Surat is situated on the banks of River Tapi, the river has played a crucial role in its economic growth and development. Today the river is a major source of water and the river bank & bed provide shelter & livelihood support to the poor. There are many structures of historical significance on the bank. Many issues face the river edge today – the modern development is haphazard & the edge is neglected; there are slums which are prone to flooding & lack basic infrastructure services; inflow of domestic waste as well industrial waste into the river and tidal flooding as the city is very close to the mouth of river.
SMC intends to develop the Tapi River Front in a comprehensive manner and address some the issues and turn it into an asset for the city. As Surat is located very close to the point where Tapi meets the sea, the issue of flood management assumes crucial importance. A preliminary concept plan was therefore commissioned to undertake a hydraulic feasibility study so as to analyze the impacts of embanks and possible reclamations. The Preliminary Conceptual Plan examined the existing land use, broad ownership pattern, heritage structures, slum encroachments, environmental issues and other activities along 45 km stretch on both sides of the river edge to provide an overall vision for Tapi Riverfront Development. This plan was submitted to the CPWRS, Pune to undertake mathematical modeling for further hydraulics analysis. Subsequent to this a detailed feasibility study for the riverfront can be undertaken.

The foundation stone for the Rs 44 crore project will be laid on January 25 as part of golden jubilee of Gujarat's statehood and Republic Day celebrations in the city.
Additional city engineer and project in-charge Ketan Patel told TOI, "This project on completion in 18 months will improve the urban atmosphere and landscape and provide additional protection to the flood-prone areas in the city."
The project will come up on 54 hectares of land on a three-km-long stretch of Tapi riverbank. About 30 hectares of this land was illegally occupied four months ago by slum dwellers. SMC in one of its biggest anti-encroachment drives shifted over 30,000 residents from the slums on the riverbank to the newly constructed EWS housing scheme in Kosad.
The Tapi riverfront development will have walkway development, food plaza, cycle track, walking track, festival ground for public festivals, green garden and mini floral park. It will also have parking for 2,200 four-wheelers and 3,000 two-wheelers.
"Our idea is to develop full-fledged facilities for people who want to come with their family and spend an entire evening relaxing and having fun," Patel said.
A SMC official said, "The development will not hinder the flow of water as the banks are not being narrowed down for development of any of the facilities. We have left the flow pattern untouched."
The time-frame fixed for this project is one-year excluding the monsoon months. The SMC expects to complete it in 18 months from January 26 onwards.

Gujarat Cheif Minister Narendra Modi will inaugurate a bridge on river Tapi that connects Dabholi and Jahangirpura. Modi will also address a public meeting in Jahangirpura, but that programme will be about employment related state programmes.
On same day the Chief Minister will perform ground breaking for proposed riverfront project which is planned to serve 3 km long bank of river Tapi covering 54 hector land. This Rs.44 crore project will be second riverfront project after Ahmedabad.
As the state government is going to organize 26th of January in Surat, there are number of events planned on and around the day.
According to district prabhari minister Mangubhai Patel both Governor and the Chief Minister will meet select citizens during ‘At home’ event on 25th. On 26th, the main event will be held at Varachha based Yogi chowky.
On 22 January Sarthana will witness PT exercise show at 8.00 pm. During 24-26 January, Udhna based BRC ground will host a development fair consisting 55 stalls. On 23rd Killa ground will host Gujarati songs event. On
24th a lok dayro will be held at Katargam, and on same day the indoor stadium will witness folk dances and folk songs event. On 25th Katargam lake garden will host a quiz competition involving about 2500 students.
Ground breaking of Ugat botanical garden, Khubsurat Gujarat event on 25th at Vanita Vishram are other events planned for 26th January celebration in Surat.

