Tiruchi IT Park works all set to begin

http://beta.thehindu.com/multimedia/dynamic/00004/TY15ELCOT1_4697f.jpg

The ELCOT (Electronic Corporation of Tamil Nadu) reviewed the conditions for commencement of works at the IT Park in Navalpattu here earlier this week.

Marg Constructions Ltd., which has been entrusted with the task of constructing ELCOT’s 50,000 square feet IT building in a two acre plot on the 147.61 acre IT Park premises, has started its preparatory works in order to complete the project by the end of May 2010. According to official sources, works on creation of common infrastructure facilities and construction of IT space will progress simultaneously.

The ELCOT has conducted meetings with the Tamil Nadu Electricity Board and the Tamil Nadu Water Supply and Drainage Board. The TNEB has been provided with five acres of land to set up a 110 kv sub station and the TWAD Board is exploring the feasibility to provide 3MLD (million litres per day) water.

Official sources said the Highways Department has initiated steps to take over the 120 feet road linking the IT Park to the Tiruchi-Pudukkottai Highway for four-lane works. Construction of an 80-feet road from the IT Park to the Tiruchi-Thanjavur Highway via Sholamadevi is also on ELCOT’s agenda.

The State government had alienated the land to ELCOT, and the Centre accorded Special Economic Zone (SEZ) status for the Tiruchi IT Park and duly notified the same in the Gazette on March 12, 2008.

Subsequently, the ELCOT allotted 10 acres of land to Sutherland Global Services Pvt. Ltd. A similar extent of land has been earmarked for Cognizant Technology Solutions, and two acres of land has been made available for HCL.

While other bigger players have adopted a ‘wait and watch’ approach, smaller IT companies have patronised the IT Park well. The entire IT space has been booked, a senior official said, observing that the prospects for cutting down operational costs, proximity to the International Airport, and scope for nil attrition were vital factors favouring Tiruchi as an ideal IT destination.

These companies have pinned hopes on the Southern Railways for operation of additional day-time express trains exclusively between Tiruchi and Chennai to foster their growth.

According to an ELCOT publication, upon completion, the IT Park was expected to provide employment to 20,000 candidates directly and to 60,000 candidates indirectly.

The start of IT Parks in Tier-II cities was a manifestation of the consistent progress Tamil Nadu has been registering in software exports, the Deputy Chief Minister M.K. Stalin said on Thursday.

Laying the foundation stone for the IT Park at Navalpattu Special Economic Zone here, Mr. Stalin said software exports from Tamil Nadu during 2008-09 clocked a 29 per cent rise to reach Rs. 36,680 crores, involving a workforce of 2.8 lakh. Tamil Nadu, he said, was obliterated from the economic stagnation elsewhere owing to the Government’s keenness to generate employment through industrial progress.

Mr. Stalin spent about one hour and ten minutes after the function to handover in person the cheques for revolving fund and working capital to 3,004 SHGs, allotment letters to nine IT companies, and patta documents to 100 residents of the Malligaipatti Samathuvapuram.

TANGEDCO to set up sub-station for IT park

http://www.hindu.com/2011/01/01/images/2011010164600301.jpg

TIRUCHI: The Tamil Nadu Generation and Distribution Corporation (TANGEDCO) will set up a separate power sub-station for the ELCOT Information Technology Park, which was recently inaugurated in Navalpattu in the city.

The TANGEDCO has planned to set up 230 KV sub-station at an outlay of about Rs.30 crore and has sought a site of 10 acres from the ELCOT for setting up the sub-station.

The 230 KV will be converted into 110 KV through a step-down process, before ensuring supply to the ELCOT, corporation sources told ‘The Hindu' here on Friday.

Work will be taken up shortly after the ELCOT handed over the site and is expected to be completed over a period of six months. The sources said that the TANGEDCO has made all arrangements for ensuring an assured power supply.

Demand for power

Initially, the ELCOT's demand for power was far less ranging between 5 to 10 MW and obviously the corporation had then sought five acres of land.

With the rise in demand for 65 MW, the corporation has planned to set up a sub-station with a capacity of 230 KV, source said.

The TANGEDCO will attach priority for the execution of the work. A transformer of 100 MVA capacity would be installed for the supply of power to the park, sources added.

Deputy Chief Minister M. K. Stalin inaugurated the IT Park, spread over in 147.61 acres, on December 9.

The IT Park has been given the status Special Economic Zone (SEZ).

The IT cum administrative building has a space of 50,000 sq. feet. With the setting up of this IT Park, the value of software exports from Tiruchi region is expected to increase several fold from the existing annual level of Rs. 26.21crore.

Information Technology Minister K.A. Sengottaiyan iteracting with officials after inspecting the information technology park at Navalpattu in Tiruchi on Saturday

Issues relating to infrastructure shortcomings at the IT Parks in the State and the demands aired by entrepreneurs from the sector would be taken up with Chief Minister Jayalalithaa, said K.A. Sengottaiyan, Minister for Information Technology.

“The IT Parks have not seen much growth after their inauguration during the previous regime. Steps will be taken to overcome the shortcomings so as to attract companies and make the parks fully operational,” Mr. Sengottaiyan said at a review meet after inspecting the Tiruchi IT Park at Navalpattu in the city on Saturday. He was accompanied by Santosh Babu, IT Secretary, and Atul Anand, Managing Director, Electronics Corporation of Tamil Nadu (ELCOT).

Demands for reducing the rent for built-up space and relaxation of the eligibility criteria that stipulates companies should have an annual turnover of Rs.1 crore for allotment of land at the ELCOT-promoted IT parks would be taken up with the Chief Minister.

Promising steps to improve infrastructure to meet the requirements of the companies, the Minister said a proposal for handing over a 5.2 km long road, which connects the Tiruchi IT Park with the Pudukottai Highway, to the Highways Department for development has been taken up with the Chief Minister. Development of this road would avoid a detour to reach the park.

Mr. Sengottaiyan indicated that measures to rectify the shortcomings in the IT parks would be in place by January.

Mr. Santhosh Babu said the government was taking steps to strengthen infrastructure to promote the IT sector in the State.

Mr. Atul Anand said IT exports from the State was expected to grow by 18 per cent this fiscal. The total IT exports from Tamil Nadu stood at Rs.45,000 crore in 2010-11, which was second only to Karnataka.

He disclosed that about 13,000 square feet of built-up space at the Tiruchi IT Park has been allotted to three companies. Seven companies have been allotted 20 acres of land. More companies have evinced interest in setting shop at the park.

HR & CE Minister M. Paranjothi said only two companies have commenced operations at the IT Park and the government was taking steps to ensure optimum utilisation of the available space.

