STIFLER cal October 18th, 2011, 04:58 PM The National Institute for Research and Development in Defence Shipbuilding (NIRDESH), CALICUT is set up to promote self-reliance in production capabilities relating to all kinds of warships, submarines and other platforms required by the Navy and the Coast Guard to safeguard the country's maritime interests. The institute would give a fillip to the indigenisation efforts of the Navy, said a defence media release.
“While the country has successfully constructed warships and submarines, research and development in disciplines like detailed designing, system integration, skill development, industry support, knowledge mining and other aspects contributing to ‘drawing board to delivery' of ships on our own need a sharper focus,” said the release. The institute would promote research and development relating to warship and submarine design and provide impetus to development of complete indigenous capability to meet the future fleet requirements of the Navy and the Coast Guard.
It would also act as a knowledge and data bank repository on special system designs and would offer consultancy to the country's defence shipyards (the Mumbai-based Mazagaon Dock, Garden Reach Shipbuilders and Engineers at Kolkata, Goa Shipyard and the Hindustan Shipyard at Visakhapatnam) in various competencies, said the release.
Autonomous body
NIRDESH is constituted as an autonomous body under the Department of Defence Production and funded by the Ministry of Defence (MoD). However, it will also receive funds from the defence shipyards.
The Defence Minister will be the president of the institute's board of governors. Senior MoD officials, scientific advisor to Defence Minister, senior officers from the Navy and the Coast Guard and Chairmen of the defence shipyards will be its members. Gyanesh Kumar, Joint Secretary (Naval Systems) in the Ministry of Defence, will be the first Director General of the institute.
The State government has contributed to the project by allocating 40 acres at Beypore near the site where Vasco da Gama first landed in India in 1498.
This will be the only warship design and building center in the whole of Asia and one of the Five in the whole of the world (Two in USA and two in EUROPE are the other warship design and build centers)

Wonderful!!! I wish to see a purely defence related shipyard as well as an operational unit of Indian Navy there.... A port, which once hosted the mighty Zamorin's Navy headed by legendary Admiral Kunjali Marakkar deserves nothing short than this!!!!:cheers:

None of the reports say the project is stalled. It just got delayed a bit and developments are happening for sure. I didnt understand why they give such headlines to the reports.

Irshad April 29th, 2012, 12:13 PM A State-level meeting convened by Industries Minister P.K. Kunhalikutty here on Saturday decided to speed up steps for the completion of the first phase of the NIRDESH (National Institute of Research and Development in Defence Shipbuilding) project at Chaliyam.
The meeting, attended by M.K. Raghavan, MP; District Collector K.V. Mohan Kumar; Kerala State Industrial Development Corporation (KSIDC) executive director T.P. Thomas Kutty; and Kerala Industrial Infrastructure Development Corporation (Kinfra) managing director S. Ramnath, discussed issues that hampered the implementation of the first phase and took a decision to settle them at the earliest.
A decision was taken to approach the Union Ministry of Environment and Forests to settle the complaints of local people who were yet to get title deeds for the land offered to them as part of the rehabilitation package.
District Collector K.V. Mohan Kumar was asked to prepare a comprehensive welfare package for the local people to submit it for the Union government's consideration.
Mr. Kunhalikutty said a meeting of people's representatives and political party leaders in the region would be called soon to discuss the local people's demands and include them in the Collector's proposal.
It was on January 4, 2011, that the foundation stone for the NIRDESH project was laid by Defence Minister A.K. Antony.
A total of Rs.600 crore has been earmarked for the completion of the mega defence undertaking in the Malabar region.

Though the plan was to complete the work of the Institute in two years, the work is yet to start owing to the delay in floating tender
"The major cause for the delay in the implementation of the project is the apathy of the officials who are responsible for the implementation of the project," alleged Beypore MLA and former state minister for industries Elamaram Kareem.
He also held the present UDF government responsible for the snail pace at which the work was progressing.
The LDF government had handed over 40 acres of revenue land to the central government for commencing the project and been pressurizing the Central government for the quick implementation of the multi-crore project which would provide employment opportunity to over 10,000 persons, said Elamaram Kareem.
Defence minister A K Antony, who was keen to realize the project, was also kept in the dark about the delay in the work, said Kareem.
"When I pointed out the issue to the defence minister, he had assured to speed up the project and discussed the issue with the chief minister," said the MLA.The Institute, designed to enhance self-reliance in the production of all kinds of warships, submarines and other related equipment that are required by the Indian Navy and Coast Guard to safeguard coastline of the country, is planned with an aim to help India emerge as a powerful force among international agencies like the Defence Advanced Research Projects Agency in USA.
The Institute is also expected to pave way for the growth of ancillary industrial units in the state, as NIRDESH would involve in the development of nearly 15,000 different components of which 25% will be of critical importance in the construction of a ship.
The government should also take initiative to implement the special package declared by the previous government for the natives of Chaliyam, demanded Kareem