After a wait of eight months, the state government has finally sanctioned the proposal put forth by Surat Municipal Corporation to hand over to it 54 hectare (ha) land for the development of Tapi riverfront on Friday.
Official sources said SMC aims to convert Tapi into an environment protector and a centre for public recreation and entertainment on the lines of Sabarmati riverfront project. The foundation stone for the Rs 40 crore project was laid on January 25 as part of golden jubilee of Gujarat's statehood and Republic Day celebrations in the city by chief minister Narendra Modi.
Additional city engineer and Tapi riverfront project in charge, Ketan Patel, told TOI, "The tender procedure has been completed and the work orders to the parties given. We were waiting for the clearance of 54 hectare land by the state government."
Patel said, "Now, that the land has been handed over to the civic body, we intend to complete the project in the next 18 months. The project on completion will improve the urban atmosphere and landscape and provide additional protection to the flood-prone areas in the city."
The project will come up on 54 hectares of land on a three kilometre stretch on Tapi riverbank.

meetmus2fa November 23rd, 2011, 09:38 AM First phase construction of Tapi river front project will cover about 54.45 Hector land and take place over 2.75 km long stretch of the river in Gujarat’s second largest and India’s fastest developing city Surat.
Rs. 44 crore project will include a festival ground, food plaza, mega parking area for 2200 four wheeler, and 3000 two wheelers, walk way with green belt, bicycle track, a big garden, mini floral park, ponk nagar, ecological park, and a memorial park presenting the story of Surat’s legends.
About 7800 people living in Tapi river slums of Bapunagar, Naherunagar, Subhashnagar, JP nagar, Jalaram nagar, Iqbal nagar etc will be relocated to new houses built by the Surat Municipal Corporation. State’s Road and Building and irrigation departments will transfer their about 1 lakh square meter land to Surat Municipal Corporation on token rate.

But project doesnt start yet. Even no site preparation. I think it will take 2-3 years to complete.
Unlike Sabarmati riverfront, we would have less to discuss on this ambitious project as there is no progress. I hope project start early.

Even after the building of the retaining walls, walkways etc in Ahmedabad, slum issues raised by opposition/activists have massively delayed the Sabarmati Riverfront project. So from that perspective, its noteworthy that slum clearance has happened for what was one of Surats largest slum areas.
From an engineering point of view, Sabarmati is little more than a glorified canal, even then, work was destroyed by flooding on more than one occasion. Tapi however, is an immensely powerful river in a region which receives much higher rainfall (and therefore floods more regularly), all of which will make this project a lot more technically demanding than the one in Ahmedabad.

