The usual car oriented layout. For better density can't they put the carparking underground in the mud and cover the whole site?

it would be typical to most development in this area. small commerical or light industrial. its not that bad though really. you've got the newstead riverpark and valley just up the road. this doesn't bother me much.

Newstead Circle at 142 Breakfast Rd

Approval of this application is imminent, it has changed somewhat since the first post. It is a masterplan concept, so there are no details on the buildings, only their envelopes.

Summary:
2x 7st buildings, (Bld 1 will have approx 1,200m2 floorplate!)
4x 5st,
2x 4st,
40,00m2 NLA total for office + restruants + retail
Small civic square in centre of development
18,085m2 site, (after widening of Breakfast Rd by 4m!)
Designed by ML Design.
ABC where going to occupy buildings 4 & 5 before they pulled out of the deal.

The holder of that final corner piece of land near the creek is smart holding out... they can probably influence the design of the developement to have future carpark access etc for when they wish to redevelop!

I didn't include it on purpose because it's so dead. I have added it to the map though since it's a pretty significant project.

A deal with Bunnings or Masters would surely take up more than 50%? Also seems rather out of step with what was planned for the site... And a spectacularly central location for a big hardware.

This essentially brings the project back from the brink to imminent construction.

Having a glance at this thread one can be forgiven for thinking that Brisbane was embarking on developing a second CBD in this trio of suburbs!! These projects are incredible for their optimism at a time when the world is teetering on a second GFC! Just goes to show how confident Brisbane has become as a city!

Was the Newstead Circle site ever remediated? I thought there was a company which occupied premises down there that used hazardous substances over many years and this is why ABC scuttled their HQ plans for the site.

I've never seen this 17-storey mixed-use tower mentioned before but it is well under construction (up to about Level 5) on the Newstead/Teneriffe boundary at 49-53 Wyandra Street, Teneriffe (http://pdonline.brisbane.qld.gov.au/MasterView/modules/applicationmaster/default.aspx?page=wrapper&key=A002230338). By far the tallest building in Teneriffe for the time being:

Thanks Marty, that makes sense - the crane doesn't look big enough to go to 17st.

Here's a construction photo from the website - you can see Mirvac's Park development in the background, which I think is about two floors from topping out (currently that is - it is more advanced now than is shown in the photo).

Sorry I can't seem to find where it was mentioned, it was an article posted in one of the QLD forums. It was a government tender project from memory over the carpark on the RNA side of the Bowen Hills Station I'm sure someone will remember where it was posted

The Project Waters development envisages a new mixed use precinct including up to 1,000 residential apartments with retail and commercial uses to be delivered to the market across 5 to 7 stages.

It doesn't look too bad, as far as these sort of developments go. I think since starting Metro, David Devine has improved...a little at least.

The plans up at the moment are primarily for a single tower – on Water Street closest to the intersection with Baxter Street, with others coming online over time. Ground level has a retail (bar or restaurant) on the corner with dual level "SOHO" spaces - which can be used as commercial and/or residential spaces - along the rest of the frontage.

One interesting part of this development is the Council Heritage listed, circa 1884 Army Drill Hall on the site, which used to me an army depo, which is being retained as part of the project. It will become a community-use facility or something

Jackson Ltd facade (not that I'm complaining about that!) The grey, purple and green complex I'm pretty certain is the second part of stage one, and is what will cover that concrete wall.

A site to keep an eye on in the Valley is 99 Bridge Street, which is the BCC heritage listed Trails Ltd Ice and Cold Stores Building:

A DA (A003256245) to apply a superseded planning scheme over the site was granted last week, which has effectively stripped the building of its heritage protection. The building was included in Council’s Heritage Register and therefore the associated Heritage Register Planning Scheme on 1 January 2011.

The DA called for a pre– Jan 2011 planning scheme to be applied to the site, as the owners (Lorna-Jane is one of them) are considering a proposal to demolish the building. Without the heritage listing, it is only the Valley's Demolition Controlled Precinct, and the building's commercial character that would stand in the way. It would also make any DA for demolition Code (notifiable) Assessable so the public get no say.