P. Kumar, MP, Jayashree Muralidharan, Collector, and L. Rajendran, General Manager, ELCOT, spoke.

Trichy: The newly-appointed IT Minister, K A Senkottaiyan, made a surprise visit to "review" the Navalpattu IT park near the airport here on Saturday. He announced that the 5.2-km-long road that branches out to the 147-acre park had been handed over to the state highways department for laying from the village panchayat.

The park, where at least 10 MNCs had been allotted space over 43 acres of land, each one having constructed 50,000 sq ft of office space, was in the news for all the wrong reasons. Ironically enough, the very approach road to the park from the Trichy-Pudukottai state highway had not been laid when it was inaugurated in December last year during the DMK regime.

At the Elcot premises, Senkottaiyan, however, said a formal announcement about the laying of the approach road would be made by chief minister J Jayalalithaa in a couple of days. The second IT minister in the AIADMK government so far, Senkottaiyan was accompanied to the park by minister for HR&CE, Court, Law and Prisons M Paranjothi, secretary of Information Technology, Santhosh Babu, Elcot CEO Atul Anand, district collector Jayashree Muralidharan, corporation mayor A Jaya, Trichy MP P Kumar, state legislators N R Sivapthy, K Manoharan, T P Poonatchi, R Chandrasekhar and Indira Gandhi, and ELCOT general manager L Rajendran.

The minister and officials visited the office of iLink Multitech Solutions, the first and one of the two companies at the IT Park, on the ground floor, and posed for pictures before returning to Srirangam for a party meeting. Managing Director of iLink, Ganesh Ramakrishnan, told TOI that the district collector had sounded him about the visit, and Atul Anand had reached the park a little earlier to receive the dignitaries. Ganesh further said transport was still a very big problem, and since the company had its own transport to ferry its 40-odd employees, they could somehow manage the bumpy road. He also said a food court had been included in the original plan, but employees had to depend on local hawkers now for evening snacks. Employees were now finding that working here was like being in the boonies. The park has seen three IT ministers, one in the previous regime, and two in the present, inspecting it.

The first IT minister of the present government, R B Udayakumar, reviewed all the IT parks across the state in June and stated that they were worse than children's parks. However, he was axed from the ministry along with six others in the third reshuffle of the Tamil Nadu cabinet in November.

Udayakumar had on July 31 warned that he would recommend cancellation of MOUs entered into with the companies if they did not start operations soon. IT sources said multinationals did not like the tone and tenor of the message.

The IT park planned to accommodate 20,000 employees and provide indirect employment to another 40,000 people with a total investment of Rs 800 crore at the end of five years. Gopinath Ganapathy, Director, IT Park, Bharathidasan University, said the ecosystem in Trichy was not yet conducive for IT. "We do not have a truly international airport as yet. There is no guarantee of uninterrupted power supply. There is no corporate-style night life in Trichy that would attract IT professionals. Despite the presence of about 40 engineering colleges in the vicinity, IT potential was not fully tapped. Unlike manufacturing companies, since software could be developed anywhere in the world, multinationals shunned Trichy as it was not yet slick and exciting."

Based on ELCOT's (Electronics Corporation of Tamil Nadu) proposal for building a strong link road to Navalpattu IT Park, the State Government has sanctioned Rs. 6.1 crore.

The State Government took cognisance of ELCOT's representation that the existing 100 feet road falling in the limits of Navalpattu and Gundur panchayats needs to be re-laid to international standards to attract companies to Tiruchi, and sanctioned the fund for utilisation within this financial year. After the new government took over, the Department of Rural Development promptly fulfilled its formalities to issue a no-objection certificate to the State Highways Department for taking over the 100-feet road, paving way for the issual of the GO. The stretch requires construction of bridges at two spots.

Once the road branching off at Gundur from Tiruchi-Pudukottai National Highway is relaid to a length of over 5 km, the ELCOT will be in a strong position to attract companies to its built up space to the extent of 50,000 square feet. The IT Park would be only 15 minutes drive away from the airport after completion of the road.

ELCOT sources expect utilisation of built up space to go up beyond the 30 per cent mark in a few months. Business Process Outsourcing major WNS, which had already evinced interest to establish its facility on a five-acre site, intends to block space in the built up area to get started, it is learnt.

Yes lack of connectivity and infrastructure.

Yes, as you said the main drawback stands the connectivity. The major issues are

1. Relaying of the 100 feet road from Pudukkotai NH
2. Operation of City Buses through the IT Park
3. More Promotional Activities should be done.

According to official data, about 1,766 companies are registered with STPI in Tamil Nadu and Puducherry. Annually, they export to various countries and the latest figures shows that IT export growth compared to 2009-2010 was Rs 42,210.65 crore (2010-11) from Rs 36,765 crore registered last year (2009-2010).

Besides serving the IT industry, he said,” The city is also home to good chartered accountants. The financial services system is also very good (in Chennai ).” Referring to other cities, he said places such as Salem and Tiruchirapalli are fast catching up as preferred locations for IT firms.

“In the case of Salem, it is geographically located close to (the country’s IT capital) Bangalore. And Tiruchirapalli has some good educational institutes, where the students having good knowledge in the IT industry become immediately employable in large IT firms,” the official said.

He observed that it was because of these reasons Tamil Nadu was poised for a “decent” industry growth, with application software and engineering software as the growth drivers.

“In 2010-11 alone, exports (from Tamil Nadu and Puducherry) of application software and engineering software saw growth of 38 per cent and 26 per cent respectively,” he said.

The department was also engaged in preparing estimates for laying the link road to the Information Technology Park at Navalpattu on the outskirts of the city.

The road, providing a vital link between the Pudukottai Highway and the IT Park, would be laid at a cost of Rs.6.1 crore.

According to available indications, tenders for the project would be finalised by March and the work completed within four months from the date of award of the contract.

The Tamil Nadu Chief Minister, Ms J. Jayalalithaa, at the recent Connect 2011, the information, communication and technology event of the State, announced that the State proposes to bring out a new information technology and IT-enabled Service Policy that will engender many avant-garde features.

The policy will catapult Tamil Nadu to the numero uno position, said the Chief Minister.

SEZ-notified land banks
Mr. R Chandrasekaran, President and Managing Director, Global Delivery, Cognizant Technology Solutions, which has a large presence in the State, sought support in making available SEZ-notified land banks. If the land banks similar to that of Siruseri are made available expeditiously, companies can take advantage of the policy, make investments and catalyze employment generation.

