Finding unacceptable that the town of Lubumbashi is plunged in the darkness lasting two weeks, the governor of the province of Katanga, Mr. Moïse Katumbi, very irritated, started to speak of the mismanagement of the national Company of electricity (SNEL) by accusing Kinshasa

The head of the provincial executive is annoyed against the central government of Kinshasa, which according to him, does not manage well the receipts generated by the provincial direction of Snel. If not, the town of Lubumbashi, plunged in the darkness since Friday September 16, following the explosion of the circuit breaker. The head of the government of Katanga accuses Kinshasa to do not take care of the machines of the national Company of electricity called southern distributor, installed in Gécamines.
According to a dispatch of mediacongo.net, published yesterday, it is this distributor, which is at the base of a cut of electricity, thus paralysing a good part of the city. The persons in charge for Snel regret of enormous property damages.
"These electric installations dating from the colonial time were never renewed (…) All that, it is the fault of the central government. I had spoken it since my entry in office, four years ago. We could have avoided this damage while spending 500 thousand dollars.
But it was without answer, had been expressed the governor, the source resource. Each month, the provincial direction of Snel Katanga pours 8 million American dollars to the central direction which does not reassign anything. This Katanga, become milk cow for Kinshasa, it is enough ", Moïse Katumbi affirms.
According to mediacongo.net, the governor requires that the Minister for Energy arrive at Lubumbashi to bring solutions to this fire.
Let us specify that the incident took place around 15 h local times. The fire protection trucks of the mayor of Lubumbashi and GDR could control fire. But it was too late. The large one of the southern distributor was calcined.
Once on the spot, the minister will be invited to evaluate the damage and to consider how to compensate the victims. Fortunately that up to that point, no source speaks about the losses in human lives. What would have been still serious…

If I understand him very well he only spends his money when people could see what he is doing, when no one couldn’t see it he don’t spend.

If I understand him very well he only spends his money when people could see what he is doing, when no one couldn’t see it he don’t spend.
So, if we understand you well, Katumbi should feel responsible for the National Electricity Company and take the money out of Katanga's people, or his own pocket, to fix the problems created by others.
Of course, if you were the Governor, you would have no hesitation to pour half a million $ into something which is clearly not your responsibility. :bash:

All of this didn't matter to him when he deprived others from getting power, or when he decides to let close mining executive to build high voltage line across people property to mines. NOw since were getting close to the end he speaks 120 days annually without power now he speaks. THe director of Snel doesn't live far (his in golf) he waits till now after Kabila has sacked the heads at snel to voice a concern fucker needs to go.

Power distrubution network are serviced by a national grid line, its the job of the governor to maintain it proper distrubution locally. His now complaining after lying to people to take it as power rationing 120 days without power is rationing. The central Government has nothing to do with this. The governor has an open eye on his province, its his job. It took undercover reporting to showcase SNEL deteriation, new vehicles broken, wire sold and newly brought equipment sold as scraps not far but in Lubumbashi where the Governor resides. So now he voices a concern. Degage MOISE!! He can go right to his mamaville Kashobwe or papaville Poland.

And what laws and guideline prevents Governer from taking firm action. What's his function if he can't address a provinicial division.
what is he doing here. Regideso is national company I guess the muzungu at SNEL was hard to fire. It's his provincial reponsibility to maintain all provincial infrastructure which includes SNEL.

The governor can (and should) complain, he is the highest civil authority in the province and individuals as well (and above all) businesses are suffering from the situation.
But he cannot intervene.
Repairs are irrelevant in this case, we are talking about rehabilitation and replacement.
To replace something you need a spare item, and to have spares in stock they should have been bought in the first place.
Was there relevant funding or did the money disappear ?
That's for MBA since he sticks to lost maps...(source: radio trottoir ?)

This is not the first time he raises his concern to Central Government. Do you remember the case Luano's airstrip? You don't like the guy but don't accuse him about something is not responsible.

Moise should have kept putting pressure on the central government -every day if needed - so that those faulty infrastructures could be replaced but when you talking to a wall how do you want to get answers ?
On the other hand la SNEL should have known that the southern distributor had a problem and should have tried to at least make a move to prevent this from happening.
I just think both are faulty but one more than the other.

When you destroy new trucks and equipments is it approiprate to state after if the funding was relevant or question where the money disappeared to? They showed SNEL new equipments in Lubumbashi being destroyed parts taken in broad daylight. The Governor is there, with all civil instruments to investigate into this, this is the same Chapwe in charge of rebuilding Katanga under the cinq chantier party model. So after 120 days annually of power cuts he gets it now.