K@PP!R!S August 5th, 2012, 03:35 PM KOZHIKODE: As many as 146 families at Chaliyam will be rehabilitated for setting up the National Institute for Research and Development in Defence Shipbuilding (NIRDESH).
A decision on this was taken at a meeting convened by the chief minister Oommen Chandy at Thiruvananthapuram on Saturday.
Industries minister P K Kunhalikutty, Kozhikode MP M K Raghavan and other officials attended the meeting.
An order will be issued after reaching a consensus with the beneficiaries.
As per the decision, 21 families will be provided title deeds.
The rest will be provided three-story flats in the government surplus land or the forest land. The package also includes amenities such as health centre, skill development centre and drinking water project.

KOZHIKODE: The work on the strategically important National Institute for Research and Development in Defence Shipbuilding (Nirdesh) has got a shot in the arm with the government deciding to implement a rehabilitation package for locals residing near the 40-acre project site at Chaliyam. The work is expected to commence within six months.
The project is aimed at boosting the warship design capabilities of the country.
Though defence minister A K Antony had laid the foundation for the multi-crore crucial project in January 2011, the work on the institute had hit a roadblock after local people blocked the construction of the compound wall at the project site raising a slew of demands.
Nirdesh director general Gyanesh Kumar and district collector K V Mohan Kumar said the state government has decided to implement a rehabilitation package. The decision was taken at a meeting convened by the chief minister with the members of the action council last week.
District collector said the government has agreed to provide homes to around 143 homeless families residing near the project site. It has also been decided to give title deeds to 21 families who had been living at the project site before it was handed over to Nirdesh. The families, who are now residing at forest land adjacent to the project site, will be rehabilitated in a three acre forest land earmarked for the purpose.
The package would also include enhancing the medical facilities in the area.
Nirmithi Kendra will resume the work on the compound wall on Monday.
"A committee comprising panchayat representatives, revenue officials and members of the action council has been formed to come up with the list of families to be included in the rehabilitation package," said the district collector.
The committee will submit the report to the district administration on September 6.

Irshad January 23rd, 2013, 08:04 PM [QUThere is redemption in sight for National Institute for Research and Development in Shipbuilding (Nirdesh) at Chaliyam in Kozhikode. It has been rudderless ever since its foundation was laid in January, 2011.
After The Hindu's report in November on the institute's predicament, Defence Minister A.K. Antony has now chipped in to salvage the fledgling institute, which is meant to innovate and indigenise warship and submarine design and building.
At a special, top-level meeting of key stakeholders of Nirdesh in New Delhi on January 16, Mr. Antony asked them to make up for the delay in infrastructure construction. The institute will launch its maiden training activity in April when probationary officers of the country’s defence shipyards will undergo short training capsules jointly conducted by the Navy, defence shipyard Mazagon Dock Limited and the Cochin University of Science and Technology (Cusat).
A sub-committee has been formed to speed up infrastructure-building in a phased manner and to lay out a roadmap for the project coming up on a 40.52 acre campus. “To begin with, refurbishment of the existing 6,000 sq. ft-building by the State Nirmiti Kendra will be completed in May, but the training will have already begun by then,” said a source.
Close on the heels of the meeting, discussions have been initiated with the Rubber Research Institute of India (RRII), Kottayam, to carry out joint research and development with the aim of fashioning rubber components for naval ships under construction. “James Jacob, Director, RRII, along with a team of senior scientists visited Mazagon Dock and the Naval Dockyard, Mumbai on Tuesday and decided that the Naval Dockyard will now make prototype of rubber components for enhancing the stealth of submarines based on the formulations made by the RRII,” added the source. While a new project director will be in place by May-June, the Navy, which was initially hesitant, is believed to have initiated steps to appoint a nodal officer, a Rear Admiral, to support the institute following Mr. Antony’s intervention.
Ashok Meena, joint secretary in the Ministry of Defence (MoD) who assumed charge as Nirdesh’s new Director General early this month, visited the project site on January 9 to review the progress of work. Local opposition to the project ended with consensus on the State’s six-item package, which includes title deeds for 21 families in the neighbourhood, resettlement of 23 families currently occupying revenue/forest land, rehabilitation of 125 families under the housing scheme for fishermen, setting up of a health centre and a skill development centre and a drinking water scheme for the villagers of Chaliyam.

