You are on point as usual, I have failed to understand how that city keeps growing despite the physical and financial risks. In the Goma thread we had some discussions about this.
BUTEMBO21 December 2nd, 2011, 12:09 AM I have said it millionth times, North-Kivu official must stop any Real estate construction and move everything to Butembo and Beni cities which are in safe places. Considering Butembo is growing at a TGV spreed. all these ivestors from Goma could turn it into a giant gold mine. What the Governor and his governor must make sure is build an Airport, electricity, water and urban roads. preparing 4 new Communes (with 3 neighborhoods each) will do. 10 years progressive resettlement plan can work. That good thing about Butembo is that , as it grows, its very well planned. far beeter planned than Goma.
But thats Only IF.

But space is a major issue in Kivu if you take North Kivu 59 483 kmē & 5 767 945 people with a density of almost 97 P./kmē and Goma has a population estimated at 1 millions , so it's not so easy but this must be a priority for the governor of North Kivu.

Yeah, N-Kivu's population is big and small space. But if you build a new city next to Butembo and Beni (only 60 km between them) it wont be a big deal because land wont be given for free.
Goma is at least 50% Nande , so it wont be an issue moving most people to into Butembo and Beni . I don't think they will complain that much.
Or simply build a new city far away from these volcanos.
But the province still has so much empty space. people are concetrated on the border, whilst the interior is very empty.

and we have a lot of agricultural lands and 23pc of the country is covered with forests, it's not that bad for a country right in the centre of western europe.
So space should not be a so big problem, but indeed the organisation and use of land has to be precisely ruled in the future.
And the danger of these volcanoes and the lake's kivu gas is a good pretext to preserve the area and to develop tourism.

The one which is right now in eruption is the Nyamulagira one.

Correct.
Constructions code must be imposed. which to me knowledge, it can easily work in Nord-Kivu. But there are still so much empty space.
Moving people into Butembo and Beni would be a good idea, by building new cities as extension of these cities.

What i would do first is resettle 300,000 people to Butembo and Beni by building 6 new Communes by building low income housing( appartements).
Those with money will move progressively . because it wont be cheap to compasate that many people with nice houses.

You cannot predict where the Volcano will come from. remember there are not just one volcano.

According to wiki, there are May-Ya-Moto, Rumoka, Nyamuragira, Nyiragongo, Tshibinda and Bisoke. Expect more pictures. Never personally had a chance to explore the whole country so have to rely on internet sources for the answers.

preme3000 December 4th, 2011, 09:04 PM Nyamuragira Nyamuragira is an active volcano in the Virunga Mountains of the Democratic Republic of the Congo, situated about 25 km north of Lake Kivu.
It has been described as Africa's most active volcano and has erupted over 40 times since 1885. As well as eruptions from the summit, there have been numerous eruptions from the flanks of the volcano, creating new smaller volcanoes that have lasted only for a short time.
The latest eruption at Nyamuragira, which occurred on the 6th of November, was stated to be the "largest one in 100 years" according to the media, arguably, perhaps it is rather one of the most accessible and beautiful ones. The eruption continues into the second week. The Virunga National Park in Goma offers guided overnight treks to see the eruption of the volcano from close.
