Guwahati formerly known as Gauhati is a metropolis and is the largest city of Assam in India, with a population of 1,100,000 (2011 census). It is also the largest metropolis in the north-east region of India. It is said to be the "Gateway" of the North East Region. Dispur, the capital of the Indian state of Assam, is located within the city and is the seat of Government of Assam.
The city is situated between the southern bank of the Brahmaputra river and the foothills of the Shillong plateau, with LGB International Airport to the west, and the town of Narengi to the east. The city is gradually being expanded as North Guwahati to the northern bank of the Brahmaputra. The Guwahati Municipal Corporation, the city's local government, administers an area of 216 km², while the Guwahati Metropolitan Development Authority, the planning and development administers an area of 340 km².
Guwahati is a major commercial and educational center of North-East India and is home to world class institutions such as the Indian Institute of Technology Guwahati and other premier institutions like Gauhati University and Cotton College. The city is also a major center for cultural activities and sports in the North Eastern region and for the administrative and political activities of Assam. The city is also an important hub for transportation in the North East Region.
Guwahati and its environs are also rich in wildlife with several rare mammals such as Asian elephants, Gaur, Tiger and primates. The birdlife in and around the city is also rich and diverse.

MLA Robin Bordoloi took charge as the new Guwahati Metropolitan Development Authority (GMDA) Chairman today. Upon taking charge Bordoloi said that he would take immediate measures to solve Guwahati’s major civic problems – driniking water shortage, poor drainage system and waterlogging.
As MLA of the Guwahati East Legislative Assembly Constituency (LAC), in the past five years Robin Bordoloi failed to solve the waterlogging problem in his own constituency. Every monsoon, areas like Tarun Nagar, Bhaskar Nagar, Nabin Nagar and Lacit Nagar in his constituency remain submerged in water. Normal life literally comes to a standstill even after a small shower in these areas. But for five years Bordoloi gave only false assurances to the people of his constituency.
In such a situation it remains to be seen whether Bordoloi will live up to his assurance of solving the waterlogging problem in the entire city or whether he will pass off his term as GMDA chairman simply by giving false assurances year after year.

Unlike conventional debates which often emphasize word play, Debating Matters seeks to encourage students to engage with the specifics and complexities of issues that arise in the real world today. Among other eight cities, Guwahati will host the North East Regional Finals of the Fourth Debating Matters India organized by the British Council at Sarla Birla Gyan Jyoti School on September 30.
Out of more than 450 schools from various parts of India who took part in an online elimination test, 96 schools have qualified for the live debate at the Regional Finals. Talking to the media, Samarjit Guha, British Council of India, Programme Head said: “Debating Matters gives students a chance to debate on real world issues. The insight that students provide and the chance they get to interact and engage with peers and opinion makers is an invaluable experience.” He also said that the winner of the National Finals to be held in New Delhi from November 19 to November 20 will travel to London in an all-expenses paid trip to participate in a showcase debate with the UK champions.
Debating Matters aims to be less formal than the traditional debating competitions whilst being highly rigorous, with a strong emphasis on logic over diction and substance over style as the pattern. Between September 27 and September 30, the Regional Finals will be held in the other cities like Chennai, Kolkata, Mumbai and New Delhi.
“Debating Matters India has been proving that India’s young people have a burning appetite for intelligent and responsible discussion of the contentious issues that affect their lives,” said Hellen Birtwistle, British Council, UK.
The topics of the debate include the debate topics include, ‘There should be no curbs on artistic freedom’, ‘Minority groups in India need special legal protection from communal violence’, ‘The Indian Government is too narrowly focused on GDP growth’, ‘Fertility tourism in India is exploitative’, ‘India should not expand its nuclear power programme’ and ‘India should legalize voluntary active euthanasia’.

An office of Protector of Emigrant (PoE) is proposed to be set up in Guwahati to tackle large number of migration from the North-east, Overseas Indian Affairs Minister Vayalar Ravi announced here today. “In view of large number of people from North-east migrating abroad, the government has decided to open an office of PoE in Guwahati. Two other such offices will come up in Rajasthan and Uttar Pradesh,” the Minister added.

The proposed 5 star hotel project will be located at the hill top of the Khanapara of the Assam Meghalaya border. Although the site comes under Meghalaya, it is better accessible from Assam through NH-37. An 11 meter wide private road runs from Nh-37 and moves along the hilly terrain to reach the hotel site. The approximate distance from this access point at NH-37 to the hotel site is 500 meters. The total area allocated to the project is around 10 Acres; on a hilltop at a height of approximately 35 meters from NH. The land mark will facilitate a front view of the entire Guwahati city and a rear view of hills of Meghalaya.

Considering the increase in road accidents during the Durga Puja days, the Guwahati Traffic Police and GVK EMRI, managing Mrityunjoy 108 services, would take joint measures minimize the loss and help the people in need.
In 2010, average 60 accidents took place in State everyday on pre Puja days, whereas the number increased to 85 accidents per day during the Puja days and came down to 58 per day post Puja.
GVKMRI has also decided to place all the Mrityunjoy 108 ambulances at the strategic locations to reach people in fastest possible time.
“Information sharing between traffic police and Mrityunjoy is vital, specially during the Puja days. It helps the police to provide the first medical treatment to the road accident victims within a short time,” Vivekananda Das, Traffic SP, Guwahati said addressing the media today.
“We have asked for additional manpower of 200 police personnel from October 2 to October 7 to manage the Puja rush. An elaborate traffic plan has also been chalked out for the Puja days,” he added.
“Durga Puja is celebrated each year with pomp and gaiety. But preventive measures are required for any kind of accidents that can happen at any moment,” said Chandan Dutta, Chief Operating Officers of the GVK EMRI.
“As a result of the joint efforts of traffic police and GVK EMRI 108 Mrityunjoy services, there had been a significant decrease in the number of vehicular accidents during Puja days of 2010 (340) as compared to the same period of 2009 (834) in the State,” he claimed.
Based on the analysis of emergency calls received during the Puja days by the Emergency Response Center of 108 in the year 2010, peak hours for vehicular accidents are 3pm to 6pm and 9pm to 10pm.
Other than placing the Mrityunjoy vehicles at important locations, provisions have been made to call the next nearest ambulance if the ambulance nearest to the accident site is busy in attending another case. Due to the expected spurt in emergency calls during this period the Emergency Response Center would also deploy optimal manpower.
The major accident prone areas of in and around Guwahati are Godhuli Bazar in Azara, Baihata Chariali Turning point, Bashista Chariali Police Point, Opp. To Bharalumukh PS, Near Chandmari Traffic Point, Christian Basti Bus Stop, Garchuk, Rajiv Chowk Jalukbari, Near Khetri PS, Near Guwahati Refinery, Mirza Chowk, Sukleshwar Mandir, Rangiya Daily Bazar, opposite to Big Bazar on GS Road respectively.
The Mrityunjoy team also appealed the common people to give way to 108 ambulances on the roads, and be patient and understanding if the speed of the ambulances is affected due to heavy vehicular traffic during the festive season.

The Chandrapur Thermal Power Station, which is now being revived in collaboration with a private firm, will not be able to start generation before 2013.
A senior Assam Power Generation Corporation Limited official today said, “It is expected that generation from the Chandrapur Thermal Power Station will start from January 2013.”
The revival of the 60MW power plant assumes significance in light of the fact that the city needs additional power to solve the power crisis that often forces it to resort to loadshedding.
The plant was set up in the early seventies to primarily supply power to Guwahati. The first unit was commissioned in March 1973 while the second unit started functioning in January 1989. But operation of both units was suspended in 1999, following a steep increase in fuel prices.
The official said the tariff would be Rs 3.25 per unit in the first year. Subsequently, it will be re-calculated in accordance with norms and regulations of the Assam Electricity Regulatory Commission.
The ministry of environment and forests has still not given environmental clearance for the project, as a number of issues, like getting secure coal linkage, are yet to be resolved.
Coal for the project would be sourced from two locations — Margherita in Assam and Rajmahal in Jharkhand. The official said the coal ministry had been requested for required coal linkage and the requisite fees had been deposited.
Imperial APGCL Power Limited — a joint venture company, comprising Imperial Energy and Construction Private Limited, Imperial Fasteners Private Limited, Intelli Mine Incorporated and the Assam Power Generation Corporation Limited — will be executing the project.
The Imperial Group of Companies has 74 per cent equity stake in the project, while the Assam Power Generation Company Limited’s stake is 26 per cent.
The city has experienced an exponential rise in demand for power during the past few years, primarily owing to largescale development of infrastructure and abrupt growth in commercial as well as industrial activities in and around it. The peak demand of about 90MW during 2006 has shot up to around 200MW.
“Though some small initiatives are being taken up like constructing new substations, but everybody is looking up to Chandrapur project,” the official said.
The public hearing of the project has been scheduled on October 21 at the project site, where people can express their reservations regarding the project.
The environment impact assessment report of the project stated that as the site was already in an industrial area, the construction project would have no major impact on land-use pattern. There would also be no impact on traffic, as coal required for the power plant would be transported using the rail system, the report added.
The report said as construction activities attract a sizeable population, the influx of workers is likely to lead to construction of temporary hutments, which would have an effect on land-use pattern of the areas surrounding the project site. However, it said this impact is envisaged to be insignificant, as the temporary colonies would be situated in the areas already acquired for the project and would be restricted to construction period only.

A perfect road network can play an effective role in a smooth communication system. But it requires evaluation of many thematic parameters and factors which are to be analyzed and to derive from them a plan to prepare a better network including provisions for better road attributes, as road networking is related to attributes of roads, landscapes, population and type of urbanization. In the context of Guwahati city, rapid haphazard urbanization took place during the past. Probably, it happened due to the lack of a suitable master plan and non-implementation of the existing master plan that needs more cooperation of the people with the municipal administration. As a result, urbanization has peaked with no consequent development of the social and physical infrastructures like new roads, bridges, settlements, organizations and institutions, etc. There is no doubt that Guwahati city is growing tremendously with a modern look. Simultaneously, other major problems are also increasing day by day which are mainly of urban floods, rising local temperature, degradation of hills and forests, shortage of open spaces, and more importantly, increasing traffic snarls in all parts of Guwahati.
Road congestion is the major problem in Guwahati due to which regular traffic snarls take place in all parts of the city. However, the government has taken many innovative measures, being implemented step by step. These include widening of GNB Road and GS Road, clearing of MG Road, setting up dividers on major roads, construction of a few flyovers at busy locations, which are practically effective solutions of short-term measures. Moreover, management of the social infrastructure system like upgrading parking provisions, changing of school timing, shifting of bus station, better traffic control operation, etc, are effective steps that have been taken up by the authorities.
In general, avoiding traffic congestion and saving time is directly proportional to decrease of pollution in the urban environment. The guiding factors of road alignment and smooth network are the two important parameters that help in the management of smooth traffic operation. The way of communication is also an important factor to ease traffic flow. The physical infrastructure like roads, railways, monorails, underground metros, flyover, ropeways, and tunnel are the types of land and subsurface communication units in the metro cities depending upon feasibility and necessity. From the point of terrains and landscape of Guwahati city, there is more scope for planning a better communication network for the city.
In the city, the traffic congestion has been a major problem prevailing for the last few decades. Lack of proportionate attributes of roads, population explosion, peak number of vehicles, rapid urbanization, location of social infrastructures, complex acquisition of lands, habitations before construction of roads, shopping area without parking place etc are the factors responsible for the traffic congestion. It has been found that in 150 sq km of core area of Guwahati, nearly 60 sq km (44%) is covered by the denudational hills and remaining 56% i.e. 76 sq km lies in the alluvial plains. Hillocks occupy a major portion of the city, which no doubt add to the natural landscape. A bird’s eye view of the city shows only 16 km between the Saraighat Bridge and Narangi Tiniali along the east–west aerial distance. Likewise, it is only 9 km between Lokhra and Umananda Ghat along the north-south direction. The important city roads like Lokhra Road, Fatasil Road, RG Baruah Road, VIP Road and various link roads are connecting the suburbs to the main city. These city roads are directed towards the central Guwahati zone and meet the two main roads -- GNB Road and GS Road. It is one of the major reasons for high traffic volume in these two roads. It may be noted that the main city roads are aligned in north-south direction. There is only one major road, which is the GNB Road (cum MG Road) that connects the city ends between Narangi and Jalukbari, except the NH-37 that has followed east-west trend.
The distribution of population size is also a concern for a smooth communication network. The city’s four parts are basically northeast, southeast, northwest and southwest. Communication between the southwest and the northwest parts of the city does not have a convenient road network. An innumerable number of city roads are available in the northeast portions and this portion has to take enough load of vehicles from each quarter of the city’s traffic. As a result, traffic problems are continuously increasing on these two major roads, namely GNB Road and GS Road. From the preliminary studies it has been found that at least one major road is required in the east-west trend through the middle corridor of the city.
There is a very little scope for construction of a road in the east-west alignment between the portion of NH 37 and GS Road due to heavy density of settlement. In the short-term measures, Kahilipara Road may be used as a busy road if it extends in the western direction. If the greater Dispur area can be connected with Maligaon area through the Kahilipara Road then there is a maximum probability of reducing traffic congestion on GS Road and GNB Road. Around 95% of the city buses run through these two roads. This is only because of shortfall of road alignment in the east-west trend.
It may be mentioned that from the preliminary observations, a 2.2 km length of roads having the tunnel length of about 1.5 km would be the most effective measure in reducing the existing distance of important locations of Guwahati city in between southeast and north-northwest. A 1.5-km tunnel through the Fatasil hills would be most effective in reducing the existing distance of about 3.7 km between the Fatasil Ambari and LCB College, 4.6 km between Dispur and Maligaon, 7 km between Lalganesh and LCB College and around 3.5 km between Six Mile and LCB College respectively. Moreover, there will be a maximum probability of reducing about 20% traffic volume on the busy GNB Road and GS Road. This route alignment would reduce the traffic jam in the central part of the city like Fancybazar, Kumarpara, Gopinath Nagar, Paltanbazar, etc. It is high time to search for an alternative route in the appropriate geographical location giving special emphasis on linking of East-West corridor by taking full advantage of the Kahilipara Road, link road of Fatasil and Lokhra Road for developing better communication among the central, southeastern and southwestern parts of the city. This is also important from the point of strategic geographical location and the demographic pattern. The proposed tunnel site can be easily developed by minimum damage of public property rather than constructing a road on the plains.
It may be mentioned that there is a narrow road named Dilip Huzuri Path that connects Fatasil and Maligaon areas through the Fatasil Hill. Maximum utilization from this road would be a fruitful measure concerning the traffic snarl near the Paltanbazar locality. Besides, at least a two-lane road tunnel through the Fatasil hills is urgently required keeping in view the different advantages due to reduced distances between the northwest and southeast parts of the city, saving time and money. The road tunnel under the hard rock terrain in the surface level is a possible option and the relevant departments may come forward positively with the investigation and feasibilities. This mega infrastructure inside the hard rock terrain could be very safe and resistant to seismic activities than the valley fill deposits. It is also a highly viable option for easy availability of raw materials for mega infrastructure.
From the preliminary spot survey, it has come to light that around 20 to 25 per cent of people travel by mass transport system towards the western side of the city beyond the Maligaon area. The southern part of Guwahati is also emerging as a major urban area due to setting up of different mega social infrastructure like stadium, bus terminus, educational institutions, trade and commerce outlets, etc. There is a maximum probability for increasing traffic volume on the National Highway-37 keeping pace with rapid development in its contiguous areas. The proposed road tunnel would definitely help in reducing traffic congestion in the NH-37 in the near future. The tunnel option to ease traffic can also be fruitful in other hills like Kalapahar, Japorigog, etc.
Space technology can provide existing road database of Guwahati which can help in transportation planning, design implementation, maintenance of transport project apart from traffic management. A proper traffic management plan may be carried out to find an efficient navigation/transportation system in the city of Guwahati to make it a soothing place for road users.