There's no word on what they are proposing...I would guess commercial is a good bet as the site is right on the train line. Personally, I hope that the facade is retained and integrated into any development, as it would clean up quite nicely and is a piece of the Valley's character (albeit a slightly hidden one) but I'm not placing bets on that happening.

A BCC loophole apparently. As the council's heritage register is a planning instrument, it appears that applying to have an application assessed under a superseded planning scheme which predates the building's inclusion on the register is an effective way of negating a heritage listing.

Agree, and it is important that this ability remains otherwise council will be up for Billions just because the planning scheme has changed.

Yes - It's a common sense and a fair 'loop hole' for one of a worse phrase. The law is there for a reason and it is to protect the rights of landowners. It becomes a more important part of the legislation as development sites get larger and more complex. It can take years of planning before a DA is even lodged let alone approved so this clause allows the current use of the land to apply and the allows the owner the ability to realise a sites development potential (regardless of the scale of the development) without being penalized by a planning scheme change.

Thanks joel1986 for the info about Superseded Planning Schemes. I had a bit of an idea about how they work, but you've filled in some of the reasoning behind them.

While I agree that they are obviously a very important instrument from a legal point of view, it's still is a bit frustrating how, as with this one, it can be used to negate a local heritage listing. Hopefully the area being a DCP and the Commercial Character of the building will allow for a decent outcome. Part of the Valley's charm are the old commercial buildings, and not just the ones that face onto Ann, Brunswick and Wickham Streets. But time will tell.

Here are the elevations for the Watpac's Newstead Riverpark commercial building.

It looks like the main portion of the building will be supported on columns, with the commercial tenancy a separate "pod" that sits beneath it. Because of this, the entrance to the basement carpark sits in a little pod also which appears to become a grassy knoll on the opposite side. A little bit quirky

A good looking development, although I'm still a bit annoyed annoyed that they're not retaining at least the facade of the pre 1946 warehouse (Lexus Dealership) currently on the site, but on the plus side it has a good bit of retail space, good pedestrian connections, a little activated laneway section and increases the visibility of the Defiance Flour Mill behind it.

Hey, even inner city residents would have hardware needs, why else would you have a Mitre 10 on Elizabeth Street? And I'm agreeing with brisnorthside, this is probably as good a place to put one as you'll find...an area so close to the city with large amounts of land is rare, and it's a stone's throw away from Homemaker City, and the type of stores which a Bunnings would compliment pretty well.

It will be interesting to see where this goes from here...

No, this is pretty standard.

The DA will progress but with modifications. My guess is that they'd add an extra basement and put retail on the ground floor.

Regarding Mosaic;
Excavation should be commencing soon (or already has) and they will be utilising explosives to break up the rock. This should mean a shorter excavation time. Apparently the site next door had trouble drilling during it's excavation due to the toughness of the rock.

Can't imagine the neighbours will be too happy.
I don't remember hearing of any other inner city sites where they used explosives to excavate. Is this fairly common?

Also the long empty site on Wickham St across from the Duncan St Mall is up for sale. It would be great to see something finally developed there.

Any news on Belise? The apartment tower mooted for the intersection of Brookes St and St Pauls Tce.
Seems it was announced a long time ago and the sales office is still there.
It would be quite a prominent building given its scale and location.

Quite like the location of Belise. It will be right in the middle of Valley & Bowen Hills and will help to link the two.

Something I noticed yesterday was that the sales office for The Melba is empty and up for lease. Anyone, know if that one is still going, or has it died, leaving a partially demolished heritage listed building sitting on the corner of Wickham and Warner Streets?

Yeah. You're right. The sales office is empty. They've taken the roofing off and have a very poor security fence. If I was cynical I'd say they're waiting for the weather and vandals to allow them to entirely demolish the BCC heritage listed terraces. Who knows? Maybe the development just wasn't selling. The site is a total mess and is shameful. Everyday I watch people sneaking in. It's so annoying to have this on such a prominent corner when my neighbourhood already struggles to have a decent image. I think the developers should be made to landscape the site now until they begin proper work. A little patch of grass and a few trees would be little cost and provide so much.