Also with the State government announcing the Old Mahabalipuram Road as the IT corridor, the supporting infrastructure/ecosystem in terms of transportation, educational institutions and healthcare needs to be scaled up to support it. Currently, the ecosystem has hardly kept pace with the growth and sophistication of the IT services firms located in this corridor.

Tamil Nadu can proudly boast of a multi-faceted growth story in ICT: software services, hardware and telecom. With systems integration playing an integral part in many of the IT deals signed, Tamil Nadu can take a lead in ensuring that the cluster for hardware manufacturing and telecom manufacturing are seamlessly integrated with software services.

Great potential
Tier-II/III cities have a great potential to accelerate inclusive growth. It is not enough to promote Tier-II/III cities; adequate incentives need to be provided to get companies to expand in those regions. Also a tiered and focused approach is needed for specific Tier-II/III cities based on their inherent strengths rather than merely replicate the Chennai model: manufacturing focus in Coimbatore, education focus in Tiruchi and multi-lingual voice-based support focus in Tirunelveli, he said

Single-window clearance
According to Mr S. Sridharan, Managing Director, TAKE Solutions, a single-window clearance for all statutory regulations are required for the IT/ITes industry. A separate labour category should be created for the IT/ ITes industry and it should come under a separate Shops and Establishments Act.

Infrastructure development is an absolute essential for the IT industry. Substantial improvement in this area needs to be done specially in the IT corridor. The Metro Rail project is in progress, which will go a long way in solving travel woes. The concern is that till this project gets completed, the commuting hassles will remain like lack of safety due to bad roads, wastage of time in travel and high transportation costs, he said.

The State Government should consider Stamp duty exemption for SEZ and VAT exemption for SEZs.

In addition, there should be absolute clarity on Service Tax and Sales Tax applicability. For example, where Sales Tax is applicable, no Service Tax should be applicable. Ambiguities in legal regulations of Sales and Service Tax are a burden to the end-customers which are subsequently affecting sales, he said.

e-governance
The Tamil Nadu Government should increase adoption of e-governance policies. The Tamil Nadu Government should support rural BPOs by giving projects to them. This would enable equitable growth. Better incentives should be given for entrepreneurs to set up business in Tier 2 and Tier 3 cities to generate employment opportunities and improve growth.

Mr Kamesh Ramamoorthy, Chief Operating Officer of Ramco Systems, saud the policy should look at listing home grown IT product/ solutions companies as preferred vendors/ partners for State Government projects. Also, tax exemption and subsidies should be given to IT companies headquartered in Tamil Nadu. Investment allowance for software product companies which will boost companies to do research and development, he said.

The policy should focus on the Government and private sector partnerships for key projects. Setting up of finishing schools in collaboration with the Industry to ensure the talent is industry ready is important, he said.

The IT industry should be adequately represented in Government panels on the industry, he said.

Firstsource Solutions Ltd, the global BPO company with operations in Trichy, in association with the Tamilnadu Police - Trichy Division organized the third edition of its popular road safety awareness drive in the city today. The rally was flagged off by Trichy's City Commissioner Mr. Shailesh Kumar Yadav .I.P.S.

As part of this initiative, 120 Firstsource employees on bikes covered a ten kilometres distance from Commissioner's office to Firstsource's Trichy center on Madurai Road wearing helmets and carrying placards with road safety messages, to spread awareness on the importance of following road safety rules.
Commenting on the occasion, Mr. Madhu Padmanabhan - Center Head, Trichy, Firstsource Solutions said, "India records the world's highest road death toll and accounts for 15% of the world's road fatalities. With few precautionary measures and following simple rules, majority of such road mishaps can be avoided. As a responsible corporate citizen, we wanted to do our bit and spread the awareness of responsible driving, therefore we took this initiative up three years ago."
Firstsource Solutions, one of India's top 10 BPO companies with global operations, set up its facility at Shree Complex, Madurai Road in April 2007 with 200 employees initially. Firstsource today employs more than 900 employees who provide customer management solutions for one of India's leading telecom companies from its current centre.

Hope things move quickly once the link road is re-laid.

A high-level technical committee of the State Highways Department will approve within the next couple of days the tender for re-laying the 100-feet two-way road branching off from Gundur along Tiruchi-Pudukottai Highway to Navalpattu IT Park, according to official sources.

The IT Park promoted by Electronics Corporation of Tamil Nadu (ELCOT) is expected to attract more companies with the strong link road in place. Late last year, the State Government sanctioned Rs. 6.1 crore for early construction of the about six-kilometre stretch. The amount was sanctioned for utilisation within this financial year, in sync with ELCOT's stance that proper road connectivity is required to attract more number of IT Parks. At present, two companies: Assist IT Solutions and iLink function out of the built up space, and together employ about 60 professionals, ELCOT sources said, adding that Seventh Sense has initiated the process of starting its operations.

Though ELCOT kept emphasising for strong road connectivity ever since Navalpattu was chosen for the IT Park in Tiruchi, there was enormous delay in transferring the 100 feet road from jurisdiction of Navalpattu and Gundur Panchayats to State Highways department. Once the Department of Rural Development expedited the process following a change in regime, the Government promptly issued an order sanctioning funds. The standpoint of IT companies is that the advantage of proximity to the international airport could be well exercised only after the link road gets re-laid.

If you refer this document (http://sezindia.nic.in/writereaddata/updates/Agenda_for_the_meeting_of_BoA_13th_March_2012.pdf), it shows that Infy is going to start their own SEZ in Indore of M.P and their Mysore center was also started recently. I.T development in TN other than Chennai and Coimbatore has a very long way to go (Hope could be on local entrepreneurs who could start operations in the SEZ, either in the ELCOT Marriage halls or effective local players requesting to becoming a Co developer hence building their own campuses inside the SEZ notified zones). And the overall IT Scenario is a bit dull now (Some SEZs of Coimbatore has applied for de-notification of their SEZs in the same document which clearly shows this).

As Kannan sir said in 2006, IT product development will kick start only with wide internet band connectivity and other infra. Till then, Tier IIs will only be used as training centers despite a big chunk of talented Human Resource pool available here. (Local e-governance projects may benefit).

And apart from all these, rent should be brought down to encourage entrepreneurs to start operations inside the built up space in the ELCOT which I hope will happen after this budget. Let us see.

The most remote of cities in Tamil Nadu possess a couple of from the Software Companies arranging. Chennai continues to be the only real destination of Tamil Nadu for software development. Chennai is proven to be the program hub of south India where there’s the majority of the software development happening.

