Dhaka slum dwellers live under threat of eviction
A drive to clear the Bangladeshi capital's largest slum has been halted after some demolitions, and residents are determined to stay until the government provides them with alternative housing

By the time the bulldozers arrived, Mofizul Islam had cleared his shelves. The 44-year-old owner of a small roadside grocery in the Korail slum area of the Bangladeshi capital had been told that the government wanted to remove all structures within 10 feet of the road, and he had prepared accordingly.

"They announced that 10 feet on each side of the road would be reclaimed. So I moved all my stock to my house which was well over 50 feet from the road," said Islam.

The bulldozers razed the shops and, to the residents' horror, kept on coming. Panic set in as around 100 households were demolished in a matter of minutes. Soon the air was heavy with dust and the wailing of women and children.

"They lied to us," said Islam, standing in the rubble of his former home on Sunday. "I lost everything I had – my stock, my house and household belongings. There was no time to move anything. We tried to talk to the magistrate in charge, but the riot police drove us back."

Dhaka district authorities say the eviction drive, which started on 4 April, has already removed around 2,000 illegal structures, including houses and shops, and reclaimed 170 acres of public land in the Korail slum, Dhaka's largest and longest-standing informal settlement.

The move to dislodge squatters, says the administration, was in response to a court order in January to clear illegal structures from the side of the road and the banks of the lake that flanks the upscale Gulshan neighbourhood.

"The high court order is valid until someone appeals or gets a stay order," said Selim Hossain Bhuiyan, a district magistrate who oversaw the eviction.

The slum dwellers have reacted with anger and dismay. They say many people were injured and one young girl was crushed under a bulldozer during the forced evictions, although this has been denied by the district administration.

"However technically legal the form of the eviction may have been, nothing can justify the manner and spirit in which it was carried out," Faustina Pereira, director of the human rights and legal services programme of the NGO Brac, said in a statement.

Five days after the demolition of the shanty houses, many families were living in the open with intermittent rain adding to their misery. "We are left under the open sky without food, water or toilets," said Islam's wife, Rasheda Begum. "We have to depend on NGOs like Brac, which hand out food. My daughter had higher secondary examinations yesterday, but she couldn't take the test."

Last Thursday, several hundred people from the Korail slum staged a sit-in on the airport road, bringing traffic to a standstill. They agreed to move after the district administration announced the evictions would stop, for now.

The slum lies at the edge of the Gulshan and Banani areas, where some of the country's wealthiest families live. The slum sits on government land and is inhabited by at least 40,000 people crammed into rental shanties made of mud, bamboo and corrugated iron sheets.

Rights activists say the government is in violation of a 2008 high court order that asked the administration to make arrangements for rehabilitation before evicting Korail slum dwellers.

"There is a legal precedence where courts have held that if you uproot very poor people, you not only destroy their livelihoods but also endanger their lives, since their means of finding alternative housing is extremely limited," said Sharif Bhuiyan, a supreme court lawyer. "People must be consulted, provided with alternative settlement before eviction, and the community must be told exactly what the land they live on will be used for."

In 2007, the World Bank estimated that nearly half of Dhaka's population of more than 12 million live in slums, and said eviction of squatters from public land has been a "continuing practice of the Bangladesh government". In 2004, a large-scale eviction in the city's Agargaon area affected around 40,000 slum dwellers. Last year, 2,450 households were evicted from two slums, according to a study funded by the UK Department for International Development (DfID).

The threat of eviction still hangs over the people of Korail. But many, like Mofizul Islam, are determined to stay until the government provides them with alternative housing. "We are not criminals, but people working hard to earn a living and provide for our families," he said. "We are not going anywhere."