Yeah, it's a disgrace how the site has been left, and I've seen how easy it would be to get in there if someone really wanted to! They really shouldn't have started demolition work until they knew that they would be able to complete the project. If I recall correctly (feel free to correct me), BCC does have the power to force the developer to landscape a site if a development falls over, although they rarely follow through with it.

You have a pretty good view from up there. I'm guessing you live in McWhirters?

I don't know about the rules but other developments have been in limbo for years and haven't been landscaped so I wouldn't think so. The Mincom building was a hole in the ground for almost (or over?) a decade. However, Brisbane Square was landscaped while they sorted it out. That's probably more to do with Mincom being a private company and BCC wanting to provide for the citizens than there being rules about it. Keeping a building site secure is definitely legislated for, though. The loss of a BCC heritage listed building is only an issue if it's made one by people power and I doubt anyone cares for the sad shells left now.

Within Brisbane CBD if you have a vacant site for more than X Months you have to landscape it and submit an application to council for Landscaping on Private Property. This is something council are looking to push to other major centres/local plans if they haven't already.

I think you'd be surprised. As the building was being facaded for the Melba development, it has that big steel frame supporting the front portion of the building to be kept. This would make it more difficult to allow the building to deteriorate to such a state that full demolition is required (and I imagine Council would step in before that). There have been examples of facades in the city that have remained standing after the remainder of the building has been long demolished – there's still one like that today in Elizabeth St next to Irish Murphy's.

But yes, if the development has fallen over, the site should be secured and public landscaping provided. That section of Wickham St could use a good refurb (basically from Brunswick St down to the Wickham Hotel) with more daytime interaction. It's probably the single worst part of the Valley Heart area.

As a side note, I love what has been done to the old industrial building diagonally across from this which now houses Delo Mano plus some other shops. A great conversion :)

Project Waters have a couple more DA's up. This is the one by Metro property group at the corner of Water Street and Brunswick Street. Looks like it is still progressing, however no more renders at this stage.

^^ I know! It will be a new destination location that will really liven up what is currently a fairly dead location outside of office hours – the only people who would go up there currently are people going to Limes Hotel, the Jubilee or getting to the RNA from FV Station. And the fact that it breathes new life into those two houses, with at least the right side one being Pre-1900, if not both, is just icing on the cake.

^^ It's an interesting looking proposal – it appears to have a face brick facade, which is a bit of a rarity these days. It's dependant of the DA on the little heritage listed house on the corner of James and Arthur Street being built, which would turn the house into a nice little bar and bistro.

Its actually a beauty. When you said 'terrace' I was sceptic but they actually looks like they are old replica brick terraces!! This is the sort of thing I like to see!!

I'm reserving judgement on it until they actually build it. It could potentially look really good, or it could look old and dated (brick arches strike me as a very late 70s – early 80s feature). It'll probably come down to using the right finish.

I was actually struck by how nice the Chelsea looked on the tunnel walk yesterday. It's gritty, and there are painted accents, but it looked good. I was impressed. The glass was very see-through though and the apartments seem very exposed, but I'm sure the walls of curtains will stop/ruin that.

It's strangely beautiful in the flesh, in a 2010s brutalist sort of way.

New proposal? As far as I can see, the only proposal is that for the Melba (whose developers were the ones that commenced demolition), which appears to have fallen flat. The DA for the Melba was A002843374 (and A003115138 for the Construction Management Plans).

^^^^ It looks like they are turning it into an office building instead. I saw the now leasing sign, which had a new render out the front of it today as i drove past.

Also, new signs have been placed around Brooklyn on Brookes. Construction starting August 2012.

^^ I found it! It's not a new proposal as such, but actually an old one! A002153227. It keeps a bit less than a half of the heritage terrace building, like the Melba did, but the tower is now office space as opposed to resi. Looks to have some decent retail spaces – 4 in the heritage portion, all of which are dual level, and an additional tenancy addressing Warner Street.

Now to see whether this one actually gets up or not.