Now, Trichy has switched the choice software development location to Chennai. Trichy, being Chennai’s neighbor by having an expanse of 11,075 square kilometer land area, has began to draw in the program Industry. Trichy is area of the Tier II Metropolitan areas of south India. Tamil Nadu is seeing the next quickest economic development in India.

Trichy is among the quickest growing commercial and industrial centers in south India. Trichy earlier was a spinoff of Chennai but has become growing right into a major IT hub like how Coimbatore went prolific by using it and Software Development Firms. The best from it Majors in India such as the Infosys are intending to setup their Software procedures in Trichy.

Trichy may be the 4th biggest city in Tamil Nadu. Hence, human assets are rich in Trichy. Software Companies have embarked into Trichy to make use of the greater infrastructure (in comparison to the majority of the Southern districts of Tamil Nadu) and also the human assets from the city. Trichy provides extensive Engineering and Software Training Schools where the majority of the students place their software professional roots.

The demographic transition in the Southern districts of Tamil Nadu to Chennai have been huge which brought to huge congestion within the City. The Central and Condition Government’s efforts such as the Special Economic Zone (SEZ) for instance have fueled the development of other metropolitan areas and companies in south India.

Trichy, like a popular Software Development destination, might be considered through the clients who usually delegate to Chennai. It is really an alternative option for the clients, if outsourcing to Chennai doesn’t fill your bill.

^^ The Infy opted for Indore (See 50th and 51st SEZ BoA meeting minutes document) a few days ago. Deepu, from those (People in IT industry) I spoke, overall IT scenario is dull and SEZ are denotifying themselves one by one in TN. It is tough for Infy (as a very big player) to set foot in a location other than Chennai or Coimbatore (which showed a rapid IT growth in the recent years).

As our Kannan sir said, local entrepreneurs and e-governance projects could only benefit us and 100 percent softwares need to be exported from our ELCOT SEZs which won't suit most of the local IT firms here (If they opt for the SEZ space they have to pay another rent in another location for local software orders which will amount to a big expense as rent alone) and the minimum allottable space is also 2000 sq ft which alone amounts to around 56000 rupees as a monthly rent. The local software don't count in STPI software exports also (correct me if i am wrong). Assyst, I-link and Seventh sense fulfil the criteria (100% product exported) and hence opted for built up space in ELCOT.

Tiruchy - Navalpattu ELCOSEZ

For establishing ELCOSEZ at Navalpattu Village in Trichy, Government have alienated 147.61 acres of land to ELCOT. The tender for creating a four-lane link road to the Tiruchi IT Park at Navalpattu from Gundur along the Tiruchi-Pudukkottai National Highway has been floated, official sources said.

Scrutiny of the tender for re-laying the 100-feet road for which the State government sanctioned Rs.6.1 crore last year will be completed within a week, official sources said.

The State government sanctioned the fund based on the proposal by ELCOT (Electronics Corporation of Tamil Nadu) that a strong link road of international standards was a pre-requisite for attracting IT companies.

After the AIADMK government took over, the department of rural development accelerated the process of issuing a no-objection certificate to the State Highways department for taking over the 100-feet road to a length of about five km under the control of Navalpattu and Gundur panchayats. Official sources said Seventh Sense technologies was likely to start its operations from the built-up space in the Special Economic Zone within the next few months. Assist IT Solutions and iLink are now functioning from the building.

A major advantage that the IT Park in Tiruchi enjoys over the ones in other tier-II cities is its proximity to the airport. Once the road is laid, a drive to the airport will take less than 15 minutes.

An IT major is currently negotiating with ELCOT to have its facility on a 45-acre area in the Navalpattu IT Park, official sources said.

In a one-room apartment in Mumbai, a woman remained blissfully unaware while a Trojan installed on her computer by a criminal hacker (she was chatting with online) switched on her webcam and broadcasted on the internet all her activities within the room. The internet as seen through the eyes of a criminal hacker was how noted computer security expert Ankit Fadia chose to open his two-day workshop on ethical hacking.

Organised by 7Square Techno Soft, the workshop hopes to expose the vulnerabilities of our online presence, while providing the technical know-how to secure our personal data and privacy from prying eyes. Speaking at the inauguration of the workshop on Saturday, K.Balamurugan, Regional Passport Officer, Tiruchi said, “Since we can no longer insulate ourselves from digital knowledge, we must at least know how to protect ourselves in the sixth dimension-the cyber space.”

Seconding his opinion, M.A.Maluk Mohamed, chairman, M.A.M. Group of Institutions, said that technological advances have made our lives more convenient and vulnerable. “Ethical hackers are cyber security professionals who are hired by organisations to play around with their security networks to expose and fix vulnerabilities,” he explained.

The first of its kind in Tiruchi, the workshop was meant to introduce nearly 135 youngsters to the prospects of ethical hacking as a career option.

“According to the National Association of Software and Services Companies (NASSCOM), India needs at least 77,000 ethical hackers to secure its computer networks,” said Ankit, who added the present number of ethical hackers in the country was less than half of that requirement. “The huge gap between demand and supply has meant professionals in this field get paid at least Rs.25,000 to Rs.30,000 right when they start their careers.”

Armed with power point slides, live demonstrations and over a decade's experience in computer security, Ankit progressed from pointing out glaring and not so obvious online privacy violations, to providing technical solutions to those problems.

Some of the main focus points of the two-day workshop would be: Finding IP addresses, RATS or Trojans, phishing attacks leading to credit card frauds, offline hacking, mobile, ATM, wifi, server hacking, unblocking websites, premium downloads and security audits or pentests among others.

In an office tucked away in a lane in Tiruchirappalli in Tamil Nadu, Muthukumar Ramalingam provides patent research services to Eisai Co, one of Japan's biggest drugmakers.

His startup Dextrasys Technologies monitors the status of hundreds of patent applications filed by the company all over the world and also provides information on patents filed by its competitors.

In Jalandhar, another small company Kayako is creating helpdesk and customer engagement solutions for customers such as the Computer History Museum in the US and Europe's second-biggest carmaker Peugeot. Dextrasys and Kayako are not the only ones.

A slew of technology startups are making their home in non-metro cities. "Seeing the success of many Indian entrepreneurs in metros and overseas, many entrepreneurs in tier-II cities have been inspired," said Padmaja Ruparel, president of Indian Angel Network.

DEXTRASYS TECHNOLOGIES

Led by Muthukumar Ramalingam, Tharangini Rajaram and Manohar Jha, it provides knowledge process outsourcing services related to intellectual property and patents to customers in the US, Europe, Japan and Australia.

