Manila Bay coastal cleanup renewed
MANILA, Philippines — Seeking to rehabilitate the Manila Bay coastal area, the National Capital Region Maritime Office based in Navotas City, along with various government agencies, has renewed its cleanup activity in the area after it was ravaged by recent typhoons.

Police Senior Supt. Ronaldo Escobar Olay, Regional Maritime Unit chief, said the cleanup of the bay area is part of the continuing activities that started more than a year ago following the issuance of the "Writ of Kalikasan" by the Supreme Court which obliges government agencies to clean the bay area. Just came back from airport and happened to pass by roxas blvd. May tanong lang ako what happened to that grandiose plan of mmda and the city of manila to rehabilitate baywalk? Hanggang ngayon sira pa ren, sana wag naman mangyari pero pag may strong typhoon na naman ang tumama sa atin, wash out di lang ang natitirang portion ng baywalk kungdi pat ang roxas blvd. Ang pangit nakakahiya. Puro sila plano wala naman natutupad.

Relocate them you say???? Naku vagrants and beggars lived, wash and sleep right at the very grounds of the manila city hall. They sleep right across the gate where mayor lim drives through to and from work and he doesnt care at all. So whos gonna relocate them, nobody cares. Dinky soliman doesnt care too since shes bz counting the billions of pesos noy gave her for her pet cct project which god knows how was it spent. Govt people only cares about their own self-interest, they dont give a damn about these people at all.

^^Well, many of them are elected by the people. There are candidates who are godly but people choose the famous ones. I say to people, strive hard and relocate themselves by their own means.

DPWH starts repair of Manila Bay seawall

MANILA, Philippines - The Department of Public Works and Highways (DPWH) has started repairing the 1.4 kilometer section of the seawall along Manila Bay that was damaged by strong waves spawned by typhoon ”Pedring”three months ago.

DPWH undersecretary for regional operations Romeo Momo said repair works commenced on Thursday.

The DPWH-National Capital Region has four months or until April to finish the repairs on the seawall from the US embassy to the Manila Yacht Club.

In a previous interview, DPWH Secretary Rogelio Singson said that from the initial estimate of P30 million, the project cost was raised to P97 million so that the seawall can also be widened and raised.

DPWH-Bureau of Design director Gilberto Reyes had said they would add six more inches for the seawall to reach a height of 24 inches.

The top of the wall, where people often sit, would also be widened from 800 centimeters to 1,200 centimeters, he said.

“We and the city government of Manila agreed on the widening of the top of the seawall,” he said.

He assured the public that even if they raise and widen the seawall, it would not obstruct the breathtaking view of the sunset from the Manila Bay.

“We would also strengthen the seawall. The original seawall was not anchored on the rocks. Before the seawall was just put on top of the concrete wall but this time, we would be drilling steel dowel bars to keep it intact and to strengthen it from the strong waves (that might be brought about by strong typhoons),” he said.

Hay nako may pa board walk design pa, mmda chairman even insisted on using spanish style lamps, si mayor lim wants a dolphin show, and a boracay beach along manila bay. Mga ^%$#&^^@##* nakakainis lang. Ginagawang mga tanga mga tao. Lumayas na lang kayo peste ng bayan.

Hay nako may pa board walk design pa, mmda chairman even insisted on using spanish style lamps, si mayor lim wants a dolphin show, and a boracay beach along manila bay. Mga ^%$#&^^@##* nakakainis lang. Ginagawang mga tanga mga tao. Lumayas na lang kayo peste ng bayan.