સિંચાઇ વિભાગે પૂર્વ આયોજન વગર રિવર પ્રોટેકશન વોલની ડિઝાઈન તૈયાર કરતાં ૧૨૫ કરોડનો તાપી રિવર પ્રોટેકશન વોલ પ્રોજેક્ટ અટકી પડ્યો, તાપી કિનારાને અડીને તૈયાર થઈ રહ્યો છે રિવર ફ્રન્ટ પ્રોજેક્ટ અને તેની પાછળ બનશે પ્રોટેકશન વોલ. બોલો હવે કેવી રીતે પહોંચશો રિવર ફ્રન્ટ સુધી...ક્યાં તો પ્રોટેકશન વોલમાં ગાબડાં પાડો કે પછી તેને કૂદીને જાવ
શહેર માટે મોરપિચ્છ સમાન બનનાર રિવર ફ્રન્ટ ડેવલપમેન્ટ પ્રોજેક્ટના વજૂદ સામે ખતરો સજૉયો છે. કેમકે સિંચાઇ વિભાગે પાળો બનાવ્યા બાદ તેની આગળ આ પ્રોજેક્ટનું નિર્માણ કર્યું છે. જેના કારણે અડાજણના ટ્રાફિકને રિવરફ્રન્ટ સુધી પહોંચવા પાળો કૂદાવવો પડે તેવી સ્થિતિ બની છે. આમ સિંચાઇ અને પાલિકા વચ્ચે સંકલનના અભાવે પ્રોટેકશન વોલ પ્રોજેક્ટ અટકી પડ્યો છે.
બીજી તરફ પ્રોટેકશન વોલના પ્રોજેક્ટ માટે રાજ્ય સરકારે રૂ.૧૨પ કરોડ મંજુર તો કર્યા પણ અત્યારનું અણધડ આયોજન જોતા પ્રોજેક્ટ પર નવેસરથી વિચાર કરવો પડે તેવી સ્થિતિ નિર્માણ પામી છે. અને તે માટે ગેરીને સરવેનું કામ સોંપાતા સોના કરતાં ધડામણ મોંઘું પડે તેવો ઘાટ થયો છે. આમ હવે દસ વર્ષ સુધી અડાજણથી ભાઠા વિસ્તારના સાત લાખ લોકોને પૂરથી રક્ષણ મળશે નહીં. આ મામલે દિવ્ય ભાસ્કરને સિંચાઇ વિભાગ અને મહાપાલિકા વચ્ચે થયેલા પત્રવ્યવહારના જડબેસલાક પુરાવા મળ્યાં છે.
આ પાળો વિવાદની જડ
રિવર ફ્રન્ટ પ્રોજેક્ટની બરાબર પાછળના ભાગે તૈયાર થનાર પાળા યોજના કારણે સુરતીઓ રિવર ફ્રન્ટ સુધી કેવી રીતે પહોંચશે તે સૌથી મોટો સવાલ છે.
લો, પહેલા રિવરફ્રન્ટ પછી પાળો!
નદી કિનારે તૈયાર થનાર અફલાતુન રિવર ફ્રન્ટ પ્રોજેક્ટની સુંદરતા આડે પાળાનું ગ્રહણ ઊભું છે. શું આ પાળો કૂદાવીને લોકો રિવરફ્રન્ટ સુધી પહોંચશે?
પાળાનું ગ્રહણ
તાપી પર કરોડોના ખર્ચે તૈયાર થનારા પાળા માટે હવે ફરીથી સરવે હાથ ધરવો પડે તેવી સ્થિતિનું નિર્માણ થયું છે. કેમ કે વાસ્તવિક રીતે નદી કિનારે તૈયાર થઈ રહેલા રિવર ફ્રન્ટ પ્રોજેક્ટનું પાછળના ભાગમાં બનનાર પ્રોટેકશન વોલનો પ્રોજેક્ટના અણઘડ આયોજનના પ્રતાપે રાંદેરના સાત લાખ લોકોને ન તો પૂર સામે રક્ષણ મળશે કે ના તેઓ રિવરફ્રન્ટનો લાભ લઈ શકશે.
રિવર ફ્રન્ટ આવો હશે
રિવર ફ્રન્ટ પ્રોજેક્ટમાં શહેરીજનોના એમ્યુઝમેન્ટ માટે ફૂડ કોર્ટ, ગાર્ડન, ચિલ્ડ્રન પ્લે એરિયા જેવા અનેક પ્રોજેક્ટો મુકાયા છે પણ હાલ તે નિરર્થક બની ગયા છે.
તાપી રિવર ફ્રન્ટ પ્રોજેક્ટ આ રીતે અવાસ્તવિક
મહાપાલિકા દ્વારા જે તાપી રિવર ફ્રન્ટ પ્રોજેક્ટ સાકાર પામી રહ્યો છે. તેની પાછળના ભાગે તાપી રિવર પ્રોટેકશન વોલ પ્રોજેક્ટ સિંચાઇ વિભાગે નિયત કરી દીધો છે.
હવે અડાજણ-પાલ-ભાઠા-ભાટપોર સુધી જનાર રિવર ફ્રન્ટ પ્રોજેક્ટ સુધી પહોંચવું હોય તો પ્રોટેકશન વોલમાં ગાબડા પાડવા પડે તેવી સ્થિતિ થાય તો નવાઈ નહી. કેમકે રિવર ફ્રન્ટની આગળ પ્રોટેકશન વોલ તાણી બાંધવાની હોવાથી આ પ્રોજેક્ટ તદ્ન અવાસ્તવિક બનશે.
પ્રોટેકશન વોલમાંથી રિવર ફ્રન્ટ સુધી જવા માટે રસ્તો કરાય તો આ રસ્તાના વાટે તાપી નદીના પાણી રાંદેરઝોનમાં સરળતાથી પ્રવેશી જાય. આમ પ્રોટેકશન વોલનો પ્રોજેક્ટ આખો પડતો મૂકવો પડે તેવી પરિસ્થિતિ સજૉઈ છે.
અલબત્ત સિંચાઇ વિભાગ પ્રોટેકશન વોલ પર સ્લોબ બનાવીને માર્ગ નિર્માણનું આયોજન કરી રહી છે. જે નિર્માણ વાસ્તવિક બને છે કે કેમ તેની સામે શંકા છે. એટલે હવે ગેરીને સરવેનું કામ સોંપાયું છે.
સમુદ્રની ભરતીમાં ધોવાણની શક્યતા
સિંચાઇ વિભાગ દ્વારા તાપી રિવર પ્રોટેકશન વોલ બનાવ્યા બાદ તેની આગળના ભાગે રિવર ફ્રન્ટ ડેવલપમેન્ટ પ્રોજેક્ટનું નિર્માણ કરવાનું આયોજન કરાયું હતું. અલબત્ત હાલમાં પરિસ્થિતિ તદ્ન વપિરીત થઈ ગઈ છે. તેમાં શહેરને પૂરથી રક્ષિત કરવા માટે તાપી રિવર પ્રોટેકશન વોલને બદલે રિવર ફ્રન્ટ પ્રોજેક્ટ તાપીના વહેતા પ્રવાહ પાસે નિર્માણ કરવામાં આવી રહ્યો છે. જ્યાં પ્રોટેકશન વોલ હોવી જોઇએ તે સ્થળે તાપી રિવર ફ્રન્ટ ડેવલપમેન્ટ પ્રોજેક્ટ બની રહ્યો છે. એટલે કે હવે કરોડો રૂપિયાનો રિવર ફ્રન્ટ ડેવલપમેન્ટ પ્રોજેક્ટ સમુદ્રની ભરતી સામે કે ધસમસતા પૂર સામે કેટલો સામનો કરી શકશે તેની સામે જ પ્રશ્નાર્થ ચહિન સજૉયું છે.
પાલિકાએ વાંધો લેતા પોલ ખુલી
સિંચાઇ વિભાગે મહાપાલિકા પાસે તાપી રિવર પ્રોટેકશન વોલ માટે એનઓસીની મંજૂરી માંગી હતી. પાલિકાએ નવેમ્બર ૨૦૧૦માં જ પ્રોટેકશન વોલના નિર્માણ મામલે સિંચાઇ વિભાગ પાસે સ્પષ્ટતા માંગી હતી. તેમાં તા.૨૬ જાન્યુઆરી , ૨૦૧૧માં મુખ્યમંત્રી દ્વારા જે તાપી રિવર ફ્રન્ટ પ્રોજેક્ટનું ખાતમૂહર્ત કરાયું હતું તે પ્રોજેક્ટને આ પ્રોટેકશન વોલથી અસર ન થાય તે માટે સ્પષ્ટતા કરવા માટે જણાવ્યું છે. પરંતુ આજ દિન સુધી સિંચાઇ વિભાગે કોઇ સ્પષ્ટતા મહાપાલિકા પાસે કરી નથી.
રાંદેર વાસીઓને પૂર સામે રક્ષણ નહીં
રાજ્ય સરકારે ભલે અડાજણથી ભાટપોર સુધી તાપીને પૂરથી બચાવવા માટે પ્રોટેકશન વોલની રચના માટે રૂ.૧૨પ કરોડ મંજૂર કરી દીધા છે. પરંતુ સુરત પાલિકા અને સિંચાઇ વિભાગ વચ્ચે સંકલનના અભાવે પ્રોટેકશન વોલનો પ્રોજેક્ટ પડતો મૂકવો પડે તેવી પરિસ્થિતિ સજૉઈ છે. રાંદેરઝોનના સાત લાખ લોકોને તાપીના પાંચ લાખ કયુસેક્સ પૂરના પાણીથી બચાવવા માટે કરાયેલું આયોજન તે કાગળ પર જ રહી જાય તેમ છે. માટે સમસ્યાનું ત્વરિત નિરાકરણ નથી.
ગંભીર સમસ્યા નિવારવા શું કહે છે તંત્ર
પાલિકા સાથે મસલત જારી છે
અમે ગેરી પાસે સરવે કરાવ્યો છે. એક વખત ગેરીનો રિપોર્ટ આવી ગયા બાદ આ બાબતે કેવી રીતે ટેકનીકલ નિકાલ કરવો તે અમે નક્કી કરીશું. આ બાબતે અમે મહાપાલિકા સાથે મસલત કરી રહ્યાં છે. સંયુક્ત રીતે અમે આ ગંભીર સમસ્યાનો નિકાલ કરવા પ્રયાસ કરીશું. આર.એમ.પટેલ, તાપી રિવર ફ્રન્ટ પ્રોટેકશન વિભાગ, સિંચાઇ અધિક્ષક

