To celebrate the official opening of Changi Naval Base, the Republic of Singapore Navy (RSN) will be hosting an open house at Changi Naval Base on:

Sat, 29 May 2004 12:00 p.m. to 9:00 p.m.
Sun, 30 May 2004 10:00 a.m. to 6:00 p.m.

The Open House will showcase the Navy’s capabilities, operations and feature various RSN warships and weapon systems. In addition, visitors will also be treated to two days of vibrant entertainment, exciting interactive games and plenty of sea rides.

Highlights of the Navy Open House 2004

Navy Open House 2004 will be divided into four zones: Sea Zone, Exhibition Zone, Entertainment Zone, and Family & Fun Zone.

Sea Zone

Featuring ship visits, sea cruises, “duck tour”, small craft rides and recreational fun rides. In addition, there will be many other recreational fun rides such as Jetski, Banana Boats, Kayaks and Laser Pico.

Exhibition Zone

Come view the technologies and firepower of the RSN. Get up close to weapons such as missiles, torpedoes, 57mm gun, Mine Disposal Vehicles (MDV). Experience for yourself the surface-to-air anti-missile (SAM) simulator.

Visitors will also be able to understand the Navy’s history and heritage, customs, traditions and people through exhibits from the Navy museum. There will also be an exhibition of “Navy at Work” photos, videos and scaled models of ships and Changi Naval Base. For the first time, the public will also be able to see the design and pictures of the Navy’s new Frigates.

Entertainment Zone

The entertainment zone will feature song and dance performances from the Music and Drama Company (MDC), various school bands, SAF Provost Unit, and SAFRA Radio DJs who will spin hit songs and read out song dedications.

There will also be a special appearance on 29 May by MediaWork artistes from the latest Navy Drama serial "Be Somebody", such as Ann Kok and Ix Shen.

Family & Fun Zone

Catered for the young and young-at-heart, carnival stalls will feature kiddy rides, inflatables and game stalls. Other attractions include a Art & Craft corner, archery, Rodeo Bull Challence and Bungee Run. Stand to win more than 2000 prizes each day in the 20 different challenging games at the carnival.

A Children’s Art & Craft corner will let kids have their hands on sand art, coaster art and craft punch. While the kids are occupied with the other stalls, grown-ups and older kids can try their hand at archery and seek more thrills on the Rodeo Bull Challenge and Bungee Run.

Officers’ Wives Club Charity Project

The SAF Officers’ Wives Club (OWC), formed in 1974, will be selling military souvenirs and collectables during the Open House. Attractive and specially designed Navy Souvenirs such as collar pin sets, ball caps as well as pewter models of military craft will be available. All proceeds will be donated to charity, including the SAF Benevolent Fund, the Community Chest and the Straits Times Pocket Money Fund.

Getting There

Admission to the Navy Open House is free. Changi Naval Base is located along Tanah Merah Coast Road.

There will be free shuttle bus services from Singapore Expo to Changi Naval Base. The public (including taxi) will not be allowed to drive into Changi Naval Base without a valid pass.

FROM piping-hot dim sum to foot massage services, the 80-odd stalls at the open house of the SAF Yacht Club at its Changi clubhouse on Saturday had something for everyone.

But no one came.

The club had told stallholders a crowd of 50,000 would stream into Changi Naval Base next door for its open house, and would spill over to the club's own open house and ensure them plenty of business.

Instead, the stallholders ended up having to stand outside the club, trying to persuade people to come in. It didn't work.

Most of the visitors who had been to the Navy open house were too tired to go on to the club bazaar. They just wanted to hop on the free shuttle service to Expo MRT station.

Said Mr Sim Choon Kiat, 32, an IT engineer who had gone to the base with his wife and four-year-old daughter: 'We don't feel like it. We're very tired already.'

When The Straits Times visited the bazaar on Saturday afternoon, there were only a handful of people there.

Mr Samuel Lim, 27, director of Event Solutions & Concepts, an events company, had rented space from the club and sublet stalls to some of the vendors.

He said: 'Unfortunately, the promised 50,000 people outside waiting for the shuttle service are not here.'

The vendors were upset. They had paid $200 to $400 in rent for the two days. And that was not all they lost.

Ms Peggy Neo, 33, who was selling food like glutinous rice and shark's fin soup, estimated her losses to be $1,000, excluding her $400 rental fee.

'We even lowered the prices of the shark's fin soup from $2.50 to $1, but no use. We're not coming back tomorrow. It's very disappointing.'

Some vendors resorted to selling their wares outside the yacht club, in a desperate bid to reach visitors who were waiting for the shuttle bus to arrive.

Mr Peter Chin, 44, pushed his ice-cream cart outside the gates, only to be told it was 'illegal hawking' by the club management. 'They said customers would complain,' he said.

Mr Jason Lim, the general manager of the yacht club, said: 'We're doing our best to fix things. We've sent staff out to try to get people to come in.'

However, the bazaar's second day yesterday also failed to draw the crowds, said vendor Angela Tan.

She said: 'More than 10 stalls didn't even bother to open. There's just no business.'

Precisely.....thats even worse considering u have to stand under the hot sun waiting in a long queue.....And it doesn't help when there are also food outlets inside the Navy camp....... :bash:

If they wished, they should have allowed the queue to move through the clubhouse before reaching the buses. That was actually what I tot is going to happen when I saw the notices pasted on the trees as we go down the super long queue!

The news talks about turned-away visitors asking for a chance to visit again next year. The thing is.....I dont think the event is an annual event actually? :D

A shattered dream..........:D

I think the event organiser should really look at how Asian Aerospace is organised.....it's so much more organised...... :bash: I think it's important as there are a lot of foreign visitor going to the Navy open house......Our reputation is at stake!!!!!......

Was there? I mainly saw Chinese nationals at most, who are probably hardly impressed by the arsenal presented before them? :D

I find the RSAF crowd control mechanism far better too. Other then the traffic jam outside the base, which is understandable since it was a public road and there was an expressway being built under it, I manged to get into the base in just 10 mins.

Yes, there are some foreigners there..... no doubt about that.....but i think that shouldn't be the only driving force for better organisation of the crowds....Good organsation of crowds will give visitor a good impression of the Navy force........

I think there are just too many flaws and loopholes in the queue system.....and i think that was really frustrating......The location of the Yacht house isn't helping being a distance away from the main exhibition area.....and i think the publicity of the free drinks at the yacht house was really poorly annouced.....I only knew it when i was in the queue and eager to leave the place........ :bash: :bash:

They were to desperate about preventing the jams in some key locations that they would rather force u to walk a super long distance just to prevent a major cloak-up!

The went on board two boats, one of which was the Missile Gunboat, a tiny little boat which rocks along with the waves (its that boat next to the platform where the Banana boats were):

The 6 missile gunboats belong to the 185 Squadron. They were acquired in 1970 and were upgraded in the mid 1980s. Its systems include the Satellite Earth Station Communication System ( SATCOM ) and the Global Positioning System (GPS).

Length : 45m
Beam : 6.5m
Displacement : 270 tonnes
Speed : Excess of 30 knots
Range : 2000 nm at 15 knots
Crew : 40 officers and men
Weapons : 4 X HARPOON Missiles, 2 X GABRIEL Missiles, 1 X 57 mm BOFORs Gun, 1 X MISTRAL SAM, 4 X CIS 0.5" Machine Guns

JUNE 4, 2004

LAST Saturday, my family (my wife, myself, elderly parents, maid and two children, aged four and two) went to the open house at the Changi Naval Base.

After spending about four hours there, we left the base at around 7pm and walked to a waiting area to take the free shuttle bus that would take us back to the Singapore Expo.

There were a few thousand people going to take the shuttle but very few personnel from the navy and police doing crowd control duties.

At first, everybody walked to the bus waiting area in an orderly manner. But about 100m from the waiting area, many people started jumping queue and pushing from the back. The crowd which had started with people walking three to four abreast became eight to 10 abreast.

The scene was so chaotic that I started to worry for my children and parents as they might get seriously hurt if there was a stampede.

Many people, including myself, shouted at other people who were rushing from behind, trying to jump queue, but it was futile.

Out of desperation, I approached a policeman on duty for help. He explained to me that there was a shortage of manpower including that from the navy and there was only 'so much he can do'.

Finally, we reached the front of the queue but this was not the end of our problems. At the bus waiting area, there were only a few staff members to control the crowd and it was very apparent that they were overwhelmed by the size of it.

When the shuttle buses came, the crowd ran for them without regard for the safety of others; people could have been trampled in that rush.

After about two hours of being pushed and squeezed, and with my children and parents nearly getting hurt, we managed to get on a shuttle bus and back to the Expo.

My young children have been very upset by the experience and I can't help wondering if anyone was hurt during the two-day event.

I am disappointed with the way the navy organised this open house. I have attended many such events organised by the Singapore Armed Forces and private organisations and I am quite sure this is the worst open house I have attended in terms of crowd control.

I REFER to the article, 'SAF yacht club open house a washout' (ST, May 31).

The organisers of the SAF Yacht Club open house had informed the vendors that the event would attract an estimated 50,000 visitors.

The final turnout over the two days of the open house, at which I was present, was barely 500.

The organisers convinced vendors who signed up by making the following points:

The SAF Yacht Club and the Singapore Navy had an unwritten agreement to work together on making the two open houses a success

Due to the limited space at the Changi Naval Base, the public would be ferried from the Singapore Expo to a designated holding area outside the yacht club, then be taken into the base in batches

On the return trip, the crowd would board the buses outside the yacht club and the public would have free access to the yacht club's open house.

However, this is the situation that the vendors faced at the event:

The public were ferried directly to the naval base's open house from the Expo

The route leading from the naval base to the buses parked at the main entrance of the yacht club was barricaded to such an extent that the crowd could not stray off the route, much less visit the yacht club's open house.

I was refering to the Banana Boats and the rides on the navy ships out to sea. But we didnt go on those rides...the queue puts us off! :D

I think the kiddy stalls are free too..they gave us a free coupon thing which we did not use?

I REFER to Mr Ong Wee Liang's letter, 'Poor crowd control at navy open house' (ST, June 4).

The navy and police personnel did their best to maintain order at the open house on May 29. I was present at the shuttle waiting area when the mayhem began.

People did indeed start jumping the queue and pushing as they rushed for the free buses.

Worst of all, some of them spat at one another.

Never in my life have I seen such behaviour at an open house.

The military personnel tried to stop the chaos but to little avail. Still, if they had not been there, it would have been madness.

I think, as Singaporeans, we should have done our part to prevent such a scene from happening - just as the staff in charge of crowd control did theirs.

Extra crowd control staff called in

I REFER to the letters, 'Poor crowd control at navy open house' (ST, June 4) and 'Crowd behaved badly at open house' (ST, June 8), by Mr Ong Wee Liang and Miss Sigeeta Rajaram respectively.

The Republic of Singapore Navy held its open house on May 29-30. There was an overwhelming response, with nearly 90,000 members of the public visiting Changi Naval Base over the two days.

Visitors leaving the naval base were requested to queue outside the base for buses to ferry them back to the Singapore Expo site.

At most times, although the queues were long, they were well formed and orderly. At around 7pm on Saturday, there was a rapid build-up of visitors leaving the base.

Immediate action was taken to mobilise additional transport resources to meet the increased demand.

Unfortunately, some members of the public started to jump the queue. When this happened, additional naval personnel were deployed to control the crowd. The police were also subsequently called in to assist in crowd control.

We regret that Mr Ong and his family experienced difficulties and unpleasantness at the bus queue when they were leaving the open house. We apologise to them for this as well as to any other visitors who might have had similar experiences.

We agree with Miss Sigeeta that everyone has a part to play, by cooperating with the crowd control personnel, so that all visitors may go away with a positive experience.

We thank the writers for their feedback, which we will take into consideration when we plan similar events in the future.

The 4 Sjoormen Class submarines designed and built by , a Swedish Company, form the 171 Squadron. The first boat, RSS Challenger is used as a training platform in Sweden for our submariners. RSS Conqueror was commissioned and fully operational in July 2000.

The 6 missile corvettes belong to the 188 Squadron. They were commissioned in 1990 and 1991. They are equipped with an air and surveillance radar, computerised tactical plotting systems and an integrated electronic warfare suite.

Displacement : 600 tonnes
Speed : Excess of 30 knots
Range : 2000 nm at 22knots
Crew : 46officers and men

Army No.3 shirt is reasonably thick but no way it will stand strong rain. The pants on the other hand are quite water-proof.

Haha, so amazing you all seem so mesmerised with the NAvy, I couldn't be more apathetic about it even though i am serving my NS here! I can't wait to leave actually! Anyway, here are some photos of my sailing trip on an LST last year in OCtober! We were sailing for 42 days, from Singapore to Surabaya to Sydney and then to Kota Kinabalu. It was the most difficult challenge of my life. Its like LANCER on the seas, or whatever that Brunei survival thing Army cadets go through, only Navy style. Yah, survival on a big white metal overheated junk, with almost no water food and sleep. Stories for the grandchildren, start collecting.
