatres or from their offices.
“This becomes possible because once the scanning is done, the images and the reports simultaneously come to a centralised server, reporting work station and the hospital network,” said Dr Sumod Mathew Koshy of the RCC. This means that as soon as the radiologist has seen and reported the case, the same is available online to the clinician.
This single click access to diagnostic images, from anywhere in the hospital, is very useful when the patient needs to be seen by several specialists sitting in different clinics on the same day. This will facilitate easy communication between the doctors and avoids delay in charting out the treatment programme.
For the patient, it saves a whole lot of time waiting for the films to be issued, waiting for the doctor and so on. With the PACS, by the time a patient walks out of the scan centre, the doctor would be watching the image on the screen. This considerably reduces patient handling time, and makes treatment delivery faster.
This new system would also be a boon to the patients who are on follow-up after the primary treatment.
“At times, a patient from Malappuram may forget to bring his earlier scan reports and this creates a problem as the doctors would not have anything to compare the present images with. Now, all the previous images and reports will be available at the click of a mouse,” Dr Sumod said.
So when the whole lot of images and data goes digital, what if the system crashes? “We have two levels of storage- immediate and long term. Besides, all the data also goes into a disaster recovery storage just as it goes to the primary storage. This tertiary storage is outside the RCC building, so that the data is quite safe,” Dr Sumod said. Moreover, the GE medical systems that has installed the PACS, will have an in-house engineer stationed at the hospital 24x7 for 10 years from now.
The PACS implementation will also go a long way in facilitating and encouraging these initiatives and also expedite post graduate teaching. The availability of all diagnostic images in soft copy format at the click of a button is expected to make clinical research initiatives infinitely simpler.
Eventually, the doctors at the RCC believe that this improvement in overall efficiency will lead to better patient care at lower operational costs.

Health Minister V S Sivakumar on Wednesday announced that Trivandrum Institute of Palliative Sciences (TIPS), the flagship of Pallium India, will be given land to set up an in-patient treatment facility in the city. He was delivering the presidential address at the official function that recognised TIPS as a ‘WHO Collaborating Centre.’
‘’This decision comes after considering the importance of the exemplary work that they have undertaken. They will be allowed to set up an in-patient facility attached to a government hospital,’’ said Sivakumar.
The in-patient facility has been a long-standing demand of the TIPS, now attached to SUT Hospital on a temporary basis. They had requested for an in-patient facility attached to a hospital as presence of doctors with expertise in various departments was a need for the patients approaching TIPS for palliative care.
The Health Minister also said that the State Government intends to extend palliative care right from the panchayat-level. ‘’As part of this extensive programme, we will start right at the bottom, when the health workers would visit each home and provide help on a long-term basis. The Government is chalking out the programme,’’ said Sivakumar.
Defence Minister A K Antony said that palliative care has great significance in the current social context when most families are nuclear. ‘’Service-oriented organisations such as Pallium India should come up on a large scale. I would say that all hospitals, including private hospitals and private medical colleges, should definitely have palliative care units,’’ said Antony, whose wife Elizabeth Antony was a volunteer of the Pallium India a little while ago.
Antony also said that palliative care can never be a profession, and that it was more of a humanitarian activity. He called upon doctors to show a little kindness and love while caring for a patient.
A Sampath MP, in a rare gesture, offered to become a palliative care worker. ‘’As a Parliamentarian, I am often on the streets. When I am not on the streets, I am in the House. But I promise to work with Pallium India in my constituency for one day in a month,’’ he said. Mayor J Chandrika and TRIDA chairman P K Venugopal also spoke on the occasion.

Designing a hospital building is a complex task. SANGEETHA UNNITHAN finds out how the design came about for an upcoming annexe of the Sree Chitra Tirunal Institute for Medical Science and Technology in Thiruvananthapuram
A hospital building is no ordinary structure. It has to be patient-friendly and able to provide sterile areas and house state-of-the-art equipment. These have been the key questions before the designers of an annexe for the Sree Chitra Tirunal Institute for Medical Science and Technology in Thiruvananthapuram.
The institute, a reputable tertiary-care hospital and research institution in India, draws hundreds of patients from all over the country every day. However, its physical expansion has not kept pace with the huge patient influx. The institute has a long list of patients awaiting cardiac and neurological surgeries.
The situation is bound to change now. The much-awaited expansion of the institute is taking off next week with the foundation stone being laid for the first annexe block. The building, coming up on 0.3 hectare (83 cents) of land, behind the main building, on the Government Medical College campus, will add crucial patient-care facilities.
Two blocks
“The expansion project basically involves construction of two annexe buildings — the medical and surgical blocks. It has been a long-awaited project, and we expect to increase the number of hospital beds to 1,000 when these blocks are completed. In the first phase, the medical block will come up, a nine-storey building with 218 beds,” K. Radhakrishnan, Director of the institute, says.
The block, designed by the Kochi-based architectural firm Ajit Associates, will incorporate green building concepts. From the colour scheme to spatial planning of state-of-the-art hospital equipment, much detailing has gone into the design, B.R. Ajit, architect and managing director of Ajit Associates, says.
“Since this is an advanced healthcare institution providing treatment and care to chronically and seriously ill patients, maintaining a patient-friendly and sterile environment was the key to this project. We held discussions with doctors of every department of the institute for more than three months before preparing the blueprint,” Mr. Ajit says.
The north-facing building, with an area of 1.3 lakh square feet, has been split into four wings with differential heights.
Radiology, cardiology, movement disorder and epilepsy departments will each be assigned a floor. Apart from these, there will be a rehabilitation ward, a general ward, an intensive care unit floor and private rooms on two floors.
Tackling heat
Every room and window has been designed to face north to reduce heat.
“Since heat penetration is the highest on the southern side, we have avoided openings and windows on this side of the building. Cutting the heat at the southern side and making the whole building face north will give a natural cooling effect. We have provided garden space in the corridors of each floor to enhance the cooling effect,” Mr. Ajit says.
The north-west wing of the building has been provided a central courtyard. It is unlike conventional courtyards with no sky-lit roof. The open space on the fourth floor lets in light.
“The fourth floor has no rooms but has only corridors opening to the western side. The corridor space will be made a landscaped garden. It will light up the courtyard and provide a Venturi effect to help provide good ventilation to the building,” Mr. Ajit says.
The bridge connecting the main building to the new block will join on the garden floor.
Air-conditioning is another key element of the building. Separate air-conditioning mechanisms will be provided for sterile and semi-sterile areas.
In sterile areas such as the intensive care units and operation theatres, advanced clean-air-system air-conditioning will be used.
“This means that there will be no recirculation of air and the air pressure, temperature and humidity will be maintained independently and the air- conditioner will be provided with several filters to maintain the air quality. The entire building will have VRF (variable refrigerant flow) air-conditioning, which automatically controls the cooling mechanism with the changing room conditions,” Mr. Ajit says.
The building will have six lifts and a separate stretcher lift.
An independent power substation, a biogas plant, a sewage treatment plant, solar panels, mini windmills, movement- and climate-sensing LED lamps and movement-sensing faucet will be among the green features.
At least 10 percent of the power requirement, including 80 to 90 per cent of the hot water requirement, will be met through solar energy. To top it all, the building will be provided a green roof with a landscaped roof-top garden.
The first phase of the project, estimated to cost Rs. 70 crore, is expected to be completed in two years.