It is surrounded by the Seven Sister States- Nagaland, Aruncahal Pradesh, Meghalaya, Mizoram, Tripura, and Manipur. Guwahati is famous for its rich coal reserves, natural gas, oil industry and tea plantations. Being the largest city of Assam, it is the industrial, educational and commercial hub of the state.
Guwahati is located on the bank of the Brahmaputra River and is heralded as a corridor to the entrance of northeastern states of India. Chicago-based Hyatt Hotels Corporation today identified a prime location on GS Road for a project in partnership with a local promoter.
Senior vice-president (acquisitions and development) Jim Abrahamson told The Telegraph that the conglomerate planned to set up a hotel that would bear the distinctive Hyatt stamp of hospitality. “We will lend our brand name and expertise but the investment will be by the local promoter,” he said.
Abrahamson and two other representatives of the group surveyed a 10-bigha site near ABC for the hotel.
The senior vice-president said he and his colleagues were impressed by the location and would sit for another round of discussions with the local promoter before finalising the joint venture.
Officials in the state tourism department were upbeat about the development, saying that Guwahati could do with an international hotel brand. “We see the project turning into reality. Otherwise, they (the Hyatt delegation) would not have come so far,” an official said.
Abrahamson said the collaborative project was in line with a new mid-scale hotel concept created by Hyatt Hotels Corporation with a new brand name, Hyatt Place. The company plans to set up 50 such four-star hotels in India.
At present, the group operates 214 upscale and luxury hotels and resorts (over 90,000 rooms) in 44 countries under the Hyatt, Hyatt Regency, Grand Hyatt and Park Hyatt brands. The Guwahati project is a 200-bed hotel.
The promoter confirmed the development, but did not wish to be named just yet.
He said a Canada-based firm had been hired to design a “city centre”, one that will house the hotel, a shopping mall, multiplex and service apartments. The mall will be managed by another reputed brand, Pantaloons.

This continued expansion in India brings the total number of Hyatt hotels under development there to 38.
The agreements cover three Hyatt brands: a Grand Hyatt hotel in Noida, Hyatt Regency hotels in Jaipur, Surat, Ghazibad, Chandigarh, Lucknow and Guwahati, and Hyatt Place hotels in Bangalore Devanhalli and Mumbai Seepz.
In addition to the agreements, Hyatt also announced that the Hyatt Regency Chennai and Grand Hyatt Goa will open later this year.

sunny20rocky October 3rd, 2011, 01:28 PM Noting that development of the aviation sector could not be complete without 'satisfying' the Northeast, Civil Aviation Minister Vayalar Ravi today said steps have been inititated to make Guwahati the hub of aviation in the region.
"Guwahati would be made the regional hub of aviation for which initiatives have already begun," Ravi said after inaugurating the new passenger terminal building at Shillong Airport, about 30 km from here.
Airports Authority of India is building two hangers at Guwahati, he said, adding, 12 airports would be developed in the region as infrastructure development was a key priority.
"Airports are an integral part of this as they are windows of any country or state when anyone arrives for the first time".
"Airports are also the catalyst of economic growth being the very gateway to the nation. The ministry through AAI has embarked upon developing 60 airports, covering most of the states," he said.
The Union Minister also said that India's civil aviation market was the 9th largest in the world. In 2010-11, the civil aviation sector in India had the capacity to handle 235 million passengers. The operational airports have increased in the last four years from 50 to 89, he said.
AAI has constructed the new modular terminal building at Shillong airport for 200 passengers at a cost of Rs 30 crore.
It is equipped with the latest type six check-in counters, conveyor belts, public address, car hailer system advanced fire alarm and fire fighting systems, air conditioning in the security lounge, two VIP lounges, two security check X-ray machines, two explosive trace detectors and has an area of 5900 sq metres, official sources said.
While only six ATR flights operate to Kolkata from the airport every week, Ravi assured that he would take initiative to increase the frequency of flights and extend the service to other cities.
AAI chairman VP Agarwal said the runway at the airport was being extended from 6000 ft to 7500 ft and will be made suitable for Air Bus 321 operations.
Chief Minister Mukul Sangma said the government was contemplating giving subsidy to private operators interested in operating flights from the two airports in the state.
"Land is being acquisitioned for expanding the Baljek airport in Garo hills. It will be handed over to AAI soon for upgradation," he said
sunny20rocky October 3rd, 2011, 03:16 PM In an endeavor to give education a boost in the region, the premier Mumbai-based Deemed University - Tata Institute of Social Sciences (TISS) - will start its Northeast campus with its post graduate academic session from July-August at Guwahati Campus.
The new campus will be launched under the aegis of the Ministry of Development of Northeast, state government of Assam and University Grants Commission
"The first value addition will be a national level institute with strong links from the international links coming to the region. We have 75 years of experience in education with a strong research capability and the third is that we fill the gap of the HR need in the social and economic sector, which is relatively lacking in that area," said S Parasuraman, Director, TISS.
Mumbai has already chalked out a programme to begin two Masters Programmes from July-August, 2011 and five years integrated Masters Programme on Social Sciences from June, 2012, at Guwahati campus.
The five years integrated Masters Programme on Social Sciences will have 120 students per year. This programme is scheduled to start from June, 2012.
During fourth and fifth year of the course, there will be specialisation in inter-disciplinary areas like human resource management, social enterprises, public health counselling, education, social work and sustainable mountain development.
In addition to above programmes, TISS is also finalising to take up several certificate and diploma programmes from August.

Guwahati will soon have a Khadi Haat — a platform for the indigenous communities of the Northeast to exhibit and market khadi and allied products made by local artisans.
Assam Khadi and Village Industries Board chief executive officer P.B. Nath said this today during a function organised on the board premises to observe Gandhi Jayanti.
“The board has been demanding creation of a platform for the local artisans of the Northeast to display and market their products. The board owns a 25- bigha plot of land at Hengrabari, out of which 7 bighas will be used for the construction of Khadi haat on the lines of the Dilli Haat. Each state of the region will be provided a specific place in the haat to display various khadi, handloom and related products,” Nath said.
He said Dispur had recently released around Rs 94 lakh and the Khadi Village Industries Commission (KVIC), Mumbai, had sanctioned funds of around Rs 10 crore for the project, which had been designed by IIT Guwahati’s department of design.
“Although KVIC has sanctioned funds for the construction of the haat, we were unable to start the project because of the delay in getting the funds sanctioned by the state government,” Nath added.
The board has taken the initiative to renovate the Khadi Bhandar at Chandabari using the KVIC funds.
Nath said the government had also sanctioned an additional Rs 2 crore for the financial year 2010-11 under the chief minister’s employment generation programme.
The celebration of the 143rd Gandhi Jayanti began on the Assam Khadi and Village Industries Board premises with a group of women twisting yarn on the traditional spinning wheel, followed by Gandhi prarthana (prayer). Besides, an all-religion prayer meet was organised.
Speaking on the occasion, agricultural adviser to the chief minister, Bhumidhar Barman, said, “We need another Gandhi to eradicate corruption and create a Ramrajya, where peace can prevail. I support Anna Hazare and appreciate his initiative in eradicating corruption from society. We all need to swear by the ideals of Mahatma Gandhi.”
Offering floral tributes to the portrait of Gandhi, state handloom and textiles minister Pranati Phukan said the need of the hour was grama swaraj and development of gramodyog.
The day was also observed at the Gandhi Mandap, located atop the Sarania hillock.
Kamrup (metro) deputy commissioner Ashutosh Agnihotri, MLA Robin Bordoloi, Indian Red Cross Society Assam branch chairman Renuka Devi Borkotoky and a host of freedom fighters, among others, and offered floral tributes to the statue of Gandhi.
sunny20rocky October 4th, 2011, 06:43 AM NEW DELHI, Oct 3 – The Asian Development Bank (ADB) has extended a loan of USD 200 million to improve the water supply and other urban services in Guwahati and Dibrugarh in Assam. The project is scheduled to be completed by December 2017.
It was officially announced in Manila that ADB Board of Directors has approved the multi-tranche financing facility for the Assam Urban Infrastructure Investment Programme, with a first tranche loan of USD 81 million and second tranche of USD 119 million.
Funds would be used to provide clean piped water to about 3.50 lakh residents in Guwahati, as well as for major upgrades to sewerage and solid waste systems in the two cities.
A 10 -km-long bus rapid transit corridor would be developed in Guwahati. The scheme will serve more than 40,000 people a day, shorten travel time and cut greenhouse gas emissions.
Only about one in three of Guwahati’s 10 lakh residents has access to piped water. In Dibrugarh, inadequate solid waste management and indiscriminate dumping of waste have choked the drainage system, causing severe flooding in the rainy season.
ADB has helped the Government of Assam draw up a 10-year roadmap for developing urban services and the programme will support the State’s overall investment plans. The water supply upgrade in southeastern Guwahati will complement improvements being carried out elsewhere in the city funded by the Union Government and the Japan International Cooperation Agency, said ADB officials.
Sewerage infrastructure in Guwahati would be constructed, including a new treatment plant, pipes and pumping stations.
In Dibrugarh, solid waste collection coverage will be increased to more than 80 per cent of households. Drainage in the city will be improved by removing waste from waterways and by widening and rebuilding flood relief culverts, bridges and sluice gates.
Linked technical assistance will also help lay the groundwork for reforms to turn the Guwahati Metropolitan Water Supply and Sewerage Board into a sustainable, autonomous body.
“Given the importance of Assam as the gateway to economic development in North-east India, ADB and the Government have embarked on a long-term strategic development partnership to improve the urban infrastructure and increase state capacity,” said Director General of ADB’s South Asia Department Sultan Hafeez Rahman.
“The investment programme entails an integrated approach to urban development in Guwahati and Dibrugarh in Assam by delivering a 24x7 water supply and treatment of incremental wastewater,” said Principal Urban Development Specialist in ADB’s South Asia Department Sangay Penjor, adding that it will also develop an environmentally friendly and sustainable bus rapid transit system; and significantly boost institutional reforms