SURAT: How about strolling along Tapi river in the evening and enjoying the cool breeze or your daily jogging and workouts on the riverside? This is soon going to be a reality.
The riverside walkway project of Surat Municipal Corporation (SMC), which will connect Navadi Ovara in Nanpura with Hotel Taj Gateway in Athwalines on Tapi river, is on the verge of completion. Residents of the city will get an extended 3.5-km long walkway with beautiful lawns in the next couple of months.
According to sources, the walkway from Hotel Gateway to Sardar Bridge is about 2,375 metre long and the one connecting Navdi Ovara to Swami Vivekanand Bridge is about 1,100 metre long. However, both walkways will be merged at Sardar Bridge making it a 3.5-km long walkway for the denizens.
As the walkway on Tapi river has been developed for the first time, the civic body has placed a giant anchor on the elevated concrete structure to remind visitors about the glorious past of the erstwhile port city. The original anchor, believed to be of the 17th century, was recovered during the dredging exercise in Tapi many years ago.
Navadi Ovara and the adjoining Dakka Ovara were the trading ports from where traders in the erstwhile port city of Surat were doing business with other countries like England, Portugal, China, etc.
There will be about six approach ends on the walkway to facilitate the residents to effectively use it during the weekends. As the spot where the walkway is being developed is under the flood zone of Tapi, the civic body has taken precautions to see that the construction work is done as per flood zone rules.
"It is going to be a prestigious project for us. Once completed, residents will get to enjoy at the riverfront with their friends and family," said a senior civic officer.