The group, which has had its share of success with homeopathic clinics - Advanced Research and Training for Health (Arth) - launched four months ago, is adding five more clinics by the month end in Thiruvananthapuram, Kollam, Shornur, Palakkad and Thrissur.
Rekha C Babu, Ceo of the company, said Arth clinics being set up in the hub and spoke model, have registered month-on-month profit. "On per-doctor analysis, there is almost 100 % increase in their revenue. The talent pools from this largely unorganised sector are phenomenal and while its corporatisation may be attributed to the 60%, 70% month-on-month growth. We don't want to get carried away with the initial growth and hope to stabilise at around 30%, the projected market growth in this sector."
Homeopathic sector is expecting a turnover of Rs 4,600 crores and Kerala is expected to contribute Rs 800 crore to this, of which Arth is looking to sit tight on 10% market share by opening 45 clinics by the year end.
The company's venture into Ayurveda is also calculated with BCG group not wanting to market itself as panchakarma centre focusing on youth and rejuvenation but on the four branches of Ayurvedic treatment - Rasayana, Vajeekarana, Salya and Manasikam. BCG group will open 25-30 bed Ayurvedic hospitals in Kochi and Tiruvananthapuram.
As part of its Rasayana treatment, the first Kayakalpa treatment centre Veda Vaidyasala has started functioning at Palarivattom, Kochi. This centre is currently researching the benefits of the treatment.
"The Kayakalpa Kuti will accept only one patient at a time and currently the team is researching the results shown by a patient who had very low sperm count. Kayakalpa treatment has shown tremendous results in his case," she said.

BCG Health Care will set up its professionally managed homoeopathic polyclinio ARTH (Advanced Research and Treatments in Homoeopathy) in Thiruvananthapuram within 15 days.

THIRUVANANTHAPURAM: A group of private hospitals, in a move to ensure better care for senior citizens, have decided to offer them discount in the treatment expenses. As per the talks the managements of four leading private hospitals had with the Senior Citizens Friends Welfare Association, it has been decided to offer 10-15% cut in treatment cost for the senior citizens of the state.
Kerala Institute of Medical Science (KIMS) in Anayara, Sree Uthradom Tirunal hospital in Pattom, Cosmopolitan Hospital in Pottakuzhi and SK Hospital in Pangode are the four hospitals which have signed an agreement with the association. "This will be a big solace for the senior citizens, especially for those who are finding it hard to meet the expenses. The agreement is that the senior citizens coming with the identity card of the association will be given the discount," said state secretary of the association Amaravila Ramakrishnan Nair.
The association is now engaged in talks with the private hospital managements in Ernakulam and Kozhikode also. "We had one round of talk with the hospitals there. The initial responses are positive and we hope that we can sign an agreement with them soon," said senior vice president of the association R Rajan.
Apart from this the association also held talks with some self-financing medical college managements to implement the system there too.
The association has also submitted a memorandum to the state government seeking special geriatric wards in all government hospitals in the state. "We have demanded wards for the senior citizens in those hospitals where there is an inpatient facility. At present the government has committed to set up geriatric wards in all taluk hospitals, which is not sufficient," said the association leaders.

As many as 23 reputed companies from the country have expressed interest in preparing the detailed project report for establishing a ‘Global ayurveda village’, planned by the Kerala Industrial Infrastructure Development Corporation (KINFRA), in Thiruvananthapuram.
The State Government has allotted Rs 5 crore for the initial works. The village is expected to be located near the Ponmudi area.
G Muraleedharan, special officer of the project, KINFRA, said that the first phase of the project is expected to commence within a year. The Rs 200-crore project in three phases will be completed in four years.
“Ayurveda will be branded with the support of the government to attract people from all over the world. It is estimated that 200 acres of land is needed for the project, which will meet all the international standards”, he said.
A wellness centre specialising in diabetes will be established along with an immunity centre and proctology clinic. A tie-up will be made with all the agriculture universities and other related organisations in the country for sharing the most modern techniques for medicinal plant cultivation.
Around 100 acres of land will be utilised for the cultivation of plants having medicinal value. Land very near the Western Ghats, which will be most suitable for the medicinal plants, will be selected.
“Tele-medicine and tele-health care will be promoted to serve people from anywhere in the world. Video conferencing will help the doctors examine the patients and support them for the treatment,’’ Muraleedharan said.
As this project is on a public-private partnership (PPP) basis, the investors will be given the opportunity for promoting health tourism. Environment-friendly huts and cottages will be constructed to attract more tourists to this village, which will have specific standards to meet the demands of international tourists.
As of now, there is no coordination between Ayurveda colleges and universities to share the scientific developments in this sector. As part of documenting the innovations in Ayurveda sector, a software is being developed and the documents from all the colleges and universities will be incorporated in the website.
All supporting departments for the treatment will also come up at the village. This village will be a one-stop destination for all the available Ayurveda treatments in the country using all the modern scientific developments.

As many as 23 reputed companies from the country have expressed interest in preparing the detailed project report for establishing a ‘Global ayurveda village’, planned by the Kerala Industrial Infrastructure Development Corporation (KINFRA), in Thiruvananthapuram.
The State Government has allotted Rs 5 crore for the initial works. The village is expected to be located near the Ponmudi area.
G Muraleedharan, special officer of the project, KINFRA, said that the first phase of the project is expected to commence within a year. The Rs 200-crore project in three phases will be completed in four years.
“Ayurveda will be branded with the support of the government to attract people from all over the world. It is estimated that 200 acres of land is needed for the project, which will meet all the international standards”, he said.
A wellness centre specialising in diabetes will be established along with an immunity centre and proctology clinic. A tie-up will be made with all the agriculture universities and other related organisations in the country for sharing the most modern techniques for medicinal plant cultivation.
Around 100 acres of land will be utilised for the cultivation of plants having medicinal value. Land very near the Western Ghats, which will be most suitable for the medicinal plants, will be selected.
“Tele-medicine and tele-health care will be promoted to serve people from anywhere in the world. Video conferencing will help the doctors examine the patients and support them for the treatment,’’ Muraleedharan said.
As this project is on a public-private partnership (PPP) basis, the investors will be given the opportunity for promoting health tourism. Environment-friendly huts and cottages will be constructed to attract more tourists to this village, which will have specific standards to meet the demands of international tourists.
As of now, there is no coordination between Ayurveda colleges and universities to share the scientific developments in this sector. As part of documenting the innovations in Ayurveda sector, a software is being developed and the documents from all the colleges and universities will be incorporated in the website.
All supporting departments for the treatment will also come up at the village. This village will be a one-stop destination for all the available Ayurveda treatments in the country using all the modern scientific developments.

Fertility centre opened; better cardio, neuro treatment for children
The government will strengthen the infrastructure of SAT and Medical College hospitals, which are premier public-sector tertiary care institutions, Health Minister V.S. Sivakumar has said.
The government intended to make MCH a referral tertiary care hospital in the true sense, by strengthening facilities in taluk hospitals and thus reducing the number of patients at the MCH. He added he would soon convene a meeting of all doctors and stakeholders to discuss how the functioning of MCH could be made more efficient.
He was inaugurating the new fertility centre and a host of sophisticated and specialised paediatric treatment facilities at the SAT hospital on Thursday. The fertility centre, the first in the public sector in the State, is equipped to offer ART-aided sophisticated fertility treatments such as IVF.
New generator
Mr. Sivakumar said that the government would sanction Rs.48 lakh for a new generator for SAT, as maintaining uninterrupted power supply was important for the efficient functioning of the new treatment facilities. A 10-bed paediatric intensive care unit, 10-bed high dependency unit and a Level III 20-bed neonatal ICU, all of which provide specialised care for infants in a critical state of health were also opened here. Well-equipped paediatric neurology and paediatric cardiology centres and a central oxygen plant are the other additions in the new golden jubilee block.
Play zone too
A play zone for children, something which had been sorely lacking in SAT hospital, which has over 300 child inpatients at any time of the year, also became a reality on Thursday.
The play area for children was set up with the funds provided by the Medical College Alumni Association and AKMG, the association of MCH doctors abroad.
The government, in consultation with the NRHM, would also make CT scan facility available for SAT hospital immediately, he added. The re-location of the casualty wings in both SAT hospital and MCH would be completed before December this year.

The government hospital at Parassala will be upgraded as a taluk headquarters hospital and will have more resources and staff to provide better patient care services, Health Minister V. S. Sivakumar has said.
Mr. Sivakumar said that projects totalling Rs.5 crore would be implemented at the hospital, with contributions from the government and the local area development funds of MLA A.T. George.
The Minister, who was at the hospital to lay the foundation stone of a new patients’ waiting area, held detailed discussions with the hospital administrators, Mr. George, and other representatives of the local bodies regarding the hospital’s requirements.
Surgical block
The projects for the hospital include construction of a surgical block and an OP block.
It has also been decided to appoint two more doctors at the hospital so that the casualty wing can be run efficiently round the clock. At present, there are only two doctors in the casualty wing. Mr. Sivakumar said that two more gynaecologists would be appointed in the hospital.
2,000 patients a day
Over 2,000 patients visit the hospital daily in the OP and casualty wing.
At present, the hospital has specialty OPs in general medicine, surgery, gynaecology, paediatrics, dentistry, orthopaedics, and ophthalmology. There is a demand to add two more specialty clinics in dermatology and psychiatry.
The hospital has a sanctioned bed strength of 119, while it actually provides 219 beds in in-patient wards.
More nurses
However, as in the case of most government hospitals, the Parassala hospital too does not have proportionate nursing staff strength to provide better patient care.
The Minister said he would look into the shortage of nursing staff and would provide additional hands through the National Rural Health Mission (NRHM).

The Women and Children Hospital at Thycaud, the Grandma among the government hospitals in Thiruvananthapuram, has received the accreditation from the National Accreditation Board for Hospitals (NABH). This is the first women and children hospital in India to get the accreditation.
During Travancore monarchy, the hospital had started as a dispensary. In 1914, it was transformed into a fully-equipped hospital, which also was the venue for the first caesarean section in Kerala.
As of now, there are 138 hospitals that have got the NABH accreditation in the country, a majority of which are in the private sector. Of the eight accredited hospitals in the state, this is the second hospital in the public sector to get accreditation.

The Regional Institute of Ophthalmology here will soon sport a new look. The opening of the new Casualty Block, the inauguration of the construction of the Speciality block and the functional inauguration of surgical equipment will be held on September 19.
The function to be presided over by K Muraleedharan MLA, will be attended by Health Minister V S Sivakumar, Works Minister V K Ebrahim Kunju, Mayor K Chandrika and Shashi Tharoor MP.
Along with the inauguration of the new hospital blocks, a new medical-cum-optical shop to be run by the HLL Life Care will be inaugurated by Shashi Tharoor. The shop will sell spectacles and intra-occular lenses in addition to medicines at reasonable cost.
While the biomedical waste of the hospital is managed by IMAGE, the bio-waste will now be managed by a new biogas plant that has been set up on the hospital premises. The inauguration of this plant will be done by the Mayor.
The new casualty block built at a cost of Rs 50 lakh will have examination rooms, emergency theatre and duty rooms. The classrooms and lab for the new BSc optometry courses have also been set up in the new building.
Some of the new equipment that have been purchased include the Vitrectomy machine, sophisticated operating microscope, phaco machine and air conditioners.
All these facilities are expected to improve the care given to patients, the number of which has risen from 10,000 in 1999 to over 2 lakh in 2011 in the outpatient section and from 7,000 to over 9,000 in the case of in-patients.
While the number of major surgeries conducted in the hospital was 4,500 in 1999, it was over 7,655 in 2011.

New emergency ward for eye hospital
The new emergency ward at the Regional Institute of Ophthalmology here and various development activities at the hospital will be inaugurated on Wednesday at 11 a.m.
Minister for Public Works V.K. Ebrahim Kunju will inaugurate the new ward constructed at a cost of Rs. 50 lakh. The ward will accommodate examination rooms, an emergency theatre, duty rooms, a laboratory and classrooms for the B.Sc. Optometry course.
Specialty block
Minister for Health V.S. Sivakumar will inaugurate the second stage of construction of a specialty block and installation of modern surgical equipment. The estimate for the development of this block is Rs.18 crore, according to a press release issued here.
The first stage of construction was completed with Rs.2.5 crore. Four floors will be built at an estimated cost of Rs.7 crore in the second phase.

The minds that tide through the crests and troughs of illusion, on reaching the lanes of art, turn tranquil in the journey forward. Forgetting the hard-hitting undercurrents of the heart, their thoughts melt in the depths of colours.
Sans imaginative grandiose, the paintings by the patients of Government Mental Health Centre, Peroorkada, are subtle in their own way. For the first time in the city, these works of art are being unveiled to the public for four days beginning Thursday at the painting exhibition ‘Varnavismayam’ at Vyloppilli Samskrithi Bhavan.
Ranjith Ramachandran, who is coordinating the exhibition, says, “I realised their talent on meeting them in March this year. I gave them enough materials to draw and paint, to make them ready for an exhibition. Every month, I bring the materials for them to draw.” Seventy paintings are getting ready for the exhibition.
The women inmates at the rehabilitation centre are trained on all days from 10.30 am to 1 pm to draw. “Some would have a talent to draw, whereas others need to be trained. Before initiating them into the work, we engage in a conversation with them to identify their nature and give them designs to do. Only after doing some trial works would they start making the original works,” says craft instructor Ammini R.
A majority are glass paintings, whereas works on canvas and embroidery too are visible. ‘’Works of people suffering from varied kind of illnesses will be displayed at the exhibition. Of these, there are patients with bipolar disorder, schizophrenia, mood disorder etc. On the last day of the exhibition, those interested could buy the paintings. We consider this a good start, as in future, we would definitely consider making it grand,” says G Sunil Kumar, Superintendent of the Centre.
The exhibition would be inaugurated by K Muraleedharan MLA at Vyloppilli Samskrithi Bhavan at 10 am on Thursday.

