The Kasumbalesa Border Post Project - Facts, Figures & Benefits

o 54 offices for clearing agents and transporters.
o 9 X 18 m high lighting towers.
o Other facilities for border users: banks, shops, toilets, showers, dining area, etc.

v No. of Government agencies to be accommodated: 14
v Capacity:

o No. of entry trucks per day: over 600
o No. of exiting trucks per day: over 600
o No. of lanes: Total of 10 lanes
o No of trucks entering/exiting per hour: 90 trucks per hour at the entry gates, 60 trucks per hour at the exit gates
o No of passengers/ drivers to be processed through immigration desks: over 150 per hour

v Expected time for clearance per truck:

o 20 - 120 minutes assuming the clearing documents are available and complies with the Zambian laws.

v Number of employees: 250

o Highly sophisticated, state-of-the-art system for the purpose of traffic control
o Automated entry/exit lanes including license plate recognition technology, and automated axle counting technology.
o Fully automated Control Room to monitor the smooth flow of traffic in the terminal
o Advanced point-of-sale (POS) computerized cash machines
o CCTV cameras cover internal and external areas, including the ability to rotate and zoom.
o Public Announcement system

v Phase 2 of the Project includes: warehouses, additional offices, 1,000 sq/m of housing and a market
v Reducing costs of transport/trade

o The old Kasumbalesa border post had queues of 400-500 trucks (12-14 km) to cross the border, causing delays of 3-7 days for a single truck. The long queues translated to a loss of USD900 - USD2,100 per truck per trip!
o The new Kasumbalesa border has eliminated the long queues, while saving USD600 - USD1,800 per truck per trip and increasing the number of monthly return trips per truck.
o This means that either less trucks are able to haul the same loads currently on offer or that the existing number of trucks are capable of hauling additional substantial tonnages

v Prepaid activity

o More than 2,000 trucks are registered under prepaid arrangements, which enables the respective companies to receive valuable information on their trucks at the border and eliminates the need for companies to hand-out cash money to the drivers.

This is a Zambian project executed on the Zambian side of the border. The Congolese side was modernized two years(?) ago. Still, it is good news to see that governments start taking the modernization of inner-SADC trade seriously.

next is the botswana ,zambia bridge after years of fighting with robert m. it'll also be going through....corrections zim has pulled out so the bridge is only between bots and Zed it'll also have a rail component hopefully construction will start end of this year

Actually the Congolese side is yet to be modernized, which is a shame. Only the OCC has constructed a modern building that accomodates its offices. The Prime Minister recently visited the Kasumbalesa border post, but nothing concrete in terms future modernization came out of the visit.

Looks really nice!

COMESA had a pilot project on this border a few years ago. It was about simplified trade policies to target the small scale cross-border traders that make up the majority of traders in Africa. I wonder how it turned out.

Just for the record, the construction of the border post on the the Zambian side has been completed, a few months ago actually. There is still 60% of the overall project to be done by the Zambians.

Works on the DRC side is continuous but work is being done so will provide updates as and when.


I will post an article below better explains the state of affairs

Zambia side 40% completed, well done zipbcc (the Zambian company established for this project) and their government for the successful excution on this phase of the project. It is being built under a BOT (build operate transfer) contract covering 20 years so I don't expect to see any usual government mismanagement. I will present DRC's phase very soon....

Every nation's economic, political and social cycle cannot be complete without a proper facilitation of trade both locally and internationally.

Trade in both goods and services is necessitated by the fact that no single country can produce all its needs hence the interdependence that has been created by various nations.

Having realised the importance of harnessing its business relations with the international community, Zambia has made strides towards the cause among them, the attainment of membership to various organs that directly promote international trade such as the Common Market for Eastern and Southern Africa (COMESA), Southern African Development Community (SADC), and the African Growth Opportunity Act (AGOA).

Zambia has also developed its own mechanisms to promote foreign trade among them the upgrading and construction of modern border facilities.

Early this year, a state-of-the-art US $25 million worth modern facility at Kasumbalesa border post in Chililabombwe was commissioned by President Rupiah Banda at a ceremony attended by various dignitaries among them Democratic Republic of Congo (DRC) Governor Moses Katumbi.

The facility was constructed under the Public Private Partnership (PPP) initiative, which Zambia recently enacted into law.

A similar facility on the DRC's side of Kasumbalesa has thus started to complete the circuit.

If the DRC side had continued with the old system, the benefits of the Kasumbalesa modern facility on the Zambia side would not have been fully realised.

While Zambia is poised to construct similar facilities at other border posts, Malawi is in the process of enacting the PPP initiative into law as announced by that country's Ministry of Industry and Trade Permanent Secretary Newby Kumwembe who toured the modern Kasumbalesa Border Post in the company of his Zambian counterpart Buleti Nsemukila.

Zambia Border Crossing Company (ZBCC), the firm that constructed the facility, recently announced that a similar border post on the DRC's side of Kasumbalesa is being constructed following an agreement with authorities in that country.

ZBCC Chief Executive Officer Avishy Dvir said 40 percent works had been done on the state of the art facility which is scheduled for commissioning in November this year.

This is indeed a welcome development as having a modern facility on the Zambian side while the DRC still relies on the old post had not resulted in the envisaged results of enhancing the clearance of cargo carriers and other goods and services.

The old structure in DRC could not effectively and efficiently handle the volumes of trade between the two countries.

The construction of the two facilities has a number of economic benefits for the two countries and the individual traders among them the reduction in the cost of doing business due to the fast clearance of cargo on both sides.

The new facilities would ensure maximum revenue collection for both countries due to new features that have improved monitoring and security mechanisms such as CCTV high zoom cameras remote monitored from a control room.

Employment creation is another aspect as the concession firm has recruited more than 250 permanent employees with 50 of them interfacing with computers and other advanced Information Technology (IT) systems.

The installed IT systems enables the Government and other agencies access pertinent security, safety, clearance and health data hence the improved monitoring of illegal items and trafficking, hazardous goods, livestock and matters relating to cold storage.

There is the adequate office space.

Other facilities in place are banks, bureau du changes, internet cafes, restaurants, duty free shops, showers, lavatories, access to running water as well as dining areas, entertainment centres and large parking lots for drivers.

The Government plans to modernize all major border posts, among them Nakonde, Kazungula, Mwami, Kipushi and Jimbe, were underway to ensure an increase in trade volumes in the Southern Africa Development Community (SADC) and COMESA regions and beyond.

In Nakonde, the construction of a K 31.2 billion one-stop-border which was suspended in February last year has resumed and is progressing well.

Here again, it is the ZBCC which has been contracted to finish the works under the PPP arrangement.

ZBCC Deputy Project manager Collen Ndiweni said the construction works are progressing well.

A Zambian company based in Lusaka has been sub-contracted to do the painting and flooring. A vehicle scanning machine will be placed at Nakonde District Commissioner Billy Silwimba said once completed, the modern border facility will boost revenue collection and enable the Government to have enough resources for various projects

For sure the modernisation of border facilities is cardinal to Zambia's social and economic agenda and the PPP initiative is probably the sure way of speeding up the process lest with the limited state resources which have to be shared in many sectors.

The initiative which entails a private sector partner financing and running a particular infrastructure for an agreed concession period then hand it over to the state at no fee should thus be extended to other sectors of the economy besides the border posts.

The construction of the modern border posts on both the Zambian and DRC sides of Kasumbalesa would indeed catapult economic growth in both countries as they enjoy a cordial trade partnership which accounts for over US $ 1 billion, second only to Zambia's trade partnership with South Africa among other countries in the region.

The anticipated increase in the number of operational hours from 12 to 24 hours, the increase in the number of traffic lanes and reduced clearance process would make Kasumbalesa Border Post commensurate increase in revenue to the national coffers.

Afterall, the border's main imports and exports include copper and cobalt, mining equipment, mining inputs such as sulphuric acid, sulphur, coal and fuel as well as construction materials.

Others are agricultural produce, food and beverages some of which is destined or originates from oversees through the various ports in the region, Zambia being a landlocked country.

1 billion in goods between the 2 countries is a lot no wonder there so many trucks this development will defiantly push up the trade between the 2 countries i'm very happy

THE construction of the US$20 million modern facility at Kasumbalesa border on the Democratic Republic of Congo (DRC) side has been completed.

Zambian Border Crossing Company chief executive officer Avishy Dvir said in an interview in Kitwe at the weekend that construction which started in April this year was completed two weeks ago.

Mr Dvir said the construction of the border facility on the DRC side was completed in the record time of six months.

"We are happy that the facility on the DRC side was completed in the record time of six months and according to plan. It was completed on November 1, 2011," Mr Dvir.

The border facility which had since been commissioned had 2000 square metre office space and 35,000 square metre parking lot space.

Mr Dvir said the facility had an access concrete road connecting Zambia and the DRC.

He said the DRC facility was commissioned by President Joseph Kabila and Katanga Governor Moses Katumbi on November 11, this year.

Mr Dvir said now that the facilities were in place, it was left to the two governments to conclude the concept of one stop border.