sunny20rocky October 4th, 2011, 12:55 PM Guwahati (IANS) Fast-growing Guwahati has seen haphazard development and faces a mismanaged network of too many buses. But now three new satellite townships and two Bus Rapid Transit (BRT) corridors are set to give its landscape a makeover.
“Guwahati’s disadvantage is its narrow roads, with the mighty river Brahmaputra on one side and the hills of Meghalaya on the other. For a city with a million-plus population, there are just two major roads and this hampers the traffic movement seriously,” Ashish Bhutani, secretary of the Guwahati urban development department, told IANS.
“Also, around 2,000 buses ply on the roads of the city, which is a whopping number. Most of them belong to the private sector and are in a bad state.
“To escape the bad service, people prefer travelling in their own vehicles, resulting in traffic congestion on the roads and high pollution levels,” he added.
Looking to the national capital for inspiration in managing traffic better, the Guwahati urban development department decided to introduce the BRT corridor model on the city’s roads.
“We realised that a Metro train will not be sustainable. But the BRT corridor will help streamline the traffic. Therefore, we forwarded a proposal to construct two BRT corridors under the Jawaharlal Nehru National Urban Renewal Mission (JNURM) to the union urban development ministry, but were turned down because of paucity of funds,” Bhutani said.
“We were however directed to the World Bank for the required funds. It’s been a month since that meeting and we are now re-working a proposal to present to the World Bank,” he said.
According to a 2007 study by the London-based International Institute for Environment and Development, Guwahati in Assam is one of the world’s 100 fastest growing cities.
Further, according to reports, more than 400,000 vehicles ply on Guwahati’s roads every day, of which two-wheelers form a significant proportion. More than 100 vehicles are registered in the city every day, 70 of which are two-wheelers.
“Guwahati city is growing fast. It has India’s seventh busiest airport - busier than places like Pune - with 58-59 flights taking off every day. We have 300,000-400,000 people coming here daily from the nearby states and elsewhere on business and other purposes,” Bhutani said.
“A lot of new companies have entered the market here for the first time and there are a slew of houses and offices coming up. But everything is unplanned. To sort that out, we are planning three satellite townships, which will house 450,000-500,000 people each,” he said.
The satellite townships, which will come up in north Guwahati, Palashbari and Suwalkuchi areas, will be near the main town but will be partially independent of it - economically and socially.
“The land acquisition process for the townships is complete. We are working on the master plan of how the cities will look like and be sustainable. It should take one more year for the process to be completed,” Bhutani said.
He said they have also urged the urban development ministry to include Guwahati in the recently-launched Sustainable Urban Transport Project (SUTP).
At present, five cities - Pimpri-Chinchwad and Pune in Maharashtra, Naya Raipur in Chhattisgarh, Indore in Madhya Pradesh and Mysore in Karnataka - are included in the project.
The main aim of the SUTP is to better the urban transport infrastructure, introduce better quality of public transport, have BRT corridors so that people switch from personal vehicles to public modes of travel and cut down on greenhouse gas emissions.

The group is also evaluating the prospects of its Singapore-based healthcare business outfit Fortis Global to tap the capital market abroad, according to group chairman, Mr Malvinder M. Singh. Fortis Global takes care of the group's international healthcare business.
Talking to newspersons after the inauguration of its new 414-bed, super-specialty hospital in Kolkata on Sunday, Mr Singh said: “There will be more acquisitions by Fortis Global in different countries in the healthcare market in 2011.”
On possibility of public issue of Fortis Global, Mr Singh said that the issue was being evaluated. “The prospect of public issue of Global is being evaluated. However, such possibilities will only be restricted to the international market. Global will not tap the Indian equity market,” he clarified.
The group has just concluded acquisition of Hong Kong-based Dental Corp having a network of clinics in the country. On the possible interests in the Chinese market, he said that the group visualised such a move in the longer run.
More hospitals
On the Indian healthcare business spearheaded by Fortis Healthcare, he said that the company had firm plans to open 8-10 more hospitals — over and above its network of 52 — during the next two years. Among the proposed locations are Gurgaon, Ludhiana, Ahmedabad and Kangra. The hospital at Kangra may be opened in the summer of 2011.
Having opened its first super specialty hospital in the Eastern and North-Eastern region in Kolkata, the company expects to build a network in this part of the country using Kolkata as a hub. Though its plans are yet to be firmed up, proposals are there to open smaller hospital in three more cities and towns in the State and open a specialty hospital in Guwahati.
The Kolkata hospital was inaugurated by the Finance Minister, Mr Pranab Mukherjee.

Indian Federation of United Nations Associations (IFUNA) which was established four decades ago for promoting the aims and objectives of UN granted permission to open the centre here at Guwahati last month.
IUNS would conduct a six month correspondence course on UN and its various organs, its structure, organization, aims and ideals as envisaged in the UN Charter and the procedure of the course is slated to be held from next week onwards.
“It’s a wonderful opportunity for the youths and others as well of this part of the country to gain some knowledge on the UN and simultaneously it would provide an opportunity to be involved wit the international body,” said Himanta Biswa Sarma, Assam Education minister after inaugurating the centre.
“I also hope it would help to create awareness on various works undertaken by the UN bodies here. I think the youths should take the opportunity,” he added.
The centre which is possible for the efforts on the parts of United Nations Association Assam is expected to provide wide knowledge on the international body.
“We sincerely hope that this institute will greatly benefit the academics fraternity by directly imparting knowledge about the world’s biggest and strongest international body to them. It will thus in turn have a long lasting effect on the society as people would have access to the UN system and would know about their rights and responsibilities in an organized manner,” said Aswini Sarma, secretary general of the United Nations association-Assam.

On the occasion, he said that while preserving traditional motifs on handicrafts, we should modernise the designs to appeal to the urban consumers across the country by proper finishing and branding. He emphasised to involve National Institute of Design on a more long term and sustainable basis for increasing the income of artisan.
This is the only Handicrafts Museum in the North East which has artifacts from all the North Eastern States including Sikkim. Under the initiative of North East Handloom & Handicrafts Development Corporation (NEHHDC), the Museum has been financed by the Office of the Development Commissioner (Handicrafts) and set up in a 10000 Sq.ft. shed. Work on the Museum started in 2009 with the disposal of the old and heavy machinery and major repair works took up almost the entire year. Thereafter the works on the interiors were taken up and it took final shape in 2011. The Museum has a unique collection of basketries some of which are decades old.

While inaugurating the academy, Labour and Employment minister Prithvi Majhi has stated that such an institute is expected to offer skills to the youngsters of the state and also benefit the youth of the entire North east.

Dr PM Barua, MD of the Hospital said, "Most cancer patients in India are from the North-east and Assam and that the people from the region have to travel outside their states for treatment. But, now they can afford to be treated here itself." Spread across 2.5 acres of land, the hospital has four OT blocks and the IPD would be able to accommodate 100 patients after completion of the first phase of construction. Financed by Indian Overseas Bank, the project is estimated at Rs 30 crore and is equipped with the state-of-the-art facilities in cancer treatment like liver accelerator, which according to Dr Baruah is available only in 50 hospitals across India. Besides, specialists like Dr Hemant Roy, Chief of Surgical Department, Apollo Hospital, Chennai have agreed to make visits as a guest doctor in intervals throughout the year. Dr Baruah also said, "The institute has facilitated a free treatment cell for cancer patients below the poverty line." He also emphasised the cost-effectiveness of the treatment, "Apart from travel, food and lodging expenses, a patient had to almost Rs 85,000 for their treatment, but the same would be now available at Rs 35,000. With adequate infrastructure and updated treatment facilities, the institute aims at not only curing, but also creating public awareness about cancer.

sunny20rocky October 7th, 2011, 10:50 AM GUWAHATI, July 20 – The State Assembly today passed the Cotton College State University Bill-2011, and the Assam Venture Educational Institutions (Provincialization of Services) Bill-2011, incorporating some amendments.
Participating in the debate on the Bill, Education Minister Himanta Biswa Sarma said that the historic Cotton College would now become a university with power to affiliate colleges under it. He said that this would result in healthy competition among the State's three universities as colleges would seek the best universities for affiliation.
"Let there be healthy competitions among the universities which would create a better academic environment in the State...the passing of the Bill is a historic occasion as the changes occurring in the 110-year-old institution would embrace all other institutions and trigger a educational renaissance in the State," he said.
On the controversy over retaining the university in the same name and not naming it after an illustrious son of the State such as Anandaram Baruah or Manik Chandra Baruah as suggested by intellectual circles, the minister reasoned that effecting such as change in name would negate the 110-year-old 'brand value and heritage' of the august institution, and therefore not in the best interests of the State.
"We want to capitalize and build on the brand value of Cotton College and feel that changing the university's name would go against that," he said.
He, however, said that the government was “open-minded” and if the “Cotton family” wanted such a change, that would be done through a consensus, in the future. "Effecting a change today would result in an uncalled-for controversy but if a greater consensus is there in the future, we are open to that," he added.
Sarma also said that all the upcoming universities in the State would be named after its illustrious personalities as had been done in the case of the few varsities that came up recently.
Sarma also revealed that the State government had in principle proposed to upgrade JB College, Jorhat to a university.
The minister further said that the property of the Cotton College except its liquid assets would henceforth be handled by the Cotton College State University.
On the controversy over the provision that makes the Chief Minister the Chancellor of the university, Sarma said that it was necessary at least for the initial years for facilitating government patronization and flow of funds to the university.

Education Minister Himanta Biswa Sarma told The Assam Tribune that today the first round of meeting between the Columbia University team and Cotton college teachers was held in the college premises and both the educational institutions would form a core group to carry forward the discussions.
The minister said that the Columbia University already has tie-ups with a few leading educational institutions of the country, including JJ College of Architecture and Birla Institute of Technology. The Columbia University also set up seven global schools, including one in Mumbai. Sarma revealed that in the days to come, the possibility of joint research projects by the Columbia University and Cotton College would be explored in the discussions in the days to come between the core group members and if possible degrees would be given jointly by both the institutions for such research projects. He said that the possibility of visits of teachers and students of both the institutions to each other's premises would also be explored, which would be of much help for the students of the State.
The Education Minister said that talks would be expedited after appointment of the Vice Chancellor of the Cotton University. The government is planning to appoint the Vice Chancellor of the new university by the end of September and the Prime Minister would be invited to inaugurate the university.

Unlike last year, when a few of the national and multinational companies had withdrawn from the event at the last moment Deka, said he was expecting all companies to be present this year.
Around 400 stalls have been set up at the expo to cater to the needs of the buyers.
The event will also include cultural evenings and lucky draws. Along with that, quiz and art competitions will be held on November 6 and 13. An award will be conferred on an artiste from Assam during the event.
“Though it has not been finalised, talks on inviting artistes from the participating countries are under way. On the concluding day of the event, we will choose 10 lucky winners through a lottery of entry tickets and will provide a one-night stay, inclusive of all expenses, at Grassland Resort, Kaziranga,” Wahid added.

The Guwahati Metropolitan Development Authority (GMDA) has restricted building permission for above G+8 (ground plus eight floors) in the municipal areas of the city.
The GMDA took the step after receiving an order from the government in May, with an objective to reduce the concentration of population within the city and open up avenues for the construction of highrises on the outskirts.
“At present, we are not giving building permission beyond G+8 after an order was passed by the government in May. The permission for ongoing construction of new buildings above G+8 in the city was given prior to the order,” said Pritam Saikia, the chief executive officer of GMDA.
He, however, said this rule has been taken as a temporary measure to restrict the haphazard growth of buildings within the city municipal area.
“The current infrastructure of the city such as drain, roads, among others has gradually failed to support the city, which is expanding at an alarming rate. This move of restricting building construction will definitely open up new avenues outside the city, which to a great extent will mitigate the people’s concentration in specific areas of the city,” Saikia added.
He said after the report regarding the draft of the study of the carrying capacity of the city prepared by the Ahmedabad-based Centre for Environment Planning and Technology were approved by the government, there would be further amendments in the building bylaws as well as zoning regulation of Guwahati.
“The report will lead to the formation of the development control regulations, which are tools for guiding and promoting development in an area for improving the quality life of its habitants. Regulations are necessary for the conservation and promotion of public health, safety, convenience and general welfare of the people and to provide for the future growth and improvement of the area. Moreover, the development regulations determine regulation of land use, usage of the buildings, open space, number of storey, parking requirements, among others. The building bylaws will be amended considering these aspects,” Saikia said.
The GMDA had earlier issued permission for construction for G+11 and G+14 buildings, among others.
“We had also issued permission for the construction of G+20 buildings (Shangri-La) at the Games Village, but at present, it is subject to environmental clearance,” Saikia said.
He said the proposal to construct buildings above G+8 was subject to government clearance.
“Prior to the order, we issued permission till G+10 within the city. But currently, we are not issuing permission above G+8 and this will definitely regulate the growth of highrises in the city,” said Deepak Bezbarua, associate planner of Guwahati Municipal Corporation.
“We are adhering to the new norms issued by GMDA and after the recent earthquake it has become important to abide by these building norms,” said builder Madhav Goswami.