Dr G Velayudhan is most known for being the first male doctor in the state to specialise in gynaecology. Founder and Chief Medical Officer of the GG Hospital at Murinjapalam, he earned his fame as an expert in dealing with complicated pregnancies, unexplained foetal loss and premature deliveries.
He was also one of the first doctors to administer heparin during pregnancy to prevent clotting of blood in blood vessels. But what was kept under wraps about this highly successful gynaecologist, was the fact that he is the man behind the daily breakfast scheme for children in as many as 70 schools in the district.
The GG Charitable Trust, (to which Dr Velayudhan has given his earnings), with support from public, runs the breakfast scheme, the beneficiaries of which cross the five-figure mark.
Folded banana leaves in the shirt pockets of school students was what caught Dr Velayudhan’s attention. Coming from economically weak families, all the food that these students had was the rice gruel provided on these leaves at school for lunch. ‘’It was Rajendran Pillai, the then headmaster of Kumarapuram UP School, who first told me that almost 65 out of the 300 students there came to school without breakfast. We decided to give them ‘idli’ and ‘sambar’ prepared in the hospital canteen,’’ recalls Dr Velayudhan.
And some ‘idlis’ they were. ‘’King-sized’’, recalls Rajendran Pillai, who then took the initiative to expand the programme to other schools in the city. ‘’The results were remarkable. The drop out rate declined, the children were happy and we could even notice a behavioural change in them,’’ recalls Rajendran Pillai, now retired from service, but still a member of the GG Trust.
While Rajendran Pillai and Dr Velayudhan were expanding the initiative, the City Corporation took over the scheme. This gave the duo a chance to take their activities to the rural sector, both in the coastal villages as well as schools in remote hilly areas. Needless to say, it was a blessing to students from these areas, whose parents had to leave home early for a livelihood.
‘’We provide only a fraction of the school’s needs as we believe the breakfast scheme has to be run with public support. Public support ensures public monitoring, which is essential for any such programme,’’ says Rajendran.
Now an octogenarian and confined to a wheel chair, Dr Velayudhan says he could never walk past anyone who was hungry, even in his student days. ‘’I used to have a classmate at medical college who used to faint quite frequently. Probing a little, I found that he slept on shop verandas and had little or no food. I persuaded our mess secretary to take him as a free boarder or at least give him food. It was tough, but finally he was taken in,’’ says Dr Velayudhan, his eyes smiling through the gold-rimmed glasses.
He lent his hand to many throughout his student and professional life and continues to do so even in his retired life. Apart from the breakfast scheme in schools, he has adopted an island village Panathura, has built houses for the homeless in Kadakampally, has been financing the studies of many students at various schools and funding various welfare programmes for over 300 urban BPL families. He also used to run free clinics at both Attingal, his hometown, as well as Varkala, and is continuing with his charity work even though his movement is restricted.
Before signing off, we ask Dr Velayudhan why he chose gynaecology as a subject of specialisation. ‘’After me, my mom had a forceps delivery and the baby died. The next time she delivered, the baby had a genetic problem. Probably this was one reason,’’ he says with a faraway look in his eyes.
‘’But the first cry of a baby always excited me. The wonder of it all never stopped to amaze me,’’ he says. And the perennial smile was back on his face.

HLL Lifecare, in collaboration with the Kerala Government, has set up a fair price outlet for ophthalmic products, including spectacles, lenses and frames at the Regional Institute of Ophthalmology.
Health Minister V S Sivakumar in his address said that the fair price outlet would be a blessing to the poor patients. ‘’At present, there is no price regulatory mechanism on the sale of ophthalmic products in the private sector; the prices are fixed by the sellers,’’ the Minister pointed out. K Muraleedharan MLA inaugurated the Lifecare Centre. Works Minister V K Ebrahim Kunju, Mayor K Chandrika, Trida chairman P K Venugopal, councillor Kumari Padmanabhan and HLL Lifecare director K K Suresh Kumar were present on the occasion. The Lifecare Centre, set up at the Government Eye Hospital here, will sell the ophthalmic products at affordable prices, with a rebate between 20 and 60 per cent compared to the open-market rates. HLL, founded in 1966, opened the centre as per the request of the Regional Institute of Ophthalmology. In October 2011, HLL Lifecare, the mini ratna public sector undertaking, had made a bold market intervention to open the first such fair price outlet - Lifecare Centre - at Thiruvananthapuram Medical College to sell surgical implants and consumables at a rebate of 40 per cent to 60 per cent. The centre, aimed at ensuring quality and affordability, has been working round-the-clock.

‘108’ ambulance service has created history of sorts by marking 50 successful deliveries inside the ambulances run by it in the state. The record was set while Viji, 30, residing at Chempakamangalam, delivered a baby around midnight on Wednesday while being rushed to the hospital in the ambulance.
Viji had developed labour pain around midnight and called 108 ambulance for help. En route to the Medical College Hospital, the mother went into labour and the Emergency Management Team (EMT) of the 108 ambulance helped her deliver the baby. Around 1.15 am, a baby boy was born just as the ambulance was parking itself on the roadside. There were no complications.
After the baby boy was born, the pilot of the ambulance rushed the ambulance to the nearest CSI Mission Hospital, Kazhakkoottam. EMTs ran into the emergency room to alert doctors and nurses of the birth so that they could take over the care of the mother and child.
Although Viji said she was in severe pain during labour, she and the baby were doing well, said Nabeel A, Emergency Medical Technician.
“This is a proud moment for us at 108 to have achieved half a century in successful deliveries in Kerala. All our EMTs are specially trained in emergency child delivery. It also brings in a great sense of satisfaction for our entire team to be able to help people when they need maximum support,” Radheesh V, Project Head, 108 Ambulance, said.
The call centre at Technopark here, which operates on a 24-hour basis, immediately activates the nearest ambulance that could be located. The medical technicians then provide the patients with appropriate first aid and subsequently the patients are transferred to the nearest hospital for further treatment. Incidentally, the 108 ambulance doesn’t carry corpses and cases which don’t need emergency requirements or assistance.

Under a new scheme, people on regular medication will have medicines dropped at their doorsteps at reduced rates. To start with, the scheme will be implemented in Thiruvananthapuram district, and it will spread to other districts in due course.
Kerala Medical Services Corporation (KMSCL) on Friday launched the family medicine card under Karunya Community Pharmacy scheme. People can register under the scheme by providing the doctor’s prescription along with an advance payment of Rs.5,000.
KMSCL will provide the required quantity of medicines to such persons whenever required or once every month at their doorsteps. The medicines will be provided at a discount ranging from 20 to 90 per cent. The registration has begun and the patients will be able to avail the facility from November.
Health minister VS Sivakumar released the family medicine card and the Loyalty bonus card at a function here on Friday. Under the Loyalty Bonus card scheme, those buying medicines directly from the outlets can get an additional benefit of one percent discount and bonus points.
One can get the card free of cost on a one-time purchase of medicines worth Rs.5,000.Otherwise, the card would be available at Rs.50. As many as 35 new Karunya community Pharmacy outlets would be started in this year in the government medical colleges, district hospitals and general hospitals, the minister said.

THIRUVANANTHAPURAM: Bed-ridden patients, who require medical care, can now avail it right at their homes. The city corporation on Monday launched its palliative care units in the capital as part of the World Elders' Day observance. The project, titled 'Santhwanam', envisages cost-free, high-quality treatment for economically backward people suffering from severe ailments.
On the first day, the unit comprising a corporation nurse, a National Rural Health Mission (NRHM) nurse, two volunteers and two health inspectors visited the Thampanoor, Vazhuthacaud and Palayam wards. The service is being offered in 22 wards under the Fort zone in the first phase.
Palliative care OP facilities will be made available at the Fort hospital on the first and third Saturdays of every month as part of the initiative. "Everything, including the check-up, care and medicines, will be given free of cost. The project is being implemented at a cost of Rs 20 lakh," said health standing committee chairperson S Pushpalatha.
The team will visit Chalai, Manacaud, Kuriathy, Attukal and Kalippankulam wards on Tuesday.
Those who wish to avail this service need to file an application at the corporation office with details regarding their name, age, address and type of ailment.

Trivandrum: In a first of its kind initiative in India, Hewlett Packard India has deployed a mobile and static Virtual Palliative Care solution for the Thiruvananthapuram based charitable trust, Pallium India. The technology platform that will digitally connect doctors and terminally ill patients has been developed by HP India Enterprises Services Healthcare vertical in collaboration with HP Labs.
The deployment of the Palliative Healthcare solution was inaugurated by Smt. Mariamma Oommen in the presence of Marshal Correia, VP - Enterprise Services, HP India; Girish Kumar, Head - Healthcare & Life Sciences, HP India and Dr. M R Rajagopal, Director, Pallium India, at a function held here today.
Giving details, Girish said, “This solution connects the patients and the medical faculty using ICT. Two studios have been set up, one at the Pallium India headquarters at Pattom and another at Karunya Vishranthi Bhavan at Kattela, a destitute home run by the Malankara Orthodox Church in Trivandrum. The remote location is equipped with basic digital healthcare and diagnostic equipments like digital stethoscopes and digital ECGs to facilitate patient testing. A similar set-up is also deployed in an AC bus as a mobile centre. The vehicle can be used as a mobile clinic to give remote consultation by doctors through video conferencing and digital diagnosis in far flung and rural areas. The bus can also be used for training activities of rural medicos. “Although this is an imperfect substitute for face-to-face consultation, this is a better solution and substitute for some care where there is no care”, Girish added.