I prefer an office use but the design (by Cameron Chisholm & Nicol of Perth who have produced some shockers as well as some quite nice buildings) is dreadful. It was drawn in about 2008 and is just awful.

^^ It's certainly showing it's age...especially compared to the developments at the northern end of the Valley and Newstead! You're not wrong about CCN being very hit and miss...the building proposed for Edward Street next to the Belgian Beer Cafe Brussels is revolting, and that's one of theirs I'm pretty certain.

At the end of the day though, all I'm wanting is the partial retention of the terraces and some good street activation along that stretch, particularly at night (it's a really dead area around there at night!)

Is it just me or... um... does it seem like The Chelsea will in fact not be receiving a paint job?

The scaffolding is all gone. Banners are over the unpainted surfaces. Details like lettering, signage etc have been affixed.

I really don't think this is going to be painted. The photos above make it look acceptable... I assure you, it's not. It's vile, foul and offensive.

We have a new mixed use proposed for 76 Commercial Road, Teneriffe (A003428764). Now, I know I've said in the past that I wanted to see more modern developments using brick in them, but I think I'll take that comment back if using brick means making things that look like this...

I was under the impression that the preliminary designs were used for approvals and then once approved the construction plans were done. The full plans for actually building it would require a lot more detail than council would require.

Basically, it connects to the existing building (which will lose its fins in the process – the foreground part of the third render shows the building in Gstar's photo) and has retail at ground level, commercial in the brick podium, which will be linked to the commercial space in the existing part, and apartments in the fugly part on top.

I don't so much dislike the brick part of the building. It does fit in well with the Woolstores (there's one pretty well directly opposite, right?), but the upper part should be completely redesigned imo (for the love of architecture, lose the arches!)

I live in the Woolstore directly across the road from here and I quite like the brick part but the high rise section leaves me cold. I'm pretty sure my body corp will put in an objection as the height might be higher than the plan allows. I think that area along Commercial Rd needs to be woolstore height and then buildings can step up as they move towards Newstead. Of course they may get around that by having the apartment section stepped back from the street further.
I am glad they are keeping the original building though as basically I really like it. I wonder if it has heritage protection?

^^ Looking at the DA, the surface finish for the upper portion of the wall is described as "Pre-Formed Patterning to Precast Concrete. Applied Finish." So, I don't know whether that means it will be painted or what, but I'm honestly not expecting much. The pattern on it echoes these blade design elements that will be at ground level.

Pretty sure it is the operations centre for Legacy Way. Will be right next door to the Clem 7 operations centre.

You'll find nearly all plans submitted to council are "not for construction". they are for planning purposes only. No need for detailed drawings at this stage.

As far as I know its a Brisbane City Council office building, something to do with the tunnel operations. I believe its only about 5 or 6 stories. Nothing to get excited about. The one on Bowen Bridge road is much bigger.

^^ It was mentioned way back when, but the website is new. Good find with that! It's an interesting development due to the existing heritage buildings on the site that will be retained, including the 1884 army drill shed, believed to be the oldest one of its kind in the state, and a 19th century cottage.

It's one of the Valley developments I'll be very interested to see progress.

Stage one I think looks pretty terrible, but I don't mind stage 2. As for the Drill Hall, I think it's a pretty good balance between conservation and adaption.

I was reading a lot a while ago on these forums about the Chelsea development and its intense ugliness. I can't find the conversation now to quote, however this was my reaction initially. I have passed this many times now and it is really growing on me.

I have seen it in full daylight and at night from many angles and I think it actually suits the area and I am happy with the outcome. I understand the hate, but I don't share it.

Sold yes, but not necessarily to 3rd parties. Sometimes the developer will "purchase" some of their own apartments to stimulate demand. It's similar to businesses renting a crowd to give the illusion of popularity.

Just a little update, but a website for Bakery Lane (http://www.bakerylane.com.au/) has been found. Right now, it's little more than a holding page, but it does say that completion is expected late next year. It doesn't specify outright whether it's for just Stage One, but as no mention has been made of the Bakery Lane Markets, I'm assuming that it is solely Stage One to begin with!

