K@PP!R!S April 14th, 2013, 11:30 AM KOZHIKODE: The Kozhikode Medical College Hospital is expected to receive financial aid from the Union government under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). The Union ministry of health is likely to release the fund of Rs 125 crore by the end of this month or by early May. M K Raghavan, MP, said he has already held discussions with Union health minister Ghulam Nabi Azad to take steps to release the fund at the earliest. "At a meeting held recently, the Union health minister informed that all official formalities to release the sanctioned amount have been completed. We expect the ministry will release the fund either by the end of April or in the beginning of May," he said. A central team had visited the medical college hospital in May 2012 to conduct inspection at the proposed site where the new building will come up. The medical college authorities are planning to set up two blocks of four storeys with state-of-the-art equipment. The authorities intend to complete the construction of the building within 20 months once the work is commenced. The medical college will get a total of Rs 160.2 crore, of which Rs 125 crore will be sanctioned by the union government and the contributed by the state government. Medical college authorities plan to construct a sophisticated building, provide hostel facility for students and improve hospital infrastructure to attain the three star rating. Principal of Kozhikode medical college Dr C Ravindran said the hospital has altered the earlier plan of constructing a seven-storey building. "We have now proposed the setting up of two separate blocks. The ground floor of one block will be used for parking and that of the other block will be used to keep generators and electrical panels. The new building will have a common facility centre, casualty block, operation theatres and Intensive Care Units in different floors. There will also be faculty rooms, demonstration rooms and conference halls in the building," he said. "The proposed building will also host a blood bank, department of anesthesia, department of family medicine and a day care unit for patients who can leave the hospital soon after minor surgeries," the principal said. With the opening of the new building, IMHANS, an autonomous institution established by the State government in 1983, will evolve as a centre of excellence with more facilities for treatment, in-depth studies, and research in the mental health sector. Of the Rs.30 crore allotted by the government, Rs.13 crore has already been spent for the structure. According to IMHANS director P. Krishnakumar, the building will be ready for full-fledged operations by September this year. “With around Rs.5 crore, we will be able to complete the remaining works on the building,” says Dr. Krishnakumar. “We have over three acres of land and it will be sufficient to meet the future development needs of the institute,” he adds. The construction is now proceeding in an eco-friendly way without bulldozing the surrounding hills. Along with the opening of the new building, IMHANS is also planning immediate recruitment of the required staff to coordinate mental health activities in a broader way in north Kerala. As per a recent proposal submitted to the government, the institute needs over 150 more staff, including doctors, nurses, administrative staff, and skilled technicians, for its full-fledged functioning. “The proposal for recruitment is now under the consideration of the Finance Department, which is expected to take a favourable decision at the earliest,” says Dr. Krishnakumar. New post According to him, the government has already created 12 new posts besides deputing an administrative officer for the supervision of various developmental activities here. The new building comes as a great relief for IMHANS as it had been struggling to conduct intervention programmes in the field of child psychiatry, community-level mental rehabilitation initiatives, and child guidance clinics for adolescents with behavioural and emotional problems. According to the IMHANS director, a new community development scheme is also on the cards for the Malabar region.