He was speaking after inaugurating a Continuing Dental Education programme on craniofacial anomalies at the Dental College.
The services of doctors from 17 specialisations would be made available at the centre. The government has sanctioned Rs.7 crore for an additional block and an operation theatre at the college. The Public Works Department would soon begin construction works of the same, he said.
The scheme to set up dental colleges at the medical colleges in Thrissur and Alappuzha is progressing apace, he said adding that Rs.2.5 crore had been sanctioned for each college.
The government also proposed to strengthen cancer detection infrastructure in the pathology wings of dental colleges.
Advanced cancer care that is now available only at the Regional Cancer Centre and at the Malabar Cancer Centre would be extended to medical colleges, general hospitals and district hospitals, in a phased manner. The government had earmarked Rs.6 crore each for the medical colleges in Kottayam and Alappuzha for setting up tertiary cancer care centres, he added.

Steps will be taken to start the first Craniofacial Anomalies Centre in the state at the Government Dental College here, said Health Minister V S Sivakumar here on Friday.
Inaugurating the CDE on Craniofacial Anomalies, Sivakumar said that an amount of Rs 7 crore had been allotted for an additional block and an operation theatre at the Government Dental College here.
The construction of the new block will be started by the Public Works Department soon.

A year after it was kicked off, the ‘Arogyakeralam’ Palliative Care Project is set to reach hundreds of needy patients in the city very soon. The project, that caters to the terminally ill, bedridden patients with the promise of financial and emotional support, was launched by the government last year.
The identification of patients, concluded last month, has put the figures in the capital city at 500 and medical treatment for some has already begun.
Envisaged under a first-of-its-kind palliative care policy, the state government had conceived the project wherein the bedridden patients are treated and consoled through a network of home care services neatly blending the support of community, local self-governments and health care centres.
The project implemented by the Institute of Palliative Medicine has the support of National Rural Health Mission (NRHM).
Though only a month old with the patients, the palliative care volunteers have sensed that it is more than just physical help that they need.
‘’Around 500 patients have been identified now and we have already started giving them the medical aid. We have come to realise that the patients are not only looking for physical help but are in need of emotional and financial support too. This is only a beginning and with time we hope to fulfil the needs of the patients who we take under our wings,’’ said Vijayakumaran, a social worker and one of the main coordinators of the programme.
Shabhana Sheikh and Sreekumar, two other coordinators who have been promoting the idea among people and inspiring many to turn volunteers under the programme, also air the same view. They really hope more volunteers would add to the reach of the programme.
Presently, the patients identified under the project can seek medical aid at four hospitals - Fort, Poonthura, Kadakampally and Nemom.
Eighty Corporation wards have been divided into four sections and the patients in respective wards are to utilise the service of the respective hospitals. A fifth primary centre at Vattiyoorkavu would soon be ready with the medical aid, covering the rest of the 20 wards, volunteers said.
The transportation facilities for the patients to the hospital will be arranged by the City Corporation if necessary.
ASHA workers, anganwadi teachers and residents’ associations are also putting in their bit to take the programme to more needy patients.

The Government Medical College, Thiruvananthapuram, will function as a purely referral institution offering tertiary-level patient care from January 1.
Other Government Medical Colleges across the State will also be made referral institutions in phases, once the system is piloted and perfected at the Thiruvananthapuram Medical College Hospital.
Though there have been several Government Orders since 1975, announcing the implementation of the referral system in the health sector, these could never be effected at the practical level as there were no proper guidelines for its implementation.
The referral system is being piloted on the basis of a set of guidelines and protocols developed by the Clinical Epidemiology Research and Training Centre (CERTC) at the Thiruvananthapuram MCH, which had been engaged by the government last year for the purpose.
In the initial phase, the referral system will be effected only in four specialties — General Medicine, Paediatrics, Obstetrics and Gynaecology, Orthopaedics — which are some of the busiest departments at any medical college.
Minister for Health V.S. Sivakumar, who addressed a sensitisation workshop for medical officers in Health Services as well as senior department heads from the MCH on referral system protocols here on Thursday, said the government was in the process of improving the staff strength and infrastructure facilities at the primary and secondary level of healthcare institutions in order to equip these to handle the referrals .
He said the basic infrastructure in most government hospitals — including the provision of diagnostic services such as X-ray or ECG — at the secondary level of institutions would have to be improved. The gaps in facilities and services at five taluk hospitals would have to be essentially filled to initiate the referral system.
Apart from doctors, staff nurses and other categories of hospital employees will also undergo training in the coming days.
The CERTC prepared the first draft of referral system guidelines after a series of discussions with doctors from the medical college and senior Health Services officials. These were vetted by a group of senior health professionals outside the health system.
The referral guidelines clearly tell doctors that patients may be referred to a higher-level hospital only with definite and convincing indications and the official procedures to be followed. The provisional diagnosis by the first treating doctor will have to be clearly noted and necessary information/counselling should be given to the patient who is being referred.

Scientists at the biophotonics laboratory of the Centre for Earth Science Studies (CESS),Thiruvananthapuram,have developed a camera that has made early detection of cancer easier and cost-effective.
The camera,which works on diffuse reflectance imaging system (DRIS),gives distinct images of cells with poor blood flow discriminating them from nearby healthy ones.
The DRIS technology makes it possible to photograph and highlight less oxygenated haemoglobin cells.`This camera is highly sensitive and can capture premalignant and malignant cells in white light based on the blood flow pattern in them, said Dr N Subash,senior scientist and head of CESS department of atmospheric sciences.
The initial results of its clinical trials are very encouraging.The camera could successfully detect oral cavity cancer in almost 98% of the patients during clinical studies done at the Government Dental College and Regional Cancer Centre,Thiruvananthapuram,in different phases.
We screened 96 patients affected with buccal cavity cancer and 34 healthy volunteers in the first phase of trials at the Government Dental College.Results showed 98% accuracy in comparison with the results of biopsy done on the same patients, said Subash.
Oral cancer is the third most common disease and constitutes 16.5% of all cancers with relatively high incidence rates of 21.5 and 12.8 per 100,000 men and women.
The scientists restricted the use of camera to detection of oral cancer during trials `` as it is easier and patients did not feel uncomfortable to assist the campaign.
Currently we are finalising results of another round of trials done at RCC.Performance of the camera and the detection rate have been encouraging.We will be modifying the camera based on the results and feedback.We hope that the camera will be soon ready for use by oncologists, said Subash.
The technology could be used for early cancer detection in organs which have squamous epithelial cells including the gastro-intestinal tract,stomach,colon etc.The camera can be used for endoscopy also,he said.
As clinical diagnosis based on DR imaging is possible in near real-time,there is practically no waiting period.It could be a suitable tool for guided biopsy and for mass screening to detect pre-oral cancers,CESS scientists said.

