Seoul's downtown looks so low and poor... the Jongno Tower doesn't save it... some improvements like demolishing the Hotel Lotte, the Seoul Plaza Hotel and the small super old and dirty stores would do. Oh, and the Seoul Tower has to go too, it's time to replace that "elevated-micro-apartment-with-the-huge-antenna". A big tree would look better on the Namsan Mountain...

At the same time, you have to make a concerted effort to preserve street-level retail. In the areas around Namdaemun, all the older buildings have been replaced by modern buildings. On the surface, this district is every bit the equal of Maronouchi or an American downtown. But it has lost its flavor. I actually prefer Jongro in its run-down but high-energy flavor.
What they need to do is to build new buildings with street-level retail. Kind of like Kangnam-daero's southern end near the subway station. Corporate lobbies and sub-basement shops do not make a great downtown.
Besides, that picture shows the oldest, most run down side of Downtown. A picture taken from the reverse angle would show only the nice new construction, especially after the completion of the postmodern Hanwha Tower.
But I do agree that Seoul should replace the tower on top of Namsan. Time for something much, much nicer.

Theres no such thing as Seoul downtown. There are a number of clusters. Teheran-ro is the most impressive.