The hotel will be set up in an area measuring 27 bighas at Gotanagar by the NH-37. The first phase of the hotel will be completed within 24 months during which Rs. 100 crore will be invested. In the first phase, the hotel will have 200 rooms with 5 Star facility with all modern amenities expected by any business or leisure traveler, with ultramodern communication system in each room, a multi-cuisine restaurant for 100 persons, a coffee shop for 100 persons, a bar for 40-50 persons, a meeting room for 25-50 persons, a large convention hall which can take 500 persons and which can also be converted into two smaller convention halls. The convention hall will have state-of-the-art business communication facilities. It will also include a health club, a wellness center, a swimming pool and a shopping arcade for tourist essentials, etc. The hotel is expected to make the city a preferred destination for international convention for international conventions and functions. DS Assam Hospitality Ltd. (DSAHL), a joint venture company of Dharampal Satyapal Ltd. (DSL) and the Guwahati Metropolitan Development Authority (GMDA), expressed this faith today while presenting the progress of its upcoming five star hotel at Gotanagar in the city.
Singing paeans to the changed investment environment in the state, the territorial head of DSL, Brig. (retd) Preetam Singh Charak, said Assam was the “most peaceful” among the states that had witnessed insurgency. “The situation has changed. Whatever (insurgency) is there, it has declined by several notches,” he added.
Announcing that the hotel would open its doors by September 2010, DSL director Atul Jain said, “The Guwahati hospitality venture is one of our most prestigious projects. Ritesh Kumar, another DSL director, said, “We have hired the best in hospitality consultancy for project management and interior designing, which are crucial in setting up a hotel. The management of the hotel will be given to an international chain but this is yet to be finalized.”
Located along the national highway, the DSAHL property is spread over an area of 8.5 acres. It will have 195 rooms and provide all the standard facilities.

sunny20rocky October 11th, 2011, 05:15 PM Sarovar Hotels and Resorts, one of the leaders in the mid-market hotel segment in the country, is all set to venture into North-East with its plans to open two properties in Guwahati and Tezpur, in Assam.
The one in Guwahati would be under its ‘Hometel’ brand and would be a no-frill economy hotel with 70 rooms. The one in Tezpur would be under its ‘Portico’ brand and would be a mid-market 3 star hotel with 50 rooms.
Anil Madhok, managing director of Sarovar Hotels and Resorts, told Business Standard that the company had acquired land for both the properties and was waiting for “approvals to come to start work.”
“North-East is a growing market and is witnessing an escalating demand for quality accommodation. Sarovar Hotels and Resorts aims to fill this gap and offers hospitality at various price points that provide unmatched services and premium accommodation for both business and leisure travellers,” said Madhok.
He said the company was coming up with a 120-room 5-star hotel in Bhubneswar and is scheduled to be completed by December 2012.
The two hotels in Guwahati and Tezpur would be commissioned by January 2011 and May 2011 respectively. Though Madhok did not give any break-up of the investments, he said the total investment in the two hotels would be Rs 75 crore.
Recently, the foundation stone of the first 5-star Taj Hotel by Tatas was laid by Assam chief minister Tarun Gogoi in the presence of Ratan Tata, chairman of Tata Sons. Now, the decision of Sarovar Group to invest in Assam would further cheer up the tourism sector of the state and the region.
Apart from 42 operational hotels, another 30 Sarovar hotels are at various stages of development. "By end-2010, Sarovar targets to be a 50-hotel chain and by 2020, aims to achieve a 100-hotel portfolio," said Madhok. The company is building assets by way of company-owned hotels and is venturing into serviced apartments.
“After a sombre 2009, industry is now picking strength and showing positive signs. The mid-market segment continues to grow in India with maximum growth in the budget and no-frill segment across metros, non-metros and smaller cities,” said Madhok.

New Delhi, Oct 1 (IANS): The Central government on Friday proposed six new pharmaceutical educational and research institutes in the country, including in Congress chief Sonia Gandhi's constituency Rae Bareli, at an estimated cost of Rs 633.15 crore.
The decision taken at a cabinet meeting, headed by Prime Minister Manmohan Singh, decided to set up these National Institutes of Pharmaceutical Educational and Research (NIPERs) at Gandhinagar, Hyderabad,Kolkata, Hajipur, Guwahati and Rae Bareli. These institutes are categorised as institutes of national importance. The aim was to set up full-fledged campuses at these places for imparting higher post-graduation level education as well as to undertake research and developmental projects.
"This will help in meeting the requirement of highly skilled manpower of the pharmaceutical industry and focus on research and development," a statement issued here said.
The government had earlier set up an NIPER at Mohali under NIPER Act, 1998.
"However, in view of the increased requirement of highly skilled manpower for the pharmaceutical industry, the government in principle decided to set up six new NIPERs at Ahmedabad, Hyderabad, Kolkata, Hajipur, Guwahati and Rae Bareli," it added.
The Indian pharma industry is currently worth $12 billion and the industry spends 18 percent of its revenue on research and development.

sunny20rocky October 12th, 2011, 03:30 PM Public sector fuel marketer Indian Oil Corporation (IOC) plans to increase its expenditure on research & development (R&D) by 40 per cent to Rs 350 crore for the next three to four years.
“The proposed investment is to create a strong research R&D base in refinery processes, product formulations, pipeline transportation and alternative fuels with a view to minimising/eliminating imports and to have next-generation products,” R K Malhotra, director (R&D), IOC, said on the sidelines of a conference here on Tuesday.
The company’s current spending on R&D is Rs 250 crore.
The R&D centre is also undertaking research on producing second-generation bio-diesel from algae, in collaboration with international research agencies.
According to company’s annual report for 2010-11, 126 product formulations were developed, out of which more than 85 per cent were commercialised.
The state-run retailer also said it had got Rs 75 crore from its R&D board to set up a demonstration unit in Guwahati.
The other areas where the company is focusing on include development of energy-efficient and cost-effective lubricants for railways, marine applications and other automotive and industrial sectors.
IOC also plans to set up an automotive research laboratory with test benches and facilities for corrosion and failure analysis in refineries.

The survey report – AlphaWise City Vibrancy Index – has classified Guwahati as a city with ‘low vibrancy, but high income’. The quarterly average household income of Guwahati is around Rs. 70,000 which is more than the country’s average household income of Rs. 50,000, found the report. However, the report found that the city lacks vibrancy. In a scale of 0-10, where the average vibrancy level is 3, Guwahati has been ranked just above 2
Bangalore, Mysore and Pune have been found to be the most vibrant cities, whereas Srinagar, Asansol and Bhilai are the bottom three cities in the vibrancy index.
The City Vibrancy Index is a measure of the drivers of urbanization, notably – physical infrastructure, financial penetration, consumer services and job listings. It incorporates key ingredients that drive urbanization including infrastructure, job opportunities, modern consumer services and the city’s ability to mobilise savings. The index reveals the relative vibrancy and urbanization level of Indian cities.
In terms of financial penetration, Guwahati has been ranked 41st, which is however above Mumbai and Kolkata, which ranks 43rd and 45th respectively. Mysore tops the chart in financial penetration and Srinagar is at the bottom.
Jalandhar, Aurangabad, Bhubhaneshwar, Agra and Raipur are the “cities of opportunities”. The households in these cities earn more than India’s average urban household and hence they have scope to be more vibrant, found the survey.
Guwahati ranks 18th on consumption index and 29th on job openings.
The findings are based on data collected for top 200 cities on ATMs and bank branches (as a representation of financial infrastructure), consumption services such as malls, restaurants, hotels, multiplexes and car showrooms, job listings and IT parks (to ascertain job creation).

According to a stock exchange announcement, the project entitled various fiscal benefits of concessions in purchase raw material, supply of finished goods, excise exemption, income tax holiday & VAT exemption besides interest subsidy etc for a period of 10 years.
The company has already initiated action for initial developments at site and start financial arrangement with existing bankers although the other banks have also shown interest to finance the project at competitive interest rates. The construction for equity will be brought through preferential issue and internal accruals from existing business.
sunny20rocky October 12th, 2011, 04:25 PM The Indian Railways will build ten automobile hubs across the country in collaboration with the Society of Indian Automobiles Manufacturers (SIAM) on the surplus land available with the ministry, Railway Minister Mamata Banerjee said here on Saturday.
Disclosing that the Railways currently have 3,36,000 bighas of surplus land across the country, Banerjee said SIAM representatives have expressed interest in building auto-hubs to facilitate growth in business and employment.
“Besides Shalimar in Howrah district of West Bengal, auto-hubs will come up in Bangalore, Chennai, Thiruvananthapuram, Pune, Nasik, Ahmedabad, New Delhi, Guwahati and Siliguri,” Banerjee said after laying the foundation stone for the country’s first auto-hub on a five-acre plot of railway land at Shalimar.
“These hubs will be coming up in joint venture with the Railways, and the ministry is aiming to generate close to Rs 1,000 crore of additional revenue per annum once all the hubs start operation,” she said at the function attended by representatives from Tata Motors, Maruti, Hyundai, Hero Honda and TVS Motors.
Referring to the proposed hub at Shalimar, she said it would be a pilot project, and that the Railways would be keen to invite leading entrepreneurs to build an automobile ancillary industry in the adjacent land owned by the ministry.

GUWAHATI, OCT 14: After the major transformation of the opto mechanical slide projection system to a hybrid projection system, the Guwahati Planetarium has succeeded in attracting more and more visitors every day since its launch in February 17, 2011.
However, the renovation is not limited to this. Guwahati Planetarium (GP) is very soon going to add two new shows- ‘In search of life-Are we alone?’ and ‘And Journey to the Stars’.
Speaking to the Sentinel, Babul Bora, junior scientific officer and curator, GP, said, “The new system is a synchronization of digital video with sophisticated opto mechanism and the two new shows are designed by Goto Inc Private Limited, Japan. We will launch it in by the New Year. With the introduction of the two new shows, the graph of visitors is expected to rise.” The duration of both the shows is 35 minutes.
Further Bora added that since July 9, 2011 up to July 30, 2011 the revenue collected is around 6 Lakhs.
The New Year gifts don’t stop here. Apart from the new shows, the GP is coming up with an observatory and astronomical gallery too. “For the observatory, we will install a high power computer control telescope. The telescope (model: Schmidt–Cassegrain) will be of 12 inch in diameter. We have forwarded the proposal to the State Government and hopefully it will be passed and visitors can enjoy the real beauty of the sky in the coming year,” Bora further said.
The astronomical gallery budgeted 38 lakhs will consist of astronomy and space science models. Targeting the students specifically, an astro van and mobile taramandal are will be soon started by GP. “Everyone can’t afford to come to the planetarium. Therefore we will go to them. Our main target audience is rural people, especially the students. We will start the process from this year itself,” Bora said.
Commenting on the benefits of the observatory, UN Deka, Secretary Pragjyotish Amateur Astronomers Associations and an associate worker of GP said: “This observatory would be very productive for the Research studies and this would help in making science more interesting and popularize among the students.”

Deb_S October 15th, 2011, 06:54 PM GUWAHATI: Waking up to mismanagement of solid waste by Guwahati Waste Management Company Private Limited, the GMC is planning to replace the old method of picking wastes by dumper placers with modern compactors.
A top official of the civic body said they are working out a plan to introduce a solid waste management system using compactors at an estimated cost of about Rs 5 crore which, he said, is going to be first in the north-east.
"We are going to shift to the technology used in foreign countries as well metros. The dumper placers have become outdated. The compactors would compress solid waste at a particular site and it will be possible to carry eight bins in a single vehicle," said the official.
The official revealed that during the latest assessment by GMC, it has come to light that out of 600 tones of solid waste produced everyday in the city, only 500 tonnes are getting disposed at present which is a cause of worry.
"There are 20 dumper placers and three compactors for solid waste management in the city. But the outdated technology raising the quantity of indisposed wastes has been a cause of worry. The amount of waste carried to the dumping site at Boragaon is going to increase after compactors replace the dumpers," the official added.