I think Bakery Lane is really exciting and just the right thing for the Valley. Way better to do this sort of thing than the other crud. I am a little worried about the demo they propose behind the 1860s buildings as they're supposed to be the oldest in the Valley but even I as a heritage tragic can't really fault this one.

^^ I've looked pretty closely at the plans, and I think that the only building that will really lose anything from the proposed demolition is the current Laruche and Lifeline Store building, which will be facaded to, from memory, about 10 metres in Stage 2 (which could still a way off yet) to allow the markets building to be added. The core original fabric of The Bowery, Downes Shoes and Fabrik buildings is being retained, with only later additions to the rear removed, and some new side access doors/windows added to Downes and Fabrik. For what we would gain, I think it's a fair trade.

Yep. This is the kind of fine-grained approach the Valley needs. Not whoppers that wipe out the character and confine movement to the noisy, smelly streets. KHA's ideas for safe pedestrian lanes is excellent and (if done right) will go a long way to improving the kebab and vomit atmosphere retarding the Valley [and raise my property value too ;)]

I think the people behind Bakery Lane also did/were involved in Winn Lane, so I think they are definitely onto a winner of a concept for the Valley. Add to that the multitude of smaller, more targeted bars popping up in the Valley heart, the continued development of the James Street precinct and the bigger developments happening between James Street and Emporium, and I think they only way the Valley can go from here is up!

^^ Neither will be largely affected by stage 1. However, stage 2 would see Laruche and Lifeline being displaced, with their building being facaded and converted to a fresh food markets, like those on James Street. Also, The Bowery's building will be made smaller, with the extension at the rear where the toilets are being demolished. Whether the Bowery will stay or leave I'm not sure (I hope they stay – it's one of my personal favourites!) This is of course dependant of stage two going ahead – they've got to get stage one happening first, so it's not a given.

In other Fortitude Valley news, it looks like the fate of 689 Ann Street has been decided. 689 Ann Street is this little pre-1946 single story shop:

Basically, a development application was put in last year to demolish the building, citing that the building displayed minimal heritage features, was out of keeping with the larger neighbouring heritage buildings, and that a new development in its place would allow for more security in the neighbouring laneway, which the developer said was currently a trouble spot for drug sale/use and antisocial activities.

However, council refused the application as it was a structurally-sound pre 1946 shop that is inside the Valley's DCP. The developer then appealed to the courts and the court sided with them. Today they've put in their proposal for the building's replacement (DA A003501677).

Basically there's retail at ground level and two levels of commercial above it. Fretted glass facade, pretty bland, precast concrete laneway frontage and not much else to be said about it. I guess it could be worse...

I do want to see what council say about this, particularly the un-activated laneway frontage with tiny, high-set windows that don't allow for any casual surveillance. This is close to Winn Lane and Bakery Lane – I'm wondering if maybe council will get them to have the retail tenancy (which could possibly end up as a bar given the location) open up around the corner/down the side a bit as well so as to provide some surveillance and, as a result, a level of laneway activation.

Tbh I don't care too much about losing that building but at least replace it with something decent. That proposal does nothing to fix the 'poor security' of the lane which they are supposedly trying to fix.

Shame about Laruch and Bowery, they're both great places and bring a nicer crowd then the majority of venues in the valley. If only they could place the markets somewhere else!

This should open up to California Lane so the laneway activation should be much better. They could at least brick the laneway side in keeping with the area, precast concrete is just a taggers canvas.

Well if COUNCIL PLANNERS are doing their JOB PROPERLY then this issue should be rectified. Hopefully COUNCIL will ask for a redesign of the project which includes activation of California Lane.

What a shame. Principessa is such a cool little store and its a nice building. Its disgusting the courts sided with the developer.

Tbh I don't care too much about losing that building but at least replace it with something decent. That proposal does nothing to fix the 'poor security' of the lane which they are supposedly trying to fix.

Shame about Laruch and Bowery, they're both great places and bring a nicer crowd then the majority of venues in the valley. If only they could place the markets somewhere else!

It does fix the the security issue to an extent. The big problem with the existing building was that you had the main building, then a little alcove for carparking and then an outbuilding behind that, creating places in the lane where people could be well concealed. With the flat wall, there is no longer the opportunity for concealment.