United Kingdom is looking at opportunities to partner with Indian entities in the primary care sector by scaling up the standards of healthcare delivery. As a pilot project, UK government is in talks with the government of Kerala for upgrading the services of three government primary health care centres in Thiruvananthapuram district.
In India, the healthcare sector, especially in the hands of the private sector, has been growing mainly in the tertiary care segment, while the primary care that lies in the bottom of the pyramid has almost been neglected.
“On the other hand UK has a robust primary care sector with large networks of general practitioners. The expertise of the country in healthcare delivery, research and education can be utlised to set up a good primary care system in India and this will ease the burden on the tertiary care segment,” said Mike Nithavrianakis, British deputy high commissioner in Chennai and ex-officio president of Indo-British health initiative (IBHI).
“The collabration can happen in different levels. The state governments can partner with British entities to upgrade the existing primary health centers (PHCs). Further, there could be public-private-partnerships in primary health care. In the private sector, family-run businesses or corporate entities who are keen to enter healthcare can also consider joint venture partnerships with UK hospitals and GP networks,” he added.
In UK, the large networks of general practitioners are keen to enter the high-growth Indian market. Besides, British universities and hospitals also are interested in providing training and technical assistance to Indian entities.
As a pilot project, the UK government is in talks with the state administration of Kerala and three PHCs in Thiruvananthapuram have been identified for the purpose. Under the partnership, UK government will be probably introducing palliative car, diabetes care, providing advanced training for doctors and specialty training for nurses.
The UK government also is keenly looking at the growing medical devices market in India. The Diabetes Summit happening in Chennai on December 18 and 19, will witness the participation of 15 medical technology companies, apart from 20 British Universities.

The service of doctors will be available 24 hours at various community health centres and primary health centres in the district from December 10.
Health Minister V S Sivakumar said that the service of the doctors would be available round-the-clock at the 17 community health centres and the two primary health centres in the district.
Twenty-one doctors from the NRHM have been appointed for making available the service 24 hours. The community health centres at Palode, Attingal, Fort, Puthanthoppu, Manamboor, Kanyakulangara, Kesavapuram, Vithura, Venpakal, Vizhinjam, Vellarada, Vellanadu, Pulluvila, Poonthura, Perungadavila, Poovar and Nemom will have the 24-hour service.
Pozhiyoor and Chenkal Public Health Centres will also have the round-the-clock service of doctors.
Sivakumar also said that doctors would be available from 8 a.m. to 8 p.m. at the community health centres at Vamanapuram and Malayinkeezh.
The same service will be available at the public health centres at Balaramapuram, Tholikodu, Valiyathura and Perumbazhuthoor.

The American association of physicians of Indian origin (AAPI) is planning to open an institute for healthcare quality and safety in Thiruvananthapuram. Aiming to strengthen the relationship between patients and their clinical caregivers, and to ensure quality in healthcare institutions, this venture would be set up in association with the Kerala government and Thiruvananthapuram Medical College alumni association.
The institute would come up in the campus of the medical college, and the AAPI has identified the location, said Dr Narendra Kumar, president of AAPI. Dr Giridhar Gyani, secretary general of the Quality Council of India, is in Kerala now to discuss the project with the state government.
"The institute would be led by experts in various fields, mainly from abroad," said Dr Narendra Kumar.
The AAPI is the largest ethnic medical organization in the USA, and represents the interests of more than 65,000 physicians and about 35,000 medical students of Indian origin

IVF facility at Thycaud hospital soon
Women and Children Hospital gets NABH-accreditation certificate
A project report regarding the setting up of an infertility clinic at Women and Children Hospital, Thycaud, where in-vitro fertilisation (IVF) treatment will be offered has been prepared, Minister for Health V.S. Sivakumar has said. With the development of the IVF facility, the hospital would gain the recognition of being the one public sector hospital in the State to offer this treatment, he said.
Mr. Sivakumar was speaking during an official ceremony to recognise the Thycaud hospital as a National Accreditation Board for Hospitals and Healthcare Providers (NABH)-certified medical establishment here on Friday.
Generic medicines
The Minister said that distribution of free generic medicines that began in the five medical college hospitals in the State on November 1 would be started in district hospitals in two months. In six months, primary health centres (PHCs) would be roped in for this scheme.
“Free generic medicines will be provided to all, without considering BPL/APL status,” Mr. Sivakumar said.
He expressed concern over the spike in lifestyle diseases, and said that more screening facilities would be introduced in PHCs.
Mr. Sivakumar spoke about developing the Thycaud hospital into a national institute for mother and child care. “I have spoken to the Chief Minister who has pledged his support. We will soon initiate a phase by phase development of the hospital,” he said.
A Special New Born Care Unit (SNCU) was inaugurated by Minister of State for Human Resource Development Shashi Tharoor at the hospital.

Kerala has bagged a Rs.96-crore project from the Electronics and Information Technology Department, under the Union Ministry of Communication and IT, for developing an electronic demographic database and a hospital automation system.
Announcing the project in Thiruvananthapuram on Wednesday, Health Minister V.S. Sivakumar said the State government would invest Rs. 9 crore in the project, while the Centre would bear the rest of the project cost of Rs.87 crore.
This is a first-of-its-kind e-health initiative in the entire country, which envisages a central data server which would have all health and demographic data of the population and which would be linked to the HMIS (Health Management Information System) projects of all health institutions in the State, right down to the level of sub-centres.
Electronic records
“In a nutshell, we are moving towards developing the electronic medical records of every citizen. A valuable population-linked health data base, this would be a vital record for the State’s health planners. It is an ambitious project and a major task for Kerala because we are being given the mandate to develop a prototype which could be used for the rest of India too,” Principal Secretary, Health, Rajeev Sadanandan, said.
The pilot project would be developed for Thiruvananthapuram district first and then extended to Kollam, Alappuzha, Idukki, Ernakulam, Kasargod, and Malappuram districts.
Two parts
The e-health initiative has basically two arms. A central data server, which holds the health data of all citizens, which can be accessed using the Unique Identification Number (UID) by all clinicians from any health institution in the network.
The second part of the project is the computerisation of all health institutions to link all wings inside a hospital, making hospital administration and processes easy for a patient.

The Tropical Botanical Garden Research Institute (TBGRI) plans to take forward its research for an anti-HIV drug with the help of the Rajiv Gandhi Centre for Biotechnology (RGCB). A poly-herbal potion developed by TBGRI had earlier shown satisfactory response during clinical trials on three HIV patients but further research was stalled owing to lack of facilities and funds.
"The anti-HIV herbal drug was developed from medicinal plants and it had shown satisfactory results. We need further research and clinical trials to document it scientifically but we lack advanced virology labs and financial backing for that. We will hold discussions with RGCB for a collaborative research," TBGRI director P G Latha said.
She said a number of indigenous medicinal plants have anti-HIV properties but the institute would need more tests to confirm them.
"There is a lot of scope for further research. The clinical trials that we did were started only after informing patients about the procedure though many had come forward for treatment," TBGRI former head scientist Dr S Rajasekharan said.
He said the medicinal plants in the poly-herbal concoction included immune boosters vishnukranthi (Evolvulus Alsinoides), ashwagandha (Withania somnifera) and bio-enhancer pippali (Piper Longum).
RGCB viral disease biology department senior scientist R Radhakrishnan said they were open to TBGRI's collaborative scientific research.

