Mildura seeks to quit state

MILDURA will investigate options to secede from Victoria.
Mildura Rural City Council decided last night to examine a proposal by councillor Vernon Knight to secede from Victoria and align with either South Australia or New South Wales.
It will consider the legalities, costs and benefits of the rural city of more than 50,000 people seceding from Victoria.
It comes after massive protests led by the council against a state government decision to locate a toxic waste dump at Nowingi, 55km south of the town, which councillors say would jeopardise its thriving farm sector.
Cr Knight said the waste dump was the last straw after continued neglect of regional Victoria by the government.
"We're not going to have the toxic dump under any circumstances and if we have got to move the state border in order to ensure that we don't, then that's something we ought to consider," Cr Knight said.
"Premier Steve Bracks should get to Mildura now and start talking before he needs a visa to do so."
The State Government has identified a site at Hattah-Nowingi, about 40km south of Mildura, for a toxic waste dump.
But constitutional experts yesterday said there was no chance Mildura could leave Victoria.
"Under the constitution, the consent of a state is needed before its territory is altered," professor of government and constitutional law at Curtin University, Greg Craven, said.
