Hi SeeMacau:
I would like to ask a question about Property License(Certificate) issued from The Ministry of Land Departmant....Do you ever heard some projects in Phnom Penh, even you paid the money already for purchase the house, but you CANNOT get the property license from the seller(developer)cause the seller put their master land licence to the bank for loan....Can you show me what's your opinion ? My friend tell me must beware this case.....Thanks if you may answer my question....Have a nice day!

I mean the vacant land certificate for of the master plan .
ex: "X Company" intend to build 10 flat house(4x16) on vacant land size 20x50 square meter , if "X Company" ever put this 1000 square meter vacant land certificate into the bank for loan some cash, then customers cannot get each flat house(4x16) certificate in the future even the customers pay the house full payment already...sorry my English not so good please forgive me and thanks for your kindly notice.

If that is the case, it must be really dumb that with the blooming of real estate in Cambodia over the past decade, there isn't some sort of law to prevent these sort of thing from happening.

Thank you so much for notice my question...I really think this is the problem in the future cause I hope people who purchase the house may be protected their own right under the law !!! Thank you guys for notice about this issue... I really hope everyone may keep concerning about the issue that I mentioned.

lee628cn December 2nd, 2011, 01:32 PM Most of the land developers have got the vacant land certificate already, but they put the certificate into the bank for loan some cash ... so if they didn't withdraw the loan, the bank side will not return the certificate to the land developers...without this vacant land certificate, the Ministry of Land Department will not cut small pieces of the house certificate to the people who brought the houses there...
mrfusion December 3rd, 2011, 02:30 AM ^^ that is a very strange rule, they should have subdivide the land first, before gettign a loan from the bank, then withdraw as they sold the land.