The Department of Public Works and Highways (DPWH) has started its repairs of the seawall along Roxas Boulevard in Manila that was damaged by strong waves spawned by Typhoon “Pedring” in September, a DPWH official said.
Public Works Undersecretary Romeo Momo said the repairs, which will cost the government more than P90 million, began on Thursday and were expected to be finished by April.
“It’s the entire seawall of Roxas Boulevard from the US Embassy to the (Manila) Yacht Club,” Momo said.
“They have two backhoes and we don’t see any hitches in the repairs,” he added.
Public Works Secretary Rogelio Singson earlier said the repairs of the damaged portions were initially estimated to cost P30 million but the DPWH decided to strengthen the entire length of the 1.4 kilometer seawall.
DPWH Bureau of Design chief Gilberto Reyes said the seawall’s height would be raised from 18 inches to 24 inches while its width would be widened to 1.2 meters from 800 centimeters.
“That was the agreement between the Secretary and (Manila) Mayor (Alfredo) Lim,” Reyes said.
He added that the DPWH would also put in steel bars “so that its resistance to waves would be stronger.”

I hope that Guingona's Design Council of the Philippines senate bill will be enacted so that the tackiness and kitsch revolutionized by our dearest government officials will be put to an ultimate end. BTW, the whole stretch of Manila Bay is already fenced off. The repair and renovation of Baywalk is being undertaken by the DPWH.

At the sidelines of the Global Conference on Land-Ocean Connections, which ended Friday in Pasig City, Environment Secretary Ramon Paje said the government will strive to make the coastal waters of the Manila Bay fit for swimming before President Benigno Aquino III leaves office in 2016.

Paje admitted the goal is “so difficult to attain” but to restore the waters of Manila Bay to “recreational water” quality levels is the mandate from the Supreme Court, which, Paje said, ruled in 2008 on a case originally filed by concerned bay residents.

In the December 18, 2008 ruling penned by SC Associate Justice Presbitero Velasco, the high court specified that the bay's waters must be restored to and maintained at “SB level” or Class B sea water as defined in Water Classification Tables under DENR Administrative Order No. 34, so that its bathing waters will be “fit for swimming, skin-diving, and other forms of contact recreation.”

I think this is part of the pain any developing nations go through. as a nation becomes more developed, mas educated na rin mga tao at syempre mas sosyal na rin kaya ayaw na nagdudumi kung saan-saan :D

Cleaning manila bay can be done, kaso hinde ganyan kabilis. Heck, wala pa ngang projects ang Abnoy admin tapos eto na naman :lol:

MANILA, Philippines - The Department of Public Works and Highways (DPWH) has started repairing the 1.4 kilometer section of the seawall along Manila Bay that was damaged by strong waves spawned by typhoon ”Pedring”three months ago.

DPWH undersecretary for regional operations Romeo Momo said repair works commenced on Thursday.

The DPWH-National Capital Region has four months or until April to finish the repairs on the seawall from the US embassy to the Manila Yacht Club.

In a previous interview, DPWH Secretary Rogelio Singson said that from the initial estimate of P30 million, the project cost was raised to P97 million so that the seawall can also be widened and raised.

DPWH-Bureau of Design director Gilberto Reyes had said they would add six more inches for the seawall to reach a height of 24 inches.

The top of the wall, where people often sit, would also be widened from 800 centimeters to 1,200 centimeters, he said.

“We and the city government of Manila agreed on the widening of the top of the seawall,” he said.

He assured the public that even if they raise and widen the seawall, it would not obstruct the breathtaking view of the sunset from the Manila Bay.

“We would also strengthen the seawall. The original seawall was not anchored on the rocks. Before the seawall was just put on top of the concrete wall but this time, we would be drilling steel dowel bars to keep it intact and to strengthen it from the strong waves (that might be brought about by strong typhoons),” he said.

Construction of Manila Bay seawall nearing completion

THE Department of Public Works and Highways is hastening the construction of the new sea wall in Manila Bay which was destroyed when powerful waves or storm surges brought by typhoon Pedring pounded it late September.

The new sea wall, according to Undersecretary Romeo Momo, is expected to be completed by March 15. The seawall project is already 62 percent complete, Momo said.

DPWH Metro Manila chief Reynaldo Tagudando said they are also going to address liquefaction which has weakened some portions of the seawall area.