Thousands of people migrate to other cities in search of jobs. I wanted to create employment opportunities in my hometown," said Ramalingam, a former Infosys employee. He feels that the work done by Dextrasys requires a scientific temperament and is intellectually very challenging. Most of staff hired by the company are either engineers or have a masters' degree in subjects such as biotechnology and chemistry. Dextrasys clocks revenues of around Rs 1 crore per annum.

As part of scaling up, it has launched finance and accounting services and has also set up a rural business process outsourcing arm in Mahadanapuram, a village on the highway to Coimbatore. "We have actually proved that high-end knowledge work can be executed from a place like Tiruchirapalli. We can even find the best talent here Ramalingam said.

One of the biggest challenges the IT industry in India faces is talent crunch, with majority of output from engineering colleges proving to be unemployable by the industry.

Capgemini seems to have found a way out. Go to places where talent is available instead of focussing only on major, established tier-I cities.

After identifying Salem and Tiruchi, the company has announced that it would open a (tier-III) centre every six months in India.

“We have opened a centre in Salem with about 500 people. We found good talent with good accounting background. What we found interesting is attrition rates there are zero. After its success, we are planning to open a centre at Tiruchi,” Ms Aruna Jayanthi, Chief Executive Officer (India) of Capgemini, said.

The company is planning to set up global delivery centres in smaller cities that will be hooked on to the bigger delivery centres. The hub-and-spoke model would have tier-III cities attached to the company’s bigger centres in the metros.

Though the company is using the Salem centre for its BPO operations, it has bigger plans. “We are going to use talent in these centres for delivery of IT services too. We have identified Tiruchi as our next tier-III destination. It too will be for BPO operations. But we might go there with a pilot for an IT service job,” she said.

Addressing reporters in a conducted tour to the company’s facilities in Paris and London, she said besides finding good talent, the move would help in bringing down costs.

Infosys’s Kris Gopalakrishnan is a busy man. After committing to invest in Kerala’s Startup Village, he has offered to pitch in, again in his personal capacity, for an IIIT being set up at Srirangam, the constituency of Tamil Nadu chief minister Jayalalithaa. The state government is setting up the institution — in which the Centre is also involved along with private participants — through the PPP model. The TN government has also sought participation from Infosys, which is yet to reply. However, it is happy that one of the company’s luminaries is keen on the project.

Cross post from Madurai Region II

Global information technology giant IBM is fast spreading its wings in smaller cities. It has set up half-a-dozen centres in smaller cities with plans to reach nearly 40 locations in the next one year.

IBM has opened branches in Indore, Guwahati, Dehradun, Raipur, Coimbatore and Kochi over the past one year. Next target is Madurai and Tiruchi, said Girish Vasudevan, Branch Manager, Chennai, IBM India/South Asia.

LOCAL TALENT

Opening branches in smaller cities is to mainly attract local talent. “We try to be as local as possible. When we look at a smaller place, we simply do not want to send resources from another city. We rather have local resources from that city, supporting that branch,” he said.

While everybody will be IBM employees, each centre can serve customers’ requirement on hardware, software and servers. The centre will typically have 20 seats, he said.

“In smaller cities, the vibrancy of a client from an IT perspective is really music to us. From an IT complexity, there is a gap we are trying to fill. Once you work for us, and like the environment we provide for you, you will be able to deliver a better solution to the client. We will train you but at the end of the day, the client should benefit.

“The goal is to address the SMB segment, which is huge, by bundling various offerings to suit the SME. It could be infrastructure (server), system management software or a basic analytics package, Vasudevan told Business Line.

ROADMAP

The expansion to smaller cities was driven by the need to grow the market. IBM’s 2015 roadmap says that market expansion will happen by tackling different geographies. . Its resource concentration has been so far in larger cities. Substantial markets exist beyond the big cities. . It just makes it a little more difficult to access that potential, if you are located in a big city, said Vasudevan.

“We realised that we had inadequate presence in smaller cities and also inadequate capabilities in those cities to be able to provide a wide range of services. That was the driver to move to smaller cities,” he said.

The land for setting up the first International Institute of Information Technology (IIIT) in Tamil Nadu has been identified near Tiruchirapalli, Additional Chief Secretary Dr T S Sridhar said today.

The proposal to set up 20 IIITs in the country, at an approximate cost of Rs. 128 crore, was an initiative by the Union HRD Ministry.

It has been planned to set up the IIITs through the public-private partnership mode.

Participating at the Third annual celebrations of ICT Academy, Sridhar said the first institute will be set up in Sethurapatty, near Tiruchirapalli.

He said some of the top software companies, including Tata Consultancy Services, Cognizant and Infosys have evinced interest for setting up the IIIT in Tamil Nadu.

He said there was a need to bring insome more IT companies for setting up the project in the State.

Good news, But we have to be careful ,given the present economic situation all over , its bit complicated for the companies to expand in a tier-2 city..but government should lobby very hard to offer them something new/fresh incentives, perks compared to the Tier-1 city to bring them to the city...that's the only way..or it could drag even if the IT Park is ready...But lets hope for the best...

The Electronics Corporation of Tamil Nadu Ltd (ELCOT) embarked on promoting IT in tier-2 and 3 cities in Tamil Nadu in 2007-08 with big ambitions. Today, ELCOT’s Special Economic Zones (SEZs) at some of these locations are suffering from dismal levels of occupancy while construction of buildings hasn’t even begun at others.
“The occupancy at the Coimbatore SEZ is around 30% while at Trichy, the occupancy is near 25%,” sources said. Madurai and Tirunelveli SEZ have no occupants. The foundation stone for Madurai SEZ was laid on April 26, 2008, and for Tirunelveli SEZ on June 17, 2007 .
IT firm Syntel has taken up 100 acres in Tirunelveli and is awaiting clearances. However, the 50,000sqft ELCOT building in Tirunelveli still has no takers. Some companies are listed on ELCOT website as those that have been allotted land but these companies haven’t moved in, as yet.
In the case of Salem and Hosur, while the foundation stone was laid in September 2007 for Salem SEZ and in February 2008 for Hosur SEZ, construction hasn’t commenced as only ground levelling is over, that is, after nearly five years of laying the foundation stone.
The total expected investment in these parks could have been Rs 8,000 crore with Rs 293 crore coming from ELCOT itself. These projects were also supposed to generate 1.9 lakh direct jobs and twice the number of indirect jobs in four to five years from inception.
Secretary of state for IT and managing director of ELCOT didn’t respond to calls. Detailed questionnaires weren’t answered. IT secretary in the state is also chairman of ELCOT.
“They are not promoting SEZz enough through advertisements, roadshows etc,” said the former ELCOT official. While the rates are comparable to commercial property rates, local businesses expect more subsidy.
In Madurai, local IT firms approached ELCOT and said they could take up 20,000sqft of space if rentals were lowered by about Rs 5 per sqft. But they haven’t heard from ELCOT so far. In Trichy too, firms are demanding Rs 5 per sqft reduction in rentals, said S Shagajath, business development manager at ELCOT IT Park, Trichy. He said only 12,000 sqft out of 50,000 sqft has been taken up at Trichy.