Hyderabad-based Sujana Tower is planning to set up a tower manufacturing facility at Guwahati in Assam.
"We are looking for an investment of about Rs 300 crore in this project. We are hopeful that we should be able to ground this project in the next 12-15 months," he said.
"The Assam project has one lakh tonnes installed capacity and will give us a topline of Rs 650-700 crore going under current market price," he added.
The company is looking at a very conservative debt-equity ratio. He said that, the debt component wil be very low at about 33-34%, and the balance would be funded from the internal accruals.

Guwahati Municipal Corporation (GMC) is planning a massive public awareness drive with help from corporate biggies to educate city residents on ways to keep their localities clean, after struggling with repeated blame for poor management of garbage.
A source said the Guwahati development department (GDD) has directed the corporation to discuss the problem with private sector companies and join hands with them to carry out a constant awareness drive to promote cleanliness in the city.
The GMC has been struggling to contain the uncontrolled dumping of garbage on the streets, drains and pavements by city residents, street vendors and other business establishments.
“Maintaining cleanliness is getting tougher despite the strict measures taken from time to time. Repeated public appeals failed to make a difference and residents are still throwing garbage into drains and on pavements and streets and only a constant awareness drive can bring about a change. We are working out an awareness drive programme where the corporate sector will help us under their corporate social responsibility schemes to carry out the drive constantly. Under the drive, we are planning to put up hoardings urging people to stop throwing garbage,” a GMC official said today.
The move comes after chief minister Tarun Gogoi convened a meeting of senior GDD and GMC officials yesterday and asked them to take immediate steps to maintain cleanliness and to ensure that the city streets were not left dirty.
Sources said Gogoi expressed unhappiness over the department’s failure to manage garbage and had asked officials to tighten their noose on residents throwing garbage and making the city dirty.
GDD secretary Ashish Bhutani, GMC commissioner Puru Gupta and other officials attended the meeting at Gogoi’s official chamber.
The chief minister had asked the officials to impose fines, if necessary, on residents and business establishments violating the GMC norms.
According to bylaws laid down in the GMC Act, 1972, people found throwing garbage in the open may attract action, including fine up to Rs 500.
Sources said Gogoi had asked the officials to involve NGOs, schoolchildren, colleges and NCC cadets to carry out the awareness drive, as cleanliness was a worry for state government agencies trying to promote business, attract investors and develop tourism.
“As business leaders, investors and tourists from outside first come to Guwahati to take stock of the potential to enhance their ties with the state, heaps of garbage strewn on the street side sends a negative message. So, in order to promote the state, we must keep our city clean and residents should also understand this,” the GMC official said.
City-based NGO Save Guwahati Build Guwahati (SGBG), that has been carrying out city development campaigns, however, said the civic bodies must carry out the awareness drive ceaselessly. “We had earlier seen how the GMC made tall promises and forgot after one or two awareness meetings,” secretary of the NGO, S.K. Doloi, said.

sunny20rocky October 20th, 2011, 02:12 PM GUWAHATI, Oct 19 – Chief Minister Tarun Gogoi stressed the need of conservation of waterbodies for a better Guwahati. He also emphasized demarcation of Guwahati Metropolitan Region to control the fringe area development during a presentation by the Centre for Environmental Planning and Technology (CEPT), Ahmedabad on Carrying Capacity-Based Urban Development Regulations for Guwahati.
Prof Utpal Sarma, Project Director, Faculty of Planning and Public Policy, CEPT University gave a detailed presentation on the various issues and the mechanism that can be followed in Guwahati before the Chief Minister and other top level officials of GMC and GMDA.
Guwahati Development Department has engaged CEPT with GMDA as Nodal Agency for conducting a detailed study on capacity- based urban development regulations for Guwahati city and to evolve a land development mechanism based on such mechanism being used in other cities.
In the study done by CEPT, areas for intense, moderate, low and very low-intensity development have been identified, based on the suitability of land from the point of view of earthquake, flooding, landslides, slope, etc.
During the course of presentation, the Chief Minister stressed the need of conservation of waterbodies and regional planning for development of other areas of State in a planned manner.

sunny20rocky October 20th, 2011, 02:17 PM GUWAHATI, Oct 19 – The Gauhati High Court, while hearing a public interest litigation (PIL) filed by Early Birds, an environment protection group, opposing the handing over of a wetland called Dabaka beel to the Assam Rifles for setting up their base, deferred the hearing to November 28, as the respondent parties (the State Government) sought more time for furnishing of information before the court regarding alternative sites.
Earlier on September 23, the court had issued notice to the State Government represented by respondent No. 3, the Chief Secretary, to furnish information before the court regarding alternative arrangement of site.
The case was adjourned till November 28 today as the State Government sought more time for furnishing the information, advocate Dilip Choudhury who represented the petitioners, said.

1) Mass rapid transit system (MRTS) project for the city, The cost of the project was estimated at Rs 840 crore.
2) Development of an integrated water supply, sewerage and drainage management. The estimated cost of the project is Rs 1,700 crore.
3)Development of slum houses for the urban poor for Rs.100 crore
4) A Rs 600 crore solid waste management project
5)Tenders for a 1.82 km ropeway over river Brahmaputra as an alternative mode of transport between Guwahati and north Guwahati is under progress. "The cost of the project is Rs 29.87 crore
The centre had then asked the state to place a DPR, after that I didnt come across any report stating the project is on the move. Not sure if it is still at the planning stage or scraped.

After the urban body demolished seven stalls on the premises of Dee Tee Towers on Wednesday since the owners, Down Town Enterprise, failed to come up with a satisfactory reply to the notice served by them in the first week of October, GMC commissioner Puru Gupta said they have identified several big business establishments violating building by-laws and will start itsdemolition drive (http://timesofindia.indiatimes.com/topic/demolition-drive) again.
"As per the old building by-laws, 60 per cent of the surface area is required to be reserved for parking and crisis management during disastrous situations. The owner got building permission but he was not permitted to run any commercial establishment on the space that was needed to be kept free," said Gupta.
He said that lack of parking space inside highrises had added to traffic woes and business establishments demolished on Wednesday caused traffic congestion outside building premises in Dispur. As per the new building by-laws 40, 45 and 50 per cent of the surface area inside buildings are needed to be kept free from construction. But most owners are violating this rule for more profit. Gupta said instructions were clearly laid about the necessity of free space. But many business establishments are extending the cover till the boundary walls for commercial purpose.
"For the safety of the people, they will not be spared," Gupta added. However, stall owners alleged that they did not get any notice prior to the eviction drive (http://timesofindia.indiatimes.com/topic/eviction-drive). A stall owner accused that they were not intimated by the owners before GMC carried out the demolition.
To come up with satisfactory reply to the notice served by it on the first week of October, GMC commissioner Puru Gupta said that the urban body have identified several big business establishments in the city violating building by-laws and will restart its demolition drive anytime.
"As per old building by-laws, 60 percent of the surface area in the premise was required to be kept free for parking and for safety reasons during disaster like situations. The owner got building permission but it was not permitted to run the business in the space that was needed to be kept free. The Down Town enterprise got permission to carry out business inside the building" said GMC commissioner Puru Gupta while speaking to TOI on Thursday.
He said that lack of parking places inside the flats and skyscrapers have added to the traffic woes and the business establishments demolished on Wednesday caused traffic congestion outside the building premises in Dispur.
As per new building by laws 40, 45 and 50 per cent surface areas in the building premises depending upon the conditions are needed to keep free from construction but it has been noticed that for mere profit making such owners are hardly caring for the possible dangers.
Gupta said while granting trade license, instruction to keep the free space is clearly instructed but many business establishments are covering upto the boundary walls for commercial purpose.
"No excuse will be done compromising the safety of the people", Gupta added.
However the stall owners have alleged that they did not got any notice prior to the eviction drive. A stall owner accused the Down Town enterprises for not entertaining their quarries as the GMC officials carried out the demolition drive.
He accused the enterprise to hoodwink the traders for the past several years.
Situation in the campus on Wednesday turned tense as the heavy security personnel were deployed around the building premises after stall owner staged agitation against the GMC action.

Gogoi further directed the departments to identify the agencies and to tie up with them to produce skilled manpower to cater to the growing need of different sectors.
The meeting discussed threadbare on the key sectors like hospitality, tourism, health care and automobile industry and how to overcome the constraints such as ensuring private sector participation in a big way, cost sharing under PPP mode, availability of trained instructors and infrastructure.
Besides two power-point presentations, a short film by National Academy of Construction was screened. In the next three years, the brand is expected to make further headway as the US-based international chain plans to build 18 more Courtyard hotels while expanding into smaller towns and satellite cities in India.
"We opened the first Courtyard hotel in Chennai in 2006. Today, the brand is the fastest growing brand," said Rajeev Menon, area vice president (India, Malaysia, Maldives & Australia) of Marriott Hotels India Pvt Ltd. Among the 15 operational hotels in India, the Courtyard brand accounts for nearly half of them. Currently the hotel-chain operates five brands in India which includes, JW Marriott (two properties), Renaissance (one property), Courtyard (seven properties), Marriott Hotels & Resort (four properties) and the Marriott executive Appartment brand (one property).
"We have 42 hotels under construction in India, of which 18 are Courtyard," Mr Menon told ET. The upcoming Courtyard hotels are expected to come up in small towns and satellite cities like Gurgaon, Pune, Hyderabad, Ahmedabad, Bilaspur, Kochi, Guwahati, Raipur, Ludhiana, Shillong, Jalandhar, Bhopal and Amritsar.
"While brands like JW Marriott exist in gateway destinations, Courtyard is a great four-star brand to be put in secondary and tertiary markets," he remarked adding that the hotel chain is focussing on expanding in to the "relatively untapped" Tier-II, III and IV towns in India. The average per night room rental of a Courtyard is about Rs 6500, while that of the JW Marriott is over Rs 14,000.
Marriott also plans to bring in two new brands into India. The first will be the premium Ritz Carlton brand, and the other will the be Fairfield Inn brand that will be launched in Tier-III and IV cities. "The first Fairfield hotel will be up and running in Manesar near Gurgaon by 2013," Mr Menon said.

Gupta, while talking to mediapersons in Guwahati today, said: “Collecting garbage from different parts of the city and dumping the garbage at the garbage dumping site at Boragaon has been a problem all this while. By the time garbage collection trucks collect garbage from dustbins and dump the garbage at Boragaon, the dustbins get filled up and garbage overflows from the bins. Keeping this problem in mind, we have decided to bring in 25 new compactor vans within three months. High-quality dustbins will also be provided in various areas of the city. Compactor vans have more storage capacity. These vans will move around throughout the city everyday and collect all the garbage that accumulates in the dustbins. Guwahati Development Department (GDD) Minister Tarun Gogoi has given us the green signal to procure 25 new compactor vans. This system of garbage collection has yielded good results in cities like Kolkata and Delhi and we are hopefully of the same results in Guwahati also.”
There are already three compactor vans in Guwahati and with the addition of the new fleet of compactor vans, perhaps the city’s garbage problem will be solved soon.

sunny20rocky October 24th, 2011, 11:54 AM GUWAHATI: Chief minister Tarun Gogoi on Sunday said international internet connection from Bangladesh's Cox Bazar to Guwahati would significantly improve Net services in the state.
At present, internet links to the state are from Mumbai and Chennai international gateways. Assam is linked to the gateways through the narrow Siliguri corridor in West Bengal, leading to frequent disruption of connectivity.
"Currently, internet links to the state are from Mumbai and Chennai international gateways, which are linked to Assam through the narrow Siliguri corridor. This leads to frequent disruptions in IT connectivity in Assam and other northeastern states. This has also deterred IT companies from investing in the state," added the chief minister.
During the 56th National Development Council meeting, chaired by Prime Minister Manmohan Singh in New Delhi on Saturday, Gogoi said international internet connectivity from Cox Bazar should be extended up to Guwahati as the distance between the two places is only 480 km. Gogoi said Internet connectivity from Cox's Bazar and Guwahati could be easily linked through the Se-ME-WE-4 undersea cable station.
The chief minister also proposed to set up an international internet gateway in Guwahati for international internet connectivity from Cox Bazar. Gogoi suggested that a hub of the National Internet Exchange of India (NIXI) should be set up in Guwahati to strengthen internet service.
"All districts, subdivisions, blocks and panchayats should be connected with high speed (100/1000 Mbps and above) links for faster connectivity within the state so that the general public benefit from internet connectivity," said the chief minister.
"During the 12th Plan, the approach of the government would be to create capacities in terms of skill building in IT and IT-enabled services up to the block level by taking connectivity to villages using a mix of various technologies, creating the right internet communication technology infrastructure for providing services to the citizens and also attracting investment to the state," he added.

