Moroccan officials visit ANAD

ANNISTON ARMY DEPOT, Ala. -- Lt. Col. Mohcine El Midaoui and Lt. Col. Abdelilah Ben Hlima of the Royal Moroccan Armed Forces toured Anniston Army Depot July 19-22.

The visit, arranged by the U.S. Army’s Office of Security Cooperation through the U.S. Embassy in Rabat, Morocco, was intended to give the duo an overview of the depot’s capabilities, particularly its ability to overhaul M1 Abrams tanks.

El Midaoui, Ben Hlima and Maj. Rod Erickson, a U.S. Army signal officer assigned to the Moroccan Embassy, told depot leaders Morocco was interested in purchasing overhauled M1 tanks and partnering with the depot to learn to repair the vehicles.

Both were impressed by the facilities in Anniston, particularly the professionalism and dedication to quality they saw in the workforce.

“In each area we saw a very good job and very professional personnel,” said El Midaoui. “The organization is perfect and we hope to have a partnership with Anniston that will be a great benefit to both of us.”

The first day of the visit was a general tour of the depot’s Nichols Industrial Complex, during the remainder of their visit, they were given a more in-depth view of the depot’s various repair and overhaul processes. This included visits to several of the installation’s component repair shops and, at the request of the visitors, a tour of the Small Arms Repair Facility.

Ben Hlima, who has a background in engineering, said their country has an existing repair and overhaul facility for M60 tanks. It is this facility that will likely be converted to repair M1 tanks.

In 2008, Morocco did a survey to see if they could work on Abrams tanks in that facility. The building needs to be upgraded before repair work on the M1 can be performed.

“The good thing about the depot is that we are self-supporting. We don’t have to go somewhere else to get our component work performed,” said Chuck Gunnels, process optimization manager for the depot’s Combat Vehicle Value Stream.

Ben Hlima said his country preferred to use American military vehicles because of their reliability and he preferred them for a practical reason.

“American systems are very reliable, but, more importantly for me, we can be supplied with parts very quickly,” he said.

During a meeting at the close of their visit, the Moroccans met with Depot Commander Col. Timothy Sullivan and other depot leaders to discuss the potential workload and partnership.

Sullivan emphasized the benefits of allowing ANAD to completely overhaul the vehicles " particularly scheduling and quality.

Detailing one recent foreign military sales contract, an agreement for M88 and M113 vehicles that is currently about 60 days ahead of schedule, Sullivan told the group that when ANAD is able to control the program, the installation typically delivers ahead of schedule.

“The folks here at Anniston Army Depot are proud of what they do and work hard to ensure the quality of the vehicles,” said Sullivan. “That quality doesn’t change because of the customer.”

The Moroccan government is currently working with TACOM Life Cycle Management Command, ANAD’s higher headquarters, and the United States Army Security Assistance Command to determine the scope of work and details on when, where and how the overhaul of M1 tanks will be performed for the country.

Que valent ces A1M1 avec une MLU (Middle-Life-Upgrade). Qu'y a t-il dans cette MLU qui les différencient des A1M2 et des A1M1 egyptiens ?

Ils ne sont plus construits depuis 1993, mais désossés remis à neuf sur une période de 10 mois, on en obtiendra surement des stocks de la guerre d'irak en EDA... le complexe de Nouacer ( dans lequelle s'est effectué l'upgarde des M60 au standar A3TTS notamment ) sera refurbished et mis au norme pour acceuillir had le nouveau vecteur, d'ailleur il y 'a eu plusieur déplacement d'officer Far au centre militaro industriel d'Anniston pour étudier la reconversion de Nouacer. De toute facon Nos Amrams tiendront minimum jusqu'en 2030 avec possibilité d'upgrade continuelle ! Pour la mention Enhanced Configuration on attend d'avoir plus d'information à ce sujet.

أطلعت "وكالة التعاون الدفاعي و الأمني" الكونغرس الأمريكي يوم أمس 18 يونيو عن صفقة بيع 200 دبابة أمريكية من نوع "Abrams M1A1" بقيمة 1.015 مليار دولار للمملكة المغربية، وفق البيان المعمم على موقع الوكالة الأمريكية.