Speaking to media persons here on Monday, Nirdesh project director-designate Ramesh Babu said that the project would be completed in three phases over a period of five years. The first phase, including construction of four parks, — design and data; training and academic facilities; administration and other amenities; and estate and environment park — would come up in 40 acres of land within three years. The total cost of the project would be Rs. 60 crore. Two other parks for research and development and another one for technology and innovation would be constructed in the next stage, Mr. Babu said.
Meanwhile a Young Officers Capsule Course (YOCC) began at Nirdesh on Monday. Twenty-five shipbuilding engineers nominated from Cochin Shipyard Ltd and the four defence shipyards are taking part in the YOCC. Assistant Collector Mir Mohammed Ali inaugurated the programme.
Defence Minister A. K. Antony laid the foundation stone of Nirdesh in January 2011.

Thats exactly I was thinking right from the beginning. For design centre you dont need those valuable land at port. If they are not planning to build vessels the land there is fully wasted. As their plans are not clear yet we need to wait and watch.
K@PP!R!S March 21st, 2013, 06:23 AM The spotlight is back on the National Institute for Research and Development in Shipbuilding (Nirdesh) at Chaliyam in Kozhikode with a top-level official meeting fixing deadlines to complete work at the institute.
The decision to put the institute’s work on a tight leash was taken in a meeting of the Board of Governors and general body of NIRDESH on March 19. The meeting was chaired by Union Defence Minister A.K. Antony, who is also the Chairman, Board of Governors, Nirdesh.
The meeting resolved that infrastructure work, presently being done by an agency of the Kerala government, Nirmithi Kendra, Kozhikode, should be completed by May 2013. The institute would commence functioning from the Chaliyam site by June 2013.
An official statement from Nirdesh on Wednesday said that a sub-committee set up to prepare a “roadmap for the growth of Nirdesh” had presented its report at the meeting and recommended that the infrastructure of Nirdesh be set up in three phases.
“A consultant to prepare the masterplan of the site will be engaged by July-August 2013,” the statement informed.
The Defence Minister had laid the foundation stone of Nirdesh in January 2011. The Institute, governed by an autonomous society under the Ministry of Defence, aims to become a centre of excellence, guiding research, development, and training required to achieve self-reliance in warship and submarine building.
“The Indian Navy will be the major beneficiary of the functions of Nirdesh. The Navy will therefore be playing a lead role in setting up Nirdesh and its functioning. The general body decided to appoint head of Naval Design Directorate as the nodal officer to support Nirdesh,” the statement said.
It added that an R&D sub-committee would be examining and selecting projects to commence this year, while several academic institutions, R&D agencies, industries and shipyards have shown interest in involving themselves in the activities of Nirdesh.
A project on indigenisation of rubber items used on Scorpene submarines is already progressing at Rubber Research Institute of India, Kottayam.
The statement said that the Secretary (Defence Production), Vice Chief of Naval Staff, Secretary (Defence Finance), Director General (Coast Guard), Chairmen of Shipyards, Director General (Nirdesh) and officials of the Navy, shipyards and Ministry of Defence had attended the general body meeting.

The Land in Chaliyam was better to use for port development, as Beypore side of Chaliyar is struggling get space for development :bash: Nirdesh could be anywhere if they are not building the real ships.

Absolutely. If NIRDSEH was not there, new wide and long berth, storage facilities, everything could have easily built there. Also if the chaliyam railways station was still alive things would have been much different now.

There is a bay and backwater near by. It would have been a strategic location for a Naval Base. Instead they built a training establishment. From there trainees are sent to Visakhapatanam. That where they see a ship. :doh:

I think in the case of NIRDESH,the R&D can be done at calicut and prototype build will be of course done at shipbuilding facility...NIRDESH is a cluster of R&D hub and it will be a center of excellence in shipbuilding feild...

The water and air is not polluted Aslesh bhai. Be happy about it. With Nirdesh too pollution wont be there.
Aslesh March 22nd, 2013, 07:03 AM We have this habit of keeping pollution and jobs away from us. Then we sent our male youth to this polluted areas. They work there in the polluted environment and loose their health. They send money back to home. Women and children are safe from pollution. :D

A good sign is that it aims in the overall development of Chaliyam and claims to be maintaining ecological balance. (It is a Mangrove zone AFAIK)

K@PP!R!S May 20th, 2013, 09:34 AM A project to build an underwater robot has been assigned to 22 students of IIT, Mumbai by the National Institute for Research and Development in Shipbuilding (Nirdesh) at Chaliyam here.
The students bagged the project after a technical sub-committee of Nirdesh reviewed seven proposals for the underwater robot, which would have both technical and surveillance applications.
The technical applications include videographing ship hulls and providing real-time live visuals of underwater equipment fittings for vessels and detecting damages and the extent of it in ships through high-resolution cameras.
Official sources said the robot would be lightweight at just about 25 kg and unmanned, while it could travel up to a range of 3.5 miles.
The students working on the project are from various spheres of engineering, including aerospace, material sciences, information technology, mechanical, among others. Sources said this was the first project assigned to the students.
