Three conflicted reports :
Built from 1956 to 1961,[clarification needed] the tower was designed by the Egyptian architect Naoum Chebib. Its partially open lattice-work design is intended to evoke a pharaonic lotus plant, an iconic symbol of Ancient Egypt. The tower is crowned by a circular observation deck and a rotating restaurant with a view over greater Cairo. One rotation takes approximately seventy minutes.
A story published by the Egyptian government in the 1960s, is that the American government gave US$100,000 to Gamal Abdel Nasser, President of Egypt (1956–1970), as a personal gift, and that Nasser deployed this amount of money to start the construction of the tower, thus uncovering the gift's American source to the city.
Between November 2004 and 17 May 2009 it underwent a EGP 35 million restoration project, completed in time for its fiftieth anniversary on April 2011.

Third report : I don't know about this though... Here's something that i heard from several egyptians that the Cairo tower is connected with the history of the high dam... At the time, Gamal Abdel Nasser wanted to build the high dam but he needed subvention from foreign countries.... In the begining, americans refused financing the project till they were pushed to accept ... Americans gave the money needed for Nasser but then instead of taking the money from the americans and investing it in such historical project knowing how much annoying americans claiming their responsibility for building the dam, Nasser decided to take their money and invest it in the Cairo tower so when americans will annoy us, the only thing they would be able to claim is building the Cairo tower while russians are those who helped us building the high dam. Russian policy is respectable though...