State to cut rentals of IT parks in Tier-II cities (http://www.deccanchronicle.com/channels/cities/chennai/state-cut-rentals-it-parks-tier-ii-cities-498)

The state government is contemplating a slash in rental rates of IT parks across the state with a view to attract more clients. Barring Chennai, IT parks situated across the state have dismal occupancy following their high rentals and lack of social infrastructure.

Of the eight IT parks promoted by Elcot across the state, the Tiruchy IT park has got only 30 per cent of occupancy till date while the Coimbatore IT park commissioned three years ago, has only 60 per cent occupancy.

Two parks in Madurai and one in Tirunelveli are yet to find a client while Hosur, Vellore and Salem are still under construction.

Recession apart, the key reason for vacancy, say officials, is high rental rates compared to private IT parks located near-by.

While Coimbatore park commands anywhere between Rs 23 andRs 40 per square feet depending on the client and the lease area, the one in Tiruchy is offered for Rs 28 per square feet. “Private IT parks offer the same area at 15 –20 per cent discount,” they say.

Also, acute power shortage in the recent months has escalated overall operating costs of companies in IT parks.

Though 24/7 power is maintained with the help of diesel generators, this component is again passed on to companies as a part of the maintenance component.

“With this cost escalation, companies are not getting any cost advantage, the original idea that impelled them to set up units at tier-II cities,” lament officials.

To look into all these issues, a government panel including officials of Elcot, finance and IT departments, has been formed to rework the rentals of IT parks so as to attract more clients.

The panel is expected to meet next week and some downward revision of rentals may be announced by end of October.

Even private IT parks are now facing the heat with huge vacancies and hence have made a representation to the government to allow them to let out the space for non-IT clients.

Trichy Land value fixed highest compared to other IT parks .. some cases gone more than 200% (@ 33 Lakh per Acre) Crazy SG:bash:

Hope SG make uniform & low rate for all the IT parks ......

it is medium sized bridge ,since it cut across a channel branching out from river.

since , the road is linking IT PARK , they might be constructing on par with NH. :)

Tender floated for laying link road to IT Park

Staff Reporter ·

An IT major is currently negotiating with ELCOT to have its facility on a 45-acre area in the Navalpattu IT Park, official sources said,

the marvellous and scintillating potential of TRICHY IT PARK and the IT POTENTIAL in TRICHY is clearly explained in the above news article

note 1: growth is one that OMEGA BPO came to trichy a year back and now they are opening their 2 unit in 35,000 sqft next month.

also , in the last one year, nearly 7 MNC IT/ITES and BPO'S came and are utilising Trichy's potential and not like some others where monopoly system is there

note 2: reliable sources to me ( as i am working at a mid-size IT company in Trichy for the past 2 years ) say that

1) WNS GLOBAL SERVICE -----world's best BPO -----will be opening their unit at IT PARK very soon

2) The IT MAJOR as stated by HINDU will be either INFOSYS or CTS

Tender floated for laying link road to IT Park

Staff Reporter ·

Land for setting up first IIIT in Tamil Nadu identified

Press Trust of India | Updated: August 28, 2012 17:06 IST

Chennai: The land for setting up the first International Institute of Information Technology (IIIT) in Tamil Nadu has been identified near Tiruchirapalli, Additional Chief Secretary Dr T S Sridhar said today.

He said there was a need to bring in some more IT companies for setting up the project in the State.

friends,, here is the official confirmation of WORLD'S LARGEST BPO---WNS GLOBAL SERVICE ---having acquired 5 acres of land in Trichy IT PARK...

they have stated this in their oct 2012 auditing report.

they will be opening a temporary campus at the completed IT PARK building by februray 2013,----------- according to reliable sources in my company ( i am employed at a software company in Trichy---

we recently applied for IT PARK, but we were rejected saying that IT PARK is now ready to be filled by JUNE 2013, as SEVENTH SENSE IN DECEMBER and WNS in FEBRUARY are coming

here is the report link:

Further, in February
2011, we received in-principle approval for the allotment of a piece of land on lease for a term of 99 years, measuring 5 acres in Tiruchirapalli Navalpattu,
special economic zone, or SEZ, in the state of Tamil Nadu, India from Electronics Corporation of Tamil Nadu Limited (ELCOT) for setting up delivery
centers in future. We intend to expand our global delivery capability, and we are exploring plans to do so in areas such as Asia Pacific and Latin America.

We do not want to be debt-free: Keshav Murugesh
Interview with CEO, WNS
http://www.business-standard.com/newsimgthumb/021712_38.jpg
Bibhu Ranjan Mishra / Feb 17, 2012, 00:39 IST

Private equity player Warburg Princus recently reduced its holding in BPO services provider WNS to 29 from 48 per cent through a secondary issue, thus raising $64 million. Warburg has been the largest investor in the company for the last 10 years. WNS had also raised $50 million through a primary issue. In an interview with Bibhu Ranjan Mishra, Keshav Murugesh, CEO of the NYSE-listed company, tells what these spell for the company. Edited Excerpts:

Why did Warburg reduce its stake? Was it not satisfied with your growth?
Warburg has acted quite responsibly for the last 10 years. They have been extremely supportive of WNS. When we wanted to go for an issue to raise $50 million, we convinced them to put some of their shares in the issue. This is because $50 million is too small in the US for a primary issue. Our aim was to attract more investors by increasing liquidity.

What does the success of the issue mean for WNS?
It was a very successful issue and it is being seen as a re-IPO, given the market conditions in the US. We could price the issue at no discount at all and there was solid demand from some of the most powerful institutional investors. After the issue, Warburg would continue to be our largest shareholder.
There were talks that Warburg might exit the company fully? How long they would continue with WNS?
They have not sold their stake completely, but have diluted a part of it. Besides, they have not sold it to any strategic investor. Even in 2006, when WNS went public, they never diluted the stake. They would continue to support the company. I am sure, over the next few years, as the company performs well and the price looks better, they will have enough opportunities to recoup further from the rest of the stocks.

Are you seeing growth coming back for the company?
From the company's viewpoint, we are doing all the right things. The revenues as well as margins are growing well. We have also started winning some very large deals.