Advanced care
The liver clinic aims at enhancing levels of treatment and patient care for all liver and pancreas diseases at affordable cost, a spokesman for Global Health City said.
Information centre at the clinic here will function as nerve centre for information on how to manage patient care during health emergencies.
K. Ravindranath, Chairman and Managing Director, Global Hospitals Group, said an increasing number of patients are travelling to Chennai to meet in-house specialists. “It is for their convenience and in our endeavour to deliver timely treatment that we have started the liver clinic here.”
Global Health City is a one-stop destination offering advanced services for health problems and serious emergencies. “The people of Thiruvananthapuram and from the region can look forward to privileged services with personal care,” Ravindranath said.
SPECIALIST CLINICS
Apart from the periodic super specialist clinics with personal visits by specialists, the centre will also provide faster access to super specialist opinions and second opinions.
The centre will provide tips to patients undertaking the travel to Bangalore or Chennai so as to make it safer.

Sree Avittam Tirunal (SAT) Hospital, one of the largest tertiary-level public sector maternal and child care hospitals in South India, has managed to maintain a neonatal mortality rate (NMR) that is much lower than the national average this year too, despite the fact that almost 30 per cent of the babies born here are high-risk newborns with complex problems.
The annual report released by the hospital for 2012 indicates that its neonatal intensive care unit (NICU) maintained a NMR of 22 (per 1,000 live births), lower than the NMR in 2011, which was 23. The national NMR is 39.
“The national NMR is based on all live births across the country, a majority of which are not necessarily high-risk newborns. Our monthly NICU admissions are over 200 and all are high-risk cases,” says K.E. Elizabeth, superintendent of the hospital.
She says that given the limitations within which the hospital functions – its in-born nursery has 18 beds, while at any time, it has to accommodate 30 to 40 babies – the NMR it has achieved is remarkable.
The hospital handles nearly 800 to 900 deliveries a month, and nearly 35 to 40 per cent of the cases are high-risk pregnancies referred from peripheral hospital or neighbouring districts in Tamil Nadu.
Most babies have complex problems such as prematurity, respiratory distress, neonatal jaundice, birth asphyxia, infections, and a variety of congenital disorders.
In 2012, there were 9,278 live births at the hospital, of which 28.2 per cent or 2,619 babies had to be admitted to the in-born nursery (IBN). The out-born nursery (OBN) admissions (high-risk babies born in other hospitals and referred to SAT) last year numbered 1,794.
In 2011, the IBN admissions numbered 2,643, while the OBN admissions numbered 1,613.
Despite the increase in total admissions in 2012, the hospital managed to lower its IBN death rate to 7.86 per cent, against the 8.21 per cent in 2011. The OBN death rate too was brought down to 8.2 per cent in 2012 from 9.6 per cent in 2011.
Dr. Elizabeth says the incidence of sepsis, a fatal condition for newborns, was just 0.5 per cent among all live births in the hospital last year.
The leading causes of deaths of babies here were complications of prematurity, respiratory distress, and Hyaline Membrane Disease requiring surfactant therapy. Nearly 22 per cent of the babies born in the hospital are preterm babies.
Surfactant therapy
Respiratory failure following surfactant deficiency is a major cause of morbidity and mortality in low birth weight or preterm babies. Surfactant replacement therapy is thus essential for reducing the NMR.
“Surfactant therapy is quite expensive as the drug costs about Rs.20,000 a dose and it could not be offered free of cost. Since January, we have been able to provide this drug to babies free of cost,” Dr. Elizabeth says.

The demand to upgrade the Government Fort Hospital into the taluk headquarters hospital has finally been approved. The hospital, set up under the rule of Travancore maharajas and one of the oldest in the district, will now be able to offer emergency services round the clock.
The government has sanctioned 36 new posts, including that of an assistant director, said health minister V S Sivakumar.
The hospital caters to the needs of over 2,000 patients in a day. Residents of the Fort, Palkulangara, Sreekanteswaram, Vallakadavu, Beemapally, Manacaud and Muttathara wards of the corporation are dependent on the hospital.

Thanks for the link, Mr Wilson. But if you did bother to read the article carefully, it mentions that the usual MCI requirements are being relaxed only for a select number of cities. Trivandrum is not on that list, as far as I can see. Unless you are privy to information to the contrary, it's status quo.
Moreover, the same article also mentions that Kerala has the highest ratio of medical colleges to the population in India, which is plainly evident since Trivandrum district alone probably has 6-8 medical colleges!
The point here is how pathetic the UDF Government's budget is for Trivandrum. This medical college farce is probably a last minute face-saver for our dear Minister, Mr Shivakumar, who's in a race to the bottom to be the Minister who's contributed the least to his constituency. Mani Saar must have thrown this bone his way, knowing full well that nothing will come of it.
Surely, not even you will have anything different to say about this budget?

Norms for Permission for Opening of Medical Colleges
The permission to open a medical college is based on guidelines for minimum bed, minimum number of qualified doctors etc.
The norms for setting up of a medical college are prepared by the concerned professional councils, after due deliberations and consultations and notified thereafter with the approval of the Central Government.
In so far as medical colleges teaching modern medicine is concerned, the Medical Council of India, with the prior approval of the Government, has relaxed a number of norms to facilitate setting up of more medical colleges, particularly in the backward and remote areas of the country. These revised norms inter-alia include the following:
(i) Land requirement relaxed from 25 acres to 20 acres throughout the country.
(ii) Land requirement relaxed from 20 acres to 10 acres based on permissible FAR/FSI in the Metropolitan and “A” Grade cities viz. Delhi, Kolkata, Chennai, Greater Mumbai, Ahmedabad, Hyderabad, Jaipur, Lucknow, Surat, Pune, Bangalore and Kanpur.
(iii) Permission given to set up medical colleges in two pieces of land in the states of Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh and West Bengal for a period of 5 years with certain provisions. Further, this has been extended to other States for utilisation of District hospitals by the respective State Governments.
(iv) In hilly areas, notified tribal areas, North Eastern States, Union Territories of Andaman & Nicobar Islands, Daman & Diu, Dadra & Nagra Haveli and Lakshadweep, the land can be in two pieces at a distance of not more than 10 km.
(v) Bed occupancy has been relaxed in North Eastern States & Hill States.
(vi) Requirement of infrastructure like institution block, library, auditorium, examination hall, lecture theatres, etc. has been rationalized for optimal use.
(vii) Companies registered under the Companies Act have also been allowed to establish medical colleges.
(viii) The ceiling on age limit for appointment of medical faculty has been raised from 65 to 70 years.
(ix) DNB qualification has been recognized for appointment as faculty to take care of shortage of faculty.
(x) The ratio of teachers to students has been revised depending on disciplines and availability of faculty.
(xi) Postgraduate and Graduate medical degrees of five English speaking countries (US, UK, Canada, Australia and New Zealand) have been recognized for practice in India.
This information was given by Minister for Health & Family Welfare Shri Ghulam Nabi Azad in written reply to a question in the Rajya Sabha today.

This is not the right thread to comment on the budget.I read his budget speech fully but didn't get time to go through the explanatory memorandum. Frankly speaking,it gives more importance to welfare schemes than development.

Mr Wilson, I am not talking about narrow constituency-based work. This is where you and I differ. You'd claim that three culverts and one public loo are more important than one deep-water port. And while I'd much rather focus on MVK's contribution to Trivandrum as a whole as the district's representative in the Cabinet, just as VSS is now, I'd have to highlight his contributions such as the expansion of Technopark (Phase III was acquired and commenced during his tenure in the Ministry), the Karyavattom Stadium and a lot of other specific projects within the erstwhile Trivandrum North constituency.
I voted for him twice in the Trivandrum North constituency, so I don't have to ask anyone else do I?
Mr.Surendran pillai did nothing when Mr.M.Vijayakumar, who was then the Hon. Minister for Ports shifted the Kerala Maritime Academy from Valiathura to Neendakara in kollam.
The KMA was moved to Needakara because of paucity of land at Valiathura. On that subject, what exactly did VSS do when the proposed shipyard at Vizhinjam was shifted to Azheekkal or against the abject neglect shown towards the project in general over the last two years? Did he even bother issuing a statement when the Government tried to change the development model of the port? That was left to Dr Tharoor and, of late, Mr Mercier as well.
Mr.Ajay, i am not a die hard supporter of Mr.V.S.Sivakumar.but I do believe that he is much much better than his predecessor Mr.Surendran Pillai.
So now the comparison is with Surendran Pillai, not with Dr Tharoor or MVK? Much easier, isn't it?
You can be die-hard supporter or not of whoever you please, but do show us at least one notable (that discounts culverts, drains, toilets and all such) and implemented achievement of the honorable Minister?