I agree about The Bowery and Laruche though. I don't get into the Valley all that much, but when I do, the Bowery is a first stop on the list. Personally, I want to see part of the markets building house an extended Bowery. Make it both a bar and a exotic liquor merchant or something to make it fit in.

I know, it's a terrible idea – a blank concrete wall! I bloody well hope Council calls for more activation of the laneway. As Soul said, glass windows and some doors just around the corner in the lane would help a lot! I'm not looking for a full on activated laneway, just one that allows for better active surveillance – the big reason for demolishing what's there now.

New 5-Star Boutique Hotel Development for Brisbane's Fortitude Valley

A prominent development site in Brisbane’s Fortitude Valley has been sold for $6.275 million.

The sale of Seymour Group’s 949 Ann Street site was negotiated by Peter Chapple and Anthony Ott of Savills.

The property, currently occupied by Jucy Campervan Rentals, was purchased by private Brisbane-based developer, Kenlynn Projects, which plans a new hotel development for the site.

Kenlynn Projects Chairman, Mr Peter Flynn, said the addition of this property fits well with the group’s existing property portfolio.

He said the Fortitude Valley site has been specifically purchased for a new 5 Star boutique hotel development, which is planned to open in late 2014.

The new development will be a full-service, purpose-built hotel with conference and function spaces, restaurant, bar, and two levels of car parking.

It will feature approximately 150 rooms, including 16 suites which will be world standard.

“The site is ideally suited for this as it is a landmark gateway site, which will be very prominent. The building will be comparable to the best 5 Star boutique properties in the world,” Mr Flynn said.

“The direction of our company is still residential high-rise development. However, with this property a change is occurring in Kenlynn Projects, which will own and operate seven hotels in Queensland and Tasmania.”

Kenlynn Projects has developed numerous residential and mixed-use projects in Brisbane, including the most recent major hotel developed in Brisbane, the Novotel at the airport.

Last year the company also purchased a prominent development site at Sydney Street in New Farm, in a transaction also negotiated by Savills.

The 949 Ann Street site is set on 1,525sq m on the corner of Ann and Chester Streets directly opposite the highly successful Emporium mixed-use precinct and in close proximity to the James Street retail precinct.

Mr Chapple said the sale and future plans for the site continue the current wave of development activity, highlighted by several high-profile apartment projects, in Fortitude Valley.

He said the sale also demonstrates the ongoing strong developer interest in the prime fringe development opportunities that have come onto the Brisbane market in recent years.

An analysis by Savills Research identifies a total of $70,477,500 in sales of major development sites in Brisbane’s key fringe precincts since the start of 2010.

These sites have had a minimum transaction value of $4 million and account for a total of 20,562sq m of land area.

The sales have been tracked by Savills Research in Brisbane’s key fringe locations of Bowen Hills, Fortitude Valley, New Farm, Spring Hill and South Brisbane.

I thought I'd put these in here. This is the proposal for 358 Wickham St I mentioned in the News and Gossip Thread. A good looking development, although I'm still a bit annoyed annoyed that they're not retaining at least the facade of the pre 1946 warehouse (Lexus Dealership) currently on the site, but on the plus side it has a good bit of retail space, good pedestrian connections, a little activated laneway section and increases the visibility of the Defiance Flour Mill behind it.

It looks like the Lexus dealership is now vacant and the rest of the building is covered by a large sign advertising office space for the new building.

Who is responsible for the things like trees lining streets and improving pedestrian access in the Bowen Hills development area? The ULDA or individual developers building in the area?

Merry Christmas peeps.

I just spent a wonderful Christmas eve on the 74th floor of Soliel apartments. I must say not bad and the views were amazing, especially the sunrise. I could do that every morning!!

Before the lights went out yesterday I took some pics of the Valley as I was fairly surprised by the amount of development tucked away. Seems I need to get into the Valley ant take a better look - its changing FAST!

From a street level on the main roads you have no idea about all of that orange cladding. Amazing how we haven't noticed this before.