“There were portions where the soil has liquefied. We are going to address that in due time,” he said.

Soil liquefaction is a phenomenon where soil loses its strength and stiffness in response to environmental or applied stress like earthquakes, causing it to behave like liquid.

For aesthetic purposes, TASTELESS landscaping and TASTELESS lighting IN THE STYLE OF MAYOR LIM will follow the sea wall construction intended for better ambiance and atmosphere.

After the storm surges during Pedring, personnel from the Metro Manila Development Authority initially placed sand bags in the areas where the sea wall had collapsed to ensure the safety of promenaders and contain Manila Bays waters from overflowing.

The DPWH is hopeful that the new sea wall could withstand the severest storm surges.

i agree !

Based from the pictures it looks very solid to me. Though, the wall alone is not sufficient enough to withstand harsh waves in the event of a typhoon, adding will another layer of breakwater 50-100m from the bay will be a great compliment to it.

The Board, in a statement, identified Roxas Blvd., Commonwealth Ave., Quezon Ave. and EDSA for the installation of LED streetlamps. It is also completing the required number of pedestrian footbridges in Parañaque and Quezon City and in the provinces of Cavite and Laguna.



Escalona said pilot areas for LED streetlamps include Roxas Blvd. from the NAIA Road to Anda Circle in Port Area, Manila; and Commonwealth Ave. from the Elliptical Circle to Tandang Sora.

In the pipeline are plans to upgrade to LED streetlamps the stretch of Quezon Blvd. from EDSA to Welcome Rotonda, EDSA from Roxas Blvd. to Magallanes, and the two-kilometer radius of roads from the airports. The LED streetlamp will also be set up on a 2.4-kilometer stretch of Olongapo-Gapan Road from North Luzon Expressway.

Basing from the photos, I think they elevated the wall by 3 feet. If you had been there before (pre-damage), you can say that the old wall is really low (more or less 1 ft.). It's not finished yet, i think they will level the pavement par with the sea wall.

I think they did fixed the sea wall right after the typhoon. It's the Manila Bay who's been taking a long time due to overlapping and contradicting plans made by City of Manila and DPWH.

LED or normal, it really doesnt matter. Whats important is they put up more street lights in the metro. Manila is often described as a dark city and with very good reason. Darkened alleyways, dark national hi ways always puts up an image of unsafe and unsecured enviroment. The problem lies not with the installation of street lamps but the maintaince or for the lack of it. If anyone notices, the average street lamps only stays lighted for a few weeks before it gets busted or sometimes gets stoned by stupid street kids. Once a street lamp is busted, cityhall doesnt often replace the bulbs but instead drill holes in the ground and puts up a brand new lamp post. How crazy is that? This leads me to suspect that cityhall officials earns a lot of commission for every lamp post installed. And therefore the result, we see a street with 3 or 4 different lamp post designs but none working. It also make the already tiny sidewalks even more crowded.

Intnl standard ang yellow color or amber colored for street lighting. Mas madaling makita ng mga motorista ang paligid compare to white lights. This is also the reason why cars and other vehicles uses yellow lights too.

I was really tempted to jump in myself because of the heat. It's a far cry from before na maraming floating trash all around
but if you looked closely, you can actually see fish a few inches (a foot or two) from the surface.

And did u notice that manila baywalk has white sand!!. Inspite of the pollution and sewage that turned into raw carbon, the sand is white. May potential ang manila bay. And yes there are fishes along that strip. Thats why there are a lot people who do spear fishing.

Yes I noticed. And it's really sad that the Manila City Government bans swimming in the waters of Manila Bay. Imagine that, poor people are not allowed to swim in the waters of their own country! One of the few free pleasures they can get aside from making babies and it's disallowed.

Dapat nga maglagay sila ng shower areas and changing rooms doon para pagkatapos lumublob, banlaw kagad. Eh di mas lalong may incentive sila to keep the bay clean.