Watch-tower around secretariat planned

DHAKA, Aug 29: The government is going to build seven watch-towers around the secretariat, the country's administrative nerve-centre, within this year, to fend off possible terror attacks, and ensure foolproof security of the key point installation (KPI). This is being done to bar entry of all unauthorised visitors and vehicles, as well as, to check possible terrorist or militant attacks, the home ministry sources said, explaining why the towers are being build, for the first time, around the seat of the government.
Already the public works department (PWD) has developed designs for the towers, which were sent to the Dhaka Metropolitan Police (DMP) for approval, sources added.
For ensuring security of the administrative hub, five traffic sergeants and some more traffic constables would be deployed inside the secretariat, for maintaining the vehicles, entering the KPI, the See Page 2 Col 8Watch-tower sources added.
The authorities concerned are installing two loaders for scanning the vehicles, entering the secretariat, everyday, carrying the officials and visitors, the sources added.
At an inter-ministerial meeting, held at the home ministry on Wednesday, with one of its joint secretaries in chair, the present security details for the secretariat were reviewed.
A home ministry official proposed building a number of ‘parking towers’ outside the secretariat, to accommodate vehicles, which are now parked on the roads around the administrative hub.
A senior official of the home ministry told The Independent that they are concerned with the present security measures in the secretariat, after the recent bomb attack by opposition activists. “There’s a security threat to the secretariat, as a number of visitors enter the KPI in the name of meeting the officials,” he said, adding, “Members of law enforcement agencies will watch the visitors and movement of all vehicles in the secretariat.”
He also said that, at present, policemen and personnel from different security forces, can enter the secretariat without any entry-pass, a practice that will be discontinued.
It may be noted that security agencies had warned the government of possible attacks by radical organisations on all the KPIs across the country, as the government is holding trials for war-crimes committed during the Liberation War.
The sources further said that the government wanted to introduce an “access-control system”, by providing “smart cards” to officials and employees of the secretariat. But, the authorities have failed to introduce the system, due to delays in appointing a contractor, after re-inviting tenders.
The security agencies have also asked the government to jack-up security measures in and around the secretariat, especially at the Eden Building (Bhaban-1), where the Prime Minister’s Office is located.
Despite the alarm, essential equipment, like baggage scanners, have remained out of order for the past three years. During the BNP-led four-party alliance government, 162 closed-circuit television (CCTV) cameras had been installed on the secretariat premises, and nine sub-control rooms and a central control room were set up to monitor security arrangements round-the-clock. However, most of the CCTV cameras have become dysfunctional, the sources said.
The sources said the home ministry had ordered law enforcement and intelligence agencies to take necessary steps to bar the entry of vehicles with tinted glasses, into to the secretariat premises, during office hours, as a precautionary measure to foil any possible subversive activity.
A major source of concern is the unchecked movement of vehicles with tinted glasses in and out of the secretariat complex. Most of these vehicles, allegedly belong to the ruling party lawmakers.
Corruption is also a matter of concern among security officials, as a section of dishonest employees, in different ministries, have often been found selling entry passes to the high-security complex.

Dhaka's real estate boom is only getting started

The demand for flats in and around Dhaka city will stand at around 1 lakh in the next 10 years as the government is yet to 'play its proper role' in meeting the growing housing needs, according to a recent study.
The 40-50 age group people are more interested to buy flats within the next three years, says the study completed in July this year.
Analysing the consumer responses, the study said the demand for houses in the upcoming three years will be around 30,000 to 40,000 while it will stand at 60,000 to 80,000 in the next five years and by next 10 years the demand will jump to around 95,000 to 1,30,000.
Currently, consumers are more interested to buy flats than build their own houses. People who already own a house or flat are still very willing to buy another property which actually adds in the growth in the demand.
According to the study findings, younger segments are willing to purchase flats rather than building their own houses but in most cases they do not have any immediate plan.
For building houses, people mostly preffer Uttara, Mirpur, Purbachal, Bashundhara, Mohammadpur, Dhanmondi and Gulshan areas. For purchasing flats, consumers mostly prefer Dhanmondi, Uttara, Mirpur, Mohammadpur, Gulshan-Banani, Bashundhara and Malibagh-Mogbazar areas.
Among different occupational groups, businessmen, private bankers and doctors, both government service holders and private practitioners are willing to build their own houses or purchase flats. The major sources of funds are bank loan and personal and family savings.
Real Estate and Housing Association of Bangladesh (REHAB) sponsored the study, titled 'A Comprehensive Study on the Real Estate Sector of Bangladesh' supervised by its research manager Leo Vashkor Dewri.
Dhaka University, IBA lecturers - M Iftekharul Amin, Sagar Sen, Syeda Mahrufa Bashar, assistant Prof of DU Statistics Department M Golam Rabbani, Assistant Prof of Institute of IT, DU M Shafiul Alam Khan and Assistant Prof of Department of Economics, DU Dr Rushad Faridi were the research associates.
With the increasing housing demand amid the growing population, 'apartment culture' has grown up in the country sharply, especiallyin Dhaka and Chittagong.
The apartment housing was first introduced in Dhaka by formal private developers in the early 80s.
It first appeared in Dhaka near Central Road and subsequently the city experienced a boom in apartment development in all residential areas, including Paribagh, Moghbazar, Siddeshwari, Shantinagar, Dhanmondi, Mirpur, Banani, Old DOHS, New DOHS, Gulshan and Baridhara.
In line with this, house rent in Dhaka increased by 250 percent between 1990 and 2007.
The overall sale of flats dropped by 40 percent over the two years, REHAB general secretary Engr Anisuzzaman Bhuiyan Rana told UNB over phone on Saturday.
"Shrinking bank loan for the clients, gas and electricity crises and uncertainty over political changeover are the three reasons behind the fall," he said.
Bangladesh like many other developing countries faces an acute shortage of affordable housing both in the urban and rural areas.
Besides, housing affordability is being eroded by poor land administration policies, which have resulted in very high land prices that make urban housing prohibitive for lower income groups.