In A'bad, Sabarmati's water is stored with in the city area with the use of barriers, but in Surat the condition is totally different. The flood level of Tapi is much more higher than of Sabarmati.
It is not possible to put barriers in the Tapi, for the cause of entertainment.
Personally, i dont feel that just a river front will make our cities world class...

Elevated Waterfront can work out to be the best option to cop up with high floods in Tapi. River sand can be dredged and reclaimed the waterfront. This will result in increased level of river bank and can survive riverfront even in flood.

SURAT: Come April 2013, the diamond city will dazzle with a beautiful riverfront on the banks of river Tapi. About 70 per cent of the work has been completed. Surat Municipal Corporation (SMC) is doing the final preparation for throwing open the first and second phase of Tapi riverfront project stretching from Sarita Sagar Sankul to Sheetal Talkies for the residents in April 2013 and March 2013, respectively.
Official sources said the Rs 45 crore riverfront project aims to convert Tapi into an environment protector and a centre for public recreation and entertainment on the lines of Sabarmati riverfront project. The foundation stone for the project was laid on January 25, 2011 as a part of Republic Day celebrations by the civic body.
"The project work for the first and second phase is on the verge of completion. The riverfront project is being developed in five phases stretching up to weir-cum-causeway near Rander," said Jatin Desai, executive engineer, Tapi riverfront project.
Desai said that a replica of the historic Hope Bridge will be erected in the downstream between the Nehru Bridge and Sarita Sagar Sankul along with food stalls, plaza, open paving and greenery for the residents to stroll. In the upstream of Nehru Bridge, a memorial plaza will be set up where information about 20 leading personalities of the city will be placed.
"The completion of the first and second phase of the riverfront project will give a beautiful experience to the residents. We are also creating ample facility for parking on on the 80-feet wide road along the river. Residents could visit the riverfront in the morning and evening hours to take a breathtaking view of the nature from the river embankment," said Desai.
In the remaining phases of riverfront project development, the civic body has planned to set up a facility on the lines of Delhi's Pragati Maidan for holding exhibitions in the city. Also, a dense plantation will be developed along with a small pond to bring the residents close to the nature.
The residents will also be able to enjoy their evening and morning walks on the 2.5 kilometre walkway planned from the Nehru Bridge to weir-cum-causeway.
Asked about the obstruction to the flow of the river during the monsoon season, Desai said, "There will be no obstruction to the natural flow of the river. We are not doing any big construction activity to obstruct the waterway. Even if the riverfront gets submerged during the monsoon season when the water level increases, there will be no damage," he added.