Sources in the GMC said flash floods were caused in Anil Nagar, Nabin Nagar and adjoining areas in Rajgarh road as PWD failed to clear the drains. Some of these roads are still submerged even 40 hours after the downpour.
"This was probably the last flash flood of the season as the flood season officially ends on October 15. Collective effort is required to find a permanent solution to the decade long problem of flash floods and water logging in the city. No temporary measure is going to yield lasting results in solving the problem. Timely cleaning of drains, proper solid waste management, clearing channels connected to the wetlands and their preservation is required to solve the problem permanently," said GMC commissioner Puru Gupta.
"Modern equipment are needed to clean up Bharalu river where waste materials and water from canals fall during heavy rains. However, the GMC is yet to procure funds to buy the equipments required for cleaning the river", said a source. The citizens' body Save Guwahati Build Guwahati, who is constantly raising its voice for the civic issue, blamed the Congress led government for the problem of flash floods. tnn

GUWAHATI, Oct 23 – The drainage-related woes of Guwahati started with the Government’s contravening the 1971 Drainage Master Plan of the city prepared by the Calcuttal Metropolitan Development Organisation (CMDO) said noted engineer Indrajit Barua, who has been working on the Guwahati drainage problems of the city for around two decades.
Barua told The Assam Tribune that this is the reason why the drains constructed by different agencies of the Government at a cost of Rs 40 crore had to be given up as ‘abandoned’ some years back.
For creating the city’s storm water drainage system, steps like updating the storm water runoff calculation to account for increase due to urbanization, designing and constructing drains to cope with the runoff at any given time with margins for increased runoff over the years, earmarking or acquiring land along the Bharalu for re-sectioning it to increase its holding capacity should have been taken.
The storm water runoff increases as the density of buildings, roads and other impermeable surfaces increases in a given area. The storm water runoff in 1971 would have been much less than what it is today. Therefore, in any urban habitat while planning drainage systems, planners have to take into account the runoff amplified by increased urbanisation.
Designing and constructing drains to cope with the runoff might have been done with the aid of the established scientific and rational mathematical models of hydrology and hydraulics, taking into account the recommendations and the database provided by the CMDO, which has later named as Calcutta Metropolitan Development Authority (CMDA).
There was also the need to earmark or acquire land for accommodating reservoirs for storm water drainage in the future so that nothing else can be constructed in such locations.
The problem is that various departments of the State government and others, like the North East Frontier Railway authorities, have never cared to design and construct storm water drains in keeping with the statutory provisions of the 1971 Master Plan.
Practically every department responsible for construction of drains in their respective domains, has constructed drains in an ad-hoc manner, without regard to the provisions of the 1971 Master Plan. Their only concern is to drain out the storm water of the immediate area under their control, without bothering to know whether the drains they are laying would inundate the neighbouring areas or not.
sunny20rocky October 25th, 2011, 11:40 AM GUWAHATI: The Guwahati Metropolitan Development Authority (GMDA), in collaboration with the Japan International Cooperation Agency (JICA), would finalize a new sewerage system for better management of household wastes in the city by next January.
A team of JICA, which will offer technical support to the project, recently visited the proposed sites in the city where the system is going to come up.
The Rs 3,200-crore project will help in carrying waste liquid from toilets, baths and kitchens to the two proposed sewage treatment plants (STP) to be set up at Boragaon and Khondajan in Guwahati. "We feel that lack of proper sewage treatment is adding to the woes of city-dwellers. Though sewerage system is there in very few cities of India, it is common in the developed countries for hygienic disposal of wastes. During the visit of the JICA team, the members mainly focused on the feasibility and visibility of the project and found the city suitable for it," said chief executive officer of GMDA Preetom Saikia.
By this system, waste would be carried to the outskirts of the city to keep the city clean. Saikia added that the process has gained momentum and the Guwahati Development Department (GDD) is going to take up the matter with the department of economic affairs.
A comprehensive network to collect and transport waste through a network of pipes and pump stations to the two central STPs will be laid down in the city. "The sewerage pipes will be connected to the households. People will no longer need to clean the septic tanks," he said.
Another official of the GMDA added that after treatment of waste, the clean water will go to a nearby waterbody. However, the statutory conditions set by the department of forests & environment will be maintained.

Lucknow-based GTL, a part of Eureka Group of Enterprises, is into logistics and surface transport industry. Siliguri-headquartered Rudra is a ground and cargo handling solution provider.
Rudra GTL has wet leased two ATR 72 aircraft from Deccan Cargo Express and Logistics Ltd. Under the wet lease arrangement, the Deccan provides the aircraft, complete crew, maintenance, and insurance (ACMI) to the lessee.
“Based on our experience in Imphal (Manipur) and Guwahati (Assam) we will extend the services to Agartala (Tripura) and Bagdogra (West Bengal). We have already put in place the infrastructure for ground handling at most locations,” Mr Roy said.
Incidentally, freighters and cargo services introduced by several companies such as Gati, First Flight Couriers and Quickjet in the past have not been very successful in the country.
Deccan 360 – the cargo company set up by Captain Gopinath two years ago – also stopped its services in May as volumes did not pick up to service the lease for the three Airbus 310s. The aircraft has since been taken back by the lessors. The only two ATRs left with the company have now been given out on wet lease to Rudra GTL.
Rudra GTL is, however, hopeful of making it big in the cargo industry, Mr Roy said. “Our JV partner GTL has a strong hold on surface transportation industry and we have an expertise in the aviation industry, particularly in the North-East. So we hope to garner good volumes in the business,” he explained.
The company also has plans to operate tourist helicopter services from Kolkata to the adjoining areas and from Siliguri to Darjeeling to help boost the tourism business.

sunny20rocky October 25th, 2011, 03:41 PM Guwahati, Oct 21: The North-East is emerging as the rubber hub of India as experts believe that large-scale cultivation of the crop can bridge the shortfall in supply amid rising demand.
Traditionally, rubber is grown in the southern states of Kerala and Tamil Nadu, but an increase in demand for the crop has resulted in a search for other regions where cultivation can be pursued.
Rubber planting has not expanded to the desired extent in Karnataka, Andhra Pradesh, Goa, Maharashtra and Orissa, where climatic conditions support their growth.
“We believe that now we have to look to the North-East to produce more natural rubber,” Mr K.G. Mohanan, Additional Rubber Production Commissioner of the Rubber Board, said.
A search was launched and it culminated in attempts by the board to grow rubber in Assam, Tripura, Meghalaya, Mizoram, Manipur, Nagaland and Arunachal Pradesh, he said.
“Though the agro-climatic conditions prevailing in some parts of the region are moderately suitable for planting rubber, it has been proven through experimental plantation that under appropriate agro-management practices, the commodity can be grown as an economically viable crop,” Mr Mohanan said.
As per reports, the Soil Conservation Department of Assam planted rubber in the state as early as 1950s and the first commercial planting was done by Tripura’s Forest Department in 1963.
Encouraged by the success of pilot plantations, the Tripura Government had set up Tripura Forest Development Plantation Corporation Ltd (TFDPC) in 1970, while seven years later, the Government launched a pilot scheme for the economic settlement of tribals displaced because of rubber farming.
Mr Mohanan said substantial progress in rubber plantations in the region was achieved during the V11th Plan, when the Centre sanctioned a scheme for Accelerated Rubber Development in the North-East.
Exploratory surveys done by the board in the past indicated that a total of 4,50,000 hectares of land in the region is suitable for rubber plantations.
Another positive aspect is that the region is generally free from the major plant diseases that are prevalent in the traditional belt and soil is sufficiently ‘deep’ and easy to work, he said.
“However, proper care has to be taken in selecting land as water-logging and erosion are a common problem,” he observed.

Guwahati, Oct. 26: Dispur has started the process of liquidating assets of closed public sector enterprises for its permanent closure with assets of one of them disposed of.
Sources said the valuation of assets of the closed enterprises has been completed and bids have been invited for the disposal of the assets of some of them.
An asset management cell was set up under the Assam Industrial Development Corporation to liquidate the assets of closed public sector enterprises.
The assets of Fertichem — a loss-making public sector enterprise — was recently liquidated and Assam chief secretary N.K. Das in his capacity as chairman of the task force mandated for closure of unviable public sector undertakings transferred and vested all Fertichem’s land (including the buildings and other civil structures) to the government.
The task force was set up under the Assam Governance and Public Resource Management Program funded by the Asian Development Bank to improve the fiscal situation.
One of the objectives of the programme is to look after public sector enterprise reform.
“The process of liquidating Fertichem’s assets has been completed,” the latest ADB progress report of the programme said.
Fertichem is a subsidiary company of the Assam Industrial Development Corporation set up to manufacture fertiliser granulate and is under the administrative control of the industries and commerce department.
The unit suffered losses from the beginning and production was stopped from October 1996. Fertichem does not have any movable property. Its only asset was land in Bonda village under Beltola Mouza in Guwahati, along with a factory, administrative buildings and a boundary wall.
After Fertichem, assets of Assam Syntex and the Assam State Weaving and Manufacturing Company will be liquidated. Statutory audits for these companies have been completed to start the process of liquidation of assets.
Fifteen public sector enterprises have been closed and the number of employees benefited under the voluntary retirement scheme is 6,062.
Under the set of conditions under the ADB-funded programme, the government is required to dispose of the assets of public sector enterprise, disburse compensation related to the voluntary retirement scheme to the employees affected by closure and complete statutory audits of public sector enterprises notified for closure. This will put an end to continued leakage of budget resources to the non-operational enterprises.
The ADB report says as part of the labour rehabilitation plan under the programme, counselling was provided by the government to the employees on finance, career development, trauma, retraining and reskilling, placement assistance, and business incubation.
The public enterprise department invited applications from employees who had taken voluntary retirement to undergo skill development training in their choice of vocational courses and trades at the Industrial Training Institute.
Around 40 such displaced employees and their dependants received short-term training, the fees for which were borne by the government.

Guwahati, Oct. 26: The Assam Football Association’s (AFA) dream of making Guwahati an international football venue has got a shot in the arm with Dispur mulling the idea of creating an infrastructure of that stature.
The Sports Authority of Assam (SAA) has prepared a proposal to cover the galleries of Indira Gandhi Athletic Stadium in the Sarusajai sports complex here to give it the shape of an international football stadium. The proposal comes in the light of an announcement by the state government to create a corpus fund with an initial allocation of Rs 7 crore from the state exchequer.
SAA director general Pradip Hazarika told the Telegraph that a detailed project report has been submitted to Dispur and they were awaiting a “favourable response”.
“The uncovered galleries are damaged because of exposure to rain and heat. In the first phase we propose to cover them up like those on the western side of the stadium.
Then we will go for chairs in all the stands,” Hazarika said, adding, “It will all depend upon the availability of funds”.
The western galleries of the 30,000-capacity stadium, built for the 33rd National Games held here in 2007, are covered and chaired. For an international football stadium, Fifa stipulated that there should be 100 per cent chaired accommodation.
After hosting the Federation Cup tournament in 2009 and the Santosh Trophy Tournament this year here successfully, the AFA has been vying for an international match involving India and any other Asian nation.
The AFA also hosted the oldest football club in the world — Sheffield FC — for a friendly against the Assam Santosh Trophy probables last year at the Indira Gandhi Stadium.
“We will be awarded an international match anytime we bid for it. But we will find ourselves in a fix once because we don’t have the infrastructure the Fifa and the AFC (Asian Football Confederation) have stipulated,” said AFA secretary Ankur Dutta.
However, a section of sports administrators feel though the SAA initiative was a “welcome” one, the funds which it was eyeing for the construction was not meant for it.
“The corpus fund is being created for the maintenance of infrastructure. As far as the government proposal is concerned, SAA will be able to utilise the dividend by investing the Rs 7 crore for the maintenance and the capital will have to be intact,” said an official.
“Instead, SAA could have moved corporate sector directly or through the state government for the further improvement of the infrastructure, which could have been a praiseworthy initiative,” the official added.