Oh really? I am sure you are aware of the work that was done during the tenure of the VS Ministry when over 1000 acres of land was identified near Poovar. Moreover, Azheekkal has a very shallow draft, how exactly do you propose a VLCC-class shipyard there? Perhaps build the supertankers on shore and get the ghalasis to drag them out to deep water??! :lol:

Did I ever say that the idea of having a medical college in this manner was a good one, be it LDF or UDF initiated? All I said was that even the underlying idea is from the LDF days? So even the poor idea is not an original one, so much for the honorable Health Minister.
You are so ideologically blinded that you'll defend anything that the UDF does, even that which is indefensible. There are a lot of UDF leaning folks here but even they will call a biased budget as such.
I have asked you on many an occasion to point out a single notable, tangible achievement of VSS or this Government as far as Trivandrum is concerned. Your silence speaks for itself more than anything else could.
Projects like Vizhinjam, Karamana-Kaliyikkavila road expansion, the MRTS, TCRIP-II, solid waste treatment and so on have not found even a mention in this Budget, and you still continue to sing praises of it. Either you have lost all touch with reality or you know something that not even Mani Saar doesn't! :lol:

Apollo has been circling Trivandrum for a long while now, I remember an ad calling for suitable land parcels several years ago. Our city is one of the busiest medical tourism hubs in India in addition to being a regional hub for medical services. I'll speak to a contact here in Boston who works very closely with leading global and Indian hospital chains, including KIMS and Apollo, and see if he has any inputs.

THIRUVANANTHAPURAM: Abu Dhabi-based New Medical Centre group plans to invest Rs 500 crore in healthcare sector in India, company's Chief Executive Officer B R Shetty has said.
The group aims to help in taking healthcare facilities in the country to international standards, Shetty, who is also the founder of the UAE Exchange, told reporters here yesterday.
The group would start its operations in India from the Kerala capital by taking over the SUT hospital here. The existing facilities in the hospital would be upgraded and new cardiology, orthopaedics, oncology units and trauma care centre would be set up in the hospital, he said.
Shetty said the group proposed to have a network of hospitals across the country and would be taking over some hospitals in Punjab, Rajasthan and Chhattisgarh soon.
Shetty said of the 22,000 Indians employed in NMC companies across the world, 80 per cent were from Kerala.
NMC India chief Sudhakar Jayaram was also present at the press conference.

Upgrading the Fort CHC to Taluk Hospital has created 36 additional posts, including that of seven speciality doctors, informed the Minister. The Health Minister, who opened the clinical lab, also inaugurated the construction of the KHRWS payward building by laying the foundation stone for the same.
As many as 14 rooms will be built in the payward building of 4,430 square feet that will be built at a cost of Rs 82.5 lakh.
The function at which the Minister made these announcements of upgrading the Fort CHC and subsequent development activities on Monday was presided over by Deputy Mayor G Happykumar.
The Minister said that the foundation stone for the new medical college in the city, combining the General Hospital and the Women and Child Centre, Thycaud, will be laid on May 30. This is the second medical college for the city since 1951.
The SAT Hospital also will get a new block for Rs 80 crore, of which Rs 20 crore has been sanctioned. As much as Rs 50 crore will be sanctioned for the development of the medical college, which will include a modern mortuary and ventilator facilities.
The functioning time of all CHCs in the district have been made 24 hours. The aim is to provide treatment facilities to all people by expanding the basic facilities, said the Minister.
With this in mind, generic medicines will be given free of cost from the primary level. The Minister also gave instructions to start fever wards in all taluk hospitals.

Recognising other Ministers who had played important roles to get things done is essential for the success of any project.Even hoardings should give importance to other ministers.
Mayor,Councillors and local MLAs may be important for inagurations.But it is not their primary role to be present for all inauguration(s) and meetings.

godsownpramod May 30th, 2013, 06:58 PM I am still not sure about the choice of place the new medical college , could have started the medical college somewhere near kazhakootam, so that part of the world is covered, kazhakootam is the fast growing area in the state, could have planned a little bit more, the railway medical college which was allotted to Trivandrum should locate somewhere in Nemom so the southern part of the city including people from the border should benefit , its also near to vizhinjam which another place in Trivandrum which is expected to have a rapid growth in future.
Now the already congested general hospital JN: and the Thycaud area will have more traffic blocks with the growth of the medical college.

Well the logic that you summarized above seems to have had no place in the decision to establish this institution. In this case, the intention was to have something to brag about at minimal cost and effort.
Otherwise, there's no justification for cobbling together two separate hospitals, that are already extremely congested, into one educational institution in the middle of a land-starved, bustling city.

I am unclear and confused at what they are attempting to do. On one hand, every time proposal for institutions of learning like IIT etc. are there for the city, attempts are made to move it elsewhere. Then suddenly, on its own. out from the blue, with a bang, comes this project.

sinu narayanan June 16th, 2013, 02:08 PM If all goes well, the Government Medical College Hospital (MCH) in the city will soon look clean and green. The state government has come up with a proposal to treat food waste generated on the hospital premises using biogas plants and has allotted funds for setting up seven biogas plants.
At a time when increasing food waste is posing a major environmental concern, the state government has entrusted Integrated Rural Technology Centre (IRTC), a Palakkad-based government agency, with the task of dealing with the issue.
As per the agreement, IRTC will carry out the entire task of collecting and disposing the waste. The agency has agreed to operate and maintain the biogas plants for five years.
The government has sanctioned Rs 3.5 crore for setting up the plants, which will use modern technology in treating the food waste collected.
According to officials, the decision to install biogas plants was taken in view of the large number of people coming to the hospital on a daily basis. The hospital, which is visited by more than 3,000 people a day, generates a huge amount of food waste.
With the setting up of the biogas plants, the food waste, as and when it is generated, will be fed into the biogas plants for production of methane gas. The gas formed will be routed to the stoves in the canteen kitchen through pipes.
“Instead of allowing the food waste to pile up and rot on the premises till the City Corporation vehicles arrive to clear it, we have decided to install biogas plants, which generate methane that can be used as cooking gas and for several other purposes. Apart from cooking, the incinerator in the hospital that is now fuelled by diesel will be made to operate using biogas once the plants start functioning,’’ said an official.
‘’Another issue that could be solved with the setting up of the biogas plants is the non-availability of hot water for the patients in SAT Hospital which had become a serious problem over the past several years,’’ said the project manager, Suresh Kumar.
The facility will certainly be a boon for the hospital authorities in keeping the hospital premises clean and generating the required gas for daily use of the entire MCH, he said.
“We will not only be saving money spent every day on disposal of waste, but also generating cooking gas. With the facility, we could save a good amount every month,” said an official. “More than savings, it is also an environment-friendly approach to tackle food waste,” he said.
The plants will be installed near SAT Hospital, Superspeciality block, in all three hostels and on the college premises. If things go as planned, the facility will be functional in a few months’ time.