How do you plan to use the proceeds of the issue?
The cash from this issue net of expenses is $47.5 million. We will use it to accelerate growth by acquiring small technology platforms, making small tuck-in acquisitions and technologically enabling some of our businesses. Besides, we want to create new delivery centres in South America, China and West Asia. We are also creating some special economic zones in India.

You also have a debt of $73 million. Would you use a part of this issue to repay some of it?
We have paid off most debts. We will pay the remaining through internal accruals.

But, we don't necessarily want to be a debt-free company. As long as the debt is being used to accelerate growth, I don't see any problem with that. Besides, our debt-equity ratio is very less.

Which are the new centres you are setting up in India?

We are setting up one in Visakhapatnam. It would cater to domestic market. Initially, it would have 500-600 seat capacity, before expanding. Besides, we have land banks in Visakhapatnam (Andhra Pradesh) and Trichy (Tamil Nadu) for the development of SEZs. Each SEZ will have an investment of $3-4 million.

If everything goes well, Trichy IT PARK would see its 5th company in Feb 2013.

we would be very happy indeed , if any other IT MAJORS like HCL ( already got 5 acres land ) , INFOYSYS( already in great plans and negotiations) , CTS,,,TCS && WIPRO, HCL comes to our IT PARK before itself , very soon

we would be soon getting all these due to excellent potential which is already reflected by so many IT/ITES and BPO'S already occupying Trichy

Placement officers gain insights into job market at orientation programme (http://www.thehindu.com/todays-paper/tp-national/tp-tamilnadu/placement-officers-gain-insights-into-job-market-at-orientation-programme/article4129501.ece)

Placement officers in affiliated colleges of Bharathidasan University gained insights into the prevailing trends in job market during an orientation programme organised by the university’s Centre for University Industry Collaboration on Friday.

A senior IT professional of TCS Karthik interacted with the placement officers and apprised them about the skill sets that IT industries look for in candidates from arts and science programmes interested in taking up jobs in ITES (Information Technology Enabled Services) areas. He discussed modalities of recruitment, the attrition rate and the scope for industries to associate themselves with institutions to prepare students for the job market.

The placement officers wanted IT industries to establish their BPO centres in Tiruchi so that the remuneration will be at a satisfactory level for the local candidates. At present, the candidates from tier-II and tier-III cities were facing difficulties in sustaining themselves economically in metros, they explained. On Thursday, the university conducted a workshop for chairpersons of Boards of Studies on ‘‘Reform of UG and PG Curriculum for Enhancing Employability’.

The second delivery center for Omega Health Care has being equipped with all required infrastructure and getting ready to start in a couple of months for its full fledged operation.

This center has built in 2 floors (2nd and 3rd floor) where the ground floor is occupied with TATA WESTSIDE and the first floor is for SBT bank and other offices.

This center is a 1000 seater capacity for 2nd and 3rd floor together.

Just think guys. If this center can handle 1000 employees at a time then what about if this center operates in shifts. Approx 3 shifts in a day will fetch 3000 employees.

And not to forget that the Center 1 is operating at Raja Complex, opp to St. James School with around 400 employees i guess may be higher. :):)

Omega Healthcare Management Services Pvt. Ltd. a global leader in offshore healthcare business outsourcing specifically focusing on Revenue Cycle Management sees tremendous opportunities in the knowledge outsourcing space coming out of Obama Care healthcare reform plan and the transition of the US healthcare industry from ICD-9 to ICD-10 for the medical coding system.

The company which is a fully owned subsidiary of Omega Healthcare Management Services, NY, USA, kicked off its operations in 2003 and grew six times since the funds infusion in 2007. “It expanded into a 42,000 sq. ft facility at Chennai in 2009. In June 2011, its third facility at Trichy came up with 400 seats. Now the company is in the process of doubling its capacity to 800 seats with its fourth facility and the second at Trichy. “Expansions have been driven by increasing the quantum of business coming in from a growing client base which now includes hospital outsourcing too,” stated Gopi Natrajan, co-founder, president and CEO, Omega Healthcare.

The company operates out of four centres in three cities: one each in Bengaluru and Chennai and two in Trichy. Its total employee strength is around 4,000. Plans are underway to infuse around 3,000 employees in the next calendar year to meet its rapid growth.

Incubation and training centres exclusively for small and medium information technology companies will come up at Elcot’s Special Economic Zones (ElcoSEZs) in three locations of Tamil Nadu.

This is one of the measures that the State Government has initiated to attract small entrepreneurs to occupy the readily available space in ElcoSEZs and in the IT parks at Tiruchi, Madurai and Thirunelveli.

The Electronics Corporation of Tamil Nadu has promoted SEZs, called ‘ElcoSEZ’ at Chennai, Tiruchi, Coimbatore, Madurai, Thirunelveli, Salem, and Hosur.

These incubation centres will offer plug-and-play facilities in each IT building to help small entrepreneurs to occupy space immediately. The centres are to be located at Tiruchi, Madurai (Ilandhaikum) and Tirunelveli, says a State Government order.

The location is ideal for SME occupants of incubation due to the prevailing conducive environment for software development and value-added infrastructure will be created in these locations

^^There is one way to keep it uptrend about the IT scenario in Trichy..

If thrs a Trichy consortium or forum approaches the CM show the Foundational strength of IT Factor in town and associate the many advantages of Trichy(Mainly along with Srirangam Factor) , we can see huge investments in no time..

Honestly I feel TCS should bring down a Facility(some sort of Training facility at-least) to Trichy..

The reason,

1. BIM has sent many of the upper managers and Senior Mangers to TCS worldwide.,
2.Former CEO(Ramadorai) of TCS is also a Board member of TCS
3.Founding,First and Former CEO was a native of Delta (Greater Tanjore dt)and Present CEO (Chandrasekaran) Alma matter is from the town (NIT-T),he can vouch many things for the city..
4.SASTRA sends a huge amount of Human resource to TCS everywhere..they even created some Guinness records for shining in single recruit..
5.Besides the Institution factor and other own advantages of trichy are there to help.

But we never know who will tell these points and bring down 'em here..honestly talking Trichy is nowhere in the IT Map as of now..more work to be done..thanks.

nothing to worry

So , according to Info--------------many came just to have an experience-------My father was there for few minutes to see the progress ----he told it

from the start itself-----------TCS made it clear that they will be recruiting only 150----

But , many reputed colleges in Trichy Region has MOU with almost all leading IT Majors --------so they will land directly in their colleges

Healthcare services firm Omega Healthcare is on an expansion mode.

The company has centres in Chennai and Bangalore, employing over 4,000 people. It also has a sales office in Florida, US.