GUWAHATI, Oct 27: The Assam Government has initiated a move to bring the headquarters of Hindustan Paper Corporation Limited, which has units at Jagiroad and Panchagram near Silchar, from Kolkata to Guwahati. The State government has also pressed for shifting the office of the Tea Board of India from Kolkata to Guwahati.
Why has the government initiated the above moves? If the above offices are shifted to Guwahati, it will come to the aid of the management of the said units based in Assam, said Chief Minister Tarun Gogoi.
Gogoi has said that if the office of the Tea Board cannot be shifted to Guwahati, then ‘‘a similar establishment’’ should be set up in the city for the sake of the tea industry of the State.
Gogoi has also demanded from the Centre a ‘‘special industrial package for the State in order to impart impetus to industrial growth and to ensure a level-playing field with the rest of the country’’. This apart, he has pressed for a package for ‘‘village and cottage industry’’ in the State.
According to the Chief Minister, promotion of small, micro- and mini-industries ‘‘is the way ahead, especially in the State of Assam, and this approach is to be factored into the policy on priority’’.
‘‘The micro- and mini-sectors have potential for employment, but they have failed in availing facilities provided under the North East Industrial Policy, 2007. So there is need for a special package for the said sectors,’’ Gogoi said, and added: ‘‘The 12th Five Year Plan has laid stress on the manufacturing sector, but the State resources are inadequate for funding the ambitious plans for the manufacturing sector.’’
The contribution of the manufacturing sector to the total economy of the State was only 9.2 per cent during 2007-08. ‘‘Therefore, we want a special package for the manufacturing sector,’’ said Gogoi.
The Chief Minister has driven home the point that certain assets which had been created and are presently non-functional should be reinvigorated with capital infusion. The issue of revival of Ashok Paper Mill (Jogighopa), for instance, is in that context, said Gogoi.

sunny20rocky October 28th, 2011, 09:43 AM The new Information Technology Policy announced by the Union Minister for Communication and Information Technology, Kapil Sibal, has vast potential for the growth of office and residential space in smaller cities.
The IT policy of the Union Government during the last couple of decades centred around the development of IT industries countrywide.
In view of this and other favourable factors such as encouragement from the State governments, most of the IT companies have been located in large cities such as Mumbai, Bangalore, Chennai, National Capital Region (Delhi, Noida, Ghaziabad, Gurgaon, Faridabad and Lucknow), Kolkata and Hyderabad. Some of these cities have provided the necessary infrastructure for growth of many software industries by way of special zones and other support systems.
These cities have also ‘created' many transport and traffic hazards beyond manageable limits. Rural areas have, therefore, been deprived of the opportunities for development of the technology sector.
Boon to smaller cities
The new draft of the integrated IT Policy to be in operation till the year 2022 has a bias towards tier-II and -III cities.
The policy aims to create 10 million jobs by way of a pool of extra skilled manpower, against the present 2.5 million in IT and IT-enabled industries.
R&D infrastructure and test facilities for development will be established in order to harness the power and capability to meet global demands.
Investment in tier-II and -III cities will be encouraged through incentives such as tax holidays, the details of which will be announced after the finalisation of Direct Tax Code.
Fiscal benefits will be given to Small and Medium Enterprises (SMEs) and start-up ventures in tier-II and III cities. Start-ups in key industrial sectors will be encouraged to adopt IT.
The aim is to generate exports worth $ 200 billion against the present $ 59 billion, and revenue of $ 300 billion against $ 88 billion now. Housing and office space needs of IT industries will be taken care of in these zones.
A look at the campuses of IT giants Infosys, Wipro, HCL, and TCS in Bangalore, Chennai, Hyderabad and NCR, spread over hundreds of hectares, gives an idea of the massive space required for offices, training establishments, R & D centres etc. Similarly, the housing needs of the labour force too run into lakhs of residential accommodation. Support facilities such as schools and colleges, entertainment facilities, malls, hotels, restaurants, hospitals etc., also offer vast scope for growth.
Tier II, III cities
Some important tier-II and -III cities offering scope for growth are Pune, Mysore, Bhopal, Vadodara, Ludhiana, Bhubhaneshwar, Coimbatore, Thiruvananthapuram, Kochi, Belgaum, Hubli, Mangalore, Vishakhapatnam, Madurai, Tiruchi, Gulbarga, Kanpur, Nagpur, Rajkot, Guwahati, Agra, Amritsar, Indore, Jalandhar, Mohali, Nasik, Panipat, Pondicherry, and Jaipur. Many more district-level centres may also vie with each other for a place in this list.
How can tier-II and -III cities grow to meet the IT growth? Some leads which can be thought of are: Promotion of IT parks, Special Economic Zones etc., in line with the proposed land acquisition policy legislation.
Development of integrated residential townships
Development of modern transport facilities.
Development of small airports
Development of arterial and link roads.
The draft IT Policy will be in the public domain for views and suggestions for a period of one month. Individuals and organisations must use this opportunity to put forth their suggestions. NASSCOM (National Association of Software and Services Companies) can perhaps be the single largest representative organisation which can give many valuable suggestions. The State governments can also forward their views and suggestions depending on the availability of land and other infrastructure, as most of them have their own policies based on local capabilities and needs. The Confederation of Real Estate Developers Association of India (CREDAI) can provide inputs for the development of smaller cities.
Let us hope that this opportunity will be used for decongesting some of the metros and other tier-1 cities, simultaneously pushing up the case of rural India for being a part of the IT revolution.

sunny20rocky October 28th, 2011, 11:44 AM Guwahati: The Central Industrial Security Forces (CISF) personnel guarding the Lokapriya Gopinath Bordoloi International (LGBI) airport here have incorporated Explosive Trace Device (ETC) to keep watch on the cars and vehicles parked in the airport premises for security purposes.
A CISF vehicle equipped with ETDs and LMGs (light machine gun) have been pressed into service to keep a close watch on the vehicles parked to make sure that those were not used by militants to plant explosives and carry out subversive activities.
"By using an ETD device we can easily keep a watch on the vehicles with dark glasses and detect immediately if any explosive material is being hidden inside them. The new steps have been initiated as part of our new security measures in the airport," a CISF personnel posted at LGBI airport said.
The parking lot on the airport premises can accommodate more than 1,000 cars and two-wheelers, which are looked after by people engaged by the airport authorities.
"Normally, the people engaged with managing the parking lot register names and details of the vehicles and now we have decided to use the ETD as a special measure to ensure that nothing untoward happens here," the source said.
"The patrol vehicle is fitted with a light machine gun and if anything is detected by the ETD from a distance, our personnel can immediately swing into action and stop the entry of the vehicle on the airport premises," the CISF source said.

GUWAHATI, Oct 28 – A Memorandum of Understanding (MoU) between Indian Institute of Technology Guwahati and Hanyang University, Korea was signed on October 20 at IIT Guwahati for research and educational collaborations for undergraduate and postgraduate academic and research programmes. Prof Gautam Barua, Director, IIT Guwahati and Prof Dong Hyuk Shin, Dean, College of Engineering, Hanyang University signed the MoU on behalf of the respective institutes, a press note stated.
IIT Guwahati already has MoUs with various other institutes such as University of Nottingham in UK, Ecole Polytechnique Montreal (EPM), Queen's University of Canada, Reseaue “N+I”, Ecole Centrale de Nantes (ECN) in France, German Academic Exchange Service (DAAD), Technische Universitat Muenchen (TUM), Germany, and National Institute of Information and Communication Technology (NIICT) of Japan among others.

Guwahati, Oct. 29: Dispur today cleared four public-private partnership projects which will speed up public-private partnership (PPP) activities in the state and pave the way to get private sector investment.
This was decided at the first apex authority meeting on PPP projects chaired by chief minister Tarun Gogoi today.
The projects are development of 10 Industrial Training Institutes under the labour and employment department, development of an information technology park under the information technology department in Guwahati, a banana park at Matia in Goalpara and 50 skill development centres to provide vocational training, especially on construction and services.
Planning and development minister Prithibi Majhi said Dispur proposes to bring in private sector through the PPP mode as one of the preferred routes for infrastructure development in the state.
The Assam PPP policy has established an institutional mechanism to ensure timely clearance of such projects through the apex authority with the chief minister as the chairman.
Majhi said it is now appropriate to proceed to more specialised training in the realm of PPP which is emerging rapidly in the state. “The capacity building measures include exposure to the best practices across the globe. Comprehensive capacity building measures are being worked out for the functionaries involving in practice of public-private partnership in the government including at the ministerial level,” he added.
Majhi said the approval of four projects would speed up PPP activities in the state. In the project on 50 skill development centres, infrastructure and equipment have already been procured by the state and the cost of operation and maintenance will be borne by the private operator.
The project is being handled by the tea tribe welfare department and will be located in tea and ex-garden tribes’ area.
In the banana park project, the lead promoter will be Assam Industrial Development Corporation.
The project will be under the build, own, operate and transfer mode.
It will provide for value addition and marketing of bananas which will provide much needed thrust to banana farmers by creating a common infrastructure.
Under the Rs 2,000-crore IT park project in Guwahati, 100 acres of land have already been acquired and will be handed over to a private operator on award of the project on a 99-year lease.
On the development of 10 ITIs under labour and employment department in the uncovered areas of state, Rs 10 crore has been arranged as additional central assistance and remaining finance will have to be procured by the private partner

There is a proposal to make guwahati an international internet gateway, keeping the IT companies interest in mind. Apart from these, i believe guwahati will become an ideal destination in a couple of years as if offers decent accomodation, both in residential and hospitality sector with the upcoming four five star hotels only in guwahati, recreational activities, scenic beauty, large english speaking manpower and technical manpower with opening up of large number of government and private technical institutes across north east, particularly in assam.
besides, LOOK EAST policy can bring paradigm shift to city's reputation as a friendly industrial, commercial and educational hub of eastern india after kolkata.
In addition to this, LGBI airport is going to become a regional hub, which means most of the flights(30-40)which are operating from kolkata(the regional hub for north east and east) are expected to fly from guwahati in next couple of years. and connectivity to south indian cities like bangalore, chennai, hydrabad will increase dramatically.
currently there are two direct flights from guwahati to chennai(indigo, spiceject) and 2 or 3 direct flights to bangalore daily.

sunny20rocky October 30th, 2011, 05:47 PM Kanpur, May 29: Air India plans to make Guwahati the hub for its Northeast operations. The national carrier wants to include remote regions in the Northeast and east in its flight schedules to increase its flagging market share.
In the next six to eight months, Air India is planning to get as many as sixteen 40-70 seater aircraft on lease to start operations in these regions.
“Many areas in the Northeast do not still have a single flight connecting them to a single nearest metropolitan city. We are going to start regular flights from places such as Imphal, Aizwal, Dimapur and connect them to Guwahati and other cities in the region,” said a senior Air India official who did not want to be named.
Air India will have to set up a maintenance base and open other services at the airport in Guwahati. The national carrier’s subsidiary — Alliance Air — will be operating the flights. Alliance will induct mainly two types of planes — the CRJ-700 jets and turbo-prop ATRs. These two aircraft have lower operating costs because of the hefty concessions they get on landing and parking charges.
At present, around 30 flights operate between Calcutta and places such as Agartala, Dimapur and Aizwal. According to Air India officials, around 35 to 40 flights will operate from Guwahati to cities in the Northeast.
Calcutta’s loss
Establishing the hub would, however, mean taking away certain engineering facilities from Calcutta. At present, Calcutta is the hub for Air India’s Northeast operations.
Air India has also launched a Delhi-Kanpur-Calcutta flight that will connect the industrial city to both the metros. The carrier is using Alliance Air to reach tier-II and tier-III cities where no other private airlines have flights.
“Air India is making efforts to connect major cities such as Kanpur with metros where there is a high demand. If the occupancy remains high, the national carrier plans to connect it (Kanpur) with Mumbai and Ahmedabad soon,” said Vayalar Ravi, civil aviation minister.
Air India also plans to connect the remote regions of Bihar and Jharkhand to Delhi and will soon be launching flights.
“We have received requests of air connectivity for places like Deoghar, Bhagalpur and Gorakhpur. We are working things out and after we get our planes we will consider these routes as well,” added the official.

sunny20rocky November 1st, 2011, 11:41 AM GUWAHATI: The Guwahati Municipal Corporation (GMC) commissioner, Puru Gupta, on Monday said 30 compactors was going to be introduced in the city by January next year at an estimated cost of Rs 20 crore, to clear nearly 600 tones of solid waste produced in Guwahati daily.
Speaking at a conference organized by the Assam Institute of Technology on solid waste disposal management, Gupta announced that GMC is committed to make the capital city garbage free by January. "The planning has been completed", he elucidated.
"We want a permanent solution to the problem to solid waste mismanagement in Guwahati. It's not possible clean a city magically. Concerned over the mismanagement of solid waste in Guwahati, the GMC has been organizing a number of meetings with top government officials in the last few months. We want a clean Guwahati by 9 o'clock every morning", said Gupta.
He said number of employees the GMC has at present was more than enough for better solid waste management.
"GMC is not a failure. Within three years, a new plant is coming up in Guwahati to generate electricity from the solid wastes produced everyday. GMC commissioned a project to IIT, Guwahati to examine feasibility of the plant and the report said it's possible", he added.
Gupta informed that the report has been sent to the ministry of urban development recently, which he said would help in generating electricity by managing the wastes.
Anupam Mishra, project head of Ramky group, that has been assigned the responsibility to collect and dispose solid waste in the city said the intake capacity of solid waste at the Boragaon solid waste management plant would be increased.
Chief guest ofor the programme and former Assam DGP, GM Srivastav appealed to the Guwahatians to play a responsible role to keep Guwahati clean.