That riverfront is almost everything Sabarmati Riverfront has, and Surat will soon have, except a long concrete wall. This one is carefully designed and landscaped to make it look like a natural part and extension of the river. I understand that grass is hard to grow in Ahmedabad but that may not be an issue for Surat, besides, flood control measure also may not be same for Surat as those required for Ahmedabad. Following are the details of the Tapi river front development project of Surat. The details are taken from the proposed budget draft of Surat Municipal Commissioner for year 2013-14.
Tapi river front project:
Budget provision in 2012-13 Rs 9.16 crore
Proposed budget 2013-14 Rs 5.60 crore
The project to come up on western bank of river Tapi, between Swami Vivekananda bridge and Weir-cum-causeway. It will create a 45 ha open space for celebrations and festivities.
Two big public plazas, food plazas, festival ground, memorial park, jogging and cycling track, seasonal shops etc are planned under the project.
The total project cost is around Rs 47 crore.
The works completed include a 7.5 meter wide walk way of 750 meter length between Navdi ovara and Sardar bridge and another 7 meter wide walkway of 2375 meter length between Chopati and Hotel Gateway.
Next proposed is a walkway between Hotel Gateway and Ramnath Ghela.

The geology wing of Surat district irrigation department has decided to carry out dredging work in Tapi river to remove silt in order to prevent flooding that has often plagued the city.
Sources said that during monsoon season, the river often overflows once water is discharged from Ukai dam. As a result, several low-lying areas in the city get flooded.
The dredging work will be carried out from a distance of one kilometre from the dam-cum-causeway up to Magdalla. Officials said the desilting was expected to cost Rs 250 crore and so tenders would be invited for the project.
Prashant Pandya, an official in the geology wing, said, "We have decided to carry out dredging work to remove silt which has spread three metres on the banks of Tapi river.
"The survey work is nearing completion. We will seek permission from the state's Industries and Mines department and later invite bids."

Till January it was not open & no Idea bout the height but will not be more than any other 13 floor building........River front will be on the opposite side of the hotel & river and in the pic u see is only the river walkway

Looking across Tapi towards the riverfront and buildings in Adajan is def a better view than looking across Sabarmati at mainly lowrises on East-bank from Patang.
Maybe even Cable-Stayed bridge may eventually be visible from there too?

Yes, Patang should have been on the East bank of the river. The Ashram Road view is (marginally) better!
Tapi has a much better skyline along its banks. And the C-S bridge will liven it up considerably. :)

SURAT: There is good news for walkers as well as those who love to relish their snacks while looking at the river. The first phase of ambitious Rs 44 crore Tapi riverfront development project is expected to be completed and oepened for public in the next two months.
"The development of walkways on both sides and some other facilities is almost complete. Almost eight hectares of land has been developed on both sides of the river in the first phase," additional city engineer and in charge of the project Ketan Patel said.
The facilities include food plazas below Sardar bridge, Vivekananda bridge and upcoming cable-stayed bridge. In addition is a public plaza on Adajan side, green belt development on Athwa side, a memorial park structure and parking facilities.
The walkways which have already been developed include a stretch of 750 metres from Swami Vivekananda Bridge to Sheetal Talkies on Adajan side at a cost of Rs 16.5 crore and a 3.25 kilometres stretch from Swami Vivekananda Bridge to Hotel Gateway on Athwalines at a cost of Rs 4 crore. The development work at Navdi Ovara, Ambaji, Ramnath Ghela and Karunasagar Ovara is also nearing completion.
The approval of tenders for construction of food plaza below Sardar bridge, at the base of upcoming cable-stayed bridge and at Vivekananda Bridge will be discussed in the forthcoming standing committee meeting and contract for horticulture work and its maintenance would also be approved.
"Once ready, this will provide a whole new look to Tapi shores on both the sides and provide one more regular getaway for the people of Surat," Patel added. The second phase of the project envisages construction of more walk ways, an ecological park, cycle tracks, jogging tracks, a festival plaza below the fort on Adajan side apart from an open space for public functions and food plazas. The land acquisition process is in progress. Once this is over, the civic body will carry out the execution of the plan plans within a year on 40.53 hectares of land.
Out of this 8.10 hectares are marked for roads and parking.