I saw some nice looking stalls in HongKong and Malacca Malaysia, I do not know how to upload photos here. But if they could do that it would really look neat and could serve as tourist promotion booth at the same time.

Mayor Atienza is From the University of Santo Tomas, He took B.S. Architecture. Its a shame he never knew how to use his profession to his advantage. Manila has one of the best sun set in the world unluckly its run by stupid moron politicos. Shame on you Alfredo Lim and Atienza. Is Estrada really running in Manila if yes compared to this 2 rotten eggs maybe Estrada will be a better pick among the worst. Atleast San Juan had the capability to demolish and relocate its squtters at the Pinaglabanan Shrine.

^^ I think, since the Pier is also nearby it would be still be harder to get Manila Bay less polluted, i'm sure there is a way to bring that down to a minumum.

I do like the idea of white sand after the break water, they do not have to realy lift the ban on swimming but atleast people can walk and relax down the beach side. Cleanliness should be strictly imposed though.

Guys na-unveiled na yung Manila Bay Seawall...kudos to DPWH for finishing it on time ( April was their deadline) but dont get your hopes up its not like the seawall that the MMDA or Mayor Lim was touting about....far from that...its so bland...I remember the was smoothen up with some tiles ngayon eh plain rough concrete na lang...anyways at least the spectacular and enchanting manila bay sunset can be seen already...you really cant expect much from the government specially politicians..

An official of the Department of Public Works and Highways said the five-month repair of the 1.4-km seawall is expected to be finished this week, after it was damaged by Typhoon “Pedring” in September last year.

The repairs had to be rushed in the past few weeks in time for the upcoming annual meeting of the Asian Development Bank at the Philippine International Convention Center, according to Reynaldo Tagudando, director of the DPWH-National Capital Region.

The seawall was rebuilt to the tune of P94 million, which far exceeded the initial estimated cost of P81 million, Tagudando said.

He said the increase was largely due to the additional work that made the seawall “bigger and stronger. The (new) structure was designed to turn back the waves.” Boulders or “armor rocks,” for example, were brought in from Bataan, Cavite, and Quezon provinces to make the new seawall more stable, he said.

On Monday, the DPWH will turn over the site to the Manila city government for the final touches, such as landscaping and lighting installations, he added.

Bird Sanctuary To Be Preserved, Turned Into Eco-Tourism Site

MANILA, Philippines — A bird sanctuary located along the Parañaque City coastal area that has become the subject of intense debate in recent months will be preserved to become part of a major eco-tourism development that will rise on nearby reclaimed lands.

The Philippine Reclamation Authority (PRA) belied earlier claims made by an environmental group that the man-made bird sanctuary would be removed to make way for the reclamation.

“The PRA has always been one with the Manila Bay Critical Habitat Management Council (MBCHMC) in preserving this critical habitat. We have secured this place long before its declaration as a critical habitat. We will continue to protect it,” Eduardo Destura, representing the PRA, said in a speech before the council during Earth Day celebration rites.

Destura, who heads PRA’s Planning and Evaluation also said: “PRA, together with its partners and developers will endeavor to preserve this habitat and prove that progress and development can work hand-in-hand to protect the environment.”

Contrary to what others have been saying, Destura said the mangrove will not be part of the proposed reclamation.

“We shall maintain the integrity of the habitat. Add to that, it is being considered to be integrated to the overall development plan for eco-tourism purposes. Together with local government, we intend to enhance this habitat to make it a more suitable and sustainable sanctuary for wild birds,” he said.

He further explained that the PRA is a government agency mandated by law to contribute to the nation’s developmental goals by creating new lands through the use of scientific methods and new technology, to ensure sustainability.

In recent months, the bird sanctuary, formerly a squatters colony, had been the subject of debates in media after environmentalists fearing its removal said it would affect the thousands of migratory birds that breed in it.