البيان المذكور أشار إلى أن العقد شمل تجديد و تحديث 200 دبابة مع الأجزاء المرتبطة بها من معدات و آليات تدريب و دعم لوجيستي.

الصفقة شملت كذلك 150 جهاز راديو من نوع "AN/VRC -87E" و 50 من نوع "AN/VRC -89E"، كما أن الدبابات الـ 200 ستكون مزودة بـ 200 رشاش بقاعدة طراز "Chrysler" و 400 مدفع رشاش عيار 7.62 ميلمتر من نوع "M240".

كما شملت الصفقة ما مجموعه 12.049.842 قذيفة و رصاصة بما في ذلك 1400 قذيفة طراز "C785" عيار 120 ملم، و1800 قذيفة طراز "CA31 HEAT" الشديدة الانفجار والمضادة للدبابات عيار 12 ملم، بالإضافة إلى 5400 طلقة خطاطة ضد الدروع الخفيفة ذات النعل المنفصل "AA38 SLAP-T" من عيار 12.7 ملم، و200 قاذف للقنابل الدخانية من نوع "M250" .

بيان الوكالة اعتبر الصفقة مندرجة ضمن سياسة الولايات المتحدة الأمريكية في تدعيم حليفها المغرب الذي يلعب دورا هاما في الحفاظ على الاستقرار السياسي و التقدم الاقتصادي في أفريقيا، معتبرا الصفقة غير مؤثرة على التوازن العسكري في المنطقة.

تعتبر شركة "General Dynamics Land Systems" المقاول الرئيسي السؤول عن توقيع هذا العقد، و الكائن مقرها بستيرلينغ هايت بميتشيغان، و التي ستجري عمليات التأهيل في مستودعها العسكري بأنيستون بولاية ألاباما و بمدينة ليما بولاية أوهايو.

إلا أن تنفيذ هذا البرنامج العسكري الضخم سيتطلب خمس سنوات من الزيارات الحكومية للمسؤولين الأمريكيين، قدرها التقدير بـ 64 زيارة لممثلين عن حكومة الولايات المتحدة الأمريكية، و 13 زيارة لممثلين عن المقاولات الأمريكية للقيام بعمليات التدريب الميداني و النشر لهذا البرنامج، لينضم بذلك المغرب إلى قائمة الدول العربية التي عززت سلاحها بهذه الآلية.

لعبت الدبابة الأميريكة "Abrams M1A1" دورا قتاليا حاسما في تحرير الكويت من الاحتلال العراقي، فيما عرف آنذاك بعملية عاصفة الصحراء سنة 1991، و التي جاء في بيان عسكري أمريكي حولها أن العملية كانت معززة بدبابات أبراهام و التي تعرضت لوابل من الطلقات من الدبابات العراقية T72 دون أن تصاب أي واحدة من الـ 7 دبابات المستهدفة بعطل نظرا لكفاءة تدريعها.

و يعود إنتاج أول دبابة من نوع M1A1 إلى سنة 1985 ، كما سبق لمصر أن وقعت اتفاقية مع الولايات المتحدة الأمريكية تخول لها صناعة 40% من الدبابة الأمريكية لتتم الولايات المتحدة الباقي، لتعاد بعد ذلك إلى مصر فيما مجموعه 880 دبابة للتجميع النهائي.

و تعتبر مصر الدولة العربية الأكثر حيازة لهذا السلاح بما يتجاوز ألف دبابة متبوعة بالسعودية بحوالي 400 دبابة ثم الكويت و العراق.

The M1A1 SA is an upgraded version of the US Army's M1A1 Abrams MBT

General Dynamics Land Systems (GDLS) will be the prime contractor for the programme, while refurbishment work will be carried out at the Anniston Army Depot in Alabama and the Joint Systems Manufacturing Center in Ohio, US.

An upgraded variant of the US Army and Marine Corps M1A1 Abrams main battle tank (MBT), the M1A1 SA features gunners primary sight (GPS), new Block I 2nd generation forward looking infrared (FLIR) technology and a blue force tracking (BFT) system for enhanced effectiveness in the battlefield.

In June 2012, the US DSCA announced Morocco’s formal request for upgrades and refurbishment of 200 M1A1 Abrams tanks, which are being provided as Excess Defense Articles from US stocks. Used tanks have become very popular around the world, and Germany’s Leopard 2 has become ubiquitous as a direct result of sell-offs by Germany and the Netherlands. American M1s haven’t been part of that dynamic so far, but the US Army does have a significant backlog of armored vehicles needing reset and repairs after hard use in theater.

Having allies pay for that work, in exchange for the tanks, does 3 important things. It removes some of that maintenance overhang from American budgets. Second, it helps keep the Lima, OH busy until American M1 modernization work is set to begin in 2017. Finally, it keeps the tanks “useful” to the USA in a geo-strategic sense. This proposed sale is a classic example.

Benefits All Around

If a contract is signed with Morocco, 200 M1A1 Abrams tanks would be refurbished and upgraded to M1A1-SA status, matching Iraq’s new tanks. They would immediately become the most advanced tanks in Morocco’s arsenal, alongside 200 upgraded Russian T-72s, 300 American M60s (150 upgraded with fully modern thermal sights), and 105 old Austrian SK-105 light tanks. There have also been unconfirmed reports of a Moroccan purchase of 150 “Al-Khalid”/ VT1A tanks from Pakistan and/or China in 2010; if true, they would slot above the upgraded T-72s, as T-80/T-90 counterparts.

The M1s provide an important addition to counter neighboring Algeria, which has long had uneasy relations with Morocco. Algeria recently ordered over 300 T-90 tanks from Russia, alongside its 325 existing T-72s, 150 old T-62s, and 270 ancient T-54/55 tanks. The M1’s protection, gun, and advanced fire-on-the move electronics place it a full tier beyond any current Russian designs, and it has been able to dominate opposing T-72 tanks in combat. If Morocco can maintain even contested control of the air, the M1s will create a potent deterrent against outside attack.

That explains the tanks’ geo-strategic usefulness, as the USA seeks to keep the peace in northern Africa, and shore up a moderate Muslim dynasty that traces its royal lineage back to Mohammed.

The Moroccan order will be equally useful on the industrial front. US Army spokesman Ashley Givens says that the US Army isn’t shutting down the Lima plant by stopping modernization and new-build orders, but it’s clear that the plant will need to rely on foreign military sale orders from countries like Egypt (M1A1 new), Iraq (M1A1-SA new), Saudi Arabia (M1A2S upgrades), and now Morocco (M1A1-SA rebuilt) until 2017. in a statement to The Toledo Blade, Ms. Givens said:

“This production ‘pause’ of U.S. tanks will allow the Army to focus its limited resources on the development of the next generation Abrams tank instead of building more of the same M1A2 SEPv2 tanks [link added] that have exceeded their space, weight, and power limits.”

So far, Congress hasn’t agreed, funding additional M1 modernization work in order to keep the plant busy. As America’s fiscal situation bites harder, a sizeable book of foreign orders could cause them to change that calculus.

Hundreds of workers from the Anniston Army Depot scheduled to be laid off by Sept. 30 may have received a reprieve from an unlikely source — Morocco.

The Kingdom of Morocco has requested the enhancement and refurbishment of 200 M1A1 tanks to M1A1 Special Armor configuration. According to a June 18 release from the Defense Security Cooperation Agency of the U.S. Department of Defense, that sale, along with radio systems, machine guns and ammunition, smoke grenade launchers, support equipment, spare and repair parts and personnel training would bring in $1.02 billion.

The refurbishment work, if approved, will be done at the Anniston Army Depot and the Joint Systems Manufacturing Center in Lima, Ohio.

Paul Ebner, public affairs officer for the Defense Security Cooperation Agency, said the release signaled the beginning of a 30-day formal notification period to Congress, which has until July 17 to pass a resolution denying the sale.

Once that deadline passes, the agency will be able to finalize the deal.

Because some of the work on the tanks would be done at the Anniston Army Depot, it could temporarily save the jobs of employees who were scheduled to be laid off, said Shrene Funderburg, president of the American Federation of Government Employees Local 1945.

“We’ve gotten some new work that will allow us to keep them on until possibly next October (2013),” Funderburg said.

The depot announced in January that nearly 500 temporary and term employees — those hired for a limited time of between one and four years — would be laid off by Sept. 30 as a result of declining demand for the equipment the depot maintains. Although she was unsure of the exact number, Funderburg said about 100 workers have already been laid off. But the remainder will stay on as foreign sales increase demand for the equipment, she said.

Nathan Hill, military liaison for the Calhoun Chamber of Commerce, said the international sales such as ones to Egypt, Iraq, Saudi Arabia and Morocco are filling in a gap left by reduced U.S. demand for military equipment as the country pulls out of Iraq and Afghanistan.

“There’s still tank work out there, outside the U.S. budget,” Hill said. “It would certainly cushion the blow.”

But the increase in Anniston may only be temporary, Hill added.

“It may mean that some of these people would be able to keep their jobs for a longer period of time to meet some of these add-on requirements,” Hill said. “But the workload overall is going to be coming down which means that most of those people — I hope not — but most of those people probably are going to be terminated at a later date.”

The proposed sale is also in line with U.S. foreign policy, according the release.

“These tanks will contribute to Morocco’s goal of updating its military capability while further enhancing interoperability with the U.S. and other allies,” the release states.

Ebner said foreign sales are one way the country maintains partnerships with its allies.

“We don’t just sell the tank or the weapon or the parts, we sell everything that goes with it, so that develops a relationship,” Ebner said. “In the case of a major system like an armored personnel carrier or an aircraft or something like that, you’re talking about 15 or 20 years at least for the lifetime of that item where that relationship will continue.”

C'est une procédure classique qui est établit pour n'importe quel contrat. Je sais même pas s'il y a un précédent ou le Congrès a dit non.

En effet, le congrés ne semblent etre la que pour valider, un processus qui a déja passé d'autres etapes au prealable, au pentagone et a la maison blanche, je suppose aussi que la CIA a aussi son mot a dire .^^

En optant pour un compromis, les États-Unis mécontentent Pékin et Taïpeh.

Finalement, Barack Obama a mécontenté Taïwan et Pékin. La décision de Washington de ne pas vendre de nouveaux chasseurs multi*rôles F16 à «l'île rebelle» est vivement critiquée par Taïpeh, qui y voit une marque de faiblesse face aux pressions chinoises. Dans le même temps, l'annonce compensatoire d'une mise à niveau des F16 déjà vendus à Taïwan suscite une réaction courroucée des dirigeants chinois.

L'Administration Obama a, de façon informelle, notifié, vendredi au Congrès, sa décision de ne pas autoriser la vente de 66 nouveaux chasseurs F16 réclamés par Taïwan depuis des années. L'annonce officielle pourrait intervenir demain. Les généraux taïwanais veulent en effet se doter des plus récents F16 C/D, plus puissants et équipés de radars plus performants. Ils doivent remplacer les F5, fort obsolètes.

Plus you're getting the Special Armour variant not the AIM. not to mention that the AIM variant you quoted doesn't have a uranium depleted armour :|

Not even the Saudis got depleted uranium armor so I'm pretty sure Morocco wont be getting that either.

Well it says SA armour , nothing about AIM

The M1 design benefited, since the start, from special armor, thermal imaging sights, advanced gun fire controls, and turbine engines.

The new special armor concept was developed by the British Army's research facility in Chobham, England, and was based on a classified system of layers of ceramic composites inside steel armor, mounted on top of a normal steel armor plate. This new armor, which became known as Chobham armor, offered exceptional protection against shaped charge warheads (ATGM's and HEAT ammunition). Consequently, the Ballistics Research Laboratory at Aberdeen Proving Grounds began a crash program to develop a similar improved armor to be incorporated into the new tank. The first production models of the basic M1 tanks issued to the US Army in 1981 weighed in at about sixty tons, combat loaded, and were equipped with normal steel armor plus a new composite special armor (which consisted of layers of both steel and non-steel armor plus heat and shock absorbing materials), capable of defeating HEAT rounds in addition to kinetic energy penetrators.

At that time when I made that post it wasn't called SA.
There are two M1A1 versions who are called SA. Special Armor and Situation Awareness(Iraq).