Guwahati, Oct. 31: Chief minister Tarun Gogoi today directed chief secretary Naba Kumar Das to furnish a detailed report on the delay in installing closed-circuit television (CCTV) cameras in the city.
Gogoi expressed his displeasure over the delay after drawing flak from different quarters for his government’s failure to install CCTVs in the state capital.
Installation of CCTVs at vulnerable and sensitive places and introduction of police commissionerate were among the key recommendations made by the D.N. Dutta committee, which was constituted by the state government in the aftermath of the October 30, 2008 serial blasts, to strengthen the city’s security apparatus and prevent recurrence of incidents such as the blasts.
But even three years after the blasts, some of the important measures suggested by the committee, headed by former Assam director-general of police Deepak Narayan Dutta, are yet to be implemented.
The chief minister’s media adviser, Pankaj Bora, said Gogoi had also asked Das to initiate all necessary steps for introducing the police commissionerate system in the city expeditiously.
“The issue of introducing the commissionerate system of policing in the city has been taken up very seriously by the chief minister. He has asked the chief secretary to complete the necessary procedures as early as possible,” Bora said.
The Dutta committee was of the view that introduction of the commissionerate system would strengthen the police department and make it more responsive by empowering it with several powers that otherwise lie with the civil administration.
Dutta said the commissionerate would ensure a unitary chain of command and singular responsibility and meet the requirements of urgent preventive action and quick decision-making in rapidly changing law and order situations.
Gogoi has also ordered the setting up of a grievance cell in the home department for the redressal of grievances of the victims of insurgency.
A source said the contract for installing CCTVs in the city had already been awarded to a German company, which is implementing a similar project in Gurgaon.
“CCTVs will be installed at Ulubari and Ganeshguri flyovers by the end of December and at the remaining places within five to six months,” he said.
He said the state government had decided to install CCTVs at 91 locations across the city, for which the Centre had sanctioned Rs 10.38 crore.
These state-of-the-art pan-tilt-zoom (PTZ) cameras will be installed at traffic intersections, markets, malls, parking lots and other usually crowded places in the city.
The official said the process to install Global Positioning System in police patrol vehicles was also on.
Once installed, the GPS-based automatic vehicle tracking system would help senior officers to monitor police patrol vehicles better. The location of the patrolling vans will be displayed on the GIS map at the police control room from where senior officials will be able to keep track of the vehicles and direct them. GPS devices, which include GPS receiver, mobile data terminal, modem, transmission equipment and accessories, will be installed in each vehicle.
The city police have acquired this hi-tech gadgetry to help them counter the ever-increasing crime rate.
The source said the police helpline, Dial 100, which has been lying defunct for the past few months, has also been made operational and anybody who is in distress can call the number for help.

sunny20rocky November 1st, 2011, 12:01 PM GUWAHATI: Activists of the National Students' Union of India (NSUI) on Monday said they would add fifteen additional members to constitute an executive core committee allocated with the responsibility of looking after the academic sites across the state.
The student's union has put forward some demands to the government of which some includes development of hostel infrastructure, introduction of bus services, issuing students' traveling bus pass, healthy hostel food, uniformity in hostel mess dues, wi-fi in hostels, safe drinking water, proper setting of infirmaries with multiple beds and other facilities.
"NSUI has been able to solve some of the students' grievances across the state but at the same time is trying hard to fulfill some of the important requirements for them. We have secured important posts in 130 colleges across Assam and have managed to bag important posts in all universities too. NSUI got 67 per cent posts as compared to other students union, and now we will work to clinch the remaining 30 per cent. On that ground, it can be said that NSUI is the only prominent students' organization in the state, and we are asking the government to implement some of the measures that are important for students", said Partho Pratim Bora, state president, NSUI.
"It is very important to note that the government has given money for the overall development of the infrastructure but it hasn't been properly utilized. Proper emphasis should be laid on infrastructure", said Bora. "The education minister has promised to help PGSU of Gauhati University. As for Dibrugarh University, we have already sent our proposals to the minister to upgrade medical facilities as students, especially women find it difficulty to go out after dark", Bora said.
NSUI also stressed on implementation of the Right to Education Act, which has been passed. They also stated that the union is in touch with the Assam State Electricity Board to take some measures so that students don't face the brunt of load shedding in the evenings, especially during exam days.

NEW DELHI, Nov 2 – Traffic snarls in Guwahati city has led the State Government to propose introduction of Light Rail Transit System (LRTS).
Governor J B Patnaik had last weekend sought the active support of the Government of India to set up the LRTS by way of allocation of resources and technical support. Guwahati, which has seen rapid development over the last 10 years, on account of considerable improvement in the law-and-order situation, is one of the fastest growing cities in the country today, he said.
Traffic congestion and insufficient public transportation system have created barriers to easy and quick movement of people, he observed.
The Governor dwelt at length on the problems of Guwahati city. He called for making provisions for proper urban development of north eastern States including Assam, more particularly Guwahati, by way of reserving 10 per cent of the Central allocation for the NES in JNNURM –II.
The State Government had taken up the issue of providing 10 per cent of the entire Central resources for JNNURM to the NES, in line with the existing arrangement for budgetary provisions of all ministries. The Government of India had agreed, in principle, but never implement, citing lack of resources.
He pointed out that Guwahati city has attained the status of a Metropolitan City and is the only Municipal Corporation in the entire North-east.
sunny20rocky November 3rd, 2011, 11:15 AM Guwahati, Nov. 2: The ministry of environment and forests has given clearance to the pulp and paper plant being set up by Kohinoor Pulp and Paper Private Limited at Matia in Goalpara.
The ministry, while issuing the environmental clearance recently, asked the company to ensure compliance with standards for discharge of the treated effluent from the unit as stipulated under the Environment Protection Act or State Pollution Control Board, whichever is more stringent.
Kohinoor Pulp and Paper Private Limited has proposed a 250-tonnes-per-day-pulp plant, along with 10MW power plant at Industrial Growth Centre, Matia, Goalpara.
The project area is spread over 200 acres, already procured within the Industrial Growth Centre of Assam Industrial Development Corporation (AIDC), and 33 per cent of the area is earmarked for green belt development.
No national park or wildlife sanctuary is located within the 10km radius and the Brahmaputra flows at a distance of 2.5km from the project site.
The total cost of the project is Rs 585 crore.
Kohinoor Pulp and Paper Private Limited belongs to the Kohinoor Group, a joint venture of T.M. Dugar Group from Nepal and Bothra group from India.
Assam has rich resources of raw bamboo, the raw material required for pulp and paper industry and, hence, the group has decided to diversify their activities to the pulp and paper industry.
A source said the plant was expected to be fully commissioned in the next two years and thereafter the capacity might be increased to 1,000 tonnes per day.
The company is eyeing the market in the Northeast and the neighbouring markets for exports as they will be closer to them than before.
Major equipment have been ordered. Water requirement for the proposed project will be 18,000 cubic metres per day, which will be sourced from the Brahmaputra and permission for the same has been obtained.
The environmental impact assessment report for the project said waste water, after proper treatment meeting relevant effluent discharge standards, will be let out into the river.
No impact on the quality of the receiving water body was envisaged.
The ministry said in case of treatment process disturbances or failure of pollution control equipment adopted by the unit, the respective unit shall be shut down and not be restarted until the control measures were rectified to achieve the desired efficiency.
The plant is designed to produce superior-grade writing, printing, copier and newsprint paper.
The raw material shall mainly comprise bamboo-based pulp.
The ministry said adequate number of effluent-quality monitoring stations shall be set up in consultation with the State Pollution Control Board and regular monitoring shall be carried out for all relevant parameters to maintain the effluent treatment efficiency.
It also said all the recommendations made in the charter on corporate responsibility for environment protection for the pulp and paper sector shall be strictly implemented.

- Dispur may face legal action for violating environment rules during Nov. 2: Dispur may face legal action from the Union ministry of environment and forests for violation of environmental norms during construction of the National Games Village in Basistha.
Sources said action might be taken against the state government despite its request to the ministry not to initiate legal action. The state government was unaware of the Environment Impact Assessment (EIA) notification norms during its construction, completed in 2007.
The development comes after Dispur faced criticism from the ministry for violation of the norms when the Guwahati Metropolitan Development Authority moved the ministry, seeking environmental clearance for expansion of the Games village.
During scrutiny of the application submitted by the GMDA, the ministry had detected that the state government had violated the norms during the first-phase construction of the Games village.
Sources said a three-member delegation of the GMDA, led by chief executive officer Preetam Saikia, during a meeting with the Expert Appraisal Committee of the ministry in New Delhi on October 16, had requested that legal action for violation should not be taken as construction had started in 2002 without knowledge of the EIA notifications.
However, the expert panel during the meeting clarified that according to the details submitted by the GMDA about the Games village project, construction of the first phase was in violation of the Environment (Protection) Act, 1986.
“We had informed the appraisal committee that construction of the Games village had started in 2002; the notification came into effect in 2007 and by that time, construction had already been completed. The state government was in a hurry for the National Games 2007. Although some issues came up during its construction, the government could not wait for clearance as almost no time was left for the National Games,” GMDA sources said today.
Sources said a meeting was recently held, chaired by chief minister Tarun Gogoi, to discuss the issue and the criticism from the committee regarding violation of the notifications.
“The development agencies here are facing problems with sorting out the grievances regarding environment clearance for the project as there is no state-level committee of the ministry like in other states. A similar committee in Assam, comprising environmentalists, geologists, engineers and urban development experts, is necessary to address the issues quickly. In absence of a state-level committee, development agencies are facing a problem,” a source said.
For the expansion of the Games village, the GMDA has been asked to submit details of the assured source of water supply available, both for construction and operation phases, details of total parking required for all activities, including retail and office space and submit details of water and energy conservation plans.
The ministry had also said the proposal for environment clearance for the second phase would be considered after the expert panel was satisfied with the actions taken for the first phase.

GUWAHATI, Nov 4 – The Northeast Frontier Railway has inducted zero discharge bio-toilets in 16 coaches of the Guwahati–Chennai Express from October 14. The toilets were designed jointly by Indian Railways and DRDO.
With these toilets there will be no discharge of human excreta in platforms or at rail tracks. The anaerobic bacteria inside the toilets consume waste material and convert it into water and gas. The water passing through chlorine tank is discharged as clean water and the gas generated evaporates into the atmosphere. It also prevents damages of tracks by way of corrosion.
Spl train: NF Railway authority has decided to run a special express train No. 05679 from Guwahati to Dibrugarh town on November 8 to clear the extra rush of passengers.
The special train will leave Guwahati at 07-15 hrs on November 8 to reach Dibrugarh town at 20-40 hrs the same day. During its journey, the train will have stops at Chaparmukh, Hojai, Lumding, Dimapur, Furkating, Mariani and New Tinsukia.

Nov. 4: Guwahati Municipal Corporation (GMC) is mulling the introduction of a new outdoor advertising policy to curb unauthorised and randomly installed hoardings in the city.
The new policy involves introducing unipoles which will be under the GMC and individuals or advertisement agencies will have to take it on rent from the civic authority.
A unipole is a large-format billboard placed atop a single pole or a column and is frequently used in metropolitan cities in the country and abroad.
“Advertising agencies put up hoardings haphazardly across the city. The registration fee they pay to the GMC is minimal and they hardly renew it. These hoardings are eyesores. We have suggested that a new advertising policy, which will totally be under the GMC’s control, should be introduced,” said Robin Bordoloi, MLA, East Gauhati constituency and chairman of Guwahati Metropolitan Development Authority (GMDA).

Nov. 4: The Assam Bamboo Development Agency has co-me up with a plan to promote and diversify bamboo and its products in the city in the form of a bamboo museum.
The 3,000 square feet museum, which will display different kinds of bamboo products, will be built at Lankeshwar and will depict the life of the people whose lives revolve around the grass and its products.
National Bamboo Mission state mission director R.P. Agarwalla said, “The museum will provide a glimpse into the lives of the people who rely on the grass and will aid in expanding people’s knowledge about bamboo.”
He said the museum would set up on the lines of the handicraft museum of the North Eastern Handicrafts and Handlooms Department Corporation Limited and after Nagaon, Guwahati’s would be the second such museum to be set up by the Assam Bamboo Development Agency.
Along with the museum, the campus will accommodate a bamboo handicraft production centre and bamboo retail outlet. While the production centre will produce mechanised bamboo handicrafts and furniture using skilled artisans, the retail outlet will sell the products created at the centre.