Omega is now setting up another centre in Tiruchi, besides looking at centres in Bangalore and the Philippines.

Omega Healthcare is an offshore provider of medical coding, billing and insurance claims processing services to physicians and hospitals in the US.

This is how it works: Doctors and hospitals send bills and documents related to the treatment to Omega (through intermediaries). Omega then codes the paperwork to generate a claim to insurance companies. The company also follows up on payments from insurance companies and dues from patients, if any.

Its Tiruchi facility will start operations in January. Apart from being cost effective, Tiruchi has good talent and access to educational institutions, said Gopi Natarajan, CEO.

But with power being an issue in Tamil Nadu, Omega is looking at another centre in Bangalore.

Between Chennai, Tiruchi and Bangalore, Omega hopes to add 3,000 jobs next year.

Omega is also considering setting up a centre in Philippines for voice-based work “as the accent and culture is akin to that in America. Since this voice involves making calls to patients to settle any dues to hospitals, it must be done with tact and sensitivity,” said Natarajan.

^^ Venky, Common facility about 50000 SQFT completed by SG...

If any company wants to occupy this facility, they have get approval for the total area required and needs do their part in interiors according to their requirements...(One company can't take all 50000QRFT as ELCOT has some rules and regulation and give first priority for the small companies)

If any company required Acres of land for their own facility, they have to deal with ELCOT for approval and do start their activcities with Construction of their own campus.

Companies wont wait for this kind of Infra developments, they have alternatives in other Tier-II cities..They want everything to be ready before they move in..Looking at the way its dragging for few months , this could be a cause to Hinder developments in the city..

Officials reclaim parts of IT park run by M K Alagiri family

MADURAI: The compound wall of an IT park here in which Union Minister M K Alagiri's family members are directors was today demolished by city corporation officials after an inquiry found it had been built allegedly encroaching prime government land, officials said.

The officials also reclaimed the car park area and a park nurtured by the Daya Cyber Park as part of the demolition drive carried out with police escort.

The compound wall of a neighbouring building was also pulled down as it was also built on encroached land, officials said.

The action was taken after an inquiry by civic officials found that Daya Cyber Park and the neighbouring building had encroached around 5.5 cents (one cent is around 436 sq feet) and 1.5 cents respectively in two survey numbers, they said.

The inquiry was ordered by then District Collector U Sagayam about an year ago. Initial comparison with government records showed encroachment had been made by both Daya Cyber Park and the neighbouring building.

The Daya Cyber Park itself, located on a 3.18 acres site, had faced civil litigation over ownership. While it was claimed that the land belonged to a trust, the company maintained the sale of land had been effected legally and related cases disposed of by court.

The board of Electronic Corporation of Tamil Nadu (Elcot) has approved to lower the rental rates from Rs 23 per sq ft to Rs 18 per sq ft in favour of IT companies that occupy space in the technology parks in the state, as there are no takers to start new ventures. "But the maintenance fee of Rs 5 per sq ft stays across the state," confirmed S Shagajat, business development manager, IT Park, Trichy.

In fact, the decision to reduce the rentals was almost forced on them, as the Madurai technology park was lying idle for more than two years without any takers. The IT companies were of the view that the rent of Rs 28 per sq ft was exorbitant. Shagajat told TOI that the businesses did not take off because of the general global recession hitting the IT industry.

The much-hyped technology park at Navalpattu on the Trichy - Pudukkottai highway was officially commissioned on December 9, 2010 by then deputy chief minister M K Stalin. Applications were invited from global players as early as April, 2008. Elcot signed MOUs with 10 global players and they were allotted lands ranging from three to five acres within the 147 acre IT park where they could have their own buildings in future. For the time being, there were offered office spaces within the 50,000 sq ft built up area.

Though huge tax exemptions were promised none of the companies came forward. The then Information and technology minister R B Udayakumar in July, 2011 even warned that he would recommend cancellations of MOUs if the companies did not start operations soon.

Shagajat told TOI that notices had been sent recently to all the nine companies why the MOUs should not be scrapped. As of today, there are only two companies - iLink's Multitech Solutions, which was not included in the original list of 10 companies and Assyst International Pvt Ltd occupying 2541 sq ft - are doing export-oriented software development business. These companies transport their 50-odd employees through the bumpy road in their private vehicles and during late hours the employees are allowed to hire taxis on the company's account.

iLink's managing director Ganesh Ramakrishnan however, said that he was used to the milieu and it had now become easier to access pool of talent in the region. The company had earlier opted for only one acre of land, but now Ganesh said it had invested in one more acre of land for future expansion. The company has recruited a lot of graduates from the neighbouring villages where it was involved in CSR activities.

Shagajat said that the technology parks failed across the state because of the general recession and that the state government was ready to do any help.

Since the economic turmoil in the U.S. and European economies and other developed countries has a direct bearing on the performance of IT sector in India, the prospects for progress of the IT Park at Navalpattu as in the case of special economic zones in other tier-II cities, is bound to be bleak in the coming years, ELCOT sources said.

When the IT Park was launched in 2010 with a built up space of 50,000 square feet, there was hope that the space would be occupied by mid-sized companies. The built-up area envisaged as an incubation centre was constructed at a cost of Rs. 14.5 crore. On its part, the ELCOT identified nine companies for allotment on 147 acres of land.

However, because of the sluggish global economy, none of the nine companies had come forward to start the process of constructing buildings. As per ELCOT norms, the companies that have been given land on lease should have started operations within two years after the date of allotment. There were no indications that any of the companies would have their own facility any time soon, the sources said.

As for the built-up space, only a small portion was under occupation by two companies providing employment to a few hundreds of people. At a time when the companies are cutting cost and scaling down employment, investment in a tier-II destination ranks low in their priority, an official said.

The only positive factor was the progress on the link road. After the AIADMK came to power in the State, the tender for creating a four-lane link road to the Tiruchi IT Park at Navalpattu from Gundur along the Tiruchi-Pudukkottai National Highway was floated. The State government had sanctioned Rs. 6.10 crore for the project, accepting ELCOT’s stand that a strong link road of international standards was a pre-requisite for attracting top-notch IT companies.

The State Highways Department took over possession of the road that was till then under the jurisdiction of Gundur and Navalpattu panchayats.

The roadwork, official sources said, would be completed within the next few months. Already nearly 4 km of one side of the four-lane road had been laid, sources added.

Once completed, the IT Park in Tiruchi could be projected as an attractive destination for IT investment owing to its proximity to the international airport. No other IT Park in a tier-II city in Tamil Nadu enjoys this advantage.