Moreover, a thorough study by DHI Water and Environment of Denmark, an internationally-recognized firm specializing in urban flood management, water utilities, water resources, coastal engineering, and environmental, health, and safety risk assessment, refuted claims that the reclamation would bring about floods.

The study revealed that the project would actually even help mitigate the effects of flooding due to rising sea levels.

Included as key components of the reclamation are: The dredging of the Parañaque River to increase its depth by two to three meters; dredging of the Las Piñas/Zapote river mouths to increase their depth by one to two meters; removal of a sandbar near the mouth of the Las Piñas river to improve water flows during heavy rains, and construction of a 35-meter water channel gate to improve water flow.

It will also involve periodic dredging and the construction of a retention pond and a floating debris boom that will reduce the amount of garbage blocking river passageways.

MANILA, Philippines -- Why did City Hall champion a reclamation project that it cancelled in 1992 owing to its potential damage to the marine environment?

The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and the multisectoral network Koalisyon Kontra Kumbersyon) on Sunday raised this question, saying Manila Mayor Alfredo Lim should explain why he is reviving the reclamation project. The groups said Lim and the City Council should withdraw the reclamation and undertake a no-nonsense rehabilitation of Manila Bay, following a landmark Supreme Court ruling enjoining all national government agencies to do so.

"Why revive this incorrigible project? Sending it back from the grave is really scary figuratively and literally speaking," Fernando Hicap, chairperson of Pamalakaya and lead convener of KKK-Manila Bay coalition, said in a statement to the media.

He said "it is not too late for Mayor Lim and his councilors to retreat and recall the project. The reclamation contract which was rescinded 21 years ago should not be given a second life.”

A notice of award allowed Manila Goldcoast’s parent company, the Elco Development & Construction Corp., to “reclaim and develop” the area near the Manila Yacht Club north of Manila way back in 1991.

However, in 1992, an ordinance was enacted barring any reclamation in the area in order to preserve the bay. The Office of the President ordered the project shelved.

Two weeks ago, the consortium agreement with Manila Gold Coast to develop 148 hectares of the bay was revived, this time reportedly with Lim’s backing.

The reclaimed land will host a business center in the southern end of the Manila-Cavite Coastal Road Reclamation Project (MCCRRP) as supervised by the Philippine Retirement Authority.

The reclamation project covers the southern end of Manila Bay in the city, including portions fronting the Manila Yacht Club and the Philippine Navy, per the agreement between City Hall Manila Goldcoast group.

The PRA affirmed the 1991 awarding of the project to Goldcoast last April 1. After PRA’s go- ahead, the city council passed Ordinance 8233 authorizing Lim to apply for the reclamation with the PRA and effectively repealing the ordinance banning reclamation on the Bay.

The project is one of the 38 reclamation projects in Manila Bay under the National Reclamation Plan (NRP) of PRA.

According to Pamalakaya, the PRA wants to reclaim the 175-hectare mangrove reserve and bird sanctuary in Las Pinas and Paranaque; the 5,000-hectare reclamation project in Cavite City to transform former Sangley Naval Base into a modern seaport and airport in Southern Luzon; and another 5,000-hectare foreshore land in Navotas City for North Bay Boulevard Project (NBBP).

The 38 reclamation projects in Manila Bay will make use of more than 26,000 hectares of coastal areas along Manila Bay, the group said.

All in all, 20,000 hectares of Manila Bay have been reclaimed to host commercial establishments and government structures and facilities, including roads, since the time of Ferdinand Marcos. These include the Folk Arts Theater, the Cultural Center of the Philippines, the Philippine International Convention Center, the GSIS and Senate buildings and now the SM Mall of Asia and the President Diosdado Macapagal Boulevard.

So that's P 94 Million for a 1.3 km 4-lane road.

And as of the moment, he is undecided whether to choose this garishly yellow Sputnik lamp or this ultra-tacky modern lamp post, both of which are exorbitant in prices but all the same suited his very refined taste. :lol::bash:
